A ship namely Mv Moleson carrying 15,000 metric tons rice set off for Cuba on January 16, 2016 from Pakistan. Sources said that despite several requests, Pakistan High Commission in Cuba did not communicate proper details of quarantine protocols of Cuba and after departure of the vessel from Pakistan, it was revealed that quarantine protocols of Cuba were not fulfilled completely. Therefore, in order to avoid a dispute on quarantine issue, TCP with the consultation of federal government diverted the same consignment to Niger. Accordingly, shipping company was advised for supply of 15,000 tons rice consignment to Niger instead of Cuba. s the Niger has no seaport, the ship was berthed at Cotonou seaport of Benin, where discharging was completed in the last week of February and accordingly the commodity was dispatched to Niger. Interestingly, besides flag of Pakistan, a message "Gift from People of Pakistan to the people Cuba", is also clearly written on these bags, being supplied to Niger. A TCP official has confirmed the diversion of destination from Cuba to Niger and said that the shipment had been diverted on the directives of the federal government. "Cuba has not rejected Pakistani rice consignment and we have diverted the ship on the directives of the federal government," the official said. He said that after the rice shipment was sent to Cuba, the federal government suddenly asked the TCP for early supply of rice to Niger as it required the commodity on most urgent basis. Therefore, following the directives of the federal government, the state run grain trader advised the shipping company for supply of some of the consignment to Niger instead of Cuba, he added. "We have fulfilled all the requirements for Cuba and there was no issue of quarantine," TCP official claimed. Sources said that TCP had not yet initiated procumbent of rice for Cuba and now the process would begin after the arrival of two representatives of Cuba's quarantine department. "Basmati rice is expansive commodity compared to Irri-6 and it was decided that only Irri-6 will be supplied to Niger, however with diversion of ship, high quality 5,000 tons basmati rice has been delivered to Niger," they added. Export boost: National Assembly body asks missions abroad to play proactive role March 09, 2016 NAVEED BUTT The National Assembly Standing Committee on Government Assurance emphasised the ambassadors as well as embassies including commercial attachĂŠs at Pakistani missions abroad to play their due role in enhancing export of all commodities, especially rice. The committee met with Muhammad Afzal Khokhar in the chair at the Parliament House Tuesday. he committee discussed the issues relating to new markets for export, removing of obstacle in the expansion of export and corruption free business in public and private sector. The Ministry of Commerce in the meeting showed its expectation that the export of rice, meat and textile goods to Iran would be enhanced with the lifting of the ban. The Committee further directed that the co-ordination may be enhanced among Ministries of Commerce and Food and Agriculture for exporting of rice to Iran. hile briefing the Committee, Secretary Ministry of Commerce Azmat Ali Ranjha said that in the financial year 2014-15, exports of Pakistan, in terms of US dollars, amounted to 23.8 billion against 25.1 billion during the corresponding period of last year. He said that the impediments related to export sector are divided into broadly two categories, endogenous and exogenous. He said that the endogenous factors consist of supply side constraints in which the supply side of export is beset with several challenges, eg, severe shortage of energy supply, poor quality of infrastructure, outdated technology, lack of export culture and weak contract enforcement mechanism. He said that market side issues meant for Pakistan's export market lacks diversification and is concerned only in few regions and countries as 51 percent of exports are confined to six countries/regions like EU, USA, UK and Middle East. The Secretary said that Pakistan has not been able to tap its export potential in the regional market and is facing tariff and non-tariff barriers in markets like Iran and India. He said that similarly trade facilitation at the border is one of important impediment in the export's growth. He said that the issues related to trade facilitation are high international shipping forwarding costs, secondly lack of supply chain management skills, thirdly legislative provisions inconsistent with trade facilitation objectives and high insurance costs due to Pakistan's country risk as well as long dwell time at ports including manual customs procedures. The Secretary of Commerce said that in addition corruption in border agencies, lack of coordination amongst border agencies and inadequate port infrastructure. He said that similarly exogenous factors include shift in the demand from our top importing partner countries, decline in the international price of basic commodities and currency appreciation. In addition, he said that it also includes decrease in the price of major commodities, decline in exports to China and UAE and depreciation of US dollar and Euro against Pak rupee. Therefore, he said that steps are being taken by the government to remove the impediments in export growth and new markets for exports to be explored. The Choice School is in its Silver Jubilee Year and now looks to expand to Thiruvalla and Kozhikode. ―When I came up with the idea of a school that would be different from those around, many people asked me if I was mad. Looking back, I think it was a calling but it was also because I could not find a ‗proper‘ school for two of my children at that time. Not blaming anyone, but the schools I went to lacked in energy, were dimly lit, there were those iron-barred classrooms and generally I felt children were not happy. My children went to one of these schools and this made me more impatient to get on with my dream project. And I decided to start The Choice School.‖ The school, set in a 10-acre campus with an imposing infrastructure has around 2,500 children, 250 staff members, including teachers, helpers and bus drivers. ―We keep adding and evolving with new ideas, facilities, equipment and concepts. For instance, every year we have teachers from abroad, who are paid salaries on a par with American schools, to teach our children poetry and story-telling. And we have 385 students studying free of cost. We provide them everything from uniforms to books.‖ The school in Thiruvalla will become operational from the next academic year. It is already in the news for its innovative design and state-of-the art amenities. ―The design has won a lot of appreciation. It is one of the six buildings in the Education sector nominated for the WAN Awards. The architects are Cetra Ruddy from New York and they have done an amazing job.‖ For JT, the school and the state-of-the-art performance centre, JTPac, are not purely business. ―I have not taken money from the school for even a litre of petrol. It is, like JTPac, a passion, a commitment. The school is my enduring contribution to society. When I die I‘m certain that people will not remember me for anything else but the school—as my other businesses but the man who started The Choice School. JTPac is running on a huge loss. It was envisaged as a venue where Kochiites could experience theatre, dance and music in a world-class ambience. But I think Kochi is still not ready for it. If it was just business I would shut it down or simply make it a part of the school. With Mohanlal as its chairman, we still hope that there will be a change. Despite all our problems, we are still handing out financial assistance to for 20 artistes in various disciplines that runs to around Rs. 1 crore annually. And this will continue.‖ JT was hardly 17 years of age when his father died and he had to take over his seafood business that had almost come to a halt. ―I remember the tears in my mother‘s eyes when she came to see me off to Japan. And there the Japanese refused to discuss business with a kid. Those early years were a struggle.‖ JT began anew on from leased premises and went on to expand the Choice brand. He opened an office in New York, set up India‘s first state-of-the-art shrimp processing plant in Kochi, exported ready-to-eat shrimp for leading US companies, set up a modern seafood processing plant at Nellore, moved into shipping adding many new lines to his fold and his Choice Constructions introduced to Kochi the concept of luxury high-rise living and gated colonies. In 2004 he entered the retail food business launching ‗Tastee Choice‘ across the US. And these meal kits, as they are called, became have turned very popular and are now set to expand to other countries. ―Tastee Choice was first produced from Kochi. The regular red-tape and delays forced me to shut down production here and start anew in Pennsylvania, U.S.A. We used automated robotic technology here with only eight workers and production is running at 100 per cent. Now, we have 24 items under the Tastee Choice brand and the meal kits are literally flying off the supermarket shelves in the US. We will soon be expanding our business to Mexico, Brazil, Argentina and Chile.‖ Perhaps JT‘s only dream that has not taken off soared is the launching of Choice Airlines. A qualified pilot, he made earnest efforts to get this flying, but the project hit air-pockets. ―I have not given up on it. The high costs did put me off but I have begun work and negotiations to set it back are on track. This time I‘m looking at small aircrafts and regional connectivity, say KochiKozhikode three times a day. It will be a sort of competition for the railways. RICE, YELLOW MAIZE, WHEAT PUSH IMPORTS COSTS UP 20% 10/03/2016 03:00:00By Manqoba Makhubu RICE, yellow maize and wheat have pushed import costs up almost 20 percent amounting to E690 million during the 2015/16 financial year as the drought continued to slow down the country’s efforts to ensure that there was enough fresh produce. On average, it was estimated that the output from farmland was less than 20 percent in relation to the expected output. According to the ministry of agriculture Annual Performance Report 2015/16 production from farmers contracted to the National Agricultural Marketing Board (NAMBoard) recorded a national average of about18.6 percent, and smallholder farmers were the hardest hit as they used mainly seasonal and smaller water sources. The value of scheduled products imported into the country amounted to E690 million, flagging an increase of E114 million compared to E576.6 million in 2014. In terms of volumes, 190 192 metric tonnes of produce was imported into the country compared to 167 883 metric tonnes in 2014 showing an increase of 22.3 metric tonnes which was proportionally about 13.2 percent. ―Imported rice increased from 26 373 metric tonnes in 2014 to 27 787 metric tonnes in the year under review. This translates to 8.8 percent increase which could be attributed to consumption trends within the local market,‖ said the report. The report said a total of 53 911 metric tonnes of yellow maize were imported compared to 45 602 metric tonnes in 2014, translating to 18.2 percentage point increase.―In value terms, imported yellow maize recorded E126.8 million compared to E104.3 million in 2014, showing an increase of E22.5 million.Wheat was imported by mainly by two millers, Ngwane Mills, Unifoods Milling and other small independent local bakeries. Imported wheat and wheaten products rose to about 32 484 metric tons with wheat alone reaching rising to 66 percent compared to 2014. Meanwhile, the report said there was a slight decrease of about four percent in fruits and vegetables in 2015.A total of 29 203 metric tons of fruits and vegetables valued at E75.2 million were imported into the country compared to 25 209 metric tons valued E78.1 in 2014. The Cambodia Rice Federation (CRF), which has come under fire from members critical of the direction in which the nation‘s rice industry is being steered, will ask the government to make it mandatory for rice importers to have licences, and ask for its help in facilitating low-interest loans for millers, the federation revealed at a press conference yesterday. Responding to

―We have addressed these two main challenges with the government and want them to take action,‖ CRF president Sok Puthyvuth said. ―We will solve these problems urgently because we don‘t want to be accused of being all talk and no action.‖Puthyvuth added that a new CRF committee would be formed to find urgent solutions to the rice sector‘s woes, and the committee would welcome all members – including those involved in the RISKS initiative, which first raised these issues last week.The RISKS group, which now calls itself CRISIS (Cambodian Rice Industry Survival Implementation Strategy), submitted a nine-point plan on Monday to the Commerce Ministry with its proposed solutions to tackle issues facing the sector, specifically a 100,000-tonne limit on rice imports from neighbouring countries and access to $250 million in soft loans. Puthyvuth said that CRISIS‘ suggestion to ban or limit rice imports was implausible and requiring all rice importers to have a licence was a more pragmatic solution.―We have tried to solve rice imports from neighbouring countries, but we cannot limit rice imports because we are a free market economy,‖ he said.According to the CRF, roughly 1 million tonnes of rice were imported in 2015, accounting for half of the domestic market‘s consumption. CRISIS‘ report pegged rice imports at 600 million to 700 million tonnes, which it blamed in part for driving dozens of millers into bankruptcy.Hun Lak, the CRF‘s deputy chairman, said that only seven to eight medium-sized millers had gone under, as well as some other smaller family-run mills.He said the CRF would negotiate a finance package for struggling millers that would provide them access to low-interest loans. ―We will write a specific plan to guarantee that these loans are paid back and millers and exporters will be able to survive the next rice season,‖ he said.Om Darasethy, director-general of Battambang-based miller FedRice and a new member of CRISIS, said that millers need a quick solution – something that can have an impact in less than three months – in order to avoid going bankrupt.―It‘s true these are two main challenges, but there are other challenges like our production costs, logistics and electricity costs,‖ Darasethy said. Rice supply,prices stable in Neg. Occ. Despite the onslaught of the El Niño phenomenon in the province, rice supply and prices remain stable.Records from NFA show rice inventory is at 2,315 578 bags as of March 3. About 1,059,799 bags are with the commercial rice dealers, 816,972 with households and 438,807 with various government warehouses, a press release from the Philippine Information Agency said.The breakdown of commercial inventory is: retailers – 142,923, wholesaler 161,234 and millers 755,642.Prevailing retail prices for well-milled rice is per kilo from P37 to P46, regularmilled rice P27 to P43, premium rice P42 to P54 and special rice from P 44 to P75.NFA information officer Cynthia Chua said NFA rice is moving slowly, a sign that there is enough commercial rice supply. Local rice millers and exporters have responded with alarm to the rice-export target set by the Lao government of 1 million tons this year, while Cambodian rice millers and traders have yet to overcome numerous barriers hindering their competitiveness at home and abroad. The Cambodian government missed its target of exporting 1 million tons of milled rice last year. Oryza, a rice industry website based in Thailand, quoted the director of the department of planning and cooperation at the Lao Ministry of Agriculture and Forestry, as saying the impoverished landlocked county is aiming to export 1 million tons of rice this year.The website said the Lao government has set a production target of about 4.2 million tons of paddy in the 2015-2016 season. The director said the target includes 40,000 tons of rice for reserve purposes and 60,000 tons for seeding. The Lao government is also planning to have 2.1 million tons for domestic consumption this year. ―To boost rice production, the government is encouraging local farmers to increase the area under wet rice cultivation to 1 million hectares and that of upland rice to 100,000 hectares,‖ the director is quoted as saying.Son Saran, the president of Cambodia Amru Rice (Cambodia), one of the country‘s leading milled rice exporters, told Khmer Times yesterday that the Kingdom already faces challenges with Vietnamese rice flooding the local market and a lack of funding for millers to buy paddy. He said Cambodia‘s rice sector will now face another challenge when it has to compete in the export market with Laos. ―The intention of Laos to increase rice production will affect Cambodian rice producers as the target market will be the same. We see Lao rice as a similar type as Cambodia produces,‖ Mr. Saran said. Mr. Saran said the government should intervene and stabilize the supply chain, seed production, find financing to buy paddy, add drying facilities, improve logistics and reduce the cost of electricity for millers. Hun Lak, the Managing Director of Mekong Oryza Trading, a local rice exporter and also the vice-president of the Cambodia Rice Federation, said there will now be more competition in traditional export markets. ―Actually, Laos didn‘t export much before, but now they are attempting to export big amounts. Of course, we will compete with them as they have the same markets and trade we have,‖ he said.―Local rice millers and exporters have to cooperate together to find ways or a strategy to maintain our market share and our export volume,‖ he added. A Japanese professor from Tohoku University recommended to rice researchers a tool which will help farmers cope with climate change.Dubbed as the Life Cycle Assessment (LCA), Prof. Masanoru Saito said the tool enables various industries to identify the resource flows (water and energy inputs) and analyze the environmental impacts (such as greenhouse-gas or GHG emissions) associated with a product or service. ARLINGTON, VA - As Japan's fiscal year sets to close at the end of this month, the Japanese Ministry of Agriculture, Forestry, and Fisheries (MAFF) will once again increase the amount of rice imported under the so-called ordinary minimum access tenders because of very poor performance under the Simultaneous-Buy-Sell, or SBS, System.When Japan's year began last April 1, MAFF allocated approximately 100,000 metric tons of rice to the SBS system. SBS is designed in theory to provide importers and foreign suppliers direct access to consumers versus rice imported under the ordinary minimum access tenders which initially end up in government warehouses.Through eight tenders the SBS tenders awarded a mere 29,315 MT or 29 percent of the target. Of those tons, 19,909 MT were U.S. origin. "Given how the SBS system has been

operated, I'm not terribly surprised it didn't result in the projected imports," said Michael Rue, a California producer and chairman of the USA Rice Asia Trade Policy Subcommittee. "While this in and of itself is of course disappointing, it's concerning to think about how this may affect imports under the proposed Trans Pacific Partnership."Negotiated as part of the Trans Pacific Partnership (TPP) is modest additional access to Japan's markets for U.S. rice. WASDE Report Released WASHINGTON, DC -- U.S. 2015/16 rice exports are lowered 2 million cwt this month to 100 million on reduced shipments of southern medium grain rough rice, especially to Turkey. Rice ending stocks are raised 2 million cwt to 43.9 million. The all rice price is lowered $0.10 at both ends of the range to $12.40 to $13.20 reflecting lower projected medium and short grain prices. Global rice supplies for 2015/16 are raised 1.8 million tons primarily on increased production. The largest production change is a 3-million-ton increase for India on updated government statistics. This is partially offset by a 1-million-ton decrease for Indonesia on lower area, caused by a poor start to the rainy season. Global imports are raised 400,000 tons led by a 300,000-ton increase for China and a 100,000-ton increase for Indonesia. The China increase is on the import pace to date and the Indonesia increase is on the smaller crop. Export changes are very small and mostly offsetting. World rice consumption for 2015/16 is raised 600,000 tons and remains a record. Consumption is 900,000 tons for India and 300,000 tons for China, both on larger supplies. The largest offsetting reduction is 200,000 tons for Indonesia on the smaller crop. With the increase in supplies exceeding the rise in consumption, global ending stocks are raised 1.2 million tons to 90.5 million.

Rice Group Seeks $30m Emergency Loan Khmer Times/Sok Chan Wednesday, 09 March 2016 The president of the Cambodia Rice Federation (CRF) has asked the government for an emergency loan of $20 million to $30 million, saying it is necessary to prevent the collapse of the rice sector. The government could provide the funds through the Rural Development Bank (RDB), federation president Sok Puthyvuth told a press conference yesterday, saying he had made the proposal to the government and that the funds would be used for emergency loans to rice millers and exporters. Mr. Puthyvuth urged the government to provide the loan free of interest, saying the federation had its own group to monitor and evaluate emergency loans to rice millers and exporters to ensure transparency and prevent them from going bankrupt. ―It is an emergency source of funds which would be provided only to rice millers facing problems with their business,‖ Mr. Puthyvuth said. It also called for a warehouse to be built at Sihanoukville port with a capacity to hold 20,000 tons of rice.Mr. Lak said the federation could not limit the amount of imported rice from neighboring countries as there were many ways for it to come into the country. ―If we stopped imports and there was no rice for processing or local consumers to use, inflation would shoot up. It would also affect our economy,‖ Mr. Lak said. ―We have laws, mechanisms and import licenses, so that we can benefit the country.‖ He added that local demand is about 2 million tons a year, with an estimated 500,000 to 800,000 tons flowing into the domestic market from Thailand and Vietnam each year, stressing however that the import figure was a guess. Mr. Puthyvuth said the challenges the federation faces is trust between farmers, millers and exporters. ―We need to keep a free market base as other countries have other mechanisms. This formula is our power,‖ Mr. Puthyvuth said. Mey Kalyan, a senior advisor to the Supreme National Economic Council, told Khmer Times that the rice business fluctuates, making winners and losers. He said he did not object to a loan to the federation but stressed that it should be made cautiously. The loan must be channeled to millers and exporters who really need it, and the process must be monitored, Mr. Kalyan said.―Giving a loan to rice millers and exporter is to push their businesses to work, but if those businesses do not benefit the loan will be lost,‖ Mr. Kalyan said. ―I confess that there are many problems in Cambodia, such as logistics, electricity tariffs, bureaucracy and corruption, so in general it can be difficult to work,‖ he added. He said if the federation gave money to the right people it could be beneficial. Rice Comment Rice futures set new lows today. The WASDE report lowered US exports by another 2 million cwt, bringing the estimate to an even 100 million cwt. That left carry out up 2 million cwt at 43.9 million cwt. Global rice supplies for 15/16 were raised 1.8 million tons due to increased production. This week's weather will put a stop to any field work, as most of Arkansas is forecast to get 6+ inches of rain. Another weather event the following week is also being watched closely, as it could delay progress even further.

Glycemic index is a term that's familiar to people with diabetes. It describes food that raises blood sugar and stimulates production of insulin — think bagels, white rice and some fruits such as melon and pineapple. It's not the first study to link glycemic index with cancer risk, but it's rare to link it with lung cancer. That may be mostly because lung cancer is so overwhelmingly caused by smoking.The team at MD Anderson Cancer Center in Houston studied 1,905 people who had just been diagnosed with lung cancer and compared them to 2,415 people without cancer. They quizzed them about their eating habits, smoking, income and other factors.

Doctors aren't sure, but there's a theory that highglycemic foods stimulate the body to make insulin, which in turn affects the growth of cells via compounds called insulin-like growth factors or IGF. Cancer is the uncontrolled proliferation of cells, so it might be that the high-glycemic foods are fueling the growth of tiny tumors. "IGFs have been shown to play a critical role in regulating cell proliferation and differentiation in cancer and there is evidence to suggest that IGFs are elevated in lung cancer patients," Wu's team wrote.It's a suspect in several types of cancer."Previous studies have investigated the association between glycemic index, and the related measure glycemic load, and a variety of cancers including colorectal, stomach, pancreas, endometrial, ovarian, prostate, and thyroid but these studies are limited and results have been largely inconclusive," the researchers wrote. This study is not conclusive, either. For one thing, the researchers asked their volunteers to remember what they ate. For another, it's an association. The combined events took place recently in Memphis, Tennessee. Allen conducts research on diseases in soybean and other crops as a plant pathologist with the Washington County branch of the university‘s Mississippi Agricultural and Forestry Experiment Station. He also holds a joint appointment with the MSU Extension Service.Ebelhar, a DREC specialist in soil fertility and crop production, leads MAFES investigations on a range of agricultural commodities. He is a University of Illinois doctoral graduate. Allen is an Auburn University doctoral graduate. One of his projects involved frogeye leaf spot, a fungal disease that was showing resistance to a commonly-used fungicide. As a result of his work, growers changed management practices, explored varieties resistant to the disease and considered alternative control methods.Jason Bond, an extension and research professor at the Delta Research and Extension Center, nominated both researchers.―Tom‘s energy is unparalleled,‖ Bond said. ―He travels across Mississippi studying plant diseases that impact various areas of the state.‖Soybeans are Mississippi‘s No. 1 row crop commodity. In 2015, Mississippi farmers grew more than 100 million bushels.As part of a multi-state team, Allen also recently helped identify a new disease known as soybean taproot decline that was reducing yields in several fields. He and other MSU scientists are working with colleagues in Arkansas and Louisiana to determine the organism‘s causation. Ebelhar manages the Centennial Rotation program that was launched in 2004 at DREC. His studies involve both the long-term effects of crop rotation and nitrogen management techniques in corn production. He is credited with helping average corn yields increase from less than 50 bushels per acre to more than 185 bushels.―Wayne has conducted research across commodities and researched corn before it was a leading commodity in the state,‖ Bond noted, adding that Ebelhar has ―helped producers converting acreage to corn establish best management practices.‖ Nearly 90 million bushels of corn were produced in Mississippi in 2015, totaling $343 million value of production for the state.Current research by Allen, Ebelhar and other MAFES scientists at the DREC focuses primarily on developing solutions to help producers increase yield and improve efficiencies. In 2015, the value of Mississippi agriculture totaled $7.4 billion and accounted for nearly 30 percent of the state‘s employment.
