DDDC has a new home! Find us at Suite 100 – 204 Black Street
Da Daghay Development Corporation (DDDC) is a leader amongst First Nations development corporations, committed to serving citizens of the Ta’an Kwäch’än Council (TKC). Driven by a “triple-bottom-line” approach that accounts for social, Nelly Dean environmental and financial success, we are proud to be delivering financial and environmental results to TKC citizens, and most importantly, having a direct positive impact on their lives.
Winter Crossing Update
Winter Crossing is DDDC’s seven-building, 105-unit, affordable rental housing project located in the heart of Whitehorse’s growing Whistle Bend neighbourhood. It is directly across from the new Whistle Bend Elementary School, and adjacent to the Whistle Bend Continuing Care Facility.
Schedule
Construction is on schedule to have all units completed and occupied by spring of 2027. The first buildings will be completed and ready for move-in by the summer of 2026, with additional buildings coming on line throughout the fall and winter.
Budget
With approved change orders, the project budget currently sits at $37.5MM. The project is currently on budget and has billed $18.5MM, or 50% of total contract.

Funding The Winter Crossing project was made possible through the generous support of the Yukon Government (YG), Yukon Housing Corporation, and the Canada Mortgage and Housing Corporation (CMHC), whose funding partnership has helped bring safe, affordable housing to our community.

Staff Spotlight
Vice President, External Relations and Corporate Secretary, Tiffany Eckert-Maret Seven years in, Tiffany continues to be one of the busiest people at DDDC — in the best possible way. Between her role as Vice President, External Relations and Corporate Secretary, seats on several boards, and regular appearances on panels and public discussions, she's constantly juggling multiple avenues of work, and somehow making it look easy. What stands out about Tiffany is how she shows up fully in each of these spaces. She brings the same sharp thinking and genuine care to a boardroom as she does mentoring a colleague or speaking publicly on behalf of DDDC. That range is rare, and it's a big part of why she's become such a trusted voice both inside our organization and in the wider community. None of this happens by accident. Tiffany puts in the work — staying curious, staying grounded, and always looking for ways to grow so she can bring more back to the people around her. Whether it's a board meeting, a panel, or a quiet conversation with a teammate, she leads the same way: thoughtfully, and with heart. Here's to Tiffany and everything she juggles so well — we're grateful to have her wearing all these hats for DDDC.

Board and Leadership Update
As part of DDDC's ongoing commitment to strong governance, the Board of Directors recently completed its annual performance evaluation process, with Chair Craig Tuton conducting one-on-one reviews with Board members. The evaluations reaffirmed that the Board is functioning well, with members reporting they feel well-prepared for meetings, have ample opportunity to contribute, and experience discussions that are candid, respectful, and constructive. Members highlighted the Board's strong financial and accounting oversight — particularly around budgeting, pro formas, and auditor relations — as a continued area of strength. Looking ahead, the Board's strategic focus remains firmly on DDDC's energy sector direction, which has occupied the majority of Board time and attention this past year and is expected to remain a priority going forward. Members also pointed to progress on the corporation's multi-year reorganization as a key achievement, with completion anticipated as a top goal for the coming year.

DDDC is pleased to welcome Nils Clarke to the Board of Directors, appointed by TKC Chief and Council. Nils brings a wealth of public service experience to the table, having previously served as MLA for Riverdale North in the Yukon Legislative Assembly. We're grateful for his willingness to lend his experience and insight to DDDC, and we welcome him to the fold.

Community Engagement Committee (CEC) The Community Engagement Committee met twice this quarter, to plan the 2nd Annual Information Meeting, taking place July 29th from 4-7pm at 81E Wilson Drive. This event is open to all TKC Citizens and offers a chance to learn about DDDC and the businesses we're involved in, in a closer, more informal setting. Come out for a hamburger or hotdog, connect with the DDDC team, and — weather dependent — watch for the return of the dunk tank! We hope to see even more Citizens out this year.
Executive, Finance and Audit Committee (EFA)
The Executive, Finance and Audit Committee met twice this past quarter, to advance key items of business. The Committee appointed DDDC's annual auditor, selecting BDO — the same firm engaged by TKC — to bring consistency and alignment across our organizations. The Committee also continued its work advancing DDDC's transition to a Limited Partnership (LP) structure, a key step in the corporation's long-term governance and fiscal planning.

The Finance team has settled into the new office at 204 Black Street and hit the ground running. This quarter, the team engaged BDO to conduct the audit for the fiscal year ended March 31, 2026 — an important step in maintaining the financial transparency and accountability that DDDC is built on. Alongside audit preparations, Finance has been strengthening internal processes in anticipation of a major milestone: the first units at Winter Crossing approaching occupancy. As that moment draws closer, having robust financial systems in place ensures DDDC is ready to move forward with confidence.
Human Resources
Work has been underway developing and implementing updated policies to keep our workplace practices current and compliant. A big highlight: HR has completed mandate letters for every department, and these will be rolling out right away; giving each team clear direction and priorities moving forward. Behind the scenes, HR has also been refreshing employee documentation and ensuring payroll, benefits, and RSP programs continue to run smoothly for our staff. Supporting our people is at the heart of what we do, and we're proud of the strong foundation built this quarter. 8

Property Management
Summer is here, and we'd like to introduce the Property Management Team! We are committed to providing safe, well-maintained homes and responsive service to our residents. Meet the Team: Aurora – Director of Property Management Aberdeen – Client Service Officer Austin – Client Service Officer Ethan – Client Service Officer Together, our team is focused on maintaining our properties, supporting residents, and ensuring your community remains a great place to call home. Summer Projects Over the coming months, you'll see our team and contractors completing seasonal maintenance throughout the property. One of the larger projects planned for this summer is gutter maintenance and replacement in selected areas to help protect our buildings and improve drainage. We appreciate your patience if you notice contractors working around the property. In addition to these planned projects, our maintenance team continues to respond to repair requests and complete preventative maintenance to keep our buildings in excellent condition. We appreciate residents reporting maintenance concerns promptly so we can address them as quickly as possible.

Marketing & Communications Marketing & Communications has had a busy quarter with plenty to show for it. The team has been deep in preparations for two major upcoming community events — the 3rd Annual Fun in the Sun (July 23) and the 2nd Annual Information Meeting (July 29) — developing social media content, website copy, and vendor communications to make sure both events land well. For the Information Meeting, some great door prizes have also been lined up, including a Blackstone griddle, an axe donated by First Nations Wildfire, gift cards from Stacy's Butcher, Movie Theatre, and Titans, an Alkan Air swag basket, and a DeWalt tool kit donated by TBL. On the branding front, work has been progressing on exterior signage and building directory updates at the new 204 Black Street location, with window vinyl design also in the works — all part of giving DDDC's new home the look and feel it deserves. And with this newsletter now in your hands, it officially marks our second issue — Issue 002 — covering the office relocation, the Winter Crossing housing project, and upcoming events for the community. Rounding out the quarter, Marketing & Communications supported milestone social media coverage for the Winter Crossing affordable housing project. Looking ahead, the team is also turning attention to two key reporting deliverables — the Q2 Quarterly Report and the Annual Report — gathering department updates and pulling together the content needed to keep TKC citizens and stakeholders informed on DDDC's progress. 10

Building Federal Relationships: DDDC in Ottawa Part of building strong external relationships means having a presence where decisions and funding priorities are shaped — and that includes Ottawa. Regular travel to the capital allows DDDC to build our network at the federal level, advance priority projects like our next build, and better understand the mechanics of federal funding programs so we can position DDDC to benefit from them. On our most recent trip to Ottawa, DDDC met with the Department of National Defence to discuss potential opportunities for DDDC Defence and Logistics. We also met with representatives from the Major Projects Office to continue advancing the Northwestel opportunity and met with MP Brendan Hanley to update him on the work DDDC is doing across all our operations. We'd also like to extend a sincere thank you to CANDO (Council for the Advancement of Native Development Officers) for their sponsorship, which allowed us to attend CANSEC, Canada's largest defence and security trade show. It was a tremendous opportunity to speak directly with industry about the services DDDC can bring to the defence sector. These relationships matter — they help ensure DDDC has a seat at the table and is well-positioned to benefit from opportunities as they emerge at the federal level.
Building strong, lasting relationships with the businesses, organizations, and governments we work alongside is at the heart of DDDC's External Relations function. This work takes many forms — from negotiating partnerships and community benefits (ie. TKC Citizen Fuel Discount Card), to representing DDDC at industry conferences and events, to maintaining the day-to-day relationships that let us respond quickly when opportunities arise. Strong external relationships help DDDC advance TKC's interests, open doors to new business opportunities, and ensure our Nation has a seat at the table in conversations that matter — locally, territorially, and increasingly on the national and global stage.
8th Annual FNMPC Conference: Valuing Reconciliation in Global Markets With support from the First Nations Major Projects Coalition (FNMPC) and the Yukon First Nations Chamber of Commerce, Ben Asquith and I had the opportunity to attend the 8th Annual FNMPC Conference, themed Valuing Reconciliation in Global Markets. The conference brought together speakers from around the world for rich conversation on reconciliation, and it was exciting to see the growing presence of Indigenous voices in discussions about participation in global markets — a conversation that continues to gain real momentum. It also provided the opportunity to continue discussions about the Northwestel Opportunity with major banks and we were able to meet with our northern counterparts in NWT in a joint meeting 11
North 60 Petro — TKC Citizen Discount Cards Over the past few months, we've worked closely with North 60 Petro to roll out TKC Citizen Discount Cards. North 60 Petro has been a truly wonderful business partner to DDDC for several years now, and we thank their team for their forward thinking in helping bring this benefit to our Citizens. We'll continue working to expand the discount to additional locations, and are exploring options to extend savings to home heating fuel as well. Looking Ahead: As DDDC continues its transition into DDDC LP, our structure is taking shape around six main lines of business: DDDC Corp, DDDC Real Estate, DDDC Investments, DDDC Property Management, and DDDC Energy. With growing national attention on the Arctic, we're also looking closely at what role DDDC Defence and Logistics could play in this emerging space.

Administration
Behind every smooth office day is a team that made it happen — and this quarter, that's especially true. Administration has been heads-down managing DDDC's relocation to 204 Black Street, Suite 100, coordinating everything from logistics and setup to making sure staff had what they needed to hit the ground running in the new space. From furniture and signage to mail forwarding and vendor coordination, the details were many — and the team handled them without missing a beat. With the move behind us, Administration is shifting focus back to the day-to-day work of keeping DDDC running smoothly, supporting staff across departments and ensuring our operations are as solid as our new home.
Information Technology (IT)
Our IT team continues to keep DDDC's systems running smoothly behind the scenes, managing the day-to-day technology needs that keep every department connected and productive. A major focus this period has been our migration to SharePoint, paired with hands-on training to help staff feel confident navigating the new system and using it to its full potential. Looking ahead, we're also planning for the rollout of smart devices at Winter Crossing, ensuring the right infrastructure and support are in place before deployment. This work matters because dependable systems and proactive planning are what allow every other department to keep serving TKC citizens without disruption."
