Cross Trade Shipping conducts 1st Sign On/Off of Indian Seafarers at Deendayal Port amid lockdown GANDHIDHAM: The Ministry of Home Affairs via its order N o . 4 0 - 3 / 2 0 2 0 - D M - I ( A ) dated 21st April 2020 allowed the Indian Seafarers to be Signed on/off at Indian Ports. The Directorate General of Shipping (DGS) notified the Standard Operating Procedures (SOP) vide Order No. 12 of 2020, dated 22nd April 2020 with stringent guidelines for conducting Indian seafarers Sign on/off wherein DGS itself got involved in monitoring and issuing the e-pass. After these 2 orders notified by the Govt authorities, the first crew change at Deendayal Port Trust has been conducted by Cross Trade Shipping, (between 27th April Cont’d. Pg. 6 2020 to 04th May 2020) ...
APM Terminals Pipavav provides PPE kits to the district administration PIPAVAV: To assist and ensure the wellbeing of healthcare personnel who are fighting this pandemic at the forefront, APM Terminals Pipavav provided PPE kits to the district administration for the COVID-19 hospital at Amreli district. The consignment included masks, face shields, protective full suits, disposable bed sheets, disposable pillow covers etc. These PPE kits will be used by the frontline health warriors, working in the district hospital to protect the community during this pandemic. In these challenging times, healthcare workers are working day and night to serve the community. This is a small contribution from the port to protect the healthcare workers by ensuring their safety.

Dear Mr. Rahul Modi, For the past more than 10 years the Indian ship owners have been providing services of transportation of domestic cargo in containers. The service continued despite the steps taken by the Ministry of Shipping to permit foreign ag ships to carry Export Import laden and empty containers as well as domestic cargo. Our members suffered loss of market revenue, but continued to carry on these services. 2020 began with the switchover to low sulphur fuel which itself was costlier than the traditional fuel being used by ships. While foreign container ships imposed surcharges and increased freights due to LSFO, our members continued to provide services at minimum or no increase in freight. Our members have also been providing trade credit to its customers for periods negotiated privately. All in all, the users of the coastal trade have continued to enjoy the economic benets of the services provided by our members. However, in the past more than 30 days the pandemic has completely disrupted the cycle of services being offered, impacted revenues immensely while costs have continued unabated. While road and rail services were stopped our members have continued to operate their ships and provide transportation services to trade. However, volumes have been a shadow of the normal and capacity utilisation has fallen considerably. All of the loss of business accompanied with the need to continue to run efcient ships have put considerable strain on the working capital requirements of our members. INSA is in discussion with the Government of India to try and provide some kind of nancial assistance to those operators who are providing these services. In the meanwhile, it has become necessary for our members to consider ways and means to tide over the current situation that is being faced by them. In view of the above, our members wish to request all users of the services of coastal transport as follows: 1. All outstanding freight due to the shipping company may kindly be settled within the agreed credit period. It will not be possible to provide any extended credit on such bills. 2. With effect from the date of this letter, all users of shipping services are requested to kindly pay freight for services, immediately after the completion of the services of transporting the cargo to the port of discharge, but before taking delivery of the cargo at the port of discharge. Our members are encouraged by the fact that your association has taken the lead to make a similar request to its own clients, a step which is very welcome. Further, we nd that other trade associations in the maritime industry such as AMTOI, FFFAI and others too have taken similar steps. We are certain that these measures, albeit temporary, will assist our members as well as yours, in being able to sustain and continue to provide effective and robust services to the trade and your members in the long term. We expect to sustain a reasonable level of performance, feels Rajiv Agarwal MUMBAI: The ports sector is categorised under essential services and kept away from the lockdown directives, but a dip in demand and disruptions in cargo movement, coupled with reduction in cashflows and revenues, are posing challenges for the sector Essar Ports Ltd, said it is expecting to sustain a reasonable performance in the current fiscal, despite the ongoing crisis. Mr. Rajiv Agarwal, MD & CEO, Essar Ports Ltd, said the company posted 23.5 per cent growth in cargo handling during 2019-20, and “with all our terminals operational, we expect to sustain a reasonable level of performance in the ongoing financial year”.. Essar Ports has four terminals with a combined handling capacity of 110 million tonnes per annum. The company has its key customers in steel, oil and power industries, which manufacture products under the essential services category. “Given that we facilitate the cargo requirements of these businesses, we have sustained operations even during this crisis,” said Agarwal adding that the company faced some lockdown-related issues in operations and manpower availability but the supply chain and operations remained unaffected. Mr. Agarwal recently said that on account of lower
throughput following disruptions in cargo movement, the ports sector was facing liquidity and cashflow issues, loss of business/ revenue and delay in projects and commissioning of new facilities. “The revival is also expected to be gradual. To overcome the challenges, the Centre needs to look at several measures which will Mr. Rajiv Agarwal not only boost demand but also provide relief for the industry players to function in smooth manner,” Agarwal said. Pointing to measures like reduction in interest rates, moratorium from repayment of principal and interest, waiver on payment of royalty & licence fees by concessionaires, and waiver of fixed energy charges, he expressed hope that these would help in overcoming the problems plaguing the sector. On the measures announced by the government Agarwal said, “through different Ministries and the RBI, the government has been prompt in introducing measures time and again to boost the economy, and to ensure the industry is running with minimal impact.”

JNPT maintains 80% of Import Activity during April 2020 JN Port increased its rail coefficient to 22.39%, by handling 499 container trains, highest ever in a month JNPT stands operational as part of essential services N AV I M U M B A I : O v e r c o m i n g t h e i m p a c t o f COVID -19 outbreak and lockdown challenges, Jawaharlal Nehru Port Trust (JNPT), India’s premier container port registered a throughput of 283,802 TEUs in container handling. The import container volume of April 2020 is 80% of the imports handled in April 2019 and overall throughput is 63% of the cargo handled during Apr 2019. Shri Sanjay Sethi, IAS, Chairman, JNPT said, “In the month of April, JNPT handled 499 container trains, making it the highest number of container trains handled in a particular month. This also resulted in increasing the rail coefficient during the month to 22.39% against the previous FY monthly average of 16.04%. This is a result of the perseverance of our workforce and in time diligent effort and support of all the stakeholder of JN Port. Our commitment towards ensuring that trade doesn’t come to a standstill even during the lockdown and has resulted in JNPT achieving these numbers. The entire family of JNPT will put in efforts to constantly evolve our operational efficiency and the port’s performance by maintaining all the safety protocols.” With factories in the hinterland opening up due to the revised lockdown norms issued by the Government of India, exports are also picking up. JN Port handled total of 167 vessels in April 2020 and the overall turnaround time on Port a/c improved to 33 hrs from 39 hrs LY. This has been the result of the support of all the terminals, Shipping Lines, Container Fright Stations (CFSs), Custom House Agents (CHAs), Transporters, C O N C O R , P r i v a t e C o n t a i n e r Tr a i n O p e r a t o r s , Truck Transporters, BPCL Liquid Cargo Jetty & associated Tank Farms, Empty Yard Operators, Partner Government Agencies like FSSAI, Plant Quarantine linked to Port Operations who remain operational and continue to operate as per schedule to help the port perform its duties during these difficult times. JNPT has taken various measures to limit the impact of the outbreak while also protecting the trade channel from any disruption. The port announced an extension of waiver/remission/relaxations at all the Container Terminals at JN Port from April 15 to May 3. Some of the proactive measures taken by JNPT include extended relief to the trade in order to support Port users and end users like No dwell time charges will be levied for all import/
export containers moved b y r o a d a n d r a i l (CFS/DPD/Empty/ICD), No shifting charges will be levied for change of mode (i.e. truck to rail or rail to truck) and No shifting charges will be levied for DPD containers moved by rail after 48 hours to ICD Mulund or ICD Tarapur from April 13 as they have been declared as ‘extended port gates’ of JN Port. In the wake of this crisis Shri Sanjay Sethi, IAS Port has also prepared an action plan for avoiding congestion and created sufficient storage capacities inside and outside the Port. Extended Port gate facility has been made available for DPD containers at Mulund and Boisar. Additional storage capacity has also been created at CWC, Dronagiri node where cargo is being moved through En-block movement. The port has undertaken several preventive measures to equip and protect its workforce against respiratory viruses and other potential diseases. Port is also carrying out extensive community disinfectant spraying and sanitation drive in all its nearby villages too to help put a strong fight against COVID 19. JNPT has been diligently deploying all the sanitary guidelines issued for the safety of its workforce with regular fogging and spraying of all buses. Also the port has provided Personal Protective Equipment (PPE) to the pilots and has been carrying out regular fogging and disinfecting of all JNPT terminals. The port authority has provided accommodation for the staff of terminals, drivers etc. in the Port township, started free Bus shuttle services for the staff of essential services stakeholders for movement in the port area and CFSs, Empty Yards. JN Port is also distributing specially made meals to the truck drivers who have been working tirelessly to keep the operations going at the Centralized Parking Plaza, GTI Holding Yard, NSICT Holding Yard & Parking No.1. With the support of all the stakeholders and local authorities JNPT is constantly working towards facilitating ease in doing business for the Trade and has firmly anchored itself as the major catalyst for trade in the country even during these extremely challenging times.

Container volumes at Indian ports to get impacted in FY21 as pandemic clips consumer demand : CRISIL MUMBAI: Tthe Container cargo volumes at Indian ports are expected to decline by as much as 16 per cent in FY21 as the global health crisis sent consumer demand plummeting with a cascading impact on supply chain. “The lockdown-induced container trade decline, equivalent to around 60 days and 30 days to high/very high traffic risk and moderate-to-high traffic risk geographies, respectively, suggests a contraction of 13-16 per cent in container traffic for Indian ports in fiscal 2021,” CRISIL Research, a unit of CRISIL Limited (CRISIL), said in a note. “However, given the uncertainty about the Covid-19 fallout, risk of second wave, tighter or prolonged lockdowns, people movement controls and social distancing across India and key trade partners can mean further downside,” it added. The first signs of a sharp dip in container trade across India’s ports have surfaced during April itself. Weaker production due to sparingly
a v a i l a b l e m a n p o w e r, b e s i d e s transportation and clearance challenges, has further impacted exports, CRISIL Research said. India’s GDP is expected to witness a sharp correction, with a projected growth rate of 1.8 per cent in FY21 compared with 5 per cent last fiscal, with risks tilted to the downside scenario of zero GDP growth. India, which has significant container volumes linked with severely hit Covid-19 countries, is at risk of a sharp dip in container trade. The US (estimated 10 per cent share in laden volumes) and Europe, including the UK (around 18 per cent), are regions with very high traffic risk; the Middle East (around 10 per cent) and Rest of Asia (about 23 per cent) have high traffic risk; while China (13 per cent) is in the moderate-to-high traffic risk category. Many liners also skipped calls at JNPT and Mundra port, in April, due to congestion and paucity of exports. “It seems that overall cargo
de-growth at ports, will lead to deferment of any greenfield investments, in the excess capacity ridden sector, by at least 6-8 quarters,” it stated. Going forward, recovering trade of essentials (such as agricultural products, perishables and pharmaceuticals) will provide some respite. Volumes for discretionary items, (such as electronics, readymade garments, and automobile parts) will, however, remain lacklustre. CRISIL Research reckons that the extent to which the pandemic is controlled globally and, more importantly, the stance that major economies take towards imports will be critical to the pace of recovery in container trade post-2020. “However, given that Covid-19 has badly hurt economies and consumer sentiment, and there is likely to be an attitudinal shift against globalisation, a slow and gradual recovery (against a V-shaped recovery witnessed after the 2008 global financial crisis) in container trade seems more plausible,” it added.
CONCOR to surrender 15 Terminals with Rs 278 crore turnover to Railways NEW DELHI: Container Corporation of India (CONCOR) recently said it is surrendering its 15 terminals with a turnover of Rs 277.50 crore to railways due to “commercial and business viability considerations”. These terminals, spread across various states, have ‘net block’ worth Rs 64.84 crore, the company said. “Due to commercial and business viability considerations, the company has decided to re-organise its number of terminals by surrendering/ handing over certain terminals of the company which are built on the land taken on lease from the railways,” CONCOR said.
According to the company’s assessment, the surrender or handover of the terminals to the railways will not impact the business of the company materially, it said. The company said its Madho Singh (Rajasthan), Rourkela (Odisha), Tatanagar (Jharkhand), and Maharashtra’s Chinchwad, Miraj and Bhusawal terminals were found “not viable for business”. About the Rewari (Haryana) terminal, it said that road-based terminal will continue and traffic will be cleared from Khatuwas railhead; while about the Ballabhgarh (Haryana) terminal, it said
that business has been shifted to Delhi. Giving the reason behind surrender of the Babarpur (Haryana) terminal, it said the existing traffic of Babarpur has been diverted to CONCOR’s newly developed MMLP Barhi; and for the Desur (Karnataka) terminal, it said the “railways has demanded land back”. About the Visakhapatnam terminal, it said the existing traffic has been shifted to MMLP/Vishakhapatnam. Other terminals surrendered included Raipur (Chhattisgarh), Sabarmati (Gujarat), Ratlam (Madhya Pradesh) and Nagpur (Maharashtra).

Built under IRClass, Sagar Anveshika is a DP1-capable vessel fitted with stateof-the-art equipment that allows her owner, National Institute of Ocean Technology (NIOT/ Ministry of Earth
Sciences,Govt of India) to carry out environmental indexing and bathymetric surveys in both coastal and offshore waters. Sagar Anveshika is the second of two coastal research vessels built for NIOT, by M/s. Titagarh Wagons Ltd, with the first being Sagar Tara which was delivered in August 2019. The two vessels are set to augment NIOT’s research capabilities.

DG Shipping advices key Stakeholders to implement Advisories from the Govt in letter and spirit MUMBAI: The Director General Shipping (DGS) recently held a video conference meeting with all the key stakeholders of the trade like AMTOI, C F S A I , C S L A , F F FA I , M A N S A , FEDSAI to review the implementation of its recent orders issued during the lockdown period. In fact, the DG Shipping has issued couple of orders urging the Shipping Line and shippers to refrain from charging detention or other penal charges from the trade considering their inability to lift the containers and other cargo from the ports citing several difficulties. More so, even the CBIC had separately directed the ICDs/CFSs to follow such instructions. However, several complains have
been received from the export-import trade to the Authorities regarding the violating of such guidelines and several charges were being levied to the trade. Upon this the DGS has urged all the key stakeholder to follow the advisories of DGS in letter and spirit. The minutes of the meeting, reviewed by Daily Shipping Times, also mentions that some ports have already started taking coercive action against the parties who are seen to deliberately violating the spirit of DGS guidelines. PM holds meetings to firm up second stimulus for reviving lockdown-hit economy NEW DELHI: The Prime Minister Narendra Modi recently held a series of meetings with key cabinet ministers and officials of economic ministries to firm up the second stimulus package to lift the economy reeling under the impact of coronavirus-induced lockdown. Home Minister Amit Shah, Finance Minister Nirmala Sitharaman, representatives of Economic Ministries and Senior Officials, including those from the Prime Minister’s Office and Cabinet Secretariat, were present at the meetings. The P rime Minister also had discussions with key Economic Ministries such as agriculture and
farmers’ welfare, and MSME to discuss various issues. MSME Minister Nitin Gadkari, said that his ministry has suggested a relief package to the Prime Minister and the Finance Minister for the medium, small and micro sector and exuded confidence that an announcement would be made soon. “Chaired a meeting on strengthening our MSME sector, which plays a pivotal role in economic development. There were extensive discussions on ways to make this sector more vibrant, attractive and ready to embrace new opportunities,” the Prime Minister said in a tweet after the meeting.
Later, the Finance Ministry also made a detailed presentation to the Prime Minister on the state of economy and several initiatives that it plans to undertake to stimulate Indian economy. During the deliberations, each ministry made recommendations and possible steps to be taken in the short run to prop up the sector administered by them. After a detailed review of each and every sector, a relief and stimulus package will be worked out, sources said. Sources said the government is thinking of announcing a second dose of relief measures for the vulnerable segment and a stimulus package for the industry shortly.
As many as 63,000 crew members and passengers on board mostly from China denied disembarkation : Shipping Ministry NEW DELHI: As many as 63,000 crew members and passengers on board vessels mostly from China have been denied disembarkation at Indian ports so far, as part of efforts to curb the spread of coronavirus, a shipping ministry official said. These crew members and passengers reached Indian ports on board about 1,990 vessels between January 27 and April 30,
the official added. “A t o t a l o f 6 2 , 9 4 8 c r e w a n d passengers reached India’s ports on board about 1,990 ships, mostly from China. Thermal scanning of all these crew and passengers were done as per the WHO (World Health Organization) guidelines. Besides adhering to all precautions and laid-down protocols to prevent any further spread of COVID -19, no shore passes or
daily passes were issued to these people, and Export Import cargo was handled with care,” the official said recently. Of the total 1,990 ships, 1,621 reached major ports and were allowed anchoring at designated places for loading and unloading of export-import cargo. Of these 63,000 crew and passengers onboard these ships, 56,000 reached the major ports, the official said.
Allow greater industrial activities in Major Economic Districts: CII NEW DELHI: Confederation of Indian Industry (CII) called for economic contribution of districts to be taken into consideration while classifying Lockdown Zones. Districts with high economic activity should resume all industrial and business operations, including in Containment Zones with highest safety protocols, said CII in its report ‘A Strategy Note on Resumption of Economic Activities in Industrial Areas’ submitted to the Government. The submission follows the notification issued on 1 May by the Government on
graded exit from the Covid-19 related lockdown. “The third phase of lockdown necessitates a focused strategy to minimize economic contraction due to Covid-19, without compromising on efforts to control the contagion. Prioritizing districts with heavy presence of economic and industrial activities with continued operations accompanied by strictest precautions can help enterprises to remain financially sustainable while averting job losses,” stated Mr Chandrajit Banerjee, Director General, CII.
While the protracted lockdown in the country, necessitated by the rapid spread of COVID-19, has helped in controlling the spread of epidemic and given us time to augment medical capacity, it has also caused enormous stress to the financial sustainability of many businesses, said CII in a press statement. In its strategy note, CII requested that the top districts should be identified based on variables like their contribution to country’s GDP, or presence of industrial estates & clusters or registration of enterprises in a district.

Iranian exports to hit record lows amid US sanctions on Chinese companies and the global outbreak of COVID-19 LONDON: The U S i m p o s e d sanctions on seven entities (including Chinese trading and shipping companies) for knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, and marketing of petrochemical products from Iran on 18 March 2020. As a result exports of chemicals from Iran will drop sharply in 2020 because China and India are the largest buyers of Iranian products. In 2019, about 73% of Iranian exports were directed to China and a further 21% to India. Iran’s exports shrunk 28% (2 million tonnes) in 2019 compared with 2018 as the US reinstated sanctions on Iran in November 2018. Methanol and MEG are the major products exported from Iran and accounted for 77% and 11% respectively of the total volume exported in 2019. Although China’s economic growth is estimated to drop in 2020, we believe
in the long-term, oil prices will rebound and China’s new MTO project capacities will be released, driving up demand for imported methanol. China will therefore remain a major methanol importer with MTO production facilities in the coastal areas importing methanol as a feedstock since it is cheaper to import than to transfer from the hinterland to coastal regions. We believe China will import additional methanol from other Middle Eastern countries in the long term and volume from Iran will reduce if the sanctions remain. Freight rates from Iran to China are normally much higher than shipments from other Middle Eastern countries because only a few shipping companies operate on this route. This is because companies face difficulty to obtain shipping insurance and have bankingrelated issues with Iranian companies. Besides, Iran is also unable to obtain shipping insurance after 7 August 2018 as the US-based shipping reinsurers no longer have active US waivers and
Iranian shippers have been compelled to self-insure. Iran’s exports will plunge in 1H20 amid global economic recession and lockdowns. Meanwhile, China’s demand picked up in April but remains weak, while India’s demand will be dampened as a 15% COVID-19 tax on imports of some chemicals might be imposed by the Indian government from 1 May 2020. Major chemical tankers trading on the Middle East to China routes are in the size range of 19,000-45,000 dwt. In 1Q20, some large coated IMO-class tankers ‘swung’ to the CPP/DPP market due to higher earnings. However, earnings of shipowners operating ships 19,000-25,000 dwt from Iran to China are estimated to drop with historic low volume in 2020. Iranian exports will hit record lows with persisting sanctions on Iran and as more Chinese companies face difficulty in trading with Iran. Until sanctions are lifted exports of chemicals from Iran will, therefore, remain curtailed.
Commerce Ministry recommends continuation of anti-dumping duty on Chinese chemical NEW DELHI: The commerce ministry has recommended for continuation of anti-dumping duty on a Chinese chemical used in food and pharma industry with a view to guard domestic players from cheap imports. In a notification, the ministry's investigation arm Directorate General of Trade Remedies (DGTR) has said there is a "positive" evidence of
likelihood of dumping of Sodium Citrate and injury to the domestic industry if the existing anti-dumping duty would be removed. "The designated authority considers it appropriate to recommend continuation of definitive anti-dumping duty" on the chemical, it has said. The directorate has recommended two duties USD 96.05 per tonne and USD 152.78 per tonne. The finance
ministry takes the final decision to impose this duty. In its probe, the directorate has concluded there is a continued dumping of the product from China and "the imports are likely to enter the Indian market at dumped prices in the event of expiry of duty". The revenue department had imposed the duty in May 2015 for five years. It ends on May 19 this year.
Storage containers at ports full to capacity, say experts MUMBAI: The nationwide lockdown, which has brought transportation of goods to a near standstill, has left ports struggling with storage capacity. L ogistics experts and container operators say s t o r a g e c o ntainers at ports are almost full, with many of them containing perishable and essential commodities. Prakash Bhanushali, Vice President of the Association of Maharashtra Heavy Vehicles and Container Operators, said trade and movement of goods came to a halt in the first few days of the lockdown. Operators are still trying to cope with the backlog of orders that were not delivered at the time, he said. “ We a r e s p e n d i n g R s 1 3 , 0 0 0 t o Rs 15,000 per container per day. Besides, we have to spend double on wages to the labourers and drivers who have stayed back. We also have to look after their food and stay and other requirements,” he said.
He urged the gover nment to announce a financial package for the industry and other measures to mitigate the effects of the crisis. “We are ready to help with the movement of goods to the best of our ability. We don’t want the country to suffer more than it already is suffering,” said Bhanushali. Pravin Paithankar, President of the Association, said container freight stations are 98 per cent full due to shortage of drivers and porters. “These containers are stocked with chemicals needed to manufacture medicines, unrefined cooking oil, fruit, plastic, paper and the like,” he said. “Forty per cent of these are essential commodities. Many of them have a
short shelf life. Importers say that they are unable to pay for their orders and with the factories shut, they are not keen on taking their goods anyway.” Paithankar said the industry has already faced a loss of Rs 1,000 crore, which is expected to climb further. The actual trade deficit from the suspended operations has not been quantified yet, he added.

Qatari company showcases hi-tech capabilities to host annual event online amid coronavirus DOHA: Milaha, one of the largest maritime and logistics organizations in the Middle East, broke new ground when it held its first virtual annual town hall meeting for all employees earlier this month to reflect on the company’s business operations and most noteworthy achievements. With the COVID-19 pandemic, Milaha made full use of its hitech capabilities and expertise in digital developments to bring its leadership and staff members together online, becoming one of the first firms to host such an event. The company’s President and CEO, Mr. Abdulrahman Essa Al-Mannai, led the virtual gathering themed “Milaha goes virtual” and was joined by the Milaha leadership team and all departments. The theme incorporated Milaha’s digital transformation, innovation, and technology within its services and operations.
Mr. Al-Mannai thanked all employees for their dedication and hard work over the year, and particularly during the recent months since the coronavirus outbreak.
