Another necessary change is that we will now apply a small fee when people request an OC Life photographer to come along and take photos at various functions and celebrations, and then have them appear in OC Life. It’s becoming quite expensive to provide photographers for such events, especially given the increased competition for advertising dollars these days. On the plus side, the fee we charge will also include a USB with all the photos our photographer takes at your function, and you do with this as you wish. The opportunity to provide your own photos and captions is still available and if you do, we’ll happily publish these at no cost if they’re suitable.

The Central West Women’s Forum was established to give a voice to women of the Central West who want to make a difference, achieve results and influence the choices available across the region.

Members of the Forum are linked by their desire to have a strong region known for its commitment to excellence in leadership. The Central West Women’s Forum have announced the fourth high profile speaker in its Leadership Series: Libby Bleakley. Libby was a Police Officer for 29 years; developed a youth and community centre in TimorLeste; is an author and runs a coffee roasting business raising funds for the centre in Timor-Leste. On March 7, Libby will address an audience at Quest Orange to celebrate International Women’s Day with the 2020 campaign theme being #EachforEqual. This event builds
on the success of three quarterly events in 2019, with speakers NSW Minister the Hon Bronnie Taylor; Dr. Skye Saunders and Australian Environment Minister the Hon. Sussan Ley MP. Chair of the Central West Women’s Forum, Mary Brell OAM said, “We are delighted that Libby will be our speaker as we celebrate International Women’s Day, we are also grateful to Amy van de Ven, the franchisee of Quest Orange, for sponsoring the event and providing the venue.’ “It’s not a ‘women only’ group, men are certainly invited to come along. We need to work with and alongside men to make the best of any organisation. We all come with different skills, let’s bring our skills together and make the organisation the best it can possibly be. I think women have certainly struggled their way through a lot of issues and what we are trying to do is support them. Let’s make them stronger out here in the west,” said Mary.

between the residents their families and myself. My Journey at Gosling Creek Aged Care has just begun, and I already love the atmosphere of the work environment and friendships that have been made. They are wonderful people. When I’m not working, you’ll find me baking, that’s my biggest love.”
Is it any wonder that many of us are so cynical about the way our leaders go about their business? Regular readers would be well aware of my views on the media and how they use their power and influence in all the wrong ways. Well I now have proof that my views are not just mine alone. On the ABC’s Media Watch program last week, Paul Barry talked about the results from a Consumer Survey carried out by ACMA, the media watchdog. 2000 consumers were surveyed, and I’ll let the results speak for themselves – Generally speaking, the survey found respondents believed that journalism everywhere is biased and full of beatups, plus polluted opinion and commercial influence. 88% believe news is made more dramatic or sensational to attract more readers or viewers. 85% reckon news is reported from a particular point of view, rather than being balanced or impartial. News is often presented by celebrity commentators or sporting personalities. The line between news and advertising can now hardly be seen by consumers. 83% claim news is influenced by large advertisers. 77% say news bulletins contain commercial content – that’s commercial businesses paying to have their products or services featured in the news, but not disclosing this payment. 76% say media companies
use their news to promote businesses they own or have a commercial interest in. 65% reckoned products or services were offered for free to be shown or promoted on the news. It is claimed journalists are no longer shown to be any more trustworthy than snake oil salesmen. 83% believed journalists do not take enough care to check their facts or report stories accurately. Nightly TV bulletins and the ABC were praised as still being trustworthy by several respondents. The research shows the depth of concern among Australians about biased and commercial influence. The question was asked “So given it’s so bad, what is the regulator going to do about it?” Answer: “Not much! They can only enforce weak code of practice laws drawn up by the broadcasters.” Can you believe it? I say again. Can you believe that with such damning data before them, that our pollies seem powerless or unwilling to reign the media in? Many Australians hang on every thread of news we’re fed everyday and many no doubt shape their thinking or actions based on what we’re being told. News must surely provide more fodder for discussion across our Country every day than anything else, although weather would be right up there as well. It’s unbelievable to think that we could be wasting all this energy and time on stuff that simply can’t be fully trusted and probably has question marks all over it. I’m flabbergasted!

United Dance Project students Maddie Linsell-Ryan, Lyla and Ally Luxford and Clare Jadezak have created a team called ‘Dream to Dance’ for this year’s Relay for Life, set to kick off on March 14. With at least 23 members from the dance school joining the girls, they mentioned they are walking in memory of one very special person, ‘Miss Steph.’ Miss Steph taught many of the dancers from as young as three years old. In 2018 Steph was diagnosed with grade IV Diffuse Midline Glioma, she battled the brain cancer and during it all showed so much courage, determination and strength, though sadly, she lost her battle in 2019. “We were all very close to Miss Steph, so we thought this would be the perfect opportunity to get together and raise money for her and to help raise awareness and possible prevention for this horrible disease” said Maddie. Team Captain, Lyla added, “She was the nicest dance teacher ever, she was so patient, fair and she inspired all of us. Miss Steph was always there for us, she wouldn’t get frustrated if we got a move incorrect, she always trusted us. She would always say, we need to be so grateful for our lives because there are people less fortunate out there, and that it’s amazing that we have
this opportunity to dance. So we are doing it for her.” “We just hope to raise hope for people and raise as much money as we can so people can get to and from the hospital for their treatments and try and find a cure. Miss Steph loved hip-hop and she loved bandanas so that’s why we will be relaying wearing bandanas, and we will be wearing yellow.” Ally explained, “We are just going to try and do as many laps as we can. I think just being there, I know she will be watching over us, it will be a really fun day to enjoy.” The Dream to Dance team hope to raise a total of $2,000. “If we raise more that would be amazing,” said Clare, “We have 23 people on our online team at the moment but basically our whole dance studio is getting behind us and will be turning up on the day to support us. WORTHY DONATION TO LOCAL CHARITIES

t’s with help from you - the community - when Community Chest Products are purchased, that this money is raised. Riding for Disabled volunteer, Robyn Livermore explains, “In the past we have been able to put this money towards our centre and its overall maintenance, the horses and feed for the horses which in turn improves the centre which benefits the children. “This is very appreciated from all of the volunteers at RDA, and the schools from where the students participate, we have 40 children from three schools and some individuals as well. “As we don’t get any government support all of the money we raise goes straight into our centre, so we are very appreciative of the continuing community support and particularly IGA’s, they have been supporting us for over seven years and without their help it would make everything a lot more difficult.

Riding for Disabled ($4,300) and Veritas House ($4,300) will both share in the funds that were given last week. “This donation, in particular, we will be using to purchase feed, that’s our priority. We are also hopeful to have a feed shed in the coming months which we would put the money towards too.” Business Development Manager of Veritas House Narelle Stocks added, “We are so
lucky to have the support of IGA and we are thankful to Rochelle and her team. “The funds donated will go to our transitional housing appeal. We are trying to raise funds to purchase a one or two bedroom flat in the Orange community that could be used as transitional housing for
young people who have been homeless and stayed at our crisis refuge and find it really hard to get into the private rental market in Orange. If we would own our own flat, they can stay there to get on their feet, our case workers would work with them to build their independent living skills to make sure they are good tenants. At the end of that time we will be able to show their rental history and write a reference and help them get into the private rental market. It helps the real-estate agents and the community to know they’ve got reliable young people learning good tenancy management skills but also helps break the cycle of homelessness for young people.” Keep an eye out for IGA Branded and Community Co. branded products when you shop at Ashcroft’s in the future! LAWN BOWLS INFORMATION EVENING In January of 2019, the Orange Ex-Services’ Club (OESC) and Orange City Bowling Club (OCBC) were participants in a review of all the Golf and Bowling Clubs in the Orange LGA. The report looked at; participation rates, key business indicators and the long-term viability of each Club, in an environment where Bowling and Golf Clubs are closing at alarming rates. With declining membership and an ageing population, the sustainability of running multiple Bowling and Golf Clubs in the Orange LGA was looking unrealistic, as a mid to long term proposition. As a direct result of this process OESC and Wentworth Golf Club have amalgamated to deliver a first-class golfing precinct at the Wentworth site. A new clubhouse is now in the preliminary design phase and a temporary clubhouse was opened at the start of the year. Works on upgrading the course are beginning and will continue over an extended period of time. As part of this design phase, OESC has considered building a number of bowling greens to accommodate our bowling members at the Wentworth site. There have been some mature and sensible discussions around consolidating all bowls in the Orange LGA at the current OCBC site in Warrendine St. From a macro perspective, most observers understand that building additional greens is not in the best long-term interests of bowls in Orange. In 2019 OESC became “custodians” of the previous Newstead Bowling Club's assets. The intent is to invest the money in “the betterment of bowls in Orange”. If a successful MOU leads to an amalgamation agreement between OESC & OCBC, we would see this as an opportunity to deploy these funds in improving and renewing the bowling and clubhouse facilities at Warrendine St to underpin bowls for the next generations of players. Everyone involved in these discussions to date understands that there is a lot of history and emotion in a decision like this, we would, therefore, like to invite all interested bowling parties to the OESC Coral Sea Room. Delegates of both clubs will make a small presentation and then open the floor to take questions from all attending members. It is noted that no decisions will be made on this night. It will provide all parties with an indication as to the merits of continuing these discussions and then coming back to the members for a formalised MOU vote if warranted.

FATHER OF THREE LAUNCHES GOFUNDME FOR CANCER TREATMENT — JONATHAN ROE —
For five years, Josh Patterson had worked to build a thriving local lawn care and maintenance business, when news came that no-one is ever ready for.
Josh has spent the past year getting regular treatment including chemotherapy, which has seen him lose a substantial amount of weight and he is still not able to return to his business — Picture Perfect Lawn Maintenance. “I can’t really bend over and I can’t walk long distances… It’s hard for my kids too, because I can’t pick them up and play with them like I used to,” he said. Josh and his partner have been in touch with a doctor at the Mayo Clinic in Jacksonville, Florida, about taking part in a potentially lifesaving clinical trial. But getting there and taking part in the trial is not cheap. Josh has set up a GoFundMe page, appealing for any assistance to help him cover the costs of his medical treatment and travel to the United States. “I was diagnosed with polycythaemia vera, a rare cancer,” said Josh, who went to see a doctor after a pain in his legs became unbearable. “I couldn’t move anymore. I couldn’t walk. My legs were really aching and then I had a lot of pain right down into my feet. I went to see a doctor about it and she sent me straight down to hospital, then I had a blood test and I was diagnosed with polycythaemia vera… “It was the end of my world. I’ve got three kids under 5, and I want to be there to make sure my kids have a good upbringing. They kind of need me for a little while and I want to be there for them.” Polycythaemia vera causes the bone marrow to produce too many red blood cells, thickening the blood, which can lead to clots and other serious conditions.

PaulTIERNEY PINEAPPLE, After years of being like Switzerland, I’m finally jumping into the debate! I can fondly remember the very first time my folks took us to the recently opened Pizza restaurant in West Gosford, about 10k’s north of where I grew up in Umina. I think we were aged about 10 and 8 and golly, we were so excited. Christmas, Birthday and all the other holidays wrapped up into one. Pizza. My fave. Back in those days when my palate wasn’t very well developed it was just either plain ham pizza, or ground beef and onion. The smell of the place was just amazing to a young nose, and we felt like kings getting waited on and having the pizza delivered to our table, with a big jug of fizzy to wash it all down.
OR CHOCOLATE? now hand-kneading our dough from flour and yeast and we’ve just about got it right. My lovely wife is awesome in her preparation for our pizza nights … with endless little bowls of a million different ingredients and toppings on display for once the dough has risen and the ‘make your own’ time comes around. Best thing about pizza night is that nobody can complain when it’s 'make your own.'
Nowadays, pizza is dime a dozen, although the ‘plain cheese’ pizza made a huge comeback when the little kid in Home Alone ordered one as a home delivery and used the video that said ‘keep the change ‘ya filthy animal’. Rarely will you see a boring ol’ pizza these days, with gourmet pizza and a healthy dose of a range ‘posh’ toppings all the rage. Pear and potato, eggplant with spinach and feta, roast pumpkin and chorizo, Atlantic salmon with lemon, garlic and cherry tomato, blue cheese and prawns, rare lamb with red onion and kale, or even banana and Nutella as a dessert pizza. You name it, it’s not only hip and happening to have something decadent on your pizza, it’s almost expected these days.
Ok, to the main reason for this rambling. There was a survey released last week saying that (believe it or not) pineapple wasn’t causing the biggest debates about a being a pizza topping. It was olives. The humble, yummy, delicious, can’t-live-without olive. Evidently there’s more people out there who hate olives on their pizza than pineapple. Olives – o.m.g. no issue from me, they’re a go-to on my Italian pie. Pineapple? I can take it or leave it, but I’m not a ‘hater’ if that’s the term. If it’s on the pizza I won’t pick it off, but if doing the make my own thing, then I’ll put it to one side or bypass it in favour of other gems. Included in my favourites are items like spicy chorizo, jalapeños, mussels, sweet corn, prawns (not all at once, mind you!), and of course olives. Cheese underneath and above the toppings is also a must. I used to be a thin crust kinda guy, but the Masterchefs putting our thicker crust dough together from scratch have seen me well and truly converted. Can’t say I’m really a fan of dessert pizza though.
The pizza oven out next to our barbeque got a massive workout over the Christmas period, with our cheesy Gorgonzola effort gaining fame and an admiring eating audience. After being chastised by our eldest for using prefabricated ‘purchased’ bases, we are

M
21-year-old Michael Brennan continues to defy the odds in Westmead hospital after an unfortunate dirt bike accident which left him in a critical condition.
ichael was taken to Westmead ICU with a collapsed right lung, in a neck brace, with pressure rising in his head around his brain, was breathing through a ventilator and had also sustained skull fractures. Today, he is breathing on his own with his lung fully inflated. The pressure in his head is under control and sensors and drains have been removed. He is out of ICU and this week has seen Michael open his eyes, a miracle in itself. An update was posted just a week ago stating, “Anyone who knows Michael will know how hard he will work now he is waking up and can see to work with his physiotherapist. “Michael’s medical team are preparing him to move to the Neurosurgical Ward where he will commence more intense physiotherapy and see an occupational therapist. Michael continues to improve slowly each day and has passed some
critical milestones.” In an aid to help Michael and his family, Michael’s stepdad Rod Lund is organising a Car and Bike Show fundraiser to take place on February 29 and March 1. All money raised from the ride, raffles and the auction will go directly to pay any costs related to Michael’s medical expenses and rehabilitation. On February 29 (Saturday) two rides will be leaving the Farmers Arms Hotel in Bathurst at 9:30am and 2pm. With a $10 donation per bike, there will be raffles to be won along the way as a support car follow, as well as a lucky door prize per ride. Sausage sizzles will be available, as well as coffee from the coffee van at the hotel. At 2pm another ride will take place, returning around 5pm to a live band playing and the auction for the major donations to kick off from 7:30pm. On Sunday there will be a bike, car and 4WD show taking place at the Farmers Arms Hotel, led by Michael’s father who will be in Michael’s 4WD

“My earliest show? It was the King and I and I was the smallest cast member, one of the King's Children, and he had to lift me above his head,” says Cecelia Rochelli, recalling her first venture into the world of music. “My family were very big in theatre companies— the Bloomfield Theatrical Society it was called in the old days. I’m from a family of six and we were all involved in theatre.” “All the productions were out at the Rec hall at Bloomfield and it had a really good community feel about it, the clients of the hospital would come for free as well and it was a lovely time!” Music has remained a constant part of life for Cecelia ever since. From gigging to make a little money on the side during university to performing on the Sydney pub scene and now singing alongside her husband Rocky in the wellknown local band Trouble with Johnny. “The biggest thing about being a singer is you learn you have to put yourself out there,” says Cecelia. “I mean I’ve even sung at supermarkets for a promotion for Coles! Sat on the checkout while passing the items and singing for customers! You do crazy things; I sang on the streets, sang with a clown and I’ve been in lots of different bands.”
There is a spiritual element to music, says Cecelia, who has put her talents and training to use working with people with disabilities. “My first uni degree was in Social Science and I have a degree in Psychology. I went and worked in Sydney in welfare and that’s where my love of people with disabilities came from,” says Cecelia. “I thought these people need something else to channel their energies and express themselves… So I’d come home and went to Charles Sturt University again and I did theatre media, which was a drama communications degree, I went into the therapy side of theatre media. I created my own thing really.” Every Thursday, Cecelia runs music workshops for people with disabilities. She says the power of music to draw an emotional connection from people never ceases to amaze her. “We have lots of fun! There is a lot of percussion involved. We help people make noises on percussion instruments and do some singing… and just the joy! To see their reactions to the

music that they have grown up with and they love. The emotional connections that come out when we start playing the music,” she says. “There is that tribal thing that people connect with when they hear music. Something that is deeper than speech. “Music has been in used in hospitals and nursing homes, working with people with dementia. It sources a different part of the brain, so people that aren’t verbal can get a lot of joy out of the stimulation and vibration of sound.” Cecelia is also one of the drivers behind the Let it Rain Drought Relief Concert, which is being held at the Ex-Services Club on 6 March. As well as raising a bit of money for local drought-affected families, Cecelia says their ‘rain’ themed concert is a chance for people to let their hair down and have some fun, despite the tough seasons behind us. “It’s about getting that good energy out there! And it is great to get together with other musicians and to have fun and play music!”

For Cody Logan going to university was a big deal. Being the first in his family to pursue higher education there were many unknowns, but thankfully the Country Education Foundation have been there to lend a helping hand.
ountry Education Foundation (CEF) is a national not-for-profit organisation created specifically to help rural and regional youth like Cody access higher education and training. Cody, now in his second year of a Bachelor of Paramedicine at Charles Sturt University in Bathurst, is one of 23 young people from the Orange region that the CEF is supporting in 2020 through a total $33,600 in communityraised grants. The grants, ranging from $500 to $5,000, are awarded to help break some of the barriers country youth face when undertaking further education. “I received the CEF grant last year as well and it really helped relieve that financial burden of university, especially with rent, utilities and transport — I travel to Bathurst three or four days a week,” said Cody. “And all the things like laptops, textbooks and uniforms, they all have price tags on

them, but they made all that really easy.” CEF Orange and Districts foundation member Lyndall Harrison joined CEF three years ago and is a passionate advocate of education. She said the grants may be small, but they can have a huge impact. “My background is education and I’ve lived in rural areas. I understand that distance can be a problem and isolation and all of the other problems that arise through that and it just rang a bell for me,” said Lyndall. “If we can help 23 students believe their community is behind them, backing their aspirations, that for us is life-changing.” And it is not just for students attending university. The CEF grants are open to young people pursuing any sort of post-school education or training, be it apprenticeships, TAFE, or workplace training. “We might help them pay for tools or uniforms or a laptop… anything like that that is going to help them with their journey in education,” said Lyndall.

“A well as that, we give a bit of mentorship, we check up on the students and we build a relationship, so they know they’ve got someone to support them if needs be.” And that support is invaluable, said Cody. “They help in a way, that... I can’t even really put it in words, because you have someone behind you who is helping you, pushing you through. They are supporting what you want to do after school, which is really nice to know that there is someone there,” he said. “Because sometimes university can be daunting, it can be big, it can be scary, and friendships can take a while. It is all new experiences, so having someone who can support you through that journey is just awesome.” CEF Orange & Districts is one of 44 Country Education Foundation of Australia local foundations throughout NSW, QLD, SA, Vic, ACT and NT. Grant applications for 2021 will open in July and close on 31 December 2020. You can find more information about the work of CEF at www.cef.org.au

“We’re much more than just a newsagency,” says Tracey Pluis, new owner of Nextra Orange in the Orange City Centre.
“We are a gift store, a homewares store and more —we are bringing in new products all the time!”
racey and husband Wal took over the store late last year, deciding that with the City Centre renovations finally completed, it would be a good time to take the plunge. “I had been looking at the business, doing my due diligence for the last three or four years,” said Tracey. “It just came about at the right time and with the Centre revamp it was a good time to buy.” Retail is something Tracey knows well. Not only was she previously the local store manager and regional manager of a national homewares chain, but retail is very much in the family. “I grew up in retail; I’m a third generation Orange businessowner,” said Tracey. “My grandmother had one of the first shops in the Orange Arcade called Aquarius, it was a leather bag shop, and then my parents had Odds and Evens, a giftware and caneware
shop here for many years as well. Our dinner times were spent talking business and our holidays were going to gift fairs and warehouses and the like.” Since taking on Nextra in December, Tracey has wasted no time in putting her mark on the business. “The location is great and this store gives me the chance to build on that and diversify a little bit. Our aim is to try and get things that you don’t get in Orange, so we are getting painted ponies in shortly and other collectables, like DC and other similar items. We brought in cane, rattan and whitewashed products as well,” said Tracey. “Obviously we still have newspapers, magazines and lotto products. We also have a really good array of greetings cards, we just want to complement those and add to the offering” Tracey is constantly bringing in new products to the showroom floor and she says you’ll find something new every time you

igh levels of blue-green algae have been detected at both Lake Canobolas and Gosling Creek Dam. Blue-green algae potentially contains toxins that are harmful to humans and animals. Even if you cannot physically see the algae in the water that does not mean it is safe to go in as there are often no
changes in the colour of the water. Do not eat fish from the affected areas and to keep pets out of direct contact with contaminated water. If you come into contact with the contaminated water you may experience skin rashes, itchiness, sore ears, eyes and throat, asthma, numbness of lips, nausea, vomiting or diarrhoea. If you experience any of these symptoms, seek medical attention immediately.
Warning signs have been placed in highly visible spots at both locations. Blue-green algae thrives off hot weather and still water and just how long the blue-green algae will remain at high levels is unknown as it is dependent on a number of factors including nutrient levels, temperature, water turbidity and the amount of sunlight or cloud cover.

Qantas will begin flights between Orange and Sydney from 1 May this year. QantasLink will fly 11 return flights between Orange and Sydney on a mix of Q300 and Q200 aircraft adding more than 45,000 seats on the route each year. “After years of locals calling for the flying kangaroo, the iconic red tail will touch down at Orange Airport for the first time in May,” said QantasLink CEO John Gissing, “Orange is a thriving place with an increasingly diverse economy. There’s growing demand for a premium airline to connect business and leisure travellers.” Orange Mayor Reg Kidd said the Qantas announcement will be a major boost for the region and tourism.
“Visitors to Orange are spending $500 million a year and having an extra airline to bring them here is only going to add to that,” Cr Kidd said. “Orange’s passenger numbers have been growing steadily in recent years as the regional economy has expanded, using the airport as a key connection. It’s fantastic that Qantas see themselves as part of this growing region. Last financial year 79,240 passengers flew through the Orange Regional Airport, up from 70,505 the year before. To celebrate the new route, Qantas is offering special introductory fares of $129, for travel between 1 May 2020 and 25 October 2020. Orange residents can join the Qantas Frequent Flyer program for free until 28 February 2020.

T H G I R S N I B N E E GETTING OUR GR Food and Garden Waste Collection Service - weekly This service allows residents to divert food and garden waste from around the home, away from landfill, reducing the production of greenhouse gas, as well as saving valuable landfill space. Recently we’ve been telling you about the booklet that Council has put out to help us with our domestic waste management and responsibilities. Here’s some more helpful information from that booklet, this time about our Green Bins, how to place them for collection, what we can and can’t put in them and more. This also completes the information for the set of red, yellow and green bins. Now that you know what to do and why, let’s all play our part and do the right thing. Those who have the job or handling and sorting our waste will appreciate our good efforts for sure.
The food and garden waste will be collected and taken to the Resource Recovery Centre at Ophir Road where it will be shredded and transported in enclosed trucks to the composting facility at Euchareena Road, Molong. The food and garden waste will be composted in a closed tunnel system and converted into a high quality compost. This ensures that residents have a sustainable waste management system. Please don’t put food and garden waste in plastic bags. Food can be wrapped in paper before being placed in the green lid bin. How to get the BEST out of OUR COUNCILS with AMANDA SPALDING

In my columns – How to get the Best Out of Our Councils – I have lamented the fact that it seems, from searching their websites, that our three local councils do not undertake Community or Customer Satisfaction Surveys, so I thought I would give some examples of the useful information that can be gained. At Rockdale City Council in Sydney we undertook Community Satisfaction Surveys every year or two, partly to set baselines and report on trends in our reporting back to the community on progress in the achievement of the measures in the Council’s Delivery Program and towards achieving the community’s priorities in the Community Strategic Plan. The Mayor made a public presentation to the community every 6 months on the ‘State of the City’ based on the progress on the achievement of measures. We also used the feedback to improve services. Rockdale City Council no longer exists as it was amalgamated with City of Botany Council to form Bayside Council. In 2013 the outcomes of the survey were ‘a good result with opportunities for improvement’: ‘The outcomes indicate a positive result for Rockdale Council, with 35 of the 37 services/facilities rated from ‘moderate’ to ‘very high’. Overall satisfaction has declined from previous years, however it exceeds the ‘All Of NSW Benchmark’ and is in line with the NSW Metro norm’. Comparisons with the research results from 2012 have found a positive increase in residents’ level of satisfaction for: 1.Litter control and rubbish dumping 2.Recycling 3.Street cleaning/sweeping 4.Community safety/Crime prevention Comparisons with the research results from 2012 have found a decline in residents’ level of satisfaction with the following services/facilities: 1.Maintaining healthy natural waterways 2.Appropriateness of town planning controls 3.Quality of new development 4. Reporting to the community on Council activities, services and facilities. The survey also revealed that the key concerns of the community were: • Planning for a growing population • Traffic/transport management • General maintenance of local infrastructure • Financial management/resource allocation • Parking availability, and • Condition of roads. ‘Stated concerns mirror those of the broader Sydney Region i.e. creaky infrastructure serving too many users’. 86% Of Residents Indicated That They Are ‘Somewhat Satisfied’ To ‘Very Satisfied’ With Council’s Performance in 2013 which had fallen from 89% in 2012 and 90% in 2010. The consultants then went on to analyse what was driving the decline in satisfaction. They did this by asking how important a service is and how satisfied the community is with that service. The higher the gap, the less Council is performing to community expectation. So, for Rockdale in 2013 the largest gap between importance and satisfaction was for the provision and maintenance of public toilets. Other large gaps included Council’s financial management; quality of new development and appropriateness of town planning controls.
Council was performing above expectation on provision of libraries; access to cycle paths and walking tracks; the monthly community newsletter and festivals and major events. This analysis can also be helpful in considering service levels. The report also analysed that the top indicators that drove community satisfaction were: • Reporting to the community on Council activities, services and facilities • Transparent and accountable Council activities • Council’s financial management, and • Community safety/Crime prevention • Monthly newsletter • Condition and maintenance of sporting fields, parks and gardens • Quality of new development, and • Opportunities to participate in Council decision making The purpose of these columns is How to Get the Best out of our Councils, and it is important for there to be trust between a council and its local community. I have mentioned that I often receive feedback from members of the community and I thought I would share some of the feedback that I got recently about my column on Accountability – Integrated Planning and Reporting, that illustrated that there may be a trust challenge for Orange City Council if other residents feel the same way: ‘If community members don’t understand what Orange Council is accountable for then the achievements by council are measured by subjective measures, based on whether community members like individual Councillors rather than measurement based on the implementation of a Community Strategic Plan (CSP) to benefit all groups in the community. The key is good governance and the evidence you provided in the article clearly shows that there is a systemic flaw with the governance structure within Orange Council. You state that the Community Strategic Plan is a community plan based on social justice, equity, access and participation developed as a partnership between Council, State agencies, community groups and individuals. You further state this has never been achieved. So what you are saying is that true engagement has never occurred, rather this has been a bureaucratic process driven exercise with a plan that has been developed that is not measurable, and most likely unachievable without clear timeframes. How can there be any accountability for the Council or Senior Staff when the interpretation of the assessment measures for the development plan include ‘moving targets’ in the CSP and the Delivery Program where goal posts can change within that Council term?’ I also used Community Satisfaction Surveys in Hay Shire to set baselines so that the Council could be accountable to the community on qualitative as well as quantitative measures of performance and progress. For example, we asked the following questions about service levels for infrastructure and received the following responses of mostly high satisfaction so we could set baselines:

We also got some good feedback about customer service and where improvement was needed. The questions were: How satisfied are you with: • The information Council puts on social media about Council’s performance? • The 6 monthly progress reporting on Council’s Delivery Program? • The opportunity to be involved in Council decision making? • Council services? • The information about Council and community services? • If you have attended a Council meeting how satisfied were you with your experience? • How satisfied are you with your experience of Council’s customer service? o Face to face at the front counter in the Admin centre o Face to face with other Council staff o Over the telephone o By email o By letter Figure 2 How satisfied are you with
It was good to give feedback to staff that they received very high marks for customer service apart from by letter which needed considerable improvement, so we arranged training to improve letter writing capabilities. The lowest mark was for satisfaction with Council meetings and in some ways that may be inevitable as people are more likely to attend Council meetings if they are motivated by existing dissatisfaction.

This Sunday, iconic British singer/songwriter Christine Collister’s will join Australian guitar wizard Michael Fix for a for an unmissable concert at the unique Bloomfield Hall.
hristine Collister’s career spans an incredible 36 years. She paid her dues on the British folk circuit before becoming part of the Richard Thompson band, touring with him for three years.She has since graced numerous Thompson recordings and is still his “go to” vocalist for select engagements. Over the years, she has shared the stage with Martin Simpson, Bonnie Raitt, The Bangles, Richard Thompson and Loudon Wainwright III. She then performed as part of the Gregson and Collister duo, with five critically acclaimed albums, and currently has a thriving solo career, releasing 12 of her own albums. Christine now divides her time between the Isle of Man, Los Angeles and Australia.
Michael Fix is widely acclaimed as one of the world’s finest acoustic guitarists. Born in Wollongong, he was mentored during his early career by the legendary Tommy Emmanuel. He has won three Golden Guitars and numerous other awards in Australia. He was named as one of top 20 ‘Best Australian Guitarists of all time’ by readers of Australian Guitar Magazine. Michael is also an internationally recognised composer, whose music is widely heard in TV shows and documentaries all over the world. Christine and Michael are currently touring their album “North and South” released in 2012 which will be a feature of their Bloomfield Hall concert. Supporting them will be Andy Nelson, who is fast establishing himself as a favourite amongst the live music scene of the Central West with his

original style and rustic vibe. Inspired by the music of artists such as Jason Isbell, Ryan Adams, Glen Hansard, Ray Lamontagne and Damien Rice, Andy delivers a soulful and sincere performance. The concrete is being presented by JAM Orange in liaison with The Banjo Patterson Festival. This is a family friendly event. Adult tickets are $25 and children under the age of 12 years, accompanied by an adult, are admitted free. “My Uncle had a Restaurant and I started peeling carrots and washing dishes when I was 11 years old. My family, and my Uncle especially, actually tried to talk me out of being a Chef funnily enough. I’ve been a Chef for 22 years now. Everyone was doing it, the kitchens in Ireland were full of Aussies and Kiwis, I travelled to Canada for a while and thought I would holiday in Australia for six months, get it out of my system. I came here from Ireland in 2005, I landed in Sydney and I just loved it. I met my wife (Stacey) 15 years ago in Sydney and we moved here in 2011, we were previous owners of The Old Mill Café and we’ve now owned The Sugar Mill for six years.”

The Orange Art Society invites you to join them on Saturday for an auction of over 50 donated artworks all to raise money for the Orange Rural Fire Service Local artist and not so local artists have rallied to the raise and kindly donated works for the auction which will be held in the Orange Art Society gallery, located in the Cultural Centre, Sale Street, and accessible from the Woolworths Carpark. The Orange Art Society is hoping to raise at least $40,000 though their art sale and auction. All the money raised will be donated to our local firies. The auction will be held at 7pm Saturday 22 February with the gallery open from 5.30pm. The gallery is also open most days for anyone who wishes to view the available works prior to the auction.

Pancake Tuesday feast It’s the feast before the famine with Millthorpe’s famous “Pancake Evening” next Tuesday, February 25; and everyone is welcome. Pancake or “Shrove” Tuesday (“Mardi Gras” and “Carnevale” in Latin countries), is a traditional celebration that marks the start of Lent in the Christian churches. The celebration at the St Marks’ Hall on Park Street offers delicious, home-made pancakes and a variety of savoury and sweet fillings and tea, coffee and dessert. This free event starts at 6.30pm with visitors welcome; just come along and share the fun at this traditional family feast. Shrove Tuesday traditionally involved rural communities feasting on left-over gourmet meats and sweets before the start of the six-week Lenten period of self-denial leading up to Easter, this year on April 12. Love a good pancake and their fantastic variety of fillings? Traditional “Pancake Tuesday” is being celebrated at Millthorpe on Tuesday, February 25.

A group of 3rd Orange Venturer Scouts got an early start on Cleanup Australia last night; cleaning up a stretch of East Orange Creek from the scout hall at Icely Road to Dalton St. It was an adventurous journey navigating fallen trees and dark tunnels. Great fun and a big collection of rubbish at the end of the hike. You can see the second half of the collection including the trolley and vacuum cleaner in the safe hands of some of the Golden West Rover Scout group who joined us to lend a hand. Community involvement is an important part of the Scout program and this adventurous twist is what keeps it fun for our Venturers who are 14-17 years old. Our other Scout sections also have Cleanups planned over the next few weeks.

Breaking it down.... — Annabelle Yeo won Gold in the U9 girls ITT and Scratch Race Ellyra Dally Silver in same and Eleanor Crump took the bronze Medals — In U9 Boys Thomas Karrasch took 2 Bronze — U11 Boys Billy Yeo Took Bronze in the Scratch Race — U13 Boys Lachlan Crump raced extremely well to take Bronze in the ITT and Scratch races — The third Event was washed out so no racing, so the Sprint Derbys were postponed and will be rescheduled to a later date TBA. — Orange was also represented well by William Karrasch and Gydion Dally in the — U13 Boys and Alexandra Karrasch U11 Girls finishing in the top 6 in their events Overall a great result that follows on for several years of Orange Junior Cyclist development since 2014. The racing was close in every age category in competitive fields. It was also the first major event to be held on the new Dubbo Regional Cycling Facility Velodrome. A great asset for Country Cycling.

Words of Wisdom with Melise Coleman This week we caught up with Olga Hughes. Known as the social butterfly around St Francis Aged Care, Olga truly has a heart of gold. “I just be friendly; I’ve always been friendly. We’ve only been here two-and-a-bit years and I think I know every resident and staff member.” Where were you born? Dubbo, NSW.
If you could describe your life in one sentence, that would it be? I would say it would be… happy. What are the most important lessons you’ve learned in life? It’s not all take, you’ve got to give a lot, and you can’t be happy all of the time, but you can be happy most of the time.

What were your hobbies/interests growing up? Well, I was the only girl out of five kids, and I seemed to get all of the jobs, *laughs* making their beds and washing and wiping up. I wasn’t a very sporty person, I just spent most of my time playing with my siblings, most of the time we weren’t allowed out of the yard, it was pretty strict, but it put us in good stead. What was your naughtiest moment as a child? Dear oh dear, I don’t think I was naughty *laughs* I can remember one time we were about to go to the movies on a Saturday afternoon if we were good. All of the kids were heading to the local café, when they got there, I can remember they were selling PK in a four-tablet pack, which would have been half a cent. We were all lined up to get this chewing gum, but we couldn’t get it. I remember going up to this man and I gave him my money and said will you please get me a packet of chewing gum, he came back and gave me my chewing gum and also gave me my money back, and of course all of the kids were jealous. *laughs* Did you get an allowance? No, and I always paid board, Mum and Dad believed children should pay board,
I think it made us appreciate things more. I was getting about 12 dollars a week by the time I was married, I used to give mum half and they would put that towards our wedding. Things were tough. When I was tough, they weren’t tough for us because that’s all we knew, looking back now, they were tough times. What’s the secret to a happy marriage? Give and take. How did you know you were in love? Everything seemed happy and everything was fitting in to what I would imagine it to be. What events were the most memorable in your life? The moment our first child was born. *smiles* It was a day to remember, I just remember the joy and the happiness. I was 21 years old, I can remember thinking thank God it’s all over, Harry (my husband) dropped me at the hospital and then went back home to sleep *laughs*. What was your first job? I was a receptionist for a real estate agent, jobs weren’t easy to get in those days, it was just after the war. I enjoyed the job and meeting other people. What are you most proud of? My kids, they’ve always been there for us, we are very lucky to have them. We’ve been in a position to be able to help them, and that’s coming out in them helping us now. Who is the person who influenced your life the most? Why? It would have to be my Dad, he was just such a family man, he was always there for me.

The Master Builders Association Central West Division held their annual charity Golf Day at the Wentworth Golf Club on Friday February 14. The weather well and truly put on a show for the players which gave them no excuses for their poor form. The charity day included lunch and a 2-man Ambrose event for the Brendon Sturgeon Memorial Trophy. Shimano Mountain Bike Grand Prix — EDITHMAY GOWING — The Shimano Mountain Bike Grand Prix 2020 season opening event was held at Kinross State Forest on Saturday February 15th. It was a classic cross-country lap racing at its best – racing solo or in teams for four or seven hours! The event was supported by the Orange City Council and under the patronage of the local Orange MTB Club They hoped for over 200 riders to visit the beautiful Orange region. The 2020 series includes 9 events… Orange, Southern Highlands, Kempsey, Port Macquarie, Newcastle, Nowra, Central Coast, Hunter, and Canberra.

Staying Connected
One of the things I love about the Christmas Season is the chance it gives me to connect with my friends that are scattered far and wide, through sharing newsletters. It is a way of maintaining our relationships when we cannot see each other. It has been said that the Bible is God’s love letter to mankind. I have gone back to its beginning (Genesis) with the start of a new year. DOUG WEILY AND CAR Well-known Orange motoring enthusiast Doug Weily works on his Sunbeam Talbot in preparation for the South Pacific Road Racing Championships at Gnoo Blas in January 1956. Thousands attended the event and Jack Brabham was among the competitors. The championship was won by Reg Hunt in a Maserati with a top speed of 160 miles per hour. Doug Weily was sixth in the Sedan Car Cahampionship.
