Govt’s new PPP port guidelines link tariffs to market-determined rates NEW DELHI : Union Ports, Shipping & Waterways Minister Sarbananda Sonowal announced Tariff Guidelines, 2021, for public-private partnership (PPP) projects at major ports. The new guidelines allow concessionaires at major ports to set tariffs in line with market dynamics. At present, major ports’ PPP concessionaires handle around 50 per cent of the total traffic handled by all major ports in the country. “The biggest benefit of transition to marketlinked tariff is that a level playing field will be provided to PPP concessionaires at major ports to compete with private ports,” the Ministry of Ports, Shipping and Waterways said in a press release. Making the announcement, minister Sonowal said the government-mandated concessions in tariff for transshipment and coastal shipping would continue to apply to all future PPP concessionaires. “In fact, the government has gone a step further and made further concessions to promote trans-shipment and coastal shipping. The royalty payable for trans-shipment cargo will now be equal to (against 1.5 times earlier) the normal container. Similarly, for the coastal cargo, the concessionaire has to pay only 40 per cent of the royalty payable for foreign cargo (from 60 per cent earlier) in accordance with the coastal concession policy of the government. For transparency, the tariffs so fixed are to be hosted on the website of the concessionaire. The minister added that these guidelines would usher in an era of market economy for the sector and go a long way in making the major ports competitive. He said the announcement of market-linked tariff guidelines comes at a time when the government is celebrating the current week as the ‘Good Governance’ Week.

India’s agricultural and processed food products exports have grown at a steady pace in the last decade notwithstanding challenges NEW DELHI: India’s agricultural and processed food exports have grown at a steady pace in the last decade notwithstanding several logistical challenges faced in the global trade of the commodities. Exports of agricultural and processed food products under Agricultural and P r o c e s s e d Fo o d P r o d u c t s E x p o r t Development Authority (APEDA) basket rose to USD 20,674 million (Rs 15,30,50 crore) during 2020-21, from USD 17,321 million (Rs 83,484 crore) in 2011-12, according to data by the Directorate General of Commercial Intelligence and Statistics (DGCI&S). Non-Basmati Rice has emerged as
India’s top export item among the many agricultural and processed food product exports under APEDA basket, contributing close to one fourth of the total exports in 2020-21. Top three products in the APEDA export basket in 2020-21 were NonBasmati Rice (23.22% share), Basmati Rice (19.44%) and Buffalo Meat (15.34%) and these products together account for 58 per cent of total shipments. India’s Non-Basmati rice exports was valued at USD 4799.91 million (Rs 35,477 crore) in 2020-21, with Basmati Rice exports a close second at USD 4018.71 million (Rs 29,850 crore), followed by Buffalo Meat exports at USD 3171.19
million (Rs23,460 crore). Benin, Nepal, Bangladesh, Senegal and Togo were the top importers of NonBasmati Rice from India in 2020-21. Major export destinations for Basmati Rice in 2020-21 were Saudi Arabia, Iran, Iraq, Yemen and United Arab Emirates. For Buffalo Meat exports, the top importing nations were Hong Kong, Vietnam, Malaysia, Egypt and Indonesia. “We continue to focus on creating infrastructure for boosting exports by focusing on clusters in collaboration with state governments while taking into consideration aim of Agriculture Export Policy, 2018,” Dr M Angamuthu, Chairman, APEDA, said.
Spectacular exports growth coupled with orders in hand will push India’s exports in next fiscal: Dr A Sakthivel, President, FIEO NEW DELHI: Commenting on the interim data for the first three weeks of December exhibiting over 35% growth in exports, Dr A Sakthivel, President, FIEO said that such performance is remarkable and better than anticipated by us since lot of exports have been frontloaded and shipments generally meant for December have already been exported in November or earlier. Moreover, our exporters across sectors are flushed
with orders for the next fiscal pushing the growth prospects. We will also be having the additional exports coming from some of the PLI sectors in the next fiscal pushing overall exports and continuing us on the same growth path. The Mega Textile Parks and Food Parks will also have a spin off effect on the export of Food & Textile products. President, FIEO also countered the news reported in some of the dailies stating that US$ 500 Bn target may elude us. Dr Sakthivel said that since India will
be adding over US$ 130 Bn or so in the current fiscal, we should aim to build on the same and thus aim much higher. Since we are likely to cross US$ 400 Bn in 202122, we should focus and aim for exports in the vicinity of US$ 525-530 Bn in 2022-23. Looking into the enabling eco-system provided for the manufacturing, Dr Sakthivel urged the industry to come forward to create capacities to meet the increasing demand as global focus is on India.
Festival Shipment peak is approaching! 40-feet Containers will be insufficient in the Q1 2022 : Drewry LONDON: Drewry said that with the recent rapid proliferation of Omicron, the risk of supply chain disruption and market volatility will remain high in 2022, and the scenarios that have occurred in the past year seem likely to repeat themselves in 2022. Therefore, they expect that the turnaround time will be extended, and ports and terminals will be further congested, and they recommend that cargo owners be prepared for more delays and continued high transportation costs. Maersk: In the first quarter of 2022, 40-feet containers will be in short supply Due to delays in shipping schedules, capacity will continue to be restricted, and Maersk expects that space will remain very tight during the entire Lunar New Year. It is expected that the supply of 40-feet containers will be insufficient, but there will be a surplus of 20-feet containers, especially in Greater China, where there will still be container shortages in some areas before the Lunar New Year. As demand remains strong and there is a large backlog of orders, Maersk expects that the export market will continue to be saturated. Delays in shipping schedules will cause a drop in capacity, so the space during the Lunar New Year will be even tighter. Overall import demand is expected to remain at a roughly equivalent level. Suspended flights and jumped ports before the Spring Festival, tight spaces, and interrupted capacity are common Among the 545 scheduled voyages on major transPacific, trans-Atlantic, Asia-Northern and Asia-Mediterranean routes, 58 voyages were cancelled between week 52 and the
third week of next year, with a cancellation rate of 11%. According to Drewry’s current data, during this period, 66% of blank voyages will take place on the trans-Pacific eastbound trade route, mainly to the west coast of the United States. According to the data summarised by the easy sailing schedule as of December 21st, a total of Asia to North America/Europe routes will be suspended from December 2021 to January 2022 (that is, the first port will depart from the 48th to 4th week in a total of 9 weeks). 219 voyages, of which: 1 5 0 v o y a g e s t o We s t A m e r i c a ; 31 voyages in the East of the United States; 19 voyages in Northern Europe;19 voyages in the Mediterranean. From the perspective of alliances, the alliance has 67 voyages, the ocean alliance has 33 voyages, the 2M alliance has 38 voyages, and other independent routes have 81 voyages. The overall number of suspended flights this year is higher than last year. Compared with the same period last year, the number of suspended flights has also doubled. Due to the upcoming Chinese Lunar New Year holiday (February 1-7), some barge services in southern China will be suspended. It is expected that from now until the Lunar New Year in 2022, freight demand will remain very strong and freight volume will remain at a high level. However, the occasional new crown epidemic may still have a certain impact on the customer’s supply chain. Ship delays and empty shifts on the route from Asia to North America continue. It is expected that the export shipping schedule in January will face more severe
challenges, and the entire US route will continue to be tight; Market demand and space are still in a state of serious supply-demand imbalance. This situation is expected to deteriorate further due to the arrival of the peak shipment on the eve of the Spring Festival, and the market freight rate is expected to usher in another wave of increases. At the same time, Europe is being attacked by Omi Keron’s new crown virus strain, and European countries have continued to strengthen control measures. The market’s demand for transportation of various materials continues to remain high; and the interruption of capacity will still affect the overall capacity. At least before the Lunar New Year, the phenomenon of capacity interruption will still be very common. The situation of empty shifts/jumping of large ships continues. Spaces/empty containers are in a state of tension before the Spring Festival; congestion in European ports has also increased; market demand has stabilised. The recent domestic epidemic has affected overall cargo shipments. It is expected to be January 2022. There will be a wave of peak shipments before the Spring Festival. The Shanghai Container Freight Index (SCFI) shows that market freight rates will remain high. China-Mediterranean routes continue to experience empty flights/jumping ports, and market demand is gradually increasing. The overall space situation in the second half of the month is tight, and the freight rate in the last week of December increased slightly.

COCHIN: The Union Minister of Ports, Shipping & Waterways and AYUSH, Shri Sarbananda Sonowal met the top officials of Inland Waterways Authority of India (IWAI), Cochin Shipyard Limited & IIT, Madras to review the progress on the Pandu Ship repair facility in Guwahati on Monday(27.12.21). The minister said that the technical work is being completed as the construction of the facility is slated to commence from May, 2022. The project is aimed to be completed within two years; i.e. by 2024. The announcement of the new ship repair facility was made on 26th August, 2021. This facility is going to be a major contributor to the economic resurgence of the region. The design and implementation of this project is being done jointly by IWAI and Cochin Shipyard Limited. The technical support is being provided by IIT, Madras. The facility - also referred as ‘Slipway’ - is going to be developed on 3.67 acre of land which is provided by Government of Assam. The minister further expounded that the future progress
of the Northeast region lies in the development of the waterways. He said the work has already started on the National Waterway 2 - the Brahmaputra - as well as National Waterway 6 - the Barak which will help in facilitating cargo traffic, passenger traffic as well as tourist jetties for economic growth of the region. In order to achieve a motor able waterway, dredging of both the rivers are to be done at critical junctures so that adequate depth is achieved for cargo ship movement,he added. Shri Sonowal said “Our rich history economic prosperity can be reinvigorated by developing our rivers as waterways for smooth & swift movement of cargo and passengers. This will not only boost the export sector of the entire northeastern region but will also become a major multiplier in the employment generation in the region. All the state governments of Northeast have extended their support in developing these waterways. We - the centre along with the state governments - will work together in a seamless manner so that the people can reap the benefits & prosper.”
Wheat exports surpassed $ 872 mn in April-October (2021-22) period, set to achieve an all-time record shipment in the current financial year NEW DELHI: India’s cereals exports continue to surge notwithstanding disruption of global supplies because of COVID19 pandemic. In the first seven months (April-October) of the current financial year (2021-22), India’s wheat exports in terms of volume rose by more than 527 per cent to 3.2 Million Tonne (MT) from 0.51 MT reported during April-October period of 2020-21. In terms of value, India’s wheat exports in the current fiscal (April – October) rose by 546 per cent to $ 872 million from $ 135 million reported during the same period of the previous fiscal. In the current financial year (2021-22), India’s wheat exports is expected to achieve an all-time record high as it has already surpassed shipment of 2.09 MT achieved during 202021. With India being the world’s top rice exporter, wheat exports have witnessed a 48.56 percent compounded annual growth rate (CAGR) during 2016-2020. The country’s wheat exports touched $ 243 million in 2020 against $ 50 million in 2016, according to ITC Trade Map, 2021 data. India's wheat exports are mainly to neighbouring countries with Bangladesh having the largest share of more than 54 per cent in both volume and value terms in 2020-21. In 2020-21, India entered new wheat markets such as Yemen,
Afghanistan, Qatar and Indonesia. The top ten importing countries for Indian wheat in 2020-21 are Bangladesh, Nepal, United Arab Emirates, Sri Lanka, Yemen, Afghanistan, Qatar, Indonesia, Oman and Malaysia, according to data by Directorate General of Commercial Intelligence and Statistics (DGCIS). Top ten countries which accounted for more than 94 per cent of India’s wheat exports in 2016-17, now have 99 per cent share in exports in 2020-21 both volume and value terms. Though India is not among the top ten wheat exporters in the global trade, its rate of growth in exports have surpassed that of all these countries, indicating the rapid strides it is taking in reaching new markets worldwide. The rise in wheat exports has been achieved because of the Agricultural Products Exports Development Authority (APEDA) taking up various initiatives such as organizing B2B exhibitions in different countries, exploring new potential markets and initiating marketing campaigns with active involvement of Indian Embassies. “We are giving thrust on building infrastructure in the value chain for giving boosts to cereal exports in collaboration with the state governments and other stakeholders such as exporters, farmer producer organizations, transporters etc,” Dr. M Angamuthu, Chairman, APEDA said.
Forex reserves decrease by USD 587 mln to USD 635.08 bn MUMBAI: India’s forex reserves decreased by USD 587 million to USD 635.08 billion for the week ended December 24, the RBI said. In the previous week ended December 17, the overall reserves had decreased by USD 160 million to USD 635.667 billion. The kitty had touched a lifetime high of USD 642.453 billion in the week ended September 3, 2021.
Gold reserves rose by USD 207 million to USD 39.39 billion in the reporting week, the apex bank data showed. The special drawing rights (SDRs) with the Inter national Monetar y Fund (IMF) increased by USD 24 million to USD 19.114 billion in the reporting week, the RBI said.

Toy imports fell in last 3 years: Govt to Parliament NEW DELHI: Import of toys into India in the last three years has shown a decreasing trend, Parliament was informed. Imports of other toys, reduced-size models and similar recreational models shrank 53.58% on-year in FY21 to $129.63 million while those of video game consoles and machines, articles for funfair, table or parlour games fell 21.21% at $38.12 million. Inbound shipments of festive, carnival or other entertainment articles, including conjuring tricks and novelty joke contracted 37.61% in 2020-21 at $10.17 million against the previous fiscal, Minister of State for commerce and industry Som Parkash said in the Lok Sabha. The government told Parliament that an inter disciplinary task force
consisting of representatives from the ministries of commerce and industry, ports shipping and waterways, railways, Central Board of Indirect Taxes and Customs and stakeholders like the Federation of Indian Export Organisations, and Container Shipping Lines Association has initiated coordinated action on identified tracks to address the problem of shortage of containers and high freight rates. This includes pressing additional shipping/container capacity into service through enhanced import of empty containers by shipping lines to the country, release of abandoned / detained / seized containers, increasing duty free stay of containers, freight discounts for empty repositioning by Railways, transport and marketing
assistance for select commodities, measures to improve the turnaround times of containers, and seeking out possible ways to promote use of bulk/break-bulk movement by exporters as compared to containerised movement wherever feasible. The government has taken substantial initiatives for promotion of e-Commerce, including through Digital India programme, Parliament was informed. The programme supplements e-Commerce by way of various initiatives for providing opportunity to small retailers, manufacturers and Self Help Groups for greater outreach. Some of the key initiatives undertaken include Unified Payment Interface, and Government E-Marketplace.
Container Premiums expected to continue through H1 NEW YORK: The premium surcharge, which overstayed in the trans-Pacific route and later in other exAsia routes for nearly a year, is expected to continue at least through the first half of 2022 due to fir m demand and worsening schedule reliability, despite reports of easing in some regions post China’s Golden Week holiday. “Premiums would most likely stay on East-West trades and also AsiaOceania due to strong demand and absence of new capacity, stubborn port congestion in the US, Europe and Asian transshipment hubs and the blank sailing programs,” Peter Sundara, Global head of ocean freight for a major cargo owner said. The fact that coronavirus is still around with many areas in Europe going into shutdown, and the US and other regions susceptible to disruptions too, makes it look like the premiums will stay, a carrier source said. “Unless the availability of vessels and empty containers improve, there will always be too many cargoes for carriers to choose from. Shippers will obviously need to pay premiums to get timely loading.” The premium rates gained prominence in November 2020, when carriers started levying extra fees for confirmed space or timely bookings amid vessel shortage and shipment delays. While initially the premium fees were around $1,000-$2,000 per container, it has increased two-to-four times in the last one year. Platts Container Rate 5 — North Asia-to-East Coast North America — was assessed at $10,000/FEU on Dec. 2, against $4,800/FEU a year ago. The Platts container assessments denote the FAK (Freight All Kind) spot rates. The all-inclusive premium rates are currently at $11,000-$14,000/FEU on North Asia-to -East Coast North America route and $16,000-$19,000/FEU for Southeast Asia-to-East Coast North America. However, the premium rates have
eased by nearly 20%-25% since Chinese Golden Week holiday in October due to a slowdown in demand and reduced production at the factories amid a power rationing in China. The rates for North Asia-East Coast North America route peaked to $22,000-$25,000 per FEU, with some deals heard at $30,000 per FEU, in during July-September. North Asia-US premiums seem to be stable or minimal right now, but they will become more prevalent again as demand outweighs supply ahead of the Lunar New Year holiday, and shippers outbid one another for space as we saw during July-September, a US based freight forwarder said. According to some other sources, premiums are heading up fast again, especially from MSC for December-January sailings. “Despite this recent dip in exports, carriers see the Chinese and Southeast Asian markets as their big money makers and will continue to prioritize them,” Bhavik Bhanushali, Pricing Manager (India), Parekh Integrated Services Pvt. Ltd. said. With the congestion at American ports currently, they might avoid for a short period diverting the vessels to the Africa, Australia and Middle East markets but the demand to the US is expected to pick up again, he added. Contracts and co-loaders The nature of long-term contracts and presence of sub-forwarders/coloaders remain crucial to determine the quantum of premium surcharges in 2022, sources said. One of the reasons why premiums were at such high levels in 2021 was coloaders re-selling space at exorbitant levels to shippers who were struggling to secure space and equipment, Sundara said. Going ahead, if the big retailers and large NVOs lock-in long terms deals that come with space and equipment guarantee, the co-loaders might have a smaller pool of FAK space to re-sell into CIF (Cost, Insurance, and Freight)
market, he added. “They can either re-sell them at higher premium or at lower depending on demand. We have to wait and see how this space develops.” There may also be instances where carriers avoid offering contracts to certain big-scale freight forwarders, a logistics provider based in India said. “They offered space to them at such low rates – $6,000/unit from Asia to US or Europe-but the forwarders then sold that space to consumers at two-to-three times the contract rate…a trend that saw a major carrier restrict forwarder bookings on the larger routes.” Another thing that might shape the premiums landscape is how strongly the car riers flex their full-scale offerings going beyond just the ocean freight, sources said. “Some carriers are telling shippers they will only be able to carry or release bookings if they pay for the full deal – warehousing, ocean freight, truck, or rail service to inland point of delivery – for which the carriers can now create their own fees since they control all the aspects. Eventually, the shippers will be left with no choice but to pay them,” a source based in India said. Asia-Europe remains exception While premiums have become a norm on not just the long-haul but also the short-haul routes, Asia-Europe trade has largely been free from it so far. This trend is largely expected to continue going forward, with the lion’s share of trade taking place on FAK (Freight All Kind) basis, in contrast to the movements in the Pacific Basin. Container rates from Asia-to Europe are seeing some downside as the end of the year approaches, with almost all Christmas demand covered. However, with Lunar New Year just around the corner, expectations remain in the market that rates will further come down, likely stymieing the need and expectation for premiums to emerge on the Asia-to-Europe trade lanes in near future.

PM Modi to launch water taxi service from Mumbai in January MUMBAI: Prime Minister Narendra Modi will inaugurate the long-awaited water taxi ser vice from Mumbai to Navi Mumbai during his visit here in the first week of January, official sources said. The PM will also inaugurate a chemical terminal at the Mumbai Port Trust that has been operational since October, and perform the ground-breaking ceremony for another chemical terminal at the port. The water taxi, which will cut commute time between Mumbai and Navi Mumbai, was first planned three decades ago. It was taken up seriously over the last few years as part of the Centre’s inland waterways initiative. One central and two state agencies — the Mumbai Port Trust, Maharashtra Maritime Board and CIDCO — worked in tandem on the project. MbPT constructed the Domestic Cruise Terminal at Ferry Wharf in Mumbai, and CIDCO is giving finishing touches to the terminals at Belapur and Nerul in Navi Mumbai. The water taxi will transport commuters between Mumbai and the two Navi Mumbai jetties, which will include a stop at JNPT. Another service will go between Mumbai and Rewas in Raigad district. However, the fare is not for the daily commuter. The service has been handed over to private operators. The fare will be roughly calculated at Rs 45 per minute per passenger. The fare from Mumbai to Navi Mumbai is expected to be between Rs 1,200 and 1,500 per passenger, while the fare to JNPT is likely to be Rs 750, said Sohel Kazani of Innity Harbour Services LLP, one of the operators. The company plans to operate from 8 am to 8 pm for 330 days in a year. The service will be suspended during the monsoon. “At present, we have four vessels including one 50-seater, a 40-seater, a 32-seater and a 14-seater. Each can travel at a speed up to 25 knots. The government has allotted us routes including International Cruise Terminal to Elephanta, Domestic Cruise Terminal to Rewas, Karanjade, Dharamtar, Domestic Cruise Terminal to Belapur, Nerul, Vashi and Airoli and DCT to Khanderi islands and JNPT,” Kazani said. Jetties are yet to be built at Vashi and Airoli. “Our boats will take less than 30 minutes from DCT to Navi Mumbai, whereas by taxi it takes between 1 hour 15 minutes to 1 hour 45 minutes,” said Kazani. For last mile connectivity for the commuter, Kazani said there would be pool cabs at various places like Churchgate, CST, Nariman Point, Gateway of India, DCT, Dockyard, Belapur, Nerul and JNPT. We have applied for a licence to ply on the DCT Nerul route. The journey will take 30 minutes and we will charge Rs 1,000 per passenger.” A senior MbPT officer said that another operator has a catamaran but will join the service three months later.
Bangladesh may become India’s fourth largest export destination in FY22 NEW DELHI : Bangladesh may become India’s fourth largest export destination in FY22, jumping five places in two years. This comes as the economic boom of the eastern neighbour continues to fuel India’s exports growth. According to disaggregated data available till October, during the first seven months of FY22, exports to Bangladesh grew 81 per cent over the same period in the preceding year to $7.7 billion. This makes it India’s fourth largest export market behind the US, UAE and China. If the trend continues, Bangladesh will only better its rank in India’s export profile from last year’s 5th position when it surprised analysts by jumping from 9th rank in Fy20. Bangladesh has been an economic miracle in South Asia with its unprecedented transformation over the past decade and may even surpass India in terms of per capita income. Bangladesh’s growth stems largely from its success as an exporter of garments, which account for around 80 per cent of its total exports. Remittances from overseas amount to over 6 per cent of GDP. The major items exported to Bangladesh by India during the April-October 2021 period include cotton ($2.1 billion), cereals ($1.3 billion), electricity and fuel ($0.6 billion), vehicle parts ($0.5 billion) and machinery and mechanical appliances ($0.4 billion). India and Bangladesh are currently undertaking a joint study on the prospects of entering into a bilateral comprehensive economic partnership agreement (CEPA). The India-Bangladesh CEO Forum, which was launched in December 2020 to provide policy-level inputs in various areas of trade and investment and facilitate exchanges among business communities, is expected to meet soon to further deepen trade and economic ties.
In a joint statement after the virtual summit between Prime Minister Shri Narendra Modi and his Bangladesh counterpart Sheikh Hasina, both sides emphasised the need to address issues of non-tariff barriers and trade facilitation. They include port restrictions, procedural bottlenecks and quarantine restrictions. “The Bangladesh side requested that as India’s export of essential commodities is an important factor influencing its domestic market, any amendments in the export-import policy of India should be conveyed in advance. The Indian side took note of this request,” the joint statement said. Bangladesh avoided a recession in FY21, growing at 3.5 per cent unlike India whose economy contracted 7.3 per cent during the period. The economy of Bangladesh is expected to grow at 5.5 per cent in FY22 and 6.8 per cent in FY23, according to the Asian Development Bank (ADB). ADB, in its Asian Development Outlook released in September, said excluding petroleum, imports (overall) by Bangladesh increased by 14.5 per cent in Fy21. This reflects the solid economic advance. Intermediates for the garment industry rose by 8 per cent, while there were double-digit increases in import of other intermediates, consumer products and capital goods. “Imports are expected to grow by 5 per cent from a high base. As the readymade garments industry continues robust growth, its substantial input requirements will expand. An increase in the volume of import of petroleum and petroleum products is expected, but with a more moderate price adjustment than in Fy21. Accelerated implementation of large infrastructure projects and robust real estate development are expected to boost import of construction, capital equipment and other materials. Meanwhile, foodgrain imports will fall,” it added.

Cont’d. from Pg. 3 H o w e v e r, a s b u s i n e s s e s normalise, the sector is set to undergo a transformative shift as it gears up to the operationalisation of dedicated freight corridors (DFC) across western and eastern geographies. The government is also planning four other DFCs connecting north-south, east-south, south-south, and east-west considering the cost advantage and efficiencies it would provide to the logistics industry. While the western DFC is partly operational with APM Terminals Pipavav being the first port connected to it, the remaining part of the corridor is expected to be operational by the end of 2022. The modal shift to rail from the road due to the DFC will offer higher speed, higher volume, and long haul freight transportation in less time. This will also bring about a significant reduction in greenhouse gas emissions for the industry, thereby contributing to decarbonisation of the overall sector and economy. The year 2022 will mark this shift from road to rail mode as the government aims to increase the share of rail mix in overall transport to 45% by 2030 from around 26% currently. The government of India’s focus on infrastructure development including better connectivity to ports would provide a major boost to freight movement in the country. Though the government has put National Infrastructure Pipeline (NIP) in place to strengthen the country ’s infrastructure, the road infrastructure requires substantial investment to improve the last mile connectivity. DFC and better road infrastructure to port, both are likely to reduce travel time and move higher load safely and quickly, thereby reducing the overall logistics cost. The port sector is also awaiting Draft Indian Ports Bill 2021 and The Major Port Authorities Bill 2021 that seeks to transform the overall management of ports in India. This will offer autonomy to the ports to manage it independently along with
fixing tariffs without the intervention of the state government. I believe both these bills will pave way for private investment in the port sector and scale up coastal infrastructure that would support the government’s ‘Atmanirbhar’ and ‘Gatishakti’ projects. For a country with little over 7,500 km of coastal belt, it is worthwhile to develop coastal zones to ensure the growth of a port-based ecosystem and improvement in the livelihoods of people living around the port. Supporting the various initiatives of the government like National Logistics Policy and National Infrastructure Pipeline, I believe the private investment will also come into the development of multi-modal logistics parks and SEZs. All these private and public investments will strengthen the country’s supply chain and make the freight movement environmentfriendly. While the country will see a marked improvement in infrastructure over the next few years, I believe the paradigm shift in the logistics sector will not be at the cost of environmental damage, rather it would be more balanced, inclusive, and sustainable. Apart from infrastructure development, another factor that would bring about transformative change in the logistics industry is digitisation through the adoption of technology. The digitisation will also improve productivity and efficiency of the sector as well as in reducing the turnaround time of vessels in Indian waters. With the adoption of the internet of things and artificial intelligence across the value chain now happening at a faster pace, the digitisation of the sector looks well within reach. A customer would be happier to know where his/her cargo is in real-time to plan his further manufacturing or processing. The pace of implementation of digitisation and infrastructure development needs to be hastened to ensure sustainable growth in the near future. As the country aspires to become the third-largest economy in the world by 2030, the significance of a seamless functioning domestic and international logistics ecosystem is a prerequisite.
