Aquaculture loans in low uptake KASEMPA District Administration is disappointed with the low number of applicants interested in getting aquaculture loans from $6 million. Mwiya Thulani, the District Administrative officer, said it was disappointing that youths were failing to apply for the loans. “The aquaculture seed fund is meant to help youths who are in fish farming but they are not applying for the loans,” Mr Thulani said. He said youths should not hold back from applying for the aquaculture loans as the repayment period was very flexible. Mr Thulani was speaking in an interview. “They apply for it they have about two pounds, they will be given a free time of about six months before they start repaying the loans,” he explained He said the Citizen Economic Empowerment Commission (CEEC) would only demandpayment on the loans after the person has sold the produce. “The time you start selling that is the time that you start paying back something so it is very fair”, he said. Mr Thulani advised the youth who applied for the loans to consider planning their business in such a way that there was constant cash flow. “They should do their fish farming business in such a way that it produces a revolving income instead of one off sales,” Mr Thulani added. Mr Thulani has since encouraged youths in the district to apply for the loan from the US$ 6 million aquaculture seed fund. - ZANIS
North-West UPND vows to stand with HH By JACKSON MAPAPAYI THE United Party for National Development (UPND) in North-Western Province says the party is ready for the ruling PF if they arrest its President Mr Hakainde Hichilema. UPND provincial Chairperson Colonel Grandson Katambi said Government should concentrate on arresting those who were involved in illicit activities such as corruption than putting all their energies on one person. He was speaking in Solwezi during a press briefing. Col Katambi said the party was ready for PF-led Government to arrest Mr Hichilema as they would feel their weight. She said that phase one would involve putting in of gravel to improve the sub-base of the road while phase two would involve placing bitumen and concrete stones.

THERE was drama at Mufumbwe Town Council when council vice chairman Moses Mangisha exchanged punches with the Council Secretary Boyd Kaoma. The fight which took place in the council chairman's parlour was as a result of misunderstanding between the two according to sources. According to sources, the Council Secretary is said to be operating from the chairman's parlour, a situation which angered Mr Mangisha.
By ANDREW MUKOMA CONFUSION has emerged in Livingstone’s Zambezi Ward where residents are accusing their Councillor, Robert Wandila, of being behind the sale of land which belongs to the community. The community land known as Magoregore which sits next to the National Heritage Commission site, has been used for community meetings and also as a polling station by the Electoral Commission of Zambia (ECZ). At one time, the area was bombed during a raid before independence and had been lying bare since the 1960s. However, the residents were shocked to see someone developing a structure on the piece of land. One of the residents Mr Michael Inyambo who was once a councillor, called on Livingstone City Council to respond to allegations that the councillor had sold the land. He said the community would not allow anyone to develop structures on the land in question. Mr Inyambo said the community had on several occasions called on the Councillor to explain why someone was digging a foundation at Magoregore. “This place was being used as a centre to train women in tailoring and chicken rearing for their empowerment. We also used this place for community meetings since President Kenneth Kaunda’s regime in

It is at this point when the fight ensued as the two exchanged some words. According to a video making rounds on social media, the two were separated by some council staff. When contacted for a comment, Mr Kaoma confirmed having an altercation with the acting council chairman, who is also councillor for Kinkonge ward. He explained that the brawl erupted while
advising Mr Mangisha on how to operate as acting chairman. "And in the process, he punched me twice on my nose, until I shouted for help, that's when some council staff came in and separated us," he said. He mentioned that he has reported Mr Mangisha to police for assault. Meanwhile, Mr Mangisha has also reported Mr Kaoma to police for assault. Efforts to get confirmation from Northwestern province Commissioner of police, Peter Chushi, over the incident proved futile by press time.

But Mr Wandila said that he did not have information regarding anyone buying the land in question adding that only the City Council’s planning department could verify.

Ms Mafwenko said that the local authority was using local funds to carry out this exercise. “The patching up of roads will be extended to other areas hopefully before the onset of the rainy season. “So far, the roads that have been worked on include
Macha, Nahumba and at the traffic lights near Kobile Filling Station joining the Nakatindi road,” Ms Mafwenko said. She said that phase one had been done on Balewa Road, which leads to Road Transport and Safety Agency and the turn going to Toyota Zambia offices.
