DP World creates feeder, shortsea network serving ports across the globe DUBAI: By integrating its recent acquisitions Unifeeder and Feedertech, DP World has created a feeder and shortsea network serving hundreds of ports across the globe. Unifeeder, which recently acquired Feedertech, operates feeder and shortsea services around northern Europe and throughout the Mediterranean and Northern Africa regions. Feedertech provides similar services connecting ports in South East Asia, the Indian subcontinent and the Middle East. The services have now been integrated onto one platform building a strong tradeoriented network across the majority of the globe. DP World typically uses relatively smaller vessels to link a great number of outports with global hubs such as Jebel Ali, where cargo can connect onto large Transocean container ships. Shortsea solutions are complementing the offering by supplying inter-regional shortsea connectivity. DP World’s Unifeeder and Feedertech platforms further strengthen the capabilities of its main ports in Dubai’s Jebel Ali, Jeddah Islamic Port and ports in India, Africa and Europe, enabling shippers and consignees worldwide to ship goods, via DP World’s major ports, to final destinations across the Middle East, South Asia, Europe and Africa using
DP World’s integrated land and marine logistics network. The Unifeeder Group is now working on further expanding its coverage to include additional trade routes and destinations, thereby linking more areas to the global economy. One example is in the UK where new services connecting DP World London Gateway with smaller British regional ports will enable containers to travel closer to their final destination by sea, providing a more sustainable and efficient way of transporting cargo than by truck. Unifeeder and Feedertech both operate on an asset-light model. More efficient shipping guidance, planning and management thanks to digital solutions and new teams at Antwerp Port ANTWERP: This year, Port of Antwerp will continue extending its shipping guidance in order to manage traffic in the port even more safely and efficiently. A mobile team of Port Authority Officers and Supervisors will take charge of supervision and management. In addition, digital solutions will guarantee a better service, and hybrid vessels will be introduced. More efficient shipping guidance and planning The new Vessel Traffic Service (VTS) will be responsible for the shipping guidance of seagoing and inland vessels behind the locks. To ensure a safe and efficient traffic flow, VTS provides information and advice, for example relating to routes, weather conditions and potential risks, to all water-related traffic participants behind the locks. In addition to the shipping guidance, Port of Antwerp is committed to transparency and the optimisation of shipping planning. It is therefore adding a new team of Port Planners, to take care of the safe, efficient planning and processing of mooring bays. All parties involved, such as the port, port facilities and port users, are to be taken into account as much as possible. Mobile teams and hybrid vessels for a safer port New, mobile functions are being created to improve the supervision and management. Under the leadership of a Port Authority Supervisor, Port Authority Officers will soon be responsible for specific control tasks within the framework of supervision and enforcement in the port area. The team is active on the water and on land. In the event of an incident, they are responsible, along with the emergency services workers, for its safe handling. This contributes to a safe port area and surroundings. The Supervisors and Officers will also have new hybrid patrol vessels at their disposal in the future. Digital tools Port of Antwerp is deploying several new digital tools to make its port management and service provision more efficient. It is developing several new applications for this purpose, which are connected to the port information system APICS (Antwerp Port Information and Control System). These tools will be launched over the coming months:
• An inland navigation application that allows skippers to give their electronic advance notice, request lockage, consult the available berths in real time and register their (de-)mooring movements; • An application that allows terminals to enter and modify the planning for seagoing vessels. Finally, Port of Antwerp is also participating in a number of external projects aimed at supporting the digitisation of inland navigation. One example is the compensation of towage companies equipping their barges with GPS trackers. Attention of the importers, exporters, Customs Brokers and all other stakeholders is invited to the above mentioned subject. The trade has represented regarding hardship being faced in respect of drawl and collection of sample of Livestock Products for the purpose of obtaining NOC from Animal Quarantine & Certification Services (AQCS) if so mandated by SWIFT. 2. Presently no staff from Animal Quarantine Department (AQCS) has been deployed at JNCH for drawl and collection of sample. Therefore, the samples are being drawn for AQCS in presence of the customs officer and sealed samples are delivered to Customs broker for depositing the same in the Animal Quarantine office located at Kopar khairane, Navi Mumbai. AQCS has also expressed their inability to depute AQO for JNCH on full time basis due to staff shortage. 3. The matter was taken up with Animal Quarantine Department. AQCS has agreed to depute one officer exclusively for JNCH for half day to collect the samples for further processing of their NOC. Accordingly, it has now been decided that the sample for the purpose of animal quarantine will be drawn in presence of Customs officer and Customs broker/importer. The sealed sample shall be collected by the customs officers of Central Sample Cell (CSC) from various CFSs to CSC, JNCH. Subsequently these samples shall be handed over to the officer of Animal Quarantine & Certification Services at CSC, JNCH who shall come daily (Monday-Friday) for half day for sample collection. After collection of sample, the AQCS officer will take necessary action regarding NOC. Therefore, the importers /CBs are not required to handover the samples to the AQCS office at Koparkhairne. The Docks DCs are directed to sensitise their staff as well as CFS, accordingly. 4. In case of any difficulty, the specific issue may be brought to the notice of DC/AC in charge of Appraising Main (Import), NS-I through email at appraisingmain.jnch@gov.in. 5. J. M. Baxi & Co. Team undertook smooth sign off of 1,450 Indian Seafarers stranded at sea on various Cruise ships on June 20 MUMBAI: The team of J. M. Baxi & Co. at Goa undertook a smooth sign off of 1,450 Indian Seafarers stranded at sea on various Cruise ships on June 20, 2020. In addition to this J. M. Baxi & Co. has been instrumental in bringing home 1,300 crew belonging to Goa by road and air. We are grateful to some very important individuals and agencies who made this possible, who insisted that they were simply doing the job that was expected of them in this successful journey. It is normal to thank you – our nations' health workers consisting of Doctors, Nurses, Sanitary staff and other support staff, including lab technicians – for the work that they do. But we would like to add another thank you, which is more poignant now, for the work you will be called upon to do as we get through COVID-19 together. In the recent past, the Govt. of Goa has successfully repatriated over 10,000 seafarers entering Goa by road, air and sea. The Dept. of ports which is the nodal body for seafarers’ repatriation into Goa created a common platform for shipping companies to interact with various agencies who have been working tirelessly for this purpose, maintaining discipline and health care. The first in order of efforts was Dept. of Ports headed by Secretary of Ports Shri. P. S. Reddy, who always had a patient ear for genuine problems and went out of the way to help, guide and support the efforts for seafarers welfare, and tried to safeguard their interests and bring them home safely. He was always there to clarify the stand of the government firmly but with empathy, humility and compassion. The call of the CELEBRITY INFINITY to Goa would not have been possible but for the support and guidance of the Chairman Mormugao Port Trust. We are also grateful to the entire staff of Mormugao port – Mr. Jerome and his team of the Traffic Department, the Marine department team of DC Capt. Joshi, Harbour Master Capt. Arun and Capt. Rajat. The Collectors office of North and South Goa always had clear instructions and procedures in place and compliance and
permissions were given in a very short time if all regulations were being complied with. Health workers from District Health were the TRUE ANGELS who have kept us safe and all with a smile. They have worked relentlessly, and we all need to applaud them for their hard work and smiling faces knowing very well that they are at a much larger risk of being exposed to the virus. The team of doctors from Mormugao DHS led by Dr. Ira, comprising of Dr. Deepa, Dr. Vinella and many others, Dr. Jose D’Sa, Dr. Utkarsh have always been there in extending help and available round the clock. As Dr. Deepa and Dr. Vinella had said, “there’s a storm that’s approaching and we do not know exactly how hard it will hit or how long it will last and our response is to plan for the worst and work for the best”. PI Mr. Mangesh Naik from the Police dept. at Mormugao port area was always positive and ever ready to help, in maintaining disciple and ensured crowd control. Special thanks to Dy. SP South, SP South and Mr. Pankaj Singh SSP – North Goa for his guidance and timely assistance. Mention must also be made of the Bureau of Immigration team headed by superwoman Ms. Apeksha Kulkarni, who was on her feet and with hawk’s eyes, checking the documentation and complying with govt guidelines. At the same time, she was always extremely understanding of the hardships our seafarers have gone through before reaching home. CISF team who managed security of the port facility in the most efficient manner that they pride themselves on. Custom officers like Mr. Vishwas Gaigole and the team went beyond their working hours to help the returning seafarers. While it is difficult for even the most ardent optimist to stay positive, there are some signs that we are beginning to mobilize at the speed, and scale, required to lift ourselves out of this crisis quickly. All the above-mentioned people and several other unmentioned heroes have worked tirelessly when no one was looking. The whole operation in Goa was totally done by various government agencies in a manner that would put any professional corporate to shame. Thank you, Government of India,!

Varanasi, Haldia River Terminals to be Privatised Sahibganj Terminal tender to use operate-manage-develop route NEW DELHI: The Shipping Ministry is making a fresh attempt to privatise the multi-modal cargo terminals at Varanasi, Haldia and Sahibganj on National Waterway 1, altering the deal structure from experience gained in a previous failed round. The Inland Waterways Authority of India (IWAI) has sought bids to privatise the multi-modal terminals at Varanasi and Haldia on an equip, operate and transfer (EOT) basis while a tender will be floated soon to privatise the Sahibganj terminal on a operate, manage and develop (OMD) model. In January, the IWAI had scrapped a tender to privatise the Varanasi terminal on the OMD model, wherein the successful bidder would operate and manage the facility and also expand its capacity from 1.26 million tonnes (mt) a year to 3.85 mt a year, within four years from the start of commercial operations. All the four technically qualified bidders sought an eight-year time frame to invest ₹334.38 crore in expansion, arguing that four years was too short a time to raise money and invest in a nascent sector. The EOT model does not involve expansion of the terminals.
Varanasi terminal The Varanasi terminal, built by IWAI with an investment of ₹200 crore (excluding land cost) with a capacity to handle 1.26 mt of cargo, is one of the three built by India’s waterways development agency on the 1,400-km-long VaranasiHaldia stretch on NW 1 with World Bank funding. The other two such terminals are located at Sahibganj and Haldia. The Varanasi terminal, located in Prime Minister Narendra Modi’s parliamentary constituency, will now be bid out on the EOT model with an initial concession period of 10 years. The concession can be extended by another five years linked to performance and on meeting some conditions, a Shipping Ministry official said. The tender terms for the Varanasi terminal do not include expanding the facility. “We have kept the concession period short. We will watch the progress of the contract over the next seven years in terms of cargo generation and then take a call on whether to go for expansion or not,” the official said. Haldia terminal The Haldia terminal, with a capacity to handle 3.26 mt of cargo, is also been put up
for privatisation on the EOT model. The IWAI has constructed the Haldia facility with an investment of ₹465 crore. “It is a full-fledged terminal with no scope for any expansion,” the official stated. The Haldia contract will have a concession period of 15 years, which can be extended by an extra five years. IWAI will use the OMD model for privatising the Sahibganj terminal on a 30year concession, for which the tender documents are being finalised. The public, private, partnership appraisal committee (PPPAC) has cleared the privatisation of the Sahibganj terminal which was built with an investment of ₹286 crore and is operational. The private operator will be mandated to expand the terminal from 3.03 mt to 5.9 mt with an investment of ₹300 crore. Explaining the rationale for adopting the OMD model for the Sahibganj facility, the Shipping Ministry official said: “There is a huge interest in the market for this terminal. Private entities have conveyed their willingness to spend ₹300 crore to expand the facility.” The bids will be awarded to the entity quoting the highest royalty per ton of cargo handled at each of these terminals.

H o w e v e r, a f t e r 2 0 0 5 , C h i n a consistently increased its trade with South Asia, barring a slight dip in 2009 because of
the global financial crisis. In 2014, China’s trade reached a high of $60.41 billion, whereas India traded approximately a third of the amount — $24.70 billion. Following the peak in 2014, both countries saw a decline in trade with South Asia in 2015 and 2016. China’s strong economic ties with Pakistan, as opposed to India’s minimal formal trade with its western neighbour, increases the gap in both countries’ trade volumes. Though China’s trade volume is consistently larger, excluding Pakistan, the gap narrows to almost a half. This gap is attributed to the China–Pakistan Free Trade Agreement signed in 2006, which
increased trade significantly between the two. The corresponding gap between India’s trade with the region is much less because Pakistan’s formal trade share is relatively small. Barring Pakistan, the gap between India’s and China’s trade with South Asia in 2018 is relatively low at $ 12.87 billion. China’s trade with the N8 neighbours is mainly export-driven, making it a top source of goods. Despite regional and bilateral free-trade agreements, India’s trade volume with its neighbours has remained below in value to that of China, which has only one FTA in the region.
New research from Ti shows the post-Covid-19 global forwarding market is already emerging BATH: New research from Transport Intelligence (Ti) shows the post-Covid-19 global forwarding market is already emerging. Despite the widespread disruption caused by the global pandemic and the extreme measures taken to deal with it, globally the freight forwarding market is already reshaping and adapting to the new realities to come. Ti’s latest Global Freight Forwarding 2020 report highlights the challenges forwarders face in 2020, not least as the market entered the pandemic already on the defensive. The global freight forwarding market contracted by 1.9% in 2019, recording its worst year in more than a decade. The US-China trade war and its spill over saw volumes fall and growth curtailed, especially in the global airfreight market. A slowdown in the global automotive sector also held back growth. Overall it was the air freight market that weighed on growth – it ended 2019 4.1% smaller having failed to overcome strong headwinds globally. Growth in sea freight was more positive in
2019, although a global expansion of 1.3% was the market’s weakest since the Great Recession battered sea freight in 2009. “This year may come to be the most challenging the forwarding market has ever faced – more so than the 2008/09 Great Recession even. Transitioning from the trade war and general slowdown in global trade in 2019 to the Covid-19 pandemic and the dysfunction it’s causing this year will be extremely difficult to navigate,” said Nick Bailey, Head of Research at Ti. “Globally, the forwarding market is at an inflection point. Those that can best adapt daily operations, organisational strategy and effectiveness, and make the best use of new technology, will be most prepared for the changes coming.” Despite this challenging environment, positive signs are already beginning to emerge. Amid volatility on both the supply and demand sides, primary research undertaken for Global Freight Forwarding 2020 shows a remarkable degree of stability amongst shippers’ modal choices and freight procurement strategies. In
both instances, around half of all those surveyed have maintained both their modal and procurement mix, maintaining and leaning on established relationships throughout the pandemic while also making use of new spot market tools to empower choice and decision-making when needed. M i c h a e l C l o v e r, Ti ’ s H e a d o f Commercial Development, commented: “2020 will now inevitably follow 2019 as another very difficult year for freight forwarders, but at the mid-point of the year we are beginning to see the immediate shock of Covid-19 subside and can start to map the future of the market in a post-Covid world. Although Ti’s primary research shows that modal and procurement choices remained relatively stable during the crisis, interviews with major for warders suggest that a reappraisal of strategy is already underway as many look to set themselves up for a world of changing trade patterns, higher inventory, rising protectionism and greater flexibility”.

Indian Ports to see 5-8% slump in cargo volumes in FY21 NEW DELHI: As a fallout of the Covid pandemic and lockdown enforcement, cargo volumes at Indian ports are expected to moderate by five to eight per cent in this fiscal. In case of containers, the slump is expected to be sharper at 12-15 per cent, as per the forecast by ratings agency Icra. Due to the impact of the pandemic and the nationwide lockdown enforced to check the spread of the contagion during April-May this year, overall cargo throughput contracted by 22 per cent at major ports. Steep decline was noticed in cargo segments like POL (petroleum products & liquid cargo), thermal coal and containers. Non-major ports also experienced volumes dipping by 22-24 per cent in this period. “Despite the port sector being considered an essential service and continuing to remain operational during the lockdown, there has been an adverse impact
on the cargo. This was on account of several factors like subdued global trade, contraction in domestic industrial activity due to lockdown and logistics bottlenecks impacting evacuation of cargo from the ports, especially by road. However, there has been some increase in the share of Railways in container transportation during this period”, the report from Icra noted. To mitigate the impact of the virulent pandemic, the Ministry of Shipping had announced a host of measures for various stakeholders across the port sector value chain- ports, port employees, shipping lines and PPP (public private partnership) terminals. While some of the measures are expected to support the liquidity of players such as PPP terminals during Q1 of FY21, a sustained slowdown in cargo volumes beyond this period may exert pressure on their liquidity position. Moreover, extended concessions are poised to have
an adverse effect on the financial performance of the port trusts. Some of the weaker port trusts may not be able to provide additional concessions to stakeholders and have to lean on government support. “The recovery in the port sector will be contingent on the pace of recovery of the domestic industrial activity and the global economy. Further, factors like changes in global supply chain pattern during the recovery phase will also have an impact on the cargo profile. The full year outlook for the sector remains negative, with volume contraction expected in FY2021. The recovery among the cargo segments should be relatively better for essential products like POL and thermal coal, which should be in line with lockdown relaxations and the pick-up in domestic economic activity, while for segments like coking coal and containers the recovery may be long drawn”, the report added.
India plans incentives for auto companies to boost exports – sources NEW DELHI: India is drawing up an incentive scheme for the autos sector aimed at doubling exports of vehicles and components in the next five years, four sources with direct knowledge of the matter, Reuters reported. The Department of Heavy Industries (DHI) has sought feedback from auto industry groups on the initial proposal, which suggests giving incentives over five years to increase local production and procurement for export, the sources said. The incentives would be based on the sales value of vehicles or components and eligible companies would need to meet certain conditions, including a minimum revenue and profit threshold and presence in at least 10 countries, two of the sources said, adding the form the incentives would take had not been decided. DHI did not immediately respond to a request for comment. The move is part of India’s effort to create ‘champion’ sectors to attract investment, generate jobs and boost manufacturing, and comes amid calls by Prime Minister Narendra Modi to be selfreliant as a nation. India wants to promote exports and has identified some sectors, including autos and textiles, for which incentive plans are being designed, said a senior government official.
“For autos the gover nment has engaged with various stakeholders. We have to see what needs to be done in the global context,” said the official, adding that even though talks are in early stages and details have not been finalised there is a plan to give a “big push” to the sector. India’s auto sector exports touched $27 billion in the fiscal year ending March 2019, led by companies including Ford Motor, Hyundai Motor, Maruti Suzuki, Volkswagen and Bosch, which analysts say stand to gain the most. The push, however, comes at a time when auto sales globally have been battered because of the coronavirus pandemic and demand may take a while to recover. To make it a success in the present scenario, India needs to ensure the proposal is not complicated by too many conditions and is not based on sales targets, said Vinay Piparsania, consulting director, automotive, at Counterpoint Research. “Having a liberal trade policy will allow companies to bring in new and global technologies which will increase their scale and India’s competitiveness as an export hub,” he said. LARGE COMPANIES The initial scheme has been designed to incentivise large companies and in turn
benefit smaller players in the supply chain, making the auto sector more competitive overall, one of the sources said. To be eligible, automakers must have revenues of at least 100 billion rupees ($1.3 billion) and an operating profit of at least 10 billion rupees ($131 million) in three of the last five years, one of the sources said, adding they must also have earnings from outside India and commit to spending on research. The terms for auto part makers are the same except that the revenue and profit thresholds are lower, at 20 billion rupees and 2 billion rupees, respectively, the person said. One proposal is to have a productionlinked incentive under which companies will get benefits proportionate to the distance between the factory and point of sale to compensate for higher warehousing and logistics costs, said the source. Another proposal is to give incentives to increase production of specific car models but only if 80% of them are exported, the person said. Inputs on this have been sought from trade bodies such as the Society of Indian Automobile Manufacturers (SIAM) and Auto Components Association of India (ACMA), the sources said.

PortXL presents 22 promising and innovative Maritime start-ups and scale-ups ROTTERDAM: During the digital Shakeup on 25 June, 10 maritime start-ups and 12 scaleups presented the results of their participation in the 100-day innovation accelerator PortXL. This year marked the fifth edition of this worldwide accelerator programme for the port & maritime sector. The PortXL team also presented the Start-Up Recovery Plan, a one-year open programme that is offered free of charge to each and every company in the port area. PortXL brings programme participants in touch with relevant start-ups. In addition, the parties can seek co-funding for new pilot projects – further stimulating innovation in the port of Rotterdam. Start-Up Recovery Plan These are tough times for start-ups and scale-ups. The Covid crisis has put new pressure on innovation budgets in the maritime and logistics sectors, leading many of the innovation projects involving start-ups and scale-ups to be cancelled or postponed indefinitely. This is detrimental to innovation, even though new ideas and solutions are indispensable to the success of the port’s digital and energy transition. That is why during the recent Shakeup, the PortXL team presented the Start-Up Recovery Plan. In this new programme, which starts in September, companies throughout Rotterdam’s port area are invited to submit their innovation challenges. PortXL will subsequently look around the world for relevant solutions and present them to the participants. Innovative pilot projects can even apply for financial support from an
‘innovation incentive budget’. This swift and simple solution for bringing private sector players and start-ups in touch with each other is intended to facilitate and accelerate innovation projects in the port. The digital event was concluded with an optimistic look at what may lie in the year ahead. Rotterdam Vice Mayor Barbara Kathmann and Port Authority CFO Vivienne de Leeuw offered words of encouragement to the participating companies.
