Deendayal Port receives Best Port of the Year Non-Containerised at India Maritime Awards 6th Edition

GANDHIDHAM: Deendayal Port Authority won the prestigious INDIA MARITIME AWARDS for BEST PORT OF THE YEAR (Non-Containerised).

Shri Sushil Chandra Nahak, CME(i/c) received the award organised by Daily Shipping Times at Hotel Sahara Star Mumbai on 1st July, 2022. Shri S.K.Mehta, Chairperson congratulated DPA PARIVAR for glorious achievement.

Social initiatives – noble cause by TKPL for Founder’s Day AHMEDABAD: Tulsidas Khimji Pvt. Ltd. (TKPL) is always committed to contributing to the society and thus at TKPL such social activities to celebrate their Founder’s Day is a regular custom. This year again as a social CSR initiative, they organized Blood Donation camp as a prelude to Founders Day on 07 July 2022. The blood donation drive was held on Saturday, 02 July 2022 at their Corporate Office in Mumbai with the support of Deepak Foundation’s Anviksha Blood Bank.

Mr. Rajen Shantu Bhatia, Director inaugurated the camp and all staff supported wholeheartedly and donated blood. Other branches of TKPL have also carried out this noble cause at their respective branch locations. Every year TKPL gets an overwhelming response for such initiatives from its enthusiastic staff. Social initiatives – noble cause by TKPL for Founder’s Day Cont’d. from Pg. 4 In addition to this, TKPL D i r e c t o r Mr. Rajen Bhatia & wife Mrs. Vandana Bhatia visited an NGO, Access Life Foundation (Supporting Cancer Bravehearts) on 5th July 2022 for a noble cause and distributed various items needed for the cancer children below 14 years. Directors, Mr. Hemant Bhatia & Mr. Rajen Bhatia also said that they will be celebrating their 127th Founders Day on 07 July 2022 and have expressed their gratitude to all the customers and well wishers for supporting them and having trust on them for over 126 years. The management also thanked all the staff and the Foundation in making these social welfare activities successful. The management stated that such initiatives will continue in the years to come.

Deendayal Port Authority to develop Oil Jetty No. 7 & 8 at Old Kandla G A N D H I D H A M : D e e n d a y a l Po r t Authority is the largest liquid handling port in the country, handling all kinds of liquid bulk i.e. Petroleum products, petrochemicals, acids, liquefied gases and vegetable oils. Presently, Port is having 6 Oil Jetties for handling liquid bulk cargo having capacity of 12 MMTPA. The existing Oil Jetties are almost fully utilized. Hence, to cope up with the demand of growing trade, in line with the goals of PM Gati Shakti, Deendayal Port is developing New Oil Jetties i.e. Oil Jetty No. 7 & 8 at a cost of Rs. 88 Cr & Rs 191 Cr respectively through internal resources. Also, initiated action for development of Oil Jetty No. 9 to 11. Under PPP mode. Port is also constructing the four lane approach road having length of around 3km & 6.5km for better connectivity with the Oil Jetty No. 7 & 8. The scheduled date of completion of the Oil Jetty No. 7 & 8 is Sept-2022 & April-2023 respectively. Oil Jetty No. 7 & 8 will handle the Large Size Vessels i.e. upto 65000 DWT & 80000 DWT respectively with 13m depth.

After constructing Oil Jetty No. 7 & 8, Port will enhance the capacity of around 5.5 MMTPA, which will reduce the vessel waiting period and increase the import & export of Liquid cargoes. Deendayal Port is poised to become the liquid hub not only of India but Southern Asia.. The infrastructural development in such a gigantic scale is attributed to the dynamic leadership of the Chairman Shri S.K.Mehta.

Swift normalisation not on the cards for Container market : Drewry LONDON: In its latest Container Forecast, Drewry has pointed out that the end of the container market bull run may be close as shipments along most trade routes are down with high inflation preventing a volume bounceback. The decreasing demand has driven container freight rates lower week by week over the last four months. Drewry’s World Container Index shows rates declined 3 per cent just this week – 16 per cent lower than a year ago and down significantly from the September 2021’s peak. With no changes to our expected supply chain recovery timeline the market will continue to be denied capacity that it otherwise would have had access to,” says Drewry.

“ We e s t i m a t e t h a t e f f e c t i v e container ship capacity will be about 15 per cent below potential this year, following on from a 17 per cent reduction last year”. Drewry added that China’s zerotolerance COVID-19 policy, US West Coast port labour negotiations, and strike action across the logistics sector add to uncertainty in the market preventing a “swift normalisation”. Drewry previously estimated that container freight rates may decline by 40 per cent in the next decade – as it predicted volatile trends in a market that could stabilise by 2024. While congestion issues remain challenging across the world and times are not as mature as to prevent a collapse in short-ter m rates,

Drewry noted that “the sentiment for the global economy and container demand is reasserting itself as a pricing driver”. Looking ahead, Drewry foresees a significant loosening of the container market from the second half of 2023, when the supply chain congestion is expected to have cleared. “The end of the containers boom cycle will require a paradigm shift from all stakeholders,” said Drewry on its container market outlook. “Ocean carriers need to address the looming environmental and overcapacity risks by scrapping older, less green ships, while shippers might be wise to wait for the market to come back to them before committing to lengthy contracts.”

India and Iran discuss Chabahar Port & other bilateral issues NEW DELHI: India’s Foreign Secretary Vinay Kwatra on Tuesday, 5th July 2022 spoke to Iran’s Deputy Foreign Minister for Political Affairs Ali Bagheri Kani and discussed various bilateral issues, according to a Ministry of External Affairs statement. “The two sides discussed various elements of bilateral relations, including progress on the Chabahar Port. T h e Fo r e i g n S e c r e t a r y

underscored India’s commitment to strengthen bilateral cooperation with Iran in addressing shared opportunities and challenges. Both sides also discussed international and regional issues including Afghanistan,” the statement said. The discussion comes soon after Iranian Foreign Minister Hossein Amir-Abdollahian visited India in June and met his Indian counterpart S. Jaishankar. He also paid a courtesy

call on Prime Minister Shri Narendra Modi. “Was happy to receive Foreign Minister Hossein Amir Abdollahian for a useful discussion on further development of Centuries- old civilizational links between India and Iran. Govt extends deadline for duty-free cotton imports till October 31 NEW DELHI : Union Govt has extended the window for duty-free imports of cotton by a month, amidst delayed monsoon in some of the growing regions. In a notification issued, the Centre has extended the deadline to import raw cotton until October 31, 2022, from the earlier deadline of September 30, 2022. The decision comes as a relief for the textile and yarn industries, who would be able to source cheaper cotton for an extended period of one month. Notably, the industry had been demanding duty-free import of cotton until December 31 amidst spiralling domestic prices. But the government

seems to have also considered the interests of the growers, who would harvest the crop by end of October or early November. India’s cotton crop arrival starts around October-November. An extended window till December would have hampered the domestic prices and hurt the cotton farmers. But a moderate relaxation in the deadline until October 31 is likely to protect the interests of both the stakeholders – the industry and the farmers. The cotton import duty was imposed at the rate of 11 per cent in February 2021, when prices of the fibre hovered at around 44,500 per

candy (of 356 kg each). But in April this year, the Centre had allowed duty-free imports after the historic run of domestic prices to a record levels of 1 lakh per candy ginned cotton on lower crop projections. The prices, however, have softened by about 10 per cent in the recent weeks, tracking global sentiment. I C E C o t t o n Fu t u r e s f o r t h e October contract were quoted at 101 US cents per pound ( 63,350 a candy) . The contract had hit a peak of 140 cents on May 17 amidst a global supply crunch of the fibre. India’s imports cotton from large growers such as Brazil, the US and Egypt.

Toy imports down 70%; Exports up 61% over 3 years as “Make in India” yields positive results : DPIIT NEW DELHI: Government interventions in the Toy Sector after Prime Minister’s call have helped the industr y: Shri Anil Agrawal, Additional Secretar y, DPIIT. The import of toys is down by 70% in the last three years. For HS Codes 9503, 9504, and 9505, the import of toys to India has reduced from USD 371 Mn in FY 2018-19 to USD 110Mn in FY 2021-22 thus showing a decrease of 70.35 percent. For the HS Code 9503, toys imports have decreased even f a s t e r, f r o m U S D 3 0 4 M n i n FY 2018-19 to USD 36 Mn in FY 202122 for HS Code 9503. Additionally, the exports have jumped by 61.38% over the same period. For HS Codes 9503, 9504, and 9505, the export of toys has increased from USD 202 Mn in FY 2018-19 to USD 326 Mn in FY 2021-22, up by 61.39 percent. For HS Code 9503, exports of Toys have increased from USD 109 Mn in FY 2018-19 to USD 177 Mn in FY 2021-22. Speaking to media during the 13th Edition of Toy Biz B2B (Business to Business) International Exhibition

from 2-5 July 2022 at Pragati Maidan, New Delhi , Shri Anil Agrawal said that in his address in “Mann ki Baat” in August 2020, Prime Minister had given a clarion call on “Rebranding t h e I n d i a n To y S t o r y ” a n d emphasized on the availability of right kind of toys for children, using toys as a learning resource, designing of toys based on Indian value system, Indian history, and culture to strengthen domestic designing and position India as a global manufacturing hub for toys. He said the industr y had benefitted from a number of interventions by the government and results show the success of Make in India programme. He added that the imports were mainly restricted to some components of the toys. Interventions by the Government for the Toy Sector 1. Directorate General of F o r e i g n Tr a d e ( D G F T ) v i d e Notification No.33/2015-2020, dated 02.12.2019 mandated sample testing of each consignment and no permission for sale unless the quality testing is successful. In case of failure, the consignment is either sent back or

destroyed at the cost of the importer. 2. Basic Custom Duty (BCD) on To y s - H S C o d e - 9 5 0 3 h a s b e e n increased from 20% to 60% in February, 2020. 3. The Government issued Toys (Quality Control) Order, 2020 on 25/02/2020 through which toys have been brought under compulsory Bureau of Indian Standards (BIS) certification with effect from 01/01/2021. As per the Quality Control Order (QCO), every toy shall conform to the requirements of relevant Indian Standard and bear the Standard Mark under a licence from BIS as per Scheme-I of BIS (Conformity Assessment) Regulations, 2018. This QCO is applicable to both domestic manufacturers as well as foreign manufacturers who intend to export their toys to India. 4. BIS has granted 843 licenses to domestic manufacturers from safety of toys, out of these, 645 licenses have been granted for non-electric toys and 198 licenses granted for electric toys. In addition to this, 6 licenses have been granted to international toy manufacturers.

Govt mulls over Rs 5,000-crore scheme to develop key Districts into Export Hubs NEW DELHI: The new Foreign Trade Policy (FTP), which will come into force in October, is likely to provide support of at least Rs 5,000 crore to develop select districts as export hubs, official sources said. This could be the most significant announcement by the Government in the new FTP as far as fiscal assistance is concerned, given that most of the other key schemes involving even greater outlays have already been declared. The assistance could be in the form of grants to States. The scheme to develop export hubs in various districts may be designed as a centrally-sponsered scheme (CSS) under which the Centre may extend about 60% of the funds and 40% will have to be borne by the states, one of the sources said. Initially, the Commerce Ministry may run pilot projects in about 50 districts across the Country and gradually widen the initiative to cover more districts, he added. “A precise estimate of the assistance is still being worked out by the Commerce Ministry,” he added. Currently, while States are being encouraged to develop key districts into export hubs, there is no specific Central Government support for this

purpose. The likely aid under the new FTP is expected to encourage States to do their bit as well. The move is part of the commerce ministry’s plan to implement the idea, mooted by Prime Minister Narendra Modi, to develop each district into an export hub. “Commerce and Industry Minister Piyush Goyal is very keen on making this a reality and is monitoring initiatives for this purpose,” one of the sources said. In the extant FTP, announced in 2015, the government had declared the Merchandise Export from India Scheme (MEIS) by merging five different schemes and sharply raising budgetary allocation for it. It had allocated Rs 39,097 crore for exporters under the MEIS for the prepandemic year (FY20). This scheme was replaced with the Remission of Duties and Taxes on Exported Products (RoDTEP) programme from January 2021. The validity of the current FTP, which was to expire in 2020, was extended until September 2022 in the wake of the Covid outbreak. The government has already earmarked Rs 21,340 crore for tax remission schemes for exporters like RoDTEP and RoSCTL in the Budget

for FY23. This has substantially reduced the scope for any new big programme, apart from the one for services exporters. As such, Goyal has repeatedly exhorted exporters to shun the crutches of subsidies and instead boost their competitiveness, which would be key to achieving sustainable export growth. Since the FTP is being designed in the aftermath of the Covid-19 outbreak, it would lay stress on ensuring India’s greater integration with the global supply chain and reducing elevated logistics costs. Moreover, the Atmanirbhar Bharat initiative will find a befitting expression in the policy, according to the sources. The new policy will come at a time when exports are facing considerable external headwinds in the wake of the Russia-Ukraine war and the government is seeking to build upon a resurgence in outbound shipments, witnessed in FY22, in the current fiscal. As such, the country is aiming at realising a lofty merchandise export target of $1 trillion by FY28 from a record $422 billion in FY22. Developing key districts into export hubs is a crucial, albeit challenging, initiative in that direction.

Govt may save Rs 10K cr on clearing dues to Exporters NEW DELHI: The Government may end up saving about Rs 10,000 crore from its allocation of Rs 56,027 crore, announced in September last year, to clear all the pending dues owed to exporters until FY21 under various schemes, a senior official was quoted as saying recently. The Commerce Ministry already cleared Rs 32,000 crore in FY22 and, based on the scrutiny of exporters’ claims so far, it expects the total outgo to be about Rs 10,000 crore less than the initial estimate. All the arrears will be settled this fiscal, said the official. The proposed outlay covers dues under both export promotion and duty remission schemes. The dues amount is being disbursed in the form of scrips to more than 45,000 exporters, about 98% of whom are small and medium enterprises. The exporters can use these scrips to pay import duties or can sell these to importers who, in turn, can use them to pay the customs duties. “So, these (about Rs 10,000

crore) are notional gains for the Government,” said the official. While the gain is notional, it still comes as a relief to the Government, which has been forced to announce a raft of additional spending commitments or forgo potential revenue in the wake of a spike in global commodity prices, especially of oil, due to the Ukraine war. The massive outlay was announced to bolster Covid-hit exporters’ cash flow, and enable them to take advantage of a post-pandemic surge in demand for merchandise and services in advanced economies. The move also ended uncertainties over the release of past arrears. The Rs 56,027-crore allocation was for different export promotion and remission schemes: Merchandise Exports from India Scheme (Rs 33,010 crore), Services Exports from India Scheme (Rs 10,002 crore), Rebate of State and Central Levies and Taxes Rs 5,286 cr), Rebate of State Levies (Rs 330 crore), Remissions of Duties and Taxes on Exported Products , or

RoDTEP (Rs 2,568 crore), and other legacy schemes like ‘Target Plus’ for high-performing export houses, etc (Rs 4,831 crore). The Rs 2,568-crore outlay for the RoDTEP was for the January-March 2021 period (The scheme was introduced on January 1, 2021, replacing the MEIS). Commerce and Industry Minister Piyush Goyal had then asked exporters to file all the pending claims (until FY21) by December 31, 2021, so that all the dues could be cleared at the earliest. The IT portal of the Commerce Ministry for exporters to file claims was enabled to accept applications. This would be integrated with a mechanism set up by the Finance Ministry to monitor the provisioning and disbursement of the export incentives under a budgetary framework. After a Covid-induced 7% drop in FY21 to $292 billion, the Country’s exports hit a record $422 in FY23, far exceeding the previous record of $330 billion.

With Global slowdown fears rising, India expected to focus more on Services Exports NEW DELHI: The Government is expected to rely heavily on boosting services exports as global slowdown could take a toll on the exports of goods, especially luxury ones. It also expects the Free Trade Agreements (FTAs) signed with Australia and UAE to aid the exports as the world stares at a slowdown. The Global slowdown has pushed the Government to focus on growing services exports, which it aims to reach $300 billion this year. After a 40 percent increase during the previous fiscal year, the target for goods exports is likely to be set at 10–12%. It is anticipated that export demand will be constrained as a

result of rising interest rates in the US and other developed nations as a result of high inflation. This is particularly true given last year's rapid expansion, which saw the value of shipments surge to $418 billion. The current situation between Russia and Ukraine is also having an i m p a c t . T h e Wo r l d Tr a d e Organization (WTO) has also cut its year-end predictions. Before making an announcement, the Commerce Department, which has been working toward the goal, will wait to see first quarter results. When exports grew by slightly more than 15% in May, there were indications of a slowdown.

According to government sources, the emphasis is on boosting services exports, which are still strong, particularly with sectors like travel and tourism looking strong after restrictions posed by Covid were eliminated in most of the world. Despite a spike in wheat exports and some other agricultural exports in March and April, the limitations will have some effect. They are unlikely to make a significant difference, though, given the modest share of India's exports. T h e F TA w i t h A u s t r a l i a i s anticipated to go into effect later this year after receiving approval from the Australian Parliament, whereas the deal with the UAE is already in force.

Gold import volume almost trebles in June NEW DELHI: Volume of India’s gold import almost trebled in June from a year before to 49 tonne, albeit on a low base, as jewellers continued to stock up after good sales during the A k s h a y a Tr i t i y a , c o n s i d e r e d auspicious for buying the precious metal. Easing gold prices from a year before also spurred some buying interests among consumers. In value term, imports spiked to

$2.61 billion in June from $969 million a year before, according to the latest commerce ministry data. Sequentially, however, the growth in import eased substantially from the May level when it had surged as much as 789% to $6 billion. The recent spurt in imports of gold, considered an idle asset by many analysts, prompted the Government to raise the import duty on the

precious metal to 15% from 10.75%. The idea is to ease pressure on the country’s current account, caused by rising trade imbalance, especially when even the capital account is witnessing pressure. Apart from a spike in petroleum and coal imports, purchases of gold from overseas also contributed substantially to the trade deficit, which hit a record $25.6 billion in June.

China’s Shipbuilding output dropped 15.3% in the rst ve months BEIJING: Chinese yards' shipbuilding volume was 14.28m dwt for the first five months of this year, declining 15.3% year-on-year. Newly-received shipbuilding orders were 17.69m dwt, declining 46% year-on-year. Orders on hand were 102.2m dwt, an increase of 20.2% year-on-year. Shipbuilding export volume was 12.32m dwt, dropping 23.2%; newly-

received export shipbuilding orders were 15.83m dwt, declining 46%; export orders on hand were 90.34m dwt, growing 19.2%, accounting for 86.3%, 89.5% and 88.4% of national volume respectively. The total shipbuilding export value was $7.33bn, dropping 12.7%. Bulk carriers, tankers and containerships were the major export ship types.

D u r i n g J a n - M a y, C h i n a ’ s shipbuilding output, newly received orders and orders on hand accounted for 44%, 52.5% and 48.2% respectively in global shipbuilding market. The top five Chinese provinces and cities for shipbuilding output in the first five months were Jiangsu, Shanghai, Liaoning, Shandong and Zhejiang, which had delivered 93.5% of China’s total shipbuilding volume.

Joint efforts needed to meet Rs. 1 lakh crore Seafood export target : Experts KOCHI: India has vast scope to augment its seafood exports, and aquaculture production could be enhanced by using good quality seeds and following better management practices, said KN Raghavan, Chairman of the Marine Products Export Development Authority (MPEDA). Speaking at the second edition of “India Tilapia Summit 2022, jointly

organised by MPEDA and its R&D arm, Rajiv Gandhi Centre for Aquaculture, Raghavan, called for concerted efforts of all the stakeholders to achieve the seafood export target of Rs. 1 lakh crore from the current Rs. 57,587 crore. International expert C V Mohan, Principal Scientist, WorldFish Centre, Malaysia, noted that Tilapia has the potential to contribute 8 per cent of the

seafood export by 2025 and 14 per cent by 2030. Later on, responding to farmers’ request to reduce the price of seed, MPEDA Chairman assured to provide GIFT Tilapia at Rs. 3.50 per seed from its Multi-Species Aquaculture Complex, Vallarpadam, considering the vast potential to enhance production and its exports.

DCSA releases Just-in-Time Port Call Data Denitions 1.2 Beta Extending JIT standards framework to include 110 mestamps AMSTERDAM: DCSA has published Just-in-Time (JIT) Port Call Data Definitions version 1.2 Beta. The release includes interface standards and messaging API specifications for 110 trade-agnostic event timestamps, enabling the full cycle of planning for all nautical services including pilotage, towage, mooring and other vessel services. DCSA JIT interface standards allow carriers, ports, terminals and other service providers involved in a port call to exchange event data in a uniform way, enabling automated data exchange. Widespread adoption of DCSA JIT port call standards will benefit stakeholders in the following areas: • Improved port call planning through advance notification of arrival/departure and berth availability will enable vessels to adjust speed ahead of arrival, reducing fuel consumption and therefore emissions. • Transparency of berth (and yard) planning in terminals (between appropriate stakeholders) will allow service providers to better plan gangs and assets to improve overall utilisation and reduce idle time. • Consistent timestamp measurements will enable best practice comparisons for the benefit of all stakeholders including end customers who should see marked improvement in cargo delivery and release processes.

DCSA JIT port call standards enable practical implementation of the principles described in a recently published IMO study—Just In Time Arrival – Emissions reduction potential in global container shipping. The study estimates that between 4% (12h before arrival) and 14% (port to port) of the fuel used per voyage can be saved, representing 6 to 19 million tons of CO2 saved per year by improving port call efficiency. This is equal to 3% to 10% of the total emissions of the container shipping industry. Open for feedback DCSA Just-in-Tine Port Call Data Definitions 1.2 Beta is open to public review and feedback for a three-month period beginning July 5. Interested parties can download the standards and provide feedback at www.dcsa.org/feedback. Once the review period is ended, DCSA will revise the standards based on input and publish the official release of DCSA Just-in-Time Port Call Data Definitions 1.2 within a three-month timeframe.
