NEWS DETAILS: Japan May Allow Higher U.S. Rice Imports to Get TPP Support Nov 18, 2013
The Japanese government is considering increasing rice imports in the country specific quota (CSQ) under the minimum access volume (MAV) for the U.S. to gain support in the Trans-Pacific Partnership negotiations.Japan is mostly self-sufficient in rice, but imports around 682,000 tons of rice annually under WTO commitments with CSQ quota of 360,000 tons from the U.S., and 60,000 tons from Australia, two TPP members, and the rest from non-TPP members Thailand and China. While Japan levies an import tariff of around 778% for rice imports beyond MAV.Local sources say that Japan may increase the CSQ for rice imports from the U.S. without disturbing the MAV for rice. India State Plans Vending Machines For Distribution of PDS Rice Nov 18, 2013
The Chief Minister of India’s northern state of Delhi says that the local government is planning to distribute Public Distribution Rice (PDS) rice and other food grains through vending machines to improve people’s access to food grains in the state.Milk packets are already available at vending machines in Delhi, the CM said. She told local sources that people will be given tokens which can then be used to get rice and other food grains with the help of vending machines in future. However, local sources say that the Delhi CM’s words must be seen in the context of general elections next year and local elections that will be held in a few weeks in Delhi and is more of an electoral promnise.Earlier, India’s Food Minister had said that the Indian government is considering distribution of PDS rice in 5-kg packs to prevent leakages. India is planning to seek legitimacy for its Food Security Law at the next World Trade Organization (WTO) meeting in December 2013 and is under pressure to prove that the government can prevent subsidized food grains from reaching the export market. Japan has too much of good thing - more rice is being produced domestically than is being consumed while rice prices are not competitive enough for exports due to steep domestic subsidies. The government has proposed several different plans for revising the country’s current rice subsidy and output management system, and the latest includes giving rice farmers financial incentives to grow rice to be used for animal feed instead of for human consumption.Currently, the government’s rice program pays a fixed subsidy of 80,000 Yen ($798 USD) for every 1,000 square meters of rice paddy the farmer converts to grow rice for animal feed instead of human consumption. Counterintuitively, the change proposed by the Liberal Democratic Party-led government would reduce this amount to 60,000 Yen ($599 USD); however, the government would offer an additional incentive up to 40,000 Yen ($399 USD), dependent on crop yields. Obviously, this would increase the maximum amount of subsidy available to each farmer to 100,000 Yen ($998 USD) but at the same time encourage farmers to seek out highyielding varieties of rice in order to receive a higher subsidy. Japan imports about 10 million tons of corn for animal feed annually, and rice for animal feed is seen as a promising alternative. Only about 560,000 tons of rice for animal feed were produced in FY 2012, but some estimate demand as much as 4.5 million tons per year. The government also continues to subsidize rice produced for human consumption. The government fears that entirely discontinuing the “gentan” subsidy system, which currently pays farmers 15,000 Yen ($150 USD) for each 1,000 square meters of rice paddy they grow as per government regulations, would devastate local prices without solving the country’s glut of rice production. The U.S. cash market remains firm today as both mills and exporters pay higher prices following a rally in the futures market last week. Analysts suggest that buyers will likely have to continue to pay higher price if they are going to get farmers to ship their rice in November and December as this is the time many take a break from farming to focus on the hunting season and making time for their families. Offers could be found around $15.65-$16.66 per fob farm (about $345-$367 per ton), depending on where they are located in the U.S. mid-South, for November through December shipment. Bids from mills were said to been seen around $16.00 per cwt (about $353 per ton ) or higher while bids from exporters held steady around $15.56 per cwt (about $343 per ton), both for November through December delivery, however it now appears that $16.00 per cwt (about $353 per ton) delivered is the number it will take to get farmers to part ways with their rice. Vietnam Exports 5.9 Million Tons of Rice in January 1 – November 14, 2013 Nov 18, 2013
Vietnam’s rice exports in January 1 - November 14, 2013 stand at around 5.9 million tons, according to the Vietnam Food Association (VFA).Total exports so far this year are down about 17.5% from around 7.1 million tons of rice exported during January 1- November 30, 2012, despite lower export prices this year. According to VFA data, average rice export price during January – November 14, 2013 stands at around $430 per ton (FOB), down about 6% from average export price in January – November 2012.Vietnam’s rice exports have slowed down this month, despite lower rice export prices. According to the VFA, Vietnam exported about 142,265 tons rice during November 1-14, 2013, down about 73% from around tons of rice exported in October 2013 and down about 77% from around 621,616 tons in November 2012. Average Vietnam rice export prices stood at around $422 per ton during November 1 – 14, 2013, down about 3% from around $435 per ton recorded last month and down about 9% from around $466 per ton in November 2012.

Overnight Recap – Chicago Rough Rice Futures Seen Slightly Higher to Begin New Trading Week Despite Softer Grains Nov 18, 2013
Chicago rough rice futures for January delivery are currently paused 1.5 cent per cwt (about $0.33 per ton) higher at $15.780 per cwt (about $348 per ton) as of 8:00am Chicago time. The other grains are seen mixed this morning ahead of floor trading in Chicago: soybeans are currently seen about 0.2% lower, wheat is seen about 2.2% lower, and corn is paused about 1% lower.U.S. stock index futures pointed to a flat-to-higher open on Monday, with stocks in Europe trading cautiously, due to ongoing concerns about a tapering off of the Federal Reserve's asset buying program. This follows six weeks of record-breaking gains for the S&P 500. Chinaexposed mining companies were buoyed by the unveiling of reforms in the country in early European trade. The reforms include easing the one-child policy, implementing residence registration reforms, allowing market pricing of key resources and further financial liberalization. The reform plans got a thumbs-up from Hong Kong and mainland China benchmark indexes, with the Shanghai Composite ending nearly 3 percent higher. On Monday, the NAHB Housing Market Index for November will be released at 10 a.m. ET. U.S. stock index futures are currently trading about 0.2% higher, gold is currently trading about 0.4% lower, crude oil is seen trading marginally lower, and the U.S. dollar is currently trading about 0.2% lower at 8:00am Chicago time. Thailand exported about 4.64 million tons of rice worth about 96.4 billion baht (about $2.9 billion) in January – September 2013, according to the Thai Rice Exporters Association (TREA). At the current pace, Thailand’s total rice exports in the full year 2013 are likely to reach around 6.2 million tons, down about 22% from the official target of around 8 million tons, and down about 11% from around 7 million tons exported in 2012.Thailand’s rice exports in September 2013 stood at around 501,636 tons, down about 4% from around 522,955 tons exported in the previous month. White rice exports increased significantly in September 2013 but exports of Hommali rice and parboiled rice declined sharply. According to the TREA, white rice exports (which accounted for around 45% of total exports in the month) stood at around 227,010 tons in September 2013, up about 42% from around 160,008 tons exported in the previous month. However, Hommali rice exports declined to around 97,007 tons in September 2013, down about 24% from August 2013, while parboiled rice exports dropped to around 134,847 tons, down about 19% from August 2013. Brazil’s paddy rice production in 2012-13 is expected to reach around 12.15 million tons,according to the latest forecast by National Grains Supply Company (Conab). The new forecast is about 1.5% higher than the October 2013 forecast of around 11.97 million tons, and up about 5% from an estimated 11.6 million tons produced in 2011-12.Most of the upward revision to last month’s forecast is due to better prospects in the Center-South region. Conab says that paddy rice production in the Center-South region is now expected to reach around 10.32 million tons in 2012-13, up about 1.5% from previous forecast of around 10.16 million tons, and up about 4% from an estimated 9.96 million tons produced in 2011-12. Average 2012-13 rice yield in Brazil is now forecast at around 5.05 tons per hectares, slightly up from the previous forecast of 4.99 tons per hectare, and up about 3% from an estimated 4.91 tons per hectare in 2011-12. However, rice area is likely to remain below last year’s levels. Conab expects rice area to decline to around 2.408 million hectares in 2012-13, almost unchanged from previous forecast and down about 1% from an estimated 2.42 million hectares in 2011-12.Most of the reduction in rice area is expected to take place in the northern regions of Brazil where acreage is expected to reach around 872,500 hectares in 2012-13, down about

Brazil October 2013 Rice Stocks Down 24% from Last Year
Brazil rice stocks stood at around 958,506 tons in October 2013, almost unchanged from the previous month but down about 24% from year-ago levels of around 1.26 million tons recorded in October 2012, according to the national grain supplying agency Conab. Most of the decline in rice stocks in Brazil is seen in stocks with the Selling Option Contract of Agricultural Products (OPCAO). According to Conab, rice stocks with OPCAO have declined to around 594,258 tons in October 2013, down about 30% from around 857,514 tons seen in October 2012. Rice stocks with Federal Government Acquisition (AGF) stood at around 358,373 tons, down about 9% from around 393,899 tons in October 2012, while rice stocks with farmers (Agriculture Familiar) stood at around 5,875 tons in October 2013, up about 12.6% from around 5,219 tons recorded in October 2012, Conab says.
