Europe Paddy Rice Quotes Mostly Soften from Previous Week Jun 03, 2014
European paddy quotes in the week May 20 - 27 showed some small movements, mostly decreasing from the previous week, according to data from the European Union. The only quote to increase from the previous week is milled Japonica Romanian rice. SPAIN - Japonica paddy was unchanged at 285 euros (about $388) per ton over the last month, while Indica paddy was quoted 279 euros (about $ 380) per ton on May 27. There were no quotations the week before. Milled Japonica rice quotes are firm at 542 euros (about $738) per ton over the month prior. PORTUGAL - No price quotes are available for Long A or Long B paddy, or milled rice. GREECE – Quotations are unchanged: medium grain paddy is shown at 400 euros (about $545) per ton. Long grain paddy is stable at 450 euros (about $613) per ton and Indica paddy is firm at 235 euros (about $320) per ton. There are no quotations for milled rice. ROMANIA - Japonica paddy prices on May 27 were shown slightly down at 329 euros (about $448) per ton, down 4 euros (about $5.4) per ton from 333 euros (about $453) per ton on May 20. Indica paddy quotes decreased from 301 euros (about $ 410) per ton on May 20 to 293 euros (about $ 399) per ton on May 27. As for milled rice, Japonica quotes went slightly up: they were fixed at 699 euros (about $ 952) per ton on 20 May, and went up to 702 euros (about $ 956) per ton on May 27. Indica milled quotes went down of more than 100 euros (about $ 136) to 614 euros (about $ 836) per ton on May 27, starting from 719 euros (about $ 979) per ton on May 20. BULGARIA - Japonica paddy quotations have remained firm at 276 euros (about $ 376) per ton. Japonica milled rice indications remained unchanged from a week prior, at 814 euros (about $1,109) per ton. This latter quotation has significantly increased starting from 544 euros (about $ 745) per ton of April 29.

FRANCE - New quotations for milled rice returned after some weeks of no indications available. Round milled rice was shown at 455 euros (about $ 620) per ton on May 20, and went slightly down to 450 euros (about $ 613) per ton on May 27. Long A is firm at 610 euros (about $ 831) per ton, and Long B at 470 euros (about $ 640) per ton, both unchanged over the week. The U.S. cash market was slightly weaker today as both buyer and seller price ideas decreased in tandem with the futures market.As of today, old crop offers decreased slightly to around $16.25 per cwt fob farm (about $358 per ton) for June shipment. However, sellers are still looking for at least $16.66 per cwt fob farm (about $367 per ton) for July and August shipment.Bids from most larger mills decreased today to around $14.35 per cwt (about $316 per ton) for June delivery while bids for exporters and smaller mills decreased to around $15.80 per cwt (about $348 per ton), for the same delivery period, and there were reports of rice trading around $15.90 per cwt (about $351 per ton) for prompt delivery. Chicago rough rice futures for Jul delivery settled 31.5 cents per cwt (about $7 per ton) lower at $14.550 per cwt (about $321 per ton). Rough rice futures suffered through another round of selling as the bears continue to pound prices lower. The old crop July futures have now fallen to just a nearly 41.5 cent per cwt (about $9 per ton) premium to the September, after trading to as high as $1.40 per cwt (about $31 per ton) over the past months. Technically the market has become oversold and prices continue to put in fresh contract lows. The question now becomes at what level does the market spur opportunistic buying interest on the part of commercials and thus put in a floor below the market. The other grains finished the day sharply lower as well; soybeans closed about 1.3% lower at $14.8125 per bushel; wheat about 1.3% lower at $6.1250 per bushel, and corn finished the day about 1.6% lower at $4.5825 per bushel. U.S. stocks held their losses across the board Tuesday as investors seemed to take a breather a day after the Dow and S&P 500 hit all-time highs. The Dow Jones Industrial Average was in the red. The blue-chip index has been trading in a narrow 47-point range. The S&P 500 and the Nasdaq also slipped. Among key S&P sectors, telecoms led the laggards. Italy CAP Funds Unlikely to Encourage Rice Production Growth; Asian Imports to Fill Demand Gap Jun 03, 2014
Under a new agreement between the Italian state and regions, 22.6 billion euros (about $30.7 billion) of European funds from the new Common Agricultural Policy (CAP) will be available for Italian rice growers next year. CAP payments were originally proposed by the agriculture ministry and increased by two billion euros (about $2.7 billions).While at first glance assistance appears to be rising for the rice farmers, in reality there seems to be little difference and the policy is unlikely to spur increased production.The price assistance per hectare is higher, but the assisted acreage is being constructed below what is likely to be farmed. Thus, it could be argued that the Italian government seems to be willing to support limited production only, suggesting that any rise in EU rice demand is likely be met by cheaper Asian imports.While the maximum payment will reach 125 euros ( about $170) per hectare, the admitted acreage is fixed as 180,000 hectares. A team of scientists at the University of Tokyo are trying to convert rice into a cheap storage and effective delivery vehicle for drugs that can treat cholera and infant diarrhoea. Currently, the medicines used to treat the diseases require refrigeration until it is used.Using rice, the vaccines designed by Yoshikazu Yuki and his team can be easily stocked without the need for cold storage, for three years at room temperature. The rice is ground into a paste, mixed with a glass of water and drunk to treat the ailment.

Copa-Cogeca Forecasts EU Milled Rice Imports to Increase 2% and Exports to Decline 7% in 2013-14 Amid Declining Production Jun 03, 2014
Committee of Professional Agricultural Organisations (Copa) - General Confederation of Agricultural Cooperatives (Cogeca), representative of farmers and farmer cooperatives in the European Union (EU), has forecasted EU’s milled rice imports to increase to 950,000 tons, up about 2% from about 928,000 tons imported in 2012-13 due to an expected decline in milled rice production during the year. The EU imports nearly 20% of its rice from from Cambodia, 16.6% from Thailand and 15.9% from India, according to Copa-Cogeca.In the report titled "Highlights Commodities and Trade -The Outlook for EU Agricultural markets in 2014”, Copa-Cogeca forecasted EU’s milled rice exports to decline to about 170,000 tons in 2013-14, down about 7% from about 182,000 tons exported in 2012-13.Copa-Cogeca forecasted EU milled rice production to decline to about 1.6 million tons in 2013-14, down about 11% from about 1.8 million tons produced in 2012-13 due to expected decline in rice planting area as well as increasing production costs and lack of effective alternate Public-Private Partnerships (PPPs) in agriculture. The agency estimates the EU total rice planting area at about 420,000 hectares in 2013-14, down about 10% from about 467,000 hectares planted in 2012-13. However, it expects the EU rice planting area to remain stable in 2014-15 reflecting more or less similar level of production. It also estimates EU’s closing stocks in 2013-14 to be very low. Italy is beginning a drive to save the genes of thousands of historical rice varieties by continuing to grow them to avoid degeneration, according to local sources.Historical rice varieties such as Maratelli one, Vialone Nero, Bertone and Chinese Originario, existed some one- and- half centuries earlier and are considered to be the origin for many of the latest rice varieties such as Vialone Nano presently grown in Italy.Genes of nearly 1,300 old generation domestic rice varieties dating back to 1860 have been preserved in the gene bank of Italy's Ente Nazionale Risi, the National agency for rice, and are considered to be safe there. However, scientists say the genes remain germinable only when they are replanted from time to time. Based on scientists' recommendation, Italy is planning to re-grow some older rice varieties so that their genes become active again. It is one way of preserving historical varieties as well as making them usable for further research.Italy is the largest rice producer and exporter in Europe, and Italian rice producers are known for using premium rice varieties that are popular among health conscious connoisseurs. According to official data from the Italian Ministry of Agriculture, Italy's milled rice production stood at around 1.6 million tons in 2013 from 250,000 hectares of planted area.Italy's exports to various destinations have been increasing over the last few years. Italy's exports to Britain increased by 4% in 2013, while those to destinations outside the European Union (EU) increased by about 19% over the exports in 2012. Thailand has exported about 2.9 million tons of rice in the first four months of 2014, up about 45% from about 1.985 million tons exported during the same period in 2013, according to data from Thai Rice Exporters Association (TREA). Thailand has earned about $1.5 billion from rice exports in January - April 2014, up about 10% from about $1.4 billion earned during the same period in 2013. In April 2014, Thailand exported 737,648 tons of rice, down about 8% from about 799,648 tons exported in March 2014; and up about 66% from about 445,353 tons exported in April 2013. Over 2 billion people, that is nearly one-third the world’s population, suffers from anemia (or iron deficiency) and this particularly widespread in countries where rice is the staple food, according to a research at the International Rice Research Institute (IRRI), Philippines.Most rice consumers prefer white rice to the healthier, unpolished and half-milled rice varieties although polished rice lacks nutrients that are present in the outer (bran) and inner (germ) layers, which are thrown away in the refining process. Bangkok Rice Farmers want $303 Per Tonne for Next Paddy Rice Crop Jun 03, 2014
Bangkok’s farming leaders have urged the National Council for Peace and Order (NCPO) to formulate a policy that guarantees rice sales at 10,000 baht ($303) per tonne for the next crop. This comes at a time when the farmers are currently under the fear of the falling price of rice and the NCPO has begun to pay overdue to farmers under the former government's rice pledging scheme which guaranteed a rice price of 15,000 baht ($456) per tonne in 2011.The Council of Farmers in Ang Thong said it will ask NCPO to consider short-term assistance packages to help farmers suffering from low rice prices. Philippines is trying out biotechnology to improve agricultural productivity, promote food security and sustainable development.Dr. Antonio Alfonso, coordinator of the DA Biotechnology Program and director of the Crop Biotechnology Center of the Philippine Rice Research Institute, said the DA Biotech Program gives support to programs such as food biofortification through field tests and performance validation under field conditions.He said their focus is on further improving the variety by ensuring that it is disease-resistant and that its agronomic traits are what farmers would highly prefer. Dr. Alfonso said the public should be informed that crop biotechnology is a “genetic modification [that] is a tool to produce sufficient, safe and nutritious food amid production constraints and changing climatic patterns that have direct adverse impact in agriculture.”He said, GM crops are the most-studied products before they are allowed for commercial release. This means that breeding processes strictly comply with biosafety regulations, he explained.Scientific interventions, such as the development of healthier rice varieties, he said, are benefits of technology that the public sector can take advantage of.Dr. Alfonso said that with the availability of high-iron

IRRI Tries GM to Resolve Nutrition Deficiency in White Rice Jun 03, 2014
Biofortification, says International Rice Research Institute (IRRI) in Philippines, is the solution to nutrition deficiency in polished rice grains. IRRI’s research has shown that polished-rice grains do not have bran (outer) and germ (inner) layers as they are removed during the refining process. The nutrients that are washed away along with the bran layers during milling are magnesium, manganese, zinc and iron. IRRI has now decided to address this global concern through biofortification - developing healthier rice with more nutrients. Dr. Jessica Rey of IRRI said that as traditional breeding methods do not give fortified rice, the institute has tried genetic modification. The rice is genetically modified (GM) to carry a gene that exhibits iron in its genetic makeup and increases zinc content in the rice grain.The researchers accomplished it by using an enzyme called Nicotianamine and other iron transporters from rice to ensure that these micronutrients travel from the plant roots to the grains.IRRI’s research has yielded rice with 30 percent more of the estimated average requirement for iron compared to the regular varieties as was witnessed in 2012 trials. Currently, high-zinc rice is available in Bangladesh.Researchers are working on increasing the iron levels in the grain in the endosperm to 13 parts per million which is expected to reduce iron deficiency. In biofortification, once the preferred gene is in the plant, it remains there forever. In mechanical fortification, the desired nutrient has to be added onto the grain every time the rice is processed. This is why biofortification is a more sustainable strategy, she added.It will be a couple of years before IRRI’s biofortified GM rice becomes a reality. Meanwhile, researchers are also working on whether eating zinc and iron-rich rice can really resolve the deficiency problem.

Taiwan will export more rice in 2014 than last year, now that it has captured China's lunchbox market, the Council of Agriculture (COA) said. The island country’s rice will be available at 800 Family Mart convenience stores across China after the Ting Hsin International Group, Changhua, has decided to sell lunchboxes using Taiwan’s rice.Prior to the new lunchbox move, Taiwan used to export rice to China in lesser packages only, the COA's stated recently.
Between January and April, Taiwan exported 954 metric tons of rice. It now produces 1.3 million metric tons of rice annually, the agency said. Exports of the crop have increased substantially over the past four years, rising from 1,459 metric tons in 2010 to 2,718 metric tons in 2013, the agency said.China, Hong Kong, Australia, Japan, North America and the European Union are among Taiwan’s major rice export destinations, the agency stated. USDA Post in Bangkok expects the sale of rice stocks, to finance the rice pledging scheme, to slow down as the Military government has managed to raise the needed $90 billion baht (around $2 billion) to make payments to farmers though loan auctions.The Caretaker government, which was not legalized to raise funds through any manner that would put burden on the new government, had to raise funds only through selling rice stocks from its warehouses. It sold nearly 4 million tons of rice (2.2 million tons of 5% broken white rice, 1.1 million tons of fragrant rice and 700,000 tons of other broken rice) between January 1 and May first week. However, excessive sales by the government put a severe downward pressure on the local paddy rice prices, which currently stand at 6,000 - 7,000 baht (around $134 - $156) per ton.Based on data from Thai Customs Department, USDA Post reports that Thailand exported about 2.9 million tons of rice in January 1 - April 30, 2014, up about 48% from about 1.96 million tons exported during the same period in 2013. USDA estimates Thailand rice stocks at around 15 million tons. USDA Post estimates Thailand MY 2013-14 (January 2014 - December 2014) milled rice production at 20.46 million tons, slightly below the USDA's official estimate of 20.5 million tons. East African Community Hikes Rice Import Tariff by 10% to Protect Local Farmers Jun 03, 2014
The East African Community (EAC), comprising of Burundi, Kenya, Rwanda, Tanzania and Uganda, has increased the import tariff on rice - Common External Tariff (CET) - by 10% to 35% as a means to protect local rice farmers and prevent cheap imports from Asia, according to local sources.All the EAC Finance Ministers, except Ugandan Minister, signed the new proposal. Uganda is proposing to increase its import duty to 75% and increasing local rice production, according to local sources. Tanzania Finance and Economic Affairs Minister defended the move saying it has been done in the interest of local farmers. She noted that low import duty in the EAC region has been attractive to rice smugglers, adding that local farmers need to compete with cheap smuggled rice. She said the decision had been taken after several consultations among the stakeholders, different ministries and departments from all the member countries. Thai Military Government Raises $1.12 Billion from Loan Auctions; BAAC Sets June 22 Deadline to Complete Payments to Farmers Jun 03, 2014
Thailand's military government has successfully raised 50 billion baht (around $1.12 billion) needed to complete payments to farmers waiting to be paid under the abandoned Rice Paddy Pledging scheme, introduced by the earlier government, according to local sources.Twelve banks participated in the loan auction conducted by the Public Debt Office (PDO) today. The Government Savings Bank (GSB), which offered the lowest interest rate of 2.1792%, won the auction, according to local sources. The interest rate is said to be less than three-year government bonds and is reportedly lowest from any government loan auctions in Thailand. The GSB will transfer the first tranche of 30 billion baht (around $669 million) to the Bank of Agriculture and Agricultural Cooperatives (BAAC) on June 6 and the remaining 20 billion baht (around $446 million) on June 13, 2014.The PDO sources noted that the PDO will conduct another auction to raise 40 billion baht (around $892 million) on June 12, 2014 to repay the BAAC, which had been paying farmers from its reserves, after the military government took charge on May 22, 2014.
