Clarification on COVID positive patient at JNPT NAVI MUMBAI : With reference to reports going around about the wife of a C I S F personnel posted at JNPT being tested positive for Covid-19, we would like to highlight the timeline of the said patient. CISF personnel’s 1.5yr old daughter was first brought to the OPD of JNPT Hospital with a case of bronchial asthma with her mother and father on 7th April. While they were sent home af ter being advised medications, however, same evening, the baby was admitted with continued fever and cough at JNPT Hospital at 7pm. Considering that fever and cough were persisting, the Doctor referred the case to a higher centre. As there was no history of travel in the child, or any of the family members since December 2019, and since the patient was known case of asthma, the case did not fit into the case definition of COVID-19. One of the hospitals in Panvel agreed to accept the case on the condition that the Covid-19 testing will be done and admitted the patient at 10pm same day. During the next morning, the RMO at the referred hospital informed JNPT Hospital that
they were unable to arrange for a pediatrician consultation in view of the outbreak and hence had to be shifted to another hospital in Belapur; with the concurrence of the Sr. Dy. CMO, the patient was then shifted. During the next three days the child's condition improved and Covid-19 reports were also negative. While the child was considered fit for discharge, the mother was tested, though she was totally asymptomatic but had accompanied the child all along, and her report came back as positive. The COVID positive patient and the child has been referred to Panvel Sub divisional hospital and are reportedly isolated from each other. Commenting on the development, Sr. Dy. CMO Shri Raj Hingorani said “As can be seen from the timelines, the likelihood of the mother of the child contracting the disease from one of the referral hospitals is high and the CISF personnel and his elder child are tested negative for COVID 19 but are still under home quarantine at JNPT township and are reportedly asymptomatic. During the entire course at JNPT Hospital, all staff members had used all standard precautions including the use of personal protective equipment. “
JNPT Hospital has also implemented several infection control, prevention, and preparedness measures for COVID 19 disease. The hospital has regular interactions with local and district health authorities, providing all possible support extended to them. Social distancing measures are being followed in common areas, and overcrowding has been restricted. The staff at the hospital have been trained on the use of Personal Protective Equipment (PPE) and are using the same. JNPT hospital also set up a quarantine centre right from the beginning of the pandemic and caters to persons requiring to be obser ved for the disease, especially seamen. Home quarantine is also being done for asymptomatic persons with recent history of travel with proper stamping and monitoring. Given the current situation, regular cleaning and disinfection of all hospital areas with medium level disinfectant solutions is carried out by housekeeping and pest control staff; ambulances with all necessary PPEs have been kept ready to transport any suspect cases to the COVID-19 ward.
Iron Ore Shipments from Ports up by 43% in FY20, 50 MT Transported Till February MUMBAI : Iron ore shipments from Indian ports in FY20 touched its peak in the last six years. At the end of February, the ports had carried 50 million tonnes of the key ingredient in steel making. Iron ore has recorded a spurt of 43 per cent in volumes, registering the highest growth among all commodities. By contrast, fertilizer, liquid cargo and container cargo rose by 10.3 per cent, 2.5 per cent and 2.1 per cent respectively. Coal traffic at ports dipped by 8.3 per cent as demand subsided. Since 2016-17 when ports handled 43 million tonnes (mt), iron ore cargo declined for two years, falling to 41 mt in 2017-18 and dropping further to 34 mt in 2018-19, a report by CARE Ratings showed, sourcing data from the Ministry of Shipping. POL products (crude oil, petroleum products and LPG/LNG) and containers account for 70 per cent of the
cargo handled by the Indian major ports. Iron ore, fertilizers and other cargo contribute the rest 30 per cent. “Traffic in terms of cargo handled by major Indian ports has grown at a CAGR (compounded annual growth rate) of 4.7 per cent during FY15-19 whereas traffic of iron ore, POL, container and coal has grown at 17.4 per cent, 5.3 per cent, 5 per cent and 2 per cent during the same aforementioned period. Fertilizer cargo traffic (finished and raw materials) on the other hand has fallen by 1.7 per cent during FY15-19. The fall in fertilizer cargo traffic can be attributable to increase in domestic production thus shifting the reliance from its imports”, the CARE Ratings report noted. Capacity addition over the last four years has grown at a robust rate of 14.8 per cent CAGR during FY15-19. Increasing trade activities and private participation in building the port
infrastr ucture has supported the increase in capacity. However it has not resulted in a commensurate increase in the utilization rates as it has fallen from a 67 per cent utilization rate during FY15 to 46 per cent during FY19. During FY20 (April-December) capacity utilization rates has fallen even further to 34 per cent due to the weakness in global trade since the start of FY20. Cargo traffic handled by the domestic ports has grown at a CAGR of 4.7 per cent during FY15-19. In FY20 (April-February) period cargo traffic handled by Indian ports has decelerated and grown by only a mere 1.4 per cent as compared with the 2.8 per cent growth achieved in the corresponding period in the previous financial year. Escalated tensions and weakness in global trade due to the trade/tariff wars between China and the US and the prevailing slowdown in the Indian economy has led to the subdued trade growth.
Record basmati exports from India as Ramadan and pandemic surges demand CHANDIGARH: Basmati rice export from India is set to repeat record shipments in FY 20 as exporters cater to spike in global demand for the food grain owing to Covid-19 pandemic and the festival of Ramadan. Gross exports from the largest rice exporting country is expected to amount to 4.4 million tonnes in FY 20, at par with FY 19, even as consignments were stranded at ports and foreign destination since last week of
March due to the nationwide lockdown to combat Covid-19. “Basmati exports have surged to most traditional overseas markets in the last quarter as consumers have gone for additional stocks due to Covid-19. The rise in demand from Middle East is also buttressed by higher buying for Ramadan,” Vinod Kaul, Executive Director, All India Rice Exporters Association, said. Kaul said gross exports from India are expected
at 4.4 million in 2019-20 ,even though exports had almost come to a standstill in the last week of March. He said the country had its highest volumes of 4.4 million tonnes of basmati 2018-19. This year shipments have grown by 20-30 percent to key buyers like Saudi Arabia and Iraq. “The additional buying due to Ramadan has also boosted exports in the last quarter,” he said.

New Law for Structural Changes in the Major Ports of India The Indian Major Ports Acts 1963 was outdated and not matching with new changes in the Port and Shipping industry. Therefore, Port Authorities Bill 2020 was introduced and the same passed by cabinet in March 2020. The Bill has been prepared after extensive consultation with all the stakeholders and Ministries/ Departments and taking into account the recommendations of PSC. Now a new act will be replaced to old act. These are the salient features of the Major Port Authorities Bill 2020.
Background The British were controlling old ports like Kolkata, Mumbai and Chennai. The main function of these ports was the administration of the piers and estates. Accordingly British introduced “Port Trust Acts” for each port separately (Example –Mumbai 1873, Kolkata 1890 and Chennai 1905). But there were no common provisions in these Individual port laws. Therefore, the Shipping Ministry had introduced a common act namely" Major Port Trust Acts 1963". This act applied to all major ports of India. But this “new” act also became old. This was also not matched with the new business environment in the port sector. Therefore, this bill for the new act was introduced in the Lok Sabha in 2016 and thereafter referred to the Parliamentary Standing Committee (PSC). The PSC, after taking evidence and widespread consultations, submitted its report in July 2017. Based on this report, the Ministry of Shipping introduced the official amendment to the Bill in the Lok Sabha in 2018. The new Bill has been prepared after extensive consultation with all the stakeholders and Ministries/ Departments and taking into account the recommendations of PSC.
Objectives Presently, the management of major ports is similar to “Management of Trust” and not like a commercial company. Therefore, there are some hurdles to take a dynamic decision which require the privatization of the port. These are competition with minor ports, bidding process under PPP Module, concession agreement, Tariff Authority of Major Ports, limited powers of the chairman, appointment of trustees, and dealing with labour unions. It was difficult to port management to take appropriate decision on above matters under “Major Port Trust Acts 1963”. Therefore, the objective of this act is to change the legal framework of the port. These changes will empower the major ports to perform with greater efficiency on account of full autonomy in decision making. This will also help to modernize the institutional framework of Major Ports.
Major Port Authorities Board The Bill provides for the creation of a Board of Major Port Authority for each major port. These Boards will replace the existing Port Trusts. The central government was appointing 34 members as "Other interest" These members were close to ruling political party. They do not have an interest in the port sector. Now total numbers of members have come down from 19 to 13. But the representation of labour union will be continuing in the new law. Therefore, labour representatives are safe need not necessary to panic. The number of sections has also been reduced to 76 from 134 by eliminating overlapping and obsolete Sections.
Port Administration & Shipping The Bill seeks to provide for the regulation, operation, and planning of Major Ports in India. The Boards of Major Port Authorities will be responsible to the administration, control and management of its port. The port function is one of the integrated economic activities. Therefore, now port authority will decide as per changes in the ports and shipping industry. TAMP-At present, the traffic of all the services to be approved by TAMP in the major port. But this TAMP does not apply to minor ports. Therefore, the container terminal situated
in minor port was fixing tariff as per market forces (Example-Private container terminals in the Mundra Adani Port) But container terminal located in major port have to approve its tariff from TAMP. TAMP was approving only 16% of IRR on the project and fixing the tariff. Sometimes TAMP was reducing the rate of tariff instead of increasing. Now the role of the Tariff Authority for Major Ports has been redefined.
Tariff based on Market Condition There was also difficulty while bidding by a private developer for a new container project under PPP module. Port Authority has now given powers to fix tariff which will act as a reference tariff for purposes of bidding. After that, the developer will be free to fix tariffs based on market conditions. The Board of Port Authority has been delegated the power to fix the scale of rates for other port services and assets including land.
Power of Port Authority All powers are used by the Central Government under the MPT Act 1963. There was an allegation from the president ((late) S.R. Kulkarni ) of All India Ports and Dockworkers Federation that port trust chairman does not have any powers. H e a c t s a s a “ Po s t m a n o f C e n t r a l G o v e r n m e n t ” . The prior approval of the Central Government was required in 22 instances. But now Port Authority has been delegated full powers to enter into contracts, planning, and development, fixing of the tariff. Now port can raise loan from a Foreign Country.
Adjudicatory Board It has been proposed to be created to carry out the residual function of the erstwhile TAMP for Major Ports, to look into disputes between ports and PPP concessionaires, to review stressed PPP projects and suggest measures to review stressed PPP projects.
Master Plan of Development There are short term development plan (10-15 Years) and master plan (50 years) in the port sector. Now the Board of each Major Port shall be entitled to create a specific master plan of its port.
Corporate Social Responsibility This is a new provision introduced in law. There is always an issue of rehabilitation of project affected families. This corporate fund will be utilized for the skills development of local people.

The Final eOoC copy of BoE and eGatepass copy will be e-mailed to the concerned Customs Broker and/or importer, if registered, once the Out of Charge is granted. The eGatepass copy will be used by the Gate Officer or the Custodian to allow the physical exit of imported goods from the Customs area, Sinha wrote in the circular issued to all Principal Chief Commissioners of Customs. Currently, physical signing of the Final OoC copy of BoE is insisted upon at Customs locations. This necessitates the importer/Customs Broker to take a paper printout from the Service Centre to be produced before the Customs officer. It has now been decided to do away with the paper printout of the Final OoC
copy of BoE. Instead, the DG Systems will enable a functionality to immediately e-mail the PDF version of the Final eOoC copy of BoE generated after OoC to the Customs Broker and/or the importer, if registered. The PDF version will bear a digitally signed and encrypted QR code, which can be scanned to verify the authenticity of the document using a mobile app ICETRAK. The QR code is tamper proof, which is digitally signed by CBIC to ensure the authenticity. Key details such as the BoE number and date, duty, package details are available in the secured QR Code. A version number is also embedded in the QR code which can be used to ascertain whether the document is the latest version (in case of reassessment etc). The same would be verifiable at ICEGATE Enquiry. eGatepass Currently, the physically signed Final OoC copy of BoE is verified both by the Gate officer (Customs) as well as the Custodian before allowing the actual movement of imported goods out of the Customs premises. This physical printout is now being replaced by the PDF eGatepass generated and electronically communicated to the importer/Customs Brokers. The eGatepass will contain only the details referred to by the Custodian or the Gate officer to allow actual
movement of goods — like details of Import General Manifest (IGM)/Bill of Lading, containers, packages etc. There will be two types of QR codes: one, for entire eGatepass document, and two, for each container/package covered under the Gatepass. This will ensure that only those containers/package move out which are covered under the Gatepass document. The electronic data interchange (EDI) OoC message will continue to be sent to the Custodians who are registered on ICEGATE. Since all the Custodians are not connected to ICEGATE, the EDI OoC message is not being transmitted electronically to such Custodians. The CBIC has advised all its field officers to ensure registration of all such Custodians in ICEGATE as per the advisory of DG Systems so that the potential benefits of the new measures could be reaped across the entire Customs ecosystem. “The electronic communication of the Final eOoC copy of BoE and eGatepass copy is expected to bring immense benefits in terms of time and cost of compliance and reduction in interface for the trade, while providing enhanced security features for verification of authenticity and validity of the electronic documents,” Sinha said.

goods, including petroleum products and LPG, food products, medical supplies. 5] Movement of all trucks and other goods/ carrier vehicles with two drivers and one helper subject to the driver carrying a valid driving license; an empty truck/ vehicle will be allowed to ply after the delivery of goods, or for pick up of goods.
6] Movement of staff and contractual labour for operations of railways, airports/ air carriers, seaports/ ships/ vessels, landports and ICDs is allowed on passes being issued by the local authority on the basis of authorizations issued by the respective designated authority of the railways, airports, seaports, landports and ICDs.
No demurrage, wharfage, stacking, stabling, detention, ground usage charges till May 3: Indian Railways NEW DELHI: Indian Railways recently said that it will not charge any demurrage, wharfage, stacking, stabling, detention and ground usage charges till May 3 for those using its freight services in view of the extension of the lockdown period. These charges were previously waived off till April 14. Prime Minister Narendra Modi recently announced that the lockdown across the country will be extended till May 3 to fight the coronavirus pandemic, saying the measure has produced a significant outcome in containing the infection. These charges were already waived off by the ministry during the period
when the 21 day lockdown was in force. Treating the period till May 3 as force majeure — unforseeable circumstances – the railways had waived off the charges. It further said that the competent authority has decided that this period shall be treated under “force majeure and none of the charges for demurrage, wharfage, stacking, stabling, demurrage in case of privately/jointly owned stock, demurrage on parcel traffic, wharfage on parcel traffic, detention charge in case of container traffic and ground usage charge in case of container traffic shall arise for this period.”
Demurrage charges are levied for the detention of any rolling stock after the expiry of free time, if any, allowed for such detention. Wharfage is the charge levied on goods for not removing them from the railway after the expiry of the free time for such removal. The national transporter has been running its freight services non-stop carrying essential commodities across the Country. From April 1 to April 12, to ensure kitchens in homes keep running and farmers keep getting support, railways had transported 36724 wagonsfoodgrain, 861 wagons-sugar, 1753 wagons-salt 606 tanks-edible oil & 14317 wagons-fertilizer.

This is a situation that none of us have confronted before. Large swathes of the country are now at a stand-still. Our own lives have been turned upside down. As you know, the DPT allots the land on 'as is where is basis' which are mostly marshy and undeveloped and the prevailing rate at Kandla is about Rs.950/- per square meter per year as compared to Rs.52-252 prevailing in other Indian Ports. Not only that, the rates fixed by State government for similar land is very negligible. Considering the huge cost involved in setting up a Liquid storage Terminal with a 30 years lease and regular payment of highest lease rent to the Port, the same has become unviable and many parties are now moving to other Ports. Recent examples being NDDB and INEOS Styrolution have closed their terminals in Deendayal Port, while HPCL and BL Agro have surrendered their land parcels to DPT.” “Sir, as you are aware, our members are handling all the import and export liquid cargoes moving into/out of the
Ports on the land allotted by the Port thus contributing to major share of DPT's revenue and also adding to the much needed foreign currency trades for our country. Highlighting the impact on India's exports, the Hon'ble Prime Minister has recently asked the Ministries to submit actionable suggestions on boosting manufacturing and exports and ensure that new sectors and countries are added in India's export markets. Thus in order to enable the Liquid Storage Tank operators to survive in this difficult time, we are seeking the financial help from Deendayal Port viz. waiver of Lease Rent and Way Leave Charges for the year 2020-21 and also defer the instalments of lease rent and way leave charges payable for the prior period by 6 months without charging any interest.” “Further, it is also requested that our earlier representation detailing various problems faced by the lessees, particularly with regard to reduction of Lease Rent and Transfer fees, renewal of expired leases, etc. may be considered for expedited resolution. The RUSHABH SEALINK, a Mumbai based Reliable, Diverse and Proficient partner for all the logistics requirement has once again proved to be a crucial link in providing the relief material to the neediest people during the lock down period owing to the outbreak of COVID 19 that has created havoc not only in India but also in the most developed nations across the globe. Mr. Manoj Kotak, Member of Parliament – Mumbai North East region and Advocate Mr. Ashish Shelar, MLA from Bandra, Mr. Haji Harfat Shaikh, Chairman Maharashtra State Minorities Commission, were
present during the distribution of these Food Grains Kits. It is noteworthy to add here as well that other Saints from BAPS / Jain Mandir / Rakesh Bhai Zaveri had also send their blessings for this relief cause. The Food Grain Kits comprised 5 Kgs of Atta, 3 Kgs of Rice, 2 Kgs of Dal, 1 Kg of Sugar, 1 Kg Salt and I Litre of Oil.
Evergreen strikes Reefer deal with Maersk Container Industry TA I WA N : Evergreen Marine Corp. has selected Star Cool as the approved machine for its reefer operations. This decision follows a series of trials that lasted for most of 2019. Evergreen’s initial order is for 1,800 Star Cool reefers from Maersk Container Industry (MCI), scheduled for delivery during the second quarter of 2020. The Taiwanese shipping company ran live trials of several reefer machines, evaluating the performance of the individual
reefers, cargo care and service support. “These and other important total costs of ownership parameters resulted in Evergreen placing their first Star Cool order and entering into a long-term relationship with MCI, according to a statement. Evergreen commented: “When we began the process of selecting a new brand for our reefer fleet, we were looking for the ability to offer our customers the most reliable service as well as the documented lowest carbon footprint, which made Star Cool a clear choice.”
CEVA Logistics and Mondadori Group renew logistics partnership for a further five years • New long-term contract for CEVA Logistics with the leading Italian publishing house • CEVA, a major player in Italian logistics MILAN: CEVA Logistics has further extended its market-leading position as a book logistics provider in Italy through the renewal of its contract with Mondadori Group, the pre-eminent Italian publishing house for books and magazines. Five years extension of existing partnership The new contract between Mondadori Group and CEVA Logistics extends a partnership begun in May 2017, for further five years. Logistics activities under CEVA’s management will be concentrated between Stradella 4 and Verona.
CEVA will be in charge of distributing around 65 million items per year on behalf of Mondadori and move around 340,000 different titles. Exceptional teamwork and common goal Christophe Boustouller, CEVA Logistics Managing Director Italy, says: "We are very proud to have achieved the renewal of Mondadori contract and would like to thank Ernesto Mauri, CEO of Mondadori Group, for this operation. “This is a concrete proof that CEVA, is a major player in Italian logistics” he adds.
