We were also reminded again how impatient many drivers are on the roads. We generally

travel at the speed limits where appropriate, yet we still saw driver after driver overtaking us and wanting to go faster. I only mention it because there are still far too many drivers who are not heeding the road safety warnings, especially those relating to speed. Bit surprising really. Another new experience we had was negotiating a Maccas. We don’t generally eat at McDonalds, but circumstances saw us content to grab a fast bite along our journey and it was the first time we encountered the touch screen ordering system. It’s pretty easy but as usual, my lack of enthusiasm for such things saw me having to ask a young lady’s help to complete the order. I’m still old fashioned, give me real people service anytime. This time next week, we’ll have a new son-in-law but for now, happy reading everyone.

The countdown is on to one of the biggest and most spectacular fundraisers on the local calendar — the Stars of Orange Dance for Cancer.

he gala fundraising event sees business owner or local personalities pair with dance teachers to put on public dance performance all in the aim of raising money for the Cancer Council. Among the brave locals who’ll be stepping onto centre stage at this year’s performances are a team of seven Registered Nurses from the Orange Health Service’s Cardiac Cath Lab. For all seven of the women, raising money to fight cancer is a particularly personal cause. “One of our beautiful team members in our small group battles with this disease every day so we are doing it for her,” said Cath Lab nurse Jessica Smith. “And, for myself, this year is the tenth

anniversary of my mum passing away from this disease so it is nice to do something different and to fundraise and give as much as we can to the Cancer Council.” Dance lessons have begun in earnest ahead of the performance night on 6 June, but there is still a way to go, said Jess. “We’ve had a few practice sessions and we have been a little rusty at first, but we’ll see how we go— surely we can improve! We have a fantastic dance teacher, Fattisha and she is fantastic and very patient, we are hoping to learn lots off her!” In the lead up to the big night, the Cardiac Cath Lab Team will be holding a number of fundraisers to try reach their goal of $20,000 for the Cancer Council. “We are doing a hair dyeing fundraising event at the Oriana on the 14th of March at 4pm,

A DAY AT OUR SCHOOL Occasionally I come up with a very good idea. Note, I said occasionally, and just recently it appears, I had one of those times. I was giving some thought as to how I could make our magazine even more enjoyable for more people and came up with an idea for a regular feature called A Day at our School. To test the idea, I wrote to half a dozen local schools and the response was unanimous in the positive. When that happens, you know you’re on a winner. You can see the first of our A Day at our School features in this issue and I hope you enjoy what you see because over coming weeks, we’ll bring you a lot more smiling faces and information about what’s happening around our local schools in Orange.

It’s a new adventure for us and an opportunity for us to an engage in a community as a couple and find our place to connect. With over 20 years of school leadership experience before moving I was working the past six years in a coordinating support role. In that role I didn’t

On my days off you’d find me fishing along the coast and I’ve always been into 4WD in a beach context. Since the treechange, I enjoy a bit of home maintenance, getting into the outdoors and exploring.”

To help us get the word out to other schools in our readership area, let me tell you the idea behind the feature and if you like what you read, my hope is you’ll pass the information on to other people and schools who you feel may also be interested in participating. Basically, for a very small cost, we’re offering to visit a local school and take a series of photos, then present these in OC Life over a couple of pages with some interesting information about what the photos represent. The idea is to showcase some of the people, the activities and the happenings that take place at the schools during a typical day. Hopefully, our photographer’s visit will also be a bit of a highlight for the

students and teachers and a lot of fun will be had by all. We envisage we’ll be at each school for a couple of hours or so and part of the visit will include meeting and greeting several teachers, staff, students etc. What happens at our schools each day is incredibly important in the scheme of things and a lot of people play vital and responsible roles in making it all happen. Orange City Life wants to give our schools and the people who keep them functioning each day more recognition and publicity than they presently get. What better way to do that than through Orange City Life? Education in Orange is one of our City’s strengths and I think it’s fair to say that our wonderful lifestyle here partly comes as a result of the incredible educational facilities we enjoy. We would love to hear from any school in the area who would like to appear in our new A Day at our School feature or simply would like more information. o mark International Women’s Day (IWD), Orange City Council, will be hosting an event on March 6, to celebrate the Women of Orange. Orange City Councillor Joanne McRae believes events like this which focus on ways of supporting women are important for the local community. “International Women’s Day is an important reminder that contemporary Australia still has a long way to go when it comes to making sure women are given a fair go,” Cr Joanne McRae said. “I’m pleased Orange City Council can play a role in organising events like this.” “The theme for this year’s International Women’s Day is ‘Each for Equal.’ For me that’s a reminder that gender equity is everybody’s

business. Everyone one of us has a part to play to achieve equality. Every one of us has to be involved. 2020 ORANGE SPORTS AWARDS NOMINATIONS

he best of the best will soon be recognised for their sports achievements at the 2020 Orange Sports Awards. These awards are designed to acknowledge teams, clubs and individuals who have shown dedication, sportsmanship and worked hard in their sporting code during the 2019 season. Orange City Mayor Cr Reg Kidd is asking members of the community to think about who they consider to be worthy winners. “Nominations aren’t limited to those who shine bright on the field, but also those who work hard behind the scenes to get things done. From the volunteer coaches that go the extra mile, to the administrative team who make sure players registrations are

submitted, it’s a team effort and that effort shouldn’t go unrecognised.” Orange City Council’s Sport and Recreation Policy Committee Chair Cr Jason Hamling said it is fantastic to see so many sportsmen and women of all ages nominated every year. “There are always hundreds of sporting stars that deserve recognition every year, but these awards are about who really stands out from the crowd. A huge percentage of the Orange community is involved in some code of sport in one way or another so it’s important that we acknowledge them and their efforts,” Cr Hamling. Who will take the crown this year? Sports Award nominations close on Friday, March 27. The Orange Sports Awards presentation night will be held on Wednesday, July 15.

Through their pedal power, Orange locals Carolyn Egan and Andrew Hosie are braving the elements to take part in this year’s Zoo2Zoo bike ride, and for a great cause.

From Friday March 6, to Sunday March 8, Carolyn and Andrew, along with 30 other participants will ride from Canberra to Dubbo Zoo. The Zoo2Zoo bike ride started in 2006 and is an annual series of bike rides from Zoos to Zoos. As well as being a personal physical challenge, the group also aim to raise funds and awareness for the Black Dog Institute, a world leading organisation in the diagnosis, treatment and prevention of mood disorders such as depression and bipolar disorder. The Zoo2Zoo raised over $150,000 for the Black Dog Institute to help fund their mental health research and education programs in

2019 – incredible! “Traditionally I’m more into triathlons so this three-day cycle is way out of my realm of things I’ve done before,” Carolyn laughed. “It will be a challenge. I have been cycling three days in a row since the first week of January, I’ve kept my triathlon training up. Andrew has done it quite a few times and it was through him that I found about it originally.” “Other than sore legs,” Carolyn smiled, “I’m looking forward to a sense of achievement and a nice three days travelling through the Central West. The ride will look a little something like this; Canberra to Young (179km), Young to

Molong (173km), Molong to Dubbo (115km). “Molong to Dubbo will feel like a walk in the park if I get there,” Carolyn laughed. “I think we all should support our charities that help with our local communities, it’s giving back where we can. Get out, get active and keep our minds active, which for me, is why I do it.” The final 30km stretch sees the all the riders come together as one peloton for the roll into the Taronga Western Plain Zoo, where family, friends and the local community will cheer all the riders for their great achievement. Aviculture enthusiasts, you won’t want to miss out on one of the biggest bird sales in Australia, the annual Orange Bird Sale on Saturday March 7.

Hosted by the Orange Bird Society, the sale is held at Sir Neville Howse Stadium (PCYC) and attracts hundreds of sellers, buyers, trade exhibitors and spectators. With last year being one of their biggest sales to date, Orange Bird Society President, Tony Ford is hoping to do it all again this year. Bird buyers from most states and territories attend the sale, with breeders travelling from Queensland, Victoria, South Australia, New South Wales and ACT this year. Tony explained, “We encourage the public to come along and have a look, make it

Lumps and Bumps Paws up! Who loves a good pat with their pet? Most cats and dogs love a cuddle with their humans – a belly rub or a good scratch behind the ears will make your pet’s day! But what happens if you suddenly find a lump or bump on your pet’s skin?

Discovering a lump on your pet can be a little scary - is it something to worry about? Only a few kinds of lump are reason for serious concern, but it is important to get them checked promptly. Our experienced vets have seen countless lumps and bumps over the years, so will assess the size, shape and appearance of a lump and where it is located, before deciding if any further testing is necessary. Many lumps are harmless fatty tumours – pets can develop these as they age. Other reasons for a lump on your pet could be an abscess, a parasite, infection, an allergic reaction or possibly, a malignant tumour. Different types of lump can look the same from the outside – only a small proportion might be cancerous, but its best to get them checked out as soon as possible. Orange is a “hotspot” for a horrible doggy disease K called Parvovirus, which causes severe haemorrhagic gastroenteritis. Its highly contagious! Puppies are particularly vulnerable, needing a stay in an isolation hospital and intensive care if they’re going to have a chance of recovery. All puppies need a series of injections starting when they are 6-8 weeks old, but your pup isn’t fully protected from Parvovirus until after their last needle, so no outside walks or playing with unvaccinated dogs until after that time. ut with grape harvest underway and recent rain bringing a green tinge back to the hills around Orange, local growers and vintners are getting on with the business of making wine and looking and forward to a brighter season ahead. “The positive is, I’m standing here looking down a vineyard row — of an unirrigated vineyard — and yet we are still managing to harvest it. The canopy could be greener and bigger, it’s not, but we’ve got fruit off and it doesn’t look too bad,” said Justin Jarrett of See Saw Wines. “But it has been a very tough year. In fact, it is probably one of the hardest seasons I’ve had to grow grapes through in 25 years.” Justin started the growing season with only about 10 per cent of the water he would normally expect in storages across his three vineyards. With little rain to speak of over the growing season, yields have been severely affected, but that’s not to say there won’t be some great wine to come out of the 2020 vintage.

“So, we’ve tested the system of dryland growing and it has been pretty tough. Our yields are down by at least 70 per cent, but the quality is up from what we are getting off,” said Justin. “I think you could say we are finding some diamonds in the rough. You know, no matter what happens in the season, there is always something that pops its head up and says, ‘hey, I don’t mind these conditions’ and makes a great wine. “We are really quite surprised. The prosecco and our pinot rosé from Annangrove Park — at this stage, in the tank, they look outstanding. The sav blancs, normally in a hot, dry year struggle with their aromatics, but it is not what we are seeing.

“And we should get some really intense coloured and flavoured shiraz, cabernets and merlots… there are areas that won’t because there is no fruit or there has been some smoke in the district, so that has to play its way out yet, but at this point in time it’s onwards and upwards.” While the conditions over the past year have been extremely trying, Justin says it’s all part of life on the land. “What is ideal? There are vintages in my 25 years that stand out as Wow! But there are also lots of vintages that are tough,” he said. “Wine is a primary producer product and, at the end of the day, we are at the beckons of the elements and the seasons, the soil and the weather. We just try to do our best to make a wine that reflects the year and where we are and hopefully people drink it and enjoy it.” Good rain has fallen around Orange this past month, the best falls in years in places, but it’s still far from enough to put the drought behind us. “Support locals,” said Justin. “The wine region in Orange is very well supported by people in Orange and we need to continue that. Easter is coming, F.O.O.D Week is coming, everyone get out and get involved. Support your local businesses, because it is not just us that’s doing it tough in the drought, everyone is. The more we can work with each other and keep that circular economy going, the better off we all are.”

PaulTIERNEY A STROLL AROUND THE PARK I love a milestone, especially when lots of others are involved. I’m not much into pomp and ceremony, but numbers are my thing. After cracking 300 radio shows in October last year, and then penning a 500th column for this fine magazine late last year, the Saturday just passed saw me involved in an equally important chalking up of a nice round number … my 100th Parkun out at Gosling creek. It’s been a few years since I’ve spruiked the merits of the Saturday morning get-together at the gorgeous park that’s just past the hospital, and it’s so big now that I’m probably preaching to the converted in many cases. Never heard of it? Well, every (and I mean every) Saturday morning, whether it’s rain, hail or glorious sunshine, a massive group of keen participants set off at 8am for a 5 kilometre walk, jog or run around the beautiful reserve. You don’t have to be running pro to get involved, in fact most of the eager beavers are just doing their best to blow out the Friday night cobwebs and maybe beat their own personal best. Brad (a.k.a. ‘Mr Parkrun’ in Orange) and the fabulous group of organisers and ever-changing weekly volunteers set things up from 7:30am, putting out the witches hats, erecting the flags and the finish line. They even go as far as writing inspirational chalk messages on the bitumen around the course … “keep going”, “not far to go now”. Awesome. The runners and walkers self-seed, with the whippets going to the front and those out for a lovely Saturday stroll moving to the back of the always huge crowd. On your blocks, get set, go. Much of the track is now covered in baby-bottom-like smooth bitumen, which will attract more triathletes and cyclist to the area too. The part of the

course between the 3 and 4km mark provides a good challenge for those running hard, whilst those enjoying the morning walk get to appreciate the look and smell of the beautiful foliage. Last Saturday, walkers involved were as young as 4, and up to 84, with quite a few prams being pushed casually by smiling mums, or by dads smashing it out at warp speed with one of those 3-wheeled marvels. There were firsttimers, milestone runners doing their 50th or 100th, etc, and diehards with up to 200 under their belt. For the third time this year, they broke the record for the number of participants, with an enormous 314 people crossing the line to register a time… from a ridiculously quick 18 minutes for the winners, through to just over an hour for those who are a bit more casual. The volunteers stationed around the course offer directions and some healthy encouragement, and the unwritten rule is that runners will say “thanks” as they go past a volunteer. The other unwritten rule is that everyone who joins in will give up one Saturday about every three months to ‘give back’ by volunteering – real community spirit. Are you keen now? Well, google “Parkrun” and go from there. It’ll take you about 90 seconds to register (I’m not kidding) and then you’ll print off your personal barcode, which is what you show the person as you cross the finish line. They ‘bleep’ it on the app, and by the time you’ve had a coffee at the van ( ) and made it home, an email will be waiting for you with all the stats you could possibly need – time, place, PB effort, and hundreds of pics on the Parkrun page too.

See you on Saturday morning for a walk, jog or run, a coffee and a chat. It won’t be long until you’ve chalked up 100 too. Don’t forget to say thanks to a volunteer as you go past.

Can You Answer These 2 Questions? I’m always telling my clients that we need to focus on controlling the things we can control… Coronavirus is not one of them. While it’s going to continue to dominate the headlines, we need to let things run their course because the worst things you can do with your money in a situation like this is panic. After all, you can only ever lose money on an investment if you sell it for less than what you paid for it. As John Bogle, the founder of Vanguard said, “Stay the course. No matter what happens, stick to your program. I’ve said ‘stay the course’ a thousand times, and meant it every time. It is the most important single piece of investment wisdom I can give you.” Tune out the noise from the media (bad news sells) and focus on what we can control. And when it comes to what we can control, can you answer the two questions below?

1. How much are you saving each fortnight? There is one golden rule when it comes to getting ahead financially: Pay Yourself First. We all spend significant amounts of our money paying everyone else and if you can get into the habit of taking something from your pay on the day you get paid and putting it towards your future, you will have paid yourself first. You can then safely spend what’s left over, knowing that you’ve already taken care of the savings part. Most people do it the other way around, they try to save what’s left over at the end of the fortnight and that often ends up being nothing because they find something to spend the money on along the way. How much are you currently paying yourself first each fortnight? If the answer is nothing, how much will you start saving from next fortnight onwards? Start small and build up from there. And if you need help understanding where your money is going, use technology. There is a great app called Pocketbook which can help you track your spending and where your money is actually going, rather than guessing where it’s going. Understanding this will almost certainly give you the power to find savings! 2. How will you achieve your long-term financial goals? I’ve written before about the need to set short, medium and long terms goals and recently wrote how studies have shown that writing down and reviewing your goals can help you make NINE TIMES more money. We all have financial goals, even if we’re not really thinking about them. We all want to pay off the house and be mortgage free, we all want to get the kids through school, we all want to be able to have holidays, we all want to pay less tax and we all want to be able to one day be able to retire comfortably. You’ll have specific goals of your own in addition to these. What’s your plan to achieve all of your goals? Hope is not a plan! Yet hope is the plan most people are relying on… just hoping it will all work out, hoping it will all just fall into place. It’s not hard to see why so few people actually end up achieving their long-term financial goals. They never planned for them. Without a plan, which of your long-term financial goals will you be disappointed not to achieve? If you can answer the two questions above, then you’re well on the way to achieving long-term financial success. If you can’t answer these questions, what the world is currently experiencing can be the catalyst for starting to find the answers.

G’day!

It’s been a busy few weeks in Parliament with a big focus on water. My colleagues and I are working to ensure water issues are urgently addressed, and transparency and accountability are implemented. The bushfires were also a serious topic for discussion, and I took a moment to highlight the strength, spirit, unity and resilience of the people of the Orange electorate. We’re a community who bands together during difficult times and I’m proud to live in our great city. I also spoke in Parliament to remind the Government that the drought is ongoing and still affecting regional communities. We can’t just wait for it to go away, we need to take urgent action to support local communities by supporting our famers. It’s time the Government used the taxpayer funds wisely to take decisive and swift action to provide support, not just to farmers and ag-related businesses, but to our entire rural and regional communities which are also suffering financial and social impacts from drought. I made a community recognition statement for Superintendent Chris Taylor, who served the Central West Police District as Local Area Commander and has spent an incredible fifty years serving the community. I wish him all the best for a relaxing and well-deserved retirement!

Clean Up Australia Day! — EDITHMAY GOWING — Citizens of Orange, Scout groups and Orange High School leaders turned out in great numbers again this year to participate in Orange’s Clean up Australia Day event at five different locations. Working at the main site of Elephant Park, OHS year 12 student, Bella Sattler remarked that “more people should participate at these events in the future, to see firsthand just how much litter is ending up in our waterways,” particularly considering that Blackmans Swamp (the creek that runs behind the Aquatic centre) is part of Orange’s stormwater harvesting system. She says she was “disappointed to see so much litter had ended up in our waterways and in our parks. Kate Willoughby, Orange HS teacher supervisor on the day and Tidy Towns

committee member helping to organise the event said she was “extremely proud of the OHS students spending their Sunday traipsing through and along the creek lines, enthusiastically retrieving litter and conversing about the environment.” Among the unusual objects found on the day were bicycles, shopping trolleys, a pair of underwear, a tyre, a sign, a pair of work pants, shoes and a router! This year 65 people volunteered at 5 locations around Orange being Elephant Park, Clifton Grove, Hill Park, Lake Canobolas and Rotary Park. Roger Smith, Tidy Towns committee organiser and Natural Resources Coordinator at Orange City Council says he “hopes to see many more people turn up next year.”

Trove is home to hundreds of digitised newspapers, magazines, photographs, government gazettes, maps, diaries and journals — all fully searchable! Through Trove I have personally been able to discover high quality photographs and countless news articles relating to my great grandparents, researched local history topics for publication, possibly rediscovered a few lost poems by Henry Lawson and Breaker Morant and more. The records in Trove date back to the

For anyone looking to learn more about getting the most out of this truly amazing free resource, the Royal Australian Historical Society (RAHS) is staging a seminar here in Orange on 14 March. Held in conjunction with Central West Libraries, the seminar will appeal to anyone who wishes to learn more about historical records such as Trove, as well as digging into land titles, and discovering the secrets cemeteries can reveal. “You don’t have to be an expert to come to the seminar – you just need to be interested in the people and place from the

past,” said RAHS President Christine Yeats. “There is so much to discover about Australian history and going back to original source materials is critical in truly understanding the life experiences of our ancestors.” Christine will be discussing search strategies using the new Historical Land Records Viewer (HLRV) website to help you delve into the story of your home and discover how it is a piece of living history. She will also provide tips for searching newspapers, gazettes, journals, diaries, letter and maps on Trove. Also speaking is Judith Dunn OAM, author of eight books, five of which are on the

Parramatta Cemeteries. Technology has brought huge changes to the agricultural industry in Australia over the past century, but throughout it all the mission of the NSW Department of Primary Industries (DPI) has largely remained the same.

“It’s interesting, because you’d expect things to have changed a lot… actually, I find what’s more fascinating is what hasn’t changed,” said NSW Department of Primary Industries Director General Scott Hansen on Friday, which marked the 130th anniversary of the founding of department. “What we do hasn’t changed really that much. I mean our job is still there to recognise and to make sure our government are well informed and advised about the importance of agriculture and the issues of importance to agriculture. To provide them with advice on that

front and to continue to source the very best information and advice and to be able to make that available to farmers.” Increasing crop yields, improving water efficiencies and pest resistance, reducing soil degradation; these are topics you will find in nearly every Departmental annual report going back the 1890s, Mr Hansen said. “Today being a hundred thirty years ago that [the Department] was formed sort of snuck up on us. Everyone’s just been so busy out there on the ground on drought and fire,” said Mr Hansen, who is also preparing for another

milestone for the DPI — their relocation to a new head office on Prince Street. “We’ll probably use the event of moving into a new head office and our new headquarters later in the year as the time to sort of call out more with a bit more fanfare the fact it’s a hundred thirty years. “It’s sort of neat the way it’s lined up; our hundred and thirtieth year and it will also be the year that we moved to our new DPI head office.” Mr Hansen said the move into the new DPI Head Office should take place in October.

$16,985 STUART TOWN ADVANCEMENT ASSOCIATION GRANT The Stuart Town Advancement Association has received a grant for $16,985 under the Tackling Tough Times Together initiative (TTTT), a program jointly funded by the Federal Government and the Foundation for Rural and Regional Renewal. The funding will go towards refurbishments of the School of Arts Hall supper room, along with installation of a water tank. The TTTT program has a range of far-reaching community benefits. It provides an ecnomic boost to local communites by funding key community projects and also lifts spirits in this very difficult time for the bush. The members of the Stuart Town Advancement Association have been very active and energetic community advocates, so I am delighted to see this funding go to such a worthy organisation. The hall is a much loved community hub and replacing the floor and framing the historical photographs will revitalise the hall for all volunteers and community members who use it regularly. CENTRAL WEST SCHOOLS TO BENEFIT FROM FEDERAL FUNDING St Joseph's Catholic Primary School, Blayney, Canowindra Public School, and Eugowra Public School are among 35 central west schools set to benefit from federal funding under the Federal Government’s Local Schools Community Fund.

St Joseph's Blayney has been awarded a $4,000 grant to help build a Sensory Learning Space and an Aboriginal Garden. Both spaces will promote wellbeing, acceptance and collaboration, and will benefit students, their families, and the broader St Joseph's community. Canowindra Public School has been awarded a $5,000 grant to go towards re-furbishing the school library. With the last work being done 50 years ago, a refurbishment is long over due! Eugowra Public School also received $5,000 to put towards a kitchen/ dining room for students to further enhance the experience of their vegetable garden. The kitchen/dining room will also be used by the P&C and broader community.

MORE AUSTRALIANS IN WORK THAN EVER BEFORE The latest jobs figures show that there are more Australians in work than ever before. The unemployment rate is at 5.3%, despite the natural disasters facing our country. Importantly, full time employment surged in January by 46,200 to a record high 8,882,200 – now 143,900 (or 1.6%) higher than it was a year ago. ...It’s great, I get to drive around the countryside, meet lovely women who need this service. It has been a really positive experience so far...

Philippa Mitchell offers women of the central west a unique, personalised measure-and-fit service for all bras, mastectomy bras and breast prostheses. And more than that, she will come to you. “I’m completely mobile, so I have everything in my car and I measure and fit women in their home and show them all the bras that they can order in their band of cup size,” said Philippa, who has been a fitter for Intimo bras for three years now and recently became a stockist for Amoena and Anita products. “Intimo actually has the largest range of bras in the world, something like 300 different styles of bras — underwire bras, non-wired bras, padded bras, front fastening bras — in sizes 8A to 24G, so I can really fit anyone.” Philippa, who is also a celebrant, was convinced by a friend to add bra fitting as a service for bridal parties, but following the closure of Myer’s Orange department store, she saw there was a real need for the service. “I saw there was not a lot of scope for being fitted in Orange, there are some places, but with Myer closing it was much more limited,” said Philippa. “And so, I became an Intimo bra fitter three years ago, then in November I took myself to Melbourne and was trained with a German company called Amoena, who stock post mastectomy bras and breast prostheses. So now, for women who have

had a lumpectomy or a mastectomy, I can also fit them for bras and breast forms.” Philippa now works closely with breast care nurses around the region and carries a range of products for women who have undergone surgery or are currently being treated for cancer. “We also have very soft, high cotton content garments that help with radiation and oncology care, when you can’t have any metal against you skin, so underwire bras and things like that are detrimental during treatment,” said Philippa. “There’s also clothing that’s pocketed for breast forms, pocketed activewear, sleepwear, leisure wear and even swim wear. If they are swimmers and they’ve had a mastectomy they can buy a swimming breast form that’s chlorine and heat resistant and put it in the pocket of their swimmers and still swim. “And I also sell headwear for ladies who are going through Chemotherapy and lose their hair.” Being a mobile service is not just convenient, said Philippa, a but for many women it is the only way they can get access to a professional bra fitting. “I travel out to Eugowra, Forbes, Parkes, Condobolin, Trundle, Tullamore, Tottenham — all those sorts of places and often they are older

ladies who are not mobile and not able to drive. So, I go to their them and do their fittings in their homes,” she said. “And for a lot of ladies who’ve had surgery, they are grieving, and they don’t want to go to a shop and be fitted in a fitting room. For them to be fitted in their own home, they tell me it’s wonderful and much more relaxed for them and more private. “It’s great, I get to drive around the countryside, meet lovely women who need this service. It has been a really positive experience so far.” Philippa’s service is completely free and any Intimo products ordered are usually mailed directly to the customer within a week. “I try and take some stock with me, the most popular thing, so I can leave their garments and forms with them, but otherwise there is a week to wait,” said Philippa. “But if I place an order with Amoena before midday, I actually have it the next afternoon, so the service is very good.” “I also do fittings by appointment at A Frockwork Orange and I’m usually there Tuesdays and Wednesdays, but I will meet women in their homes, at Frockwork, at my home, at their work — whatever they feel comfortable with really.”

What are the most important lessons you’ve learned in life? Well I got married and had children, so I reckon being patient... very much so. *laughs*

What could you tell me that I would be surprised to learn about you? Ooh...*laughs* I was very, very quiet, I was on night work and I had to sleep of a daytime. I worked on the railway for 38 years. I really enjoyed the job, but I loved getting paid more. *laughs* I was working in the parcel’s office, cleaning and learning.

What big world events were the most memorable while you were growing up? It would be Hiroshima, Mr Bass our school teacher gave us a lesson and ran through the procedures of manufacturing and the dropping of the bomb on Japan... I was only a little fella. After it all I was glad things were finished because my next-door neighbour, Keith Jones was coming home, he was in the army and we were really good friends. What is your favourite childhood memory? I was only a little fella living in Rylstone and my Mother was looking for me and I purposefully hid from her, they had everyone out looking for me and I didn’t answer. I was hiding in a big rose bush... *smiles* when I did show up my Grandfather took to me with a stick… *giggles* What was your naughtiest moment growing up? *laughs* Doing figure eights on the wet ground in the car that I had at the time. It was where Orange High School is now. It was just an open paddock until I tore it up. *laughs* Oh, I got into some trouble, my parents took the

What did you want to be when you grew up? In my uncle’s footsteps, a train driver. What are you most proud of? My daughter and my son, because they idolise me and look after me very much so. I am very proud of them and my grandchildren too. What did you get up to when you were young? Cricket over the back fence, bike riding and movie matinee on a Saturday afternoon, there was a Theatre Orange then, there was always a Saturday afternoon special. Who is the person who influenced your life the most? Why? My Father, he used to love us and he took care of us like a father should. What is your favourite thing to do for fun now? I enjoy watching sport on television, I support the Parramatta Eels... I watched them play live a couple of years ago, I didn’t enjoy it... they lost!

AN INSIDE PEAK AT THE FAMILY REPORT PROCESS Last week I had the opportunity to listen to a presentation by Mark Palmer Senior Family Consultant at the Parramatta Registry of the Family Court. Mark was generous in sharing his expertise and demystified the process of family report writing for the people who had not experienced a family report in person before. The Court can order a Child Dispute Conference, a Child Inclusive Child Dispute Conference or a Family Report. A CDC is for parents alone, a child inclusive conference includes parents and children and a full family report includes the whole family including other members of the household or new partners. The Family Consultant will look at the issues for each family surrounding risk, relationships and parenting capacity. They will assess risks such as family violence, child safety, substance misuse and parental conflict. Once this assessment is complete they will advise the Court on the issues in dispute, possible outcomes and make recommendations as to what both parents can do to help the children. When children are interviewed, they are often

seen separately and are told that the reason for the interview is so mum and dad can get some help in working out how they will spend time with them. If mum and dad can’t agree then a judge will help them by making a decision. The language changes with the age of the child but the message remains the same. This message is something that can be adopted in all parenting matters to show children that both parents are trying to work together to reach an outcome without exposing them to any of the potential conflict. It is common ground that there are lengthy delays for the preparation of a family report but Family Consultants are given only twenty-one hours per report. This includes planning, reading of the material filed with the Court, interviewing and observing

family members, formulating and writing the report, quality assurance and then the release of the report. Family Consultants also spend time being cross examined during Final Hearings. Keeping our gardens healthy and looking good through the current drought is no easy task, but there are some basic things you can do to help them. I caught up with Mary Ann Mein, one of the Horticulturists at Thomson’s Garden Centre to get a few tips and other information that we hope will help our readers.

ary Ann has a wealth of experience and provided me with a lot of helpful information, far more than I could do justice here in this short story, but let’s see how we go. First thing to say is there’s no one size fits all situations for plants. Mary Ann mentioned how some plants, and that includes trees, can survive on little water while others need much more. She mentioned for example, how flowering plants, Fuchsia’s, ferns and birch trees need lots of water while other trees like Crepe Myrtles do well with little water. It became pretty obvious, very early in our conversation, that anyone wanting to do the very best for their garden would do well to talk more specifically about their particular plants and trees to an expert like Mary Ann. She talked about using wetting agents, how Seaweed solution is very helpful for plants under stress and also about checking how dry the soil is before watering. 30

Watering soil that has been dry for prolonged periods may benefit from an application of a wetting agent as dry soil can repel water. I told Mary Ann about what we do at our home, making use of bucketed shower water etc., as well as mulching etc. and she had some interesting things to say about that as well. We thought we were doing a good thing but after talking to Mary Ann, we can do even better. She said plants and trees, like humans, have varying needs and preferences, they respond differently to the various treatment we give them. For example, if you do shower with a bucket to catch water for your trees or plants, let the water cool before pouring onto your plants. Also, some plants don’t like soapy water so that’s also a consideration. My wife and I can tick those boxes OK but then I said we pour the water around the tree or plant trunk, that’s when Mary Ann said something that caught my attention a bit more. She told me about what

is called the drip zone, this is the area under the outer edge of the tree or plant canopy. She said this is where to concentrate putting water and mulch, this is where the plant draws or sucks up its water from. I found that very interesting and helpful. While she was talking about plants and the way they suck up the water they need, she said something else that I found interesting. She said it’s also a good idea to take off seed heads and cut off spent flowers, this makes it easier for the plant to suck up the moisture it needs and direct it to the areas where it can do the most good. I found talking to Mary Ann most helpful and would encourage anyone who is passionate about their garden to keep her in mind if you want more specific advice. She and her colleague Phil Keegan are both Horticulturists at Thomson’s Garden Centre in McLachlan Street and would love to help you.

In last week’s column I wrote about the Council’s second quarter progress report and said I would look at the financial quarterly review. I know of many people working in other sectors who find it very strange that the annual budget is changed quarterly in local government. It may seem very strange indeed given the fact that the original annual budget is the subject of consultation, and then is changed substantially but quite quietly during the year at each of the 3 Quarterly Reviews. The form of the Quarterly Review report to councils is set by the Office of Local Government and is not easy to understand. The report explains that ‘all red bracketed numbers …indicate a surplus result for Council.’ Confusion can arise over this and at the Council meeting last week the recommendation: ‘To adopt unfavourable variations in the consolidated overall cost to council from the December 2019 quarterly review amounting to $3,488.132.’ had to be changed to: ‘To adopt favourable variations in the consolidated overall cost to council from the December 2019 quarterly review amounting to $3,488.132.’ I have compared below the original budget and the budget changed at this 6 monthly review. The words that Council uses in the report of the left hand column being ‘Adopted Budget’, means the budget adopted as a result of the first Quarterly Review, so I have changed that to Original Budget and gone back to the budget originally adopted for 2019/20.

What this means is that the operating result has worsened in the first 6 months from an expected overall operating surplus of $2.4 million when the original budget was set to an expected overall operating surplus of $0.4 million which is made up of an expected operating deficit of $1.3 million in the general fund and surpluses in the water and sewer funds. In the first quarter major variations resulted from the decision to undertake the Southern Lights LED project at a cost of $2.5 million with a loan of just over $2 million, that would result in savings of some $250,000 in the annual electricity charge for street lighting. In the second quarter this was adjusted again as most of those savings will not be achieved due to delays, with savings of $216,444 not being achieved. There is an accounting protocol that expenditure is included as soon as it is known about, and income is only included in the accounts when it is actually achieved. It seems that the anticipation of substantial savings anticipated in the first quarter had disappeared by the end of the second quarter, due to delays in the project. Councillor Jo McRae pointed out at the Council meeting that one of the impacts of water restrictions is that Council does not sell as much water as anticipated and has revised budgeted water income down by $400,000. The first table above includes capital expenditure, income and funds, and shows an improvement of an additional $3 million in the expected overall surplus. Much of this seems to be as a result of deferring or ceasing some projects, for example, Gosling dam upgrade has

been deferred and presumably is not taking place this year. The Icely Rd WTP land acquisition of $1.1 million has been removed from the budget. The Sewage Treatment Plant inlet works upgrade of $1.8 million has been deferred. Many of these changes do not seem to be reflected in the progress report on the Delivery/Operational Plan. I have worked at councils that report much more transparently than this by showing the progress of capital projects during the year in pie charts, which are easier to follow than columns of figures. Many councils can lag a long way behind on capital projects. I worked at one council that allocated significant funds each year for capital expenditure, but projects were running 18 months behind! It is difficult to tell from the Orange City Council report what the situation is.

The annual Financial Statements describing the main departures from budget, and for 2018/19 the main issues for Orange City Council were: ‘REVENUES Interest and investment revenue Budget $2,404,000 Actual $4,603,000 Variance $2,199,00 91% FAVOURABLE Council’s investment portfolio has continued to exceed benchmarks set, however, with the reduction in the Cash rate by the Reserve Bank in the last quarter of 2019, this result will soften in the new financial year. Council has always been conservative in the estimate of returns from investments. Operating grants and contributions Budget $9,836,000 Actual $13,876,000 Variance $4,040,000 41% FAVOURABLE The main factor contributing to this variance from budget is the contribution towards the removal of asbestos from the Former Hospital site of $2.7M, the remainder would be the change in purpose for the Carcoar-Orange Pipeline grant received for the portion of the project managed by Orange City Council for construction of assets belonging to Central Tablelands Water. Capital grants and contributions Budget $40,445,000 Actual $19,142,000 Variance $(21,303,000) (53)% UNFAVOURABLE During the budget process, there are capital grants that are speculative and are not received during the year.

EXPENSES Borrowing costs Budget $1,843,000 Actual $1,061,000 Variance $782,000 42% FAVOURABLE This is due to the timing of the draw down of Council’s loans and the ability to obtain better than budgeted interest rates at the time. Materials and contracts Budget $26,803,000 Actual $30,498,000 Variance $(3,695,000) (14)% UNFAVOURABLE There are some projects listed in the Original budget as capital projects, however, once completed and analysed they are not capital projects and then the costs of these projects are expensed. Other expenses Budget $7,609,000 $6,402,000 Variance $1,207,000 16% FAVOURABLE This is due to the reclassification of some expenses from Other expenses to Materials and contracts.’ In summary, as the movements in the Council’s finances are difficult to follow, they lack accountability. Developing an annual budget to achieve an annual operational plan is about accountability. A cynic would say that some income is included at budget time to show a ‘balanced budget’ that may not eventuate, for example, the description of the variance of 53% or $21.3 million for Capital grants and contributions is ‘during the budget process, there are capital grants that are speculative and are not received during the year’. I have encountered some General Managers over the years who seem to resent the idea that they need to be accountable to Councillors and the community. One General Manager used to refuse to budget for legal costs for the inevitable costs of being taken to court over planning decisions as he thought it was wrong to tie up money that might not be spent!!

Orange Art Society’s March feature artist Hank Spirek has been exhibiting for over 50 years.

tarting his career in the Western USA during the 1970s, Hank has exhibited work in five countries, including Canada and Australia which he made home in the mid-1980s. He has lived in Orange since 2018. Hank’s exhibition will focus on a variety of ‘bird motif’ works executed in oil on canvas and mixed mediums on paper. Birds, executed in various styles, have been a favourite and popular topic of Hank’s art throughout his career. Hank uses birds as a focus of his works in an endeavour to capture

just one small aspect of the beauty and power that is natural world. And with the environment under extreme threat, Hank uses his work to highlight what a terrible void would be left in a world with birds. Alongside Hank’s works you will also find the Society’s newest group exhibition, feature a range of work by other local artists. The exhibition is now open to the public and run until April 10. The official exhibition opening will be held on March 14 from 2-4pm. The opening will feature the music of 17-yearold local cellist Isabelle Clarke-Randazzo.

Isabelle, a Year 12 student at James Sheahan High School, has played in concert performances at the Sydney Opera House with the London Symphony Orchestra, the Royal Concertgebouw, and with the Australian World Orchestra. Entry to the Orange Art Society’s gallery is through the doors on the Woolworth side of the Orange Cultural Centre building just opposite Harris Farm. Admission is free and the exhibition is open most days. If the door is open and the banner flying come on in! All artworks are for sale at reasonable prices.

Golden Memories weekend for CWA Hall upgrade event of a different generation. “Those coming to our special event will also be able to have a look around the rest of the displays; we are very grateful for the Museum’s support for this important fund-raiser,” a spokeswoman for the CWA said. The major fund-raiser, aiming to help in reaching a figure of $140,000 for the renovation work, will be at the Golden Memories Museum in Park Street Millthorpe from 10–4pm both days. The local CWA have also been working tirelessly on raffles and other fund-raising events to make-up the money. Entry is only $10 and covers all exhibits at the site with home-cooked morning and afternoon teas available for only $5. The CWA is the largest women’s organisation in Australia with 44,000 members in more than 1800 local branches. It aims to improve the conditions for country women, children, and their extended families, especially those women living in rural and remote Australia. The organisation is self-funded, non-partisan, and non-political. t’s not Millthorpe’s most historic building but it’s certainly in need of an upgrade! Millthorpe’s Country Women’s Association (CWA) are therefore teamingup with the Golden Memories Museum for a special fund-raiser to renovate the group’s 60-year-old hall. The “classic post-war modernist functional” stylehall — wholly-owned by the CWA — is definitely due for a 21st century facelift. So, the ladies of the CWA are taking the bull by the horns with the special fund-raising weekend on Saturday and Sunday, March 7–8. The event will feature one-off and unique displays on the theme of “Yesteryear (Collectables) of Yesterday’s Memories.” Items on display will include rare and beautiful examples of fine bone china, kitchen items from the past, a collection of pristine China dolls from Victorian and Edwardian times, and one-off items from moustache mugs to Toby jugs. Entry to the display will also entitle visitors to the full Museum for the day with its eclectic range of historic farm machinery, mining equipment, domestic items, and restored themed-rooms showing what life was like for country Australians

I read recently that Australia has one of the highest rates of household debt to disposable income in the world, and that the average Australian mortgage on existing dwellings is now $500,000. Home ownership is part of the Great Australian Dream, but one that is being lost to young first home buyers who have little hope of even raising a deposit. ROAD SAFETY OUTSIDE THE RURAL SCHOOL As traffic increased in Orange in the 1950s, schools started road safety initiatives. Sixth Class boys would control traffic and students waiting to cross the busy intersection at Kite and Sale Streets. Teachers instructed and supported them and special armbands and flags were supplied by the NRMA. Any driver who disobeyed the boys’ signals were fined £50, which was a huge amount of money in those days.
