Kelvin Sampa challenges Mwiimbu over violence claims By KETRA KALUNGA IT IS irresponsible for Monze Central Member of Parliament, Jack Mwiimbu to suggest that Zambia was in a state of lawlessness and that PF cadres moved with machetes and guns, PF national youth chairman, Kelvin Sampa has said. He said the allegations were baseless and a mere gimmick to incite violence in the country. Mr Sampa, who is also Kasama Central MP, said the allegations were a political gimmick meant to incite citizens into violence. He challenged Mr Mwiimbu, who is leader of the opposition in Parliament, to produce evidence of PF cadres moving around with guns and pangas. Mr Sampa said the allegation made by Mr Mwimbu were very serious and should be reported to the police so that he could produce evidence. He said in an interview yesterday that there was no single PF youth in the country who had been allowed to move with ammunition or machetes. “I hope he has got that evidence for him to say that because there is no way he can say that, let him bring evidence and he must go and report that to the police,” he said. Mr Sampa said it was only the law enforcement agencies that had been allowed to move with ammunition.
Chinese wants Concourt case stopped By GRACE CHAILE-LESOETSA A CHINESE has petitioned the Constitutional Court seeking an order that proceedings in a case involving his ex-employer Kingphar Company Zambia Limited before Justice Kelvin Limbani be halted. Mr Wang Ying, who is yet to be paid his dues following the termination of his employment contract by Kingphar Company, is seeking an order that the continued hearing and determination of cause no.2020/HB/023 by Judge Limbani other than Judge Isaac Kamwendo who sealed and signed the Consent order cause no. 2020/HB/15 interferes and undermines the performance of Judicial functions and independence of the latter judge contrary to article 122 of the Constitution of Zambia (Amendment) Act no.2 of 2016. He wants an order that the proceedings under cause no. 2020/HB/023 violate articles 122 and 128 of the Constitution Act no. 2 of 2016 and therefore are illegal and null and void pursuant to article 1. (2) of the Constitution Act. no. 2 of 2016. Mr Wang Ying also wants an order to stay proceedings under cause no. 2020/HB/023 pending determination of the constitutional issues before the Constitutional Court and any other reliefs the court may deem fit. But Constitutional Court Judge Mungeni Mulenga during a status conference last Wednesday said she could not grant the order in the petitioner’s application to stay proceedings in the Kabwe High Court . “I have my reasons for having not granted it and hence my calling the parties
because I want to hear it interparty and I wanted to give you directions so that this matter can be heard as quickly as possible,” Ms Justice Mulenga said. She set October 12, 2020 as date of hearing. In the petition, Mr Wang Ying stated that as a way of rehabilitating and rescuing Kingphar Company, the High Court sitting in Kabwe presided over by Justice Kamwendo under cause no.2020/HB/015 on April 21, this year ordered that the company be placed under supervision of court and commence business rescue proceedings pursuant to the provisions of the corporate insolvency act no. 9 of 2017. He said business rescue proceedings commenced on that date and have reached an advanced stage. Mr Wang Ying said as an effected person in respect of Kingphar Company is entitled, pursuant to the provisions of the corporate insolvency act no 9 of 2017, to participate in the business rescue proceedings. He said in May 11 2020, instead of joining or participating or filling any claim or dispute in cause no.2020/HB/015 so as to express it’s grievances as provided for by the corporate insolvency act ,the Bumu General Trading FZE ,A foreign company incorporated outside Zambia and as one of the shareholders of Kingphar Company, commenced a separate and new action in the High Court under cause no.2020/HB/023 before judge Limbani in an order to terminate the business rescue proceedings. Mr Wang Ying said the commitment of cause no.2020/ HB/023 has created a constitutional issue because any decision by Justice Limbani will only interfere with and/or undermine the judicial functions of the said justice Kamwendo, but will also interfere and undermine the independence and effectiveness of the judiciary.
WOODLANDS RESIDENTS PROTEST OVER ABANDONED ROAD WORKS By SIMON MUNTEMBA
RESIDENTS of Lusaka’s Woodlands residential area have bemoaned the poor state of Ngulube and Kapumpe Roads. The residents said the Road Development Agency (RDA) engaged AVIC International to work on the roads but abandoned works after ripping it off last year in November. One of the residents, Mr James Mwenya, said the roads which were near State House were in a deplorable state and needed urgent attention. Mr Mwenya appealed to State House Special Assistant for Project Monitoring and Implementation, Andrew Chellah, to inspect the roads to see for himself. He said the roads were a danger to motorists and other road users more. “The contractor ripped open Ngulube road, compacted with their heavy machinery, and because of the heavy rain they demobilised and promised to come and complete the works after the rainy season but till now they have not come on site,“ he said. He wondered why the contractor was not on site up to now despite Government

Musa Mwenye backs lifestyle audits By SIMON MUNTEMBA FORMER Solicitor General and Attorney General, Musa Mwenye has proposed that the nation must introduce lifestyle audits for officials aspiring for public office and those holding government positions. Mr Mwenya said those aspiring to be public servants must also be subjected to lifestyle audits in order to ascertain how they accumulated their wealth, and if they paid taxes on their accumulations and businesses. He said this during ‘The Furnace’ programme on Muvi TV themed, “corruption and the state of Zambia’s economy”. Mr Mwenye, who served under the late President Michael Sata said those holding or have held senior Government positions, or aspiring for public office should not fear undergoing a lifestyle audit if their wealth was legitimately acquired. “We must all account for the wealth we have, otherwise don’t
go into public service,“ he said. He said the audits would be used to hold accountable those who unduly benefit from the state’s resources and procurement opportunities. He said the audit must also look at all the earnings, tax paid and sources of income of public office bearers or before any person takes up public office. “I actually think we need lifestyle audits. I was Solicitor General and I worked as Attorney General, why should I be scared of being checked if I didn’t steal? I should be asked what I have, how I got it and when I tell you that it is from my allowances, I should prove that. I tell you that I have businesses, let me show the businesses but I should also show what tax I paid,” Mr Mwenya said. He also said it was immoral for some public officials to live a lavish lifestyle when they were working for poor people. Mr Mwenya stressed that public service was service, not an avenue to become millionaires.
“You cannot become a millionaire by serving in Government. There is no Government salary that can make you a millionaire unless you are in business,“ he said. He added, “I have heard some rebuttals about this lifestyle audit that everyone must have it, but does everyone hold public money? Those of us who chose to enter this pubic offices should be open to accountability. When you are in public office, you are not a private person, there is no privacy.” Mr Mwenye gave his full backing to calls for senior civil servants and politicians to be subjected to lifestyle audits as a measure to curb corruption and plunder of national resources. “If you drive a range lover, we want to know where you got the money because you are in public office. Otherwise, you don’t qualify to serve and you shouldn’t serve in those offices and that will be true no matter which party will came into power,“ he said.

Suspended Kitwe Mayor Christopher Kang’ombe, his Kalulushi counterpart Rashidah Mulenga and former Kitwe DC complained that it was malicious for anyone to link them to the opposition whent hey were loyal members of the ruling party. They have since challenged rumour mongers to come out in the open and provide evidence which showed that they were working with the United Party for National Development (UPND) and National Democratic Congress (NDC). Mr Kang’ombe added that all parliamentary seats would be vacant upon the dissolution of parliament in May next year, stating that aspiring candidates needed to work within the confines of the party statutes and not against one another. And the Kalulushi Mayor said that her works in both private and public service were for the people of Kalulushi, stating that she was in full gear cultivating votes for President Edgar Lungu and the PF. “Yes, I have heard calls from different walks of life for me to consider running for higher office. That decision will be made in an orderly functioning of my office, party organisation and other Government functions in the district,” Ms Mulenga said that answering the call would be in wise consultation with party elders and full adherence to the rules of the party. Meanwhile, Mr Mpundu said he would continue mobilising people to support the President and the PF party. Mr Mpundu said that all activities he would embark on from now on would be to support the ruling party and total allegiance to President Lungu.
Release CNMC workers under isolation - Kaziya GOVERNMENT has ordered CNMC Luanshya Copper Mine to release all workers that are under isolation and allow them to start reporting for work from their respective homes due to poor conditions in isolation facilities. Speaking when he paid a courtesy call on Luanshya Mayor Nathan Chanda, Labour Permanent Secretary Chanda Kaziya said it was shocking to find workers being kept in unacceptable facilities. He said Luanshya Copper Mine has violated the Memorandum of Understanding that was signed with Mine Unions to have workers kept in isolation facilities as opposed to them coming from home. Mr Kaziya who also visited the facilities with Luanshya Mayor Nathan Chanda, mine union officials, and officers from the Provincial Labour Office said Zambians are being crowded in small rooms without running water while Chinese workers are in better facilities. He said workers will now start reporting for work from home under the new normal to avoid the current inhuman conditions they are being subject to. Meanwhile, Mr.Chanda has commended President Edgar Lungu for allowing the Ministry of Labour to enforce the order. Mr Chanda wondered how workers living in dilapidated facilities would contribute effectively to the production of the mine. And CNMC Luanshya Copper Mine Head of Human Resource Stanley Zyambo said workers have already started going home and will be expected to report for work from there.

He observed that the newly discovered Gold was not being exploited to the maximum and that there was potential for the mineral resource to earn fortunes for the country. Mr Simukonda said despite the country having several Gold sites across the country, production was still very low. He said ZNS could be engaged to recruit and train unemployed youths including trusted men and women in uniform in Gold extraction. Mr Simukonda said in an interview that the service had done extremely well in agriculture and that the same efforts could be replicated in Gold mining. “It is unacceptable for the country to grapple with economic recovery when we have the mineral resource that can stir our econ-
omy around. We just have to find ways of increasing production and the State can engage ZNS to help. The service has done very well in agriculture, so they can train trusted people who can be engaged in Gold mining,” he said. Mr Simukonda said the Gold subsector in Zambia had the potential to thrive and earn the State a lot of money. Government, through the Bank of Zambia (BoZ), will buy and collect more than 40, 000 kilogrammes of gold from primary and secondary sources, including artisanal and small-scale gold miners. ZCCM-IH chief executive officer, Mabvuto Chipata announced that the institution has embarked on a programme to set up gold-buying centres in strategic panning areas. Meanwhile, Government has issued 20 gold panning licences to small scale miners in North Western province. Mines and Mineral Development minister, Richard Musukwa said Government was eager to uplift the lives of Zambians. Mr Musukwa said gold was a preserve for Zambians and that foreign invaders on gold sites would not be tolerated.

DIFFICULT CHOICES DEAR Mr BoZ Governor, We assume this is your first day in office as Governor of the Bank of Zambia since your appointment last August 22, 2020, and following your ratification by Parliament last Friday. We are aware that you are taking charge of the Central Bank at a time when the country is facing a myriad of problems arising from the global Covid-19 pandemic. This has resulted in the country’s reduced foreign exchange earnings and disrupted debt repayment efforts which has in fact cheered doomsayers who want to see the Zambian economy fail. But we have no doubt that you take up your position with a fresh approach as to what needs to be done to improve the country’s economic fortunes. For our part, we would suggest that one of your first tasks should be to draw up some sort of “Marshall Plan” to boost the country’s foreign exchange earnings. This Marshall Plan must encompass mining of the newly discovered reserves of precious stones and agriculture. The defence wings have all taken up agriculture seriously, with the Zambia National Service (ZNS) being the most promising. The country is blessed with many minerals that if properly harnessed could change the face of the nation. In this instance, we need to ensure that we take charge of the God-given minerals, particularly gold which has been discovered in various parts of the country. Gold mining must be organised in such a way that there is order in the manner it is mined as opposed to the current arrangement in which illegal miners – mostly foreign – are reaping huge rewards. We note that Government has in the past announced plans to set up hubs throughout the country in which small-scale miners can mine the gold and other precious minerals and sell in an organised manner. As we have so often stated, Government must actually involve the ZNS in mobilising the army of unemployed youths and teach them skills in small-scale mining and other industrial skills. The artisanal miners, properly organised and supported with mechanised tools could provide the bulk of the gold to the ZCCM-IH for processing before being sold to the central bank. We are glad that ZCCM-IH chief executive officer, Mabvuto Chipata announced that the institution has embarked on a programme to set up gold-buying centres in strategic panning areas. Government, through the BoZ, will buy and collect more than 40, 000 kilogrammes of gold from primary and secondary sources, including artisanal and smallscale gold miners. We can also take a leaf from neighbouring Zimbabwe where artisanal miners who continue to use hand tools are reported to be contributing about 60 percent formal gold deliveries, according to the Zimbabwe Miners Federation. Latest data from Fidelity Printers and Refiners, the country’s sole gold buying unit, show that the bulk of gold output during the seven months of 2020 came from small-scale miners who delivered 7, 128 tonnes while large scale producers accounted for 4.89 tonnes. Yes, Zambia is losing millions to illegal mining and exports of the mineral resource mining as mining expert Edward Simukonda says. But this should not make the country despair, it calls for concerted efforts to make gold mining and agriculture take centre stage in the economic recovery programme. Remember there are doomsayers wishing you to fail but we trust you are equal to the task with your team at the central bank.

lata Legal Practioners in a letter written to Zambia Somali Friendship Association national coordinator, Ally Firin said their client must be paid US$250, 000. 00 and failure to do that they would take legal action. On May 28, 2019 the association was quoted in the Zambia Daily Mail alleging that Kook College of International Studies does not offer any studies but it was used for human trafficking. The association stated that independent investigations made by the Somali community in Zambia revealed that
the college claiming to offer an inter culture course aided the Somalis into Zambia. But the lawyers argued that the allegations against Mr Zimba were false and defamatory in nature. The lawyers said "The statement has caused significant damage and reputational harm to our client to an extent that even criminal proceedings were instituted against him in the Subordinate Court and was exonerated on June 16, 2020 by Resident Magistrate Felix Kaoma. "From the exoneration of
our client by the court of law our instructions are to demand from you as we do now that you forthwith take corrective action by not only retracting the statement but also ceasing and desisting from making any further false and defamatory statement of our client. “We further demand a public apology to our client within seven days of your receipt of this letter and pay our client damages of US$250, 000. 000 as damages failure to which we have strict instructions to seek alternative legal redress," part of the letter said.

EWS of the infection of the most powerful man in the world with the most notorious disease in the world drew instant reactions of shock, sympathy, undisguised glee and, of course, the ever-present outrage and curiosity that follow much of what Donald Trump does, even from 10, 000 kilometres away.

Company Secretary, Chabby Chabala, attributed the improvement in profit to an increase in net finance income to K327.3 million recorded in June this year from K138.7 million posted in September 2019.

Mr Mulenga said Government was aware that Covid-19 had drastically limited the ability to export. “The World Trade Organisation projects that world trade has declined by 14 to 32 percent due to Covid-19 globally. “It is for this reason that my Ministry has called for this meeting to discuss the level of impact of Covid-19 to your export operations,” he said.

ADDIS ABABA - Ethiopian Airlines Group is willing to provide planes, pilots and maintenance services to beleaguered rival South African Airways as part of a joint venture with that country’s government. Africa’s biggest airline is offering operational assistance, Ethiopian Chief Executive Officer Tewolde GebreMariam said in an interview in Addis Ababa. The carrier isn’t interested in helping with debt repayments or the cost of reducing the workforce, he said. “We don’t want to deal with the legacy issues - the debt, labour claims and so on because that is very difficult for us not only in terms of financial outlay but also in terms of managing the restructuring,” the CEO said. “We want to make it very easy for them to start the airline by providing airplanes, by providing expertise, pilots, technicians, leadership.” Ethiopian could provide more modern Airbus SE 350s and Boeing Co. 787s, he said, in
comparison with SAA’s Airbus 340 planes. SAA is in need of more than R10 billion ($600 million) to resuscitate an airline that’s been in bankruptcy protection since December. Millions of jobs at risk in Africa due to continued Covid-19 travel restrictions, industry body warns JOHANNESBURG - The damage being done to the African aviation industry and on economies by the shutdown of air traffic, owing to the Covid-19 pandemic, has deepened, warns the International Air Transport Association (IATA). Thirty-one countries in Africa are opening their borders to regional and international air travel. In 22 countries, however, passengers are still subject to a mandatory 14-day quarantine. This effectively stops people from travelling, IATA warns. Therefore, it calls for the systematic testing of passengers before departure. This will enable governments to safely open borders without quarantine and better support recovery efforts, in its view. South Africa opened its borders for international commercial travel on Thursday, October 1. All arrivals from abroad will be screened. Passengers showing any symptoms of Covid-19 will be required to stay in quarantine until they test negative for the virus. International arrivals will have to present proof of a negative coronavirus test less than 72 hours old.
If they cannot prove this, they will have to remain in mandatory quarantine at their own cost. The SA government has also put a number of countries on a “high risk” list and leisure tourists from there will not be allowed into the country at this stage. It includes France, India, the Netherlands, Russia, Switzerland, the UK and the US. “Quarantine measures are crippling the industry’s recovery and hampering its ability to support social and economic development. Testing for Covid-19 will enable Africa and the world to safely reconnect and recover,” said Muhammad Albakri, IATA’s regional vice president for Africa and the Middle East, in a statement. According to new data published on Thursday by the Air Transport Action Group, of which IATA is a member, 4.5 million African jobs will be lost in aviation and industries supported by aviation in 2020. This is well over half of the region’s 7.7 million aviationrelated employment. It is also estimated that 172, 000 jobs will be lost in aviation alone in 2020. Dear Editor, WE had a late lunch after the funeral. I took two of my millennial little nephews for the sumptuous pepper steak at Marlin. Due to a hangover, the appetite of the two was bad - understandably so after they polished off a bottle of Jameson the previous night. So they just ate a small piece from their portion and called it quits. “You can take it away,” one instructed the waiter who came to check on us at the table. With chips untouched and a huge portion of the rump steak still intact, the waiter asked if he should pack the food for the two hangover boys. “No thank you...throw it away,” another answered while laughing how “primitive” it is to walk out of the restaurant with “leftovers.” As the waiter was clearing the table, I asked him to pack the food anyway.

I had asked the two to carry the so-called “leftovers” as we walked out. “Have you eaten lunch?” I asked the elderly guard as he stood still to salute. “Nothing sir, the all day...,” he answered while maintaining the military-style freezing posture. I beckoned the boys to give him the food pack. Instantly, he dropped the “freeze” and went on his knees to say a big thank you and that he was taking the food home as he had nothing for his children. “God bless you sir,” as he mumbled other pleasantries to us. I said nothing but looked into the eyes of the two - directly. They trembled. I said nothing again! “I am sorry...,” one responded. “I have learnt something.” There was dead silence in the vehicle for a few minutes. The usually chatty boys were quiet - clear sign that my lecture had been delivered without uttering any word. “Always remember that the food you want to throw away can change someone’s life,” I said as I dropped them at their apartment. “Always carry a doggy pack for that street kid,” I said. Dear Editor, LOOKING at the amount of uncollected garbage in Lusaka’s central business district (CBD) chances of avoiding cholera are very slim. With rains coming next month, we seem to have no chance of doing the needful. It is a big shame that people have continued to throw garbage on the aisles gracing our roads in the CBD, especially Lumumba which now stinks as swarms of wet green flies continue to make their home there.
PRIVATISATION INQUIRY SHOULD SERIOUSLY TACKLE CONFLICT OF INTEREST Dear Editor, WE are so delighted that President Edgar Lungu has granted the wish of the majority of Zambian youths who requested for the Commission of Inquiry into the privatisation process. Although the issue is now under President Lungu for further action and consideration, we are very confident that the privatisation ghost will be exhumed to appreciate the role played by self-proclaimed men of integrity. The privatisation issue is a multifaceted one but our plea is that attention will be given to specific issues related to conflict of interest by greedy politicians who ruthlessly slaughtered the proceeds of their advantage to the detriment of the people of Zambia. We pray the terms of reference will specifically address the issues we raised when we demanded for a commission of inquiry. To be specific, our interest is about conflict of interest, the sale of RAMCOZ, Intercontinental Hotel, liquidation of Lima Bank among
others. We cannot allow the privatisation millionaire now turned politician to misuse the veil of their Presidential ambitions as a gateway to evade accountability for their privatisation sins. We say so in view that leaving the privatisation story unattended to will create a bad precedence which will make rogues to be seeking Presidential ambitions As Zambians may recall, during the swearing in of former Director of Public Prosecutions State Counsel Mutembo Nchito, then President Michael Sata, the founding father of the PF, guidance was given on the need to probe the named opposition leader who allegedly heavily profited from the disposal of state resources. It therefore makes no political sense to argue that President Lungu is bent at fixing the named opposition leader (who had 15 years experience in losing Presidential elections) historical demands for the inquiry can be traced from the pre-ECL Presidency. We have no ill will against the
perceived political foe, ours is to put this protracted political debate to rest. We only want those who have converted the once productive towns on the Copperbelt into ghost towns to give their side of the story. It is also for their good if they confessed their involvement in the illicit transactions as President Lungu is a forgiving leader who can easily give them the second chance to mend their relationship with aggrieved citizens. As we put the last nail on the coffin of the seasoned losing Presidential candidate, we vow not to rest without letting him pay for his corporate ills. Zambians must be assured the inquiry is not targeting anyone save for suspected criminals that abused the trust of Zambians who retained their expertise at the time they were needed the most. Cholera knocking on our doors
It is unthinkable how Lusaka which is already the Covld-19 epicentre will escape the jaws of cholera if the situation remains as it is. I was shocked the other day to witness how the area around former Stanley Bar on Lumumba Road has been turned into a huge roadside bar where everything happens. Beers of various descriptions, colours
and sizes are the order of the day while other patrons consume nshima cooked on the pavements of the same road in the most unhygienic conditions. There are no toilets around and you can only guess how those people answer calls of nature. With the suspension of our council, the situation becomes even more precarious and what a combination
of cholera and Covid-19 might do to the people of Lusaka is increasingly frightening. There is no time left and my appeal is to the Local Government ministry to move in and clean our town NOW and avoid the devastating outcomes. JAY BOND, Lusaka
Dear Editor, ZAMBIA will be going to the polls next year as it has been the trend after five years when the general elections are held. The various political parties will take part in the elections with their aspirants vying for the positions against their rivals. The aspirants will contest the local government elections, the parliamentary elections and the presidential elections. The fact of the matter is that there can only be one winner in a particular election. The candidate who garners the highest number of votes is declared the winner against the rivals. The elections are supposed to be peaceful. This is because the outcome of the election represents the will of the people in any democratic state. But, the elections can be marred with political violence. Political violence in whatever form regardless of the perpetrators is not good and it should not be condoned. The simple question begging for an answer is, “why should people fight because of politics?” The point worth noting is that Zambia is bigger than any political party in the country. Some people are maimed and others slain as a result of political violence particularly during the election period. If this is not bad enough, political violence prior to voting has the potential to scare away the voters thereby causing voter apathy. Some people would rather stay at home on the polling day than risk their lives from attacks by political cadres. Political violence which becomes a common feature during the elections is detrimental to the economic development of the country as it erodes investor confidence. Foreign investors cannot invest in a country where there is political instability occasioned by political violence in some instances. It is however mind boggling that the ruling Patriotic Front (PF) cadres and United Party for National Development (UPND) counterparts have been the major culprits of political violence. On this score, I implore the leadership of the hese two parties to advise their cadres to desist from the vice of political violence. President Edgar Lungu has time and again denounced political violence. My appeal to the political parties that will participate in next year’s elections is not to condone political violence. A
GROUP of Zambians have initiated a multi-purpose empowerment initiative aimed at increasing economic opportunities for communities in Zambia. In the initiative, the group will provide goats, chickens, incubators, peanut butter making machines, fish fingerings and the necessary tools to improve people’s living and working conditions. This will be done through new and old cooperatives. The initiative called Edgar Chagwa Lungu Multi-Purpose Empowerment Cooperative (ECL MPEC) would also provide cooperatives across the country with necessary training on how to run projects profitably. In an interview, deputy national coordinator for ECL MPEC, Jevan Kamanga, said the vision was to
increase the economic and social welfare of Zambians through the establishment of cooperatives that would drive focused and profitable partnerships in communities. Reverend Kamanga said the initiative would be launched this month. He explained that initiative was born out of the call from President Edgar Lungu’s strong desire to use cooperatives as a vehicle to drive empowerment programmes that would benefit communities. Rev Kamanga said cooperatives would be recognized as ECL-MPEC members if they are Zambian registered co-operatives with voluntary membership scheme regardless of their political, religion and racial stand. He said all cooperative members would however be required to undergo the training programme. He said through training, affiliate members

He said the objectives of the initiative was to provide marketing facilities for multi-purpose agricultural products, restore values in business at grassroots level and build collective responsibility. Rev Kamanga said the cooperatives would train trainers who would in turn train, supervise and monitor members across the country.
The initiative, he said, would be funded by well-wishers, fundraising dinners. He announced that on Wednesday, the ECL MPEC would be empowering some cooperatives in Chilanga Constituency. TAKE CARE OF CATHOLIC PRIESTS PRESIDENT Edgar Lungu has encouraged the catholic faithful to look after their priests. LIVINGSTONE High Court Judge Chilombo Maka-Phiri has encouraged residents in the tourist capital to keep fit and healthy as a way of fighting non-communicable diseases. Judge Maka-Phiri said it was important to keep healthy not only at individual level but also family level. The judge was speaking during the routine road run and aerobics organized by the Falls Fitness Center (FFC) at the weekend. Judge Maka Phiri encouraged residents to take part in keep fit and health activities regularly “I never used to run, I only started running in my 40s so I am encouraging the people of Livingstone to start doing exercises because it is very health for everyone.
“We all do it and I am happy that my colleagues have started running, some are walking and others have bought equipment to use in keeping health. It’s never too late,” Judge MakaPhiri said. And Livingstone District Commissioner Pascalina Musokotwane said it was gratifying that FFC has continued to organize road runs and aerobics for the people of Livingstone. Ms Musokotwane said that time has come for everyone as encouraged by President Edgar Lungu to keep fit and health. Meanwhile, Livingstone Chamber of Commerce president Namakau Siyanga has joined the Falls Fitness Centre. ALUMBILA Town Council has trained 12 employees from the four main departments as peer educators. This follows management’s resolution to enhance decentralisation of HIV functions and for council employees to be trained as peer educators. As a result, the local authority held a workshop whose objective was to train 12 selected employees from the four main departments at the local authority.

The training was also aimed at increasing HIV/AIDS knowledge and behavioural change among the employees. The newly trained peer educators were expected to take active roles and responsibilities of educating and disseminating health information to fellow employees, families and community members. RESIDENTS of Mulala Settlement in Livingstone have bemoaned lack of security in the area as people’s lives and property are at risk. The residents have complained that there is high levels of crime in the due to lack of a police post. They have appealed to the Zambia Police Service to consider establishing a police post in the area as a measure to curb crime. A resident, Joseph Muleya, expressed concern that as the community was growing, crime was also increasing. “As people of Mulala, our main concern is the issue of a police post. We do not have a police post here, the only police station we report cases to is Libuyu Police Station which is very far. “Our appeal is to the Zambia Police to consider opening up a police station. We are willing as a community to help in

The initiative is being undertaken through the Disaster Management and Mitigation Unit (DMMU) under the Office of the Vice-President. Vice President, Inonge Wina, said Government would supplement the efforts of the vulnerable through providing

Mr Mumba said it was discouraging that some women and youths who were crying for empowerment funds from their MPs and Government were failing to put the money to good use He was speaking at the weekend when he gave out K150, 000 empowerment funds to more than 300 marketeers from Murundu, Minambe and Olesha areas of Kantanshi constituency in Mufulira. Mr Mumba said it was disappointing that some youths and women were using the money on beer and unproductive social engagement. “We have a problem with some of you, when we give you empowerment funds, you go and use it to buy beer. You know, poverty alleviation is a two way arrangement. When your MP or Government gives empowerment, put it to good use so that you help yourself to fight poverty. “Government or MPs will not be giving the same people
empowerment everyday. Even others want empowerment funds. So when we give you empowerment funds, we will be following to check or monitor how you are using these funds,” Mr Mumba said. Meanwhile, Mr Mumba announced that he will put up 17 boreholes in all the 10 wards of the constituency to supplement the efforts of Mulonga Water and Sanitation Company in the area. He sai, the various parts of the constituency were facing challenges of water, hence his decision to put up the 17 boreholes in the 10 wards of the constituency Mr Mumba said the wards to receive boreholes would include Minambe, Murundu, Maina Soko and Shinde. “As I said earlier, these boreholes are to support or supplement the efforts of Mulonga Water and Sanitation Company. These boreholes will cover more than 20, 000 people” he said And Kantanshi constituency PF chairman, Morgan Mukosha, said the area MP was trying his best to alleviate poverty using his personal resources and was also supporting infrastructure development in markets and other areas. Chief sues Mbala agro officer over FISP By GRACE CHAILELESOETSA CHIEF Simpokolwe of Musipazi village in Mbala has applied for leave to commence judicial review proceedings against Mbala district agriculture coordinator Mwanji Chellah and another person over their decision to suspend his cooperative from benefiting the Farmers Input Support Programme (FISP). The traditional leader in his capacity as Musipazi Cooperative chairperson has suedMr Chellah and a chairperson for
the district agriculture committee, Stephen Simbaya, asking the Lusaka High Court to quash the suspension. Chief Simpokolwe is also seeking an order compelling the respondents to certify all farmers receiving FISP with Musipazi cooperative as eligible farmers for the 2020-2021 and 2021-2022 farming seasons. In his application, Chief Simpokolwe said Musipazi Cooperative is made up of peasant farmers who are dependent on Government agriculture subsidies through
FISP. He said farmers under the cooperative had been beneficiaries of FISP since 2013 but that, on August 31, the respondents served him with a letter purporting to suspend his cooperative from benefitting from FISP for two seasons, the 2020-2021 and 2021-2022 . Chief Simpokolwe said the purported reason for the suspension was due to “excessive confusion” in the cooperative. He stated that the respondents did not specify “excessive confusion”` to arrive at the decision.
He said the ruling party was better equipped to address the problems besetting the country. "We are not malicious in saying that the current largest opposition political party has lamentably failed to present a viable alternative vision and plan for the country. Instead it has invested in falsehoods, fake news, while championing bitterness, tribalism and regionalism," Mr Chanda said. He said the UPND has outlived its usefulness and should retire fatigued crop of leaders and open doors for new entrants order to redeem itself. “The decision to suspend our cooperative for two seasons is punitive in nature. CHIPATA PHILANTHROPIST LUCY GRAND PHIRI: making a difference through humanitarian work

S a gender activist and philanthropist, Lucy Grand Phiri, does not just hope for a better future for the vulnerable people of Chipata, but also actively undertaking humanitarian work out of her own pocket and assistance from well-wishers. Born on May 6, 1985, the 35-year-old Chipata resident currently supports 34 children with school requirements and has been providing several women and young girls with material support. Lucy, is a wife, mother and social worker all wrapped in one who is described by many as one selfless person, who cares more for others. Asked how she manages, she responds “You don’t need millions in your pocket as a leader to develop our city, all that is needed is education and extensive lobbying, above all love for the community.” VIOLENCE
I strongly speak against genderbased violence because of its detrimental long term effects on an individual, family, community and nation at large. I am a strong advocate of need for social inclusion and doing away gender inequalities. Indeed, Lucy is a woman with a strong social conscience who has sacrificed her comforts to work among the poorest of the poor and the sickest of the sick in the slums of Chipata and the surrounding areas. A final year student pursuing Master of Arts degree in Gender Studies from the University of Zambia, Lucy is a strong advocate of need for social inclusion who has been supporting the aged, widowed, orphaned,

The Daily Nation caught up with Lucy, a founder of Lucy Grand Foundation and had a chat with her: THE Daily Nation: Tell us more about yourself and what you do? Lucy: Well, my full names are Ruth Grand Phiri. I am married with three children and was born in Chipata on 6th May 1985. I was born and bred in Chipata, I come from a humble home, my late father was a mechanic and my mother is a retired head teacher. There are five in the family and I am the last born.
I was brought up and nurtured in a home where sharing with the community is a norm, my parents always taught us to share whatever we have with the community because that's what God expect us to do. So humanitarian work is part of my growing up. I grew up in Chipata, right in Chimwemwe compound so I see the kind of life people live every day that prompts me to do more for my community because I believe in community service. In terms of my educational background; I did my primary education at Mpezeni Primary School. My real names are Lucy Grand Phiri but during my Grade 9 exams my teacher made an error and wrote Ruth Grand Phiri hence now I am known by both names. I did my Grade 10 to 12 at Chipata Day Secondary School. In 2005, I enrolled at the University of Zambia (UNZA) where I did my Bachelors degree of Adult Education and graduated in 2009. Currently, I am in my final year, pursuing a Master of Arts degree in Gender Studies. The Daily Nation: Tell us your life after graduating from UNZA. Lucy: I got my first job as a lecturer at Highcom Training Institute, then 2009 – 2017. I also tutored at UNZA (Chipata campus), then in 2013 I started lecturing at DMI St Eugene University, Chipata campus.
In 2014, I joined innovation for poverty action as a researcher, 2018 worked for Winrock international as a researcher. I am currently working as a Gender, Social Inclusion and Dispute Resolution specialist with Chipata District Land Alliance. I am in short, a gender activist/ philanthropist. I hope to build a "home for the aged" as you may be aware that the entire Eastern Province has no home for the aged yet through my humanitarian work, I have witnessed how the aged in our society have been neglected by their own families as a result of the fading away of extended family system and because of the negative view people have about the aged that they are finished. We need to show them some love, they need our love. As a gerontologist taking care of the aged is my passion. The Daily Nation: Where do you get the resources and what are your future aspirations? Lucy: I currently don't receive any support from government or donors but I mainly use my personal money together with that of my Godly sent well-wishers. I usually use social media to solicit help from well-wishers and they have helped me a lot. Like I have always said, you don’t need millions of Kwachas in your pocket as a leader to develop your city, all is needed is education and lobbying, above all love for the community. My aspiration is to see people’s lives improve. Zambia Institute of Architects WORLD architecture day was created in 1985 by the International Union of Architects (UIA), which is a global professional body representing the 3.2 million Architects in the World. Zambia is a Member Country, through the Zambia institute of architects (ZIA). World architecture day is celebrated on the first Monday of October every year, parallel to the United Nations World Habitat Day. Every year the World Architecture Day carries a different theme to draw the attention of professionals as well as the public to problems concerning cities and habitat. The theme for this year is “housing for all: a better urban future.” The 2020 theme is aimed at showing how urban design and architecture can make our communities stronger, safer, equitable, as well as affordable and motivate us toward a better urban future. Just as it is reshaping social customs and spaces all across the world, the global pandemic (Covid- 19) is revealing once again, how a global crisis often affects the poorest and most vulnerable populations disproportionately. While citizens were sheltered in their homes, professionals such as architects, urban planners, engineers and designers needed to provide infrastructural solutions to assist with rapid responses to deal with the effects of the pandemic

Architects around the globe are now critically thinking about the effects of the COVID-19 pandemic and how it will change homes-and what “shelter” means in the new normal. With the Coronavirus pandemic also affecting Zambia in various ways, Zambia Institute of Architects initiated an emergency project to produce a handbook of Design Guidelines for Isolation Centers that will help architects, urban planner, engineers and healthcare professionals to quickly set up a new or
transform an existing facility into an isolation center. Furthermore, a team of architects has been assembled to design facilities at University Teaching Hospital, in collaboration with Ministry of Health and a NonGovernmental Organization, to house relatives who wait on patients. The multi-storey facilities will have self-catering accommodation with sleeping quarters, cooking area and wash rooms. The Zambia Institute of Architects stands ready whenever called upon, to provide professional guidance as the Country fights the Corona Virus Pandemic, and indeed any other disaster that may occur. Let us all join hands and be frontline workers in our areas of expertise to help minimize the effects of the pandemic on the Country. on school reopening plans and supporting students with the return to school is just as important. We now need to think beyond COVID-19 and work to build greater resilience in our education systems, so we can
respond quickly and effectively to these and other such crises. This means protecting education financing, investing in high-quality initial teacher education, as well as continuing the professional development of the existing teacher workforce. Without urgent action and increased investment, a learning crisis could turn into a learning catastrophe. Even before COVID-19, more than half of all ten-year-olds in lowto middle-income countries could not understand a simple written story. To build a more resilient teacher workforce in times of crisis, all teachers should be equipped with digital and pedagogical skills to teach remotely, online, and through blended or hybrid learning, whether in high-, low- or no-tech environments. Governments should ensure the availability of digital infrastructure and connectivity everywhere, including in rural and remote areas. In the context of COVID-19, governments, social partners and other key actors have an even greater responsibility regarding teachers. We
call on governments to protect teachers’ safety, health, and wellbeing, as well as their employment, to continue improving teachers’ working conditions, and to involve teachers and their representative organizations in the COVID-19 educational response and recovery. Today, we collectively celebrate teachers for their continued commitment to their students and for contributing to the achievement of the 2030 targets under Sustainable Development Goal 4. We commend educators for the central role they have played, and continue to play, in responding to and recovering from this pandemic. Now is the time to recognize the role of teachers in helping to ensure a generation of students can reach their full potential, and the importance of education for short-term stimulus, economic growth and social cohesion, during and after COVID-19. Now is the time to reimagine education and achieve our vision of equal access to quality learning for every child and young person.

ANTANANATIVO Madagascar’s President Andry Rajoelina has launched a capsule version of a herbal drink he touts as a coronavirus treatment and cure. “Covid-Organics” is derived from artemisia - a plant with proven anti-malarial properties - and other indigenous herbs. The infusion’s effects have not been scientifically tested and the World Health Organisation (WHO) has issued several warnings against its use and distribution. “Today (Friday), we present to the entire world capsules containing extracts of artemisia and ravintsara, a local Malagasy plant, whose virtues are recognised globally,” Rajoelina announced at an inauguration ceremony hosted by local pharmaceutical company Pharmagalasy. “Those who struggle to ingest the infusion can now take this CVO+ capsule that will be sold across the world,” he added, speaking at the Pharmagalasy plant outside the capital Antananarivo. is at par with the South African Premier Soccer League which is considered one of the best in Africa. “You have to have the maturity and the experience to make it in the Zambian league the level is high and even more organised and publicised in addition to the beautiful stadiums which are always full. By MICHAEL MIYOBA MILUTIN ‘Micho’ Sredojevic’s quest to have a formidable Chipolopolo squad for the three friendly fixtures against Malawi, South Africa and Kenya suffered a huge blow after Austrian giants Red Bull Salzburg cancelled all national team invitations for the next two weeks. Salzburg cancelled all national team invitations after three players tested positive to Covid-19 following the first corona test after the UEFA Champions League play-off match against Maccabi Tel-Aviv last week. Salzburg confirmed the development in a statement noting that the three players who are currently without symptoms, have immediately gone into quarantine and will be absent for the Bundesliga match against TSV Prolactal Hartberg. “The rest of the team goes to team quarantine according to this prevention concept. In concrete terms, this means that they are only allowed to move between their homes, the training location or the match venue. Contact beyond that is not envisaged,” read the statement. “Furthermore, all national team invitations of FC Red Bull Salzburg players for the next two weeks have to be cancelled.” The development rules out the Chipolopolo duo of striker Patson Daka and Enock Mwepu who were scheduled to join the Chipolopolo later this week as Zambia prepares for the AFCON qualifiers against Botswana and the CHAN tournament to be held in Cameroon.

Ndjana, who was inspired by his father who served in the Mamerounian army hailed his team mates at Buildcon for making his stay in Zambia easy because of the good friendship he has created with most of the Zambian players who play for Buildcon. He said he enjoys Zambian foods especially the nshima which he says gives him a lot of energy.

ZANACO Futsal Club secretary George Kamanga has described the Premier Futsal League (PFL) as an exciting league which contributes to the growth of the game in Zambia. Kamanga, who is also the secretary for Young Zanaco FC which features in the FAZ Provincial league said playing in the PFL Division one League has helped his team remain competitive. Zanaco who compete in the PFL division one league humiliated Bil FC 11-3 as their chase for PFL Super League qualification progresses Kamanga is hopeful that his team will win promotion. Kamanga said the PFL division one league is very competitive despite Zanaco having maintained their unbeaten runs after picking their

Katenge said the PFL is a competitive league which helps players to develop their talents. “It is our first time playing in the futsal league now if you see the way we are going being our first time if we finish second or third we will be ok. Zanaco kept their hopes of qualifying for the PFL alive after beating Bil FC to move to 12 points on the 12 team league table, three points ahead of second and third placed DS Academy and Lilanda Bullets.
