I
f you want everything close, the Rugby neighborhood has it all. Tucked between the University of Virginia, the 250 Bypass, and the Barracks Road Shopping Center, it brings the best of town and gown together whether you want to work and study at the University, shop nearby, or jump onto the 250 Bypass to head out of town. The narrow tree-lined streets harbor a livable, walkable—and enviable—“20-minuteneighborhood” where you can get about anything you need within a 20-minute walk. And newcomers can make their way here and immediately feel a part of a long history and a rich and varied architecture. The best part, though, is that Rugby keeps getting better. There is one drawback though. Everything that makes the Rugby area attractive also makes it “Tough sledding to get a house there.” That’s how Michael Guthrie, CEO of Howard Hanna/Roy Wheeler Realty Co., describes the odds stacked against wouldbe Rugby buyers. Tough, yes. But definitely worth the effort.
Where Town and Gown Merge
Rugby is best known as the place where UVA and Charlottesville come together. It is a combination of several smaller neighborhoods in the north-central portion of the city: Barracks, Greenleaf, Rose Hill, and Southern Pines. Rugby Road serves as one of the main entry points into UVA. And from any point

in Rugby, the Rotunda is less than 1.5 miles away. The convenience and quality of life is enviable with easy access to everything UVA has to offer. Walk or ride to top-rated sports and concerts at nearby John Paul Jones Arena, Lambeth Field, and Snyder Tennis Center without the stress of worrying about where to park. On the walk or bike ride home, buildings transition from UVA (including the Fralin Museum of Art) to stately sororities and fraternities, the famed painted Beta Bridge, and apartments, to distinguished homes with richly landscaped grounds. Aah, home. This is where students, professors, and townspeople bike the same routes, have adjacent yards, greet each other on their daily walks, and are neighborly. Guthrie explains, “People that have lived there forever are next to families just getting started. My friends, who are empty nesters, enjoy all the different ages that are part of their lives. The trampoline next door attracts all the kids in the neighborhood, and that gives them immense joy, and entertainment.” While Rugby wasn’t annexed into the City of Charlottesville until the 1960s, it has benefited from tremendous growth around it without being overrun or having its charm diluted. Just west of Rugby, Barracks Road Shopping Center opened in 1959 and quickly grew into one of the premier shopping destinations in the Charlottesville area with more than 80 storefronts. To the south, Dairy Market recently opened with a unique selection of shops and restaurants, and
50,000 square feet of Class A office space. Interpret that as even more high-quality employment opportunities within walking distance. But when you’re in the neighborhood, you never know it.”
Sell the Car Visit Rugby on a weekend and the streets are busy with families riding their bikes, people walking, and runners running. Visit on a weekday and kids are walking or biking to school and adults are walking or biking to work. There probably isn’t a more walkable neighborhood in Charlottesville with as many diverse destinations. The narrow streets, many of them winding, are a natural deterrent to speeding traffic. Even though Barracks Road and others serve as major throughways for people getting to UVA, traffic is calmer in Rugby, or at least slower. But why drive if you have another option? Most residents can walk downtown in 30 minutes, to UVA in 20 minutes, to Barracks Road Shopping Center in 15 minutes, to Dairy Market in under 20. “That’s just one of the reasons this is such a sought-after neighborhood,” says Guthrie. “A hardy walk can get you to UVA or even downtown. Make your way to Preston Avenue and Dairy Market and you’ll have walked your ice cream off by the time you get home.”

Hop on your bike or put on your sneakers and head out on Dairy Road or Rugby Avenue. Before you know it, you’re over or under the 250 Bypass to the YMCA, the Rivanna Trail, or McIntire Park. Make it a family affair with the daring perfecting an airwalk at the Charlottesville Skate Park while the more intrepid stroll along the paved trail to the Dogwood Vietnam Memorial. “Recreational bicyclists in Rugby have access to the most extensive trail network that Charlottesville currently offers,” according to Chris Gensic, with Charlottesville Parks and Recreation Department. “The bike-pedestrian bridge from Dairy Road gets a rider to the 12-foot asphalt path through McIntire Park and onto the John W. Warner Parkway Trail all the way to Rio Road.” Better still, while you’re out pedaling or walking through the neighborhood, know you’re in the shadiest part of Charlottesville. While the city has lost 15 percent of its tree canopy in the past 16 years, Rugby remains the most densely treed at 58 percent. And those trees make some of the best neighbors, providing beauty, attracting birds, capturing carbon, and reducing heating bills.

Updating History In the late 19th century, as the University expanded and the Rugby Farm was subdivided, professors and administrators at UVA began to build homes along Rugby Road. Streetcars and eventually, in 1914, the city’s first gas-powered bus ran up Rugby Road to Preston Avenue. Development in the Rugby area became more attractive. After that, things get complicated. In 1926, Paul Goodloe McIntire deeded land to Charlottesville for parks. According to city records, McIntire’s intention was that Washington Park (later renamed Booker T. Washington Park) would be reserved for African Americans, while McIntire Park would be reserved for whites. That legacy of segregation and discrimination continued to play out in
Charlottesville and the Rugby area with the establishment of the Jackson P. Burley High School on Rose Hill Drive as a segregated school for African American students. It opened in 1951, serving city and county students and closed after graduating its last class in 1967. During segregation, Burley High School was the focal point of Charlottesville’s African American culture and community. It reopened as Jackson P. Burley Middle School in 1974 serving all students, and in 2020 was listed on the National Register of Historic Places. “While that period of history can’t be undone, a group of passionate volunteers is trying to right some past injustices,” says Guthrie. The Burley Restoration Project is taking place in the heart of Rugby. The most visible results will be a restored and modernized athletic field for Burley Middle School and the larger community. There will be baseball, at night under the lights, a new playing surface, and stadium seating. Buildings will be
painted and upgraded, and a “Walk of Fame” honoring every student, teacher, and administrator who attended Jackson P. Burley High School will be etched in a brick walkway from the school to Booker T. Washington Park. Less visible, but perhaps more important, is Charlottesville City, Albemarle County, and UVA working together on a project to “address historic and enduring issues of racial injustice and inequity” in our community. For the kids in Rugby who attend Burley Middle School or play in Booker T. Washington Park (along with their parents and other adults), it’s a chance to learn from that history.
Finding a Rugby Home So, with all Rugby has to offer, what’s available on the market? Precious little. A recent search of the Charlottesville Area Association of REALTORS® Multiple Listing Service showed just two homes in the Rugby area, both under contract. Having grown up in the Rugby area, REALTOR® Jane Fogleman, with Howard Hanna/Roy Wheeler Realty Co., understands buyers’ frustrations with trying to get into this appealing neighborhood. She recently had a listing in Rugby that sold almost immediately with multiple offers. “Like most homes in Rugby, the house was solidly constructed, well cared for, and in really good shape. We had it professionally staged and it went under contract the same weekend we listed it.” While nearly all the homes are single-family and 69 percent are owneroccupied, the area offers a wide range of housing styles. Certainly, Rugby has more than its share of manors, estates, and ornate historic homes. Find many of these in the Barracks Road area where mostly high-end expansive homes were built in the 1930s on equally expansive lots. Classic brick colonials line Rugby Road and reach into the side streets. Just a few blocks away, Greenleaf offers postWorld War II bungalows on small lots. “This is not a cookie-cutter neighborhood,” says Guthrie. “Modest cape cods, large estate homes, colonials, 1950s and 60s ramblers; you can find them all in
Rugby.” This architectural variety comes with a wide range of home prices. Buyers may still find a home under $500,000 in Greenleaf, Southern Pines, or Rose Hill. Elsewhere in the Rugby region, prices escalate quickly with many surpassing the million-dollar mark. Schultz listed a newly renovated home with three bedrooms on 0.13 acres and is “getting tons of activity and interest. With comps in the $700-$800,000 range, we priced it in the low $600s and expect it to go quickly. You can go two blocks over and houses are well over a million dollars.” Locals are acutely aware of what many perceive as a threat to their beautiful, established neighborhood. Charlottesville recently approved a new Future Land Use Map with potential impacts in the Rugby area, as well as other neighborhoods throughout the city. The approval allows increased density beyond what currently exists. “I advise buyers to check it out and make sure they are cognizant of the potential downsides,” says Fogleman. “This is something buyers need to understand before they rush into a purchase.” Guthrie agrees. “There is still going to be some tweaking of the map and any changes that owners want to make to their properties will go through a process with public input. Homeowners don’t want to be grilling in their backyard and have a new four-story building overshadowing them. And that’s understandable. We are still early in the process, but buyers need to be aware this new map exists.” As the future of Rugby continues to be drawn with a new land use map, wisdom suggests applying lessons from Rugby’s rich past that make it the attractive community it is today. That includes lots of trees, narrow winding streets, almost everything you need within an easy bike ride or 20-minute walk, beautiful gardens, and striking homes.
