APM Terminals Pipavav sets new Record for Vehicle handling by Rail PIPAVAV: GPPL [APM Terminals Pipavav] has further lifted the standard of responsibility and reliability by setting an inward auto rake record at the port. In January, the port unloaded 26 auto NMG [Newly Modified Goods] rakes – the specialized auto carrier used to transport cars by rail. This is the highest monthly rake ever handled at the port, amounting to 2,602 vehicles. The service supports APM Terminals’ industryleading decarbonisation ambition and contributes to significant decongestion of commuter road networks.

COM (Freight), Western Railway and looked after the Freight movement over entire Western Railways including Trade Movement, Loading at Major Port-DPA, Mundra, Pipavav and Dahej. Shri Shukla has done B.Tech in Mechanical from IIT, Kanpur. He has also got National Award for his meritorious services from the then Railway Minister, Shri Suresh Prabhu in 2015. In his present stint at DPA, his emphasis is on infrastructural improvement of the Port, organizational changes and modernization of Port operations. Mr. Dinesh Singh, IOFS, Zonal Development Commissioner, Kandla Special Economic Zone will be gracing the event as Special Guest. Milaha announces 2% growth in Net Profit for 2023, Reaching QR 1.03 billion DOHA: Qatar Navigation Q.P.S.C. (“Milaha”) has announced its financial results for the year ended December 31, 2023. Key nancial highlights: • Operating revenues of QR 2.942 billion for the year ended December 31, 2023, compared to QR 3.285 billion for the same period in 2022 • Operating profit before impairments of QR 436 million for the year ended December 31, 2023, compared to QR 487 million for the same period in 2022 • Net profit of QR 1.030 billion for the year ended December 31, 2023, compared to QR 1.013 billion for the same period in 2022 • Earnings per share of QR 0.91 for the year ended December 31, 2023, compared to QR 0.89 for the same period in 2022 Milaha Maritime & Logistics’ net profit decreased by QR 330 million compared to the same period in 2022, mainly due to weakened container

shipping rates compared to near record highs in 2022, and reduced volumes. Milaha Gas & Petrochem’s net profit increased by QR 108 million compared to the same period in 2022, mainly due to non-recurrent vessel impairments that were recorded in 2022 and improved performance from wholly owned vessels. Milaha Offshore’s net profit increased by QR 87 million compared to the same period in 2022, driven by increased vessel utilization, specialized services, and project income. Milaha Capital’s net profit increased by QR 149 million compared to the same period in 2022, driven by an increase in investment income and a non-recurrent real estate property impairment recorded in 2022. Milaha Trading’s bottom line increased by QR 3 million compared to the same period in 2022, coming from increased margins of bunker and related ancillary services, along with higher marine product sales.

China extends Anti-Dumping Duties on Indian chemical, a ‘legitimate response’ BEIJING: China’s Ministry of Commerce (MOFCOM) said that it will retain Anti-Dumping Duties on imports of o-chloro-p-nitroaniline originating in India, a move that experts said is a legitimate response to concerns raised by domestic producers. According to a MOFCOM announcement, the duties will be extended for another five years, starting from February 13. China first imposed the duties for five years as of February 12, 2018 at rates of 31.4-49.9 percent. Qian Wenjie, a partner of Gaopeng & Partners, told that usually, anti-dumping measures are left to expire after five years. If it is determined after an end-of-period review that the cessation of duties is likely to lead to the continuation or re-occurrence of dumping and injury, the measures will be extended. If domestic enterprises don’t seek an extension, and the investigating authority doesn’t initiate a review, then the measures are automatically terminated. Ahead of the ending of the first five-year period, the MOFCOM received an application from the industry on December 12, 2022. It decided to conduct an end-of-period review starting on February 13, 2023, and sent and notified the announcement of the review filing and the status of the filing to the Indian Embassy in China and the major Indian exporters. In a year-long investigation, the MOFCOM found that India has strong production capacity in this yellow crystalline powder, which is mainly used in dyes, and that there is serious overcapacity, with two-thirds of it relying on exports to overseas markets. Between 2018 and September 2022, India still exported the product to China by dumping, accounting for all of China’s imports of o-chloro-p-nitroaniline, which had left Chinese enterprises in a state of unstable production and operation, and susceptible to the impact and influence of dumped imported products.

We are facing challenges as many times we come to know item is covered in BIS last moment. What proactive actions can be taken to avoid this situation? SOLUTION: In the case of BIS proactive approach is a must and only solution, here are a few useful steps. First understand the topic of BIS is not a customs topic, it needs to be owned by Quality and the standards team in your organization. a) Basic Preparatory work 1. Obtaining Management support – Explain to management about challenges faced at customs, Legal background, seriousness, and implications in case of noncompliance. Request their support. 2. Awareness and Training – As first step you need to create awareness about BIS and its challenges faced in customs to all the topics of a custom. You can give actual examples during training in addition to background and legal requirements. If you can do this training jointly with the Quality team and look after standards and approvals it carries more impact. 3. Formation of the crossfunctional team at the central level and - BIS is a quality topic and many stakeholders such as material planner, R&D, design, and Procurement in addition to Quality. 4 . N o m i n a t i o n f ro m stakeholders in each plant – R e q u e s t ea c h u n i t h ea d to nominate team members one from Quality, procurement, and IT person. This will help you to act at plant level and proactive actions.

b) Action Plan Action needs to be divided in two groups. I. One-time actions II. Continuous action for future

c) Technology support to control and Monitor Various ERP systems including SAP have Quality modules and functionality that can help to stop the ordering of items if BIS is applicable and BIS approval is not available. By activating this feature in SAP (Q info record, Block PO, and uploading BIS cer tificate in Q i n f o r e c o r d s ) o r implementing such control in your system you can ensure that no items are imported without BIS. This will ensure compliance.

3. If appointing a consultant, ensure that he will follow all compliance rules and laws. Conclusion BIS regulations and items covered under BIS will increase, and it is important to take proactive steps. Trade Compliance/Import Export can play an important role but not the main role. Collaboration is key. You must work out the best suitable solution for your organization. There is a famous saying by Winston Churchill “The more you sweat in peacetime, the less you blood in war times.”

Inter-Ministerial panel on Red Sea crisis to meet today NEW DELHI: The high-level inter-ministerial group on the Red Sea crisis, chaired by commerce secretary Sunil Barthwal, will meet today amid shipment delays and increase in cargo transport costs. This is the second meeting of the group that has officials from Ministries of Exter nal Affairs, Defence, Shipping and Finance. "As of now, there is no volume

impact of the Red Sea crisis on India's exports though transportation costs have risen. There will be discussions on the steps being taken to help exporters," said an official. The first meeting of the group was held on January 17. The Centre wants to ensure adequate credit flow to exporters as the disruption in the Red Sea region could impact over 80% of the trade with Europe.

"We will have to see how long-term demand is hit and how our competitor countries are being impacted," the official added. Exports from India are continuing as the sailings of ships carrying containers from the country have been diverted via the Cape of Good Hope route. Longer routes are resulting in an increase in shipping costs.

Cargo movement through waterways up 700% in 10 years : Sarbananda Sonowal NEW DELHI: Government’s push for cargo movement by Inland Waterways (rivers and creeks) has resulted in 700% increase in ferrying of goods by the greenest transportation mode in the past 10 years. Data shows that freight transported by waterways increased to 126 million tonnes (MTs) in 2022-23 from 18 MT in 2013-14. In the current financial year, 100 MT of cargo was transported by inland waterways till December 2023. “We are confident that cargo transport by March will surpass last year’s total and it will be a record. Government has taken several steps, including giving incentives, in recent

years to promote waterways as a preferred mode of transportation of goods,” said an official. In a written reply to Lok Sabha last week, Shipping and Waterways Minister Shri Sarbananda Sonowal said 32.4 MT of cargo was transported by 12 national waterways in 2022-23 compared to only 6.9 MT in 2013-14, registering a 4.5-fold increase. Till Dec, these waterways transported 22.1 MT. Among these waterways, NW-1 (Haldia-Allahabad stretch of Ganga-Bhagirathi-Hooghly river system) carried 9.6 MT freight during the current financial year. Data shows that cargo movement through national waterways in

Maharashtra, Gujarat and Goa showed a steep increase. In Maharashtra, cargo transported by waterways went up by six times – from 10.2 MT in 2013-14 to 63.1 MT in 2023-23 – and in the current financial year it was 52.4 MT till December. In Gujarat, cargo movement went up to 27.7 MT in 2022-23 compared to 11.5 MT in 2017-18. This financial year, till December, nearly 23.5 MT of freight was transported by Narmada and Tapi waterways in the state. In its bid to promote inland waterways as a supplementary mode of transport, the Shipping and Waterways Ministry has allowed the waiver of waterway user charges initially for three years.

Shipping Minister highlights improvement in performance of Indian Ports NEW DELHI: The Union Minister for Ports, Shipping and Waterways, Shri Sarbananda Sonowal recently h i g h l i g h t e d t h e Pa r l i a m e n t t h a t Government has taken various steps to improve the operational performance including reduction in pre-berthing detention and turn around time of Major Ports such as the construction of new berths, terminals, and parking plazas, Mechanization/Modernization/Optimiza tion of existing berths and terminals, streamlining of processes through digitalization, expansion of hinterland connectivity through rail and road, etc.

India has no plans to privatise Shipping and Ports : MoPSW NEW DELHI: Government of India has recently clarified that there are no ongoing discussions about the privatisation of shipping and ports. The M i n i s t r y o f Po r t s , S h i p p i n g a n d Wa t e r w a y s ( M o P S W ) m a d e t h i s statement to the parliament in response to two years of speculation about potential privatisation plans. It further emphasised that all 12 Major Ports, which are entirely owned by the Central Government, have not been privatised. However, the Government has shown openness to Private Sector Participation through Public-Private Partnerships (PPPs). Under these partnerships, private entities can

engage in specific projects, berths, and terminals through concession agreements. These agreements are established for a set period and involve a competitive bidding process. The terms of the agreement include a revenuesharing or royalty arrangement between the concessionaire and the Major Port Authority. Despite the global trend towards privatisation and economic shifts, the Indian Government has maintained a cautious approach. This stance is particularly relevant given the transformative changes currently being witnessed in the shipping and port sectors worldwide.

In a related development, DIPAM Secretar y Tuhin K anta Pandey, earlier when asked about the privatisation of the Shipping Corporation of India (SCI), stated that while the privatisation has been delayed, it is not off the table. Furthermore, KV Subramanian, t h e Fo r m e r C h i e f E c o n o m i c Advisor to the Gover nment of I n d i a , s u g g e s t e d t h a t disinvestment might accelerate after the elections. The government’s commitment to PPPs indicates its strategy to leverage private investments while retaining control over critical infrastructure assets.

Japanese shipper MOL says Red Sea disruption could last a year PANAJI: Japanese shipping giant Mitsui OSK Lines Ltd. said that tensions in the Red Sea could disrupt the critical trade route for a year. “It’s a historic event,” President Ta k e s h i H a s h i m o t o s a i d i n a n interview. “The situation will continue at least for the coming two or three months. And as a worst-case scenario, six months or one year.” Yemen’s Houthi rebels have been menacing merchant shipping since mid-November, attempting to board vessels and hitting them with missiles and drones. The US and UK

responded with airstrikes on the militants in mid-January, escalating tensions that continue to disrupt shipping through the Red Sea. The stretch of water is unavoidable for any ship wanting to use Egypt’s Suez Canal to cut between Asia and Europe, forcing hundreds of vessels to detour all the way around Africa. There are cur rently enough available ships to weather the disruption, Hashimoto said in Goa, India, on Tuesday. However, if the economy were to suddenly grow and

demand for goods increases, then it’ll create a shortage of shipping capacity, he warned. MOL, with a fleet of about 800 vessels, said last month that it has halted transits via the Red Sea for safety reasons. The Iran-backed Houthis, a group that controls much of Yemen including its capital Sanaa and the Red Sea port of Hodeida, have used boats laden with explosives — as well as missiles and airborne drones — as part of their campaign to disrupt shipping in the Red Sea and Gulf of Aden.

Railway freight transport : On track to a greener tomorrow NEW DELHI: The focus is on sustainability as government and business leaders convene in Davos for the World Economic Forum’s annual meeting. With 95% of the world’s transport energy still coming from fossil fuels, the transport sector is responsible for approximately onequarter of greenhouse gas emissions. In a world increasingly concerned about climate change and the environment, choosing sustainable options for transport can make a significant difference. Railways are one of the most fuelefficient ways to move freight over land. One freight train can replace hundreds of tr ucks r unning on highways and emitting greenhouse gases. Using railways instead of trucks to move freight helps reduce GHG (greenhouse gas) emissions by up to 75%. A study showed that rail emitted approximately 0.0149 kg. of GHG per ton-km. of freight moved, whereas for trucks, the emissions are around ten times higher at 0.1445 kg. of GHG per ton-km. of freight moved. This is the lowest emissions per tonkm. of any mode typically used to move freight. The use of rail also reduces the economic toll of congestion on roads and repairs and maintenance of highways. A single freight train can carry one thousand to five thousand tonnes of freight. The use of diesel fuel to power

the freight train, while not optimal, still generates only 25% to 33% of the GHG emissions produced by trucks. And as railways transit to use electric locomotives or other non-fossil fuels in the future, this will bring many more benefits to battling climate change. In this context, Indian Railways today offers an eco-friendly, efficient, and compelling alternative to shifting freight by road. Indian Railways today has a share of around 28% in India’s freight movement. This is a significant number, but there is potential for more. The National Rail Plan (NRP) 2020 aims to increase the share of freight traffic to 44% by 2051. The Railway Ministry is also taking steps to encourage industries to use rail for freight and the movement of goods and commodities. Dedicated Freight Corridors (DFCs) have been constructed on important highdensity routes to make freight operation efficient with higher throughput per wagon and train, the running of heavy haul trains, lower energy consumption with reduced operation and maintenance costs, and a reduction in transit time with a lower cost of transportation. And the Corporates have been taking advantage of this. An example is Adani Wilmar, one of the largest Food & FMCG companies in India has

been transporting edible oils via railways as part of their commitment to help reduce carbon emissions. This commitment was recognized with the Indian Railways awarding an Appreciation Letter to Adani Wilmar for being the largest transporter of edible oils via rail during the financial year 2022–23. Since 1st April, 2022, the company has been awarded 44,354 Rail Green Points (RGPs) till date. With each Rail Green Point equivalent to a tonne of CO2 reduction, the metric reflects the 44,354 metric tonnes of carbon emissions saved by Adani Wilmar choosing rail over road transport. The company has been constantly putting efforts into increasing the volume through railway rakes and adding more containers in 2023 compared to last year. Notably, Rail Green Points are not financially tradeable like carbon credits; they inspire a corporate ethos that holds environmental considerations over monetary gain. T h e R a i l G r e e n Po i n t s w i l l promote and encourage industries to utilize railway transport for cargo movement and support their efforts in adopting sustainable supply chain management practices. This in turn will help industries not only reduce their carbon footprint but also contribute to a larger narrative of sustainable corporate practices in India.

Indian economy to grow at 6.7 % between fiscals 2024 to 2031: CRISIL MUMBAI : The Indian economy is expected to grow at an average rate of 6.7% per annum until the end of the decade, CRISIL said in its latest report. The economy will grow at this rate between the financial years 2024 to 2031, a notch above the prepandemic average of 6.6%. According to CRISIL, the key contributor to this trend will be capital. This is a result of the investment-

driven strategy of the government when the private sector was shy of making investments. The Government increased capital expenditure significantly to support building expenditure and providing interestfree loans to states to bolster their own investment efforts, the report said. CRISIL said that after a robust 7.3 per cent growth this fiscal, there will be moderation to 6.4 per cent in the next

financial year. There is also a need to monitor the impact of the escalation of the Middle East conflict on energy and logistics costs, it said. In India, the inflation level of 5.7 per cent in December 2023 was driven solely by volatile vegetable prices and foodgrain inflation, according to the report. This will keep RBI cautious on the rate front as it eyes the four per cent inflation target, CRISIL said.

IMO Secretary-General sets fresh agenda for Maritime LONDON : IMO Secretar yGeneral Arsenio Dominguez shared the Organization’s plans and focus areas for the next four years, with the aim of ensuring safer, more secure and environmentally friendly shipping. Speaking at a press conference at IMO Headquarters in London, Mr. Dominguez outlined four strategic priorities: IMO’s work to regulate international shipping; its support to Member States – particularly Small Island Developing States and Least Developed Countries; enhancing public awareness and image; and relations with people & stakeholders. He said: “As a global industry that is responsible for transporting over 80% of trade around the world, shipping is indispensable. One thing I am very focused on is to make this O r g a n i z a t i o n a m o re d i v e r s e , inclusive & transparent institution.” Seafarer safety and Red Sea attacks The Secretary-General touched on various challenges and opportunities for the maritime sector. Highlighting the ongoing attacks on international shipping in the Red Sea, he condemned the attacks and underscored the paramount importance of protecting seafarers’ lives. He continued to call for the de-escalation of tensions and the freedom of navigation of ships in the area. Trade volume going through the

Suez Canal has fallen by 42% over the last two months, according to estimates by the United Nations C o n f e r e n c e o n Tr a d e a n d Development (UNCTAD). The Secretary-General underscored the resilience of shipping in the face of global challenges and confir med that IMO is actively dialoguing with countries, industry partners and the inter national community to find solutions. GHG emissions The Secretary-General provided an update on IMO work towards decarbonizing shipping by or around 2050. This makes it the first UN agency and first sector to define a global strategy to cut greenhouse gas emissions, including mandator y measures to deliver on targets. A timeline has been set, following IMO processes: • March 2024 – Advance discussions of ‘mid-term measures’ to support emissions reduction in the medium term. These measures include a global marine fuel standard and pricing mechanism. An interim report of the impact assessment that these measures will have on countries will be considered by the Marine Environment Protection Committee at its 81st session (MEPC 81). • October 2024 Finalization of impact assessment (MEPC 82)

• Spring 2025 - Approval of measures (MEPC 83) • Autumn 2025 - Adoption of measures (six months after MEPC 83) S u p p o r t i n g t r a n s p a r e n c y, diversity and inclusion The Secretary-General stressed his commitment to encouraging a culture transparency, diversity and inclusion in the work of the IMO. In December 2023, the Organization trialed the live streaming of the most recent meeting of the Assembly – the highest decisionmaking body of the Organization, including all 175 Member States. Meetings of the Committees and SubCommittees are also open to media. Since taking office on 1 January 2024, the Secretary-General has appointed a gender-balanced senior management team, enhanced multilingualism in IMO processes, and set a policy of participating only in public events or panels with gender representation.

Global rice shortage looms as top exporter India’s supply worsen NEW DELHI : Global rice shortages are set to worsen, as India’s exports of premium varieties encounter fresh hurdles due to a surge in freight costs amid the Israel-Gaza war – and domestic shortages hit shipments of other types of rice. Exports of premium Indian basmati rice last month were half of what they were a year ago, with traders blaming freight rates that have doubled following a series of attacks on commercial ships by Iran-backed Houthi militants. Tensions have surged in the Middle East, with Houthi forces striking US

and other targets in the Red Sea, disrupting global shipping. On Monday, Hamas fired its first volley of rockets into Israeli cities in weeks, proving it still had the capability to launch them after nearly four months of war. India, the world’s top rice exporter, accounts for around 40 per cent of global rice shipments and exports to more than 150 countries. About 30 per cent of its shipments – or 12 per cent of total global trade – were affected after New Delhi in July banned exports of white rice and broken varieties, barring exceptions to address other

nations’ food-security concerns. “The problem in the Red Sea is escalating. A quick solution is not forthcoming, despite America’s intervention to stop Houthi attacks. People are in a wait-and-watch mode and are only exporting limited quantities,” said Vijay Setia, former president of the All India Rice Exporters’ Association. The Middle East is an important market for India’s basmati rice exports. But Setia said the time it took to ship cargo from India to the region had increased by three or four weeks following the upsurge of violence in the Red Sea.

IIFF opens Eastern Region chapter, trains G Category examination candidates for 2024 MUMBAI: Indian Institute of Freight Forwarders (IIFF), which is a training arm of the Federation of Freight Forwarders Association of India (FFFAI), opened its Eastern Region Chapter on February 3, 2024, by launching a training programme for the G Category Examination candidates, which is the first of this kind for the entire Eastern Region. The examination will be held this year for Bhubaneshwar Customs Commissionerate, which is taking place after more than two decades. The training programme was initiated by the Odisha Customs Brokers Association (OCBA) in the august presence of Commissioner of Customs (Preventive), Commissionerate, Bhubaneshwar Mr. Madhab Chandra Mishra, IRS. The event was held on a virtual platform. It was also addressed by FFFAI Chairman Mr. Dushyant Mulani; Chairman Elect Mr. Amit Kamat, Immediate Past Chairman Mr. Shankar Shinde; Vice Chairman Mr. Puneet Jain; Hon. Treasurer & OB In-charge, IIFF Mr. Sudhir Agarwal and IIFF President Mr. Tej Contractor. Mr. Sudip Dey, Hon. Secretary, FFFAI moderated the launch programme and Mr. Viren Dayal, Faculty Member IIFF conducted the first training session.

In his address Shri Madhab Chandra Mishra congratulated FFFAI, IIFF and OCBA and highly praised this landmark initiative in respect of the exim trade facilitation in the emerging eastern region. He commended OCBA for their endeavour in resuming the G Category Examination in association with the Customs in Bhubaneswar Commissionerate emphasising on requirements of skilling the human resources pertaining to Customs Brokers as well as logistics industry segment. Mr. Mishra conveyed best wishes to the aspirants who will be appearing in the forthcoming G Category Examinations. According to him, the efforts of FFFAI, IIFF and OCBA in providing additional qualified manpower in Odisha and adjoining regions, will help the entire logistics community of the East India region and will be immensely beneficial. The event was started with an inaugural speech by the FFFAI Chairman FFFAI Mr. Dushyant Mulani. He expressed his deep gratitude to Commissioner of Customs (Preventive), Commissionerate, Bhubaneshwar Mr. Madhab Chandra Mishra, for being very supportive to the Customs Brokers community and consented to conduct the G Category Examination after a very long time. Mr. Mulani shared how FFFAI has been playing a pivotal role in the country in dissemination of knowledge and holding training courses periodically for the benefit of the logistics industry. He also commended OCBA President Mr. Sachidananda Pattanayak and other members of this FFFAI Member association for their

path-breaking initiative concerning the human resources development by skilling the aspirants for the entire logistics industry. He stated that IIFF would offer many more training courses to the students of this region to make them efficient multipliers in strengthening the logistics industry as well as the economy of this region. Speaking on this occasion, Mr. Shankar Shinde said there should be more professionalism in the logistics sector. This can be achieved through imparting the required training to the candidates. This industry is no longer an industry where people were associated by accident, but now it is by choice. He highlighted the recent Government initiatives in terms of announcement of policies and infrastructure development for the logistics operations and exim trade facilitation. In his opinion, there are tremendous opportunities in this sector for the aspirants. According to him, the question remains how to professionalize this industry. This is possible only through development of skill through required training. Mr. Sudhir Agarwal highlighted the courses offered by IIFF which is guided by the international organization FIATA (International Federation of Freight Forwarders Association). He further shared that IIFF has also tied up with various organisations and institutions to strengthen the skill development initiatives across the country and is recognized by the Government of India. He pointed out that candidates would be benefited in two ways: having opportunities of being trained by IIFF and skill development by working with logistics companies. Mr. Tej Contractor pointed out the rapid changes happening in the logistics industry, especially during the last 10 years. The government has set a target to become the third-largest economy in the world with a GDP of $5 trillion in the next three years and touch $7 trillion by 2030 with the backing of continued reforms. There are huge opportunities before the logistics industry in India and the logistics professionals will have to gear up to accept the challenges. Training and skill development would be the crucial aspects in this regard. Congratulating OCBA for organizing the important training for the G Category examination Mr. Amit Kamat emphasized on enormous opportunities being offered by the logistics industry to make a career. For this there is a need to enhance knowledge and skills to sail through. In his opinion, skill development is the key to survival in this dynamic industry, keeping in mind rapidly changing rules & regulations, procedure, etc pertaining to exim trade and logistics operations. He wished great success to all the students appearing in the ensuing G category examination. The day-long program was conducted thereafter by IIFF Faculty Mr. Viren Dayal. It was an interactive session with the students asking many questions and clearing many doubts. The training session ended with an assurance that IIFF will further assist in clearing doubts of the students, if any, till the date of the exam.
