THIRUVANANTHAPURAM: Kerala Maritime Board, the agency tasked with developing the state’s maritime sector, has finalised the rates for Coastal Shipping incentives to support the industry. The President of Coastal C o n t a i n e r Tr a n s p o r t e r s Association (CCTA), Mr. Rahul Modi, has hailed the Mr. Rahul Modi move by the Maritime Board to set the rates saying it would give a fillip to the development of Coastal Shipping in the State. Export Trade between India & Bangladesh at Petrapole halted since July 1 MUMBAI: The export activity at Petrapole has been stopped from morning of 1st July 2020 as Benapole CHA Association has denied to accept any export cargo from India. This move from the Bangladesh side is likely to continue unless India too begins accepting cargo from their side. In fact, the exports from India commenced from 7th June but the imports from Bangladesh were obstructed citing health protocols despite an assurance from involved stakeholders.
In fact, more than 1500 export bound Trucks for Bangladesh are waiting on the Indian side due to this move. Now the hope of resumption of trade between the two countries lies solely with India when the Ministry of Home Affairs directs the concerned authority for appropriate action.

Coastal Shipping incentive scheme initiated by Kerala Maritime Board Mr. Rahul Modi, President - Coastal Container Transporters Association hails the move Cont’d. from Pg. 1
The scheme will be applicable to containers shipped between the International Container Transhipment Terminal (ICTT) at Vallarpadam in Cochin Port Trust and Non-Major Ports in the state such as Kollam, Beypore and Azhikkal. • The incentive will be Rs 12,790 for a twenty-foot loaded container and Rs 16,627 for a forty-foot loaded container for a Kochi to Beypore run. • For shipments from Kochi to Azhikkal port, the incentive will be Rs20,774 for a twenty-foot loaded container and Rs27,007 for a forty-foot loaded container. • The incentive for the Kochi to Kollam route will be Rs10,200 for a twenty-foot loaded container and Rs13,259 for a forty-foot loaded container, according to a guideline issued
by the Board’s Chief Executive Officer Geromic George. The incentives will be valid for six months. The rate chart on coastal shipping incentive removes the ambiguity emanating from an order issued by the Kerala Government in June, approving the broad contours of the scheme. C ontainers shipped between the International Container Transhipment Terminal (ICTT) at Vallarpadam in Cochin Port Trust and non-major ports in the state such as Kollam, Beypore and Azhikkal will be entitled to an incentive of 10 per cent over the road transportation costs as per the base rate set by the National Transportation Planning and Research Centre (NATPAC) in 2018, according to a June 4 order issued by the Fisheries and Ports Department, Kerala Government.

Container Shipping laden with Antiquated Processes, feel experts OSLO: Until container carriers can agree on a common “business language,” the electronic conveyance of important information will be lost in translation, according to Digital Container Shipping Association (DCSA) CEO Thomas Bagge. Bagge said during a World Economic Forum webinar recently that DCSA’s nine members — CMA CGM, Evergreen Marine, Hapag-Lloyd, HMM, Maersk, MSC, ONE, Yang Ming and ZIM — had six different definitions for what constitutes a vessel’s arrival in port. “That’s hugely problematic. Imagine the same problem happening in the airline industry. If the airlines had different definitions of when a plane took off or arrived, it would cause havoc,” he said. “In the container shipping industry, it is OK. Because the physical and data definitions are individually defined, you will end up standing on your own island if you choose to go to a blockchain because vessel arrival will mean different things,” Bagge said. The nine companies represented by DCSA, which was founded in April 2019 to push for digitization standards, carry about 70% of the world’s containerized traffic. “Each of them had over the years individually tried and individually failed and individually invested and failed again in terms of their digital transformation,” said Bagge, asserting that the ocean container carriers are “still lagging behind some of the more advanced industries. Without having the proper foundation, they felt that they couldn’t go any further and that’s the reason why we were created in April of last year.” ‘Unnecessarily complex’ Bagge said to make matters worse, international trade is “unnecessarily complex.” “When we look at what technology can do for us today, we feel that we are being held back by a number of problems. First, there are many parties involved in international trade,” including shippers, consignees, freight forwarders and customs house brokers, he said. “When it comes to the exchange of information, it is of course problematic.” Bagge said the large number of required documents, including invoices, bills of lading, letters of credit and inspection certificates, further complicates the shipping process. Transferring the documents by airfreight is problematic from cost and efficiency standpoints, Bagge said. And during the COVID-19 pandemic, “we’ve seen a lot of airplanes not flying and for that reason not being able to carry the physical documents from Point A to Point B. What happens then is … if you do not have the physical bill of lading, you are not able to collect your cargo. Again, it puts strain on your supply chain.” The ocean container shipping industry “is using quite antiquated processes,” from quoting to booking to bills of lading. “It’s quite a lot of back and forth,” he said. “One of our members has estimated they have about 50 email exchanges per one booking that is made.” Bagge said DCSA wants ocean shipping transactions to be as easy as booking an airline ticket. “If we had a full view of all the containers that were being transported worldwide, supply chains would be significantly more effective than they are today. Today the empty positioning of the millions of containers we see out there [is] on Excel spreadsheets still,” he said. Critical weaknesses Nadia Hewett, the blockchain and digital currency project lead for the World Economic Forum, said the pandemic has highlighted critical weaknesses in supply chain systems. “If left unchecked, these fractures will deepen. Incremental and ad hoc fixes will not suffice to prevent system fragmentation. A concerted effort must be made to build new foundations,” she said. “All stakeholders … must urgently come together to implement long-overdue interoperability.” Hewett said the webinar was conducted in conjunction with the launch of a digital database as part of the World Economic Forum’s COVID Action Platform. The mission, according to the platform outline, is to “galvanize the global business community for collective action; protect people’s livelihoods and facilitate business continuity; [and] mobilize cooperation and business support for the COVID-19 response.” Shagun Goyal, the digital transformation and blockchain leader for Deloitte, said the pandemic has made the need for change glaringly apparent.
“We are forced to think about what the new normal in the supply chain model should look like,” he said. “Leaders will have to move from a central command center to a central orchestration platform … to optimize performance of the total supply chain.” Rasmus Winther Molbjerg, Deloitte’s Danish blockchain and digital assets leader, said, “Interoperability is something that is heavily needed … to communicate digitally with other systems.” He said 85% of the respondents in Deloitte’s 2020 global blockchain survey reported they are working with suppliers, vendors, customers or competitors in efforts to solve supply chain issues. “What we will be witnessing in the future is not just blockchain taking over the entire supply chain. We will have blockchain to blockchain and we will have a need for exchanging information across different systems, across different industries and also different regions of the world,” Molbjerg said. Collaboration and cooperation across the industry are essential, he said. “No matter how technically skilled you are,” Molbjerg said, “if you are not coming to agreement on what you need to do and how you need to do it, you’ll never end up developing anything that makes sense in the practical world.” The various stakeholders need to come together and come to agreement, he said. “You need to make sure that you’re not the only one defining what you think is the right data. You need everyone around you to acknowledge that they’re doing it the same way. Otherwise you’ll be sitting on your own little island and not able to communicate with anyone else. They will have a different version of the truth,” he said. “So the ability to have that governance model, the data standardization, this also needs to happen across different legal areas around the globe. That can be the tricky part. How do you collaborate [with] competitors? All of these are things that need to be in place in order to have this run smoothly,” Molbjerg said. Even with global collaboration, Jonas Sviestrupo Sogaard, the next-gen lead for Deloitte, cautioned, “There most likely won’t be one blockchain to rule them all.”

First in India, DIAL Cargo introduces e-Gate Pass collaborating with DCBA NEW DELHI: To implement the land mark decision taken at a recently held PTFC (Permanent Trade Facilitation Committee) meeting, Delhi International Airport (DIAL) in collaboration with Delhi Customs Brokers Association (DCBA) on June 1, 2020 launched paperless e-Gate Pass with QR coding at their cargo terminals in IGI Airport in New Delhi. Introducing of e-Gate Pass has been the first such facility in India and a long pending demand from Customs Brokers, Freight Forwarders and other stakeholders in this region. The concept of paperless and contactless is the vision initiated by the Chairman, CBIC. Jointly initiated by DCBA and DIAL Cargo, the e-Gate Pass concept received tremendous appreciation and support from Customs apart from terminal operators (Celebi and DCSC) and other stakeholders for fast implementation, in view of the exigency owing to ongoing COVID -19 pandemic. In the recently held PTFC meeting it was decided that the e-Gate pass facility would be open to all stake holders effective July 1 as an optional service and effective July 15 it will be made compulsory. Fo r m a l l y l a u n c h e d b y t h e C h i e f Commissioner of Customs through virtual inauguration, the event was also participated by Principal Commissioner of Customs, DCBA office bearers, its managing committee members, Ms Vandana Aggarwal (Senior Economic Advisor, MoCA), DIAL cargo officials and terminal operators. The e-Gate Pass facility for Import cargo delivery will not only help in ensuring social distancing by reducing human contact at the terminals, but will also expedite the process and save time. The move has been highly appreciated by the Customs and other stakeholders. The airlines, consolidators or freight forwarders will now upload the scanned copy of Master Airway Bill/ House Airway Bill in the custodian system. The Bill of Entry (BoE) and Out of Charge (OoC) is being transmitted electronically by the Customs to the custodian system. With these details, the Custom broker agent will submit the request for issuance of E-gate pass for the delivery of goods and will generate the QR code at his office itself after due verification by the Cargo t e r m i n a l o p e r a t o r, s a v i n g t i m e a n d resources. Earlier, the cargo clearing agents had to go through various documentation processes and stand in queues at designated counters at the cargo terminal for issuance of gate pass. Commenting on the pioneering launch Mr S. Ramakrishna, President of Delhi Custom Brokers Association (DCBA) maintained that digitization is need of the hour and the entire committee of the association in one of the meeting with DIAL conceptualized the idea, when there was no pandemic. “We are proud and happy to see the very successful outcome of our endeavor, i.e implementation of e-gate pass, when we need it the most. The collaborative efforts would go long way,” he shared. “Most importantly all stake holders have to play their role properly. The Airlines and Consol Agents have to upload the AWB and their Delivery orders correctly on the AFMS system. The Custom Brokers would be generating the gate pass from their office. The Custodian would be generating the QR code with the Gate pass. This have been
tested and tried,” Mr Ramakrishna pointed out. H e a l s o reiterated that the Principal Commissioner of Customs has been a great support for this initiative. “DCBA thank the entire C u s t o m s , Custodians, DIAL, and volunteers of DCBA who tested the software. We do hope this would of immense help to all concerned,” the DCBA President added. Po n d e r i n g o n t h e d e v e l o p m e n t Ms Vandana Aggar wal, said that the introduction of e-Gate Pass is a timely stitch which will help to strengthen the digitisation of the supply chain at the airport. After 100% EDI mode and eAWB acceptance, e-Gate Pass is a natural progression in furtherance of the vision of digitalisation of the supply chain processes initiated by all cargo stakeholders in collaboration with the Ministry of Civil Aviation. According to Ms Aggarwal, it is also vital for the collaborative approach being adopted between the Customs Brokers/Agents and the Custodian/Airport. E-Gate Pass will help optimise on timely delivery of services by air cargo community while adhering to the social distancing norms which are so essential in the present circumstances. “ T h e M i n i s t r y o f C i v i l Av i a t i o n compliments DIAL and the Customs Brokers and other stakeholders and looks forward to seeing each gateway airport in India become an international hub in the fullest sense of the term. This new paperless and contactless E-gate pass facility is the need of hour in this pandemic situation, aimed towards minimizing human interface at the cargo terminals. According to Mr Burak Kurt, CEO, C e l e b i D e l h i C a r g o Te r m i n a l Management, the launch of e-Gate Pass is a path breaking initiative. “We have been committed to ensuring paperless transactions at our terminal and are excited to be a part of this prime initiative. We appreciate the concerted efforts of the key stake holders viz the Customs, DIAL and DCBA that ensured effective collaboration and timely launch of this trend setting initiative of issuance of e-Gate Pass,” he said.
Mr Avinash Razdan, CEO, DCSC, it is heartening to note that IGI Airport Delhi is pioneering paperless delivery and replacing the paper Gate Pass with a QR Coded e-Gate pass. “It goes to the credit of the officers of Delhi Airport Customs of being the prime movers of this initiative. We are all proud of being a part of this historical milestone in achieving e-processing of the exim cargo. I also appreciate the relentless efforts of the DCBA leadership in driving this mission and bringing it to reality,” he added. The launch of e-Gate Pass has been praised by trade practitioners as well. “We appreciate the efforts of DCBA along with custodian to make the e-Gate Passes online. We have experienced this new facility as very convenient and user friendly. It will be another step towards making custom clearance paperless, speedy and cost effective. To make this facility more beneficial and successful to trade we suggest timely submission of documents by the related stakeholders like airline, forwarders and custodian,” viewed Mr Sanjeev Jain from trade. Mr Bhim Singh Jain, Honorary Treasurer, DCBA was of the view that in the pandemic condition such an effort is appreciable. This would reduce the influx of people at the gate pass location. “We have tried this system it worked well. Only thing is that the Consol Agents or the Airline should upload the documents on their own which is more authentic. Though we are told that we can also upload but the owner of the document is the airline of consol agent. They must upload,” added Mr Rajbir Singh, MC member, DCBA. OOCL takes Fuel Efficiency Award for Outstanding Environmental Performance HONG KONG: OOCL proudly received the Fuel Efficiency Award at the Seatrade Maritime Awards Asia 2020 for its achievement in fuel savings and efficiency improvements. This annual industry event pays tribute to companies with remarkable achievements in various aspects of Asia’s maritime industry. This year, the award winners were announced and virtually participated in the event via an online celebration on June 23, 2020. The Fuel Efficiency Award recognizes a company which has demonstrated success in true fuel savings and efficiency improvements with the input of its workforce. In the evaluation process, companies’ fuel efficiency initiatives such as the use of innovative technology and staff incentive scheme have been taken into account. Over the years, OOCL has been taking a proactive role in implementing various fuel-saving initiatives in its fleet and marine operations, successfully reducing carbon emissions by 60% since 2004. For example, the latest technologies, such as OOCL’s proprietary Robo-advisor solution, was adopted to actively reduce overall bunker consumption in the fleet. OOCL’s investment in the latest state-of-the-art GClass vessels have also been performing 48% better than the Energy Efficiency Design Index (EEDI) baseline level required by the International Maritime Organization (IMO). In addition to technological and hardware advancements, the implementation of the fuel saving incentive scheme was able to motivate the company’s crew to contribute their valuable input and effort towards meeting the fuel saving objectives of OOCL. All these initiatives have been instrumental in contributing to the company’s overall environmental performance.

Allcargo Logistics extends crucial relief support to migrant labourers in lockdown phase Avashya Foundation collaborates with a Charitable Trust to mobilize meals for daily wage earners and migrant labourers during the COVID-19 lockdown MUMBAI: With the economy taking an unprecedented hit in the w a k e o f t h e C OV I D - 1 9 induced lockdown, vulnerable sections of the population have been grappling with an existential crisis. Avashya Foundation, the CSR arm of Allcargo Logistics, one of India’s largest logistics services providers, collaborated with Ratna Nidhi Charitable Trust to mobilize close to 30,000 meals for migrant labourers, persons with disability, families in need and daily wage earners. Avashya Foundation was also instrumental in providing crucial relief support to these economically weaker sections of the community since the start of the lockdown. “Deprived sections of the population have been most susceptible to the debilitating impact of COVID-19. By associating with Ratna Nidhi Charitable Trust and mobilizing meals for daily wage earners and migrant labourers in the lockdown period, we have reiterated a firm commitment to strengthening community resilience and

May Air Cargo shows slight pickup amid continuing capacity crunch: IATA LONDON: The International Air Transport Association (IATA) released data for global air freight markets in May showing a slight improvement in the air cargo market. But capacity remains unable to meet demand as a result of the loss of belly cargo operations on passenger aircraft that have been parked. Global demand, measured in cargo tonne-kilometers (CTKs*), fell by 20.3% in May (-21.5% for international operations) compared to the previous year. That is an improvement from the 25.6% year-on-year drop recorded in April.
Global capacity, measured in available cargo tonnekilometers (ACTKs), shrank by 34.7% in May (-32.2% for international operations) compared to the previous year, a slight deceleration from the 41.6% year-on-year drop in April. The cargo load factor (CLF) rose 10.4 percentage points in May. This was a slight decrease from the 12.8 percentage point rise in April. However, the extent of the increase suggests that there is still pent-up demand for air cargo which cannot be met due to the continued grounding of many passenger flights.
