Deendayal Port operationalises 2 mobile harbour cranes; Cargo handling capability gets a boost GANDHIDHAM: Two Deendayal Port Trust (DPT) owned Liebherr LHM 550 mobile harbour cranes, having capacity of 124 tonnes each, have been put into traffic operation from September 30, 2020. They will cater to the cargo handling needs at Berths 13 to 16 in a highly efficient manner, thereby further enhancing the operational capabilities of the port, emphasised a release. Cont’d. Back Pg.
Transnational Shipping India (TNS Group) launches LCL Consolidation from Nhava Sheva MUMBAI: Transnational Shipping (I) Pvt Ltd, (TNS GROUP), a well know NVOCC & logistics ser vice provider for the last 5 years, commenced weekly LCL consolidation from Nhava Sheva to Jebel Ali & Persian Gulf ports effective 1st October 2020.
The first LCL container sailed on 4th October from Nhava Sheva for Jebel Ali. Presently TNS is accepting LCL bookings from Nhava Sheva to Singapore and entire South East Asian & Australian ports via Singapore. APSEZ completes Rs. 12000 cr acquisition of Krishnapatnam Port AHMEDABAD: Adani Ports and Special Economic Zone Limited ( “A P S E Z ” ) , I n d i a ’ s l a r g e s t p o r t developer, operator and the logistics arm of the Adani Group announced the completion of the acquisition of Krishnapatnam Port Company Ltd., (KPCL) for an enterprise value of Rs. 12,000 cr. This will result in APSEZ having a controlling stake of 75% in KPCL from the CVR Group and other investors. In FY21, the port is expected to generate an EBITDA of approximately Rs. 1,200 cr, resulting in an acquisition EV/ EBITDA multiple of 10x. KPCL is a multi-cargo facility port situated in the souther n part of
Andhra Pradesh a state which has the second largest coastline in India. This acquisition will accelerate APSEZ’s stride towards 500 MMT by 2025 and is another step in implementing APSEZ’s stated strategy of cargo parity between west and east coasts of India. Mr. Karan Adani, Chief Executive Ofcer and Whole Time Director of APSEZ said, “I am happy that KPCL the second largest private port in India has now become part of APSEZ po rtf o lio . This transf o r matio nal acquisition enables us to roll out world class customer service to an increased customer base and
provide pan India solution to them. Our experience of turning around acquisitions like Dhamra and Kattupalli ports will enable us in harnessing the potential of KPCL. We will target to enhance throughput at KPCL to 100 MMT by FY25 and double its EBIDTA by FY23. With a vast waterfront and land availability of over 6,700 acres, KPCL is capable of replicating Mundra and would be future ready to handle 500 MMT. We will replicate our operations and maintenance philosophy at KPCL, continue to focus on environment, reduce emission levels and have zero tolerance for fatalities and thus improve returns to stakeholders.

Quality and scale, not subsidies, to push Exports to $1 trn: Piyush Goyal NEW DELHI: Commerce and Industry Minister Piyush Goyal recently said quality, technology and scale of production -- not government subsidies -- will help India take its annual exports to $1 trillion. He exhorted exporters and the industry as a whole to target USD 1 trillion worth of shipments. "Why can't we aim for USD 1 trillion exports from India. We certainly can. I see no reason, (why) we cannot. For that we need to be clear on actionable items (and) subsidies are never going to get us there, I am very very clear about that," he said. "At least in my six years of engagement, I have not found subsidies to be the solution for India's problems. I think it's quality, technology, growth, scale; and sometimes for a short period
you may need to give a little thrust or support. But if they are looking at literally running a long term engagement with the world on subsidy, it is not going to work," he said. The Minister was speaking at a webinar on strategies for alleviating policy constraints for exports in select sectors. He said there is a need to identify areas where sensible policies can help take exports to USD 1 trillion. The Minister also released a study Domestic Constraints for Exports in Select Sectors - published by the Export-Import Bank of India. A c c o r d i n g t o t h e s t u d y, an immediate refund of GST could increase the overall GDP by 2 per cent, exports by 7 per cent, aggregate imports by 6 per cent, and overall employment by nearly 4 per cent.
It identifies sector specific policy initiatives that could improve operational conditions and efficiency of exporters gems and jewellery, auto and auto-components, electronics, textiles and clothing, and pharmaceuticals sectors. The study highlighted the need for direct government intervention to reduce costs at ports; attractive production oriented incentives; addressing procedural delays in approvals and refunds, as well as custom clearances by the Government; expediting GST refunds and duty drawback refunds to improve the manufacturing landscape, among others. "The effects of immediate refund of GST on individual sectors are much l a r g e r, w i t h e x p o r t s f r o m t h e six identified sectors expected to register double-digit growth," it added.
Kottayam Port starts domestic movement of cargo KOTTAYAM: In a major boost to the manufacturing and trading sectors in the Central Travancore region, the Kottayam port, the first multi-modal Inland Container Depot (ICD) in the country using inland water navigation, has begun moving domestic cargo. Marking the opening of coastal movement through the port here, a 40foot-long container was brought in from Gujarat the other day. According to port officials, the consignment containing raw material for the natural rubber-
based manufacturing units in ‘the Kottayam belt,’ was transported by road from Kochi. Abraham Varghese, Managing Director, Kottayam port, said the port was preparing to conduct the coastal movement on a regular basis, besides the export-import operations. Till now, the clients in the region used to take delivery of their cargo directly from the Kochi port. “This marks a shift from port-to-port service to a door-to door operation by
which cargo travels from a port in Gujarat all the way to Kottayam. Besides bringing down the cost of transportation, it will also help decongest the roads once we resume the barge operations,” he said. Port officials claimed that considering the difference in ground rent and other costs between the ports at Kochi and Kottayam, the customer could save at least Rs. 3,000 per container by opting for a point-to-point service.

Indian Railways begin sector specic discussions to attract more Freight business Minister calls for coordinated operations among Railways, Coal and Power entities NEW DELHI: Union Minister of Railways and Commerce & Industry, Shri Piyush Goyal held a meeting with top leadership of Coal and Power Sector to ensure consolidation of coal business of Railways and suggest ways and means to further improve the joint operational productivity ofRailways, Coal and power sector concerning Coal Freight. It may be noted that Coal accounts for almost 50% of freight of Railways. Last year the total loading was.587 Million Tonnes. Out of total freight of 1210 MTs. Speaking on the occasion, Shri Piyush Goyal said that Railways was making relentless efforts in the field of boosting freight loading and there was no
scope of any slippages on any front. The Minister called for coordinated operations among Railways, Coal and Power entities to ensure maximum mutual growth of all the three sectors namely Railways, Power and Coal. It may be noted that in a remarkable turn around, in September 2020 ,Indian Railways earned Rs. 9896.86 crores from freight loading which is also Rs. 1180.57 crores higher compare to last year’s earnings for the same period (Rs. 8716.29 crores). The increase in freight revenue is 13.54%. There is a great a potential to further enhance loading of coal. An increase in coal loading will have a significant positive impact on railways freight revenues.
Railways are now going all out to overtake last year figures on a cumulative basis as well in spite of covid related challenges and long lock downs. Freight loading in September 2020 is 15.3 % more than last year for the same period. Slew of efforts like more than 25 policy initiatives formation of Business Development Units at zonal levels, running both specialised parcel & kisan trains and better all round monitoring is ensuring the growth. Number of concessions/discounts are also being given in Indian Railways to make Railways Freight movement very attractive. Coal accounts for almost 50% of its freight.
Non-basmati rice exports from India increases 68% YoY in April-July period KO L K ATA : N o n - b a s m a t i r i c e exports from India increased 68% yearon-year in the April-July period, helped by a drop in rice production in Thailand. India exported 2.99 million tonnes of non-basmati rice in the first four months of this financial year, up from 1.78 million tonnes a year ago, earning foreign exchange equivalent to Rs 8,903 crore as compared to Rs 4,816 crore in the corresponding period of last fiscal. However, traders were beset by nonavailability of containers at the ports due to lower imports of products from China and the rising prices of containers.
BV Krishna, President of the Rice Exporters Association, said exports of non-basmati rice are expected to remain robust this fiscal. “We are expecting to achieve 7 million tonnes of non-basmati rice exports in FY21,” he said. A drought in Thailand and resilient currency made rice shipments from the country more expensive, putting India in an advantageous position. The Thai Rice Exporters Association recently cut its export target for 2020 by 13% to 6.5 million tonnes, from an earlier forecast of 7.5 million tonnes. “Indian rice is cheaper than Thai rice by $100 per tonne. The demand for nonbasmati rice is very strong this year, with
Africa being the largest buyer,” said Vinod K aul, executive Director, All India Rice Exporters Association. India exports non-basmati rice to 170 countries in the world. Exporters said demand for non-basmati would go up further in the September-October period. Rao said container cost has increased almost 50% from August 1 to $1,800 from $1,200, much to the dismay of exporters. “Rising corona cases have also impacted availability of labourers at the port for loading and unloading products,” said Rao, who operates through Kakinada port, the largest nonbasmati handling port in the country.
Gujarat cotton farmers expect good Exports despite low sowing A HMEDABAD: Despite low sowing of cotton in Gujarat, traders are anticipating bright export prospects this season, in the wake of subdued prices in India compared to the global market. With over 30% share in the total production of cotton in the country, Gujarat is one of the leading states in cotton trade. Sources in the cotton trade say that due to the Covid-19 pandemic, many cotton growers have diversified to
groundnut and hence, sowing in the state is almost 14 to 15% lower in the current season compared to last year. B harat Boghara, president of Ginners Association of Gujarat is cautious and says that the traders are anticipating good exports after Diwali, but all depends on quality of fresh cotton arrival as well as demand from the global textile industry. Sources in the cotton trade say that generally Gujarat is exporting 10
lakh to 15 lakh bales of cotton every year. According to them, during the current season also the trend would continue despite the pandemic. Last season, the quality of cotton was hampered due to the Pink Bollworm menace. This year state agriculture department as well as farmers have taken adequate care to prevent this disease and hence quality of Indian cotton would be better compared to previous year.
Mumbai set to get museum dedicated to its maritime history MUMBAI: A museum dedicated to Mumbai’s maritime history will soon come up inside the Mumbai Port Trust (MbPT) premises. The MbPT is expected to issue a tender for its development shortly. A proposal for the museum was first presented to the MbPT by the civil society organisation Apli Mumbai in 2018. The proposal envisaged a small museum inside a 19th century dock tower located near the Domestic Cruise
Terminal and a larger and full-fledged one inside the Ghariyal Ghar. Vice-Admiral (retd) I C Rao, the president of Apli Mumbai and also a part of the Maritime Mumbai Museum S o c i e t y, s a i d t h a t f o r m e r M b P T Chairman Sanjay Bhatia had approved the museum proposal before demitting office earlier this year. The society proposes to display artefacts displaying Mumbai’s rich maritime heritage, the history of Mumbai harbour, contributions of
colonisers Portugal and England, the development of seven islands into the present-day city and to show visitors what life was like aboard Navy and merchant ships. “All the artefacts are presently in the possession of the Navy, the port trust, the Shipping Corporation of India and the Chharapati Shivaji Maharaj Vastu Sangrahalaya (CSMVS),” Rao said. They included deck clocks, side lights, fire-fighting equipment, pictures, paintings and old ship lamps.

Since these fields are crucial for risk assessment by the assessing officers and the RMCC, extra care needs to be exercised by Customs Brokers/Importers while entering this information. 3. Short title and commencement. - (1) These regulations may be called the Sea Cargo Manifest and Transhipment (Third Amendment) Regulations, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Sea Cargo Manifest and Transhipment Regulations, 2018 (hereinafter referred to as the said regulations), in regulation 3, in sub-regulation (1A),(a) for the words, “ten lakhs”, wherever they occur, the words, “five lakhs” shall be substituted; (b) in the proviso, for the words, brackets and letters, “Authorised Economic Operator (AEO)”, the words, brackets, letters and figures, “Authorised Economic Operator (AEO) and Customs Broker licensed under the Customs Brokers Licensing Regulations, 2018” shall be substituted. 3. In the said regulations, in regulation 15,(a) in sub-regulation (1), for the words, figures and letters, “from 15th May, 2020 till 30th September, 2020”, the words, figures and letters, “till 1st November, 2020” shall be substituted; (b) in sub-regulation (2), for the words, figures and letters, “till 30th September, 2020”, the words, figures and letters, “till 31st March, 2021” shall be substituted. Global Maritime Issues Monitor 2020: Global economic crisis tops concerns; Climate & Environmental stay high despite COVID-19 Maritime decisionmakers deem a global economic crisis as the issue that can have the greatest impact on the industry in the next ten years, reveals the Global Maritime Issues Monitor 2020. Regardless of the ongoing pandemic, climate and environmental issues remain a top priority and increase in rankings of impact, likelihood, and preparedness. COPENHAGEN: The maritime industry is not prepared for future pandemics. This is according to the Global Maritime Issues Monitor 2020, published by the Global Maritime Forum, global insurance broker and risk adviser Marsh, and the International Union of Marine Insurance. 2020 is the first year where pandemics are listed as an issue in the annual ranking. Immediately, it receives the lowest preparedness score of the 19 global issues included in the survey of senior leaders from six continents.
This year’s Global Maritime Issues Monitor has a special focus on how COVID-19 will affect the maritime industry in the next 10 years. The coronavirus pandemic has revealed a number of weaknesses in the maritime value chain, including the inability to protect seafarers’ wellbeing. “It will be critical for the industry to consider health impacts as it evaluates its response to COVID -19, particularly issues of physical and mental wellbeing for seafarers,” says Marcus Baker, Global Specialty Head, Marine & Cargo, Marsh JLT Specialty. “There is a range of workforce issues for the industry to tackle in developing resilience against the next pandemic, including seafarers being unable to join their families.” One red flag in the report relates to the perceived likelihood of future pandemics. Although respondents rank a new pandemic as likely to occur, they place it tenth in likelihood compared to other issues. This mid-point ranking presents a warning and organizations cannot afford to ease up on overall pandemic resilience efforts. COVID-19 increases the likelihood of a global economic crisis The most resounding response to COVID-19 among decisionmakers is its connection to a global economic crisis. 93% of leaders believe that COVID-19 makes a global economic crisis more likely. This is confirmed in the likelihood raking where a global economic crisis jumps from number 10 in 2019 to number two this year – the biggest shift in respondents’ views on the likelihood of the issues in the survey. “A global economic crisis has moved from ‘likely’ in our survey to a harsh reality and, for the third year in a row, it is the issue that respondents believe can have the greatest impact on the maritime industry in the next 10 years,” states Marcus Baker. Environment remains top of mind Climate and environmental issues, which dominated the Global Maritime Issues Monitor’s 2019 impact ranking,
remain high on the list. Climate change, decarbonization of shipping, and new environmental regulation increase in rankings of impact, likelihood, and preparedness. Leaders perceive new environmental regulation as the most likely issue to occur in the upcoming 10 years. “The coronavirus pandemic is rightfully given high priority, but the industry cannot afford to lose track of the long-term threats posed by climate change. It is crucial that we stay alert,” says Peter Stokes, Chairman, Global Maritime Forum. He finds it encouraging that the report’s expert commentators point out that COVID-19 may catalyze the decarbonization of shipping as governments plan stimulus packages to restart their economies. Decarbonization of shipping takes the second position in the impact ranking. Its impact is only perceived as slightly lower than the one of a global economic crisis. “Shipping needs to make a radical shift to zero carbon energy sources to meet decarbonization targets. This transition represents a large-scale systemic challenge. At the same time, it represents a trilliondollar market opportunity for suppliers of zero emission fuels,” comments Peter Stokes. 57% of survey respondents say that COVID-19 will make no change on the decarbonization of shipping. Digitalization can improve resilience in supply chains Digitalization is an issue that has been proved by COVID-19 to be a shortcoming in the maritime industry. Leaders consider the industry unprepared for issues such as autonomy technology, cyber-attacks and data theft, and big data and artificial intelligence. “We need updated digital technologies in order to improve transparency, traceability and resilience in supply chains. Those who already had that in place before the coronavirus pandemic, operated more smoothly in the course of it,” states Richard Turner, President, IUMI.
Similarly to the decarbonization of shipping, the coronavirus pandemic may open new doors for digitalization. 35% of respondents say it has made the development of big data, AI, and autonomy technology more likely. “COVID-19 is likely to accelerate digitalization. The report’s industry experts agree that improving the use of new technology can lead to benefits such as increased efficiencies, improved risk management and enhanced environmental performance,” rounds up Richard Turner.
