Chamber Message Chamber focused on changing needs of businesses From home-based businesses to big box stores and manufacturing — the business community in the Spanish Fork-Salem area is growing and changing. In response, the Spanish Fork Salem Area Chamber of Commerce began efforts last year to evaluate the changing needs of businesses and determine how it can provide assistance. “The way we conduct business in our community is changing rapidly, and we need as a chamber to help our businesses traverse that landscape,” said Wendy Osborne, chairwoman of the chamber’s 2020 Executive Board. “Our goal is to identify the needs — the gaps — and provide resources to help meet those gaps. We need to find where we can collaborate with one another and act as a connector between our businesses and our community.” The chamber is focusing specifically on four different areas where it can help fulfill businesses’ needs: development, collaboration, influence and involvement.
• Development is raising the funds needed to provide resources to assist businesses. Increased funds means having the ability to provide benefits such as free or low-cost workshops that teach business skills. • Collaboration means connecting businesses with each other, the community and civic organizations, then helping them work together. An example of this type of collaboration is the chamber’s annual golf tournament, which is presented in cooperation with the Spanish Fork Rotary Club. Through the tournament, money is raised to fund college scholarships for local students. • Influence is focusing on giving businesses a voice in helping to shape the future. This is accomplished through strengthening and creating relationships with national, state and local decision makers. • Involvement means offering a greater return on investment for chamber members. “We understand that there needs to
be some return on investment when they become members,” Osborne said. The chamber is searching for creative ways it can provide more benefits to members. One way it has achieved this is through the Wendy Osborne Spanish Fork Chairman of the Board Channel 17 television program “Chamber Today” where chamber members discuss their businesses as well as share information on specific topics. Soldier Summit, located at the top of Spanish Fork Canyon, was originally known as Grassy Pass. During the Civil War, soliders from Camp Floyd left to join the Confederates and were caught in a blizzard at the pass. Several of them died and were buried there. The pass became known as Soldier Pass, and, when the railroad was built, the name changed again to Soldier Summit.

South Valley Business Summit Businesses collaborate for a stronger economic environment at South County Business Summit Training, networking opportunities and inspiration — providing these to local business owners and leaders was the main goal of last year’s South County Business Summit. It was the first of what organizers hope will become an ongoing traditional event for all three chambers of commerce in the southern Utah County area. Kari Malkovich, who was Chairman of the Board of the Spanish Fork Salem Area Chamber of Commerce in 2019, headed up efforts to organize the summit. “We decided that we needed to have a business summit to try to focus on the businesses in our area,” Malkovich said, “but also, it was an opportunity for us to have an event with all three chambers in the south county.” The summit was held in October at the Nebo School District offices in Spanish Fork. Speakers at the event included Dr. Paige Gardiner, director of digital marketing at Utah Valley University, who spoke on how to maintain and expand a business’s presence on social media. Also speaking were Al Switzler, a communications expert, New York Times bestselling author and co-author of the book “Crucial Conversations”; Brad Barton, a leadership speaker and world record-breaking track athlete; and Vartan Djihanian, a representative of the Western Region of the U.S. Chamber of Commerce.
In addition to speakers, the summit provided time for those attending to network, connect and collaborate with other business leaders. Nearly 100 people attended the inaugural event. “I think as we look to the future and the growth that’s coming to south Utah County, we have opportunities for all business to grow and improve. The summit provided the space and connection for our business community to come together in promotion of the dynamic economy we all work to achieve,” Malkovich said. The summit was open to chamber members and nonmembers from throughout southern Utah County. “We want those who are not currently affiliated with the chamber to be able to come and experience some of the dynamics of what it means to belong to

the chamber,” Malkovich said. Elected officials and other city representatives were also invited to attend to provide an opportunity for business owners to meet and form relationships with leaders in their communities. “We want to promote that vibrant, local economy. We want to produce collaborative business partners, and we want to serve as the voice of business in enhancing our area,” Malkovich said. This year’s South County Business Summit will be held on Wednesday, Oct. 28, at the Nebo School District offices, 350 S Main, Spanish Fork. It will be similar in scope to last year’s summit with speakers and networking opportunities for those attending. “I’m excited to have it continue and have it be a new tradition for the chamber of commerce,” Malkovich said.

Chamber TV Show ‘Chamber Today’ program highlights local businesses With an eye toward keeping the community informed about the local business climate, the Spanish Fork Salem Area Chamber of Commerce is presenting the television program “Chamber Today” on Spanish Fork Channel 17. The half-hour program airs on a rotating schedule on SF 17, with a new program created each month. It can also be seen on the SF 17 YouTube channel. The first “Chamber Today” aired last June, said Aaron Stern, a member of the chamber’s board of directors who serves as host of the program. Typically, the show features three guests, two from local businesses and one from an organization of community interest such as Spanish Fork City or a local service group. “It’s a benefit to chamber members because they’re able to highlight their businesses in the community through another method,” Stern said. It also helps residents keep their finger on the pulse of the business community. “That’s really important because of the growth that we’re seeing around town,” Stern said. Several program guests have talked about growth in the city. Francis Gibson, administrator of the Intermountain Healthcare hospital currently being built in Spanish Fork, appeared on the show to given an update on hospital construction. “I think it’s a good way to give a return on investment for our members,” said Heather Youd, the chamber’s president and CEO. The program provides a place where chamber
members can have a conversation about their businesses and provide the public with more in-depth information about them. Chamber members can also advertise during the show at a discounted rate. “Chamber Today” is produced through a joint effort between Spanish Fork City, the chamber and Spanish Fork Community Network.

Annual Chamber-Supported Events SCARECROW CONTEST/MAIN STREET TRICK OR TREAT
SCHOLARSHIP GOLF TOURNAMENT Each year, the Spanish Fork Salem Area Chamber of Commerce joins with the Spanish Fork Rotary Club to sponsor a scholarship golf tournament at The Oaks at Spanish Fork golf course. Money raised through the tournament funds college scholarships in the amount of $1,500 per scholarship for students at local high schools. In 2019, the golf tournament raised enough money to provide 21 students with scholarships. This year’s golf tournament will be held on May 6. Students interested in applying to be considered for one of these scholarships should contact their school counselor.
Each October, the Spanish Fork Salem Area Chamber of Commerce sponsors the Scarecrow Contest, a competition encouraging local businesses and individuals to design their most creative scarecrow and put it up for display in the community. Through the contest, 20 to 30 scarecrows are set up along Spanish Fork’s Main Street in the area between Center Street and 400 North, adding fun decorations to the historic downtown area during the Halloween season. The chamber also sponsors the annual Main Street Trick or Treat event in Spanish Fork. Local businesses are invited to participate through handing out candy to trick-or-treaters during the event. Salem City hosts a similar event called the Goosebumps Gala, which is held in a parking lot of the activity center and candy is passed out from the trunks of cars.
WINTER LIGHTS PARADE HARVEST MOON HURRAH Each September, the Spanish Fork Arts Council sponsors the city’s Harvest Moon Hurrah, an event celebrating the harvest season and the arts. Held in Spanish Fork’s Library Park at Center and Main streets, the Harvest Moon Hurrah includes harvest-related games, crafts and activities as well as live music performances. As part of the Harvest Moon Hurrah, a local farmer donates 500 pumpkins and the chamber of commerce purchases craft items that children can use to decorate the pumpkins as jack-o-lanterns.
On the Friday evening after Thanksgiving each year, Main Street in Spanish Fork is lit up with festive floats and wagons as part of the Winter Lights Parade, an event sponsored by the Spanish Fork Salem Area Chamber of Commerce. Businesses, families and other groups participate in the parade each year with the parade attracting entries such as hay wagons, city floats, horse riding clubs and marching bands. Musical groups also participate, including Christmas carolers, and the parade ends with a visit from Santa Claus who rides through the city on his sleigh. After the parade, there is a tree-lighting ceremony held at the city building, and Santa is available to visit and take pictures with the children.

Annual Easter Egg Hunt More chances to win a prize at this year’s Easter Egg Hunt Each year on the Saturday before Easter, the Spanish Fork Salem Area Chamber of Commerce presents its Easter Egg Hunt. The event has always offered an opportunity for children to discover candy and win prizes, but this year the kids will have an even better chance of being a winner. Thousands of plastic eggs are hidden in the grass at the Spanish Fork Sports Park at the Easter Egg Hunt, which has become a tradition for many families in the city. Between 2,000 and 3,000 children ranging in age from infants to 10 years old participate each year. The eggs are filled with candy, and, in the past, some have also contained coupons deeming the finder the winner of a prize. This year, to even out the odds of winning a prize, the chamber is changing the way the prizes are awarded. Each child participating in the egg hunt will be given a coloring book. Some books will have stamps placed inside; if a child’s book has a stamp, they will win a prize. The prizes include bikes, gift baskets, grab bags and candy bars. This year’s Easter Egg Hunt will be held on Saturday, April 11, at 9 a.m. at the sports park, located at 295 W. Volunteer Drive, Spanish Fork. The Easter Egg Hunt offers various sponsorship opportunities for businesses. Chamber Foundation Chamber looking to create new foundation There are many grants and resources available for economic and community development, but they share a common requirement: applicants must be nonprofit organizations. With the goal to access these funds, the Spanish Fork Salem Area Chamber of Commerce is looking to form its own nonprofit foundation, and it’s currently raising money to begin the process. “It’s actually become best practices for a lot of chambers across the United States to set up a secondary nonprofit foundation,” said Wendy Osborne, chairwoman of the chamber’s 2020 Executive Board. Grants are available from organizations inside Utah and across the nation, she said, and they provide money to fund a wide variety of projects and activities. Some pay for interns or other resources that can help local businesses. Others can be used to improve a downtown area, fund a small business incubator or pay for small improvements to parks and trails to improve a community’s quality of life. Osborne said the chamber needs to raise $10,000 to get the process started to form the new nonprofit. Most of that cost is for completing and submitting the application. “It’s basically building a new business,” she said. Eventually the chamber will put together a board to oversee the foundation and decide what grants the chamber wants to pursue. Funds will also be needed to pay someone to write the grant applications, which can be quite complex.
“Its a lot of work, but it also can bring in a lot of resources,” Osborne said. Having a foundation in place would also encourage businesses and other organizations to make donations to chamber activities as they could receive a tax write-off. “It also is, most importantly, a way for us to have longterm, sustainable funding for our chamber and not just rely on membership,” Osborne said. The chamber will begin the application process as soon as it has raised the initial $10,000, Osborne said. It will likely take from 12 to18 months for the new foundation to be completed.

Farmer’s Market Farmer’s Market a traditional part of summer Randy Gordon has been selling his farm-grown produce in downtown Spanish Fork each summer for more than 15 years. For him and his family, it’s become a tradition. For others, shopping at the annual Spanish Fork Farmer’s Market and obtaining locally grown vegetables and fruits, freshly baked bread and homemade salsas and jams is something they look forward to all year. “We really enjoy it. We take our grandkids with us and it helps them to learn to work,” said Gordon, who owns a farm in Lake Shore. Operated by the Spanish Fork Salem Area Chamber of Commerce, the Farmer’s Market is held every Saturday morning from late July/early August to the end of October in the parking lot behind the Spanish Fork City Offices at 40 S. Main. It’s been in operation for more than 25 years, with the chamber assuming management of it several years ago. The Spanish Fork market is unique in that only food products are sold. It

also only lets vendors from inside Utah participate. “What I like about it is we keep it a true farmers market,” Gordon said. “The things that are purchased there — the goods — are produced locally.” As the season passes, Gordon and his family sell a variety of produce including potatoes, sweet corn, winter and summer squash, pumpkins and all kinds of gourds. The selection also varies as dozens of other vendors offer items that have included watermelons, peaches, pears, pies, bread, honey, caramel apples and even cactus jelly from Southern Utah. Part of the market’s fun is meeting the other vendors, Gordon said. “We really get to know the vendors really well,” he said. “It’s like a big family there, and it’s fun to get together every Saturday. Everybody does good, and the way that you can tell is it’s getting bigger every year.” The first Spanish Fork Farmer’s Market of 2020 will be on Saturday, Aug. 1. The market will continue every

2019 Chamber Award Winners The Fellas Chop Shop, a barbershop that specializes in men’s haircuts, straight razor shaves and beard care, was named Business of the Year on Jan. 23 by the Spanish Fork Salem Area Chamber of Commerce. The award was presented along with other special recognitions during the chamber’s 2020 Awards Gala held in the Event Center at The Oaks at Spanish Fork golf course. Kari Malkovich, past-chairwoman on the 2020 Chamber Executive Board, presented the award to Mersadies Reber, owner of The Fellas Chop Shop. Malkovich said Reber and her business provide a great deal of community service including discounted services to emergency responders and free haircuts to veterans on Veterans Day. The barbershop opened in March of 2018 and is located at 740 N. Main in Spanish Fork. Other awards presented by the chamber during the evening were as follows: Business Education Partnership Award: KMA Architects KMA Architects has designed schools for Nebo School District including plans that have been able to be reused, saving the district money. Legislative Action Award: Rex Facer Rex Facer served as vice chairman of a committee created to help Utah County examine whether or not it should change its form of government. He has also taken over leadership of Venture Crew 1532, a Boy Scouts of America troop sponsored by the chamber of commerce. Salem City Mayor’s Award: Marte and Marci McKee The McKees serve as advisors of the Salem Youth Council. The council’s members are involved in service projects within the city. Spanish Fork City Mayor’s Award: Dave Oyler Dave Oyler retired in 2016 after working for Spanish Fork City for 41 years, including time as the city manager. His work aided projects such as the Spanish Fork Community Network, the Sports Park and the current rodeo arena. Business Person of the Year: Aaron Stern Aaron and his wife Sarah own several businesses in Spanish Fork. He also serves as host of the SF 17 program “Chamber Today,” which showcases local businesses and organizations. Community Action Award: American Legion Post 68 American Legion Post 68 annually brings local fifth-graders together for the Freedom Walk where they meet veterans and learn about their experiences. They also place hundreds of flags at the cemetery on Memorial Day and provide military honors at many funerals each year. Chamber Excellence Award: Necole Hammond Necole Hammond works for SERVPRO of Provo, is a member of the chamber of commerce board. She has been a strong supporter of the chamber and its activities. Hammond has also been instrumental in building up the social media presence of the chamber.

Updating Membership Levels Chamber membership offers even more benefits Membership in the Spanish Fork Salem Area Chamber of Commerce now offers even more benefits. The chamber has recently redone its Membership Levels to include more options for members to choose from and a greater variety of benefits for those who do join, especially at the lower levels of membership. “We basically just want to give more return on investment for some of our lower levels,” said Heather Youd, the chamber’s president and CEO.

Business of the Year 2019 The Fellas Chop Shop While working in a hair salon earlier in her career, Mersadies Reber felt restricted. It wasn't a place where she could provide the customer service experience she wanted to give her clients. “I just felt like I couldn’t accomplish what I wanted to accomplish,” Reber said. This desire led to her open her own barbershop in March of 2018: The Fellas Chop Shop. Located at 740 N. Main, Spanish Fork, the shop offers services specifically for men including straight razor shaves, hot towel treatments, face and scalp massages, beard trimming and nose and eyebrow waxing. And thanks to the community service she and her employees have provided in the short time the barbershop has been in business, The Fellas Chop Shop was named the Spanish Fork Salem Area Chamber of Commerce’s Business of the Year for 2019. “I just felt like as a business owner, you have to choose to do something to give back,” Reber said. On Veterans Day in 2018 and again in 2019, The Fellas Chop Shop offered free haircuts for veterans — those currently serving and those who have served — all day long. The first year, the shop served about 50 veterans. The next year, they served 68, with all the shop’s employees putting in 10 hours of service. On any day of the year, veterans or emergency responders (firefighters, EMT’s and police officers) receive 15 percent off
services at the shop. Reber said many members of her family are serving or have served in the military. “I just want to give back to people who are out there giving their time for us, people who serve us,” she said. The shop has also filled eggs with candy and donated them to the chamber’s Easter Egg Hunt, and it made a scarecrow for the chamber’s Scarecrow Contest held in October. The scarecrow was made to look like Edward Scissorhands. The Fellas Chop Shop took part in last year’s Fiesta Days celebration by setting up in City Park with other vendors and offering haircuts. “It was hot as heck, but we had so much fun and we gained a lot of clientele from that,” Reber said. She emphasized that in all the shop’s service activities, her employees have provided their full effort and support. Currently, Reber has five people working at her shop. “These guys are always up for anything. Any time we want to do an event, any time we want to do a donation, they are in here taking care of clients,” Reber said. “My barbers take care of their clients and they treat them with respect, and that’s why we won this award.” Reber lives in Nephi but worked in Spanish Fork prior to opening up her shop; she had clients in the area who she wanted to continue serving. Business Education Partnership Award KMA Architects Inc. By Lana Hiskey Nebo School District Nebo School District has selected KMA Architects to receive the Spanish Fork Salem Area Chamber of Commerce’s Business Education Partnership Award for 2019. KMA was selected because of its involvement on many levels to help the local community and students. “Over the last several years, Wes Christensen and Kevin Madson, along with their team, have supported our schools with their talent and time,” said Lana Hiskey, Nebo School District community relations administrator. “As a chamber, we promote shopping locally to help our own Nebo families in their businesses. Most of KMA’s employees live in our district as well as graduated from our high schools.” KMA has designed 19 schools for the district and provided another 14 designs in remodels or additions as well as another 20 smaller projects. KMA is committed to serving school districts across the state of Utah through helping improve the educational facilities in these communities. “When you notice the beautiful designs of our schools, they are from KMA Architects,” Hiskey said. “Nebo has been able to reuse all of KMA Architects’ designs, which in turn saves our district a lot of money. If or when a change needs to be made, Wes is a professional and take our concerns seriously. “It is a win-win to partner with such capable businesses as KMA. We love educating their children and grandchildren and in turn supporting our own local businesses.” Founded in 1996 by Kevin Madson, KMA Architects Inc. has become a leader in K-12 school design in Utah during the past 24 years. KMA provides Utah school districts with architectural and engineering services, working on projects of all sizes and with particular success in new facilities, additions, renovations and upgrades to existing facilities. In recent years, with Principal Architect Wes Christensen, KMA has evolved into a firm highly specialized in the programming and design services of commercial buildings. KMA employs skilled architects, project managers, draftsmen and attentive administration. Their employees possess a solid understanding of the design and construction process. Of all KMA’s architectural designs, 90 percent have been for educational facilities. KMA has designed and managed more than 300 educational facilities including more than 10 new secondary schools and more than 30 new elementary schools. KMA Architects has a long standing relationship with Nebo School District through working together on many projects over the years. Some of the projects completed in recent years include Apple Valley Elementary School in Santaquin, Sierra Bonita Elementary School in Spanish Fork, Maple Ridge Elementary School in Mapleton and Meadow Brook Elementary School in Springville as well as the remodel of Brookside Elementary School in Springville. KMA is currently working on the design and planning for three new high schools for Nebo School District: Spanish Fork High School, Payson High School and Springville High School.
“Most of KMA’s employees live within the district boundaries and are products of Nebo School District themselves, giving us intimate insight and vested interest in designing the best possible schools for the future,” Christensen said. “KMA Architects has an outstanding professional relationship with Nebo School District and values the collaborative effort in designing and building their facilities.”
Nebo School District was created in April of 1915 after Utah County commissioners split the county into two school districts: Nebo (south of Provo) and Alpine (north of Provo). That same year, 19 students graduated from Spanish Fork High School.

They have provided cookies for the chamber’s Noon Networking Luncheons and donated them as a prize. They even gave away 75 Easter cookies at the chamber’s annual Easter Egg Hunt.

Business Through the Years 10 YEARS IN BUSINESS: My Sister’s Closet Sarah Stern loves starting businesses. She also loves getting a good deal. These two interests were combined when she opened My Sister’s Closet, a boutique clothing store that offers new clothing for sale along with gently used clothing sold on consignment. The business will celebrate its 10th anniversary of operation on Spanish Fork’s Main Street this spring. “I just like opening businesses. I like thinking of businesses,” Stern said. “On top of that, I super, super love a good deal. I’ve always been a big garage saler.” Stern has opened quite a few businesses over the years including a curb-painting service and a business called Bows and Burps that sold baby accessories. “I’ve always just felt like an entrepreneurial person,” Stern said. She even started one with her sister called My Sister’s Closet while she lived in California. Circumstances, however, led to her leaving that business after a year. In 2005, she and her husband Aaron moved to Spanish Fork. They had purchased a building in the city at 230 N. Main, and, at one point, it was between tenants and standing empty. “I thought, you know what? I should just open another store,” Stern said. She used $200 to purchase new jewelry and collected
clothing to sell on consignment, and the new My Sister’s Closet was born. “It took off and grew too fast. We were only in that building for one year,” Stern said. “Then it was way too crowded and we needed more space.” At that point, the business moved a few doors down to its current location at 266 N. Main. Expanding the available space allowed Sarah to begin offering more new clothing in addition to her consignment items. Currently, the entire front of the store plus about a third of the back offers new clothes while the remainder is filled with consignment items. People who bring in used clothing for the store to sell earn 50 percent of what their items sell for. The consignment section offers the thrill of hunting for a bargain. “That’s the fun of consignment — in that little store you can find brands from everywhere. You just don’t know what you’re going to find,” Stern said. A clearance sale of the consignment area is held on the last Friday and Saturday of each month, offering even better deals. Many regular customers do not miss that sale, Stern said. The new clothing section offers clothing in sizes from small through 3X. Stern searches for items to sell and does the buying herself. “I think we’re definitely known for our dresses,” Stern said, adding that her store offers a lot of hard-to-find dresses that are comfortable, beautiful and modest. “From the very start, people were very receptive and loyal,” she said. “I feel like we have a lot of loyal shoppers that I think about when I buy the clothes.” Ultimately, she tries to offer a store where women of all ages can enjoy shopping, where mothers and daughters and granddaughters can spend time together and enjoy being with each other. “We want to be a fun place to come with your special people,” Stern said. Two times a year — in April and October — My Sister’s Closet offers a Girls Night Out event where everything is put on sale and shoppers can enjoy refreshments and prize giveaways. The next Girls Night Out will be held April 18 from 4 to 8 p.m. My Sister’s Closet also sells items online and ships to all 50 states. They can be found at mysisterscloset-boutique.com.

Business Through the Years 25 YEARS IN BUSINESS: Confetti Antiques & Books Sometimes interests — and businesses — run in families for multiple generations. For the owner of Confetti Antiques & Books, that interest is a love for things that are old. Kara Morris, along with her husband Donnie, began Confetti Antiques in their Victorian home near Spanish Fork’s historic Main Street and celebrated their 25th anniversary in business last year. “I think it’s partially hereditary,” Kara said as she described how she became an antiques dealer. Originally from California, Kara grew up in a family that loved going to yard sales, flea markets and auctions. As a teenager, she began buying antique furniture for herself. When she and her husband got married, they were poor college students who sought deals at local thrift stores. “Basically, we recycled stuff before it was cool to recycle,” Kara said. The couple eventually moved to Utah where they continued their interest in attending yard sales. They worked as pickers for a while, selling items to dealers and selling on their own through classified ads in the newspaper. Kara said she knew she wanted to eventually open an antiques store, so the couple began saving some of their best items to build up stock for themselves. Finally, they opened Confetti Antiques as a home-based business, allowing Kara to work while being a stay-at-home mom. Later, they moved the business to a storefront in downtown Spanish Fork and did business there for six and a half years.
Their last move was to a larger building just a few doors down the block at 273 N. Main where Confetti Antiques has been operating for the last 16 years. With both the building’s main floor and upstairs floor full of items for sale, Confetti Antiques has 8,000 square feet of retail space, making it one of the largest antique stores in the county. There’s a large variety of items ranging from antique furniture, pottery, jewelry and quilts to vintage items and even new novelty items, jewelry and home decor.

Much of Confetti Antique’s inventory comes from estate sales. “Mostly we buy in Utah. Probably 90 percent plus of our inventory is from Utah,” Kara said. “Of course, when we travel or do things, we’re always on the prowl. You kind of never stop. You see an opportunity and you just go.” Books — new, vintage and rare — are a big part Confetti Antiques & Books. Donnie has an interest in books and oversees that part of the business. Many of the books’ topics are related to history, Americana or The Church of Jesus Christ of Latter-day Saints, but there are other books as well. Kara said she has enjoyed getting to know people in the community through her business. “I love working with people, and I have customers who came in the first week I was open that are still my customers,” she said. Their children grew up working at the store, continuing the family tradition. Kara said Confetti Antiques & Books will appraise items for customers. Also, through a side business called Pinstripe Estate Services, the Morrises conduct estate sales for clients. Business Through the Years 55 YEARS IN BUSINESS: Circle V Meat Circle V Meat in Spanish Fork has been in business for more than half a century, but the history of the business’s location goes back much further. Circle V Meat was founded in 1965 by Clifford Voorhees. Voorhees started working as a meat cutter at Safeway — a job his grandfather also held — then moved on to work at a meat processing company. This gave him the experience he needed to begin his own business. He named it after the brand he used for his small herd of beef cattle. Needing a location for his business, he had a new building constructed on land that served as his grandfather’s homestead in the late 1800s. Fifty-five years later, the business still operates out of that same building, which is located at 609 W. Arrowhead Trail in Spanish Fork. An addition to the facility was built in the 1980s. The business location has a family heritage, and management of the business has also stayed in the family. Clifford Voorhees passed away in November of 2018, and the business is now run by his four children: Brenda Liddiard, Valerie Stoneman and their brothers Brent and Preston. All four work there full-time. As the name suggests, the business’s services center on meat. “We mostly process people’s animals,” mainly beef and pork, Liddiard said. “We take care of it all.” Most of Circle V’s customers come from outside Utah County. This is likely due to the presence of meat processors in both Payson and Springville as well as the fact that agriculture is dwindling in the county. However, there are no meat processors in Wasatch or Summit counties, so Circle V Meat serves those areas and as well as others all over the state. People who don’t have a cow or pig they need slaughtered and processed can still purchase meat at Circle V. The business raises some beef cattle on its property and purchases pigs so it can offer beef and pork for sale to the public. Liddiard said customers can walk into the business and purchase items such as steaks, roasts and hamburger patties. A state inspector is on site all day, every day, overseeing the work. Fiesta Days 2020 FIESTA DAYS RODEO The 78th annual Fiesta Days Rodeo will be presented July 20 through 24 at the Spanish Fork Fairgrounds, 475 S. Main. Beginning this year, pre-show activities will begin each evening at 7 p.m. with rodeo action beginning at 7:30 p.m. Audience members won't believe their eyes as they watch the ferocious, one-ton bucking bulls, wild bucking horses and the brave cowboys and cowgirls as they compete in classic rodeo events: Bareback Riding, Steer Wrestling, Team Roping, Saddle Bronc Riding, Tie-Down Roping, Women's Barrel Racing, and, of course, Bull Riding Be sure to arrive early and start your night off right with the famous Mutton Bustin' and pre-show entertainment. Fiesta Days 2020 Enter the 2020 Fiesta Days Grand Parade The 2020 Fiesta Days Grand Parade — the largest 24th of July parade in Utah County — will be held on Friday, July 24, at 9 a.m. along Spanish Fork’s Center and Main streets. The parade will feature marching bands, floats, queen royalties, community groups and more. The 2020 Fiesta Days Grand Marshals will be Neil and Susan Taylor. They are longtime, service-oriented residents who love Spanish Fork and have done much through the years to give back to the community. Applications are now being accepted for entries in the 2020 Fiesta Days Grand Parade. The deadline to apply for entry is June 1. The parade is limited to approximately 100 entries. Parade entry fees are as follows: Commercial, $125; Political, $100; Non-Commercial/Other, $0. Entry forms are available at sffiestadays.com. Applications and payments received after the June 1 deadline for Commercial and Political entries will incur a $50 late fee. Parade entries will be allowed to distribute literature, candy or other promotional items during the Grand Parade. These items must be handed to spectators behind the white fog line (at the side of the road) by out-walkers. No items may be thrown from a float, vehicle or out-walkers. Volunteers are needed in many areas throughout the parade, including in block monitors to help keep the area safe by reminding parents to keep their children behind the white fog line. Volunteers are also needed to help in the staging area, carry banners in the parade and follow horses in the

XTREME BULLS TOUR PART OF RODEO LINEUP The Fiesta Days Rodeo will again include the PRCA Xtreme Bulls bull-riding event. The PRCA Xtreme Bulls Tour showcases the PRCA’s top bull riders and some of the rankest bulls the world has to offer. This world-class event will include 42 bull riders, so it is sure to be an exciting evening of rodeo. Xtreme Bulls will be held on Monday, July 20, as a fifth night of rodeo action. New Freeway Interchange UDOT considering new I-15 interchange on Spanish Fork’s northern border with Springville Spanish Fork City — and the rest of southern Utah County — has experienced an incredible amount of growth during the past several years, both in residential and commercial construction. All this growth brings traffic congestion, and the Utah Department of Transportation is examining how to ease that problem on Spanish Fork’s north side. UDOT has spent the last several months gathering the initial technical data and public comments on the potential creation of a new I-15 interchange between the 400 South exit in Springville and the US-6/Main Street exit in Spanish Fork. The new interchange would be located at a road marking the boundary between the two cities known as 1600 South in Springville and 2700 North in Spanish Fork. “With the amount of growth that’s taking place in the area, we definitely know there will be a need for some
sort of connection and improvements in that area,” said Geoff Dupaix, region communication manager for UDOT’s Region 3. Creating the interchange would relieve traffic congestion on Springville’s 400 South while also providing an alternative route for traffic trying to access Spanish Fork’s Canyon Creek commercial area. A new Lowe’s recently opened in the Canyon Creek area and Intermountain Healthcare is constructing a new hospital there. “Those types of developments that are going into the area are going to help create even more demand for some kind of additional access toget to those additional business from I-15,” Dupaix said. The Utah Transportation Commission has provided $2 million to pay for an environmental assessment evaluating the potential impact of building the new interchange, an assessment that is currently underway. public meeting in November to obtain comments from residents and has conducted some initial traffic analysis. In addition to the proposed interchange, UDOT is also examining potential improvements that would need to be made to 1600 South/2700 North to accommodate the increased traffic. Other considerations include what type of interchange configuration would best serve the area, how to best connect into existing roadways and how to cross railroad tracks that intersect with 2700 North. As part of the environmental study, UDOT will evaluate these alternatives and their associated property, environmental and community impacts. When a few options have been identified, they will be brought back to the public and local governmental agencies for comment. All this input and information will be used to determine the final design of the project. UDOT’s commissioners have set aside $5 million for land acquisition, and $25 million for project construction; this will cover initial improvements, but more improvements will likely be needed in the future, Dupaix said. The environmental analysis is not expected to be completed until fall. GO BEYOND BANKING. Thanks to a significant donation from a local family, Spanish Fork City will open a new all-abilities park this summer. The 10.4-acre park will offer a place to play for children and adults of all abilities; multiple playground areas will be constructed with ramps and other features that make them handicapped-accessible. “We’re thrilled because this has been something that we’ve been wanting to do for a number of years, and we’re excited that we’re now able to do it faster than we’ve anticipated,” said Scott Aylett, public information officer for Spanish Fork City. The city was contacted last September by a local family offering to donate $3 million toward building an all-abilities park. “They said, ‘We love this community so much, we want to give back,’” Aylett said. However, there were stipulations: the donated funds couldn’t be used for land acquisition, and the park had to be completed by Fiesta Days of 2020. The surprise donation led city staff to quickly re-evaluate the schedule of future city park development and consider where city funds could be redirected to cover the cost of the all-abilities park. The park’s total construction cost is estimated at between $7 and $8 million, and Aylett said the city has managed to find the money. Some will come from RAP tax funds — which can be used for city parks — and the rest from a number of different sources through adjusted priorities. “We’ve kind of referred to this as our priority-changing donation because when someone offers $3 million to help build a park, you take it,” Aylett said. “For us, it was all hands on deck from that point on.” The city council, mayor and city staff have recognized the need for an all-abilities park for years, Aylett said. When city representatives discussed implementing the RAP tax with residents and asked how those funds should be used, an all-abilities park was often suggested. The city purchased the land for the park in November. Aylett said city council members and staff considered where the city was lacking in park space before making the decision to purchase property at 1225 E. Canyon Road. “We love the location,” Aylett said. It offers easy access from Canyon Road and is near US-6, which is important as it is expected people from other communities will bring their families to enjoy the park. The city expects to be able to complete the park by Fiesta Days as requested.

Miss Utah: Dexonna Talbot Miss Spanish Fork experience helped Dexonna Talbot prepare for state, national stages Competing on the Miss America stage was a dream come true for Dexonna Talbot — a dream that began and grew in Spanish Fork. “It’s something that I’ve been looking forward to for a very long time, and being on that stage was kind of an outof-body experience,” said Talbot, who served as Miss Spanish Fork 2017 and currently holds the title of Miss Utah 2019. A life-long resident of Spanish Fork and daughter of Raychellene and Vernon Talbot, Talbot graduated from Spanish Fork High School before attending the University of Utah where she is majoring in ballet. Her mother was director of the Miss Spanish Fork pageant for many years while Talbot was growing up. The pageant world has been a big part of her life; she attended her first Miss America pageant at age 8. She competed in the Miss Utah’s Outstanding Teen program before winning the Miss Spanish Fork title.
“I loved being able to go to the ribbon cuttings, to be able to see the new companies that were developing in Spanish Fork,” Talbot said of her time with the local title. She enjoyed getting to know the people who make the city what it is and letting them know they are appreciated for what they do. “Spanish Fork invests a lot of time and energy into their Miss Spanish Fork program,” Talbot said, “and so that was really cool to be able to give back to the community that essentially raised me.” After becoming Miss Spanish Fork, she competed in the Miss Utah pageant, winning fourth runner-up. Unsatisfied with that result, Talbot competed for and won the title of Miss Greater Salt Lake 2018, which qualified her to go back to Miss Utah. This time, she won. She competed in the Miss America Pageant in Uncasville, Connecticut, on Dec. 19, 2019. “Performing my talent on the Miss

America stage, I think, was the best experience I had while I was there,” she said. “Being able to show that on a national level was just unreal.” Another highlight was meeting the other contestants. “The Miss America organization, when you compete, is known for being nice and being friendly and a place where you create sisterhoods,” Talbot said. Being Miss Utah is essentially a full-time job for Talbot, and she has had to put her education on hold for a year. However, she’s thrilled to be able to constantly share her Social Impact Initiative, “Servesteem - Increasing Self-Esteem Through Service,” as she speaks to various groups and partners with service organizations. Through her initiative, Talbot promotes the idea that service not only helps others but makes those performing the service happy as well. Her view on service originated from her experience with her uncle, who was severely mentally and physically disabled. Her family visited him frequently until he died when Talbot was 13. His death brought a profound sad-

At age 13, she came up with the idea of “Servesteem.” “It’s kind of my mantra that I think is the answer to solve the world’s problems,” she said. “When we are happy, that is when we are the best versions of ourselves and when we want others to be happy, also.” Talbot will give up her title at the end of May. New Library Plans in motion for construction of new library As soon as spring of 2021, Spanish Fork residents could see construction on a new library begin. The city has purchased the church property just south of the Spanish Fork City Offices at 40 S. Main with plans to eventually raze the church to make room for the new library building, which will also house the city’s finance department and new, larger area for city council meetings. “The main function of this building will be a library, but there is a secondary component where it will have some administrative offices and council chambers,” said Spanish Fork City Manager Seth Perrins. “Our (current) council chambers are woefully inadequate.” Last July, the Spanish Fork City Council approved a plan to conduct a feasibility study to identify what services and amenities the new library needs and what residents would like to see included. A public open house was held in November where those attending could fill out a survey about the new library; the survey was also posted online. Respondents indicated their most desired amenities for the new library are more parking, a drive-up book drop, interactive spaces and more study areas. The city has been working with an architectural firm through this initial feasibility study phase to gather information and determine how much square footage should be devoted to various areas in the library. This phase is now wrapping up; the city is now looking to begin creating the actual design of the building utilizing the input it has received during the last several months. Perrins said it’s anticipated the building will be in the 45,000-square-feet range with about 30,000 square feet for the library and 15,000 square feet for city offices. Moving the finance department out of the current city office building will free up about three-fourths of a floor for other needs. The new building’s cost will likely be more than $15 million. Last summer, the city council approved a three-year plan to provide funding for the project. This plan includes utilizing a sales tax revenue bond issue which, unlike a general obligation bond issue, does not need approval through an election.

The bond issue will then be paid off through incremental increases in property taxes. In the budget for the city’s 2020 fiscal year, which began in July, the city council included an increase amounting to about 95 cents per month for the average Spanish Fork home (valued at $295,200). Perrins said the council plans to include another small increase in property taxes in the 2021 budget and another in the 2022 budget. The money raised through these increases will be set aside in the Library Capital Projects Fund and used to pay off the bond issue. Because the new library building will include city offices, the city can also use some utility revenue to help pay for it. The current Spanish Fork Library is about 12,000 square feet and has no staff offices, no study rooms and only one program room. “The library doesn’t provide a high level of service because it is limited in its space,” Perrins said. The tentative plan is to finish the design phase by the end of the year and solicit bids for construction of the building in December. Perrins estimated it will take 14 to 18 months to construct the new library. “We believe that this will be a space that the public really wants to gather in,” Perrins said.

What will happen to the old library and city park when the new library is completed? City council members and Spanish Fork residents have made it clear they do not want any of the park space around the current city library eliminated, said Spanish Fork City Manager Seth Perrins. This means the library won’t be torn down to make room for a larger building (such as a new city building). “The vision for that block is leave the park intact,” Perrins said. The city is currently examining its existing city offices,
which are housed in the historic Thurber School building, to determine how much it will cost to modernize the building and shore it up in case of an earthquake. The answers to those questions will determine whether that building is upgraded or demolished and a new city building built in its place. Until a decision is made on the condition of the city offices, the old library will provide additional office space for the city.
Community library survey results A survey completed by nearly 350 Spanish Fork residents regarding construction of a new library offered some key insights including the following: Most respondents come to the library for the collection (books, reference materials, audio and video) as well as children’s programs. Respondents typically come to the library weekly with only 5 percent indicating that they do not use the library. The most desired amenities in a new library include more parking, a drive-up book drop, interactive spaces and more study areas. Words used to describe the new library’s potential design include light, open, warm and bright. Respondents indicated that the Thurber School (the current Spanish Fork city building) is somewhat significant (5.9 out of 10, 10 being extremely important) in terms of its value and function to the community.

Economic Development Economy, work force contributing to local business growth Spanish Fork businesses serving a variety of industries have seen strong and even astronomical growth during the last few years. There are companies operating the city that started with just a few people and in recent years have had to hire dozens and even hundreds of new employees, said Dave Anderson, Spanish Fork City’s community and economic development director. Some of the growth is due to the strength of the economy locally, nationally and internationally, Anderson said. However, business success in Spanish Fork is also being driven by the strength of the area’s workers. “As we have met with plant managers, company owners, folks like that, the quality of the work force is always, I would say, the thing that they mention is the reason for the local success,” Anderson said. Kam Valgardson, general manager of Irontown Homes in Spanish Fork, said his company has added about 40 employees during the last two years. Irontown Homes builds high-end modular homes and commercial buildings that are shipped to locations throughout the West. “We’ve been able to get all the talent we need,” Valguardson said. “South Utah Valley has really started growing, as everybody knows, and we’ve been able to find plenty of qualified, highly skilled workers that are local.” Another aspect that helps companies succeed in Spanish Fork is the city’s location, Anderson said. Proximity to highways like US-6 and I-15 provides access to other markets. Anderson said one impediment to growth he has seen is
the need for employees with very specific skill sets. Mountainland Technical College has been helpful in responding to this need, he said. Neal Foster, owner of North Star Printing in Spanish Fork, said his business has had to look outside of Utah to find employees with specific skills. North Star creates product boxes for clients — from initial design to printing, cutting and folding — along with providing more traditional commercial printing. The employees North Star has brought in, however, have been impressed by Spanish Fork amenities such as its growing shopping and restaurant options. “Spanish Fork City has done a really good job of getting the businesses that our employees are really excited about,” Foster said. Valgardson said the commercial development near US-6 impresses Irontown Homes’ clients, who often come here from out of state. “Seeing that the economy is vibrant and there’s lots of activity and we’re not out in a field somewhere gives them a lot of confidence,” Valgardson said. Having good jobs available in a community raises residents’ quality of life, Anderson said. “We really, really do appreciate what these companies add to the community,” Anderson said. “One of the things that maybe makes Spanish Fork the community it is, the diversity that we have, is that it’s certainly not a bedroom community. People can work here, hopefully recreate here, shop here, potentially live their lives here in Spanish Fork.”

Glen Ray’s Corn Maze Corn maze offers both fun and agricultural education As more subdivisions are built, more farms disappear and people lose their understanding of where their food comes from. Through education made fun, a local family is trying to rebuild that connection with the land and the people who work it. Two years ago, Larsen family members opened Glen Ray’s Corn Maze and Pumpkin Patch at their farm. Located at 1750 W. 8000 South in Spanish Fork, the maze has since attracted thousands of local residents to the farm to enjoy a wide variety of activities — all centered on agriculture. “Being able to bring them out to a farm, they gain an appreciation for the hard work that goes into where their food comes from,” said Kara Lewis, whose parents Rex and Sherrie Larsen currently own the farm. Kara and her husband Clarence were the driving force behind opening the maze. The couple and their four sons moved to Spanish Fork two years ago after spending 13 years in Nevada. Kara and Clarence both grew up on a farm and wanted their boys to have a similar experience. They now live in a house on the Larsen farm where Kara’s grandparents, Glen Ray and Genevieve Larsen, lived while they owned and worked the surrounding land. “We’re trying to preserve a little bit
of our farm in a way that still makes sense, at least for as long as we can,” Kara said. “There’s a lot of agricultural history out here and a lot of it is getting swallowed by homes.” From the beginning, they wanted the corn maze to be more than merely a place to be entertained, Kara said. There was also a desire to educate visitors about farming. In addition to the corn maze and a pumpkin patch, visitors can enjoy the Little Buckaroo Rodeo area where children can ride bouncy bulls through bucking chutes, barrel race on stick horses, navigate a maze made of hay bales and participate in more farm-related activities. A petting zoo features goats, chickens, bunnies and a miniature cow. The Field of Fright Haunted Corn Maze is offered for Halloween thrill-seekers on weekends. Last January, through the Women’s Entrepreneurial Conference, Kara applied for and obtained a $5,000 grant to create an educational tent for the corn maze. The tent opened last fall for the first time and featured interactive learning activities centered on teaching visitors where their food comes from. More than 1,400 school children toured the tent as part of field trips to the corn maze last year while thousands of members of the public also

enjoyed its activities while visiting the maze. The tent will be a permanent part of the maze experience, and the family plans to add activities to the tent each year.
Corn Maze “I think it helps them have a greater appreciation for the farmers and the ranchers,” Kara said. All of the activities at the corn maze are meant to honor the farming legacy of the Larsen family, whose members have been farming in the Leland area for 150 years. The maze is named after Kara’s grandfather, Glen Ray Larsen, who used to plant sweet corn near his home, then harvest it and leave it anonymously on his neighbors’ porches. His distinctive blue truck eventually gave his identity away, however, and he earned the nickname “the Corn Fairy.” The logo for the corn maze is a drawing of Glen Ray with a bucket of corn and corn husks for wings. Corn fairies are hidden throughout the maze and those who find them all can earn a prize. “It’s been fun sharing the story of the corn fairy with everyone,” Kara said. Nebo School District Health Center School district opens new health center for employees In an effort to combat skyrocketing health care costs, Nebo School District formally opened its new Health & Wellness Center on Jan. 27. The center, located at 135 W. 300 South, Spanish Fork, is accessible to the district’s approximately 1,600 insured employees and their dependents. The center offers basic health care services including care for infections and colds, sports and school physicals, immunizations and health and wellness exams. The district has contracted with a company called CareHere to staff and operate the center. CareHere is a healthcare organization specializing in delivering innovative, quality and cost-effective primary care. Making up the center’s staff are a doctor, a nurse practitioner, a registered nurse and a medical assistant. Half of a warehouse located behind the district’s offices was renovated to house the new 1,500-square-foot center. The other half of the warehouse was renovated to house several training classrooms for district employees. That area opened last fall. “We’re excited for our employees,” said Nebo School District Board of Education Member R. New Trail System Salem taking big step toward active transportation Salem City is jumping into the world of trails and non-automotive means of transportation. During the next 10 years, Salem will work to build a trail system connecting parks, schools and neighborhoods in the city. The major focus is on getting cyclists, joggers and youth off busy roads and providing safe routes where residents can travel and exercise. Almost one in four adults in the United States report they do not engage in any physical activity outside of their jobs. Two out of every three adults in the United States are overweight or obese. Investing in public transportation, bicycle and pedestrian facilities creates opportunities for people to exercise. This helps reduce obesity and the risks for developing costly chronic conditions such as diabetes and cardiovascular disease. In 2018, Salem City established an Active Transportation plan to provide alternative transportation for the residents of Salem. The plan outlined a trail system and considered the use of bicyclists, joggers, walkers, horses and non-motorized vehicles as well as routes that connect in strategic locations like schools, churches, mass transit hubs and parks. The plan also included efforts to help residents travel from Salem City to other cities and their places of employment. After the Salem City Trails Committee and city staff settled on the preferred routes, the Active Transportation plan was passed on to PEC Engineering to be plotted and designed and trail standards set for each section. A master plan for the trail system was completed in the fall
of 2019. The completion brought the most exciting part of the process: building the trails and providing areas for the residents of Salem to enjoy. Going forward, Salem City will decide which trails are most needed and a priority. Developers will purchase property identified in the Trails Master Plan and build the trail as part of their development. Salem will work with other entities such as canal companies, the Central Utah Water Conservancy District, Utah County and neighboring cities to complete multiple projects at the same time. Plans are moving forward to work with CUWCD to add trails that connect Payson, Salem and Spanish Fork. The Salem Canal Connector Trail will be 6.8 miles of trail running from Payson's "P" Mountain through Salem along the Salem Canal road stretching across the BYU farms area to connect with the Spanish Fork River Trail at the Poplar Lane Trail Head. "These trails are a priority for Salem City. It will provide freedom and access for the many outdoor enthusiasts to move from city to city in a safe manner,” said Salem Parks and Recreation Director Matt Marziale. Salem is also making plans for building a trail along the future Utah County Loafer Mountain Boulevard. This expressway will take commuters from Elk Ridge and Woodland Hills to the Salem I-15 exit. Trail segments have been completed in the Arrive Homes Mount Loafer Meadows Subdivision along the Highline Canal. Additional trails are also scheduled along Arrowhead Trail.

Salem Growth Growth is coming, but the future looks bright for Salem Development and growth are bringing change to Salem, but city officials are planning ahead to preserve the area’s small-town atmosphere while putting in place more amenities and attracting more business. “We’ll fill everything from the Spanish Fork boundary to our Payson boundary at some point,” said Salem City Council Member Seth Sorensen, adding that most of the growth is due to people wanting to live where they grew up. “It’s not people moving in from California. We like to assume it’s all these outsiders moving in, but it’s not. It’s our kids,” he said. One new development that has been approved in Salem will bring 1,500 new homes to the city. Located near the Benjamin exit on Interstate 15, the development will be a mix of single-family homes and smaller dwellings such as town homes. A stretch of wetlands exists between the existing main area of Salem and the new development, meaning there will always be a separation between the two areas, Sorensen said. However, the new development will include amenities for all Salem residents to enjoy; its developer has donated 52 acres for a park. Sorensen said the park will include five ballfields, six soccer fields, pickleball courts and a splash pad. The developer will pay for the park improvements with the city reimbursing some of those costs through impact fees, he said. The influx of new homes will naturally attract more commercial development to the city. Sorensen said he suspects
residents will see new places to eat opened in the area of the new development, especially with the sports park located there. “We’re going to focus on bringing in some other businesses that will complement what we’ve already got,” Sorensen said. “We don’t want to do anything to push out our base we’ve got now.” It will probably be a year before residents actually see home construction happening in the development near the freeway, he said, as infrastructure improvements need to be made to the property first. The city has required that work be done on sections of the park before homes are sold in each phase of the development. In the existing part of Salem, there’s a 55-and-older community going in on Salem Canal Road, Sorensen said. “We’ve got some things that we’re looking at to maintain that small-town feel,” he said, “and there are a few tools out there that we’re going to try to utilize. One of those is ‘deeded land.’” Deeded land is property that developers set aside and deed to the city; that land is then left in its natural state and will never develop. This helps maintain a more open, natural feel in a city. It’s a technique being used by some communities back East, he said. “Not many places in Utah are currently doing that, but we think it fits with the character of Salem and why people enjoy living there,” Sorensen said. “They enjoy the small-town community, and that’s a good way to keep that.”

Weekly newspaper reopens in Spanish Fork SPECIAL TO THE SPANISH FORK PRESS
Today, a publication that was part of Spanish Fork for more than 100 years is again becoming part of the community. This is the first issue of the new Spanish Fork Press newspaper. Its publisher is the Daily Herald newspaper in Provo along with that publication’s parent company, Ogden Newspapers. Founded in 1890, Ogden Newspapers currently operates more than 100 daily and weekly newspapers stretching across the nation from New York to Hawaii. In Utah, Ogden Newspapers also owns the Standard-Examiner in Ogden and The Pyramid, a weekly newspaper
based in Mount Pleasant. “Weeklies are a significant part of our business, and we are thrilled to begin offering this paper in the Spanish Fork area,” said Scott Blonde, publisher of the Daily Herald. “Spanish Fork is a vibrant, growing city, and we invite everyone to join with us in creating a publication where residents can read the news of their neighbors and feel more connected to the community.” Christi Conover Babbitt has been hired to serve as editor of the Spanish Fork Press. Babbitt grew up in southern Utah County and earned a bachelor’s degree in journalism at Utah State University.
She has decades of experience in community journalism including writing for and serving as an editor for the Springville Herald, Spanish Fork Press and Nebo Reporter weekly newspapers. “My parents owned the Springville Herald while I was growing up, so I have seen the importance of local papers from a very young age,” Babbitt said. “There’s a lot of national and state news available online, but it’s difficult and time-consuming to digitally track down all the news in a community. We hope this newspaper will serve as a gathering point for local news specifically of interest to Spanish Fork residents.”
The Spanish Fork Press will be delivered each Saturday to approximately 50% of homes in the city as a free publication. There will be no subscriptions; free copies, however, will be available to pick up at various locations to be announced in a future edition of the paper. The Press invites the public to submit story ideas, press releases and photos for publication in the paper. Items must be received by noon on the Tuesday before the Saturday when the article will run. Residents are also invited to submit announcements about events such as weddings, church mission calls and milestone birthdays, which will run with a photo for a

With the preparations for the start of Utah 2020 legislative season next week, Sen. Deidre Henderson, a Republican representing Spanish Fork, is putting the finishing touches on a bill reducing the penalties of polygamy from a felony to a misdemeanor. She wants to be clear on one thing: “I am not seeking to legalize polygamy,” she said in a recent interview. Instead, her goal is to make it easier for otherwise law-abiding polygamists to be able to report other crimes, encouraging people in plural families to report abuse and other offenses, she explained. Henderson’s September 2019 announcement to file the bill was met with mixed reactions. However, after the massacre of a family of U.S. citizens in Mexico, the idea of loosening penalties for polygamy gained support. In 2017, in a close bipartisan vote, the Utah Senate passed HB99, a bill sponsored by Republican Sen. Kevin T. Van Tassell amending the wording of Utah’s bigamy statute to clarify that polygamy is a felony punishable by up to five years and up to 15 if combined with other charges. Many senators who have previously voted for stricter laws did not support the bill, with no particular trend as to which party they belonged to. The issue appears to be both bipartisan as well as divisive, with Republicans and Democrats on both sides. So far, no one has been prosecuted under the amended bigamy statute, which Henderson sees as evidence of failure. “If the purpose of making polyg-

She has also collaborated with students at Utah Valley University’s office of New Urban Mechanics to evaluate the historical context and effects of the criminalization of polygamy. The report states that most states
treat bigamy as an issue of fraud, and only 14 of them deal with the issue of cohabitation, with a wide variety of punishment as both a felony and a misdemeanor. Polygamy in Utah has been a long-debated, messy issue, but Henderson hopes that the bill will help people from plural families in Spanish Fork and throughout Utah will feel that the stigma has been reduced and feel more comfortable taking their children to school or the doctor or reporting crimes or abuses. “There has been a single way of looking at this issue for 85 years. I hope to help my colleagues see the problem from a new angle,” she said.
Spanish Fork City Council votes for new collections firm, which would increase unpaid utility fees BY CONNOR RICHARDS

The fee that is added to unpaid utility bills in Spanish Fork may soon increase 40% of the billed amount, the maximum allowed under state law, after the City Council voted to partner with a new collections firm. Every year, the city sends about $100,000 in unpaid utility accounts to a collections agency, according to City Treasurer Jordan Hales, a small fraction of the $45 million in utility bills collected annually. Bonneville Collections, the agency Spanish Fork currently partners with, collects about about 18% of these unpaid fees every year, which is about $18,000. A few months ago, the city put out a collections services bid to find a company with a better collection rate, Hales said. The bid was narrowed down to two companies, Mountain Land Collections in American Fork, who Spanish Fork had partnered with up to 2016, and The Cherrington Firm of Provo.
Collections firms typically keep a percentage of the total collected amount after a fee has been added on, said Hales, adding that Bonneville Collections collects an 18% fee. Mountain Land Collections adds a 22% collection fee and keeps 22% of the total amount, meaning a $100 unpaid utility bill would have a $22 fee added on and the collections agency would keep $26.84 and give $95.16 to the city. The Cherrington Firm adds a 40% fee, which Hales said is the maximum allowed under state law, and keeps 28.57% of the total amount, meaning the full original amount would be paid to the city. “There’s pluses and minuses to both sides,” Hales told the council. “You’ve got to decide what’s more important to you. Is it more important to get the full principal back, or is it more important that we don’t bill that $18 to the customer?” The city treasurer recommended the city partner with Mountain Land Collections.
“They do have a lower fee,” he said. “And I feel like it’s better to add on a smaller fee for those customers that were unable to pay their bill, even though it’s going to mean a little less money in the city’s pocket book.” Councilman Brandon Gordon said hearing that nearly 80% of unpaid utility bills go uncollected makes him “less sympathetic to those that leave us high and dry.” “These people are stiffing the city,” Gordon said. Sometimes it’s the case that a resident “simply can’t pay” regardless of what the fee is because they don’t have the money, Councilman Keir Scoubes said. “This is tough,” Councilwoman Stacy Beck said. “I’m right on the fence with this one.” Councilman Chad Argyle motioned to approve a contract with Mountain Land Collections, but it was not seconded.
