To help candidates and voters in Orange negotiate the upcoming council election, Photo News is pleased to present this special very unique Council Election supplement. The Orange Community has 45 candidates standing for 12 positions this election and many voters will not know a lot about many of those people standing. For this reason, and as a community service, we have provided all candidates with this unique opportunity to answer some set questions and at the same time put some helpful information about themself out into the public arena, all at minimal cost. We have listed the names of all 45 candidates on page three and you can read more about those who took up our offer on the following pages. Photo News encourages all Orange voters to think about the various candidates standing so you can make your vote count on Saturday September 8th.

VOTING Understanding our voting system Voting in the local government election on Saturday September the 8th is compulsory and voters are given various options in the way that they can cast their vote and the way people vote has a huge bearing on the final outcome.
Voting on election day
In Orange, 12 Councillors are to be elected To help voters understand their options and how the voting system works, Photo News has put together this brief explanation as a starting point. The system itself is quite complicated and requires a good deal of concentration and thought to fully comprehend it and for those who want to go that far we have included details of a website that explains the system in greater detail.
Casting your vote
Voting will take place on Saturday, 8th September 2012 between the hours of 8am and 6pm.
Polling Places
At the polling booth voters are given a ballot paper.
Voters have two voting options – to vote either what is termed Above the Line or Below the Line. Canobolas

Voters can, if they choose to do so, also add one or more additional numbers (numbering 2 to 6) in other squares above the line. By doing this voters are taking an additional and optional step and indicating their order of preference beyond the required single square vote. The specific instructions for voting Above the Line on the ballot paper are – Place the number 1 in the square above the group for whom you wish to vote. If you wish to vote for additional candidates, place consecutive numbers beginning with the number 2 in the squares above the additional groups of candidates in order of your preferences for them.
Voting Below the Line Below the line are listed all candidates standing. In the September 8th Election in Orange, there are 45 Candidates listed. Voting Below the Line requires voters to number at least 6 squares (numbering 1 to 6) in the order of their choice. By doing this voters are indicating their order of preference. How Candidates are elected Despite our best efforts, there is no simple way to explain how votes are counted. The method requires a lot of detailed explanation and even then it takes a pretty sharp brain to make reasonable sense of it. For those keen to test their intellect, there is a website that explains it all and the following will point you in the right direction. Votes are counted using what is called a Proportional Representation method and for a full explanation of how this works go to –

Why I am standing for Council? I love this city, that is why I have committed so many hours to it over the years with community work. We can make a difference by working together to achieve workable projects. We have an outstanding community, that supports and cares, I want to see that community grow. I am passionate about producing positive outcomes for future services that will benefit future generations of our children and grandchildren. My many years working within the
community and in business, have provided me with an understanding of how important many issues are to our communities well being and growth.
What will be my goals if elected? • Water Security is vital for sustaining our existing and future population growth. The extension of our service needs to meet the growing demands of our current and future increase in population as our city expands in the future.
• Roads, footpaths, CBD bitupave and future road linkage expansions are goals that can be undertaken and be addressed. • We have an outstanding Health Service, the largest employer and service provider in Regional NSW. The parking issues require solutions that will provide results that are long term as the service provision increases. Having an understanding of the complexities involved in this issue is paramount. • We will need to put into place strong service infrastructure that will provide opportunities for service growth and business to provide strong economic growth and future employment opportunities for the whole community. • The city has in place , impressive community services and support programs that have proven records in helping the many vulnerable residents in our community, this needs to continue to grow and provide support for families. Sporting opportunities need to be increased. • This is a city that has been successful in attracting both Federal and State Grants for projects, I will support further opportunities for funding on our city projects, so that we can move into the future with assurance of a commitment to our future .

• Proper investigation of all options available to secure Orange’s water supply. I believe the Macquarie River pipeline will not be the solution - we need to look further into the licence arrangements for the existing stormwater harvesting schemes and also bringing water to Orange as part of a regional water plan. We do not want to still be arguing about what can be done about Orange’s water problems when there is another drought;
Anything else you’d like to say? A councillor needs to have an understanding that they are working for a population of 40.000 people. They need to evaluate and be fully conversant with all data and provide an educated information approach to ensure that workable projects are achievable. A positive approach, free of personal agendas, with an open mind to evaluating and making decisions based on the overall good of the community future and growth is an essential element of being a successful councillor. I have worked hard for services in heart health and cancer health over many years. I believe in this community and will continue to work hard.

We have to bring the city’s road network back up to scratch. The showground is desperately in need of work and council needs to negotiate in good faith with the showground users on how it plans to not only maintain this important community facility but improve it. Water security is a serious issue for Orange and all options need to be properly investigated before
proceeding with any one plan. Our sporting and community facilities also need to be looked at. When council does jobs it needs to get them right, we cannot afford to be continually revising plans and paying for cost overruns.

Why I am standing for Council? I have proven in the past that I care for our community and have shown that I am not afraid to speak up on issues that need addressing. Eg. I spoke up for Housing Commission tenants on issues regarding lack of maintenance and repairs. With the help of our Late Peter Andren M.P I took on Telstra regarding the lack of public telephone boxes that were lacking in some areas of
Orange or were removed. We were successful in getting them installed in vital areas. This was back in the late 1990’s before mobile phones became very affordable.
Council rejected that site preferring McNamara Lane. Raising the dam to secure our water supply. Decent footpaths and better street lighting.

Why I am standing for Council?
What will be my goals if elected?
I’ve been critical of how Orange City Council has operated in the past. I fail to see that many of the decisions made are for the benefit of the community as a whole. The present council appear to be not listening to the community. Remember that approximately 80% of the Orange community didn’t support the construction of the new Aquatic Centre. It may look good bit will continue to be costly for Orange rate payers.
Hopefully with more supportive councillors it may be possible to honour some of the agreements that council have made in the past. It is time that the maintenance and development of the showground is undertaken. It is time that a viable (mutually benefitting) Agreement between the water users along Summer Hill Creek, Cadia Valley Operations and Council is achieved. It is time for a museum to be established.
I did notice that my water availability charge increased by 67% during the years 2009 to 2011. This was council’s reward for saving on water usage. Such an increase should not occur. Council should be more considerate towards the ratepayers. Council cannot simply keep on increasing rates in this fashion. There must be some rationalisation on how council spends money. I aim to achieve better value for your rates. Water security for Orange has been a major interest of mine for some time. Not one drop of water would have been required, if the Macquarie to Orange pipeline were in existence for the last 2 years. That makes for very expensive water for Orange. It is time the project was shelved for better, less expensive options like fully utilising the stormwater harvesting scheme. The voters of Orange should

make this their referendum on this project.
Anything else you’d like to say? Like most residents of Orange I too would like to see better roads. I would support using some of the council’s reserved funds to help restore our roads. This has been suggested by some of the existing councillors. I would like to see development applications handled by council without so much controversy. I would support the introduction of a tree preservation order to protect Orange’s trees from destruction. Orange’s future will be interesting, with 4 councillors retiring there will be 4 new councillors. Hopefully I can be part of that future.

One of my main aims is to see the showground re-developed over a period of years, councils deliberate neglect over 25 years is shameful. I also believe periodic public forums should be policy but it is obvious council cannot handle searching questions or constructive criticism.

I was born in Orange and even though I have travelled extensively through Australia and overseas Orange has always had a magnetic attraction, Orange is home. This city and the people in it have given me, my wife of 40 years and our three children wonderful opportunities and I enjoy and also believe it’s my duty to give something back.
My first goal would be to become familiar with the structure of the council, the debt to income ratio, the unfinished projects with time frames and financial status. I would attempt to consolidate council’s financial position before starting new projects. Council has boasted the sale yards are worth 8 to 9 million dollars, why after 10 years haven’t they been developed and sold as industrial sites.
There are many challenges ahead such as childcare, lack of parking, the museum, the lack of road maintenance, poor planning. During my 48 years in the electrical trade I aquired qualifications as an electrical fitter mechanic, electronics marketing, business management and numerous

short course management and other certificates. Above all else I learned how to represent my employer and the customers effectively and above all to go the second mile, I would be pleased to be able to commit the next four years in the same manner. What will be my goals if elected? My goals are to remain transparent and ensure the best outcomes are considered for our community

Some of the main areas of focus for me if elected will be to look into how we can improve the road conditions in our city, the continued support and fight for a 24 hour medical retrieval service and I will also be looking to ensure Orange City Council can make a decision on securing the water for
Orange. I am a very passionate local young man who cares deeply about the future of our great city. I believe given the opportunity to represent the people of Orange is something I will grasp with both hands and I will endeavour to support services to meet the needs of the community as a whole. I have no vested interests and I am not linked to any political parties which is consistent with my view on being a representative of the people. Why I am standing for Council? Originally, because I was asked to by some people whom I hold in high regard. On considering this request, I decided that I may be able to bring some fresh perspectives to our council. I believe that if you wish to see change then taking action is the only sensible thing to do. I have no political aspirations beyond improving the local area and this allows me honesty even if it comes at the expense of popularity or favour. I believe that if people who have integrity and strength of conviction
come forward, acting with a combined purpose to serve the community of Orange then great things are possible.
What will be my goals if elected? At present I sense that there is a culture of “us versus them” between council and the community. I believe that this needs to be addressed before any meaningful change can occur for Orange. I see the role of the elected councillors as being advocates for the community in matters that are managed by Orange City Council staff. If the elected councillors are effective
If people in the community bring concerns to their councillors then I regard it as the responsibility of the elected councillors to acknowledge the issue and give it their full consideration. I do not see this position as an opportunity to push or prioritise my own private agendas. All groups and individuals deserve the attention and interest of their elected delegates.
Anything else you’d like to say? My personal experiences have fostered an intense drive to fight for social justice and equity. This extends to all areas of difficulty and disadvantage in our society. My family has been profoundly affected by autism with three of our five family members being diagnosed with autism spectrum conditions. Very early in my journey as a parent to a disabled child I learned that sometimes it is necessary to be persistent and risk being viewed in a negative light in order to achieve the best outcome for someone who has not got a voice of their own. I am also keenly aware of the importance of our young people and a strong believer that they need constructive activities readily available

in the local community. Providing affordable and accessible child care options is also an important part of our responsibility to the young people of Orange. Enhancing the opportunities of our young people will pay enormous dividends to individuals and also to our entire community in the long term. I would like to encourage a diverse range of community groups and activities in our local area. Support for these groups may come in a variety of forms depending on their needs. For example, I believe the current showground site is an amazing asset and utilising it to its fullest potential would be a great service to our community. On a final note I am proud to say that the group of candidates I am running with share my priorities for personal integrity, honesty, and transparency. Improving outcomes for all people in Orange is our primary goal. It is an honour to be included in Group E for the 2012 local election.

Why I am standing for Council?
What will be my goals if elected?
As a senior citizen I have a reasonable grasp of the hardships endured by pensioners and low income earners. For 36 years as an investigating officer for Centrelink I saw first hand the difficulties that some in the community deal with everyday. My wish is to represent all ratepayers and residents to keep Orange a vibrant place but not forget those who are less fortunate. The big end of town sometimes gets too much Council attention.
I will work to ensure that Council do not introduce a new fee in the same fashion as the way the Green Garbage costs have been implemented, which is slugging people twice, i.e. an existing service fee and a new cost yet to operate. I will work to have Council communicate the truth about the Macquarie River to Orange Pipeline Project not just what Council wants residents to hear. I will work with those elected to audit
and examine the executive positions responsibilities, functions and remuneration packages with the view of cutting unnecessary costs. Council office staff, including the constant use of consultants, continues to comprise approximately 30% of the total workforce. As a Councillor it will be a responsibility to look at general costs of all programmes and projects undertaken by OCC with the outcome being a stabilising of rates. Council cannot be excused for having the 2nd highest rates in N.S.W. while holding $100,000,000 in investments. The rainy day has come and gone, and Councillors only recently decided to assist pensioners with a rate rebate. Financial responsibility and proper use of rate payer’s money is absolutely essential and I will work to achieve this.
Anything else you’d like to say? Further to above, one need only look at the actions and issues against Council in the last 4 to 8 years: The debacle with the Lord’s Place development; the HUB; this attitude of bulldozing through with the Pipeline at any cost. Add in the substantial cost increase for: Aquatic Centre,
where 80% of ratepayers voted against it; the Distributor; plus the money already spent on the Pipeline project. Councillors also agreed to loan $60,000 to the promoter of the Jimmy Barnes concert at the Botanic Gardens who subsequently went bankrupt. Goodbye $60,000 worth of rates. Why this mess? Because of failed project management by OCC. Don’t vote in the same lot of yes people on September 8th, Vote 1 above the line; Group D – Wood and Da Rin.

Why I am standing for Council? I have had an interest in the operation of local councils for over 30 years but never the time to indulge. Having spent 2 years attending OCC fortnightly meetings I am ready for the challenge. I have a TAFE Diploma in Marketing and a Commerce Degree; add to this a diverse upbringing and working history. I feel confident I will provide value and a unique vibrancy to Council activity.
Many get addicted and become institutionalised by politics. I will only be involved for a maximum of two terms. I would like to see instant accountability so will ask Councillors to stream and podcast Council meetings. Plus I will try to instigate succession planning for potential councillors.
What will be my goals if elected? I will vote for immediate
improvements to the Orange Showground. I will vote to cease further involvement with the Pipeline Project as Suma Park Dam was reduced to 23% due to maintenance at Spring Creek Dam which was practically empty. Otherwise during the drought SP Dam would have been at 50%, with water harvesting and restrictions included. Water is a Regional, State and National issue not a myopic Orange concern. I will vote that Council assist to complete the BMX facility at Anzac Park. I will investigate why Council maintains an investment portfolio of one hundred million dollars. Being in the red is one thing. Being this far in the black is questionable when you have such high rates. I will assist to attract industry that will compliment and has synergy with existing industry. Orange needs to develop using a niche mentally not attempt to be part of a crowd. A ‘high rise’ development would suit the car park at Lords Place and Kite St not the one between Anson and Sales Sts as current plans suggest. The Summer St businesses that back into that car park provide a unique facility. Development should be concentrated only on the Kite

Anything else you’d like to say? With the Northern Distributor completed I will examine Council’s plan and timetable to fix the roads & footpaths. I will endeavour to get an understanding of what council core activities should be and what has been dumped on council by State government manipulation. Why I am standing for Council? I would like to help make Orange a more inclusive and even better place in which to live and work, and raise a family. I care about people and community. I care about youth, the aged, the disadvantaged, and people with special needs. I care about country. I bring to Council over 35 years as an Orange resident, and a leader and active member of a wide range of organizations, school groups and sporting clubs.
Orange needs Councillors of integrity, honesty, experience and maturity, with leadership, decision making and communication skills, and a clear understanding of the needs of the community. I believe I have demonstrated these important attributes and skills during my first term as a Councillor.
What will be my goals if elected? • Allocate more of Council’s accumulated funds to road and footpath maintenance, and the
construction of new footpaths. • Achieve water security through stormwater harvesting and other strategies, without the need for the Macquarie River pipeline. • Achieve sustainable growth and development without compromising the quality of life, community values and the rights of individuals, and the degradation of the environment. • Facilitate youth employment by promoting and supporting tourism and small businesses. • Protect our heritage buildings, streetscapes, and vegetation from the impacts of inappropriate commercial and infill development. • Enforce the Companion Animals Act and provide more support to the RSPCA for microchipping and desexing programmes. • Ensure parks, open spaces, and leash-free areas for dogs, are provided in all new subdivisions, and that remnant bushland is protected and wetlands are developed. • Support Council services and Community Groups that assist the aged, people with special needs and of different cultural backgrounds, and the socially disadvantaged • Retain the Showground as public land for use by the whole community, and for wide-ranging recreational, sporting and cultural activities. • Build a skate park in Glenroi as part of a new youth precinct.

What will be my goals if elected?
I’m standing for Council as I’m passionate about Orange and the community. My family has lived in the area for generations and I’d love to see the city progress in a positive and sustainable way to pass on to future generations. Orange needs honest voices, without vested interests, for the betterment of the whole community. I believe that developers have no place on local government.
Council should represent the diversity of our community. Traditionally, Orange City Council has lacked adequate female and younger representation and we need to elect a balanced, effective Council that listens to and represents the people.
We need to maintain the beauty of our colour city. New developments should respect historical buildings, streetscapes and community spaces. Ample open space is essential in new subdivisions. Eyesores such as disused shops and service stations need adequate upkeep. I would advocate for healthy and safe communities. We need to develop recreational and community facilities for youth, seniors and sporting groups. I would pursue an upgrade of Brabham Park to provide more weather shelters and changerooms. The skate park at Moulder Park has been a huge success and this area could be extended into a multi purpose recreational precinct in the future. I would argue against any proposals of a carpark at the old netball court site.

The most vulnerable people in our community need to be supported. It is sadly too common that people find it extremely difficult to find affordable housing in the current local rental shortage. We desperately need safe crisis accommodation. A perfect spot for this facility could be the adaptive reuse of the old nurses home in Dalton St. Finally, Mt Canobolas is the local “jewel in the crown” and people’s safety shouldn’t be jeopardised by the proposal of allowing recreational hunters in the area. It’s potentially hazardous for bushwalkers, picnickers, families and bad for tourism. I would lobby State Government to ensure Mt Canobolas is exempt from this dangerous, impending law. I would endeavour to work hard and co-operatively to tackle these issues and many more to come if elected to Orange City Council. Thankyou.

It is absolutely magnificent that Orange and district is evolving as an Evocity I welcome the Current NSW Government Review of Local Government and encourage reform in Financial Practices, Governance and Boundary Adjustments where necessary. Why I am standing for Council?
I have felt honoured to be an elected representative of the great citizens of this city, and to take their ideas, concerns and hopes to a local government which is striving to achieve those common goals. During my term as Deputy Mayor, I had the privilege to share the city’s spirit and attributes with a wider audience and receive the overwhelming feedback that is generated by the many admirers of Orange.
To continue working towards the goals I set myself during my first term on Council. I am proud of achieving several of those goals with the help of the previous and current Orange City Council, but I feel there is more to do. As a born and bred Orange resident, I am proud of this city and I’m proud of the way it is moving forward as a centre for regional growth and economic prosperity.
I believe water security is paramount to the future growth of a major regional centre like Orange. Sensible capital works projects which will keep Orange ahead of other cities in terms of facilities and attractions are also a priority. Linking this growing city with premium transport routes is another must. The southern distributor needs to be built to complete the ring road network around Orange, and increase access to the new Health Service which draws from the greater central west region. I also support Council’s ongoing push for a Bell’s Line Expressway over the Blue Mountains to alleviate the current transport woes between Orange and metropolitan Sydney. One sporting facility the city is in

need of is a dedicated rectangular football field and grandstand. This will enable Orange to play host to a greater number of top-level events, bringing economic benefits to local businesses and in turn allowing residents to witness sporting and cultural spectacles without leaving their home town. Running a successful business requires a good head and a good heart and the ability to make tough decisions for the greater good. I love business, I love Orange and my achievements in business tell me I’m well equipped to play a part in helping make this great city even greater.
To demonstrate to my fellow councilors that I’m worth listening to and that I’m prepared to be a team player and accept any majority decision. To encourage an entrepreneurial approach to initiatives that will grow our economy or add long term value to our city’s assets and facilities. To encourage Council to value the contribution that small business
operators make to our city far more greatly and to encourage more investment in promoting all our retail and service businesses and not just the hospitality sector which clearly gets special treatment.
