JNPA & JM Baxi Ports and Logistics Ltd. - CMA Terminals signs Concession agreement for JNPCT Terminal • The joint venture partners sign the Concession Agreement on July 29th to develop business on the West Coast of India. • A 30-year JV to upgrade, operate, maintain, and develop a 700m deep-drafted Multi-user Container Terminal at Jawaharlal Nehru Port. • A CAPEX development plan to accelerate the Terminal’s development and offer improved capacity and service quality to customers.

NAVI MUMBAI: Jawaharlal Nehru Port Authority (JNPA), India’s best performing Port, signed a concession agreement with JM Baxi Ports and Logistics Ltd. CMA Terminals on July 29, 2022. JNPA becomes India’s first 100% Landlord, Major Port. The new name of the JNCPT will be NHAVA SHEVA FREEPORT Cont’d. Pg. 6 & 21 TERMINAL PRIVATE LIMITED.

Gujarat High Court directs CBIC to refund IGST on Ocean Freight within 6 weeks GANDHINAGAR: The Gujarat High court has directed the Central Board of Indirect Taxes and Customs to grant refund of goods and services tax paid on ocean freight within six weeks with interest, in a relief for importers. The decision comes after the levy of GST on ocean freight was struck down by the Supreme Court in case of Mohit Minerals. Many importers had filed the refund claims after the Supreme Court order, but their claims are stuck. “It is directed that if any IGST amount is collected, the same shall be refunded within six weeks along with statutory rate of interest,” Justice NV Anjaria said, while admitting the petition by Louis Dreyfus Company India Pvt Ltd Vs Union of India. The order added that in the Supreme Court decision in Mohit Minerals Pvt. Ltd. (supra), since the impugned Notifications have already been declared as ultra vires, present petition deserves to be allowed. Meanwhile, CBIC officials said that the Department is yet to get a direction as the Finance Ministry had sought a legal opinion over the Supreme Court Order and legal review is still under process. Only when the Ministry will commence the legal review, the Tax Department can initiate the process of refunds. Without the direction, they cannot process claims, which have reached over Rs 1,000 crore.

Chairman, JNPA , Shri Dhr uv Krishna Kotak, MD, J M Baxi Group, Shri Atit Mahajan, MD, CMA CGM (INDIA), and all the HODs of JNPA. Speaking at the occasion, Shri Sanjay Sethi, IAS, Chairman, J N PA s a i d , “J N P C T i s n o w a PPP terminal, the successful bidder being a consortium of J M Baxi and CMA Terminals. The concessionaire has to upgrade, operate, maintain and transfer this terminal on PPP basis in two phases. JNPA will continue to develop and provide new infrastructure. Many of the Major Global Ports are today landlord facilities, whose key responsibilities include marketing. We will now be taking up marketing in a more streamlined manner, with the Authority doing common port business development.” The Phase-I of the project will be completed in 18 months from the date of award of the concession agreement. The development of Phase-II will commence after achieving 1.02 million TEUs or seven years, whichever is earlier. The Jawaharlal Nehru Port Container Terminal (JNPCT) has 2 berths with a total length of 680m and 15m draft which will be handed over under this PPP contract along with the backup area of 54.74 hectares for 30 years. JNPCT is presently handling 9000 TEUs capacity vessels and with the upgradation, it can handle 12200 TEUs capacity vessels. It is also proposed to increase the RMQC rail span from 20 meters to 30.5 meters at the port. Investment for this project will be carried out by the concessioner at a total cost of Rs. 872 crores. The concessioner

has to upgrade, operate, maintain and transfer this terminal on a PPP basis. JNP is one of the leading Container Ports in the Country and is ranked 26th among the Top 100 Global Ports (as per Lloyds List Top 100 Ports 2021 Report). Currently, five Container Terminals are operated at JNP, of which only one is port owned. With its state-of-the-art facilities

JNP meets all the international standards, userfriendly atmosphere, and excellent connectivity by rail and road to the hinterland. Nhava Sheva Freeport Terminal will be owned by J M Baxi Ports & L ogistics (50%) and CMA CGM’s subsidiary CMA Terminals (50%) and will operate as a Multi-User Terminal. This agreement seals a long-term partnership, as part of a broader strategy towards developing cooperation in the fields of new logistics solutions, supply chain digitalization and training enhancement for younger generations in the fields of shipping and logistics. A key partnership between two Major Terminal actors Nhava Sheva Freeport Terminal will take-over JNPCT’s 680-meter quay length and 54 Ha of yard, developing it to become an efficient gateway for Northwest India, by enhancing capacity (up to 1.8 M TEUs) with an upgrade of equipment, Cont’d. Share of exports of goods and services in GDP increased to 21.4% in 2021-22 from 18.7% in 2020-21 Overall share of goods exports in GDP increased to 13.3% in 2021-22 from 10.9% in 2020-21 NEW DELHI: The share of exports of goods and services in GDP has increased from 18.7% in 2020-21 to 21.4% in 2021-22. The details of exports of goods and services and Gross Domestic Product (GDP) at current prices, and percentage share of India’s exports in GDP for the last five financial years (latest available data) are as follows:

The details of sector-wise share of goods exports in the annual GDP (at current prices) for the last five financial years (latest available data) are given at Annexure. It reveals that overall share of goods exports in GDP has increased from 10.9% in 2020-21 to 13.3% in 2021-22. India, Uzbekistan agrees for Pilot trade shipment from Tashkent to India through Chabahar Port NEW DELHI : India and Uzbekistan have agreed to do a pilot container cargo shipment from Tashkent to India, using a hybrid landsea route via Iran’s Chabahar Port, as part of ongoing negotiations. Union Minister Shri Sarbananda Sonowal met Uzbekistan’s Deputy Prime Minister and Minister of Investment & Foreign Trade, Jamshid Khodjaev to finalise the agreement. “Both India & Uzbekistan agreed that this new vista may unlock future possibilities of a Trans Caspian Multi Modal Transit Corridor between the Central Asia and South Asia regions,” a Ministry of Ports, Shipping, and Waterways document said. The shipment will reach India’s Jawaharlal Nehru Port (JNPT) in Navi Mumbai. The shipment is expected to be executed in the next 15-20 days, an official in the know of the matter said. This will not only open up new opportunities of trade but also strengthen the trade viability between the Central Asian and South Asian markets, Sonowal said after the meeting. Ever since Russia’s invasion of Ukraine, talks of augmenting trade via the International North South Transport Corridor (INSTC) have gained momentum. The route, which hinges on Iran’s Chabahar Port as a key pillar, is India’s bid for faster and smoother trade with Russia, Europe, Central Asian economies.

Uzbekistan’s Deputy PM Khodjaev is on a visit to India to meet Commerce Minister Shri Piyush Goyal for a session of the Intergovernmental Commission, with a focus on agriculture, textiles, and leather, among others. Khodjaev also met the Union Agriculture Minister Shri Narendra Tomar recently. The two countries aim to increase their bilateral trade by over two times to over $1 billion. However, connectivity has been an issue, which they hope to resolve via the Iranian port. In 2018, Chabahar Port was acquired by India Ports Global Ltd through its subsidiary India Ports Global Chabahar Free Zone (IPGCFZ). The Chabahar Port, once connected through all-weather highways on the INSTC route, is India’s chance to increase trade in central Asia, which the Centre expects has an eight-fold potential against the current $678 million, according to reports. Meanwhile, External Affairs Minister Shri S. Jaishankar is also visiting the Uzbek capital before Prime Minister Shri Narendra Modi’s visit to the Country in September.

Fifty million Export-Import Containers handled under Logistic Data Bank project Piyush Goyal congratulates NLDSL team for achieving a landmark milestone of tracking and tracing 50 million Export-Import Containers NEW DELHI: NLDSL-NICDC Logistics Data Bank’s LDB Project has achieved a milestone of handling 50 million Export-Import Containers since its inception six years ago. Union Minister for Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal congratulated the entire team of NLDSL for achieving the milestone. Sh. Amrit Lal Meena, Chairman NLDSL, said that NLDSL is striving to make the LDB project a hallmark of Logistic development in India in line with the objectives of ‘Atmanirbhar Bharat’ and ‘Make in India’ initiative. LDB was conceived as one of the smart community projects between India and Japan during the initial stages of planning of Delhi Mumbai Industrial Corridor project. LDB handles 100% per cent of India’s Export-Import Containers volume. It uses RFID technology through Internet of Things (IoT), Big Data and Cloud-based solution to provide real-time tracking of Export-Import Containers movement in India. The LDB system has contributed in improving India’s rank in the benchmarking tool of the World Bank i.e. Logistics Performance Index (LPI) and Ease of Doing Business (EoDB) to help countries identify the challenges and

opportunities in trade logistics. LDB has led to improve the key components of logistics which include customs performance, infrastructure quality, logistics service quality, consignments tracking and tracing, timeliness of shipments and Trading Across Border (TAB) which is primarily the relevant parameter for cross-border trade. Currently, LDB Pan India coverage integrates17 Ports (comprising 27 port terminals) (Port IT systems), 170 CFSs & ICDs (RFID Infrastr ucture), 60 Toll Plazas (RFID Infrastructure), 03 ICPs (RFID Infrastructure), 09 SEZs (RFID Infrastructure) and 5800 railway stations (Freight Operations Information System- FOIS). LDB Project has been leveraged to develop Unified Logistics Interface Platform (ULIP). The ULIP has been conceptualized with the vision of “PM GatiShakti” which aims at breaking individual silos, promote integration among various Ministries/Departments and create a single window thus bringing efficiency and transparency in the logistics industry and thus making India cost competitive and ‘Atmanirbhar’ in the logistics sector. ULIP has been integrated with 27 systems of seven different Ministries through 102 APIs, covering more than 1600 fields successfully.

Sarbananda Sonowal highlight trends of Cargo Movement at Major Ports NEW DELHI: The Union Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal recently informed the Parliament that the percentage of cargo handled at different Major Ports, Port-wise during the last five years are given below. The container tonnage handled at Visakhapatnam Port during 2021-22 was 85,83,000 tonnes whereas JNPA and Mundra Ports handled 6,90,92,000 tonnes and 8,90,98,000 tonnes respectively during the same period. Further, all the ports have facilities to handle different types of cargo, which are categorised into liquid bulk, dry bulk, containers and break bulk cargo. At JNPA, predominantly container is handled whereas at Visakhapatnam Port, multiple types of cargo are handled. The container handling capacity of a port is determined by the infrastructure available at the Port. The growth of traffic at Major Ports during the last five years and port-wise is also shown below.

The Act East Policy has benefitted in Export – Import across the ports located along the East Coast of the Country. The Government has given a strong push to port modernisation and digitalisation, with a number of ease of doing business initiatives. Port digitalisation includes the introduction of web-based e-forms, installation of container scanners and radio frequency identificationbased systems for gate automation, digitalisation of land records, etc. A centralized web-based Port Community System (PCS 1x) has been operationalized across all Major Ports, which enables seamless data flow between the various stakeholders through a common interface. To move towards a complete paperless regime, E-DO (Electronic Delivery Order) through PCS was made mandatory along with e-invoicing and e-payment. Powers of States over Minor Ports not curtailed assures Shipping Minister NEW DELHI: Union Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal denied any attempt to curtail powers of the States over development of Non-Major Ports. Responding to a question by YSRCP member V Vijayasai Reddy, he told the Rajya Sabha that many provisions contained in the Indian Ports Act, 1908 are now redundant and do not reflect the advancements and the current requirements in the maritime and ports sector. Therefore, it has become imperative to repeal the Indian Ports Act, 1908 and to provide for contemporaneous, modern and dynamic legislation, namely, the Indian Ports Bill 2022 to enable sustainable growth and development of all ports in India in line with the country’s international

obligations. The Bill is aimed at synergy between coastal States and the Union through collaborative effort through integrated approach for development of ports, he said. Sonowal pointed out that in accordance with the principles of federalism. The Union Government has conducted multiple consultations with coastal States on the Bill. A consultation was also held on the last circulated draft of the Bill in June 2021, wherein coastal States and UTs participated. He said the inputs provided by coastal States/UTs and various other stakeholders, through various rounds of consultation, have been suitably incorporated in the draft of the Bill adding the new legislation gives the States enough flexibility to develop their own port sectors in the manner they consider appropriate.

Wan Hai Lines completes delivery of all 12 x 2,038 TEU Series Containerships

TAIPEI: Wan Hai Lines Ltd. held an appreciation ceremony for the delivery of WAN HAI 296 and the completion of 2,038 TEU series containerships on July 28. Due to the COVID-19 pandemic, a physical ceremony was replaced by an online one. WAN HAI 296 is the last vessel in a series of 2,038 TEU containerships built by China Shipbuilding Trading Co., LTD., and Guangzhou Wenchong Shipyard Co., LTD. With the blessings and witnesses of the guests from China Classification Society, CR Classification Society, Det Norske Veritas, American Bureau of Shipping, China Shipbuilding Trading Co., LTD., CSSC Huangpu Wenchong Shipbuilding Co., LTD., the ceremony ended successfully.

The 2,038 TEU series is designed with LOA 175m, deadweight capacity of 23,802 mt on 10.5 m draft and a maximum cruising speed of 20.66 nautical miles. The design of 2,038 TEU series takes energy efficiency and environmentally-friendly aspect into account. Moreover, all the ships delivered are certified with “Smart Ship” notations by international well-known classification societies. The newbuildings are part of Wan Hai Lines efforts to ensure their continuous pursuit of fleet upgrade in order to provide high quality service to customers. WAN HAI 296 was delivered on July 28th at Guangzhou Wenchong Shipyard. After delivery, she will join Wan Hai Lines’ Korea-South East Asia Service to provide efficient delivery service for customers.
