Other African countries are already using cannabis to solve economic problems and Rwanda in particular, has approved cannabis production for export targeting to grow its export earnings from the global cannabis market valued at the $345 billion, according to analysts New Frontier Data. Dr Kalumba said Zambia was missing out on billions of dollars through continued delays in actualising policies and laws to govern marijuana production. He said in an interview that Zambia already had favourable weather conditions and enough land for marijuana production for export and medicinal purposes. Dr Kalumba also said Zambia had formidable institutions that would ensure that growing, distribution and use of marijuana was monitored. He called on Government to expedite the process of making cannabis an income earner for the country. Dr Kalumba said Zambia’s economy was in dire need of funding to start the recovery process and that cannabis was the answer to that. He said billions of dollars from cannabis export could help Zambia’s dwindled economic fortunes recover quickly. “I want to help my country recover to a better position, so let leaders listen to me on this,” Dr Kalumba said. He said several countries in Africa were embracing marijuana production because they understand that they could benefit greatly from the commodity. In Rwanda, a Cabinet meeting, chaired by President Paul Kagame, on Monday approved regulatory guidelines on cultivation, processing, and export of “high-value therapeutic crops.” The country approved the cultivation and export of cannabis even as the use of the stimulant for medical or recreational purposes remains illegal in the country. It is targeting to grow its export earnings from the global cannabis market valued at the $345 billion according to analysts New Frontier Data.

Ms Nawakwi said in an interview that the spirits of people the UPND president had wronged were not resting but would torment him. “Mr Hakainde Hichilema should know that in heaven there is a supreme court and the spirits are sitting in that court and they have started to deliver their verdicts,” she said. She said Mr Hichilema through his company had allegedly swindled people out of their pensions and that many had died of depression while others were suffering. Ms Nawakwi said she did not hate Mr Hichilema but

was only condemning his ill conduct towards innocent people. “He will not have peace unless he repents and voluntarily hand back the property and money of the deceased persons. It looks like Hakainde’s greed has no limits and has no age. What Hakainde has done to many people is inexcusable.

Ignore nonsensical suggestions, Mulemwa urges President Lungu By NATION REPORTER PRESIDENT Edgar Lungu should ignore nonsensical utterances by disgruntled individuals because they are only meant to derail him and shift his attention from the developmental agenda, a consortium of opposition political parties has said. The consortium was reacting to self-proclaimed governance activist, Brebner Changala’s sentiments that President Lungu should suspend his own immunity so that he could also be probed in the privatisation inquiry. Consortium spokesperson, Spuki Mulemwa said it was absurd for anyone to demand that a sitting President suspends his own immunity. Mr Mulemwa said such manevres were only aimed at derailing the President and shifting his attention from progressive agendas. He wondered why President Lungu should be the one to suspend of his immunity when Zambians were demanding for answers from UPND president Hakainde Hichilema over the privatization saga. Mr Mulemwa said no cheap tactics would stop Zambians from demanding answers why a hotel worth US$26 million was sold for US$6 million in a dubious manner. ILLEGAL STRIKES OR POLITICAL MACHINATIONS? ILLEGAL strikes should never be condoned because these are a drawback on a country’s economic development especially for one fighting to stay afloat. It is particularly alarming when the transport sector, which is a key part of the wheels turning the economy is threatened in any way. The question is, who is behind this machinations which are clearly designed to derail efforts to revive our economy? While appreciating that issues of emoluments are crucial to any worker’s personal development, it is also important that this is not used to cripple an industry or sabotage the national economy. For some months now, some truck drivers have been threatening and planning a countrywide strike, in a move designed to ground the transport sector. Unfortunately in a country governed by laws, people do not just wake up and give ultimatums for salary increments and threaten to ground an economy if such demands are not met. Such demands are not only unreasonable but illegal and no wonder today’s planned protest strike has been scuttled. The timing of the strike could not have come at the wrong time with government striving so hard to revive the economy. This is hardly the time to be trying to be heroes of a wrong cause unless there is a hidden motive. The government is focusing on ensuring that the economy is stabilised locally so that the country can meet its obligations as well as get the stakeholders in our Eurobonds to agree to a debt relief. Government is negotiating to get some time, preferably six months, during which appropriate steps and plans can be made with the stakeholders on debt repayments. It is therefore not the right time to try and divert Government attention to something less than profitable such as an illegal strike. With companies struggling after a crippling battle with the coronavirus, it is surprising that the truck drivers were even thinking of salary increments. Is it any wonder the government is suspicious of the movements of this strike. Not long ago, drivers revealed that they were promised help by some opposition leaders if they worked together. It is unpatriotic that at the time the country is fighting hard to revive the economy, others are trying to drive it downwards. Yesterday, police arrested four suspected ring leaders of the failed countrywide strike by truck drivers for allegedly trying to coerce others to join their illegal work stoppage. Copperbelt Commissioner of Police, Charity Katanga said that the four were allegedly found instilling fear in those who were working. "Some of the striking drivers were hiding in the bush and throwing stones at the trucks that were moving on the road and five trucks have been damaged in the process," Ms Katanga said. c. COVID-19: • Government has been implementing a robust multi-sectoral response. • Efforts have been made to heighten surveillance in the community, health facilities, ports of entry and sentinel sites with dedicated screening, diagnostics and treatment centres. • Adherence to public health guidelines such as wearing of face masks, observing social distancing and minimising movements away from home is critical. • Government will continue to construct and equip health facilities across the country. • 439 health posts and 24 mini hospitals have been completed and are operational. • Levy Mwanawasa Hospital was upgraded from 120 to 850 bed capacity and has a dedicated isolation facility. • The Lusaka Specialised Hospital is at 95% to completion. • Bangweulu Hospital in Lupoposhi is at 30% in terms of progress. • Construction of the King Salman Bin Abdulla Aziz Women’s and Children’s Hospital commenced in 2019.

b. HIV: • The HIV prevalence rate recorded a decrease from 13.3% in 2014 to 11.1% in 2018. • In addition, 93% of People Living with HIV were reported to be on antiretroviral therapy (ATR) from 2019 and 96% of children who tested positive for HIV during the same period are also on ART.

Maternal Mortality: • There has been a reduction in maternal and child mortality rates and the strengthening the provision of paediatric health services especially neonatal health. • There has been a reduced overall maternal mortality ratio from 398 in 2014 to 278 in 2018 for every 100,000 live births. v. 2021 General Elections: • General Elections will be held on 12th August 2021. • ECZ will undertake a voter registration exercise including mobile and online registration. • This is an effort to eliminate duplication of records on the Register of Voters. • The mobile issuance of National Registration Cards is currently in progress.

iv. Digital Technology • The Smart Zambia Transformation Agenda is in effect with the aim of modernising delivery of public services through digital technology. • Currently, 44 services are available on the Government Service Bus. An additional 100 services affiliated to land, mining, tolling and tourism will be online by the end of 2021. • In expanding the media environment, there were 88 radio stations in 2016 and this now stands at 126 in 2020. • There is steady progression in the number of television stations countrywide, from 19 in 2016 to 39 in 2020 while, 6 provincial television stations are scheduled for handover in Eastern, Western, Luapula, Muchinga Central and Northern provinces as soon as equipment is installed. • 73 new digital transmission sites created jobs and wealth in the country.

iii. Corruption: • Government is implementing an Integrity Committee Initiative aimed at enhancing the prevention of corruption in the public and private sectors. Currently, there are 94 integrity committees compared to 48 in 2016.

Decentralisation Reforms: Government has supported the formation of 1,326 Ward Development Committees across the country, against the targeted 1,624 The number of new districts and associated infrastructure standing at 95% to completion has also been increased as follows: • 14 district administration blocks • 12 post offices • 15 police stations • 510 housing units • 13 civic centres

iii. Water Supply and Sanitation: • Kafue Bulk Water Project commenced in 2016 and is at 98.3% to completion. It will enable additional supply of 50 Million litres of water per day to Lusaka. • The Lusaka Sanitation Programme is expected to be completed in 2021 and selected parts of Lusaka will benefit, with 12,000 households being reached. • The Kafubu Sustainable Water and Sanitisation Improvement Project is at 96% to completion. It will benefit Ndola, Luanshya and Masaiti. • Chongwe Water Supply Project is expected to provide 345,000 litres of water per day and serve 2,500 households in Chongwe. • Kaputa Water Supply and Sanitisation Programme is at 77% to completion, aimed at serving 3,000 households. • Kafulafuta Water Supply Dam is 82% complete with a storage capacity of 139 million cubic metres and it will supply 300, 000 litres of water to Ndola, Luanshya, Masaiti and Mpongwe . • Government is implementing Statutory Instrument No.20 of 2018 on Groundwater Resources Management which has seen the registration of 2,821 boreholes bringing the national database total to 34, 821 with 105 borehole drillers registered in 2019 and the total registered in 2020 now stands at 278. • In 2019, a total of 4,151 boreholes were constructed and equipped with hand pumps resulting in one million people in rural areas having access to clean and safe water. In contrast, 1,168 boreholes were constructed in 2018, benefiting 292,000 people.

• The National Health Insurance Scheme was rolled out in 2019 with 540,000 employees currently registered on the scheme; 126 healthcare facilities have been accredited and it is expected that 800,000 employees will be registered in 2020. • In the emergency response to COVID-19, 2232 health workers were recruited and deployed. 23,000 health workers have been recruited generally since 2017.

Macroeconomic situation • During the period 2016 to 2019, the economy remained resilient registering positive growth of 3.2%. • In 2020, the economic growth rate is projected to decline to negative 4.2%. • This is mainly attributed to the COVID-19 pandemic which led to disruptions in the supply of value chains, fall in international commodity prices, reduced exports, low investments and liquidity constraints. To stimulate economic activities in the short-term amid the COVID-19 pandemic. Government has had to: • Implement tax relief measures in order to keep the private sector afloat and protect jobs. • As a result, domestic revenues in 2020 are projected to decline by 17.8%. • To improve liquidity in the economy and mitigate the effects of COVID-19. Government introduced a K10 billion medium-term refinancing facility to support various players in the economy. • Furthermore, Government issued the K8 billion COVID-19 bond as an economic stimulus package. • Government has continued to prioritise the dismantling of domestic arrears such as those owed to suppliers and pensioners. • A total of K1.9 billion has so far been released against the 2020 budget of K2.1 billion.

China’s economy plows on as world’s only major growth engine BEIJING - China’s recovery from the coronavirus pandemic continued in the third quarter and showed signs of broadening in September as consumer spending accelerated, keeping the economy on track to be the world’s only major one to grow this year. Gross domestic product expanded 4.9 percent in the third quarter from a year ago, missing economists’ forecast for a 5.5 percent expansion. Both retail sales and industrial production gained momentum in September, reassuring markets that the recovery is on track. The numbers show China’s early and aggressive containment of the coronavirus has set the economy up for a faster rebound than any of its peers. That’s a rare positive for a world economy still clawing its way out of its worst slump since the Great Depression

- a revival further complicated by the resurgent virus in Europe and the US. “It’s an encouraging and hopeful message for the rest of the world,” said Rob Subbaraman, global head of macro research at Nomura Holdings Inc. in Singapore. “If you successfully handle the health crisis, your economy can recover.” Retail sales expanded 3.3 percent in September from a year earlier, industrial production grew 6.9 percent and investment growth accelerated to 0.8 percent in the nine months to the end of the quarter. Strong import growth in the third quarter may have dented the GDP number, even though it’s broadly seen as a bullish sign for demand. Output expanded 0.7 percent in the year to date, meaning that the world’s second-largest economy has now regained all the ground it lost in the early months of the year. Markets were mixed on the news. The CSI 300 Index of stocks, which last week was within one percent of a five-year high, slipped 0.3 percent as of the mid-day break in Shanghai. British pound sinks LONDON - The British pound sank last Friday, boosting the London stock market after UK Prime Minister Boris Johnson warned he was ready to walk away from European Union trade talks and prepare for a “no-deal” Brexit. Sterling slid underneath US$1,29 after Johnson accused the EU of failing to negotiate seriously - and declared Britain should “get ready” for an Australia-style agreement based on World Trade Organisation rules from January “unless there is a fundamental change of approach” from Brussels. It comes after an EU summit last week demanded Britain urgently gives ground on fair trade rules to unblock post-Brexit negotiations. “Sterling fell sharply on comments from PM Boris Johnson calling for the UK to prepare for a no-deal exit in January and accusing the EU of not negotiating seriously,” said Markets.com analyst Neil Wilson.

Johnson’s comments fuelled gains on the London stock market, with it gaining 1.3 percent in early afternoon deals. A weak pound lifts the share prices of companies listed on the FTSE 100 index that make large earnings in dollars. “However, fresh Covid-19 restrictions continue to cloud the outlook,” she told AFP. – AFP.

…Ramaphosa says public employment stimulus will create jobs ‘here and now’

OHANNESBURG - Government will roll out an ambitious public employment programme as part of its efforts to revive SA’s economy in a way that is also inclusive, according to President Cyril Ramaphosa. Such public employment programmes have been adopted by several countries in the developing world such as India and Ethiopia, the president noted in his weekly newsletter. “We have to get as many of our people as possible working again,” he said. Last week Ramaphosa

unveiled his long-awaited economic recovery plan which aimed, among other things, to create and support over 800, 000 jobs in the short term as a response to severe job losses caused by the lockdown. The Presidential Employment Stimulus, released alongside the economic recovery plan, involves public investment of R100 billion over the next three years, he said. Second quarter employment figures reflect that 2.2 million jobs were shed as a result of the lockdown – which

affected those in the informal sector more harshly. In his newsletter, Ramaphosa said public employment could create jobs at scale in the short term, while markets recover from the impact of the lockdown and create “social value.” He referred to similar public works programmes undertaken by the US, after the Great Depression in the 1930s. “This was not just a stimulus, but also promoted social participation and inclusion,” said Ramaphosa. Zimbabwe targets mining for VFEX HARARE - Zimbabwe will be aiming to attract global capital mostly from the mining sector when the Victoria Falls Stock Exchange comes into operation this week, Finance and Economic Development Minister Professor Mthuli Ncube said. Minister Ncube revealed this while presenting the pre-budget strategy paper, themed “Building Resilience and Post Covid-19 Recovery in Harare ahead of the 2021 National Budget expected to be delivered sometime next month. VFEX, to be operated by Zimbabwe Stock Exchange, will allow listed companies to raise and trade their stock in any convertible hard currency,

limiting the exchange risk. According to Prof Ncube there is a need for the creation of globally recognised stock exchanges in Africa, those that arise from environments that are devoid of any negative impact of exchange rate fluctuations. He said the VFEX will be a Pan African bourse. “In terms of the impact and the effects of the Victoria Falls Stock Exchange; why did we create it? We thought as a Government, there is no pan-African exchange that has global clout that is able to preserve values of companies in a globally recognisable and consistent way. “So, we thought; let us create this platform (VFEX. Treasury said the project is under the World Bank’s Financial Sector Support Project and is expected to

UTHORITIES in N o r t h -We s t e r n Province have appealed to livestock farmers to desist from moving cattle from one district to another without authorisation from the veterinary department.

Provincial Veterinary officer Dr Peter Banda said in an interview that this is in a bid to curb the spread of the Contagious Bovine Plerol disease (CBP) in the province. Dr Banda said that the disease was yet to be contained after it broke out in four districts, Chavuma, Zambezi, Kabompo and Manyinga.

Dr Banda “So, I am appealing to them to make sure that they certify their animals before moving to another district if we are to combat the disease,” He indicated that the disease

was spreading rapidly due to the movement of animals from district to district by farmers which should be avoided. "The challenge we have is that our farmers are moving animals from one to another without certification. "So, I am appealing to them to make sure that they certify their animals before moving

Dr Banda said the vaccination had not yet been done on animals due to logistical challenges.He however mentioned that all affected animals were being slaughtered and sold to butcheries for human consumption as the disease has no effect on human beings.

Minister courts church By JACKSON MAPAPAYI THE church has been urged to pray for Zambia and its leaders as the country goes towards the 2021 general election. North-Western Province Minister, Nathaniel Mubukwanu, said the church was key in promoting peace during and after the 2021 general election. He said it was cardinal for the church to continue praying for leaders in Government as they carry out their national duties. “The church has a key role to play in providing counsel and guidance to leaders regardless of their affiliation or religion,” he said. The minister was speaking during the commemoration of National Day of Prayer, Fasting, Repentance and Reconciliation at Solwezi Central Seventh Day Adventist church. Mr Mubukwanu said Government’s desire was to see the unity that was exhibited in the church to be replicated into the political sphere. He said some politicians had a tendency of sowing a seed of disunity among the people of Zambia, adding that such should be condemned. The minister said that if politicians would not tame their tongues, they risked undermining the unity and peace the country has enjoyed for the past 56 years of independence.

MONZE District C o m m i s s i o n e r Munachoongo Muleya has appealed to the Ministry of Home Affairs to consider drilling boreholes at Monze Correctional Facility for commercial irrigation. Ms Muleya said that the facility has enough land which is not adequetely being utilised for farming purposes. She said that if the boreholes were drilled, the correctional facility would be fully commercialized with agricultural activities. She observed that the correctional facility has potential to produce enough maize if only the Ministry of Home Affairs would consider drilling boreholes to facilitate large scale crop irrigation. Ms Muleya also observed urgent need to fence off the entire facility to prevent encroachment on the institution’s land.

Farmers Assured Of Early Input Delivery

OV E R N M E N T has assured farmers that it will ensure farm inputs continue to be supplied early in order for the country to sustain food security. Agriculture Minister Michael Katambo told farmers in Nyimba that late delivery of inputs was now a thing of the past. He said President Edgar Lungu had directed his ministry to ensure the Farmer Input Support Programme (FISP) runs effectively to the benefit of targeted farmers. Mr. Katambo said this when he addressed some farmers in Mtilizi area. And National Development Planning Minister Alexander Chiteme handed over the sub-grant cheques to some selected groups in Mtilizi area in Nyimba, under the Integrated Forest Landscape Project. Mr. Chiteme has encouraged members of the community in Nyimba to form groups and develop business plans so as to benefit from grants under various government projects. Meanwhile, Nyimba Council Chairperson Mackson Kapanta urged Nyimba residents to register as voters. - NAIS

PF lifts ban on Southern official By ANDREW MUKOMA THE Patriotic Front (PF) in Southern Province has lifted the suspension of Livingstone district youth vice secretary Gibson Limbambala. This follows his appeal to the provincial executive committee after he was suspended by the party’s district disciplinary committee on alleged gross misconduct three months ago. In a letter dated October 16, 2020 addressed to Mr Limbambala, signed by provincial secretary Andrew Sinzala on behalf of provincial chairman Lawrence Evans, the decision to lift the suspension was arrived at after the official showed remorse and apologised for his conduct. Mr Limbambala’s appeal was considered by the provincial disciplinary committee which recommended that the indefinite suspension be lifted. The PF has warned Mr Limbambala not to commit the similar offence within three months from the date his suspension was lifted. The provincial committee has advised the district committee in Livingstone to allow Mr Limbambala to perform his duties as district youth vice secretary. Mr Limbambala told the Daily Nation in Livingstone he had received the letter signed by Mr Sinzala.

Kitwe residents cry for drainage system By SANFROSSA MANYINDA RESIDENTS from various townships in Kitwe have called on the local authority to put up a proper drainage systems as the rainy season sets in. The residents complained that they were not safe with the way the current situation was especially that we were approaching the rain season. Some of them said they had been receiving promises that drainages would be put up for them from their councilors and the council, but to no avail. “We are happy that the Government has constructed

roads for us in our various communities but let them also ensure that drainages are worked on. “In most cases, we see roads being constructed without drainages and the same new roads get ugly and flooded when it rains due to lack of the drainage systems,” one of the residents Melody Kafumpa of Kwacha township said. Ms Kafumpa complained that lack of drainage systems in most townships also contributed to many households being flooded. She said the earlier the council worked on drainages, the better as most households would be protected from the floods. Another resident of Buchi township, Josiah Mulenga, said working on the roads leaving out the drainage systems was equal to nothing. Mr Mulenga complained that the size of the drainage systems that were put up in some areas left much to be desired.

COPPERBELT will record a bumper harvest following the early distribution of farming inputs in all districts, provincial agriculture coordinator, Obvious Kabinda, has predicted. Dr Kabinda expressed excitement that farmers had started accessing fertiliser under the Farmer Input Supply (FISP) for the 2020/21 farming season. The province has 102,452 beneficiaries under FISP. He said this at the weekend when Nyimba Investments officials led by Head-Sales and Marketing Willings Mulendema paid a courtesy call on him. “As you know farmers in the province started making their deposits early and so they have started collecting fertiliser in good time and we hope that by end of October, all of them would have collected. This is an indication that farmers have come to appreciate the programme,” said Dr Kabinda Kitwe District Agriculture Coordinator,

Raphael Munyaule, advised farmers not to sell fertiliser but use it for agricultural purposes. Mr Munyaule said the farmers were adhering to the health guidelines while collecting their fertiliser. And Mr Mulendema said that Nyimba was happy that Government had contracted the company among the suppliers for the 2020/21 farming season. “Our message to the farmers and the

government of Zambia is that we won’t let them down. We promise to do our best so that agriculture can flourish in Zambia, “he said. District Commissioner, Chileshe Bweupe, said farmers were happy that they had started accessing fertiliser early. Despite the effects of the Covid-19, he said, the accessing of fertiliser had not been affected as farmers were able to adhere to the health guidelines.

KALULUSHI residents are at the risk of consuming contaminated food as some people are selling fish and vegetables from the heavilypolluted Luela stream. As a precaution, the Kalulushi Municipal Council has advised residents only to buy their vegetables and fish from credible sources. This was after the collapse of the tailing dam at Rongxing Investments Limited near Sabina area along Mufulira road, resulting in the contents flowing into the Luela stream. As a result, water got polluted, ultimately killing the fish in the stream, which some unscrupulous people

were collecting and selling to unsuspecting residents and transiting motorists. The local authority has advised people growing vegetables near Luela stream to desist from watering the plants using the water from the stream as this could pose serious health risk once the products were consumed. Director of Public Health, Susiku Mwakoi, said Rongxing had been tasked to sensitise the public not to consume vegetables and fish from around the area. “Following the failure of the tailings dam on October, 15, 2020, Council Health Inspectors, Water Resources Management Authority, Zambia Environmental Management Authroity and

Mine Safety Department visited the site,” he said. Mr Mwakoi said water samples were collected from the stream and submitted to the laboratory for analysis to determine the contamination levels. He said the results were expected to be ready during the course of this week. He added that Rongxing Investments Limited which was issued a notice to halt operations could only resume operations upon reconstruction of the tailings dam to the required standard. Mr Mwakoi emphasized that residents and other people must always be sure of the source of the vegetables and fish to avoid consuming contaminated food.

The UPND has for some time agitated for reprisals and it should be of concern when the pockets of disorderly conduct are recorded in other parts of the country. The UPND are testing the depth of the ocean in preparation for 2021. On the other hand, the statement by the UPND foul mouthed leader Gilbert Liswaniso that they would mobilsze at least a convoy of 1, 000 vehicles to escort the UPND president Hakainde Hichilema to Mpika is an admission of our previous claims that the opposition party is not popular in the northern circuit but banks on the goodwill of the artificial and mobile crowd. We see no reason why Mr Kang'ombe or HH cannot be summoned to state their side regarding the events in question. We are also anxiously and intently wondering why UPND takes pride to invest their resources in activities that are meant to benefit HH as opposed to UPND cadres. From the remarks attributed to Mr Liswaniso, it is clear UPND is likely to set aside colossal sums of money to mobilise the vehicles that will ferry mostly jobless UPND youths to Mpika. This casts doubts on whether the UPND has capacity to prudently utilise national resources. If we can ask; what is priority to UPND between empowering their "apparent jobless youths" or delving into HH's personal battles with

law enforcement agencies? Will it be wrong to suggest that a UPND in Government will focus on using national resources to fight personal battles at the expense of the nation? If they cannot exemplary utilise their resources to empower their youth, it will be miraculous to see them channelling expenditure to national developmental projects. One thing she is passionate about is the construction of a community school to support education. “Lambe Community School is a school I am building through my own resources. I have donated cement in Chilimba where we did a (1 by 3) classroom block. “And using CDF, we have a project at Kapampale, this year we got a (1 by 3) classroom block. This is highly appreciated by the ministry officials in Luapula because of its quality and unique design,” the MP says. She also talks about Kalungwishi Boarding School that the government has done and how it has motivated learners in Chienge. Added to this, Ms Katuta has sponsored about 300 students in terms of bursaries and she is happy most of them are graduates. Away from education, she, like any other female parliamentarians has equally valued women empowerment. She strongly believes, empowering a woman means empowering

the entire constituency. For this reason, she has worked very well with women groups especially in Mununga Ward where she has worked with the Twikatane Women’s Group as well as the Tushangile Women Group. “We are looking at empowering women in farming. We have one group in Mununga that is doing poultry. I have youths who are doing farming. I have given some of them money to buy fertilisers. Other youths were given motor bikes for transporting people to raise funds for their school fees,” Ms Katuta said. “We have a group of youths who have 15 hectares of land. They will be growing beans, we have the buyer already who has shown interest and he’s going to give them the seed and the fertiliser and later buy from them. This project starts this October.” Ms Katuta is also working with women who want to diversify in agriculture by growing rice. She has also given some women sewing machines, to sew clothes for sale and she is speaking with various government ministries to

Though initially established for her use, the station has now grown to full capacity and is benefitting the communities through adverts and disseminating of information. It also provides employment to the locals and she plans to expand its frequency for a wider coverage. In this time of Covid-19 pandemic, the radio station has been very helpful to the constituents. Furthermore, Ms Katuta is committed to playing a big role in tourism to fully open up Chienge. Trying to woo investors for tourism opportunities was one of her key messages in her campaign and she is looking at setting up a tourism village. “When you look at the shores of Lake Mweru, there is a potential for the hospitality industry. In Kafulwe in Mununga, there is a place which we have picked, which we are going to call a ‘Cultural Village’ hotel. We want to work with the local people living there. It’s a beautiful concept that we have so that we can have some investors,” she says. “We are going to use modern material to build this place but it will be in a form of a village. We are going to promote our tradition, our culture and also our food.” With communication, infrastructure development, women empowerment and provision of decent education on her plate, Ms Katuta who is fondly called ‘Na Nyina, Mayo Mayo,’ in Chienge, is very certain her constituency is on the right path to unlock its potential.

CHEMISTRY LESSON 2 METALS Specific Learning Outcomes - Describe the physical properties of metals - Describe chemical properties of metals - Describe the reactivity series of metals - Describe the extration of aluminium Most of the materials we use in our daily lives are made of metals. For example: spoons, knives, pans, pots and parts of different machinery among others. Hence it is important to look at propeties of metals and how selected metals are extracted. Physical properties - They are good conductors of electricity - They are malleabe. This means that they can be made into a sheet. This is because the layers of atoms are able to slide over each other. - They are ductile. This means that they can be withdrawn into a wire. - They are sonorous.This means that they make sound when they are hammered. -They have high melting and boiling points except group I and II elements and mercury. Reactivity Series Metals react at different rates. This means that some metals are more reactive than others and vice versa. The arrangement of metals starting with the most reactive and ending with the least reactive or vice versa is called reactivity series or oder of reactivity. Note that very reactive metal form stable compounds while less reactive metals form less stable compunds. The table below shows the reactivity series metals.

Note that hydrogen is placed in the reactivity series as a reference point since most metals react like hydrogen. The other point to be taken note of is that though aluminium is placed high in the reactivity series, it does not easily react because it forms an oxide layer on its surface which prevent it from reacting.

Extraction of Metals Most metals do not exist naturally on their own but instead they are found combined with other elements. Therefore, certain methods should be used to extract or remove the metal from the compound(ore) it is found. The choosing of the method to be used to extract a metal depends on the position of the metal in the reactivity series. Very reactive metals like potasium, sodium, calcium, magnesium and aluminium are extracted using electrolysis method. On the other hand, less reactive metals like copper, lead, iron and zinc, are extracted by heating the ore with a reducing agent. In this subtopic, we shall look at the extraction of aluminium, iron, Zinc and copper because these are the only metals outlined in the syllabus. Extraction of Aluminium Aluminum is extracted using electrolysis method. Electrolysis is the process of decomposing an electrolyte using an electric current(electricity).An electrolyte is a substance that conduct electricity when it is in molten(fused) state or solution. The ore from which aluminium is extracted is known as bauxite(Al2O3). This compound is made up of Aluminium ion(Al+3) and oxide ion(O2-). The other raw materials required are: carbon(C) and cryolite(Na3AlF6). Carbon is used for electrodes. Cryolite is used to reduce the melting point of the ore and it act as a solvent for the ore(Al2O3). Lowering of melting point saves electrical energy needed in the process of extraction of aluminium. An electrode is a substance that allows current to get into an electrolyete. There are two types of electrodes namely: anode and Cathode. An anode is an electrode connected to the positive terminal of the power supply and it is positive charged. A cathode is an electrode connected to the negative terminal of the power supply and it is negatively charged. The diagram below shows the extraction of aluminum.

Reaction of metal oxides with carbon. At high temperatures, carbon reduces metal oxides to produce a metal and carbon dioxide. Electric current is thereafter passed through the molten bauxite. When current is passed through molten bauxite, a reaction occurs at the anode and at the cathode. WORLD STATISTICS DAY

We live in a society of statistics and statistics live in society! The world is full of statistics, which can be used to connect the world. It is, therefore, important for all statistics stakeholders to work together to ensure that statistics plays its important role in society. BY EUSTARCKIO KAZONGA Introduction It is an honour and privilege to have this opportunity to give my personal refection on the World Statistics Day, which is today the 20th of October 2020. The main purpose of the day is to show that good data and statistics are indispensable for informed decision-making by all actors in society. Through numbers and other quantitative information, statistics helps us understand our societies and the world as a whole a little bit better than without them. In our daily lives we produce and use some amount of data and statistics that assist us solve a number of problems that we encounter as individuals and society. Historical Background International days are occasions to educate the public on issues of concern, to mobilise political will and resources to address global problems, and to celebrate achievements made on a number of issues. The 1st World Statistics Day was celebrated on 20th October 2010 with the theme “Service, professionalism, integrity: celebrating the many contributions and achievements of official statistics”. On 3rd June 2015, the United Nations General Assembly adopted resolution 69/282, in which it designated 20th October 2015 as the 2nd World Statistics Day and decided GOVERNMENT

dicators of countries’ progress is indispensable for informed policy decisions and monitoring implementation of the then Millennium Development Goals (MDGs). the General Assembly adopted resolution 64/267 on 3rd June 2010 and officially designated 20th October 2010 as the first ever World Statistics Day.

Reflection on the Theme This 3rd World Statistics Day will be celebrated around the globe today the 20th October 2020 under the theme “Connecting the world with data we can trust”. This theme reflects on the importance of trust, authoritative data, innovation and the public good in national statistical systems. The world uses data to address common challenges. For example, data to support our decisions on the COVID-19 pandemic is required to formulate appropriate interventions for dealing with the problem. This day can, therefore, be used to profile the role of statistics in many areas of human endeavour. The Secretary-General of the United Nations, Mr. António Guterres made a very important message for this day when he said “As the United Nations marks its seventy-fifth anniversary and the world deploys data to face a common challenge, let us use World Statistics Day to spotlight the role of statistics in advancing sustainable development for all”. He emphasised that "current, reliable, timely and trusted data are necessary to understand the changing world in which we live.” He also noted that “the unprecedented Coronavirus pandemic has elevated the importance of data and statistics, and demonstrated how linking data to geospatial information can help us to track the dynamics of a rapidly changing global situation.”

Demographic and Health Surveys (DHS) These are nationally-representative household surveys, normally conducted at five-year intervals, that provide data for a wide range of monitoring and impact evaluation indicators in the areas of population, health, and nutrition. They are used in this article because they contribute to the theme of Connecting the world with data we can trust as survey follow well-defined methodology that meet international statistical standards. Comparisons can be made within the country and across a number of countries in the world. In building trust in these surveys, DHS methodology is clearly elaborated and the surveys use a combination of standardised survey instruments such as Questionnaires; Biomarkers; Geographic Information. This assists in ensuring integrity in the data collected and therefore build confidence and trust among the users. The Government of the Republic of Zambia, through the Zambia Statistics Agency and the Ministry of Health together with its cooperating partners, conducted the 2018 Zambia Demographic and Health Survey (ZSA, 2019). cal services and those who use them (Pullinger, 2020). One of the Ten Fundamental Principles of Official Statistics is to retain trust in official statistics, the statistical agencies need to decide according to strictly professional considerations, including scientific principles and professional ethics, on the methods and procedures for the collection, processing, storage and presentation of statistical data. Reliable statistics in all fields of political, social, economic and cultural activity is recommended for the monitoring of the implementation of the ongoing integration process in the continent on which African States embarked several years back. This will make it possible for the process to achieve its objectives and for its outcomes to be assessed (AUC, 2009). It is always important to have high-quality data and statistics. RSS (2017) emphasises that trust in official statistics is fundamental to proper functioning of our democracy in order to know whether Governments are actually delivering what they say. HE aggrieved parties in the Football Association of Zambia (FAZ) electoral process are yet to receive correspondence from the FAZ and FIFA regarding who attends the October 31 virtual meeting with FIFA. Lawyers representing the aggrieved, Gilbert Phiri, says they had long written to FIFA and FAZ seeking clarification on the criteria to be used for attendance to the meeting and how it was arrived at that only three members from the aggrieved would attend.

Phiri says they don’t know why it had been narrowed down to three when there were so many aggrieved parties some of whom did not concern elections. He says that when they attended the stakeholders meeting with the sports council, it was established that aggrieved parties were many some of whom comprised administrators such as Blackwell Siwale, Elijah Chileshe, Pivoty Simwanza and many other whose matters did not even relate to elections. Phiri however says the aggrieved parties are ready for the October

31 meeting with FIFA and that they were looking forward to resolving the issues surrounding the electoral process. “There are so many aggrieved parties but if FIFA narrowed it down then we don’t know what they mean. We wrote to them to ask what these three representatives are all about so that we are all clear what they mean when they say three representatives. So our letter has not been answered up to now and we don’t know why it has been narrowed to three representatives,” Phiri said. On the face of it, there

are three who went to court over elections, these are the aggrieved parties over the electoral process. Now as to whether that’s what FAZ and FIFA is referring to I don’t know because there are so many aggrieved parties and some of the grievances have nothing to do with elections. We hope we can receive clarification from FIFA and FAZ before the said date. FAZ and the aggrieved parties in the electoral process are set to meet FIFA in a virtual meeting aimed at ironing out the wrangles that had engulfed Zambian football.

And FAZ president Andrew Kamanga has commended Government for reaffirming its commitment to help the Chipolopolo prepare adequately for the Afcon qualifiers and the CHAN set for January 2021 in Cameroon. "We are very happy the government reaffirmed its commitment toward the support of the senior men’s national team. "Sports minister Emmanuel Mulenga also assured the technical bench of maximum support during their assignments. There could not have been any greater news as we prepare for the double header clash against Botswana next month," Kamanga said. Kamanga also hailed the Ministry of Sports for giving direction on the possibility of having fans in the stadia during the international matches ahead. Meanwhile Kamanga has hailed local clubs for making available their players for national team duty.
