It is unique case where boat put up for scrap at value of 20 lakh was pulled out and converted into dedicated oil pollution barge, The hire rate of such capacity barge is Rs.1cr per annum. However marine department under Dy. Conservator Capt. Shrinivas has converted scrap barge into pollution barge at cost less then Rs.1 cr with life span of 20 years. By this DPT saves Cont’d. Back Pg. The 22-kilometer bridge, connecting Sewri in mainland Mumbai to Nhava Sheva in JNPT, Navi Mumbai, will be built on more than 10,000 girders and nearly 16.5 km of it will run over the sea and rest over land. Once operational, the bridge is expected to cut travel time between south Mumbai and Navi Mumbai. Cheng Cheng-Mount elected Yang Ming’s New Chairman TA I WA N : I n t h e 351st board meeting held on 30th September, 2020, Yang Ming Marine Transport Corporation (Yang Ming) has elected Mr. Cheng Cheng-Mount to succeed Mr. Hsieh Chih-Chien as its Chairman and Chief Executive Officer with effect from October 1st, 2020. Chairman Cheng Cheng-Mount earned his Master’s degree in Economics from University of Wisconsin-Madison. He started his career as an assistant research fellow at Taiwan Institute of Economic Research. He was the Chief Economist at Citibank Taiwan Limited, the President of Academy of Banking and Finance, the President of Agricultural Bank of Taiwan, the Vice Chairman of Financial Supervisory Commission, and the Deputy Minister of National Development Council. He also served as an adjunct associate professor in the Department of Finance at National Chengchi University. Chairman Cheng is

highly recognized for his profound experiences and outstanding performance. Appointed by National Development Fund, Yang Ming’s second-largest shareholder, Chairman Cheng has joined the Board of Directors at Yang Ming since 2018. During the past Mr. Cheng Cheng-Mount two years, he has become acquainted with Yang Ming’s operations and strategies. With his extensive experiences and financial professions, Chairman Cheng obtained the approvals from all board members to take up the position of Chairman and Chief Executive Officer of Yang Ming. Exports rise for the first time in 7 months, up 5% in Sept NEW DELHI: The country's exports grew by 5.27 per cent in September, snapping six months of contraction and joining other indicators of economic recovery such as GST collections, PMI numbers and auto sales. The development comes after the gross domestic product declined by 24 per cent in the first quarter of 2020-21. Boosted by high-value items such as electronic and engineering goods, outbound shipments stood at $27.40 billion in September against $26.02 billion a year ago. The growth was higher than 2.9 per cent in February, which was the only other month in this calendar year to show a growth in exports. "Another indicator of the rapid recovery of Indian economy as it surpasses pre COVID levels across parameters," commerce and industry minister Piyush Goyal tweeted. In absolute terms too, exports in September were almost close to February's $27.65 billion. The Covid-induced lockdown was implemented towards the last week of March. Goyal's tweet further reads: Exports take a leap in September, Atmanirbhar Bharat emerges stronger from Covid. Imports declined 19.6 per cent at $30.31 billion in September this year against $37.69 billion in the same month of 2019-20. The pace of imports contraction was lowest in September since March which saw lockdown for the first time though for about a week. This leaves a trade deficit of $2.91 billion for the month, the lowest in three months. Non-oil, non-gold imports declined 13.29 per cent in September against nearly 30 per cent in the previous two months. This category of imports indicates industrial

demand in the economy. The data still showed that the recovery may be nascent. Among high value goods drugs and pharmaceuticals exports grew 24.36 per cent, engineering goods by 3.73 per cent and electronic goods by 0.04 per cent. However, gems and jewellery declined 24.66 per cent. Imports of crude and petroleum contracted 35.92 per cent, machinery -- electrical and non-electrical-- by 36.76 per cent, and transport equipment by 47.08 per cent. Exports during the first six months fell by 21.43 per cent at $125.06 billion, while imports went down by 40.06 per cent at $148.69 billion. Even though the Government talked of economic recovery, exporters point towards challenges ahead. Engineering exporters body EEPC India chairman Mahesh Desai said," while the reversal in trend for exports in September is a matter of relief, the challenges in the external trade would continue given the present state of global health emergency and its economic impact on the major economies." Trade Promotion Council of India Chairman Mohit Singla said exports are on the path of recovery as the international market is opening up and buyers have started placing orders. Macro numbers released on Thursday showed that GST collections crossed Rs 95,000 crore for the first time in seven months in September, purchasing managers' index for manufacturing was highest in over eight and a half year in the same month major car companies reported encouraging sales growth.

Government extends tax waiver on freight in relief for Exporters NEW DELHI: The Government of India has extended the waiver of the 5% Goods and Services Tax GST on export freight until September 2021, in a move that will come as a relief to exporters. The waiver will be applicable to both air and ocean export freight, India’s Finance Ministry said in a notification late Sept.30. In January 2018, the Indian Government announced the waiver of the 5% GST on export freight. While the relaxation was initially valid until Sept. 30, 2018, the Government has announced yearly extensions since then. The

deadline for the waiver was to expire on Sept. 30, and there had been no word from the Government until late evening, leaving exporters worried. Container rates in India have been moving higher in recent months due to an acute equipment shortage in Asia on account of supply disruptions as the pandemic continues. The situation is further aggravated by shipping liners diverting capacity on the trans-Pacific route due to record high prices, leaving exporters in other parts of Asia scrambling for empty containers.

Gati Managing Director Mahendra Agarwal steps down Tenders resignation from his positions held across the Boards of Gati, Gati-KWE, and Gati Kausar MUMBAI: During board meetings held on September 28, 2020, Mahendra Agar wal, Founder and Managing Director of Hyderabad-based Gati Ltd., resigned from the Boards of Gati, GatiKWE, and Gati-Kausar. While formally accepting his resignation, members of all 3 Boards duly noted his contribution to Gati’s growth and success and thanked him for his services over the years. Mr Agarwal is considered as a Pioneer of Express Cargo business in India and had set up Gati in 1989. Over the course of 30 years, he managed to take the company to great heights. Owing to these recent developments, the ongoing court case has been rendered infructuous and is now being withdrawn.

Insufficient capacity dampens Air Cargo in August: IATA LONDON: The International Air Transport Association (IATA) released data for global air freight markets in August showing that improvement remains slow amid insufficient capacity. Demand moved slightly in a positive direction month-on-month; however, levels remain depressed compared to 2019. Improvement continues at a slower pace than some of the traditional leading indicators would suggest. This is due to the capacity constraint from the loss of available belly cargo space as passenger aircraft remain parked. Global demand, measured in cargo tonne-kilometers (CTKs*), was 12.6% below previous-year levels in August (-14% for international operations). That is a

modest improvement from the 14.4% yearon-year drop recorded in July. Seasonallyadjusted demand grew by 1.1% month-onmonth in August. G l o b a l c a p a c i t y, m e a s u r e d i n available cargo tonne-kilometers (ACTKs), shrank by 29.4% in August ( 31.6% for international operations) compared to the previous year. This is basically unchanged from the 31.8% yearon-year drop in July. Belly capacity for international air cargo was 67% below the levels of August 2019 owing to the withdrawal of passenger services amid the COVID-19 pandemic. This was partially offset by a 28.1% increase in dedicated freighter capacity. Daily widebody freighter utilization is

close to 11 hours per day, the highest levels since these figures have been tracked in 2012. “Air cargo demand improved by 1.8 percentage points in August compared to July. That’s still down 12.6% on previous year levels and well below the 5.1% improvement in the manufacturing PMI. Improvement is being stalled by capacity constraints as large parts of the passenger fleet, which normally carries 50% of all cargo, remain grounded. The peak season for air cargo will start in the coming weeks, but with severe capacity constraints shippers may look to alternatives such as ocean and rail to keep the global economy moving,” said Alexandre de Juniac, IATA’s Director General and CEO.

Government set to launch National Multi-Modal Transportation plan soon NEW DELHI: The Union Government is expected to soon roll out a national Multi-Modal Transportation plan that will aim to bring in ease of business in the logistics sector, a key enabler in making Indian industry competitive. High logistic costs have often been cited as one of the key roadblocks to a c o m p e t i t i v e i n d u s t r y. A s I n d i a positions itself for an Aatmanirbhar Bharat, a conducive logistic echo system is an imperative to bring in new investments. Speaking at a summit on multimodal transportation Gen V K Singh, Minister of State of Roads and Highways said that there is need to have total connectivity between various modes in less cost and in a given time. He stressed on the importance of connecting the manufacturing hub and the exporting hub, along with making transportation in between them cheaper to increase the competitiveness of the Industry. In addition, there is a need to give impetus t o t e c h n o l o g y. T h e r e i s a h u g e opportunity for India to do process reengineering or streamlining of processes, and logistics is one area where a lot of processes can be digitised which can enhance efficiency.

“There is a need to adopt the most appropriate modes of transport depending upon the respective logistic need,” Mr Pawan Kumar Agarwal, Special Secretary Logistics, Ministry of Commerce & Industry, said at a recently convened webinar on multimodal logistics by the Confederation of Indian Industry. “All modes of transport have their own sets of issues, and we need to understand the entire landscape first as a whole, as there are multiple issues surrounding the Multimodal sector” Mr Pawan Kumar Agarwal said. The National MMT plan will focus on the MMT infrastructure. There is a need for unified documentation and a move from largely paper based documentation to electronic documentation across all modes of transport. Most importantly there is a need for standardization in terms of common use of standard terms and language, which will facilitate MMT transportation uniformly across all the modes. He emphasized that there are 7 key objectives and initiatives which the Government is currently focusing on with an aim to streamline the processes in Logistics. The first being integration of the MMT Infrastructure. Second

objective would be to ensure the optimal usage of the interconnected multimodal logistics infrastructure. The other focus areas will be the standardization in terms of the processes, physical assets, terminology, documentation used in different terminals and ports. Another major initiative will be Digitalization in the MMT sector. The Government is already looking at creating an Unique Identity Number for all the logistic service providers similar to the existing PAN document for the purpose of better monitoring and real time data analysis that will enhance better information systems and also address the grievance redressal system. The other two objectives that he highlighted were the formalization with accreditation and democratization in the logistics sector which would enable to move towards a robust Multimodal logistics and supply chain and a truly world class logistics system. According to Mr N Sivasailam Former Special Secretary – Logistics, Ministry of Commerce & Industry, the law for multi-modality and logistics is important. There needs to be more stress to reduce the cost at the borders, the exports and the multimodality at the Economic corridors. This will facilitate the Special Economic Zones.

September exports showing signs of revival as gradual lifting of lockdown further improves business sentiments, says FIEO NEW DELHI: Reacting to September 2020 export figures, FIEO President, Mr Sharad Kumar Saraf said that the monthly exports have grown by 5.27 to USD 27.40 billion first time during the financial year 2020-21 showing signs of revival as gradual lifting of lockdown have further improved the business sentiments. Anti-China sentiments across the globe has also been one of the reasons for the improved performance in exports. Besides, the exporters must be complimented for their excellent performance in spite of these challenging times. Mr Saraf reiterated that the arrest in decline of exports started during July with a lower negative double digit decline of 10.21 percent from a very high negative double digit decline of 60.28 percent during April, 2020 caused mainly due to lockdown measures followed across the globe because of Covid-19 pandemic. As business activities and economic sentiments are inching towards normalcy globally, Mr Sharad Kumar Saraf added that exporters have started receiving a lot of enquiries and orders from across the globe helping many sectors to further show improved export

performance, which is likely to get better and better in next few months. FIEO Chief, further added that integration in the global supply chain has also started showing signs of resilience further helping to give a boost to the Indian economy. FIEO P resident said that the exports of agri products, plantation & other cereals along with iron ore, carpet, ceramic products & glassware, drugs & pharmaceuticals, handicrafts excluding handmade carpet, meat, dairy & poultry products, jute mfg. including floor covering, cotton yarn/fabs/madeups, handloom products etc., RMG of all textiles, plastic & linoleum, petroleum products, engineering goods, organic & inorganic chemicals and electronic goods showed either a very high or impressive growth or were in positive territory showing signs of further revival. However, reduction in imports during September 2020 by 19.60 percent to USD 30.31 billion compared to the same period during the previous fiscal led to a trade deficit of just USD 2.91 billion with a substantial decline of 75.06 percent during the month. Reduction in import of precious metals including Gold and Silver along with leather & leather

products used as raw material for gems & jewellery and leather & leather product exports has also seen a negative growth during the month which does not augur well for these major labour-intensive sectors of exports. With the WTO trade estimates for the second quarter putting the contraction only at 13 percent and the country’s exports showing signs of revival, Mr Sharad Kumar Saraf is of the view that going with this trend, India’s exports is likely to be in the range of USD 290-300 billion during the current fiscal. Which itself would be an impressive performance from the overall exporting community and for the sector as a whole who are facing such tough global conditions. FIEO Chief reiterated that the urgent and immediate need of the hour is to address some of the key issues including the release of the MEIS benefits, resolving risky exporters issues, early introduction of RoDTEP across all sectors, capping of Rs 2 crore MEIS per IEC, introduction of NIRVIK Scheme and expediting introduction of the E-Wallet Scheme, which will further help in reviving the exports during these difficult and torrid times.

DG Shipping allows re-opening of Maritime Training Institutes MUMBAI: The Directorate-General of Shipping (DG Shipping) has allowed the re-opening of post-sea and pre-sea maritime training institutes (MTIs) that were closed in March after the outbreak of the pandemic. DG Shipping has permitted opening up of MTIs with a maximum of one-third of the permitted batch strength, which will require changes in the e-governance module of the Directorate for uploading batch details, generation of digital certificates and biometric attendance during practicals, among others, DG Shipping said in its order of October 1.

The re-opening of MTIs will be based on a risk assessment and mitigation methodology outlined in the “Standard Operating Procedures on Phase-wise unlocking of Training Activities at MTI to enable safe resumption of training/ teaching activities”. All pre-sea MTIs can conduct practical training after compliance with necessary conditions detailed in the SoP, while post-sea MTIs can start preparations for opening in accordance with SOPs for conduct of practical/ simulator training.

Adani Vizhinjam commissions Port Operations Building THIRUVANANTHAPURAM: The Port Operations Building (POB) of the upcoming international multi-purpose deepwater seaport at Vizhinjam, near here, the first facility in Phase 1 being executed by Adani Vizhinjam Ports Pvt Ltd (AVPPL), has been commissioned. Kerala Minister for Ports Kadannappally Ramachandran opened the facility recently as part of the ‘100 days, 100 projects’ initiative of the Government. The POB will house managerial staff and critical port control systems such as marine control, tower control, port control and security control. The Minister said the State Government is extending all support to AV P P L t o c o m p l e t e t h e 3 . 1 - k m breakwater and the delayed Phase I of the project. The Government has already handed over 97 per cent of the land and the remaining 4.2 hectares will be acquired soon, he added. The Government has so far provided

Rs. 83.11 crore as compensation to local residents. While seeking the cooperation of the people in and around the project site in completing the sea port without further delay, he said the issues flagged will be sorted out by the Government through talks. Three quarries sanctioned Three quarries had been sanctioned for procuring granite for the breakwater. Ramachandran said AVPPL had informed the Government that other facilities in the seaport would be commissioned in the coming months. Tourism Minister Kadakampally S u r e n d r a n s a i d AV P P L s h o u l d complete the Phase I works in a timebound manner in light of fears over sea erosion likely being triggered. Shashi Tharoor, MP, said the seaport could emerge as the country’s transshipment hub catering to mother vessels. An AVPPL spokesman said that the POB is a four storied (G+3) concrete structure with a plan area of 2,300 sq metre. This would be the nerve centre of the port. The ground floor comprises reception, a health centre, three cabins,

12 work stations, and electrical / UPS / battery rooms. The first floor will house six cabins, 20 work stations, conference room with a seating capacity of 25, documentation room, server and Novac Gas room. The second floor will feature tower control, marine control, operation and a security control room with a total seating capacity of 38. A viewing gallery is also provided here. Marks major milestone The third floor will house the cabins of the CEO, the Port head, the Marine Head and a pilot rest room, board room and toilets. A public address and fire and smoke detection and alarm and firefighting systems have also been provided in line with statuary and safety norms. The opening of the POB marks a major milestone in the progress of the Vizhinjam Port operations and other construction related activities which are now at a very advanced stage, said the company. All efforts would be made to complete the breakwater and commission the project at the earliest, the spokesman added.

Port at Sittwe and IWT Terminals in Sittwe and Paletwa have been constructed with Government of India’s grant assistance in May 2017 at a cost of about US$ 78 million. A Port Operator has taken over the port operations at

Sittwe from 1 February 2020. Sittwe is part of India built mega Kaladan Multi-Modal Transit Transport Project. The Project when completed, will improve connectivity with Myanmar, by creating transport corridor for shipment of cargo from the eastern ports of India to Myanmar as well as to the northeastern region of India via Myanmar. Steel makers can claim duty drawback on supplies through distributors, dealers: DGFT NEW DELHI: Steel manufacturers can avail duty drawback benefits on steel supplied through their service centres, distributors, dealers and stock yards, a notification said. Duty drawback is the refund of duties on imported inputs for export items. “Steel manufacturers can also claim duty drawback on steel supplied

through their ser vice centres / distributors / dealers / stock yards,” according to the notification of the Directorate General of Foreign Trade (DGFT). In a separate notice, the DGFT laid out the procedure for allocation of quota for import of urad. “The quota of 1.5 lakh tonne of urad shall be distributed equally, or for the

quantity applied, whichever is lower, only amongst the eligible and verified applicants who were alloted quota for import of urad in June 2020,” it said. It added that the eligible and verified applicants who have been issued licences will have to ensure that the import consignment reaches the Indian ports on or before March 31, 2021.

India initiates anti-dumping probe against two Chinese products NEW DELHI: India has initiated an anti-dumping probe against two products imported from China, following complaints by domestic companies. The Commerce Ministry’s investigation arm Directorate General o f Tr a d e R e m e d i e s ( D G T R ) i s probing alleged dumping of ‘Hydrofluorocarbon (HFC) Blends’, used in commercial and residential air conditioning; and ‘Decor paper’ from China. SRF Ltd has filed an application

before the DGTR seeking initiation of anti-dumping investigation concerning imports of HFC Blends’ from China. Similarly, ITC Ltd has filed an application seeking initiation of antidumping investigation concerning imports of Decor Paper from the n e i g h b o u r i n g c o u n t r y. B o t h t h e companies have alleged that dumping o f t he se pro du cts has impac te d respective industries. On the basis of the duly substantiated written

application by or on behalf of the domestic industry, and having satisfied itself, on the basis of the prima facie evidence submitted by the domestic industry, the DGTR has initiated the investigations, according to two separate notifications of the directorate. If it is established that dumping has caused material injury to the domestic players, the DGTR would recommend imposition of antidumping duty on the imports from China.

Reefer telematics interoperability standard nears completion : Container Owners Association SURBITON: The Container Owners Association, the international organisation representing the common interests of freight containers owners, is taking the unprecedented step of proposing an open data classification schema for refrigerated containers and compatible wireless devices. The aim is to permit interoperability of telematics device data from the various solution providers in the maritime shipping sector at the API (application programming interface) layer. development of an open standard Reefer Data Classification Scheme, supported by an open source Unified Data Model (UDM). Started as a proactive initiative of the COA members, this work to develop the UDM reflects the high level of collaboration among diverse industrial shareholders. The key objective of the COA’s Reefer Telematics Working Group is to remove barriers to interoperability within the industry and to make it easier for data consumers to build value-added services for their container operations. This is relevant, as it is estimated around 70% of all data integration activities today are spent validating, structuring, organising and cleaning data – a cumbersome burden that the UDM eliminates for the data consumers. Starting with reefer data, the open standard will be extended to cover 2-

way communication – while it can also be extended to cover all container and transportation application types. The success of the Reefer Telematics Working Group will be achieved when it has enabled container owners and operators to decouple telematics devices from their IT investments. Enabling the industry to make independent decisions on devices – and to improve interoperability – will reduce risk and provide a more competitive and innovative market-place of solutions to be explored and deployed. The Unified Data Model has already been proven with a “top 5” container shipping line over the last 2 years, with a full implementation of the model into their IT infrastructure. Following a common structure, the Unified Data Model provisions for a higher level of data integrity and compliance regardless of device.

Indian Register of Shipping (IRClass) marks 10 years of IACS membership MUMBAI: This year, the Indian Register of Shipping (IRClass) marks 10 years of full membership of the International Association of Classification Societies. Having been an associate member since 1991, IRClass became a full member in 2010 and has actively participated and contributed within IACS throughout the years. During its membership, IRClass has participated in various important IACS bodies and has chaired the IACS group on Quality Policy, the Safety Panel, the Steering Committee on Strategy and E x p e r t G r o u p o n Fo r m a l S a f e t y Assessment. Further IRClass also chaired the General Policy Group (GPG) which is the highest technical body in

IACS while making regular contributions in various panels and expert groups. IRClass’ Executive Chairman Arun Sharma was elected as IACS Council Chairman from July 2019 to June 2020 and continues to be the Vice Chair of the Association. During his tenure, Mr. Sharma started an initiative to encourage class to engage more deeply and frequently with industry partners through a structured programme of engagement. A data driven policy was another initiative embarked upon so that decisions within IACS could be made on objectively justified and scientifically evidenced positions. With rapid advancement in t e c h n o l o g i e s a n d e v e r- c h a n g i n g regulatory requirements, the role of

class is also changing. Expanding class society’s verification fields into the new and emerging areas of data quality assurance is another important aspect which IRClass will continue to champion through its membership of IACS in the years to come. Executive Chairman, Mr. Arun Sharma said, ‘As a relatively young classification society, IRClass has come a long way from being a member to an active contributor within IACS and eventually leading the Association through particularly turbulent times. IRClass prides itself as a member of IACS, an association whose contributions to regulatory and technical aspects of shipping are perhaps now becoming better known to the maritime industry at large.’

most well-known port cities in each country. In recent years, the number of surveys and audits required in the northwest part of India and southern part of Spain has been increasing. Through the opening of its newest offices, ClassNK will improve the

Forex Reserves drop $3.017 bn to $542.021 bn MUMBAI: After touching a lifetime high in the previous week, the country's foreign exchange reserves declined by $ 3.017 billion to $ 542.021 billion in the week ended September 25, RBI data showed. In the week ended September 18, the reserves had increased by $ 3.378 billion to a record $ 545.038 billion.

During the reporting week, the decline in the forex kitty was mainly due to a fall in foreign currency assets (FCAs), a major component of the overall reserves. FCAs decreased by $ 1.523 billion to $ 499.941 billion, the central bank data showed. Gold reser ves were down by $ 1.441 billion in the reporting week

to $ 35.999 billion, the RBI data showed. The special drawing rights with the Inter national Monetar y Fund (IMF) dipped by $ 10 million to $ 1.472 billion. The country's reserve position with the IMF also fell by $ 43 million to $ 4.608 billion during the reporting week, as per the data.

Engineering goods exporters ag shortage of Shipping Containers, high freight rates KOLKATA: Engineering goods exporters have written to the Commerce Ministry complaining about an acute shortage of shipping containers and arbitrary increase in freight rates and have suggested that a regulator be set up to deal with the “monopolistic’’ practices of shipping companies. Declining imports, especially from China, resulting in lower inward traffic, is one of the reasons cited by shipping lines for the shortage in containers for outward traffic and increase in freight, explained EEPC India in a letter. ”We understand that one of the reasons cited for such acute shortage (of containers), perhaps, is that as imports into India, especially from China are declining, shipping lines have told some exporters that for only outward traffic, freight rates will have to increase as there is less inward traffic. Further, such a large increase

in freight charges is also impacting the competitiveness of exporters, apart from the non-availability of containers,” the letter said. EEPC further said the Government should seriously consider its proposal, made at a recent high level meeting in the Ministry, for setting up a regulator which can combat arbitrary increases in shipping freights. The engineering goods exporters body appreciated the Government’s decision to extend five per cent exemption of GST on freight charges at a time when exporters are facing high cost of containers. Engineering exports witnessed a sharp fall this fiscal so far although things have somewhat steadied recently, the EEPC said. In August, engineering exports dropped by 8.03 per cent. ”The outlook remains choppy, though global trade is opening up sequentially despite the Covid-19 pandemic,’ the release stated.
