DPT Chairman - S K Mehta conducts review meeting of HoDs on cyclonic condition GANDHIDHAM: Alert was sounded by IMD that a low pressure over Arabian Sea is likely to intensify further into a cyclonic storm and reaches coastal states of Maharashtra and Gujarat this week. It is likely to move nearly Northwards and reach North Maharashtra and/Gujarat coasts by 3rd June, 2020. Accordingly, Chairman, DPT conducted a Review Meeting with all the Head of Departments at 11.00 am on 01.06.2020 and directions given to all HoDs to take preventive measures to avoid any loss to the Port property. During the review, the following
issues have been reviewed thoroughly: • To set up a round the clock Control Room both at Signal Station and AOB (Marine & GAD). • Following Emergency Committees are to be drawn for the said purpose, if necessary:• Traffic operations to shift Ships, Cranes and other Crafts, if necessary to safer places. • Uninterrupted Power & Telecommunications (to keep all the Generators in running condition including Motors to pump the rainy water). Govt extends validity of DCSA establishes IoT standards
scrips under export incentives for Container Connectivity Connectivity interface standards to enable schemes for exporters interoperable “smart container” solutions NEW DELHI: The Government recently extended the validity of scrips or certificates, provided under export incentive schemes, which are expiring between March 1 and June 30 this year till September 30. The Foreign Trade Policy (FTP) provides tax incentives for goods and services under the Merchandise Exports from India Scheme (MEIS) and Services Exports from India Scheme (SEIS). Cont’d. Pg. 15

Ports near Mumbai city issues Cyclonic Alert NAVI MUMBAI: JNPT has issued an circular on 2nd June stating that, “IMD has issued a cyclone warning for the area and JNPT is likely to be experience heavy weather and sustained high wind speeds of 5-60 knots. The Following steps are being implemented to mitigate the impact of the cyclone on the Port property and Ships in JNPT waters. 1. It is planned to sail out all the berthed vessels by 2300hrs on 2nd June
2020 after completion of cargo work. 2. All inward movement will be suspended till easing of weather condition 3. All dredging related crafts are to be shifted to sheltered water in Mora/Belapur creek/high sea as the case may be. 4. All the ships anchored in the outer anchorage bravo East- West are hereby advised to take all the necessary steps for their safety which includes
steaming out to high seas. The vessels are to inform all the stakeholders. 5. All Terminals to secure their cargo gear and other related equipment and ensure compliance of heavy weather contingency plan. 6. We will definitely get our growth back : Prime Minister Outlines 5 I’s for Atma Nirbhar Bharat – Intent, Inclusion, Investment, Infrastructure and Innovation NEW DELHI: Shri Narendra Modi, Hon’ble Prime Minister of India while outlining his vision for an Atma Nirbhar Bharat stated that he was confident that India would get its growth back very soon. The Prime Minister was addressing the Confederation of Indian Industry’s (CII) Annual Session 2020: Getting Growth Back. In his address, he stated that the concept of an Atma Nirbhar Bharat rested on 5 I’s - Intent, Inclusion, Investment, Infrastructure and Innovation. He stated that while announcing the relief package during the Corona Virus crisis, his government took a long-term view of the economy and announced several far-reaching measures to reform the economy. He stated that the reforms announced have been systematic, planned, integrated, interconnected
and futuristic and are all about creating strong enterprises, generating employment, robust supply chains. The Prime Minister said that to provide immediate relief to the disadvantaged sections of society in the wake of the Covid-19 crisis, the Prime M i n i s t e r ’ s G a r i b K a l y a n Yo j a n a provided free rations to 74 crore beneficiaries. In addition, the government provided financial assistance of Rs. 53,000 crores and over 8 crore gas cylinders to the poor. Over 50 lakh beneficiaries of the Employees Provident Fund Organisation saw the government deposit 24% of their EPF contributions into their accounts. For reforming agriculture, the Prime Minister highlighted that the Government had amended the APMC Act to allow greater freedom to farmers to sell their products in the market.
Electronic trading of foodgrains had also been allowed. This, in his view, would remove the dependence of the farmer on middlemen. In addition, he mentioned that labour reforms were being undertaken to help provide a boost to employment. Investment in nonstrategic areas had been opened up for private sector participation. Stressing on the need to boost the Make in India – Make for the World campaign, the Prime Minister stated that there were several sectors such as air conditioners and mobile phones where we could manufacture in India and reduce dependence on imports. He pointed out that within 3 months, Indian industry created manufacturing capacities for 3 lakh PPE kits. This industry, he pointed out, had never existed in India before.

Govt extends validity of scrips under export incentives schemes for exporters Cont’d. from Pg. 1
Depending on the nature of services and product, the government gives duty credit scrips or certificates to exporters. These scrips can be transferred or used for payment of a number of duties including the basic customs duty. “Relaxation has been provided for applicable late cuts for SEIS/MEIS applications and the validity of scrips issued under Chapter 3 of FTP which are expiring between March 1 and June 30 this year has been extended up to S e p t e m b e r 3 0 t h i s y e a r, ” t h e
D i r e c t o r a t e G e n e r a l o f Fo r e i g n Trade (DGFT) said in a public notice. In a separate trade notice, the DGFT said that as per a pact signed between India and Mozambique for import of pigeon peas and other pulses grown there, 2 lakh tonnes of pulses will be imported during 2020-21 with certain conditions. It said import will be allowed only through 5 ports — Mumbai, Tuticorin, Chennai, Kolkata and Hazira — and it will be subject to production of “Certificate of Origin” certified by the authorised signatories in the ICM
(Instituto de Cereasi de Mocambique) with stamps provided by the Government of Mozambique, which is being shared with the concerned customs authorities of these ports and the Central Board of Indirect Taxes and Customs. Although quantitative restrictions has been imposed on import of moong, peas, and toor dal, it has been notified that the restrictions shall not apply to the government”s import commitments under any bilateral or regional agreement or memorandum of understanding.

Cabinet approves upward revision of MSME definition and Road Map for implementing remaining two Packages for MSMEs NEW DELHI: In line with Government of India's top focus on energising MSMEs in the country, a special meeting of Cabinet Committee on Economic Affairs (CCEA) was convened under the Chairmanship of Prime Minister Shri Narendra Modi, here today, which approved the upward revision of MSME definition and modalities/ road map for laying down effective implementation mechanism for the remaining two announcements under the Atmanirbhar Bharat Package. These include: In the package announcement, the definition of micro manufacturing and services unit was increased to Rs. 1 crore of investment and Rs. 5 crore of turnover. The limit of small unit was increased to Rs. 10 crore of

investment and Rs 50 crore of turnover. Similarly, the limit of a medium unit was increased to Rs 20 crore of investment and Rs. 100 crore of turnover. It may be noted that this revision was done after 14 years since the MSME Development Act came into existence in 2006. After the package announcement on 13th May, 2020, there were several representations that the announced revision is still not in tune with market and pricing conditions and it should be further revised upwards. Keeping in mind these
representations, it was decided to further increase the limit for medium manufacturing and service units. Now it will be Rs. 50 crore of investment and Rs. 250 crore of turnover. It has also been decided that the turnover with respect to exports will not be counted in the limits of turnover for any category of MSME units whether micro, small or medium. This is yet another step towards ease of doing business. This will help in attracting investments and creating more jobs in the MSME sector.
FIEO welcomes exclusion of export turnover and enhancement of turnover limit of MSME: FIEO NEW DELHI: Commenting on the announcement made by Shri Nitin Gadkari, Union Minister for MSME, President FIEO said that enhancement of the turnover limit for Medium units from Rs 100 Cr to Rs 250 Cr is most pragmatic and will also infuse technology as in certain sectors
margins are so low that enhancement in investment in plant and machinery would not have been of much use unless accompanied by increase in turnover limit to Rs 250 Cr. Such a move will also bring automation of certain processes which are required for competitive manufacturing. Mr Saraf thanked the Union Minister for MSME for accepting FIEO's request for excluding exports
turnover from total turnover which will help in internationalisation of MSME and will bring their focus on exports. This will also benefit a lot of gems and jewellery companies, who would have breached the MSME criteria due to sheer cost of their inputs. FIEO Chief hoped that the share of MSMEs in the country's exports will rise from 40% to 50% in the next 5 years.
DGFT eases export of alcohol-based hand sanitizers except those in containers with dispenser pump NEW DELHI: The government has eased the export of alcohol-based hand sanitizers but prohibited the outward shipment of alcohol-based hand sanitizers in containers with dispenser pump. "Alcohol-based hand sanitizers exported in containers with dispenser pump…are prohibited for export,”
directorate general of foreign trade (DGFT) said in a notification. The government on May 6 had prohibited the export of all alcoholbased hand sanitizers. “Alcohol-based hand sanitizers exported in any other form or packaging are free for exports, with immediate effect,” DGFT said in the notification.
On March 24, India had prohibited the exports of hand sanitisers, soaps, washing and cleaning preparations, disinfectants and medicaments. It had also banned the export of ventilators, artificial respiratory apparatus, oxygen therapy apparatus, and any other breathing appliance due to the coronavirus outbreak in the country.
India’s coal imports slump on economy shutdown NEW DELHI: India’s imports of coal collapsed to the weakest in at least five years in May, as the economic lockdown in the world’s second-biggest importer of the polluting fuel took its toll. Imports were estimated at 9.17 million tonnes in May, according to vessel-tracking and port data compiled by Refinitiv, the lowest result since Refinitiv started collating data in January 2015. While the numbers are still subject to revision, it’s clear that May’s imports will come nowhere close to the 14.64 million tonnes in April, or the 21.2 million tonnes in May last year. There is little doubt that the major
contributing factor to the slump in coal imports has been the lockdown of much of India’s economy, which started in March and has now been extended in certain areas until the end of June. India’s cases of the novel coronavirus have surged past 180,000 and the associated COVID-19 disease has claimed more than 5,000 lives. The economy has been hit, with March quarter growth dropping to 3.1%, the weakest in eight years amid expectations that the June quarter may see a reduction as large as 20%. The slump in economic growth has curbed power demand, which has fallen an estimated 25% during the lockdown.
The drop in demand has been most pronounced in coal-fired generation, which plunged 32.3% in April, while that for solar generation rose 16.9%, according to an analysis of government data. In these circumstances it’s not surprising that coal imports have suffered, and a breakdown by country of origin underscores that it’s largely coal-fired generation that has taken the hit. India’s imports from top supplier Indonesia, which typically ships lowerenergy coal used for power generation, dropped to 3.6 million tonnes in May, down from 5.24 million in April and 8.34 million in May 2019, according to Refinitiv.

Antwerp@C investigates potential for halving CO2 emissions in Port of Antwerp by 2030 Applications for EU subsidies are next step in innovative CO2 reduction ANTWERP: Port of Antwerp brought seven leading chemical and energy companies together at the end of 2019 to reduce CO2 emissions and take practical steps in the transition to a sustainable, low-carbon port. The consortium consists of Air Liquide, BASF, Borealis, ExxonMobil, INEOS, Fluxys, Port of Antwerp and Total. With the project entitled Antwerp@C the partners aim to keep CO2 out of the atmosphere and so to make a significant contribution towards the climate objectives, thanks to applications for capturing and utilising or storing CO2, all within a relatively short time span and at reasonable costs. The project has the potential to reduce the CO2 emissions within the port (18.65 million tonnes greenhouse gas emissions in 2017) by half between now and 2030. This week Fluxys, Port of Antwerp, Total and Air Liquide submitted EU subsidy applications for taking the project one step further. Port of Antwerp, the carbon capture pioneer Port of Antwerp is home to the largest integrated energy and chemicals cluster in Europe. This makes it the ideal location to set up new, cross-border collaboration projects for innovative CO2 reduction. To this end, Air Liquide, BASF, Borealis, ExxonMobil, INEOS, Fluxys, Port of Antwerp and Total joined forces at the end of 2019 under the name of Antwerp@C, to investigate the technical and economic feasibility of building CO2 infrastructure to support future CCUS (Carbon Capture Utilisation & Storage) applications. Carbon Capture & Storage (CCS) and eventually also Carbon Capture & Utilisation (CCU) – i.e. reusing CO2 as a raw material for the chemical industry – are seen as important routes in the transition to a carbonneutral port. Feasibility study Antwerp@C is currently carrying out a feasibility study with the support of the Flemish Agency for Innovation & Enterprise (Vlaams Agentschap Innoveren & Ondernemen, or VLAIO). This will investigate the possibility of building a central "backbone" in the form of a pipeline along the industrial zones on both the Right and Left banks of the Scheldt, along with various shared processing units, a shared CO2 liquefaction unit, interim storage facilities and cross-border transport of CO2, both by ship and by pipeline. Cross-border transport infrastructure Since Belgium does not have suitable geological strata, international collaboration will be necessary to transport the CO2 across borders and store it permanently in e.g. depleted offshore gas fields. For this purpose Antwerp@C is investigating the possibilities of transport to Rotterdam by pipeline or by ship to Norway.
Subsidies are essential Broad support – especially financial support – by the EU, the Belgian Federal Government and the Flemish Government will be essential to ensure the success of the p r o j e c t . Antwerp@C is pursuing two initiatives for cross-border CO2 transport infrastructure, namely the CO2TransPorts project for a pipeline to Rotterdam and the Northern Lights project for transport to Norway by ship. Since CCS is seen by the EU as an important lever to combat climate change these initiatives have been granted recognition as Projects of Common Interest (PCI). Subsidy applications for detailed studies were submitted this week for both projects under the terms of the Connecting Europe Facility (CEF). A decision for grant award is expected in November. In addition subsidy applications are being prepared for the European Innovation Fund as part of the Green Deal. Port of Antwerp CEO Jacques Vandermeiren declared: "This promising project will enable us to play our pioneering role even more effectively. It demonstrates once more that collaboration is key for generating a cluster effect and creating innovative, operational added value. If this shared infrastructure can actually be realised then it will benefit the entire industrial community in the port and make a valuable contribution towards the Flemish, Belgian and European climate goals." Wouter De Geest, Chairman of the Antwerp@C consortium: "As the largest petrochemical cluster in Europe we are assuming our responsibility with unprecedented collaboration between eight leading companies. Together we are investigating the possibilities for cutting CO2 emissions from our production processes, as well as additional innovative solutions for more sustainable petrochemistry in Antwerp." If we as the second-largest port in Europe can contribute towards saving up to half of our CO2 emissions, this will open up countless opportunities for sustainable growth in our industry and our prosperity. Port of Antwerp introduces Certified Pick Up An innovative solution for releasing Containers Cont’d. from Pg. 3
ANTWERP: C o n t a i n e r handling in the Port of Antwerp is a complex process involving many players. Releasing containers is a vulnerable and time-consuming process which carries the risk of misuse and mistakes. In order to guarantee security and improve the operational efficiency and transparency, Port of Antwerp has introduced a new procedure, namely Certified Pick up. All players involved in container handling will have to join this procedure. The container release process has been made more secure and streamlined by sharing real-time information on a unique central data platform. The system will regulate the release of containers based on coded identification and authorisation information. This development will contribute towards a more secure,
effective and resilient supply chain. For the design and operation of the application Port of Antwerp has teamed up with its subsidiary NxtPort which as a port community platform has already developed a series of digital applications for the Antwerp port community. Based on its knowledge of the Antwerp port sector NxtPort will contribute its know-how to expanding the digital infrastructure of the port. Obligatory use Certified P ick up will become obligatory for all supply chain partners involved in the container release process as of November 2020, January 2021 at the latest. All containers leaving an Antwerp port terminal by truck, rail or barge (including transhipment containers and empty shipper-owned containers) fall under this obligation, with the legal framework being included in the Port Police Regulations. Port of Antwerp has opted for a phased approach in order to ensure the stable expansion of the system.
Connection with Certified Pick up Connecting to Certified Pick up will yield advantages of efficiency for operators in the logistics chain. The se inc lu de impro ve me nts in s e c u r i t y, s i m p l i f i c a t i o n o f administrative processes and shorter transit times for containers in Port of Antwerp. In the next few months Port of Antwerp will take the necessary steps to implement Certified Pick up and together with NxtPort it will organise information sessions tailored to the various partners involved in the logistics chain.

Indian Register of Shipping (IRClass) overcomes challenges from global pandemic to launch of ADVAITA, in China MUMBAI: Advaita, a dedicated cement carrier under construction at Penglai Zhongbai Jinglu Ship Industry Co., Ltd, China was successfully floated out on 30th March 2020. The vessel is being built under classification of Indian Register of Shipping (IRClass). This event is exceptionally significant as many constraints were faced prior to the successful launch, in light of the COVID-19 global pandemic. IRClass sur veyors braved the constantly changing scenario of both global and local restrictions and immense challenges including movement of manpower, to ensure the float happened as scheduled. Advaita, is approx.160m long, 22200 dwt, dedicated cement carrier and is designed to comply to all the latest IMO conventions and codes like SOLAS,
MARPOL, Loadline etc for worldwide operations. M r. P K Mishra, Head (Operations) of IRClass commented: ‘I’m glad we were able to put into action and demonstrate our ability to adapt and respond quickly to the changing environment. Prime Minister launches CHAMPIONS : Technology Platform to empower MSMEs N E W D E L H I : P r i m e Minister Shri Narendra Modi recently launched the technology platform CHAMPIONS which stands for Creation and Harmonious Application of Modern Processes for Increasing the Output and National Strength. As the name suggests, the portal is basically for making the smaller units big by solving their grievances, encouraging, supporting, helping and handholding. It is a real one-stop-shop solution of MSME Ministry. This ICT based system is set up to help the MSMEs in present difficult situation and also to handhold them to become national and international champions. Detailed objectives of CHAMPIONS: i. Grievance Redressal: To resolve the problems of MSMEs including those of finance, raw materials, labor, regulatory permissions etc particularly in the Covid created difficult situation; ii. To help them capture new opportunities: including manufacturing of medical equipments and accessories like PPEs, masks, etc and supply them in National and International markets; iii. To identify and encourage the sparks: i.e. the potential MSMEs who are able to withstand the current situation and can become national and international champions. It is a technology packed control room-cum-management information system. In addition to ICT tools including telephone, internet and video conference, the system is enabled
by Artificial Intelligence, Data Analytics and Machine Learning. It is also fully integrated on real time basis with GOI’s main grievances portal CPGRAMS and MSME Ministry’s own other web based mechanisms. The entire ICT architecture is created in house with the help of NIC in no cost. Similarly, the physical infrastructure is created in one of ministry’s dumping rooms in a record time. As part of the system a network of control rooms is created in a Hub & Spoke Model. The Hub is situated in New Delhi in the Secretary MSME’s office. The spokes are in the States in various offices and institutions of MSME Ministry. As of now, 66 state level control rooms are created and made functional. They are connected through video conference also in addition to the portal of Champions. A detailed standard operating procedure (SOP) has been issue to the officers and staff have been deployed and training has been conducted for them. On this occasion, Minister of MSME and Road Transport and Highways Shri Nitin Gadakari was also present.

to ensure interoperability between smart container solutions at the radio interface level. With these standards in place, carriers and supply chain participants will be one step closer to providing customers with an uninterrupted flow of relevant information regarding the whereabouts of containers and the status of their contents at any point along the container journey. This is one of many initiatives to be put forth by DCSA to accelerate digitalisation through a unified industry effort. The DCSA IoT Standard for Gateway Connectivity Interfaces, which can be freely downloaded from the DCSA website, includes radio standards for gateways on vessel, on land, at event locations and in handheld devices. These DCSA IoT standards provide an initial set of connectivity recommendations that are vendor and platform agnostic to reduce investment risk, increase operational efficiency and enable innovation. Ultimately, DCSA IoT standards will allow carriers and other supply chain participants to focus on providing more valuable services and a better experience to their customers. The new standards are the first of three planned IoT standards releases addressing the connectivity requirements for reefer and dry containers, as well as the RFID registration of these containers. Future releases will focus on data structure and handling, physical device specifications as well as security and access management. “IoT will usher in a new era of efficiency in global trade. Smart containers that share information with multiple stakeholders will facilitate a digitally enabled supply chain. This will greatly increase efficiency and transparency, improve the quality of shipped goods, reduce waste across
the board, and raise safety and security levels,” said Maria Rosaria Ceccarelli, Chief of Trade Facilitation Section for UNECE. “Interoperability of IoT devices is one of the keys to enable massive smart containers deployment, taking the digital age of shipping one step further beyond paperless processes by embracing the Internet of Things (IoT) to support enhanced decision-making by the various sectoral stakeholders. This standards release by DCSA is very important and complementary with the UN/CEFACT interoperability standards, namely the Multi Modal Transport Data Reference Model and the Smart Container Business Requirement Specifications in particular. I believe that these standards will play an important role in aligning the industry in terms of IoT interoperability.” “We are thrilled to be introducing our first set of IoT standards for the industry,” said Thomas Bagge, CEO of DCSA. “This release is an important step in enabling mass deployment of smart containers and forms the foundation of a group of standards that will address the industry’s most critical container use cases. Once implemented, our IoT standards will enable, for example, reefer container tracking, monitoring and controlling along the entire container journey, with no connectivity ‘blind spots’. This will provide more value to the end customer while increasing the efficiency of container operations.
