Shipping Ministry may reinstate cabotage restriction, initial deliberation begins NEW DELHI: In a Atmanirbhar Bharat (self-reliant India) push, the Shipping Ministry could reverse the relaxation in cabotage restrictions granted two years ago, allowing foreign flag ships to carry six cargo types along the Indian coast. The move is being pushed by the recently re-constituted National Shipping Board (NSB), the country’s top advisory body on shipping. The Coastal Container Transporters Association (CCTA), which has representation on the NSB, has sought
amendments to the notifications issued by the Directorate General of Shipping in 2018, allowing foreign flag vessels to carry coastal cargo without a license from the DG Shipping. Mr. Rahul Modi, a Member of National Shipping Board & President of CCTA , was recently quoted as saying, “Flow of export-import containers to Indian coastal ships will provide filler cargo and improve the feasibility of ships currently carrying coastal cargo one way.” Cont’d. Only Indian registered ships are allowed to ply on local routes for carrying cargo, according to India’s cabotage law. Foreign ships can operate along the coast only when Indian ships are not available after taking a license from the DG Shipping, according to the cabotage law.
In 2018, following strong lobbying mainly from foreign container lines, the Shipping Ministry allowed foreign flagged ships to transport export-import laden containers meant for transhipment, empty containers meant for re-positioning, agriculture, horticulture, fisheries, fertiliser and animal husbandr y
commodities on domestic routes without a license from the DG Shipping. A decision to overturn the cabotage relaxation can be taken at the Ministry level because the 2018 decision was in the form of an office memorandum/notification without Cabinet sanction.
Inactive Container Shipping fleet hits all time of 11.6% of capacity : Alphaliner LONDON: The inactive container shipping fleet has reached an all time high of 11.6% of the fleet in capacity terms at the end of May, according to analyst Alphaliner. The idle containership fleet stood at 2.72m TEU as of 25 May, or 11.6% of capacity, due to a combination of blank sailings to mitigate the impact of lower demand from the Covid-19 pandemic and vessels taken out of service for scrubber retrofits.
Some 571,858 TEU, 64 vessels, of the inactive are currently undergoing scrubber retrofits meaning that the portion of fleet take out service to manage capacity has passed the 2m TEU mark. According to Alphaliner’s weekly newsletter the world’s two largest container lines – Maersk and MSC – account for the largest portion of the idle fleet with a combined total of 845,000 TEU out of service. However, more than
half this figure relates to vessels undergoing scrubber retrofits. Alphaliner said it expected the inactive fleet to peak shortly as lockdowns in many countries start to ease and demand recovers. “There are encouraging signs that carriers have over-estimated the level of demand contraction in May, and capacity shortages on certain routes have already started to push spot freight rates up.”

The Board of Trustees of Kolkata Port Trust in its Meeting held on 25th February, 2020 has also passed a Resolution to re-name Kolkata Port as Syama Prasad Mookerjee Port, Kolkata considering his multifaceted genius as an eminent jurist, academician, thinker and leader of the masses. On the occasion of the inaugural ceremony of Sesquicentenary Celebrations of Kolkata Port on 12th January, 2020, keeping in view the sentiments of the people of West Bengal, it was announced that Kolkata Port will be re-named after Dr. Syama Prasad Mookerjee, one of the most deserving sons of West Bengal and a front-runner in national integration, dreamer of Bengal's development, inspiration for industrialisation and
ardent votary of one law for one nation. Background: The Kolkata Port is the first Major Port as well as the only riverine port of the country. It came to be governed by a Tr u s t o n 1 7 t h O c t o b e r, 1 8 7 0 o n appointment of the Commissioners for Improvement of the Port of Calcutta as per Act V of 1870. It features at Serial Number 1 in The First Schedule, Part I—Major Ports of the Indian Ports Act, 1908 and is governed by the Major Port Trusts Act, 1963. Kolkata Port has traversed 150 years and in this journey it has been India's gateway to trade, commerce and economic development. It has also been a witness to India's struggle for independence, World Wars l & II and socio-cultural changes taking place in the country, especially in Eastern India. Generally, the Major Ports in India are named after the city or the town in which they are situated. Some ports, however, in special cases or in due
consideration of contribution m a d e b y e m i n e n t leaders have been re-named after great n a t i o n a l leaders in the past. Nhava Sheva Port Trust was renamed as Jawaharlal Nehru Port Trust by the Government in the year 1989. The Tuticorin Port Trust was renamed as V.O. Chidambaranar Port Trust in the year 2011 and the Ennore Port Limited has been re-named as Kamarajar Port Limited in the honour of Shri K Kamarajar, eminent freedom fighter and former Chief Minister of Ta m i l N a d u . R e c e n t l y, i n 2 0 1 7 Deendayal Port was re-named as Deendayal Port. Besides, many airports have also been named after the great national leaders in India.
Basmati rice consignments worth Rs 1700 crore stuck at Iranian ports NEW DELHI: Basmati rice consignments worth Rs 1,700 crore are stuck at Iranian ports because of issues with the countr y ’s central bank, prompting exporters to seek government help to ensure steady payments from Tehran. Exporters said the Iranian central bank was not issuing currency allocations to local rice buyers, leading to delays in unloading. Iran is the largest importer of Indian basmati rice, buying around 34% of the
rice variety shipped out of India “Over 2.5 lakh tonne of basmati rice valued at Rs 1,700 crore is held up in the Iranian ports since the past few months,” said Vinod Kaul, Executive Director of All India Rice Exporters Association. “We have requested the Indian government intervention in evolving a safe payment mechanism for Iran to resolve the current situation and prevent any future recurrence.” Exporters said there was no clarity.
“We have not got our money since past two to three months. Now, we hear that consignment lying in Bandar Abbas port in Iran will be cleared and we will get our money, but things are not clear till date,” said Jai Kumar Gupta, CEO at Supple Tek Industries, which exports rice to Iran. A Karnal-based exporter said that some exporters were facing the problem of remittances coming from Iran for consignments shipped in the last five months.

Exports to Bangladesh set to resume through Bengal's Malda Land Port KOLKATA: Exports to Bangladesh are set to resume via West Bengal's Malda district after traders agreed to a solution of creating a pool of drivers, who would work in batches to deliver consignments across the border and stay in an isolation centre after returning, an official said. The mechanism at Mahadipur land port is set to start any moment, he said. A pool of 50 local truck drivers will only be allowed to go up to Panama parking lot in Bangladesh, around 200 metres from the international border, and will return after unloading goods, he said, adding that they need not move anywhere else in the neighbouring country. The drivers will work for 15 days. After that, another group of 50 drivers will carry out the activity, Mahadipur Exporters” Association secretary Prasenjit Ghosh said. “Exports will resume on Thursday, if not Wednesday. We have agreed to follow the instructions given by the administration and notified the details to our members,” Ghosh told recently. The drivers, who will enter Bangladesh, will have to stay in an
isolation centre, close to the border, during non- working hours, he said. The exporting vehicles can enter the neighbouring country between 8 am and 4 pm and they have to return by 6 pm. “This is a workable model in the crisis period. But, this cannot be a long term solution,” Federation of Indian Exports Organisations regional chairman (east) Sushil Patwari said. Exports to the neighbouring country through various land ports in West Bengal have not resumed as truckers apprehended that they would be quarantined after returning from Bangladesh. The trade between the two countries takes place through the land ports at Mahadipur in Malda district, Changrabandha in Cooch Behar, Fulbari in Jalpaiguri, Hilli in South Dinajpur, Ghojadanga and Petrapole in North 24Parganas district among others. Every day, around 300 trucks laden with various goods go to Bangladesh through Mahadipur land port, and the average value of daily trade is estimated in the range of Rs 15-20 crore, the official of the exporters” body said. On the other
side, there is is Sona Masjid, a land port in the Chapai- Nawabganj district of Bangladesh. The issues related to exports through Petrapole land port that accounts for the majority of trade between India and Bangladesh, have not been resolved. The state government allowed resumption of exports on May 11, following the Centre”s notification on cross-border trade, but fear among locals over the spread of coronavirus from the returning truckers prevented trade to take off. Even a plan to unload trucks at ground zero failed. Asked whether the Mahadipur (Malda) model can be replicated, an official of the Petrapole land port authority said, “The Malda arrangement was made by the district administration. A decision has to be taken at an appropriate level.” The FIEO on May 27 shot a letter to Chief Minister Mamata Banerjee, highlighting plights of the small exporters and raising apprehensions about thousands of job losses. Even as talks have gained momentum over trade through rail, road and waterways, exports are yet to resume.
Port of Antwerp achieves New milestone in production of sustainable methanol ANTWERP: Port of Antwerp is teaming up with six other partners to build a Power-to -Methanol demonstration plant, representing another significant step in the transition to alternative sources of energy. The aim is to produce 8000 tonnes of sustainable methanol per year. Methanol is a versatile raw material with many uses in the chemical industry, apart from having many other industrial applications. As such it is essential as a primary material in the port of Antwerp which is home to the largest integrated energy and chemicals cluster in
Europe. At the moment, however, methanol is obtained exclusively from fossil fuels. In the Power-to-Methanol process, by contrast, waste CO2 is collected and combined with sustainably produced hydrogen to form methanol. This project is a first for Belgium. Antwerp Port Authority is teaming up with ENGIE, Fluxys, Indaver, INOVYN, Oiltanking and the Flemish Environmental Holding Company (Vlaamse Milieuholding, or VMH). The company with the formal name of "Power-to-Methanol Antwerp BV" is a collaborative venture, with each partner playing its own specialist role.
Together the partners are taking the preparatory steps to build the demo plant. Construction is expected to begin in 2022 on the INOVYN site on the Scheldelaan road with the plant due to be operational by the end of that year. With an annual production capacity of 8000 tonnes of methanol the plant will be able to meet a good part of the local demand. Further in the future the methanol can also be used as a type of sustainable fuel, harnessing innovative technology to power tugs and even ordinary road transport. Each tonne of methanol produced avoids the same quantity of CO2 emissions.
Box Ship's Schedule Reliability down slightly in April: Sea-Intelligence LONDON: Container shipping consultancy Sea-Intelligence says container shipping schedule reliability declined marginally in April, down 0.4 percentage points month on month to 69.8 per cent, the second-lowest April figure in the 2012-2020 period. Compared to April 2019, schedule reliability was down 6.7 percentage points. "As the blank sailings impact of coronavirus only went truly pandemic in April, we were expecting a significant decline in schedule reliability from March to April, however, this has not (yet) happened. Although a significant number of sailings were blanked in
April, it seems quite possible that carriers have managed to adjust their schedules to handle the blank sailings, by implementing sufficient buffers in their schedules," said Alan Murphy, CEO, Sea-Intelligence. "If this is the case, we may see reliability remain around 70 per cent for the duration of the pandemic, and maybe even improve. However, if we see a sharp recovery, the increase in volumes could negatively impact reliability." Hamburg Sud was the most reliable top-15 car rier in April 2020 with schedule reliability of 80.3 per cent followed by Wan Hai with 76.2 per cent.
All three THE Alliance carriers were in the bottom three, with Yang Ming recording the lowest April 2020 schedule reliability of 65.1 per cent. Nine of the top-15 deep-sea carriers recorded a month-on-month improvement in schedule reliability in April 2020, with Evergreen recording the largest improvement of 5.7 percentage points, while HMM recorded the largest month-on-month decrease of 3.2 percentage points. None of the top-15 carriers recorded improvement in schedule reliability compared to the same month last year, with Wan Hai recording a double-digit year-onyear decline of 10.3 percentage points.

24×7 Customs clearance at all Sea Ports, Airports till June : CBIC N E W D E L H I : To f a c i l i t a t e f a s t e r c l e a r a n c e o f consignments, the CBIC has extended the 24×7 customs clearance facility at all sea ports and airports by a month till June 2020. In a letter to all Chief Commissioners (Customs and Central Tax), the CBIC said as the situation of COVID-19 pandemic is still prevailing and trade continues to face challenges… as a measure of facilitation, CBIC has decided to extend the facility of 24 x 7 Customs clearance at all the Customs formations till June 30, 2020.

In February, the Central Board of Indirect Taxes and Customs (CBIC) had said 24×7 Customs clearance facility will be available at all sea ports and airports till May 2020, to address any congestion or delay or surge on account of the prevailing conditions due to outbreak of COVID-19. Chief Commissioners are therefore requested to make proper arrangement for the same and deploy sufficient number of officers on 24 x 7 basis at sea ports/Air Cargo Stations/Inland Container Depot (ICDs)/ Container Freight Station (CFSs) etc falling in their jurisdiction, CBIC said.
