Argentina Eliminates Export Tax on Some Ag Products, Including Rice Dec 16, 2015
Argentina's president yesterday removed export taxes on some agricultural products, including the 5% export tax on rice. Export taxes that were removed from other products, such as beef and corn, ranged 15%-23%, according to the Wall Stree Journal. The paper also reports the soybean export tax will be reduced from 35% to 30%, falling 5% annually in the coming years.
Oryza CBOT Rough Rice Futures Recap Chicago Rough Rice Futures Remain Under Pressure as Global Trade Slows Dec 16, 2015
Chicago rough rice futures for Jan delivery settled 8.5 cents per cwt (about $2 per ton) lower at $10.900 per cwt (about $240 per ton). The other grains finished the day mostly lower; Soybeans closed about 0.9% lower at $8.6775 per bushel; wheat finished about 0.2% higher at $4.9425 per bushel, and corn finished the day about 0.5% lower at $3.7725 per bushel. U.S. stocks traded more than 1 percent higher Tuesday, helped by stabilization in oil prices, as investors awaited the Federal Reserve's decision on rates due at the conclusion of its two-day meeting Wednesday afternoon. In economic news, headline November Consumer Price Index (CPI) came in unchanged, while ex-food and energy the figure rose 0.2%. In the 12 months through November, the core CPI rose 2.0%, which analysts noted matched the Fed's target for the first time since May 2014. European equities closed higher Tuesday, buoyed by positive car registration data in the European Union, ahead of the Fed meeting. The pan-European Stoxx 600 index was up nearly 2.9%. In other U.S. economic news, the Empire Manufacturing index for December showed minus 4.6, compared with November's minus 10.7 print. In afternoon trade, the Dow Jones industrial average gained 192 points, or 1.11%, to 17,560. The S&P 500 rose 24 points, or 1.2%, to 2,046, with energy leading all 10 sectors higher. The Nasdaq composite rose 55 points, or 1.11%, to 5,007. Gold is seen trading about 0.2% lower, crude oil is seen trading about 2.6% higher, and the U.S. dollar is seen trading about 0.6% higher at about 2:00pm Chicago time. Monday, there were 2,072 contracts traded, up from 658 contracts traded on Friday. Open interest – the number of contracts outstanding – on Monday increased by 237 contracts to 15,281. 2

Thailand Approves Sale of 37,000 Tons of Stockpiled Rotten Rice Dec 15, 2015
The National Rice Policy Committee (NRPC) has approved the sale of around 37,000 tons of rotten rice from the stockpiles to fertilizer and power producers, according to Bloomberg. The sale pertains to the auction conducted on December 1, 2015 for around 37,413 tons of stockpiled rotten rice. The sale has been approved at prices between 5,020 - 5,420 baht per ton (around $139 - $150 per ton). The government is planning to sell about 2 million tons of rotten rice from stockpiles, for industrial use, in quantities between 1,000 and 6,000 tons. The military government sold around 4.6 million tons of stockpiled rice raising around 49 billion baht (around $1.4 billion) in the ten auctions conducted since it took over in May 2014. It still holds about 13 million tons of rice stocks accumulated from the previous government's rice pledging scheme, of which about 6 million tons are "below-standard or rotten" and are judged unfit for human consumption, according to a Commerce Ministry statement. The government and the rice exporters are hopeful of exporting around 10 million tons of rice this year and about 9 million tons next year.
Cambodia Rice Exports Increase Sharply in First Ten Months of 2015 Dec 15, 2015
Cambodia has exported around 408,169 tons of milled rice in the first ten months of 2015, up about 34% from around 304,788 tons exported during the same period last year, the Cambodian Rice Federation quoted data from the Secretariat of One Window Service for Rice Export Formality (SOWS-REF).. The top three destinations during the ten-month period were China (83,577 tons), France (57,745 tons) and Poland (46,125 tons), according to the official data. Cambodia exported around 26,969 tons of milled rice in October, up about 45% from around 29,819 tons in September 2015. Year on year, Cambodia's rice exports increased about 10% from around 35,418 tons exported in October 2014. 3

Cambodia exported around 370,000 tons of rice worth $247 million in 2014. The government of Cambodia aimed to increase rice exports to one million tons (including official and unofficial exports to Thailand and Vietnam) in 2015 but noted that it is unlikely to achieve the target due to inadequate milling facilities and infrastructure as well as lack of access to funding. USDA estimates Cambodia to export 1.1 million tons of rice (including official and unofficial exports to Vietnam and Thailand through borders) in 2015, up about 10% from an estimated 1 million tons in 2014.
Brazil Paddy Rice Index Declines Slightly from Previous Week Dec 15, 2015
The Brazilian paddy rice index maintained by the Center for Advanced Studies on Applied Economics (CEPEA) reached around 40.85 real per 50 kilograms as of December 13, 2015, slightly down from around 41.11 real per 50 kilograms recorded on December 2, 2015. In terms of USD per ton, the index reached around $210.93 per ton on December 13, 2015, down about 3% from around $217.93 per ton recorded on December 2, 2015.

Month-on-month, the index has increased about 0.8% from around 41.18 real per 50 kilograms. In terms of USD, the index increased about 1.4% during the month.

The U.S. cash market was slightly weaker again today although that did little to change buyer and seller prices ideas. Analysts do not expect any significant trade activity between now and the first of the year as farmers have little interest in marketing their rice during the holidays while buyers remain on the sidelines.

Thailand rice sellers have lowered their quotes for glutinous rice variety by about $5 per ton to around $700 - $710 per ton today. Pakistan rice sellers increased their quotes for 5% broken rice, 25% broken rice and 100% broken rice varieties by about $5 per ton to around $335 - $345 per ton, $305 - $315 per ton and $290 - $300 per ton respectively.
