Read more on page We’re a long way short of seeing the drought behind us, but the recent rain has certainly greened up a lot of the countryside around Orange, it makes a very a pleasant scene.

Of course, conserving water is still of paramount importance in and around Orange and I encourage everyone to remain diligent in this area and not waste a drop unnecessarily. On that note there’s been a bit of publicity surrounding the washing of cars and I have to say, really? My view is residents of Orange are well aware of their responsibilities and given the publicity surrounding our water usage, most are doing a wonderful job at conserving water. I’m pretty confident most people take any water usage seriously and can put the washing of their cars in the right context and act appropriately. It’s another great issue of OC Life you have in your hands and I sincerely hope it provides you with some enjoyable reading and maybe bring a smile or two to your face. While on this issue, we often get encouragement and compliments from people who come through our door and this week was no exception. A chap came in to claim our Lucky Birthday prize and while in the office he asked if he could put in a Thumbs up for us. I said ‘of course’. He has something to do with the Oak Tree Retirement Village and you can read what he said in our Thumbs section in this issue. We’re always trying to think up new ways to entertain our readers and one new idea that appears to have attracted the interest of several of our local schools is a feature we call A Day at our School. Several schools have already enthusiastically embraced the idea and you’ll see the first of these over the next week or two. We’ve only contacted a handful of schools at this stage and would welcome enquiries from any school in the local area that would like more information about this new feature. A catch up with local author Kim Kelly — JONATHAN ROE —

Millthorpe author and freelance book editor, Kim Kelly, is known for her colourful and evocative writing, bringing to life forgotten stories from Australia’s past. With her ninth novel, Walking, hitting the book shelves this month, Orange City Life caught up with Kim to talk about her journey to becoming a published author and the importance of Australians telling and reading their own stories.

Tell us a little about where you grew up? I’m from Sydney, Little Bay, I had quite an idyllic childhood really, by the sea. It was a really culturally interesting place to grow up because there was a very strong Indigenous community out there, but also a huge migrant population and a diversity of migrant population as well… the older I get the more I realise how informative and nourishing that experience was for a young person to grow up in an environment where everyone in that classroom at school had a different story to tell.

Was being a writer something you always aspired to? That is a really interesting question for me, because ever since I was a kid I’ve written. But the idea of wanting to be a writer? I don’t think it really entered my mind as a formal thing, because I thought that’s what people who were posh and clever did — certainly not someone like me! And in a funny way going to Sydney University was the worst thing I could have done — I have a very old fashion, formal degree, in English Literature — it only reinforced those ideas that somebody who was as scrappy and nobody-ish as me couldn’t do something that was as magical as writing books. I don’t think it was necessarily inevitable that I would end up writing novels and sometimes I still don’t understand why I do it! It is not an easy thing to do and it is certainly not a path to riches, but I think there is something that feels good and giving about telling stories.

Can you pinpoint where your love of books and writing came from? Growing up… the roots of the family were working class. My brother and I were really the first in our family to be able to freely explore education, but we grew up with my grandparents living with us in the house. My grandfather was self-educated and he was very proud of his Readers Digest collection of history books and Australiana and military books and all that stuff. Whereas for a lot of writers, their first literary loves tend to 6 FEBRUARY 27 — MARCH 04, 2020

be novels like Enid Blyton or Andy Griffith it would be today, my first loves were those encyclopedias of my grandfather's. I think that’s what switched my imagination on first.

How was it you found yourself working in the publishing industry? I was originally going to follow my brother into law. I was working as a paralegal, doing my law part time and realising that I’m not cut out to be a lawyer, when I lucked out getting a job at Random House. I really lucked out. Somebody happened to go on maternity leave and they needed a filler as a publishing assistant, which was a bit of a come down moneywise for me at the time, but it was the best thing that could have happened to me in terms of allowing those secret dreams I had of wanting to be a writer.

What inspired you to take that leap and finally write your first novel Black Diamonds? I had been working as a book editor for about ten years and for all of that time my own ambitions were little by little being fed and at one point my mother, who has since passed away, she said ‘just bloody do it!’ But it took me a long time to get past those negative voices that said you really shouldn’t be doing this. When you are writing your own thing, especially when you are starting out, you don’t know if it is any good. You know it kind of felt good doing it, but you don’t know if it might be a disaster! It didn’t matter that I was a book editor you still don’t know so I sent it to a very hard-nosed, very good friend of mine who is also an editor, with the question 'Is this a novel?' She said yes, and then the rest is history. It got picked up a little while later and I’m still going.

You are now known as a writer of Australian historical fiction. Is that a genre you set out to write in? Not at all. I think it is really that confluence of personal experiences and influences and natural interests that I have and all of those things come together. I don’t just write historical fiction I’ve got another novel

coming out in July which is my first sort of contemporary story and another one coming out next year, but there are those same questions for where the characters came from, how they got to Australia and a back story that involves the big ticket items of history, including war and immigration and things like that.

You said before that writing is not always a lucrative profession; what it is that drives you to keep telling stories? Some of us are just storytellers; we need to tell stories and we need to find ways to get our stories out there. Unfortunately, at that big end of town is a skewing of who can write. It is something I think about a lot; it tends to be only people who can afford to write who can write, which is a really sad thing. It is bad for diversity — bad for diversity in storytelling, never mind the diversity of the writers who are writing it. I think that is another thing that drives my story writing as well; I tend to write stories about the little people who don’t make it into the history books— their stories don’t get told. There aren’t many kings and queens in my stories!

You are particularly passionate about sharing Australian stories, Why do you think that is important? Australian stories are more important than ever. We need to be really respectful of our stories, and how important it is to tell each other our stories, rather than have stories about universal things being constantly told from outside by American writers and British writers. We are a unique island nation with a very complex story and complex culture. One that has lots of wonderful colourful threads to it, lots of awful threads to it too, but unless we look at those awful threads as well as the pretty one, we don’t know who we are.

I also love drawing and photography, landscape in particular.”

Throughout history, there have been numerous times when as a Nation, we’ve had to contend with events and issues that arrived with potentially devastating consequences. I wonder if we’re not in one of those now. Now please understand, I don’t want to be an alarmist in what I’m about to say, but I do want to be a realist, and offer a solution. When you operate a business as I do, you’re always looking at what is called the Macro and Micro environments, Macro being the environment you have no control over such as world events, micro being the one you do have control over such as how many staff you want to employ. Business owners are always responding to what’s happening around them and making adjustments as needed, but of course we can only do so much, and only in the prevailing circumstances that we have some control over. Things in the Macro environment that impact on our business, well these are out of our control and some real problems can emerge from it. Right now, given what’s happening in the Macro environment, I’m fearing very challenging times ahead. From where I sit, this virus the World is contending with at the moment must be having devasting effects on many countries. Cruise lines, airlines, the travel industry, accommodation outlets, restaurants and so many others who rely on the tourism industry for much of their income must be feeling the pain of this virus, and it doesn’t look like it’s going to end anytime soon. Here in Australia, we’re also contending with the effects of drought, bush fires, losing industries like Holden and seeing a growing number of major retailers falling by the wayside. It’s not a pretty picture, some

might describe what we’re facing as a perfect storm for economic disaster. That said, when faced with potential disaster, good business owners will as a first step, look at ways to combat impending issues. In other words, a good business owner would never simply go down without putting up a decent fight. Of course, some circumstances are impossible to overcome, but I’m not talking about those here. Here in Orange, we’re not sheltered from what’s going on around the country and the world, but like any business faced with trouble ahead, we do have the opportunity to put up a serious fight to either overcome the situation or at worst, postpone the inevitable. Good sense says that with everything going on around us, unless we decide to put up some sort of fight, we’ll just be like everyone else and let what will be be. That’s a terrible strategy by any good business standards. Over the years, we’ve seen some Federal and State Governments show outstanding business savvy, leadership and vision. We’ve heard of local Councils who have shown outstanding vision, enterprise and leadership, and even now we know of local Business Chambers not far from here who are on fire as the saying goes. Successes like these are the result of outstanding leadership. There’s not a lot we can do locally in regard to the Macro environment, but we certainly can take control of many of the circumstances in the local Micro environment. Now more than ever, Orange needs strong, visionary, enterprising and wise leadership from our Council, and our local Business Chamber. Time will tell whether they are up for the challenge ahead.

Putting Pen to Paper — JONOATHAN ROE —

“I’ve been coming since it started,” said Les Smith of Orange’s Banjo Paterson Australian Poetry Festival.

es, who celebrated his 100th birthday in October, was a latecomer to the poetry world, only taking up writing and reciting some 20 years ago following the death of his wife. “After I lost my wife, I started to write poetry and up to a year or so ago I did a lot of writing,” said Les, who’s sharp memory and quick wit belie his years. “Since then I’ve settled down and I don’t do as much now, I don’t get the inspiration like I used to.” When the ‘Banjo’ passed away in 1941, Les was already a few years into his career as a motor mechanic in Moree, a job he worked for 45 years in total. “And I’ve been retired for 36,” said Les, who’s happy to say he is now ‘more than square’ with the government. “I’ve often thought of this retirement thing… people say you deserve this and that because you paid your taxes all your life. But, when it’s boiled down, I’ve got more back than I ever paid

in taxes!” Les’ inspiration for poems comes from many sources, but more often than not they are based on old stories he remembers. “A lot of mine are not so much ‘bush poetry’, but more jokes I’ve heard over the years —a hell of a lot of rude ones!” confided Les, who mostly keeps his poems acceptable for all company. “But you remember the ones with a little bit of something in them,” he added. Les’ poem ‘Missed again’, a previous entry in the Banjo Paterson Australian Poetry Festival, was inspired by a Bob Hope joke he remembered from his teen years. At Saturday’s competition, Les gave the judges ‘The One Teacher School’, although he ultimately missed out on a gong this time around. But Les has already penned a few lines for next year’s entry.

“I’m working on one about Yuranigh, the Aboriginal who was a guide for Mitchell the explorer— Yuranigh’s grave is at Molong,” said Les. “I’ve got a couple of verses, but if I’m around for the next competition, I’ll have it all then. But it is a big thing to ask another twelve months!” Orange is far from the only poetry destination that Les travels to each year. He has been going to Gulgong for the Henry Lawson Heritage Festival since his early 80s and is a regular reciting at festivals in Dunedoo, Ipswich and even as far away as Camooweal. “At Easter time I’ll be going to Ipswich in Queensland again and then there is a Celtic turnout at Glen Innes around about the same time so there are a couple of things,” said Les. “And then to Gulgong in June and if the Greyhound bus hadn’t stopped running through Moree to Darwin I’d be going up to Camooweal in August!”

If you could describe your life in one sentence, what would it be? Magic... all of the beautiful things that happened to me and the places I have been too. What are the most important lessons you’ve learned in life? Kindness, patience and caring. What were your hobbies/interests growing up? Tennis and an old sport called vigoro and my most important interest is playing the piano; it still is to this day. I used to play for singers and perform in concerts. My music is my life really, if anything is to sadden me, I go and remember the favourite times Colin and I had, and the sadness soon disappears. What events were the most memorable in your life? Having the babies! Darling! *laughs* That first labour pain, I won’t forget it, it’s amazing how you get through it, you have one and you continue to have more, and in those days you didn’t know what caused it… *laughs*

This week we caught up with the beautiful June Purcill, “I’ve had a very experienced and lovely life. I’ve always considered people above myself and my parents were very important to me and so is my family.”

What’s your naughtiest moment growing up? Oh this was as an adult! Due to a circumstance I had to take a second job in Cootamundra, at night I had to work at a Café for extra money. His assistant at the office came in and brought some gloves off me and I said, ‘by Jove I saw that Colin Purcill take a dive today.’ She went back, told him ‘June Johnson saw you fall, and he came back to the shop to show me all of his band aids. So, he asked me if I would like a lime freeze and he said he would have a hot chocolate, he dunked me on his bike around to the Café, and that’s how we met. We married in Cootamundra and we were married for 60 years, we had five kids together, the naughty boy decided heaven was better. I miss him terribly, he was a great mate of mine, and a good man.

Who is the person who influenced your life the most? Why? I think my eldest sister Joan, she was a nursing Nun for 70 odd years, we never got together much, but she always said to me that I chose the hardest profession in life, being married and having children.

f you’re handy in the kitchen this is one competition you should get involved with. Each year CWA Central Western group hold a Cookery Competition. The competition, sponsored by ‘The Land’ is not only open to CWA members, they also welcome community members to get baking and enter the competition. We caught up with CWA Orange Branch Secretary, Deborah Marr and Treasurer, Helen Karrasch as they ready themselves for the competition. Deborah has been with the CWA since the end of 2011 and enters the competition each year, with a few winning jams under her belt. Deborah explained, “For me this competition is about honing your skills around hospitality, It’s nice to be able to make something to give as gifts, that’s homemade and good quality. “I come from a family of cooks, my Mum and my aunt, and her relatives were excellent cooks. I usually give what I’ve made to family and they always think its very good whether you win or not,” Deborah smiled, “They are always very complementary.” “If you want to be really good, it can’t be knock about and if you want to win, it’s in the detail.” Helen added, “It’s quite surprising when you go to the cookery competition and you see five marble cakes there, they cut the

cakes and they are all totally different using exactly the same recipe and exactly the same instructions, so it’s really about using those individual skills and let me tell you, there’s art in carrying your cakes.” The Land Cookery Competition at the group level will include the 15 branches of the Central Western Group, the winners will go through to the state level, which is held at the state conference. “It’s a big competition and its very competitive at the highest level,” said Deborah. Judging will be held for the cookery competition in the Orange CWA Hall on Friday 13th at 9:30am, entries are to be on the table by 9am. 40 years for Flo — MELISE COLEMAN —

In March this year, Orange Local Flo Corbyn will have given the Orange Base Hospital and the Orange Health Service Auxiliary the greatest gift of all- her time, 40 years of it might we add.

It’s a truly impressive feat by the longest serving volunteer in the hospital. Flo truly has a heart of gold. “I was nursing back in the early 50’s and back then the Auxiliary ladies would walk around and leave a chocolate in the linen room for us as they did what we called ‘Trolly,’ I used to think what nice ladies they were because we weren’t allowed to buy anything. “When I had my children I started off doing school canteens, not long later my friend said to me, ‘oh just come and help me do trolly, we are down a volunteer’ (at the hospital), that was the end of that of course,” Flo laughed. “I never left. Consequently, I’ve been involved with the hospital forever and the Auxiliary has been my life for the last 40 years.” Auxiliary volunteers attend conferences and meet with other branches, they make the sandwiches, fill the drink fridges, run the raffles, you name it, they do it. Although a lot has changed since the Orange Base Hospital days, Flo ensures the food is the one thing that hasn’t. “I’m very fond of the hospital, I’ve had every volunteer position there is,” Flo laughed, “I was President for over seven years. If the volunteers are stuck, they usually say ‘Ask Flo she

knows everything.’ “During the war the Auxiliary volunteers used to mend the linen and collect the eggs, they did a lot of the domestic work. Gradually it became a way in which they could give back to the hospital. It was the little things they brought which was to support patients more than anything. Since then it has just grown, now, we mostly buy big medical things, and that gives you the satisfaction to know the work that you are doing is going back into the hospital.” It’s not easy work though we have very willing volunteers, they all work really hard. That’s why I keep coming I must admit, the company is the best bit. There’s a lot of comradery and you make some great friends. I also like chatting to the patients and customers, they like a yarn and it might give me a chance to sit down,” laughed Flo. “A lot of people don’t realise we are volunteers, absolutely no one gets paid. We are very much needed in this hospital, we are essential for people to eat, at the moment there’s nowhere else for them to go that’s close. So, whilst ever I can do it, I will do it.” Congratulations Flo, what an achievement. The Orange community is lucky to have you!

Allergic… to an ant! By Nikki Roberts Marketing and Communications Officer at the School of Rural Health When we think of allergies, we commonly associate them with food or the environment, like a peanut allergy or hay fever. Insect bites and stings can also induce an allergic reaction, and bees and wasps can be very dangerous to those with a severe allergy. But did you know you can also have an allergic reaction to an ant? Up until recently, I didn’t think I was allergic to anything. Other than the odd bout of hay fever, I’d never had an allergic reaction. Then in December last year, while sitting on the lounge in my house, I discovered some ants had made their way into the window behind me. Ouch – I’d been stung! The next morning, the bumps on my neck were extremely itchy. In a matter of hours this progressed to large, itchy hives all over my torso. Later that evening I started vomiting and my face and airways began to swell. I was finding it harder to breathe, so I called an ambulance and was taken to hospital. After I was given medication to counter the reaction, I went home and by the next day the swelling started to subside – thank goodness! The culprit was the Jack Jumper Ant. In areas where they are common, population surveys have shown between 2 and 3 percent of people will have a general allergic reaction to these ant stings, while around half of those can have a severe and life-threatening anaphylactic reaction.

What is a Jack Jumper Ant? Named after the jumping-jack firecracker, they tend to jump towards victims and to follow up with painful, fiery stings. Jack jumper ants are about 10

to 15mm long and have a black body with orange/ brown pincers and limbs. Like bees and wasps, they don’t bite. They grasp with their jaws and sting with their tail. They are aggressive and can sometimes jump from surrounding vegetation.

Where are they found? Jack Jumper ants are found in NSW, Tasmania, Victoria, ACT, South Australia and some parts of Western Australia and Queensland. They prefer disturbed, sparsely vegetated and stony ground, so as well as being common in the bush, they also like to colonise roadsides, patchy lawns, pathways and heavily grazed paddocks. Nests are typically found under logs and rocks and can often be spotted from the mounds of gravel that mark the entrance holes.

Allergy to ant stings The stings of Jack Jumper ants are very painful. Local swelling is common, while large local swellings can also occur, lasting a few days at a time. The most serious reactions are known as generalised allergic reactions, of which the most severe is called anaphylaxis.

What is anaphylaxis? Anaphylaxis is a severe and potentially lifethreatening allergic reaction. It occurs after exposure to an allergen, like foods, insects or medicines. In some cases, anaphylaxis is preceded by swelling of the face, lips and eyes, and hives or welts on the skin. If you suspect someone is having an anaphylactic reaction, it's vital you seek urgent medical help. Signs and symptoms include:

• Difficulty/noisy breathing • Swelling of tongue • Swelling/tightness in throat • Difficulty talking and/or hoarse voice • Wheeze or persistent cough • Abdominal pain and vomiting • Loss of consciousness and/or collapse • Pale and floppy (in young children)

What if I am allergic? Studies show that around 70 per cent of people with Jack Jumper ant allergy will have another allergic reaction if they are stung again. People with allergic reactions to Jack Jumper ants should avoid them where possible and see your GP or healthcare provider to develop an allergy action plan. If you think you are having a severe allergic reaction, always seek urgent medical help.

The School of Rural Health The School of Rural Health in Orange and Dubbo has been providing medical education in the Central West for more than a decade. University of Sydney medical students can spend a year of their degree at the School of Rural Health, with 32 students a year attending each campus. Not only is it a vital part of their training, students who come to the School of Rural Health gain valuable experience of living in a regional area. Many graduates stay to complete their internships in Orange and Dubbo, and a significant number have chosen to live and work full-time in the Central West community. FEBRUARY 27 — MARCH 04, 2020 13

PaulTIERNEY 72 NOT OUT IS NOT BAD. I thought Elton was doing well, but they ALL are! I’m not believing that there was anyone in this sunburnt… well, fire burnt, land that didn’t tune in last weekend to the fire relief charity concert, at least for a little while. Like most people who love their music, we have some (well, quite few) speakers outdoors so that tunes can be played/ boomed when the urges arise. That meant we had the ‘concert for the firies’ blasting all afternoon and then late into the evening. My kids have helped me widen my musical tastes over the last decade. I’ve gone from being stuck in the 80s to appreciating styles and genres of music from all corners of the spectrum. Jazz and Big Band, Hip Hop, new Aussie ‘Festival’ bands and Electronic are just a few of the newer things on my playlists, all due to the kids. So I was quite excited and impressed at the sets put forward by Illy, Hilltop Hoods and Peking Duk during the concert, they got an extra notch on the volume control, with a sideways look from the lovely wife whenever the noise went higher. Whilst these newer bands had the crowd eating out of their hands with their catchy tunes, it was the older brigade that totally and absolutely stole the show. Just like Elton did in Bathurst last month, those who mostly made their mark in the 1970s showed not only that they’ve still got it, but that they’re more than happy to show the younger brigade a thing or two when it comes to stage presence, owning the crowd and just plain old getting’ down! To see our Olivia get on the stage after officially retiring to fight her cancer battle was enough to bring a tear to even the hardest eye. All in the name of the cause. At 71, she hasn’t lost those golden tonsils either. Well

done ONJ, I’m on your side. Apparently you’re up against it, but I hope your battle has a happy ending. Next to mention is Brian May from Queen. He was the brains behind most of those hits, and at the spritely age of 72, his guitar licks are still as wicked as they were when Bohemian Rhapsody was released back in 1975. Queen were awesome, no wonder their concerts are still sellouts after all these years. Still, they weren’t the ones that owned the show. Not that it was a competition, but the King of the evening had to be Mr ‘Welcome to my Nightmare’ himself, Alice Cooper. Mr Cooper strolled out on the stage like it 1972 and he’d just unleashed himself on the world. Opening with Department of Youth, his awesome band smacked out not only this, but Poison and School’s Out like they were playing them for the first time. Alice is also 72, he’s been married for 45 years he says, and clean and sober for decades. You won Alice. Well played. The show closed with Farnsie. More comebacks than Dame Nellie, the guy known as ‘The Voice’ is ageless. He’s cracked 70 too, so there’s still hope for all of us as we dream of being out in front of a crowd bigger than the population of the Central West. Best part of his set? He had a magic performer named Mitch Tambo give one verse of our unofficial national anthem You’re The Voice in the indigenous language of Gamilaraay. Special, Stunning. But – this should be the norm, not the exception. Come on Mr Morrison, get with the program. Make a ‘Captains Call’ and get a verse of our real anthem in Language. Not hard. Just do it. Hope you liked the show Firies. It was all for you. What a job they did, especially the oldies. Loved it.

Let’s Talk Money with Daniel McGregor

The most important piece of advice I can give you I have been reading and learning about all things financial since I was a teenager. I then spent several years completing a double degree, post graduate studies in financial planning, and other varied financial qualifications. Along the way, I’ve easily read over 100 books and thousands of articles and pieces of research. This is my best advice…

The most important thing you can do to give yourself the best chance of living a wealthy lifestyle is to pay attention to your spending. Yes, this is incredibly simple but it’s true. For most people, it’s spending - not income - which gets in the way of achieving financial goals. Here’s what I would love for you to be doing:

1. Pay attention to your spending. You don’t need to budget (they’re painful), just be conscious of how much money goes in, how much money goes out, and why it’s going out. What’s its purpose and is it a value spend? Think about what’s important to you; think about your mortgage, your kids, travelling… no doubt, you get where I’m going with this.

2. Find wasted money. We all waste money, so this means we have scope to achieve savings. Start with the big easy wins where you can make sensible cuts to spending. Then move on to hacking at those costs where you can get a better deal (the internet has made it easier than ever to work out if you’re getting a good deal or not). Finally, I challenge you to scrutinise spending that you can modify (e.g. just coffee, not breakfast and coffee), or do this spending less frequently. If you want more ways to save just ask me, I love a good cost hack. Our biggest costs are housing (20%, no surprise), food (17%) and transport (15%). These might be good areas to pay attention to first! Firstly, borrow less to buy a house than what the banks tell you that you can afford. Secondly, cook at home more often and finally, wherever possible, buy a second-hand car. These are the EASIEST ways to save thousands of dollars every year, which you can then put towards something that actually matters.

3.Send the savings you find to a good home and automate this process. An automatic transfer of money into a separate savings account on pay day requires no more thought once it’s set up. This will ensure you stay disciplined. If that cafe breakfast money is no longer in your spending account, it’s safe to say you are not going to spend it (i.e. unless you’re using credit cards… cut them up if need be!). This isn’t to say you have spending issues, it’s to say that automating as much of your financial affairs as possible means less decision fatigue. We have so much going on in our lives, we need to make this stuff as simple and as easy as possible.

4. Repeat this process. It probably sounds incredibly boring and maybe it is. But what I don’t find boring is turning small amounts of money into massive savings on the mortgage, money for family holidays, funding the kids’ education, wealth for a comfortable retirement or whatever is important or exciting for you and your family. Most millionaires are not high-flyers who spend money on shiny objects like we are led to believe. They are sensible and smart with their money. They are somewhat frugal and align their spending with what’s most important to them. What’s important to you?

The program is an Australian Government initiative that aims to honour the service and sacrifice of Australia’s service men and women in wars, conflicts and peace operations, and to promote appreciation and understanding of the role that those who served have played in shaping the nation. Funding of $4000 will go to the Spring Hill Activities Group Incorporated for the construction of an honour wall to commemorate local service personnel. A very worthy project that acknowledges what these local men and women did for our country.

LAUNCH OF THE NEW ORANGE APP Last Thursday I attended the launch of the new Orange App at the Orange Ex-Services Club. HELP AT HAND FOR RICK & BEV! OUT OF THE ASHES... On the weekend, I paid another visit to Rick & Bev Anderson’s place near Cherry Tree Hill. Senator Perin Davey kindly came along for the ride. Rick has been a local RFS member for many years and he and Bev lost their home in the bushfires. The community is working together to get them in to a new place before winter. “I really enjoyed being in a small country town again; the town I grew up in was very similar to Tumut and also my wife Stephanie is from the Riverina so it was nice to be back in that region,” said Angus, who has found Orange similarly welcoming. “It is nice walking around the place and, as we are slowly finding out where things are, it feels like home,” he said. “And, particularly, we’ve really appreciated the warmth of people in Orange… not just in our church, but the people you meet down the street or talk to in the shops or our neighbours. felt a call to the church. “My original degree was Arts majoring in history and Aboriginal studies and during that time I had begun wrestling with the idea of what it meant to live out my faith and how I can seek to serve God’s Church,” he said. “And really, I just kept coming back to the whole idea of being a pastor in full time ministry. I tried various other things, but I always sort of came back to the idea that I think this is really where I want to be. I was thinking about pursuing postgraduate study in history or getting into public relations, but all those opportunities seemed to peter out and opportunities for doing stuff in the church kept opening up.” Angus moved to Sydney to undertake his theological studies and after graduating in 2017 was posted to a small church in Tumut.

Arriving in town for the first time last month, with his wife and three small children, Angus was not wholly unfamiliar with the Colour City. “My one exposure to Orange was on the ABC’s Escape from the City; they did a special on Orange and both Steph and I thought at the time that Orange looks like a great place to live,” said Angus. “That was late 2018 and even through that we started to fall in love with the idea of being in Orange. And then it happened that we got the phone call from the church to consider the position of a second pastor here to work alongside Rob McKean and we thought great!” Angus was born and raised in country Tasmania in the small town of Scottdale, an hour northeast of Launceston. After finishing school, Angus studied history at university in Launceston, but

Musicians unite FOR OUR REGION’S FARMERS — JONATHAN ROE —

It all started during a New Year’s Eve gathering. A group of local musicians were wondering what they could do to help local farmers suffering from this disastrous, extended drought. And so, the idea of fundraising benefit concert was formed. The Let it Rain Drought Relief Concert will take place on Friday 6 March at the Orange Ex-Services Club and feature ‘rain’ themed performances from popular local musicians and dancers who have all generously donated their time and talents for the cause. These include: the Galumaay Indigenous Dance Troupe, Amy Viola, Andrew and Will Ferguson, Barry Patterson, Cecelia and Rocky Rochelli, Catherine

Next month Veteran golfers across Australia will converge on Orange for the 23rd year of the City of Orange Veterans Golf Classic.

eginning March 2nd, Orange’s three golf courses will host around 200 players in the tournament, which is said to be one of the most unique veterans golf competitions in the state. Golfers from over 60 clubs and from as far afield as Mt Coolum in QLD and Nowra on the south coast will participate in the Classic over 54 holes. PERFORMANCE OF ORANGE CITY COUNCIL FIRST 6 MONTHS OF 2019/20 I attended the Orange City Council meeting at Bowen Public School Hall on Tuesday 18th February, and the Future City Strategy presentation beforehand. It was lovely to hear from the School Principal about the great achievements at the school over the last few years. It is a pity that the local media did not report on her speech as it was very illuminating and deserves celebration. One of the statistics that I noted was that the since 2010 the success rate in literacy and numeracy had increased from 20% to over 80% now. I know of some people who were very disappointed that there was no livestreaming of this meeting as they normally watch at home and enjoy the entertainment. The report on the agenda that I found most interesting was the Quarterly Budget Review and Progress Report for Quarter 2 of 2019/20, and the recommendation that it was acknowledged passed with little comment from Councillors apart from the Mayor congratulating the staff on a hard task well done. I wrote about the first Quarter Review in September. It is not necessary to report on Performance Indicators as part of the Quarterly Review. The requirement is ‘the General Manager must ensure that progress reports are provided to the council, with respect to the principal activities detailed in the Delivery Program, at least every 6 months…. Councils may choose to report on the status of projects and activities that are not running to time, quality or budget…. Councils can, if they wish, adopt a more detailed form of reporting. However, they should

carefully consider the benefits to be achieved by this and the resources required to compile the reports.’ (Division of Local Government Integrated Planning and Reporting Manual for Local Government in NSW). So, it may be a hard task well done by the staff, but apart from the Quarterly Budget Review (on which I will comment another time) there is no need to do quarterly Progress Reports on the ‘Delivery/Operational Plans’. So, this should have been the General Manager’s 6 monthly report on the progress of the principal activities detailed in the Delivery Program, not a quarterly report on the Operational Plan. I wrote about accountability and Integrated Planning and Reporting in January and I am critical of Orange City Council’s plans and reporting. The Community Strategic Plan and Delivery Program need to have static targets/measures so that performance can be assessed. They should not be moved forward a year every year. Essentially, it is hard to hold anyone

accountable if the goalposts keep moving. So, I thought I would point out some of the issues in this Quarterly Progress Report to provide examples of how difficult it is to assess Council’s performance. The report includes narrative on highlights which are clearly taken from media releases as the language emphasises the promotional rather than the factual, for example: ‘Orange residents noticed changes to lighting along Summer Street…..’. The Communications Department does seem to have a lot of influence. I have frequently complained about the website as I often get a Council blog on a topic when I am searching, rather than the actual document I am searching for.

The Progress Report uses traffic lights. A Guide to the Traffic Lights is given:

GREEN — P roject has progressed 50% or more AND it is expected to meet deliverables — Project has only recently started or is yet to start, AND it is expected to meet deliverables — Project not yet commenced and not due to start in this financial year

ORANGE Project is dependent on a condition or requirement being met (e.g. making a grant application) and that condition (e.g. applying for grant) has been met by staff, BUT the outcome does not allow the project to proceed or deliverables to be met (e.g. funding application has been declined)

RED Project unlikely to meet deliverables (timeframes, outcome) Project not commenced and is to be cancelled or deferred to subsequent years

In the report to 30 September, of the 272 performance indicators, only 3 were orange and none were red. In the report on the quarter to 31 December, of the 261 performance indicators, only 5 were orange, none were red and 256 were green. It is practically impossible NOT to get a green flag. There are many examples of actions receiving a green flag when nothing has been achieved, or in some cases, is due to be achieved. For example, under: 9. Infrastructure for our Growing Community; Action 9.1.2 Deliver works program for upgrades, road rehabilitation and re-seals as identified in the Transport Asset Management Plan. This action receives 6 green flags. One of them is for the Burrendong Way – upgrade to an urban standard, south from the Northern Distributor Road – completed – which is great news. However, the other 5 green flags are for:

I hate to be cynical, but it is not clear whether there will be effective reporting on the achievement of these ‘projects’ by the end of the year as councils are not now required to provide a Quarterly Review of the 4th Quarter. Orange City Council’s Annual Report is noticeably devoid of any measurement of performance against what Council originally promised to achieve in the budget and Operational Plan. There are plenty of opportunities to include measurement and trends against baselines, but these are mostly avoided, and where figures are included, they are mostly inputs and activity rather

than outputs or results. It is also evident that milestones move between quarterly reports. For example, in the first Quarterly Report to 30th September we were told: 2.3.4 Performance Indicator - Develop Cricket Centre of Excellence at Wade Park Performance Comment - This project is progressing. The tender has been awarded for the Construction of Wade Park Indoor Cricket Centre. There will be a meeting with the successful company to commence the delivery of the Centre of Excellence. Demolition of the old greyhound building is to commence in November 2019. In the 2nd Quarterly Report we are told: Performance Comment – The tender was awarded to Hines Construction. Demolition commenced in January 2020. Completion is due in October 2020. It is good that we now have a date for completion that we can measure performance against, but this comment receives a green flag even though the milestone of the start of demolition was missed by 2 months. I was interested to see the figures concerning Development Applications (DAs) as this has been a recurring theme and many of the business people who attend the Economic Development Community Committee have expressed concerns about the apparent slowness of processing DAs. This issue is reported: 2. Preserve – balancing the natural and built environment 7. Sustainable growth and respectful planning that values the natural environment 7.1 Engage with the community to develop plans for growth and development that value the local environment Action: Provide efficient and effective development assessment and compliance in a timely manner. There are performance targets in this area. The NSW Government sets targets and reports on the performance of councils. In this quarter processing times were within targets and received a green flag. In last week’s column I wrote about Customer Satisfaction Surveys. The emphasis on processing times can mean that people take their eye off the ball about what Council is trying to achieve overall, in the quality of new development and economic and employment growth. Another matter that was considered on the Council agenda was which Councillors would be on the CEO’s performance review panel guided by a consultant, presumably Blackadder and Associates who were engaged for the selection process. I have suggested previously that, making the performance criteria for the review of the CEOs performance public and using a 360 degree review, could increase the level of trust between Council and the community. It appears that Council is not going to make the performance criteria public or involve others in giving feedback on the Council’s performance. It is to be hoped that the Panel will use performance criteria that are linked to achieving the outcomes in the Community Strategic Plan and are measurable without the constant moving of goalposts that seems to occur with the quarterly progress reporting.

range City Life has previously introduced readers to young musician and vocalist Matilda ‘Tzzy’ Taylor, who was voted Popular Champion of the global ‘Hit Like a Girl’ drumming contest in the under 13 age group. As a result of the competition, Tzzy won a scholarship to the School of Rock Sutherland, who have now collaborated with Orange City Council and the PCYC to bring the ‘Beach to Bush and Back Youth Music Festival’ to Orange. “Bernie, the owner of School of Rock Sutherland was talking to Dad and they thought it would be a good idea to have a concert here and then return back to Sydney,” said Tzzy, who will be performing with exciting

up-and-coming local band Blindly led Youth. Blindly Led Youth have been playing together for the last two years, coming out of the PCYC’s band program. They have won praises for their appearances at local rock institution 4 on the 4loor and other local gigs. But this will be their first time on a festival stage. “Yeah it’s exciting,” said bass guitarist Jack Herbert. “We’ve done a few outside gigs at school out on the oval on the special occasion days, but this will be different to have a big crowd.” Joining Blindly Led Youth on the line up are fellow local bands Fusion — playing everything from jazz to punk to rock, and The Objections — who formed two years ago over mutual love of music and the Artic Monkeys.

MAKING AN ACADEMY WORTHY COFFEE “I was a chef and loved it, but… I wasn’t fantastic at it,” says Matt Swiatkiwsky, founder of small local coffee roaster Academy Coffee.

Matt has spent time in the United States and studied under renowned coffee aficionado Scott Rao to fine tune his skills. He is passionate about maintaining quality in all his products. “When I started up, I went to the effort of making sure that I had all the programs that could read every part of the roast, from the moisture of the beans through to the development time on the RORs

of the week Word of Mouth Chardonnay 2018 This wine was made by a visiting young French winemaker Sebastien Fossier who was given a free hand to do whatever he wanted. The resulting wine is full bodied and textural from added lees contact. It shows an interesting mix of aromas with white peach with some tropical notes with nougat and a hint of honey finishing with some lovely cool climate acidity. Word of Mouth Chardonnay is lovely on its own in good company, or paired with Caesar salad, seafood or risotto. Following the Word of Mouth low impact philosophy this wine was produce sustainably with low chemical input and is vegan friendly.

We invest a lot of money in what we want to see, which is a bright future.”

Goin’ Dotty at May Raechelle Art Gallery in Millthorpe

That’s right, we’re going dotty at the gallery this exhibition and, although being dotty seems to be a permanent state-ofmind for me, for Jowellyn Neville from Spring Hill, it’s a state-of-art! Yes, Jowellyn returns to the gallery with her very specialised style of art, Pointillism. Many artists attempt this art style but only those with the ability to see an image beyond straight lines and the patience to spend hours arranging dots the size of pin pricks get it right, Jowellyn is one of those artists. So what is Pointillism? As Jowellyn says, “It’s dots. Many, many dots.”

Pointillism was pioneered by Georges Seurat and Paul Signac in Paris in the mid1880s as a reaction to impressionism’s freedom of expression, Pointillism demands a more scientific approach to art. It is a technique of painting in which small, distinct dots of colour are applied in patterns to form an image. While Impressionists used small dabs of paint as part of their technique, Pointillism took this to the next level using only small dots of pure colour to compose an entire painting. “It’s somewhat therapeutic for me,” says Jowellyn, “I get caught up in the placement of dots and it’s all I’m focused

on. Everything that has happened that day disappears from my mind and the whole of my concentration is on the piece I am working on. It’s very all-absorbing.” Jowellyn’s exhibitions have been very popular in the past and she is bringing a range of works including original art, prints and cards. “I hope something for everyone to appreciate.” Jowellyn will be exhibiting at May Raechelle Art Gallery in Millthorpe from Thursday 5 March to Sunday 26 April 2020. Our gallery is open Thursdays to Sundays.

Postmodern Technophiles

I read this morning that we are a culture of postmodern technophiles. We want what will work for us and we want it now. If we can’t get it through one click then we won’t bother. We don’t understand the value in waiting or showing patience to others. But our patience is tested. There are some things we have no choice but to wait for: the coming of rain, the arrival of a baby and being old enough to drive a car are a few examples. Impatience is also reflected in the way people think about God. They ask why he doesn’t put an end to suffering and do what they want now. God is not a postmodern technophile. He is patient. He patiently loves people who don’t love him in return but it is dangerous to test God’s patience. Just as rain eventually comes, the day will come when God will call people to account for pushing him aside. Now is a good time to meet the God who patiently and purposefully is at work in our world.
