Govt taking steps to reduce Logistics cost to boost growth: Mansukh Mandaviya NEW DELHI: The Government has initiated multiple steps to reduce high logistics cost, including strengthening inland waterways, Shipping Minister Mansukh Mandaviya said recently, as he urged private players to join hands to propel India’s growth. Mandaviya, who was addressing a virtual event ”Creating Multimodal Transport Network Using Big Data” organised by PHDCCI, also expressed concern over the high logistics cost in the country, which was 30 per cent more than that in developed nations.
“The Government of India has taken a large number of steps to reduce logistics cost in the country in order to fuel growth. These include making a network of inland waterways to transport cargo in a cost-effective manner. We have made 1,400 km of waterways operational,” Mandaviya said. The Minister said the aim of creating a network of waterways is to reduce logistics costs, boost exports and make the country self-reliant, as per Prime Minister Narendra Modi’s Cont’d. DGFT in revamping mode Indian Railways announces revised Freight Policy to address Trade issues NEW DELHI: The Directorate General of Foreign Trade (DGFT) is undergoing a revamp to address issues related to trade barriers as well as help build capacities to accelerate exports, said the Oorganisation’s Chief recently. The body is working in consultation with the industry to augment domestic manufacturing and boost exports in several electronics and hardware items, especially those in the healthcare and pharmaceutical sector. The development comes after the government earlier this year had to block exports of crucial devices like ventilators when it was found that there was not enough domestic capacity for these products to allow the industry to meet Cont’d. NEW DELHI: Indian Railways revises its Freight Policy during Unlock 3.0 to boost its freight traffic. The new policy measures are expected to further boost the incentives for all freight customers to transport their goods through Railways. More relaxations have been provided to the customers by a slew of incentives announced by Indian Railways. These incentives are expected to boost the economy. Railways has already overtaken last year’s figures for the corresponding period. In the month of August 2020, it has loaded 8.64 MT freight as compared to 8.37 MT last year same period. Early indicators of economic activity in July show improvement over June: Nomura MUMBAI: Early indicators of economic activity in July, like auto sales and electricity consumption, showed an improvement over June even as factory output contracted more sharply in July compared to the previous month, according to Nomura. The July uptick reflected postlockdown normalisation and pent-up demand driven largely by a recovery i n r u r a l d e m a n d , h o w e v e r, t h e
continuous rise in daily cases posed a growing risk of tapering sequential improvements, it said in a report recently. “Early economic data for July such as auto sales and electricity consumption have continued to post a stronger recovery than what a flattening mobility curve would suggest, though the July manufacturing PMI dipped in India (to 46.0 vs 47.2 in June),
even though it picked up in the majority of other Asian economies,” Nomura said. “With daily cases continuing to pick up both nationally and in traditionally safer states (in the south and the east), the freeze in the NIBRI (Nomura India Business Resumption Index) indicates a growing risk that the sequential improvement in activity could taper,” it added.

“It is time that private players join hands with Government in PPP (public private partnership) projects including ports to fuel economic growth,” the Minister said. He urged private sector companies to come forward for initiatives like indigenous building of cranes for ports which so far were being imported at an annual cost of about Rs 10,000 crore. He said the shipping ministry has taken initiatives like introducing the ”PCSIx” platform to reduce logistics costs.
Port community system ”PCS1x” is a cloud-based technology that offers ser vices like notification, work-flow and track and trace and it is estimated that this feature alone will reduce up to two days in the life of a transaction. Mandaviya further said interministerial consultations were on to boost multimodal transport in the country. Enhanced focus on waterways has resulted in higher cargo movement on inland water ways as well as the
Indo-Bangladesh protocol route which has enabled faster delivery of cargo to north eastern states, including Tripura, he added. The minister said only about 67 of the country’s 200 ports are functional at present and a number of steps have been initiated to develop all the ports. He also termed “Yoga, Ayurveda, Spirituality and Khadi” as India’s strength. Mandaviya also stressed on the need for enhancing Indian flag vessels to promote the Port and Shipping Sector.
Cargo volumes at Major Ports decline 18 per cent in April-July NEW D E L H I : C a r g o v o l u m e s handled at India’s dozen state-owned major ports fell 18.06 per cent during April- July period to 193.38 million tonnes (mt) from 236.01 mt a year ago as the coronavir us-induced demand contraction continue to roil global trade. With the exception of Mormugao Port Trust, the remaining 11 Major Ports reported volume declines in the April- July period compared to the same period last year, with Kamarajar Port Ltd posting the steepest fall of 35.64 per cent, according to the Shipping Ministry. Kamarajar Port Ltd, India’s only state-owned port that is run as a company, handled 7 mt from the 10.87 mt last year. Chennai Port Tr ust handled 11.08 mt in April-July FY21 from 16.43 mt last year, a drop of 32.53 per cent. The container volumes at Chennai dipped to 323,000 TEUs from 506,000 TEUs, a decline of about 36 per cent.
Cochin Port Trust handled 7.76 mt, 32.78 per cent lower than the 11.55 mt handled during the first four months of FY20. The container volumes at Cochin Port Trust declined about 17 per cent to 167,000 TEUs from 203,000 TEUs during the same period last year. Syama Prasad Mookherjee Port Trust (formerly Kolkata Port Trust) reported a volume drop of 26.09 per cent to 16.050 mt from 21.717 mt. Cargo traffic at Mumbai Port Trust fell 19.79 per cent to 15.858 mt from 19.771 mt. Deendayal Port Trust, India’s biggest state-owed port by volumes handled, reported a 16.78 per cent decline in volumes to 34.11 mt from 40.99 mt. V i s a k h a p a t n a m Po r t Tr u s t reported a 11.26 per cent decline in volumes to 21.034 mt from 23.704 mt. Cargo volumes handled by V O Chidambaranar Port Trust dropped 9.74 per cent to 10.57 mt from 11.71 mt.
Paradip Port Trust handled 34.64 mt, a drop of 9.07 per cent over the 38.09 mt handled last year. N e w M a n g a l o r e Po r t Tr u s t reported a 4.60 per cent decline, handling volume of 11.56 mt from 12.12 mt. Mormugao Port Trust handled 6.76 mt from 5.61 mt, a growth of 20.44 per cent. All the commodities except iron ore including pellets and raw fertilisers reported a decline in volumes. Crude oil, petroleum products, LPG and LNG declined 17.75 per cent to 63.66 mt, other liquids by 19.43 per cent to 7.98 mt, thermal and steam coal by 29.95 per cent to 23.19 mt, coking coal and others by 32.26 per cent to 13.51 mt and containers by 28 per cent (in twenty foot equivalent unit or TEU terms) to 2.49 million TEUs from 3.46 million TEUs. Iron ore including pellets posted a growth of 24.27 per cent to 21.690 mt.

Sub : Roll-out of Faceless Assessment for Chapter 29, Group 2A in Mumbai Zone I, II and III regarding. Attention of stakeholders is drawn to CBIC Circular No.34/2020-Cus dated 30-07-2020 on the above subject which is to be read with CBIC Circular No.28/2020-Customs dated 05-06-2020 and Notification No.50/2020-Cus (NT) dated 05-06-2020. By vir tue of these, the roll - out of faceless assessment of Bills of Entr y for impor t covered under 1st phase would continue, and in the 2nd phase beginning 03-08-2020 the faceless assessment will cover the specified Customs Zones and impor ts as described in Circular No. 34/2020-Cus. 2. In this new phase, the impor ts primarily under chapter 29 of the CTA, 1975 in Appraisement Group 2A has been covered for faceless assessment for the Customs Zones Mumbai I, Mumbai II (Nhava Sheva) and Mumbai III. The Bills of Entr y of Group 2A pertaining to Mumbai I, II and III will get assigned by Customs Automated System to officers of the Faceless Assessment Groups. 3. For this purpose, the Public Notice No.91/2018 dated 30-05-2018 is hereby fur ther amended to also specify in the work allocated to Commissioner of Customs, Nhava Sheva-I, the Faceless Assessment covering impor ts primarily under Chapter 29 of the CTA, 1975 under Impor t Group 2A against the Head "Impor t Groups". 4. The CBIC Circular No.34/2020-Customs has specified the said Commissioner of Customs, Nhava Sheva-I also as one of the Nodal Commissioners (along with the relevant Commissioner of Zone I and Zone III) as administratively responsible for monitoring and ensuring speedy and uniform assessments, in regard to the Bills of Entr y assigned by the System to the officers of the Faceless Assessment Group. Towards this end, the CBIC Circular Nos. 28/2020-Customs and 34/2020-Customs have already described and given reference to detailed Instructions dated 05-06-2020 issued by the Board. In terms of these, it shall be ensured that the requisite arrangement are put in place as described therein the responsibilities of Nodal Commissioner, responsibilities of por t of impor t, procedure for verification of assessment of bill of entr y by Faceless Assessment Group, Speaking order or review of any speaking order of re-assessment, issuing demands and adjudication thereof provisional assessment, amendment of bills of entr y and exchange of communication exclusively by electronic mode and authentication of electronic records, etc. is adopted and followed. Fur ther, the Faceless Assessment Group would consist of Appraisers/ Superintendents and Assistant / Deputy Commissioner and be super vised by Joint / Additional Commissioner under the overall control and monitoring of the Commissioner. These all shall be taken as Standing Order for the Commssioner / officers concerned. It is expected that Nodal Commissioner would ensure smooth and faster clearance process with uniformity in assessment. 5. Commissioner of Customs, Nhava Sheva-I shall issue fur ther Public Notice (not later than 01-08-2020) to guide the trade for smooth implementation of Faceless Assessment and make suitable directions for the officers and staff. Once operational from 03-08-2020, Faceless Assessment and related work should be closely monitored by Commissioner, Nhava Sheva-I for smooth functionality. 6. The Turant Suvidha Kendra (TSK) is already set up vide Public Notice No.80/2020 dated 08-07-2020 read with No.82/2020 dated 14-07-2020 and it shall suitably cater to the relevant functions consistent with the above cited Board's Circulars for Faceless Assessment Group, for which coordinations, super vision and monitoring shall be maintained by Commissioners of Customs Nhava Sheva - III and I. 7. The Notification No.63/2020-Customs (N.T.) dated 30-07-2020 is issued by the Board for the purpose of empowering the jurisdictional Commissioner of Customs (Appeals) interalia at Mumbai Zone II to take up appeals filed in respect of Faceless Assessment per taining to impor ts made in their jurisdictions even though the assessing officer may be located at the other Customs station. Railways introduces 5% discount for Container train movement NEW DELHI: To attract more containers to the rail mode, the Indian Railways has notified a discount of five per cent in the freight rates it charges to the container train operators, which will be valid for the remaining part of the fiscal. These discounts, which set in from August 4 this year, will be valid till April 30 next year. This is another step in a series of measures that the Indian Railways has taken to get more freight onto its fold, at a time when India is facing lower demand during Covid-19 pandemic. This also fits into India’s overall scheme to lower the logistics costs. The move, however, does not satiate the private container train operators (CTOs), who had been wanting to waive off of entire haulage charges on
movement of empty containers. The A s s o c i a t i o n o f C o n t a i n e r Tr a i n Operators (ACTO) had sought continuation of waiving off-of haulage charges for moving empty boxes. While welcoming the move, a container train operator told, “Most of the private container train operators are burning cash. This move will lower the extent of cash burn. But there is an export-import imbalance. For every 90 boxes (sized twenty feet equivalent unit) of exports, there are 30 boxes for imports.” Recently, the Indian Railways had said that it would consider introducing more measures to attract goods onto its fold. These steps are being taken in the pandemic year when the Railways is increasingly having to bank on freight movement for its revenues.
The Indian Railways, which had not been able to load extra cargo since the last week of March when the Covid-19 triggered lockdown set in, has seen a trend reversal since last few days. Extra goods against the same day last fiscal was loaded on July 27. On a day-to-day basis, there have been several other days following July 27, when the national transporter loaded more cargo than the previous fiscal. It has introduced newer incentives like allowing 40 per cent discount in movement of cement bags in open and flat wagons, provided customers agree to bear the full risk of damage or pilferage of the consignment. The discounts will come into effect from August 8.

The DGFT recently lifted the ban on exports after sufficient capacity had been created and seeing as the case fatality rate in the country was low, which meant less people needed to be on ventilators. According to DGFT Amit Yadav, the body is in an “overhaul” mode and several changes are being introduced to respond to present challenges. “By the end of this year, we hope to complete the overhaul work and many changes will be brought about to address the trade barriers and to ensure ease of doing business,” he said while addressing an
interactive webinar organised by the Electronics and Computer Software Export Promotion Council (ESC). The DGFT, in consultation with industry bodies, is focusing on creating more capacities within the countr y to produce items in the electronics and hardware sector, including ventilators, which can reduce the country’s import dependence and augment exports, as per a release on the session. “Within our set up, we are consulting with industry and others where we should focus to create new capacities to reduce import and accelerate exports,”
Yadav said, as per the release. In the case of ventilators, there were shortages earlier and now the focus would be more on creating manufacturing capacities and exporting them, stated the release. The DGFT also stressed the need to develop an electronic component sector in order to build strong backward and forward linkages. According to him, continuous consultations have been held with the industry and other stakeholders to understand the “pain points and to ensure forward and backward integration in the electronics and hardware sector”.
Cuddalore Port project gets Green nod CUDDALORE: After prolonged d e l a y, t h e T a m i l N a d u s t a t e government’s ambitious plan to expand Cuddalore port at Rs 135 crore got environment and CRZ clearance from the Union government. The plan is to enhance the Cargo handling capacity with construction of two additional berths with required modifications in the existing breakwaters. An expert appraisal committee of the Union ministry of environment and forests granted clearance, subject to conditions, including independent monitoring by a government/institute to evaluate impact during dredging. “Impact of dredged material on coastal
environment along with shore-line changes should be studied by the Tamil Nadu Maritime Board and necessary mitigation measures be taken in case any adverse impact is observed. The details shall be submitted along with the six monthly monitoring report,” the committee said. No under water blasting is permitted. The expansion plan has come in the wake of the port, which is in existence since pre-Independence days. It came close to being defunct for want of dredging to make the existing wharf operational for multi-cargo handling for 5.68 million tonnes per annum, including coal, fertiliser, cement and containers
and clean cargo. Employment potential is said to be 2,500 both direct and indirect. The plan is to support and sustain the industrial growth in Cuddalore and adjoining districts, especially the serving mines and thermal power stations in Neyveli, besides proposed thermal power plants in the coastal stretch and industrial development in the Union Territory of Puducherry. “The state should ensure the project does not ruin the livelihood of the local community and benefit a private company. In all, there should not be a coal yard,” CPM State Secretary and Fo r m e r C h i d a m b a r a m M L A K Balakrishnan said.
Railways transports FMCG products to NMPT for onward shipment to Bangladesh HYDERABAD: Southern Railway’s Palakkad Division on Monday began unloading a batch of baby food products manufactured by a fast moving consumer goods (FMCG) company in Delhi area at the New Mangalore Port here for onward transmission by sea to Bangladesh. The consignment was brought through a rake of 20 parcel vans to SR’s Railway siding at Panambur on the NMP Trust premises from Delhi.
Earlier too, FMCG goods were transported by sea route through NMPT that were brought on rails. The FMCG company resorted to rail-sea routes of this method following closure of the international road borders between India and Bangladesh due to COVID -19 pandemic. The shipment would move from Mangaluru to Colombo and then to Chittagong in this arrangement. Asked why the company chose
NMPT, sources in Railways quoting the company said it was the best available option for two reasons. The first was that Kandla and Mumbai ports were too busy. The second was that container vessels from the West Coast move first to Colombo and then to Chittagong while those from the eastern coast would first move to Malaysia before calling on Chittagong. Hence, there would be speedy movement, Railways said.

RBI monetary policy review: Repo rate unchanged at 4% MUMBAI: The Reserve Bank of Indian (RBI) on Thursday decided to keep the benchmark repo rate unchanged at 4 per cent, already at the lowest since 2000, and reverse repo rate at 3.35 per cent. In view of the Covid-19 pandemic and the resultant stress in the system, the central bank also decided to allow lenders to provide a restructuring facility on some loans that were standard as on March 1, 2020. An expert committee will be set up under K V Kamath to thrash out modalities and look into resolution plans of eligibile borrowers. The decisions were announced after the 24th bimonthly meeting of the RBI's six-member Monetary Policy Committee (MPC), headed by
Governor Shaktikanta Das. Repo rate is the rate at which the RBI lends to commercial banks, and reverse repo is the rate at which it borrows from them. The RBI had last revised its policy rate on May 22, in an off-policy cycle, to perk up demand by cutting interest rate to a historic low. Governor Shaktikanta Das said the MPC voted to keep interest rate unchanged and continue with its accommodative stance to support growth. "Global economic activity has remained fragile. A surge in Covid-19 cases has subdued early signs of revival, said Das, adding: "Economic activity had started to recover, but a surge in infections has forced the imposition of
lockdowns." Supply chain disruptions were persisting and inflationar y pressures were evident across segments, he said. Mr Rajiv Agarwal, MD & CEO Essar Ports, commented on RBI Monetary Policy, saying, “As we see, RBI has been taken measures to alleviate liquidity crunch and help revive growth. The decision of restructuring stressed MSME is timely. The creation of innovation hub will leverage new capabilities and strengthen the economy. The resolution framework for COVID-19-related stress which enables the lenders to implement a resolution plan for eligible corporates is also a step in the right direction.”
Blocking of online system for tax incentives under MEIS to hit aluminium exports: AAI NEW DELHI: Blocking of the online system for exporters to apply for tax incentives under the export incentive scheme MEIS has created an "extremely precarious situation" for aluminium exports, the Aluminium Association of India (AAI) said recently. The move will further render exports vulnerable and uncompetitive, the industry body added. The commerce ministry has blocked the online system for exporters to apply for availing tax incentives under the MEIS
(Merchandise Export from India Scheme) from July 23, as the Department of Revenue decided to limit the benefits under the plan at Rs 9,000 crore for April-December 2020. AAI urged the Centre to continue with processing of applications through the Directorate General of Foreign Trade (DGFT) MEIS portal. "The DGFT has also blocked the MEIS module from 23rd July from accepting new applications to limit the issuance of any more scrips. This has created an extremely precarious
situation for the Indian Aluminium exports which have declined by 11 per cent from USD 5.7 billion in FY-19 to USD 5 billion in FY-20, and further will render exports vulnerable and uncompetitive vis-a-vis global players in international markets," AAI said in a statement. The aluminium body also demanded inclusion of aluminium in the productlinked incentive scheme and implementation of Remission of Duties o r Ta x e s o n E x p o r t P r o d u c t s (RoDTEP).
Great Eastern Shipping reports Rs 468-crore net profit in first quarter MUMBAI: The Great Easter n Shipping Co Ltd, India’s biggest private ocean carrier, reported a consolidated net profit of Rs 467.74 crore for the April to June quarter, as against a loss of Rs 53.96 crore a year earlier.
The Mumbai-based firm, which runs a fleet of 69 ships, said its revenue from operations rose to Rs 1,068.37 crore during the first quarter of FY21 from Rs 782.59 crore a year ago.
The company said its board has appointed former Reserve Bank of India Governor Urjit Patel as an additional and independent director of the company for a five-year term beginning August 1.

Dhoraji onions from Rajkot take the train route to reach Bangladesh market RAJKOT: Onions from Rajkot’s Dhoraji town are hurtling down top speed to Bangladesh’s Darshana station. Western Railways, for the first time, is transporting goods to Bangladesh. A goods train carrying the stock has left Dhoraji recently. While the trade is not new, so long onion traders were traditionally exporting their stock to the neighbouring countr y via tr ucks through Malda of West Bengal. With the target to expand freight business, the Business Development Unit (BDU) of WR’s Bhavnagar division designed the road map to transport onion to Bangladesh and convinced Dhoraji, Upleta and Gondal traders to use the rail transport system.
Traders purchase onions from farmers of Rajkot, Junagadh and Porbandar districts and transport it to other parts of the country and also to Bangladesh via trucks. According to railway officials, the first such train to Bangladesh is transporting 2439.5 tonne onions and will travel a distance of 2,427km to reach its destination. The wagons are loaded at Dhoraji railway station and a railway statement said they are expecting to make 3 to 4 rakes this month after sending the first rake on Tuesday, 4th August. According to Dhoraji traders, the train is filled with nearly 15 traders’ commodities. Mahesh Nathvani an onion trader in Dhoraji who is also coordinating between traders and
railway authority said, “This is a good facility for us as not only transportation gets cheaper, it will also reach the destination faster. By truck it took us around 8 days, while by train it will reach in 4 to 5 days. As it is a perishable item, railways has promised us to provide rakes as per our need.” He further said that as onion loses weight with time, the sooner it reaches the market, the better prices it will fetch for traders. Indian farmers cultivate yellow onion which is acidic and tearinducing which is in high demand in Bangladesh. Shabbir Tumbi, another onion trader said, “This is the end of onion season, but after Diwali the new season will start. If we get regular rakes then, it will surely boost our business.”
ICRA downgrades outlook on Indian road logistics from Stable to Negative NEW DELHI: The credit rating agency ICRA downgraded its outlook on Indian road logistics industr y to ‘Negative’ from ‘Stable’ citing the weakening of credit profile Covid-19 pandemic and nationwide lockdown. ICRA also anticipates the domestic freight transportation revenue to fall by 18-20 percent in fiscal 2020-21 in the backdrop of 9.5 percent contraction of GDP and compared to its April 2020 estimation of 8-10 percent. Going forward, ICRA’s expects asset-light players would be relatively better placed to tide over the near-term stress due to lower fixed costs while entities with the asset-heavy business model would
likely see a greater negative impact. Reasons for the negative outlook “The implementation of the 40-day nationwide lockdown aggravated the ongoing slowdown in the Indian economy with moderation in industrial activity and weak consumer demand resulting in subdued freight availability during Q1 FY2021. Freight movement, during the period, was also impacted by restrictions in cross-border movement, shortage in availability of drivers and manpower due to large-scale migration and lack of availability of return load. E-way bills generated in Q1 FY2021 declined by 52.7 percent YoY reflecting the subdued road freight movement.
Likewise, railway cargo and port traffic also contracted sharply by 21 percent and 20 percent, respectively,” said the report. However, deferment of near-term debt-funded capex/acquisition plans by major logistics players would help cushion the impact to some extent. ICRA expects the Debt/OPBITDA of its sample of logistics companies, to average at 4.1x and interest coverage to average at 2.6x in FY2021, as compared to 2.5x and 4.9x respectively in FY2020.

CONCOR goes in for internal restructuring to rationalise operations NEW DELHI: State-run Container Corporation of India Ltd (Concor) has carried out an internal restructuring which involved compressing eight regions into four and creating two exclusive wings dedicated to warehousing and first and last mile connectivity as part of a strategy to rationalise operations, better utilise human resources, cut costs and boost revenue. The rail hauler is also building a mobile application that will facilitate customers to tie-up first and last-mile connectivity directly with transporters at market rates, emulating ride hailing apps such as Uber and Ola. The four regions – Northern, Southern, Eastern and Western, the two wings tasked with warehousing and first and last-mile connectivity and the mobile application, each will be looked after by an official of the rank of executive director at the corporate head office, a company official said. Privatisation bound Concor earlier had eight regions – Northern, Southern, Eastern, Western, Central, North Central, South Central and North Western. The terminals under the Central, North Central, South Central and North Western regions have been distributed among the Northern, Southern, Eastern and Western regions. The restructuring follows a Railways Ministry decision to revise the calculation of land licence fee it levies from Concor from April 1 this year, a move that will jack-up the firm’s annual land license fee pay-out to about ₹450 crore from about Rs. 140 crore. The move also forced Concor to surrender 16 terminals to the Indian Railways. The land licence fee is paid by the Navratna PSU for running terminals built on land leased from Indian Railways. “The top management feels that out of the box thinking is
needed to run the business in a changed scenario. The exclusive wings on warehousing and first and last mile connectivity is a step in that direction. We are looking out for areas where we should go aggressively for augmenting revenue,” the official said. The two new wings are expected to ensure faster decision making and better utilisation of assets and facilities. “Warehousing is in demand after the introduction of the Goods and Services Tax. Faster clearance of goods has become an issue following the spread of coronavirus. The management feels we should give more focus to warehousing,” he said. Last-mile connectivity Under the first and last mile connectivity plan, Concor will provide door pick-up and door delivery of cargo to customers. It will pick up cargo from the door-step of the customer, get the cargo Customs cleared, load it on wagons and take it to the port for exports and vice versa. The mobile application will allow Concor’s customers and service providers/transporters to finalise first and last mile shipments on market rates. So far, Concor hired transporters on long-term contracts ranging from 2-3 years at fixed rates finalised through tenders, irrespective of whether the market is up or down. “But, when the market is low and the transporter is not willing to give the lower rate to Concor, the business is lost,” the official said. With the mobile application, customers will get the benefit of dynamic pricing based on market conditions quoted by the transporters. “It will help customers get the lowest rates,” the official said, adding that Concor will set minimal criteria for registration of transporters.
