See more on If someone asked me about how things are going in Orange at the moment, I’d have to say good and bad. Now keep in mind, any answer to a question like that could be based on fact or feeling, my opinion is all based on feeling, simply because I don’t have access to all the facts about everything.

On one hand, I believe Orange is going gangbusters while on the other hand, I feel we’re almost at a standstill. Here’s not the place to elaborate on which hand is which but I do wonder what others are feeling, and on that note, if anyone has a mind to put pen to paper, I’d be happy to hear your thoughts.

There’s plenty again in OCL this week to keep you entertained and I hope you enjoy every page. My team keeps coming up with interesting stories and photos each week, and when you add the contributions of our regular writers and other members of the public, it all adds up to a good read each week. I would also draw your attention to a couple of our own ads in this issue, one about advertising options for Community Events, including not for profit and charitable organisations and the other about placing Death Notices in OCL. We frequently get asked about Community events and we try to do our very best for these, if you’re involved in an organisation that comes under that banner, check the ad on page 20. With regard to Death Notices, and because so many people are interested in them, we’re now offering that service and you can read about those on Page 50. One thing worth noting about both these opportunities, is the cost. We always try to be reasonable and we feel the cost of our Death Notices, given our huge audience, is very reasonable indeed. SMALL BUSINESSES LEND A HELPING HAND TO FIRE AFFECTED PEERS — JONATHAN ROE —
It was just before New Year. The temperature was in the high thirties and Tom Baker’s Spring Terrace workshop was surrounded by bushfire smoke. “The smoke was so thick you barely see that building over there, it was just horrible,” said Tom, who relocated his reclaimed furniture making business from Narromine to the Orange district just 13 months ago. “I was working here in the smoke and thought imagine losing all this, you know, all gone in a moment in a fire.” Looking around for some way to help, Tom noticed there was no easy way to help other small business owners like himself. “People were donating to the RFS and things like that, and that is great, but I couldn’t find anyone going to small businesses… so I just put something on Instagram and people jumped in and I now I’ve had to follow through!” Businesses from across the Central West have jumped onboard Tom’s idea and donated goods to the value of over $12,000 that are being raffled online in a fundraiser called ‘Bushfire Relief
for Small Business by Small Business’. Tom, himself, has donated one of his hand-made reclaimed timber tables. “I has spoken to Ashcroft’s Let’s Make Better and they have come on board to handle the donations… and I have been talking to Shoalhaven City Council and they’re going to help me allocate where the money will go. So they will create a panel to decide who in the hard hit areas — Batemans Bay, Mogo, Bega, places like that — who will get designated the money,” said Tom. “It will be given to small business or things that affect small business and so 100 per cent of money raised will go to where the Shoalhaven council says it should go.” Working out the logistics has taken over four weeks to sort out, but Tom expects the raffle to be online any day now. “It’s been pretty hard; it is not just as easy as

raising money and giving it to someone,” said Tom, who has been impressed by the amount of support his idea has gained. “There have been a lot of people who want to help and a lot of them like the idea of more focused help, so you actually see it goes to small businesspeople like themselves. ANYTHING AND EVERYTHING TO BRIGHTEN YOUR DAY February is one of those times each year when things tend to be pretty quiet, we’re catching our breath after the hive of activity and expense surrounding Christmas and the school holidays, the kids have just gone back to school, and this year we have the added dramas of drought, bush fires and a deadly virus to contend with. It’s hard to feel good isn’t it?
I’ve now decided to give National Life a huge makeover and expand the content to include a lot of similar features to those that appear in Orange City Life. The idea is to see if we can attract a national audience of people who will enjoy the same type of reading that we currently include in OC Life, but only on an online platform. Time will tell.
For now it’s very much a work in progress, but if successful, I’m looking forward to people all over Australia logging into the site on a regular basis and feeling the same way about National Life as locals here do about Orange City Life. National Life will also give locals a further source of enjoyment because much of the material will come from readers all across Australia. My ultimate aim is for the site to provide readers with Over Christmas I decided I’d like anything and everything to to give that a go, and I already have brighten your day so who knows something in place to help me what might end up on there? do that. “I’ve always been in hospitality, I was manager of the Blayney bowling club for 13 years, Orange City Bowling Club for 10 years and the wife and I had the Restaurant ‘Scotty’s on Summer’ for seven years, so I’ve had the opportunity to meet a lot of locals over time. I’ve lived in Orange for 28 years, spending 13 years in Blayney. Orange is a lovely town; I’m a very keen gardener, I love getting out into it but it's
too hot at the moment, but I think everyone is in the same boat, we need more rain. These days I’m a volunteer driver for LiveBetter three days a week and one day a week for the Cancer Council, it’s better than sitting at home doing nothing. There’s only so much you can do at home and this keeps me out of mischief. I average about 350-400kms a week, and have been to Sydney half a dozen times; sometimes it
can be an eight -hour day. I enjoy the aspect of volunteering because I get to meet to many different people and help them, it's really rewarding and it's nice to see the regulars on Tuesday and Thursdays.” If you are interested in accessing community transport or volunteering at not-forprofit organisation LiveBetter Community Services, call 1800 580 580.

One foot in front of the other, one stride at a time. This weekend, February 8th, 15 members of ‘Orange Mums Running’ will be doing just that as they take on the Tarawera Ultra Marathon, New Zealand’s most prestigious trail ultra. What started with the philosophy of inclusion, ‘Orange Mums Running’, is a group of (not just mums), which was started by Melissa Smith with the idea to create an inclusive and relaxed environment of support. Member, Alison Broughton explains, “It’s just a regular group of mums, and some dads. It’s a safe place to be active and have that lifestyle that we all crave as busy mums. It doesn’t matter what pace you run or walk; anyone is welcome.” The group meets regularly and compete in a range of local and regional events, including the Orange Running Festival. This year, they’ve taken it up a couple of notches, as they prepare to fly out to Rotorua. Alison continued, “Lauren Beels posted the NZ event on Facebook and said, ‘Just leaving this here… have a think about it…’ it was like a dangling carrot in front of us to work towards. From there, it was that realisation that we can make this work, there’s enough time to plan and train, so a few of us jumped on board and have been committed ever since.” “The hardest thing was training through the dust and smoke, when training for an event of 50km or bigger, you just have to keep training.”

The support it gives, to run with like-minded passionate active people, challenge each other to run further or run harder, it’s the support and belief behind you that you can. It’s a huge challenge for everyone that’s going, walk or run, it doesn’t matter how you get there as long as you get there.” “I think we all can’t wait to get over the finish line, not because it’s done, but because the sign that all of our training has been successful, it’s the accumulation of all of those hours and kilometres in training that have all been worth it. That finish line is that symbol of, wow we did it... no matter what distance you run you feel that... and you feel very proud of yourself and proud of the group... and I’m sure we will have lots of carb loading 21/01/13 3:37 PM and celebratory drinks too,” Alison laughed. “Holding that medal at the end, that’s what we want, that’s what we do it for.”
Runners will be challenging themselves by taking on distances from 21km, 50km and incredibly, 106kms. Staring that 106kms in the face is none other than Alison, who made a quick decision and is now willing to stick to it. “I just think the time is right for me, you never know what’s around the corner in life. I’ve been training consistently, and I just want to tick off that

LOCAL AUTHOR DREW BALE PUBLISHES DEBUT NOVEL

“I had some interest in primary school but then, later, I had no inkling at all… I even hated writing,” said Drew Bale, now a local public school teacher who has just published his debut novel Follow the Leader.
“It was at university I just started writing because I had so much time off. And since then, whenever I have free time, I find myself thinking about plots and book, so I write.” Follow the Leader is a young adult novel set in a primary school. Its story is focused on leadership, fitting in, bullying, making good choices and more. “It tells the story of kids who are trying to find out the best way to make a difference and discover other stuff along the way… it is based on some true events
and inspired by actual people,” said Drew, who believes adults will relate to the schoolyard tale just as well as current students. “It is something that everyone person has been around in their life, so they can relate to any of the roles in the book. It is written for everyone.” Follow the Leader is the first book Drew has published, but the seventh he has written so far. “It’s a bit of a range, I write about whatever takes my fancy, so the first
one I wrote was a fantasy book and I’ve written one on rugby, because I used to play a lot of rugby. And I’m currently writing another fantasy for a future series,” said Drew, who has no shortage of ideas for future books. “At home I have a page full of ideas which I think would be good books. If it was a full-time gig and I didn’t have to rely on a job for money, I’d be smashing out all those ideas, but I’ve got enough to go on with at the moment.”

A DAY ON THE GREEN
Congratulations to Heifer Station Wines, Roundhouse Entertainment and Orange City Council for hosting 11,000 people at “A Day on the Green” over the weekend. During these dry times, this type of event is just the economic boost our local cities need. Between Elton in Bathurst and Cold Chisel in Orange, our region really knows how to host some great entertainment and events.
I welcomed the Prime Minister, Scott Morrison to Orange last week. He was in town to attend the inaugural board meeting of the National Drought Recovery Agency, which organised the visit (and the attendees) at Orange Civic Centre. Following the meeting he inspected a $400,000 water harvesting project at Blayney Showgrounds, funded under Round One of the Federal Drought Communities Program. He had specifically requested to meet farmers while he was here, which he did. To me, this was the most important part of his visit - to hear first-hand what our farmers and country communities are going through. The announcement of an extension of the drought
communities program for another round of $1 million for community infrastructure was a positive thing. This funding has driven some really worthwhile local projects such as community bores and standpipes, community water tanks, sporting field irrigation and showground fencing. It’s designed to boost local economic activity by engaging local tradies and builders. I like the program a lot and so do our councils and communities. The only council in Calare that hasn’t yet received this particular funding is Orange and this is because the boundaries are so tightly drawn around the city that it has a relatively low percentage of farmland and farmers. You need at least 17% of the workforce
MORE FEDERAL SCHOLARSHIPS FOR STUDENTS IN THE CENTRAL WEST Applications are now open for the fourth round of scholarships under the Australian Government’s $58.1 million Rural and Regional Enterprise Scholarships program, with additional consideration given to those affected by bushfire and drought. A total of 19 tertiary students in the Calare electorate were awarded scholarships under Round Three of the program, so this is a great opportunity for more funding under the next round. That said, I think there needs to be some flexibility for councils in Orange’s position and a discretion for them to be able to apply in certain circumstances. We’ve often heard that you can’t have a one-sizefits-all approach to this drought, because everyone’s experience is different. Well that should apply to council drought funding as well. Unfortunately, this drought looks like marching on for some time to come. Fixing anomalies like this needs to be on the agenda of drought agencies and those overseeing them. I’ll be making sure that it is.
ORANGE SCHOOLS TO BENEFIT FROM FEDERAL FUNDING Students and schools in the greater Orange region are set to benefit from eight projects funded through the Federal Government’s Local Schools Community Fund. The Australian Government has provided $53,000 to fund school projects from within Orange and its surrounding villages. The school communities across the region nominated the projects they most wanted and the Australian Government stepped up with funding support through the $30.2 million Local Schools Community Fund. “People want their lives back,” says Jess Crombie founder of Platinum Business Administration. “I have a number of tradie friends or their wives who said they are constantly doing bookwork when they need to be focusing on what their core business is — they don’t want to have all their bookwork to do at the end of the day too, so that’s where we come in.” Jess, who is an accountant with 15 years’ experience in business, has held positions from junior accounting positions right through to company general manager. And as a mother of three children, she also knows just how important it is to maintain a work/life balance which is why she launched Platinum Business Administration in 2019. “That is what I want to be able to give other people,” said Jess. “We are a BAS agent and do administration, but we leave tax to the tax experts. What we focus on is the day to day management of a person’s business to then help reduce their time and costs at the end of the year. “We can have as little involvement as just doing your BAS every quarter, payroll or doing your books from start to finish.” Platinum is particularly focused on working with cooperatives and associations, but businesses big and small can benefit from their service.
“We have different packages tailored to different customers, but it is more about having a customer come in and say, ‘these are my goals’ and then we work on how to achieve those,” said Jess. “With my business expertise from previous roles I can help people look at their business and say ‘well these are areas we can improve on’ whether that is budget, cash flow management, pre-tax checks, pre-audit checks or even just marketing and sales.” For associations run by volunteer committees, Platinum Business Administration is there to help with auditing and can even help establish systems to streamline the administration to ultimately save you time and money. “Sporting association volunteers are all usually working full-time and they’ve got kids involved or are playing the sport themselves, so they have limited time, said Jess. “We find that associations are often struggling to meet the targets that are set up for them, especially with their annual audits. I’ve dealt with auditors since starting out in the industry and we can come in and say this is what your auditor is looking for and this is how you can improve this system to make it easier for you to meet their requirements, otherwise all those kind of things
can become quite costly. “We can come in to assist them, so they are not spending 15 or 20 hours a week on top of their normal job, plus kids sport and everything else in between to do their role as the secretary or member of the board.” Jess is even available to come and help you work through an audit in person. “A lot of the time there is all this accounting jargon that people can’t understand. I find that I can be that person in between that can explain it to someone in their own terms,” she said. Every business is different, said Jess, which is why there is no ‘one size fits all’ approach at Platinum Business Administration. “It is best if you come talk to us and say ‘this is what we are looking to do and this is what we want to achieve.’ It can even be someone saying, ‘I want to take four weeks off and I want my business to keep running, but how do I do that?’ “That is where we come in. We can do the mundane tasks that you don’t want to do, or we can actually help you streamline your business processes. It doesn’t have to be all year round, we can help for short stints all the way through to dayto-day bookkeeping, year-round.”

KITCHEN GARDEN PROGRAM LAUNCHES AT ORANGE HIGH

tephanie Alexander AO, Founder of the Kitchen Garden Foundation, believes the program for Secondary years can help support Aussie teens to form positive food habits for life by helping them find the joy in growing, harvesting and cooking their own meals. “When you know how to cook, you know that good food doesn’t have to be time-consuming or costly and is the opposite of a chore. Learning to know and love fresh, seasonal, delicious food is as basic as understanding where food comes from and learning a few simple cooking skills. This gives young people a lot of confidence. “The program is designed to get students’ hands dirty and experience the thrill of growing their own fruit, vegetables and herbs. Then turning their harvest into delicious meals to share with their classmates. There’s nothing like it to create a sense of pride and achievement.” Food Tech Teacher, Tammy Nash and Agriculture Teacher Mel Campbell will work together to coordinate the

become really connected to it. What was a concrete space is now a lot of staff and students’ favourite spot to hang out in.” Tammy continued, “It’s such a good sense of wellbeing for the kids and we are only just getting started we
want to build some more gardens and put a pizza oven out here and bring in tables and chairs and make it a real learning space. At the moment we are using the space for things like art class or working on assessments and the kids just love it, teachers come and have lunch out here too.” Principal Chad Bliss explained, “We are very proud to be a part of this pilot. For us it’s about giving students an opportunity to learn about sustainability, to learn about biodiversity and to operate our home economics program so our kids have the chance to grow the produce, pick the produce, cook the produce, with a real paddock to plate philosophy. Being part of this is a fantastic opportunity for our school to learn from others and with others and in part, grow our knowledge and expertise, both from an agriculture point of view and hospitality point of view.” So far chillies, beans, tomatoes, capsicums and cucumbers are growing nicely in the new space. Woof …Honk! The ‘no dog’ hole in my life appears to have been filled, temporarily. When our dear ol’ and very much loved pooch went up to the great kennel in the sky late last April, we ended up with a gigantic hole in our lives that all of you who have been in the same place know about. We’ve only ever had two dogs – a big Old English sheepdog that lived to be 12, and the hyperactive labradoodle that had as much get-up-and-go on her last day of the 13 years on earth as she did on her first. It’s been 9 months now since, well, you know. But, on most days as I drive in the driveway after a long day of work, I still expect to see the four legged Fangio propel herself at warp speed down the gravel toward the drivers’ side door, in a contest of who was more excited to see who. But no, those days are over. With no kids at school nowadays, it would be a bit of a strain on both dog and parents to start again – going to puppy pre-school, obedience training, the howling and scratching from the laundry in those early days, not to mention what we’d do on weekdays as we head off to work. So, it was decided mid last year that for the foreseeable future we’d go without mans/ladies best friend and just keep ourselves as company. It appears though that over the last 6 months I’ve taken solace in the other furry/feathery beasts around our place. I’ve been told that I spend an inordinate amount of time feeding and tending to our chooks, where they’ll happily shuck down and let me pat and massage their feathers. The same goes with our woolly friends down the back – saying “good morning sheeps” to them and chucking a little bit of extra hay or a couple of weeds pulled from the garden is more fun than it used to be. Up until last weekend, the past few months
have seen us (like most of you) hand feeding the animals to some degree or another. Whilst the 10 animals we have in the back paddock is a laughable amount to feed compared to the work being done to help stock survive by our hardworking farmers, it’s become a little more than just raising them from paddock to plate so to speak. They’re kind-of, well, family. I can only put it down to the unique and dare I say it ever increasingly uglier weather changes we have endured in recent times, but we’ve had five new members of the animal kingdom join us these past few weeks for a feed, a chat, a wander, and yes, a huge amount of poo. Five wild geese have made our humble patch their home too. Four pure white ones and a grey-black one. They’re an absolute hoot, if you’ll pardon the pun. They wander around in a ridiculously and mathematically straight single file, unaffected by our comings and goings. They drink from the bird bath and the sheep trough, chew happily on whatever grass they can find in around the house, and leave poopey deposits anywhere and everywhere, as is their prerogative. Unlike their aggressive reputation, this quintet are quite friendly. They’ll wander up to within a few metres of you, keeping a cautious distance, but are happy to engage in a bit of friendly banter and take in the activities of the owners as we go about our business. Being the chicken, sheep and geese whisperer hasn’t exactly taken the place of doing everything with a labradoodle shadow just inches from your ankles, but it’s better than not being a whisperer at all. I guess they’ll fly the coop once a bit more rain comes, but it’s been fun while it lasted. Honk.

SEARCH FOR THE FATHER SHE NEVER KNEW — JONATHAN ROE —

“It was the times I suppose,” says Wendy Gruner, “but for whatever reason, he wasn’t spoken of much.”
rthur Plowman, Wendy’s father was just 24 years of age when he left Orange to fight the Axis powers in the Second World War. And, like all too many who heeded the call for ‘King and Country,’ Arthur would never return home. “Our father was killed in the war flying with Bomber Command,” said Wendy. “My mother was totally devastated, and we just didn’t talk about him. I was two when he went overseas, so I don’t remember him at all… It wasn’t like there was a ban, we didn’t ask and my mother didn’t tell, so we didn’t know much about him.” It was only shortly before her mother died that Wendy got her first real glimpse into her father’s life, one that would spark a journey to England and the rediscovery of the man she had never known.
“My mother revealed to us that she had his wartime diary, we didn’t even know that it existed and it was really interesting but there was a lot of stuff I didn’t understand it was very technical,” said Wendy, who is now residing in Guelph, Canada. “One day I said to my sister Robbie, how about we go to the UK and travel around and just see where he was, I thought it would be nice.” But the trip grew into something much bigger than the sister expected. “We managed to contact quite a few people that he trained with… just had lunch with one of them recently he’s 96 and spryer than you or I,” said Wendy. “And we tracked down the guy who was a navigator in his first crew and who was his best friend… It was while we were on this trip, I said to my sister, I think there is a book
in this, and she agreed. I said she should write it, but in the end I did.” In her book Children of a Faraway War, Wendy recounts both the story of her father and that of the sisters’ own trip to rediscover their father. “A lot of it is about the trip, because we got on very well together and a lot of it is quite funny and silly and then some of it is quite serious and sad. So those two things are intertwined; our trip and his life there,” said Wendy. “It is about rediscovering your parents. You really don’t know them as real people, they are parents and their lives before you turned up are a complete mystery really… “But I think we did recreate him, we’ve got down who he was: an ordinary chap, who was madly in love with our mother, but who felt, as people did in those days, the he owed it to King and Country”.

That may not sound too much of a problem, but anything that makes accessing a business more difficult, or adds a measure or inconvenience to the shopping experience, or interferes with a customer’s expectations, will always impact on a business negatively. In Matt’s case, there’s not much he can do about the road situation, other
than hope customers will take the inconvenience in their stride and know that if he could do something about it, he would. ORANGE RESIDENTS DOING THEIR BIT: LOWEST WATER USE IN A DECADE — JONATHAN ROE —
Water conscious Orange residents have reduced their home water use to the lowest level in the last ten years. According to figures from Orange City Council, during the week before the recent heavy storms. residents used 133 litres per person per day. The following week, that figure dropped even lower to 127 litres per person per day. And last week the average water use was just 119 litres per person per day. “To find a water use level anywhere near that figure you’ve got to go back to record rainfall years like 2016, or the small amounts residents water their gardens in the middle of Winter,” said Orange Mayor Reg Kidd. “We’ve checked back for the last ten years of records, but it’s likely this figure could be the lowest ever water use.” To put that in comparison this time last year the average water use was 200 litres per person per day.
“It’s a sign of how much our community is working together and is committed to saving water,” said Cr Kidd. And there’s a little more good news on the water front thanks to Orange’s storm water harvesting system. According to the Bureau of Meteorology’s gauge, Orange received 135 mm of rain during, January, which put an extra 62 megalitres of water to our storage thanks to stormwater harvesting — that’s about six day’s water use. Sadly, any rain that fell into the Suma Park catchment was soaked up by the parched paddocks and there was no natural run-off into the storage. But it looks like there is more wet weather on the horizon and we are another day closer to breaking the drought.

If your drive takes you along Forrest Reefs road, you’d be familiar with local legend, Brenda Dwyer, as she travels into Millthorpe on her motorised wheelchair each week. Determined not to let life get her down, she is a truly inspiring lady.

renda suffered two strokes in 2007, one in March, the second in May which then led her to living her life in a wheelchair. Four years on in 2011, her experience inspired her to start up the Orange Stroke Recovery Group (OSR), a group of 12 members who get together monthly to share their experiences and offer support to one another. Brenda explained, “Not only are we getting together to discuss what’s happened and share advice, I think it’s important for people to know there are people who have gone through similar circumstances and that they aren’t alone. It’s interesting in that there are 12 of us that have had a stroke, but everyone has a different story and a different outcome.” The OSR group get together for social activities as well, “We like to make life interesting for our members, we arrange various outings in the past visiting Art galleries, enjoying coffee mornings at the RSL and attending the Amusu Theatre at Manildra. It gets people out and about and doing things instead of being stuck at home. Fancy
games day for her stroke club, I thought, here is an opportunity for us to give back to the community, so with that I donated the games that will be used on the day. These games are not only physically stimulating, they are mentally stimulating, and I think that is also important, they can enjoy some friendly competition and also challenge themselves personally.” Brenda added, “Cathy has been really great, she offered to get the games for me though I didn’t realise she was going to donate them, so we are very grateful for that. I am very much looking forward to watching everybody enjoying themselves, including myself. I think it’s important to think... stuff the stroke, you’ve got to get on with your life and enjoy it.” Meeting monthly on the third Monday of each month commencing at 10:30-12 in the HACC Centre Orange, anyone who has had a stroke is welcome.The group's next outing will be to the Amusu Theatre in Manildra on Monday February 17. Millthorpe local and May Raechelle Art Gallery owner, Cathy Dorin’s shop became a frequent destination for Brenda to visit. “She’s in every weekend to see what’s here and what’s new, we often get together and have a cuppa, we’ve built up a friendship as well as a customer relationship, smiled Cathy. “Brenda is quite an inspiration, for someone who is in her situation, to not say ‘oh I give up’, but to fight back and say ‘well hang on I’m not going to let this get me down,’ she’s probably one of the most independent people in a wheelchair I’ve ever seen in my life, you see her scooting up and down the roads on weekends and having lunch and morning tea with people, she’s more active than I am,” Cathy laughed. “When Brenda was talking about starting up a

t the beginning of 2019, Orange City Life announced that our Community Project for 2019 would be called Put Orange First (POF) and one component of that initiative was to invite interested local businesspeople to join a brainstorming group over coffee on a regular basis. From that humble beginning Put Orange First has met every week since with up to 12 people attending on a regular basis. Much has already been achieved by the POF group, particularly behind the scenes. One lady who has been there from the beginning is Amanda Spalding, she is a bit of a powerhouse and has graciously taken on the role of Group Secretary. Amanda does a power of work for POF, she’s a keen supporter of the group’s aims and objectives so who better than her to remind us what Put Orange First is about. Amanda says “Put Orange First is a group of local businesspeople who are keen to contribute to the future progress of our great city. We strive to build a stronger
relationship between local business and local people, so the whole community can share in the benefits of a flourishing, vibrant and connected economy. “That goal, to bring the major players in the advancement of Orange together, is so more impact can be made through collaboration rather than all acting separately. “We aim to build a stronger relationship between our local businesses and consumers by building a stronger sense of a connected community where people can see the benefits of keeping their money local. “We stand for a strong Orange for all thriving business, thriving community, thriving city!’ “The aim of supporting and encouraging small business owners and retailers has captured the imagination. SEPARATION IS A MARATHON, NOT A SPRINT While we recommend getting your property settlement started sooner rather than later, we don’t recommend rushing into a decision without taking the time to consider your options. It is often assumed that once you have an agreement that the consent orders can be drawn up and signed very quickly and then immediately implemented. This is not the case.
We need time to review your financial disclosure to make sure that all of the assets and liabilities are dealt with in the orders and there will be no minor joint assets to cause problems for you down the track. This is particularly important if you have shares in a Company or an interest in a Family Trust.
Documents are signed and are then sent to the Court to be sealed which can be a three week process before coming back to your solicitor. If there is a refinance of a mortgage or the family home needs to be sold, this will affect how long it takes to implement the orders.
You may need to get some financial or taxation advice before you are in a position to consider an offer of settlement. Knowing what your Capital Gains Liability may be on an investment property can affect how you wish to deal with an asset. If you are considering a Superannuation split, then the legislation allows a super fund twenty-eight days to consider the orders before advising if they need any changes – adding time to the process despite an agreement being reached.
A property settlement is a process that takes time. Pace yourself and know that the hardest miles are those not long before the finish line.
The proposal needs to be reviewed by both parties and any changes made.

T H G I R S N I B W O L L GETTING OUR YE Recycling Collection Services - fortnightly Over the last couple of weeks we’ve been telling you about the booklet that Council has put out to help us with our domestic waste management and responsibilities. Here’s some more helpful information from that booklet, this time about our Yellow Bins, how to place them for collection, what we can and can’t put in them and more. We mentioned this last week but it’s worth repeating - our responsibilities in managing our waste may not be a high priority for many people, but it is very important for a number of reasons including the health issues. There is however, another great reason to take our responsibilities seriously, and that’s to make the job of those who have to collect, sort and dispose of our rubbish easier. Waste, rubbish if you prefer, is a fact of life so let’s all treat it with the respect and care it deserves, if not for ourselves, for those who have to work with it day in day out to earn a living.
Place all the recyclables listed below in the yellow lid recycling bin. This reduces the amount of waste sent to landfill as the recycling is transported to the Materials Recovery Facility (MRF) at VISY Recycling in Sydney. Here it is sorted by a combination of hand and machine processes. The sorted materials are then sent to reprocessing factories to be made into new items.

How to get the BEST out of OUR COUNCILS with AMANDA SPALDING
AUSTRALIAN LOCAL GOVERNMENT I receive positive and considered feedback about my weekly columns in Orange City Life – How to get the best out of our Councils – from many different sources. I always seek to be objective and fair. I started my career in local government in England where councils are the equivalent of the NSW government and local government combined, so they are much bigger organisations and tend to be more strategic than Australian Councils. For example, the smallest Council I worked for in England was North Lincolnshire Council that served a population of 150,000, had 7,500 staff, and an annual budget of £126 million. It now has 43 Councillors and in my day it had 62 Councillors. Council meetings were more like meetings of the NSW Parliament than NSW Council meetings!! The other major differences are mandatory and preferential voting in NSW and first past the post nonmandatory voting in England and Wales. So, it is important for me to remember how different Australian local government is from local government in England and Wales, because of the differences in autonomy, however, I still believe that NSW councils can demonstrate better leadership and gain more community trust than at present to get closer to realising their potential. We saw how important local councils were to local communities when forced amalgamations were proposed. Australia is a constitutional monarchy comprised of 6 States and 2 Territories. Australia has 3 “spheres” of government … local, state and federal. Each sphere of government is centred on a body democratically elected by the people as their representatives. Each sphere of government has its own responsibilities … though many responsibilities are shared in various ways. This division of government means that most Australians: – are governed by 3 sets of laws and
regulatory instruments, and – deal with 3 sets of public officials. New South Wales has 138 councils: 128 local councils serving a geographical area and ten county councils formed for a specific purpose. NSW Local Government: – is a significant employer with about 50,000 direct staff – injects approximately $6-7 billion annually into the NSW economy. Local government is legally subordinate, not sovereign. This means that local government has been established by State Government to exercise delegated State powers. In that sense local government is part of the State’s administrative apparatus. Local government is a distinct sphere of elected governmental administration or activity in its own right, but powers can readily be changed by State government, and the manner in which councils exercise those powers is subject to overall control by the State. Local government in NSW was largely imposed by the colonial government to compel local people to accept responsibility for the provision of local services. It was the “user pays” solution to the financial problems experienced by the colonial government in providing services. The tradition has been for the State Government either to require or persuade local councils to accept responsibility for various functions. This attitude has been reflected in almost all the legislation that has regulated local government in this State, as well as in other matters, such as: • enforced amalgamations • dismissals of local councils (as I am
writing this I hear that Balranald Shire Council has been sacked) • centralised land use planning • loss of local planning powers and autonomy • pro-developer laws • rate capping and • cost shifting from State to local government Local Government NSW (LGNSW) is the peak organisation representing the interests of all councils in NSW. The LGNSW cost shifting survey is undertaken every two years to monitor, measure and report on the extent of cost shifting onto local government in NSW. LGNSW uses the data to highlight the adverse consequences government regulation can have at the community level, when impacts on local government are not fully considered. ‘Cost shifting is one of the most significant problems faced by councils in NSW. Along with rate capping, cost shifting undermines the financial sustainability of the local government sector by forcing councils to assume responsibility for more infrastructure and services, without sufficient corresponding revenue. LGNSW’s latest survey puts cost shifting onto NSW councils in the 2015/16 financial year at $820 million. This is a $150 million increase on 2013/14, and takes the accumulated total cost shifting burden on councils to an estimated $6.2 billion since the survey began 10 years ago. The per annum cost shift has more than doubled in a single decade. LGNSW data shows this trend is being driven largely by state government policies…. The federal government is responsible for
just 2% of the cost shifting burden borne by councils each year. Councils’ cost shifting burden now exceeds the estimated annual infrastructure renewal gap of $500 million per annum (which is the gap between what councils need to spend on their existing infrastructure and what they can actually afford). Cost shifting is increasingly impeding local government’s ability to deliver services and maintain infrastructure for communities.’ https:// lgnsw.org.au/files/imce-uploads/206/ Cost_Shifting_Summary.pdf The Integrated Planning and Reporting reforms of 2009 aimed for councils to be more autonomous and be held accountable by their local communities rather than the NSW Government. The 2013 Revitalising Local Government Report of the Independent Local Government Review Panel made a number of recommendations as ‘the overarching imperative is to ensure the long-term sustainability and effectiveness of NSW local government: in its present form and under current policy settings the system as a whole will not remain sustainable and fit-for-purpose for much longer.’ Unfortunately, the NSW Government used the report to propose forced amalgamations rather than emphasise the recommendation - the focus of policy should be on strengthening ‘strategic capacity’ – ensuring that local government has the right structures, governance models, skills and resources to discharge its responsibilities and realise its potential. I am still hopeful that, with an informed community, our councils can achieve a lot more.

orn in Orange, Andrew Barton (Banjo) Paterson’s poems are known all over the world and there would be few Australians who are unfamiliar with popular ballads such as Waltzing Matilda, The Man from Snowy River and Clancy of the Overflow. The Banjo Paterson Australia Poetry Festival is held every year to coincide with the anniversary of the poet’s birth on 17 February, 1864. The 2020 Festival runs from 15-22 February, kicking off with events at Gamboola (Molong) and the beautiful Rosebank Guesthouse at Millthorpe. On 16 February the Festival moved the Banjo Paterson, more than a Poet Museum, for a poet’s brunch and a chance to explore their outstanding collection of history and memorabilia. Join Cliff Crane, a respected authority on the works of Banjo Paterson, who will reveal a lifetime of work on the question ‘Who was the man from Snowy River?” with a very startling conclusion. On 17 February, the Orange and District Historical Society invite you join them celebrate Banjo’s birthday with a Twilight Barbecue in Robertson Park. There will be music, poetry, stories about Narrambla Vale and the families that lived there. As always, one of the big highlights of the festival is the iconic Night Market with over 30 food and wine stallholders in Robertson Park. It is fun for all the family, with local musicians and poetry in the park! (Gold coin donation) Immediately following the markets, the fun continues at the Lord Anson with the Poetry Brawl. An evening of light- hearted, humorous, irreverent prose or rap. Entrants must have written a poem that they can either
read or perform which should go for 60 seconds. Anyone thinking about entering the 2020 Banjo Paterson Australia Poetry Competition has until February 12 to do so. The Banjo Paterson Australia Poetry Competition is a recital competition and are performed in person a on Saturday 22 February. All entries must be original works and should generally be rhyming verse. “It might be traditional bush verse in terms of its rhyme and rhythm, but not as much in content,” said poetry competition organiser Len Banks. “It could be very modern… Banjo Patterson wrote about his life and times and what he experienced around the traps and that’s what we’d like people to do now is to write about their own experiences.” There are various categories from Open to Novices, high school and primary school student. The week-long festival program concludes with Molong’s annual signature event The Molong Banjo Paterson Festival Dinner. A Day on the Green Photos by Tim Bradshaw Photography There’s nothing more Australian then a 35+ degree day/night, dance moves to kick up the dust, some cold beverages and some incredible live music to boogie to, funnily enough that about sums up the A Day on the Green that was held at Heifer Station over the weekend. With some families travelling an incredible 10 hours to be there on the day, it seemed almost impossible to wipe the smile off everyone’s faces. Congratulations to all who were involved in the succession of such a wonderful event in Orange.

Words of Wisdom with Melise Coleman This week we caught up with the wonderful Elizabeth Selmes. Where were you born? Warren, NSW

If you could describe your life in one sentence, w-hat would it be? Well all my life was Nursing; I did 47 years of it at the Orange base.
What did you want to be when you grew up? I don’t really know, it was whatever would come up next for me.
What are the most important lessons you’ve learned in life? Just be nice to everybody. What’s the secret to a happy marriage? Just be truthful. What events were the most memorable in your life? Racing motor cars! I had a racing licence. We used to go to different towns and raced at the Gnoo Blas, we mostly raced in Bathurst. My husband raced more than I did, he had a garage and was interested in all that kind of stuff. We brought an FJ Holden which my son has still got and is what we raced originally, then I brought one for myself. He gave up racing the day that I beat him *laughs* I didn’t win many... or any... but the most important one was the one I beat him. I only beat him by a few minutes, he threw his hands up and said, ‘That’s it! I’m not racing anymore!’ and he never did either. What took you a long time to learn? Well nursing was learning all the time so that was the biggest thing for me. What is your favourite childhood memory? Going to Dubbo and having holidays with my Grandmother. We learnt to swim in the Dubbo pool when we were little, we would come up for almost all holidays, they are only about an
What was your first job? After school and on weekends I worked at a furniture shop and did interior decorating. After that I went and worked at Email and did that for a while but then nursing took over. What are you most proud of? My children and them all having good jobs. Did you get an allowance? No, it was only ever what I earnt from working, it was very little, but we lived on it. I can remember Mum having the food tickets and petrol tickets.

Who is the person who influenced your life the most? Why? My husband, he was always kind, he respected me and relied on me to do his bills and the admin work *laughs* If you could tell your teenage selfsomething what would it be? Oh, that’s a hard one... get into nursing earlier instead of wasting my time at the factory, I think. I enjoyed giving the patients care and watching them get better and them appreciating the care we were giving them. I only retired a few years ago, I worked at the new hospital too, I was in Medical B ward there. What is your favourite thing to do for fun now? I enjoy having a play on the iPad with some games and I enjoy quizzes.

MAKING ICE A good place to work in summer in Orange used to be Barrett’s ice works. This week’s photo shows R Pearce and L Bennett loading ice in January 1956. The blocks of ice were destined for Bathurst. The temperature was 85.8 degrees Fahrenheit (29.8 Celsius) outside while inside the works it was about zero.

Seniors can apply for
$250 TRAVEL CARD
Eligible seniors living in rural and regional NSW can now apply for the $250 Regional Seniors Travel Card. The card is able to be used for taxis, fuel and pre-booked NSW TrainLink Regional services including the Bathurst Bullet trains and other coach services. Eligible seniors can apply through service.nsw.gov.au, by calling 13 77 88 or visiting a Service NSW Service Centre. The cards are expected to be posted out to eligible seniors from mid-late
February. The PIN will follow a few days later with an explanation on how to activate the card. To be eligible to receive the $250 Regional Seniors Travel Card you must be an age pensioner with a valid Pensioner Concession Card or hold a Commonwealth Seniors Health Card issued by either the Department of Human Services or Department of Veterans’ Affairs. Seniors must also live in regional NSW outside Sydney, Newcastle or Wollongong City Council boundaries.

Bill thought for a minute, “Eric, God’s in control. He made the whole universe. So nothing happens that he can’t handle. We often don’t think about that. We do what we want, and we don’t like God interfering.” “Yeah, but the fires and the drought, Bill?” “I WAS coming to that, Eric. God is also good. So …. he must have loving reasons for allowing nature to take its course and these awful things to happen!” “What sort of LOVING reasons could you have for droughts and bushfires, Bill? Come on!” “That’s the HARD bit. God doesn’t tell us his reasons. But I reckon God is giving us a wake-up call. I think he does that often; when I have a near miss driving, I think, ‘Gee God, thanks. That COULD have been serious – I need to be more careful.’ That’s what I think about these catastrophes. Most of us are living as though God didn’t exist. God cares about us. He wants us to wake up, and take him seriously.” “Wow” said Eric.

BIG THUMBS DOWN to the way the Return and Earn facilities operate in Orange. For decent and responsible people, using them is a nightmare. Too many people don’t discard boxes
etc. appropriately and both facilities are often very messy and full. I teach my children to be neat and responsible, but it’s hard given the way many people treat the facility. Friends come from Molong to use the facility and are also often frustrated. Cabonne should also have their own facility.
THUMBS UP to Ash Barty for her fine effort in the Australian Open tennis and for being such a great Ambassador for Australian sport. May she continue to do us and herself proud with many more successes to come.

THUMBS DOWN to people who go on the attack to residents using their own bore water, people pay to get a bore and buy plants they like to water. I think if you’re using your own bore water on your own grass or plants it’s nobody’s business. A few more people should think of maybe sinking a bore, good on you guys that have one. It’s saving our pitiful supply. THUMBS UP to the great food great coffee and great service at Factory Espresso. THUMBS UP to Kaylene of Orange City Line Dancers for great teaching and fun at Orange City Bowling Club.
THUMBS DOWN to the special kind of person who enters McDonald’s the wrong way and reverse parks into the parking bay. McDonald’s or the council needs to place direction arrows (even though many Orange residents ignore them anyway). THUMBS UP to the bloke that spotted my wallet on the back of my ute in the Orange CITY Centre carpark and contacted me via a business card inside. At a time when so many are short a quid, and sadly so many are pinching a quid, I was enormously grateful of this guy’s integrity and sense of community. Dead set legend sir! A BIG THUMBS UP to Aaron and Nic from Poolside Orange for all the help you gave me and pointing me in the right direction to clean all the dirt from our pool and with the purchase of a Dolphin Pool Cleaner. Now our pool looks inviting rather than pea and ham soup.
