COVID-19: the CMA CGM Group builds a logistical bridge to supply France with urgent medical equipment MARSEILLE: The CMA CGM Group and its subsidiary CEVA Logistics are mobilizing their expertise and logistical resources to respond to the national emergency • CEVA Logistics delivered 20 million masks as well as medical supplies to France on Sunday, April 12th • CMA CGM is preparing a maritime bridge to ensure that France is supplied with medical equipment Thanks to its control of the entire transportation chain, the CMA CGM Group and its subsidiary CEVA Logistics are building a logistical bridge between China and France. The first two shipments of masks and medical supplies arrive in France on Thursday, April 9th and Friday, April 10th. A 600 m3 plane fully chartered by the Group wasl followed on Sunday, April 12th. The CMA CGM Group pursues its commitment to supply France with medical equipment CEVA Logistics will now charter two flights every week to fight the COVID-19 pandemic in France. The masks and medical supplies transported by the Group will be distributed to hospitals, nursing homes, local authorities and businesses, particularly in retail. Present in over 160 countries, the CMA CGM Group is also taking action around the world. In particular, CEVA Logistics is contributing to the logistical bridge arranged from China to the United States and to Latin America. Wan Hai and Evergreen to swap Kaohsiung Terminals TA I WA N : I n t r a - A s i a operator Wan Hai Lines is set to take over the lease and operations of the No. 5 t e r m i n a l i n Ta i w a n’ s Kaohsiung port, swapping places with fellow Taiwanese operator Evergreen Marine Corporation, which is moving to the No. 7 terminal from 2022. Taiwan International Ports Corporation (TIPC), the government-owned company that runs Taiwan’s ports, announced that Wan Hai will take over from Evergreen in operating Kaohsiung’s terminal 5, which has three berths. Kaohsiung is Taiwan’s busiest container port. Wan Hai said that with the company having more berths and container yards at its disposal, the company expects to transport more containers through Kaohsiung. Currently, Wan Hai ships around 1 million TEU through Kaohsiung, and this could go up to 1.8 million TEU when it takes over the terminal 5.
TIPC’s deputy general manager, Chen Shao-liang, said that the first phase (two and half berths) of the five-berth No. 7 terminal is on track for completion in 2022, with the other berths to be completed in 2023. Thereafter, Evergreen will move its Kaohsiung container handling from the terminal 5 to the new facility. Evergreen Marine is taking more large container ships into its fleet, with deliveries of two 24,000TEU vessels and twentyeight 12,000TEU ships from 2020 to 2021. Moving its container handling activities to Kaohsiung’s terminal 7 is in line with the company’s strategy to operate more large vessels. Chen said that Wan Hai, which has operated a dedicated terminal in Kaohsiung since 1987, currently operates Kaohsiung’s No. 2 terminal, which has two berths and a yard area of 21 hectares. In comparison, the three-berth No. 5 terminal has a 41-hectare yard area. Chen added that TIPC is examining how Kaohsiung port can be reconfigured to improve its operations.

Coordinated response required among Carriers for vessel deployment: Drewry Contd. from Pg. 3 China is nearing full production activity, but its position as the factory of the world won’t mean much if its trading partners are not making purchases while in lock-down. Production outside China is also starting to be hit. It is too early to say precisely how COVID-19 will impact the container shipping world and how it will measure against the container market’s nadir of 2009 due to the uncertainty surrounding the virus. That will only become possible when these key questions can be answered: • Will the virus spread with the same force in every geographical region? • When will the virus be contained so that normal social and economic activity can be resumed? • Will government rescue measures be sufficient to prevent a permanent scarring of the global economy? Regrettably, Drewry has no special insight into these questions that have thus far eluded experts in the fields of epidemiology and economics. Instead, the approach taken in the Container Forecaster report was to outline three potential scenarios and their implications for the market. We know that our forecasts won’t be perfect, but in outlying the broad trends it is hoped that it will help all stakeholders prepare as best they can. The main difference between our three scenarios is the timing of the recovery. If China is a reliable guide, countries can expect that containment will take a minimum of three months, although because different regions are on different curves and there is a lack of uniformity in containment methods, it seems that China’s example is a bestcase that few, if any, will replicate. For our base-case scenario we have taken the view that global containment will not be achieved for at least six months. While the direct public health impact might vary from region to region, in our view all countries will suffer economic hardship as a consequence of COVID-19. Countries with relatively few cases will still experience a fall in container handling due to the interconnected nature of world trade. A finished goods shipment from China to the US, for example, is only possible because of numerous other prior movements of primary and intermediate inputs from elsewhere in the world. The only thing that is certain is that 2020 will be volatile from a supply-demand
perspective. Ocean carriers’ finely tuned skills in the art of capacity management are going to be sorely tested in the coming months. It is their daunting task to judge how much containership capacity is needed during the demand pullback, and also to be ready to service the market when the recovery begins, whenever that may be. M a k i n g t h e t a s k e v e n h a r d e r, competition laws mean that carriers have long been forbidden to discuss collective capacity actions. Drewry can see a case for relaxing these laws during exceptional ‘Black Swan’ events such as COVID-19. While the intention of such rules in more normal times is to prevent unfair pricing for cargo owners, in these more chaotic days the consequence of leaving capacity decisions to individual lines to plot for themselves could be a haphazard result with either too much or too little capacity available at critical times. In our baseline demand scenario that foresees a demand collapse in the first nine months and recovery from 4Q20, we have assumed that carriers will have to be even more pro-active on the supply-side. Even so, Drewry’s global supply-demand index (not adjusted for idle fleet and where a reading below 100 represents over-supply and ab o ve 1 0 0 e q uals under-supply) is forecast to fall to its lowest ever mark this year at just 85.8 (annual average). Not doing anything on supply is simply not an option this year. It is worth looking back to 2009 when the container market suffered its first ever demand contraction to see how carriers responded. Carriers’ sur vival tactics back then involved suspending around 40 East-West services, leading to around 10% of the fleet being laid up, slow-steaming to absorb capacity and re-routing some Asia-Europe voyages via the Cape of Good Hope to save on canal fees. The combined measures meant that after a slow start by around mid-2009 carriers had so effectively reduced the amount of available capacity that there were actually space shortages, which drew considerable ire from shippers at the time. The ‘real world’ impact was reflected in Drewry’s idle-fleet adjusted supplydemand index, which averaged 97.9 for the year, some nine full points above the standard unadjusted index (88.7). Drewry expects to see a slightly smaller differential between the two indices in 2020; with the idle fleet adjusted index projected to end the year
around 6 points above the unadjusted benchmark at 91.6. One reason we don’t think the adjusted index will scale the same heights of 2009 is that it is starting from a much weaker position. In 2008 the industry was in rare perfect balance with a standard global supply-demand index reading of 100.1, making it ‘easier’ to cut the supply cloth accordingly. That is not the situation today. The unadjusted index has barely broken past the 90 point mark in the past decade, struggling with sub-90 points reading in the past two years. The idle fleet is already close to the ratio it was in 2009; squeezing more capacity out of the system will be more challenging than a decade ago. Void sailing notices from carriers for April are coming in thick and fast and while rapidly decreasing fuel costs might tempt carriers to persist with this tactic as the primary defence for a little while longer, the need to preserve cash will soon force lines to suspend loops and park ships up. Recommendations to stakeholders Carriers should prepare action plans for supply-side retrenchment across a wide range of demand scenarios in order to maintain an acceptable supply-demand balance. All service plans should be well communicated to customers with as much advance warning as possible in order to maintain business relations when the recovery arrives. To mitigate the elevated risk of operating losses, lines should consider offhiring chartered tonnage wherever possible and laying up owned units to preserve cash in the event of a prolonged demand downturn. Cargo owners should expect significant service disruptions this year with more blank sailings and ver y probably a number of service suspensions. Shippers should consider adding a few “backup carriers” to their list of vendors if their primary ser vice providers ration capacity or stop loops. Despite the unexpected reduction in fuel costs, shippers prioritising transit times need to watch out for slower service speeds as some carriers may be tempted to extend round voyages to absorb capacity. Drewry’s view Without any coordinated response, carriers will not always get it right when it comes to vessel deployment. Communication and understanding will be essential to keep the supply chain rolling as smoothly as possible.
MHA is urged to put MOC’s recommendations into operation immediately: Sharad Kumar Saraf, President, FIEO N E W D E L H I : We l c o m i n g t h e recommendation of the Ministr y of Commerce & Industry for further expansion of the list of economic activities, which should be opened during the extended lockdown beyond 14th April, 2020, Mr Sharad Kumar Saraf, President, FIEO said that the list of industries have been carefully chosen to help in slowly bringing the economy on track. Mr Saraf said that opening of all export industries, large as well as MSMEs including
SEZs and EOUs, will help the exporters to execute whatever little orders remain with them after huge cancellations in the last two months. This will also send the right signal to overseas buyers that the situation is fast normalizing in India encouraging them to further place orders on us. He said that free movement of vehicles and manpower required for such activities is the most pragmatic one and so is operationalization of transportation throughout the length and breadth of the
country. Mr Saraf assured the Government that industry will adhere to sanitization and social distancing norms for the health and safety of workers, who are our invaluable assets. President FIEO requested that the Ministry of Home Affairs should immediately issue the order to put the recommendation into practice which will be a savior of the economy while simultaneously helping the industry as well as workers.

(ii) In respect of those Advance Authorizations and EPCG Authorizations wherein the import validity period has either expired or is expiring between 1st February, 2020 to 31st July, 2020, the import validity period has been extended for further six months from the date of expiry. (iii) In respect of those EPCG Authorizations wherein Block period to fulfill the Block-wise export obligation has either expired or is expiring b e t w e e n 1 s t Fe b r u a r y, 2 0 2 0 t o 31st July, 2020, the Block period has been extended for further six months from the date of expiry. (iv) In respect of those EPCG Authorizations wherein the time period to produce the Installation Certificate before the RA concerned has either expired or is expiring between 1st February, 2020 to 31st July, 2020, the time period has been extended for further six months from the date of expiry. 3. Extension of validity of Registration cum Membership Certificate (RCMC) beyond 31st March, 2020: It has been decided that Regional Authorities (RAs) of DGFT will not insist on valid RCMC (in cases where the same has expired on or before 31 March, 2020) from the applicants for any incentive/authorizations till 30 September, 2020. 4. Service Exports from India Scheme (SEIS): The last date for filing annual claims under SEIS is 12 months from the end of relevant financial year of the claim period, which is expiring for 2018-19 claims on 31st March, 2020, has been extended to 31st December, 2020. 5. Merchandise Exports from India Scheme (MEIS): The last date for filing MEIS claims is 1 year from the Let Export Order (LEO) date of each Shipping Bill, and another 2 years beyond that with imposition of a late cut. The last date of filing MEIS claims without late cut for all Shipping Bills for which the initial one-year period expired / will be expiring on or after 1 s t Fe b 2 0 2 0 a n d o n o r b e f o r e 31st May 2020, has been extended by 3 months beyond the expiry date of the initial one-year period. 6. Rebate of State and Central Taxes and Levies (RoSCTL): The last date for filing RoSCTL claims for export shipments between 7 March to 31 December, 2019 of 30th June, 2020, has been extended to 31st December 2020. 7. Status Holder: The validity period of all Status Certificates issued under FTP 2015-20 to an IEC holder has been extended up to 31st March, 2021. 8. Remissions under provisions of Hand Book of Procedure (HBP) i. Under para 4.12 (vi) of the Handbook of Procedure (HBP), validity
date of norms ratified is limited to 31.3.2020 or three years whichever is later. This has been relaxed to be coterminus with extended date of foreign trade policy / 3 years whichever is later. ii. Under para 4.41 (a) of HBP, Validity of Advance Authorizations for imports is capped at 12 months. Now the validity period of the Authorization for imports stands automatically extended by six months for Authorizations where import validity is expiring after 01 Feb 2020. The option to avail further validity extensions under para 4.41(c) shall be available. iii. Under para 4.42 (a) & (c) of HBP, Export Obligation (EO) period allowed under Advance Authorization Scheme is 18 and 24 months respectively. The EO period under this para now stands automatically extended by 6 months for Authorizations expiring after 0 1 Fe b 2 0 2 0 . O p t i o n f o r f u r t h e r extensions as per HBP 4.42 (e) and (f) shall remain available after this period is over. iv. Under para 4.42 (d) of HBP, items under 4J get EO extension equal to half of the initially allowed period of EO. Now the EO period for items falling under appendix 4J stands automatically extended for a further period of six months for Authorizations expiring after 01 February 2020. v. Under para 4.80 (C) (D) (E) of HBP, the period allowed for exhibition exports are restricted to 60/90/120/45/365 days (depending on conditions mentioned) for replenishment of inputs of precious metals used. All durations mentioned under the given paras of HBP now stand extended by six months in addition to allowed durations for cases expiring after 01 February 2020. vi. Under para 4.82 (c) and (d), 4.83(b), 4.84(c) of HBP, replenishment scheme / outright purchase / loan basis period allowed for exports realisation is capped at 90, 180 days or credit terms, 120 days and 150 days etc. All durations mentioned under the given paras of HBP now stand extended by six months in addition to allowed durations for cases expiring after 01 February 2020. vii. Under para 4.85(b) and (c) of HBP, EO period under Advance Authorisation for Gems & Jewelry allowed at 120 and 90 days respectively. All EO periods now stand extended by six months for cases falling under these paras which expire after 01 February 2020. In addition, following changes are also implemented based on feedback, representation and inputs from other departments in light of COVID-19: a. Extension in replenishment scheme for G&J under Para 4.59(e) also extended by 6 months. b. Extension of 6 months under Para 4.75Š and para 4.77(c) for Diamond
exports and exports against supply by foreign buyer for G&J Sector. c. As approved by Department of Revenue, Exemption of IGST and Compensation Cess under Advance Authorisation, EPCG Scheme and EOUs till 31.03.2021 has been notified. 9. Chapter 6 of Hand Book of Procedures (HBP)-EOU / EHTP / STP / BTP i. Under para 6.01(b)(ii) of HBP, any LOP/LOI issued under the FTP has an initial validity period of 2 years. Such validity may be extended by the competent authority. Now All such LOPs/LOIs whose original or extended validity expires on or after 1st March 2020, would be deemed to be valid up to 31st December, 2020. ii. Under Para 6.06 (c): Special provisions have been laid down allowing a shorter period of export obligations in case of some sensitive products. In such cases where ever the export obligation period expires during 1st March, 2020 to 30th June, 2020, the same has been extended up to 30th of September, 2020 10. Chapter 7 of Hand Book of Procedures (HBP)-Deemed Exports: U n d e r p a r a 7 . 0 5 ( a ) o f H B P, a n application for refund of TED / Drawback may be filed within 12 months from the date of realization / supply. Now in all such cases where the above dates fall on or after 1st March, 2020, the date of filing of applications for refund of TED/Drawback will now be deemed to be extended up to 30th September, 2020. 11. Chapter 7A of Hand Book of Procedures (HBP)- Transport and Marketing Assistance (TMA) Scheme: As per para 7A.01(d) of HBP, an application for claim of TMA may be filed within one year from the date of quarter ending. Now application for refund of such claims for the ending 31st March, 2019 and 30th June, 2019 may be filed up to 30th September, 2020. 12. Chapter 9 of Hand Book of Procedures (HBP)- Miscellaneous Matters : As per Para 9.02 of HBP, provisions of late cut have been laid down wherever any application is received after expiry of last date for submission of such application. Now last date of submission of application for the purpose of late cut would be taken to be extended as per the extension given above for the regular application. B. FACILITATION FOR SPECIAL ECONOMIC ZONE (SEZ) UNITS i. In respect of SEZ Developers/Co - developers/ Units relaxations have been allowed on following compliances: a. Govt provides Relaxations of various Compliance Deadlines to address Corona Pandemic related hardships to Exporters Contd. from Pg. 17 c. Filing of Annual Performance Reports (APR) by SEZ units ii. Development Commissioners have been directed to facilitate all extensions of Letter of Approvals (LoAs) and other compliances through electronic mode in a time-bound manner. In the cases where it is not possible to grant extension through electronic mode or in cases where a physical meeting is required, Development Commissioners shall ensure that the Developer / Co-developer / Units do not face any hardship due to such expiry of validity during this period of disruption, and ad hoc interim extension / deferment of the expiry date may be granted without prejudice till 30.06.2020 or further instructions of the Department on the m a t t e r, w h i c h e v e r i s e a r l i e r. Such extensions will cover following type of cases: a. Developers/co developers who are in the process of developing and operationalizing the SEZS b. Units which are likely to complete their 5 year block for NFE assessment c. Units which are yet to commence operations iii. Similarly, in case of expiry of LOPs of Export Oriented Units (EOU)s also, DCs have been directed to ensure that there is no hardship to EOUs during the lockdown period and if possible, all extension of LOPs may be facilitated through electronic mode in time bound manner. Where it is not possible to grant extension through electronic mode or such cases where physical meeting is required, in such cases expiry of validity of EOUs may be deferred suitably till 30th June, 2020. Such extensions will cover following type of cases: a. Letter of Permission (LoP) of existing EOUs whose five period for calculation of NFE is completed during the lockdown period. b. LoP of EOUs whose validity is expiring during the lockdown period. iv. Along with IT/ITES Units, Non IT/ITES Units in SEZs have also been allowed to take desktop/laptop outside SEZs for work from home. . v. Power has been delegated to Development Commissioners for broadbanding in case of manufacturing of essential items like masks, sanitizer, gowns and other protective preventive products/instruments subject to post-facto ratification by UAC. vi. All DCs have been sensitized to adopt electronic working culture and to extend support to the units involved in manufacturing of drugs, essential items etc and to follow COVID guidelines. vii. Department, in coordination with Development Commissioners is monitoring the situation on a daily basis. As on date, 403 units, engaged in manufacture of essential supplies like drugs, pharmaceuticals, medical supplies, etc. are functioning. In addition to this, 2055 units engaged in IT/ITES and other sectors have been allowed to workfrom-home.
C. FACILITATION BY ECGC: i. Time for filing returns like declarations, extension applications, report of default etc., under the insurance covers that are due in March and April, extended up to May 31, 2020. ii. Time for filing claim/ replies due during this period extended up to 30th June, 2020. iii. Waiver of credit limit application fee till 30th June, 2020. iv. Reduction in policy proposal processing fee by 50% for policies due for renewal / issue from 1st March till 30th June, 2020. v. Discretion to exporters to extend due date for payment by buyers for shipments accepted earlier. vi. Discretion to decide about shipments (i.e. resale / reimport / or abandon) that reached destination but not cleared by overseas buyers due to lockdown in the destination countries. vii. Claim eligibility period under insurance cover reduced from the present 4 months period to 1 month. D . FA C I L I TAT I O N B Y A G R I EXPORTERS BY AGRICULTURAL & PROCESSED PRODUCTS EXPORT DEVELOPMENT AUTHORITY (APEDA): i. Fo r f a c i l i t a t i n g e x p o r t e r s , APEDA extended the validity of RCMC, Recognition/Registration of packhouses, groundnut processing unit, Meat plants, wherever expiring up to 30th April, 2020. ii. Advisory has been issued for providing additional one month validity of certificate as a one-time measure for exporters of Organic products. iii. An advisory was issued on 28/03/2020 to all the laboratories authorized in HortiNet / GrapeNet as well as those for APEDA scheduled products, which carry out sampling and analysis of fresh fruits and vegetables, to bring any impediment related to movement of samplers and laboratory staff to the notice of APEDA and the local Authorities for quick resolution. iv. APEDA Certification Bodies have been advised to extend the validity of organic certificates. This will enable the farmer to continue with certification without losing organic status. v. Provision has also been made for interim extension of certificates of food processors and exporters whose physical inspection could not be conducted. vi. With the inter vention of APEDA, few packing units in Navi Mumbai were able to get the permission to resume operations for production of essential packaging material for supplies. E. FACILITATION BY THE TOBACCO BOARD: The last date for submission of monthly returns by various traders for the month of February is 15thMarch. The last date for submission of returns for the month of March is 15thApril. Tobacco Board has extended these dates up to 30thApril 2020. Tobacco board in consultation with State Govt. and other stakeholders has planned t o s t a r t a u c t i o n i n g o f To b a c c o w.e.f.15th April, 2020 in order to prevent loss of the Tobacco Crop.
F. FACILITATION BY THE MARINE PRODUCTS EXPORT DEVELOPMENT AUTHORITY (MPEDA) : MPEDA has started issuing most of the Certificates for exports online i.e. DS 2301 certificates for the USA market w.e.f.1st April 2020. This is an essential certificate for the export of shrimp to USA. By making it online, the physical movements for the exporters have reduced. Another Certificate (Asia -Pacific Trade Agreement (APTA) also has been made online after the lock down was introduced. G . M E A S U R E S TA K E N BY DEPARTMENT TO FACILITATE PREFERENTIAL EXPORTS IN THE COVID-19 PANDEMIC I. In the wake of the lockdown, the agencies authorized to issue the certificates of origin for India’s preferential exports under the free trade a g r e e m e n t ( F TA s ) a r e e i t h e r n o t functional or are operating with a skeletal staff. In the light of this, Department of Commerce had included some specific FTAs on this digital platform which had facilitated online application by exporters for these certificates. Trade Notice 1 dated 7.4.2020 has added India’s main FTAs namely those with A SEAN, Japan, SAARC c o u n t r i e s a n d A s i a Pa c i f i c Tr a d e Agreement (APTA) onto this digital platform. A related Trade Notice 62 dated 6.4.2020 has asked the agencies to issue the digitally signed certificates to the exporters on this platform as also keep a uniform fee for certificates even if they a r e i s s u e d r e t r o s p e c t i v e l y. The platform issues digitally signed certificates and we have been successful in getting the trading partners to accept these digitally signed certificates. This would ensure that our preferential exports are facilitated even during this lockdown period. ii. Most of the exporters to the European Union (EU) avail of the EU Generalised System of Preferences (GSP) Scheme wherein they get tariff preferences on exports. While the EU GSP is on a self certification basis, the exporters have to apply to the prescribed agencies in India for getting a REX ( r e g i s t e r e d e x p o r t e r ) n u m b e r. In view of the closure of the offices of these agencies, Trade Notice 61 dated 2.4.2020 has prescribed the acceptance of scanned documents for getting the REX number so that the exporter has no physical interface with the agencies. This would ensure that exporters to EU under the EU GSP who have not got the REX number can apply electronically to the agencies (also known as Local Administrators for registration) H . FA C I L I T A T I O N B Y T H E DIRECTOR GENERAL TRADE REMEDIES (DGTR) Submission of documents in the Trade remedies investigation process has been done online or through digital transmission without having to submit physical copies. This has been enabled for both new investigations and ongoing investigations. Also the hearings and consultations are being carried out through Video conferencing.

India to use Chabahar Port for shipment to Afghanistan KABUL: An Indian ship on 12th April began its journey to Iran’s Chabahar port, carrying a major consignment for Afghanistan of wheat and anti-malarial drug hydroxychloroquine, which is being used in the fight against the COVID19 pandemic. “251 containers carrying the first consignment of 5,022 MT of wheat out
of a total gift of 75,000 MT from India to Afghanistan set sail from the Deendayal Port to the Chabahar Port. The remaining consignments will follow in the weeks ahead. India is gifting 5,00,000 tablets of HydroxyChloroquine to Afghanistan for health professionals and COVID-19 positive cases,” the Embassy of India in Kabul said in a post on social media.
The initiative comes a month after Prime Minister Narendra Modi held a video-conference with South Asian leaders, including Afghan President Ashraf Ghani, leading to the integration of Afghanistan in India’s regional strategy for the containment of the disease through the SAARC COVID-19 Emergency Fund.
Idle Containership fleet set to hit 3 mn TEU - Alphaliner LONDON: The idle containership fleet is expected to breach the 3 mn TEU mark as lines blank more sailings and withdraw services according to analyst Alphaliner. In its weekly newsletter Alphaliner said that with more than 250 scheduled sailings being withdrawn by container lines in Q2 due to the COVID -19 pandemic hitting demand the inactive fleet would surge past the 3 mn TEU
mark surpassing a previous high of 2.46 mn TEU in early March. “No market segment will be spared, with capacity cuts announced across almost all key routes. Apart from the Asia - Europe, Asia - North America and Transatlantic routes, carriers have also implemented capacity reductions in South America, the Middle East, the Indian Subcontinent, Africa, and Oceania,” Alphaliner said.
“While the larger ships will be cascaded to replace smaller units on the remaining strings, carriers will be forced to idle a large part of their operated tonnage. This will affect all size segments in the coming weeks.” Nearly a third of the inactive fleet is in yards for scrubber retrofits with Alphaliner saying 1.02 mn TEU of capacity is in yards for such installations at present.
Covid-19 impact: No import duty on ventilators, masks, other key medical equipment for six months NEW DELHI: The Finance Ministry has exempted ventilators, mask and other key medical equipment from import duty for six months. "In the context of Covid-19 situation, considering the immediate requirement of ventilators and other
items, the Central Government has granted exemption from Basic Customs Duty and Health cess, on the import of ventilators, face masks, surgical masks, Personal Protection equipment (PPE) and Covid-19 test kits," a statement issued by the
Finance Ministry said. This will also be applicable for inputs that are necessary to manufacture the these items. The exemption will be applicable with immediate effect. It will be implemented till September 30.
Railway starts Special trains for transporting perishable food items NEW DELHI: The Government recently said that Indian Railways is running special trains to transport perishable food items and seeds across the countr y for ensuring availability of these products during the lockdown. "Indian Railways has identified 67 routes (134 trains) for Parcel Special Trains since the start of the lockdown for perishable commodities including fruits, vegetables, milk and dairy products and seeds for agriculture purpose," the agriculture ministry said in a statement.
Till 1il, 62 routes have been notified and 171 time-tabled trains are being run on these routes. The special trains have been planned to connect all the major cities of the Country. Transport Ministry meets Truckers to resolve issues NEW DELHI: The Transport Ministry held a review meeting with Trucker Associations in the country recently to take stock of problems faced in moving goods across the country during the lockdown. Transport minister Nitin Gadkari had asked officers earlier this week to reach out to truckers. India has been under a nationwide lockdown since March 25 to
curb the spread of the Covid-19 outbreak. “We wanted to understand their concerns and are working to see that their movement is facilitated,” a transport ministry official said recently. Transport associations have demanded that the government should help build confidence among drivers to come back to work and ensure this through publicity in
the media, said a person present at the meeting. Meanwhile, truck associations have also demanded that the government should extend Rs 25-50 lakh insurance to drivers affected by Covid-19. “We have received an in-principle approval from the Government and we are expecting an announcement on the same any time now,” the person said.
Asia-to-US Containers plunge in March NEW YORK: The volume of containerized shipments exported to the United States from 10 major countries and regions in Asia plunged 16.6% year on year to 926,673 TEU in March, as those from China decreased notably due to the novel coronavir us (COVID -19) pandemic, according to American research company
Descartes Datamyne. In the first three months (January-March), a total of 3,489,831 TEU were moved on the route, down 8.3%. In contrast, those from Taiwan were brisk, improving 7.7% to 86,614 TEU. Ranked fourth were exports from Vietnam, which surged 46.1% to 84,675 TEU, enjoying a yearon-year increase for 16 months in a row,
followed by Singapore’s 58,192 TEU, up 0.9% on year. The sixth-largest source was India, which exported 43,737 TEU, up 6.1%, achieving year-on-year growth for the 23rd consecutive month. Containers from Japan nearly remained unchanged, hiking a minute 0.4% to 41,896 TEU.

DP World implements measures against COVID-19 to protect workers, ensure flow of essential trade DUBAI: The UAE-based port o p e r a t o r D P Wo r l d h a s implemented an action plan to secure the health and safety of its people and services across all the company’s business, logistics and supply chain assets in order to keep essential trade flowing amid the global pandemic. As explained, the “comprehensive and inclusive measures” are being rigorously applied in close consultation with ports and health authorities to contain and prevent the spread of the coronavirus. Many port and free zone operations, such as remotely operated quay cranes and automated gantry cranes and gates, are inherently resilient thanks to their investment in technology, according to DP World. At the flagship hub of Jebel Ali Port and Jebel Ali Free Zone (Jafza), the focus is on securing the integrity and efficiency of the movement of vital supplies like food items, medicine and medical equipment required by the UAE and Dubai Health Authority (DHA) to contain the infection. DP World, UAE Region teams are now working on further improving the operational resilience with initiatives such as segregating workforces, increasing cleaning and disinfection, providing transportation to get employees to work through lockdowns, and arranging accommodation for employees near their place of work. As the region’s busiest trade enabler, DP World, UAE Region said it has ensured continuity of services by encouraging most of its employees to work from home and installed thermal cameras at all operational buildings, entrances and gates to identify the body temperatures of individuals to facilitate the isolation of suspected COVID-19 cases. “Our people are our most valuable assets and we put their safety and health as our top priority. The measures we’ve activated are focused on timely actions to prevent the spread of COVID-19 infection,” Mohammed Al Muallem, CEO and Managing Director, DP World, UAE Region and CEO of Jafza, commented. “Our containment programme adheres strictly to the requirements of the UAE Government, Dubai Health Authority and the World Health Organization. We’ve sent out a clear message that social distancing is a critical demand and not an option for our community to remain safe.”
“As a frontline economic growth engine, DP World, UAE Region and its businesses are currently operating under the UAE’s coronavirus prevention & response plan along with business continuity plans that are customised for each operating entity. We have taken every measure we can to keep trade flowing because our nation needs the goods we are moving, such as food and medical supplies, to face the crisis,” he added. “We’re working closely with all our stakeholders, especially companies in Jafza that provide essential services, to spread the awareness that preventive actions by individuals are as important as those taken by organisations. This is a time for collective action and we at DP World, UAE Region remain commit-ted to playing our role in the UAE’s drive against COVID-19.” All COVID-19-related essentials such as identification of symptoms, emergency numbers, awareness and instructions are conveyed through desktop displays, emails, text messages, notices and flyers. As an added precaution, all fingerprint scanners have been deactivated to prevent accidental COVID-19 contamination by users. Social distancing is ensured during shift change, including on buses transporting staff. What is more, complete management of disinfection and sanitisation has been implemented for all equipment, vehicles, offices and other physical assets throughout Jebel Ali Port, Jebel Ali Free Zone (Jafza), Mina Rashid, P&O Marinas, Mina Al Hamriya, National Industries Park (NIP), Dubai Auto Zone, Dubai Trade and World Security. All in-house canteens, food courts and restaurants within DP World, UAE Region’s premises are catering to delivery requests only. Isolation rooms have been identified in Jafza camps and all processes and procedures are in line with Dubai Health Authority (DHA) guidelines for dealing with such cases. Ship crews, arriving or departing, are required to pass through thermal cameras, provide health updates and obtain the harbour master ’s approval before boarding or deboarding vessels. Arrangements have been made to provide hospitalisation facilities for crewmembers if required. Trained HSE teams and security personnel are deployed to maintain a close watch on the situation and ensure absolute compliance with the health and safety requirements of Dubai and the UAE, DP World further said.
