Indian Chamber of Commerce (ICC) forms Gujarat State Council To focus more on Trade & Industrial development in Gujarat GANDHINAGAR: As India celebrates the success of the Defence Expo 2022 that started on 18th October 2022 in Gandhinagar, the Indian Chamber of Commerce has gone a step further by incorporating the ICC Gujarat State Council, which has leading industrial experts from various State’s industries to provide special promotion to the industrial sector in the State by developing and encouraging investment. The primary objective of this Council will be to identify shortcomings in various trades and resolve them through policy recommendations and forwarding to the Union and State Government. The Indian Chamber of Commerce (ICC) is a leading Chamber recognized by Central Govt which was founded by Shri G.D. Birla in 1925 along with leading industrialists. Cont’d. Pg. 10

Maersk and the Spanish Government to explore large-scale green fuels production COPENHAGEN/MADRID: A.P. Moller - Maersk (Maersk) and the Spanish Government have signed a General Protocol for Collaboration to explore the opportunities for large-scale green fuels production in Spain. Signing the Protocol marks a significant milestone in the collaboration that, if implemented in full, could deliver up to 2 mil. tonnes of green fuels per year. The project aims to explore the feasibility on how to cover the full value chain from renewable energy sources to bunkering of vessels. “We are living in a climate emergency, and we need to rapidly accelerate the availability of green future fuels. We are very pleased to explore green fuel opportunities with the Spanish Government, as the country holds key characteristics to help solve this challenge with its great hydrogen ambitions and aspiring sustainability goals. At the same time, Spain encompasses significant renewable resources and is placed along key shipping routes,”said Soren Skou, CEO, A.P. Moller – Maersk. The parties are reviewing production opportunities in the Andalusia and Galicia regions. The project has an overall estimated potential to generate up to around 85.000 jobs including construction and temporary positions. “This project is perfectly aligned with Spain's strategy of reindustrialisation, just transition and the green hydrogen roadmap, advancing in the fulfillment of the common commitment of decarbonisation of the European Union. It will also strengthen economic, political and commercial ties with Denmark, partner and a friend in EU,” said Pedro Sánchez, President of the Government of Spain. The availability of green energy and fuels in sufficient
quantities and at cost-competitive price levels remains the main challenge for the decarbonisation of global shipping. Maersk alone needs approximately 6 mil. tonnes of green methanol per year to reach its 2030 milestone fleet emissions target and even larger amounts by 2040 for its fleet to reach net zero. “Operating a large fleet of container vessels, we are part of the climate problem, and we have made the choice to take an active part in shaping the solutions to secure a green and just transition, enabling the global shipping industry to deliver on the Paris Agreement and Maersk to achieve its 2040 net-zero target. To achieve our goals, we need to collaborate with partners who are actively looking at green solutions for the future,” said Henriette Hallberg, CEO Fleet & Strategic Brands, A.P. Moller – Maersk. The 19 vessels capable of running on green methanol that Maersk will put in operation during 2023-2025 will require approx. 750.000 tonnes of green methanol. Earlier in 2022, Maersk announced a total of seven strategic partnerships to secure the volumes needed to meet the demands of these initial vessels.

Indian Chamber of Commerce (ICC) forms Gujarat State Council To focus more on Trade & Industrial development in Gujarat Cont’d. from Pg. 4
The Chamber is working effectively to create meaningful synergy between industry and Government by addressing strategic issues of National and International importance. It has been playing an important role in facilitating better trade for last about 97 years. ICC President Mr. Pradeep Sureka announced the formation of Gujarat State Council on 19th October, 2022 in Ahmedabad in the presence of Mr. Zulfiquar Memon, President of ICC Western Region. The event attended by members of the industry That emphasized the need for a special committee to give special impetus to the growing needs of businesses in the State. Over the next upcoming period, the committee will conduct various researches and prepare policy reports that will help ease the process of doing business in multiple industry sectors in Gujarat. Shri D.K. Aggarwal, Convener of the meeting commented – “By establishing the ICC State Council in Gujarat, industry sectors will get a platform to network nationally and internationally, as well as contribute to policy recommendations to the Government of India. I am happy to convey that some great minds in this council who are creating a conducive and efficient business ecosystem in the State of Gujarat have joined the council. Along with the delegates of ICC Kolkata and on behalf of ICC Gujarat State council Shri D. K. Aggarwal, Shri Dinesh Gupta, Shri Bharat Gupta, Shri Dinesh R Aggarwal and Mr. Ravindra Jain attended the inauguration ceremony of Defence EXPO 22 by Honorable Prime Minister Shri Narendra Modiji and other Ministers and Delegates. The ICC Gujarat State Council members also attended the Def-Expo-22 seminar organized by ICC Kolkata on 20th Oct’22 at Mahatma Gandhi convention hall. The ICC Kolkata delegates and the committee members exchanged their views with defence experts present in panel for the promotion of defence projects in the State. Accordingly in this context a formal committee of 15 leading persons across the State of Gujarat representing various sectors was formed. Aggarwal as Chairman and Shree Dinesh Gupta as Vice Chairman. The meeting was also attended by representatives of Divya Bhaskar and other prominent businessman from all over Gujarat. The committee will work for the upliftment of Gujarat’s trade and industry and shall join hands with industry leaders to develop projects. The submitted and recommended projects will be forwarded to ICC Kolkata for their comments and suggestion and for onward transmission to Central and State Governments. Members of the ICC Kolkata and ICC Gujarat State Council Committee envisage a positive impact that will stimulate the growth of business and industry in Gujarat, Western Region and Western Countries like Arab, Africa and Europe. Kandla Port Workers Union Represented to Shipping Minister to Solve Land Issue GANDHIDHAM: Kandla Port Karmachari Sangh President and G e n e r a l S e c r e t a r y o f Po r t Federation – Indian National Port and Dock Workers Federation – INTUC has represented to Union Minister of Ports Shipping and Waterways regarding the unutilized land under the Deendayal Port. According to a press release from the association, a total of 2,20,416 acres of land was alloted to Kandla Port Trust in
the year 1955 out of which 6,920 acres of other land was given for the development of Gandhidham city. If proper utilization of the said land was done in the last 50 years, then there would have been huge employment generation in the Gandhidham and Kutch district, said the press release. The petition further included that in the year 2006 big schemes were made in the name of Special Economic Zone, but same were not extended to any industry.
Hence, employment opportunities for local residents also decreased. “If development has not taken place on such land in the last 66 years, then the present Hon’ble Cabinet Minister of Ministry of Shipping could now give the importance of this matter and take a decision as to how utilization of KPT land can be made for industry and also it will provide jobs for unemployed local persons,” the release mentioned.

The Thetius 150 aims to showcase the most innovative organisations across the maritime industry. From over 2,700 candidate organisations that are developing new technologies for the industry, Thetius has produced a definitive list of the 150 that are having the biggest impact.

DGFT to soon notify norms for Export sops on Rupee receipts : Sources NEW DELHI : The Directorate General of Foreign Trade (DGFT) may soon notify norms for permitting exporters to avail incentives under the Fo r e i g n Tr a d e Po l i c y, e v e n o n realisation in rupee, an official said. The DGFT, under the Commerce Ministry, has already allowed invoicing, payment and settlement of exports and
imports in Indian Rupee, a move aimed at facilitating trade in the domestic currency. In July, the Reserve Bank of India (RBI) had asked banks to put in place additional arrangements for export and import transactions in Indian rupees in view of increasing interest of the global trading community in the domestic currency.
“ To p e r m i t e x p o r t e r s a v a i l incentives under the foreign trade policy, norms will have to be notified for that,” the official said. The DGFT has stated that settlement of trade transactions in INR may also take place through special rupee vostro accounts opened by authorised dealer banks in India.
Commerce Ministry to release Foreign Trade data once a month NEW DELHI: The Commerce Ministry has decided to resume the practice of releasing monthly exports and imports data only once in a month with a view to providing a clear picture of the country’s trade, an official said. Since October 2020, the ministry was releasing the data twice every month — the preliminary data in the first week and then the revised numbers by the middle of the month. The decision assumes significance as stark contrast between the preliminary and final export growth rate numbers was witnessed in the data for the month of September this year. According to the preliminary data, released on October 3, the merchandise exports contracted by
3.5 per cent in September to USD 32.62 billion. However, the final data released on October 14 showed a growth of about 5 per cent to USD 35.45 billion. Some variations in export growth rate figures were seen in the previous m o n t h s a s w e l l . Fo r e x a m p l e , preliminary data released on September 3 showed a decline of 1.15 per cent to USD 33 billion for exports in August. It was revised to 1.62 per cent at USD 33.92 billion on September 14. S i m i l a r l y, t h e C o m m e r c e Ministry’s preliminary data showed a dip of 0.76 per cent to USD 35.24 billion for exports in July, which was revised to 2.14 per cent growth at USD 36.27 billion. “Now monthly data will be
released once in a month only. The data for October 2022 will be released by middle of this month,” the official said. Earlier, a Senior Government official had stated that delay in collection of data from some special economic zones (SEZs) and ports was the major reason for the stark contrast in the preliminary and final export growth rate numbers released by the Centre for September. Commenting on the decision, Fe d e r a t i o n o f I n d i a n E x p o r t Organisations (FIEO) Director General Ajay Sahai said there were variations in the preliminary and final figures and “I think it is a good practice to come up with the data when the complete information is there.”
Centre gives final nod for viability gap funding to Adani’s Vizhinjam port project NEW DELHI: The Centre has granted final approval for extending a so-called viability gap funding (VGF) of Rs 818 crore to the Vizhinjam International Deepwater Multipurpose Seaport being helmed by the Adani Group as a wave of protest from local fishermen opposing the new port from mid-August and other delays continue to stalk the project designed to cut India’s dependence on nearby Colombo to send and receive container cargo, a top official has said. The Vizhinjam project is entitled to receive a viability grant funding of Rs 1,635 crore to be shared by the Centre (Rs 818 crore) and the Kerala
government (Rs 817 crore) to boost its viability, making it the first and only port project to be offered such a grant. Of this, Rs 1,227 crore will be given during the construction phase and the balance during the operation period spanning 40 years extendable by another 20 years. The VGF was the basis on which the bid was awarded to Adani Ports and Special Economic Zone Ltd (APSEZ), which quoted the least grant of Rs 1,635 crore in an auction in 2015. The “in-principle” approval for granting VGF to the Vizhinjam port project was accorded by the Centre in February 2015. The Kerala Government had filed
an application with the Centre in 2018, following lenders appraisal, seeking final approval for the VGF. “The Government of India has finally sanctioned the VGF,” said Subrata Tripathy, CEO, Ports, APSEZ. “We are expecting the VGF to come in so that the project is ongoing,” Tripathy said at an analyst’s call on 1 November after the company announced the second quarter results. VGF is a one-time grant given by the Central Government for supporting public-privatepartnership (PPP) projects in infrastructure that are economically justified but fall short of financial viability.
Forex reserves jump by $6.5 bn; largest weekly gain in over a year MUMBAI: After falling for two consecutive quarters, the country’s foreign exchange reserves surged by $6.56 billion, the biggest weekly gain in more than one year, to $531.08 billion in the week ended October 28, the Reserve Bank’s data showed. The reserves had declined by $3.84
in the week ended October 21 and by $4.5 billion in the week ended October 14. There was a marginally increase of $204 million in the week that ended on October 7. The foreign currency assets (FCA), a major component of the overall reserves, rose by $5.77 billion to $470.84 billion in the reporting week.
Even gold reserves increased by $556 million to $37.76 billion. The country’s foreign exchange reser ves have depleted by over $110 billion in last 14 months. It had touched an all-time high of $642.45 billion in the week ended September 3, 2021.

The C-PRiMeS centre will undertake maritime studies and act as a think tank for the development of the marine economy. To supplement the vision of Sagarmala programme of the Government, multiple initiatives were announced open by Shri Sonowal to unlock the huge potential of Blue Economy of Indian Ocean at the IMU convocation here today. Speaking on the occasion, Shri Sonowal, said, “It gives me immense pleasure to attend this important event here today. As India works through the Amrit Kaal to become an Atmanirbhar Bharat, the role of Blue Economy in propelling the growth story of India is immense. Under the visionary leadership of Prime Minister Shri Narendra Modi ji, the Ministry is working to strengthen the coastal economy of the countr y through its Sagar mala programme. While improve our infrastructure, we must equip ourselves to secure optimum utilisation of the opportunity at hand as Ocean based Blue Economy is the next sunrise sector for development.” In order to improve the training module with an aim to expose the students to the best minds of the sector, the students are being imparted training under the Global Initiative of Academic Networks (GIAN) scheme. In order to strengthen the capacity of IMU in industrial research, consultancy and policy studies, the IMU with the support of
the Institute of Marine Engineers India (IME-I) has established a Chair position, and with the Company of Master Mariners of India (CMMI), the professional exposure for cadets and students are being done. A Cumulative Professional Development Allowance (CPDA) of 3 lakhs for three years for the training of faculty has also been introduced. The IMU also has a tie up with the National Institute of Advanced Study (NIAS), Bengaluru and Research & Information System (RIS), New Delhi to work on the policy research of the maritime economy. A Career Advancement Scheme at IMU for fast track career growth of faculty, nomination of students for various training programmes has been going on at Antwerp Port Training Centre in Belgium. Earlier at the IMU Convocation, the Shri Sarbananda Sonowal awarded Gold and Silver medals to the top students from various disciplines. The programme was also attended by the Union Minister of State for Ports, Shipping & Waterways and Tourism, Shripad Naik along with the Union Minister of State for Ports, Shipping & Waterways and Tourism. The convocation was declared open by Dr Malini V Shankar, Vice Chancellor of IMU earlier. As many as 401 students were awarded in person their respective Doctoral degrees, Post Graduate degrees & diplomas as well as the under graduate degrees of all schools. As many as 3179 students received their degrees virtually. The ceremony captured and gathered beautiful memories. The grand ceremony was attended by Shri K. Saravanan, Registrar; Commodore Kishore Dattatraya Joshi (Retd.), Controller of Examinations and other senior IMU officials & authorities.
Non-alliance carriers tripled market share in Transpacific during record rate period : Sea-Intelligence COPENHAGEN: Non-alliance container carriers managed to triple their market share from around 5% to around 15% during the peak of the Transpacific market in the last two years, according to the latest analysis of SeaIntelligence. This trend could result from the fact that market conditions were very favourable to carriers from the second half of 2020 until the first half of the current year. “There was excess demand and a struggle to make enough capacity available to fulfil that demand. This significantly reduces the barriers of entry for smaller carriers who can get in while the market is hot, and then exit when it blows cold. This is exactly what happened, as a large number of newcomers entered the trade,” explained the Danish analysts. Sea-Intelligence’s report covers only Pacific carriers that are not members of the alliances, i.e. this analysis does not cover
carriers operating under the 2M, Ocean and THE Alliance. As indicated in the above figure, the market share of these smaller carriers is also set to decline severely as we reach the end of 2022. Alan Murphy, CEO of Sea-Intelligence, commented, “Much of this additional niche carrier capacity has been sourced from exceptionally high-priced vessel charters for small and inefficient vessels, which in turn has been entirely fuelled by the exceptionally high spot rates, and as these have been coming down fast in recent months, many of these smallvessel services will quickly approach the point where they become loss-making, forcing a swift closure and exit from the market.” This is not unexpected, according to Sea Intelligence, as these small-vessel services were never expected to remain in the market beyond the period of high spot rates.

World Customs Organization - The New Online AEO Compendium website is launched! BRUSSELS: The World Customs Organization (WCO) is thrilled to announce that the new Online AEO Compendium (OAC) has been launched and can be found at https://aeo.wcoomd.org/. With the financial support from Dubai Customs and the Customs Cooperation Fund Korea (CCF/Korea), the new OAC will replace the current annual AEO Compendium compilation and publication processes. It is worth highlighting the advantages of the OAC compared to the paper-based AEO Compendium. These advantages include: • Members have dedicated access rights, making it easy to input, update, validate and manage their information in real-time; • Replacing the free text information with structured information making it possible to search through, harmonize and eliminate duplications; • Enabling new ways to view, understand and analyze AEO- and MRA-related information at multiple levels, including globally, by WCO region and by Member; • Offering flexibility and the ability to process, manage and analyze information efficiently and effectively
through a standardized data management structure, resulting in a timely and high-quality publication; and, • Saving time and resources as a result of automated workflows. At the 28th SAFE Working Group Meeting, WCO Members and private sector representatives praised the excellent work carried out in the development of the OAC website and highlighted the usefulness of this platform. It was emphasized that now the AEO related information can be updated by Members as frequently as possible at the same time allowing the website to remain publicly available and user-friendly for all interested parties.
