College Town: Charlottesville and UVA

homas Jefferson founded it in 1819, called it “the Hobby of my old age,” and designed its celebrated Academical Village. It was, he said, one of his three proudest achievements—if only he could see it now. “[W]e wish to establish in the upper & healthier country,” he’d written in the dreaming stage, “& more centrally for the state an University on a plan so broad & liberal & modern, as to be worth patronising with the public support, and be a temptation to the youth of other states to come, and drink of the cup of knolege & fraternize with us.” Come they have, and a lot they learn: 18,066 undergrad and 9,049 graduate students matriculate this academic year at UVA, which U.S. News & World Report ranks year after year as one of the country’s top five public institutions of higher learning. It is also a public research university that offers 49 Bachelor’s, 94 Masters, and 55 Doctoral degrees, along with specialist degrees in education, medicine and law. All that higher learning and professional training mean that in a town of less than 47,000 people there are now about 27,115 young, bright, and dynamic go-getters matriculating on college “grounds” and enriching our community.

They enter as smart kids and come out as even smarter adults And in the meantime they fall in love with Charlottesville and its lovely setting, and a whole lot of them decide to stick around.

Lucky us. Skilled and educated, creative and entrepreneurial, these UVA grads could make it anywhere, yet they choose to make it here; others come back later for active, productive retirements.

In good times, they’re good company. In bad times, they can be lifesavers, like the doctors and nurses at UVA Hospital who served us tirelessly when the pandemic hit. “The University was an indispensable partner in Project Rebound, a collaborative project to generate support and solutions for local businesses in the early days of the COVID-19 pandemic,” says Charlottesville Regional Chamber of Commerce President & CEO Elizabeth Cromwell. “UVA economic development staff worked closely with the Chamber, City of Charlottesville and Albemarle County. Professional facilitators from UVA won an international award for their innovative volunteer leadership in a series of virtual meetings for the Central Virginia business community.” That’s just a little of what universitytrained hearts and brains did for us in a crisis. Numbers-wise, UVA impacts us with an operating budget in 2021-2022 of $3.994 million. An independent economic impact study conducted in 2016 totaled up its spending on goods and services, the spending of its employees, students and visitors, and that of businesses which, in turn, benefit from UVA’s own spending. The result: a whopping $5.9 billion annually in economic activity for the

While UVA students serve the city in many different volunteer capacities, maintaining a relationship with the surrounding community is also important to the university as an institution. Strengthening it further is one of UVA president Jim Ryan’s top priorities. “As an anchor institution, we feel a responsibility to be a good neighbor. Economic growth over many decades has had a profound effect on housing in the Charlottesville-Albemarle community, and we are committed to working with community partners to create more housing intended for local workforce and community members who have been priced out of the local housing market.” To that end, in March 2020 Ryan announced an initiative to develop 1,000 to 1,500 affordable housing units in the city

and in Albemarle County over the next decade, on land the University and the UVA Foundation own. Three sites for these new homes were announced last December: the current location of UVA’s Piedmont Housing off Fontaine Avenue; the corner of Wertland and 10th streets; and portions of the UVA Discovery Park called North Fork on US 29 North. To further address community needs, Ryan and the President’s Council on UVA-Community Partnerships have formed working groups focused on affordable housing, the local economy, early childhood education and the employment pipeline.

Over the last 50 years, more than 35,000 UVA students have donated their time through Madison House programs, providing critical support to area hospitals, helping to close the opportunity gap in local schools, securing food and housing for the needy, helping migrant workers succeed, and developing nurturing relationships with area youth and senior citizens. Hoos Helping provides volunteer services to educators and families in the Charlottesville community. The listening hotline 4 HELP Line has offered understanding and encouragement throughout the course of the pandemic, fielding hundreds of calls and training 80 new volunteers. Medical Services Program developed a virtual “rounding” service, to assist with administrative duties for healthcare providers at UVA Health. The CASH Program partnered with the United Way to prepare tax returns for over 500 households, returning more than $1 million to the community. Youth Mentoring supported the PB&J Fund in delivering nearly 10,000 bags of groceries to families in need during the first year of the pandemic. Through the Educational Equity Program, launched in partnership with the UVA Equity Center, 175 trained tutors gave 3,600 hours of instruction at area public schools.
