Nearly 70% of total Italian paddy availability from the 2013-14 crop year has already been sold as of April 15. Long A varieties are the "best sellers” as more than 80% have already been placed, while Long B is 60% sold. The difference is even more evident if you compare all varieties for domestic consumption: Padano-Argo, Vialone Nano, Sant'Andrea, Roma-Elba, Baldo, Arborio, Volano and Carnaroli are all already 86% sold. In the week April 8-15 a total of 32,980 tons of Italian paddy rice were exchanged: so total paddy tonnage sold exceeds one million tons, at 1,005,127 tons. Remaining stocks are 442,656 tons with about 6 months left before the next harvest. Last year at this time, 1,073,383 tons (64.93% of production) were sold, a similar pace as this year. Farmers have already planting the new crop and rice fields have been flooded.Sales in the week April 8-15 include: 10,475 tons of Long A, and 10,146 of Long B. Prices are firm, and for the last few weeks there have been no relevant movement of quotations. Also 11,957 tons of round paddy rice were sold in the last week, bringing year-to-date sales to 260,759 tons (66% of total availability) from 394,480 tons available since September 2013. Last year at the same date sales reached 261,077 tons, equivalent to 66% of beginning availability fixed at 393,375 tons.As for medium paddy, in the latest week sales are lowering at just 402 tons; there are only 7,937 tons still available on the market, starting from beginning stocks of 28,715 tons, thus about 72.3% of this is sold. Last year at this time sales were 27,743 tons for the year, 65% of total availability. Beginning stocks in campaign 2012-2013 were much higher, starting from 42,596 tons. The best seller varieties remain Loto and Ariete at 6,432 tons sold last week, followed by Arborio Volano with 1,537 tons, then Sant'Andrea with 967 tons.Total beginning paddy availability (including about 9,000 tons in carryover stocks) for 2013-14 amounted to 1,447,783 tons, down from 1,646,103 tons in 2012-13. European exports of rice are up 30% y/y, according to data supplied by European Union; between September 1, 2013 and April 8, 2014 EU rice reached 126,406 tons (basis milled), up 29,482 tons from 96,924 tons over the same period of previous year.EU rice exports this year include: 100,573 tons of milled Japonica varieties, and 20,825 tons of milled Indica varieties. Last year, in the same period, exports included 80,156 tons and 11,377 tons of each, respectively.Husked rice export tonnage is not as varied from last year. Japonica husked rice exports stand at 5,156 tons (down slightly from 5,805 tons last year) and Indica husked rice exports at 1,305 tons, up a bit compared to 1,064 tons of one year ago. Half milled is really marginal, with 406 tons of Japonica and 91 tons of Indica, compared to 564 tons (Japonica) and 10 tons (Indica) last year respectively. The most important export country is still Italy, with 2,472 tons sold abroad during the week between 2 and 8 April, and a total of 79,794 tons since September 1.. Spain exported 798 tons in the above mentioned week, and a total of 16,445 tons since September 1. Other major EU rice exporters since September 1 include: Portugal, which has sold abroad 7,139 tons; Bulgaria, with 5,363 tons;. Lithuania at 4,218 tons, even though it is not a producer; and Greece with 3,962 tons.. Romania exported 2,473 and United Kingdom 2,034.. Other minor rice exporters include: Belgium, Denmark, Germany, France, Netherlands, Austria, Poland, Slovenia, Finland and Sweden, which did not reach even one thousand tons each. As of today, old crop offers held steady near $15.55 per cwt fob farm (about $343 per ton) for nearby shipment while new crop offers could be found around $13.33-$13.66 per cwt fob farm (about $294-$301 per ton) for September through December delivery.Bids from larger mills decreased today to around $14.95 per cwt (about $330 per ton) for April-May delivery while bids for exporters could still be found near $15.40-$15.65 per cwt (about $340-$345 per ton), for the same delivery period, which generated little to no interest as smaller mills are still reported to be bidding between $16.00-$16.30 per cwt (about $353-$359 per ton) for prompt delivery. However, no trades were reported. As for new crop, bids could be found around $13.00-$13.25 per cwt fob farm (about $287-$292 per ton) depending on the location of the rice and how quickly the seller could ship. In the meantime, the USDA estimates that as of April 20th, 32% of the US rice crop had been planted which is the same amount as this time last year but 12% less than the previous 5-year average. As of now, the USDA estimates that farmers have planted 29% of their rice crop in Arkansas, 5% in California, 78% in Louisiana, 15% in Mississippi, 9% in Missouri, and 73% in Texas.The USDA also estimates that 16% of the US rice crop had emerged which was 1% less than this time last year and 8% less than the previous 5-year average. As of now, the USDA estimates that 8% of the rice crop in Arkansas has emerged compared to 0% in California, 56% in Louisiana, 8% in Mississippi, 3% in Missouri, and 51% in Texas. Thai baht was weaker -0.20%, trading at 32.245 at the close of business. Indian rupee was weaker -0.50% at 60.5925. Brazilian real was stronger +0.30% at the close of trading today, trading at 2.2367 reais per dollar. Pakistan rupee was -0.13% weaker at 97.7800. Vietnamese dong was stronger +0.01% at 21098. Mexican peso was stronger +0.19% today, when it traded at 13.0273 pesos per dollar by the close of business. Chinese yuan was weaker -0.05%, trading at 6.2276. Chicago rough rice futures for May delivery settled 17 cents per cwt (about $4 per ton) lower at $15.190 per cwt (about $335 per ton). Rough rice futures broke sharply lower upon the open of floor trading in Chicago this morning as traders appear to have taken a bearish outlook towards old crop rice futures contracts. The front two contracts were off as much as 25 cents per cwt (about $6 per ton) at times before mounting a partial recovery as the day wore on. Today’s move has confirmed the recent bearish turn in technical indicators and forecasts further losses in coming days. One factor that could potentially limit the market's ability to continue lower is the lower Bollinger band, which is currently noted at $15.230 per cwt (about $336 per ton), a level that could potentially act as technical support. Today’s close has tested support provided by the lower boundary of a recent $15.200-$15.800 per cwt (about $335-$348 per ton) trading range. The other grains finished sharply lower today; soybeans closed about 1% lower at $14.9875 per bushel; wheat finished about 3.3% lower at $6.6825 per bushel, and corn finished the day about 1.3% lower at $4.8850 per bushel.U.S. stocks rose on Monday, with the S&P 500 on track for its first five-day winning streak since October 2013, as investors looked to a slew of quarterly earnings reports from companies including online film service Netflix. China Targets Self Sufficiency in Rice, Higher Foodgrain Production by 2023 China is targeting higher foodgrain production and selfsufficiency in rice with the help of government support and modernization of agriculture in the next ten years, according to a report by the Agricultural Information Institute of the Chinese Academy of Agricultural Sciences (CAAS).The China Agricultural Outlook 2014-23 projects that production of three major foodgrains in the country - wheat, rice and corn - will stand at around 578 million in 2023, against a requirement of around 596 million tons. However, the government wants to guarantee full selfsufficiency in rice. The government projects that rice production will increase to around 204 million tons in 2023 (up about 43% from the current level of around 143 million tons), about one million tons more than the projected demand of around 203 million tons. New Government Should Continue Rice Pledging Scheme, Says Thailand Caretaker Finance Minister Thailand's Finance Minister says that the caretaker government does not have the authority to continue the rice pledging scheme and the new government should continue it to help rice farmers in the country, according to local sources.The minister says that the scheme was accountable and transparent. However, the caretaker still needs 90 billion baht (around $279 million) to make overdue payments to farmers, who pledged their paddy with the government between December 2013 and January 2014. Rice farmers are also concerned of receiving much lower prices - between 5,000 and 6,000 baht (around $155 - $186) per ton- in the open market compared to 15,000 baht (around $465) per ton paid by the government under the scheme. Local sources say many farmers want to quit rice cultivation due to rising costs of production and lower incomes. Separately, the Department of Foreign trade has set a higher standard for Thai hommali rice exports to increase the premium rice's value in the international market. According to the new standards, export quality Hommali rice must contain at least 98% of Thai jasmine rice, compared to 92% in the old standard. The new standard also requires exporters to clearly indicate the standard of their rice on the package such as "Prime Quality Thai Hom Mali Rice" or "Thai Hom Mali Rice". It also requires all types of Thai jasmine rice exports to have moisture content below 14%.Meanwhile, Thailand rice exporters are focusing on parboiled rice after failing to win the Philippines tender. According the Honorary President of the Thai Rice Exporters Association (TREA), prices of Thai parboiled rice are cheaper compared to India. The average price of Thai parboiled rice stands at around $405 per ton compared to $420 per ton for Indian parboiled rice. Thailand exported about 322,441 tons of parboiled rice in the first two months of this year, up about 71% from about 188,574 tons during the same period last year.
South Korea Buys 19,521 Tons of U.S., Vietnam Rice in Tenders South Korea has purchased 19,521 tons of U.S. and Vietnam origins rice in tenders that closed on April 15, 2014.According to Bloomberg, South Korea purchased 6,188 tons of rice from U.S. for arrival by July 31, 2014 for $878.95 per ton, and 13,333 tons of rice from Vietnam for arrival by September 30, 2014 for $478.68 per ton. Formal rice seeds trade and knowledge sharing between India and Bangladesh will boost productivity in both the countries, according to a study by a civil society organization in India. The study says that rice farmers at the India-Bangladesh border regions currently source inferior quality seeds through unregistered traders and middlemen. A formal trade could lead to better gains in terms of market opportunity, improved crop yield and better livelihood for farmers, according to the study.The study finds that small farmers in eastern India and Bangladesh suffer from low paddy yields. According to the group, the value of Bangladesh’s rice seeds market stood at around $261 million in 2012, but Bangladesh imports most of its hybrid rice seeds from China and not from India. The study says that a formal trade of seeds of high yielding varieties between India and Bangladesh is almost non-existent, despite some evidence of some informal trade between the two countries.The study says that agro-climatic conditions in eastern India and Bangladesh indicate that high yielding rice varieties grown in eastern India can also help improve production in Bangladesh. It also finds that despite Bangladesh releasing nearly 70 high-yielding varieties, the new varieties have not found a place in India so far. The study recommends an agenda on regulatory matters for enhancing rice seeds trade between India and Bangladesh including an agenda for cooperation on larger issues of agricultural development in Eastern India and Bangladesh. Vietnam Increases Minimum Export Price of Low Grade Rice to $375 Per Ton The Vietnam Food Association (VFA) has increased the minimum export price (MEP) of the 25% broken rice to $375 per ton, up about 6% from the previous floor price of $355 per ton, according to local sources.In March, 2014, the VFA lowered the MEP of 25% broken rice to $355 per ton from its previous floor price of $365 per ton mainly to help win the contract to supply 800,000 tons of rice to the Philippines. Local sources say that Vietnam has increased the MEP now to ensure that domestic rice prices do not decline due to the Philippines tender and low export prices.

farmers.The ratings agency expects India's milled rice production to reach 100-110 million tons during the FY 2014-15. India produced 105.3 million tons of rice in FY 2013-14 backed by higher yields. The use of hybrid seeds under the government's Bringing Green Revolution to Eastern India (BGREI) project yielded desired results, according to the ratings agency. In FY 2013-14, the total sown area under rice was around 44 million hectares, of which about 2 million hectares was under hybrid rice.The agency expects the government to support domestic rice prices by increasing minimum support price (MSP). The MSP has registered a 10% cumulative annual growth rate (CAGR) between the FY 2008-09 and FY 2013-14, according to the agency.
The ratings agency expects the basmati rice exports to show strong growth in this fiscal as well. Basmati rice exports more than doubled between FY 2009-10 and FY 2012-13, says the agency. It also expects earnings from basmati exports to increase in FY 2014-15 due to strong growth in domestic and international markets supported by a depreciating rupee against the U.S. dollar. The agency expects India to remain the world's top exporter in 2014. India exported about 10.15 million tons of rice in FY 2012-13 and about 9.9 million tons of rice in the first eleven months (April 2013 - February 2014) of the fiscal year 2013-14 (April - March), up about 8% from about 9.2 million tons exported during the same period in FY 2012-13, according to the Agricultural and Processed Food Products Export Development Authority (APEDA). IRRI, PhilRice Renew Collaboration to Protect Next-Generation Rice Varieties, Develop New Technologies Apr 21, 2014
The International Rice Research Institute (IRRI) and the Philippines Rice Research Institute (PhilRice) have renewed their collaboration agreement over rice research for another five years. According to IRRI, the two institutes will work towards protection of next-generation rice varieties (called elite breeding lines), improve existing rice varieties and develop rice-based technologies to enhance rice productivity and profitability in the Philippines. The elite breeding lines are developed by IRRI and have several desirable traits such as high yields, disease resistance, and flood, drought, heat or salinity tolerance. The renewed R&D agreement also has a business continuity plan that includes mutual back-up of elite breeding lines in off-site seed storage and working on intellectual property, publications and exchange of breeding materials. IRRI and PhilRice will also jointly develop personnel capacities through training and postgraduate studies support.PhilRice Executive Director and IRRI Director General signed the renewal agreement on April 3, 2014. “Without IRRI, we could not have done our work in the past. I look forward to breaking new grounds of research with IRRI," said the PhilRice Executive Director.

They say that Vietnam's bid was about $30 per ton lower than that of the next lowest bid, of $469 per ton by Cambodian exporters. Thailand exporters reportedly offered to supply rice at $474 per ton. Experts say that while winning the tender is necessary for Vietnam, which is struggling with surplus rice and low domestic prices, low export prices would eventually hurt farmers the most. They say that exporters are likely to push domestic rice prices further down in order to assure a profit, and farmers may have small profits or possible losses. A farm produce expert says farmers can make a profit of only VND1.4 million (around $65) per hectare of rice field in the current situation.Meanwhile, the one million ton rice procurement plan initiated by the Vietnamese government to support falling prices has failed as enterprises are not purchasing enough rice from farmers. Vietnam has exported about 1.38 million tons of rice during January 1 - April 15, 2014, down about 36% from about 2.15 million tons of rice exported in first four months of 2013, according to data from the Vietnam Food Association (VFA).VFA says that the average rice export price so far in this year stands at about $438 per ton (FOB), down about $1 per ton from about $439 per ton recorded in same time last year. During April 1-15, 2014, Vietnam exported about 165,562 tons of rice, which is down about 76% from about 700,710 tons rice exported in full month of April 2013, and down about 72% from about 583,294 tons rice exported in full month of March 2014. Average export price so far in April 2014 stands at around $463 per ton, up about 8% from a year ago, and up about 5% from average export prices in March 2014.Vietnam's rice exports during April 1-15, 2014 include: 46,341 tons of aromatic rice (about 28% of total rice exports in April 2014); 43,525 tons of 3% - 14% broken rice (about 26% of total rice exports in April 2014); 42,857 tons of 14%-15% broken rice (about 26% of total rice exports in April 2014); and 22,764 tons Nep or glutinous rice (about 14% of total rice exports in April 2014).Asia is the major rice export destination for Vietnam rice so far in April 2014, accounting for about 104,853 tons or about 60% of total rice exports. The Americas are the second largest destination, ccounting for about 32,406 tons (equivalent to about 20% of total rice exports in April 2014). Vietnam also exported 19,240 tons of rice to Africa, about 6,097 tons of rice to Europe, about 1,661 tons of rice to Australia, and about 1,305 tons of rice to the Middle East in April 2014, according to VFA.
