By Bill Marable - CSENews Leon McNeal has been a member of the Humboldt City School System’s Board of Education for three terms. “When I was elected to the board, we only had two African American members and that was Thomas ‘Red’ Porter and myself,” said McNeal who also serves as a Humboldt City Alderman. “I ran for the school board because when I kept seeing our young Black men being in trouble, going to jail and being out of school, that bothered me,” said McNeal when asked why he decided to seek a position on the board. McNeal said he’d gotten fed up with seeing kids who should be in school, walking around, doing things counterproductive to getting a good education. “Kids going to jail. The police picking them up and everything like that; that drove me to want to get involved with the school system,” said McNeal, himself a 1981 graduate of Humboldt High. School Board member Valeria ‘Val’ Wedley is also a product of Humboldt City Schools. “I am a proud Honors Graduate of Humboldt High School. Although I don’t have children in theÊHumboldt City School System, I put three Honor Students through HHS. Two of the three were ranked in the top five of their graduating class. All three were athletes. One graduated from West Point Military Academy in New York, one graduated from the University of Tennessee at Knoxville and the youngest graduated from The 7

There has been a sharp rise in the number of deer testing positive for chronic wasting disease since last year. TWRA has reported that seven more have tested positive during the month of August. It is a neurological disease that is 100% deadly. Most of the deer processors that I have spoken with report the number of harvested deer being down from normal. However, TWRA feels that the best way to contain it is for hunters to harvest more deer. Hunters are encouraged to always have your deer tested but do not stop hunting because diseased deer only make up a small percentage of the herd. Bow season is already underway and gun season is right around the corner. It is a goodÊ time to start sighting in the deer rifles and getting into the hunting spirit. Nothing has changed about deer hunting except having the deer tested in order to be safe and help TWRA keep accurate records.

Jackson Police responded to a report of shots fired on the parking lot of Walmart located atÊ2196 Emporium StreetÊat approximately 10:02 pm on September 20, 2019.Ê Upon arrival, officers located a juvenile in his late teens with a non-life threatening gunshot wound to his leg.Ê The juvenile victim wasÊfrom a neighboring county and was uncooperative with investigators about the incident. Witness accounts of the events indicate thatÊit was not a random attack but was targeted towards the juvenile and the vehicle that was associated with him.Ê Investigators are continuing to review video surveillance and interview potential witnesses.Ê The juvenile was treated and released from a local hospital.Ê Anyone with information related to this incident should contact the Jackson Police Department atÊ731-425-8400.

FAMILY MOURNS AFTER ELITE BAR & GRILL SHOOTING September 23, 2019ÊÊBrittany Kyles - wbbj-tv7.com JACKSON, Tenn.–Sadness and heartbreak filled Fite Lane as family members mourn the loss of Marcus Maxwell. At just 23 years old, Maxwell was killed during a shooting at Elite Bar and Grill in north Jackson early Saturday morning. “He’s not gone, he’ll always be here with me, always. But God knows what he’s doing, he’s never failed us, we just don’t understand. I just don’t understand why he took my baby,” Maxwell’s grandmother Caroline Skelter said. 25-year-old Cornelius Roberson was also killed in the shooting. Police say a woman was taken to the hospital with injuries which could have been life-threatening as well. “There were over 300 people in the night club, and we have yet to have a witness come forward and cooperate with the police,” Jackson Police Chief Julian Wiser said. Investigators say a fire that started the next day at Elite Bar and Grill was intentionally set. For now, families and friends of Maxwell are praying. Maxwell leaves behind a 2-year-old daughter. The night of the shooting, Jackson police recovered multiple weapons, along with evidence of gambling, narcotics, and gang activity at Elite Bar and Grill. Police say the investigation also revealed evidence of illegal liquor sales. MEDICAL ASSISTANT INDICTED ON 18 COUNTS IN PRESCRIPTION DRUG INVESTIGATION PARSONS – An investigation by Special Agents with the Tennessee Bureau of Investigation has led to the indictment of a Parsons woman on 18 counts of fraudulently obtaining prescription drugs and identity theft. In March, TBI Agents joined investigators with the Bureau of Tenncare – Office of Inspector General in investigating allegations that Paula Hutcherson (DOB: 3/12/69) was obtaining controlled substances by fraud.Ê Information obtained during the investigation revealed that between September of 2017 and January of 2019, while working as a medical assistant in Decatur County, Hutcherson used her position to fraudulently obtain prescription medications. This week, the Decatur County Grand Jury returned indictments charging Hutcherson with 18 counts – 13 counts of Prescription Drug Paula Hutcherson Fraud and five counts of Identity Theft.Ê On Thursday, Hutcherson was booked into the Decatur County Jail on $20,000 bond.

The 28th was working hard today in Brownsville in Riverbrook Apartments where a search warrant was served after an investigation into the sales of cocaine.Ê Agents seized cocaine, scales and a loaded handgun from a multi convicted felon, which included convictions for attempted murder and cocaine sales. The subject is currently out on probation for the sale of cocaine.Ê Also seized was a device made to mimic the male anatomy that is commonly used to fake drug screens for probationers.Ê One person is in the custody of Sheriff Garrett at Haywood County Sheriff’s Office awaiting arraignment.

JACKSON, Tenn. — A recall petition for District 4 school board representative Doris Black met the required signatures on Tuesday morning. “When we add the 250 to the 969 that we previously found, we have 1,219, which I think is 68 in excess of what was required,” Madison County Administrator of Elections Kim Buckley said. The Madison County Election Commission certified the results in their recent meeting. Black was at the meeting when the commission determined there would be a recall election. Black spoke with reporters after the meeting. She says the recall effort against Doris Black her is a personal vendetta by a former school board member. “David Clifft, he held my position for over 20 years. I believe that it is his plot to undo my election, so that he might be able to run again,” Black said. “There’s been many, many parents involved in this. There’s been a lot of people involved in it. It’s not David Clifft’s secret mission to get her or to get anyone else,” said Sherry Franks, a resident of Madison County who helped with the recall effort. Now that the signatures have been verified, the next step is a special election, which will determine if Black keeps her position. That special election is scheduled for December 10. “My hope is that my voters see this recall election for what it really is — a personal vendetta,” Black said. “We’re going to do a lot of things to get it out so that people are aware when the date is and when to get out there and vote,” Franks said. JSCC DIRECTOR SHARES JOURNEY OF STRUGGLES AND HOPE IN NEW BOOK

Jackson, Tenn. - In Monica Ray’s darkest moments, she watched her mother and newborn daughter fight for their lives in separate hospitals at the same time. Her mother did not survive. Her daughter survived but has faced chronic illness most of her life. After 23 years of watching her daughter struggle and dealing with her own feelings of inadequacy, helplessness and guilt, Ray, Jackson State’s Director of Nursing Program Admissions, has honed her message. “Embrace or splash in the life you’ve been given and do your very best to find purpose in it,” she said. “We all have tremendous struggles. We all have tremendous challenges. But through God’s providence, Monica Ray He is going to give you what you need to get through it, one day at a time.” She details her message of growth and hope in her new book, “Learning to Splash, Conquering the Life You Have Been Given,” which chronicles her life’s journey and the lessons she’s learned in battling personal turmoil. She will celebrate the book’s launch from noon to 3 p.m. on Sept. 21 at Vance Fellowship Hall, 1461 East Chester St. During the event, she will read from the book and sign copies for readers. Ray’s journey at Jackson State began 34 years ago, before her life changed so dramatically. She started as an admissions recruiter. She later served as Admissions Director for nearly 10 years, and she has been Director of Nursing Program Admissions for 10 years. Her husband of 36 years, Lee, has supported her as she’s managed a career and the needs of their daughter, who has grown from an infant in neonatal intensive care to a vibrant young woman. She’s also had support from the school, which she said is a remarkable environment where she feels like she is part of a family. “It’s turned out to be a really good fit for me,” said Ray, who has a bachelor’s degree from Murray State and a master’s degree from the University of Memphis. Her career has been spent helping students gain access and getting students off to the right start. She’s worked with students from 17 years old to 60 as the college has developed programs to serve people from all walks of life. “We are even more in tune with what’s needed in the West Tennessee area,” she said. “It’s a very unique and wonderful niche we are working to fill.” As the Nursing Program has progressed, Ray said students are learning that they need to be prepared. “It’s very doable, but I tell them that they are going to have to work extremely hard. From a personal perspective, I call nurses ‘my angels on earth’ whose expertise and compassionate care changed my family’s life.”Ê Her message of hope is uniquely poignant for a community college, where students are beginning their professional lives, entering second careers, or coming back to school for additional education to advance. And many are doing it while supporting a family at home. “All around us we have ordinary people doing extraordinary things, and I think we need to celebrate that more,” she said. “We think our lives are small, but they’re really huge and illuminating.” And if you’re feeling overwhelmed? “You are not alone,” she said. “There is always hope and help.” The book is available at Amazon.com as well as at thebestyou.site where you can learn more about Ray’s journey.

Now in her second year on the board, Wedley said she was asked by members of the community to seek a seat on the board. “I was approached by the community and asked to join the HCS Board of Education,” she added. “It sparked my interest and I felt that I would benefit the children of Humboldt. After much thought, I decided to run.” Both Wedley and McNeal have found themselves in the midst of turmoil, surrounding the Board’s decision not to extend the contract of Superintendent of Schools, Dr. Versie Hamlett. A video of the contentious September 12th board meeting was posted on FaceBook and viewed by hundreds. Dr. Hamlett had sought to receive a 3-year extension, keeping the same salary and benefits. However, a 3-2 majority vote against the measure prompted the superintendent to withdraw her recommendation. Board chairman, Terry Johnson was joined by Wedley and McNeal in voting down Dr. Hamlett’s request. Board members Wayne McLemore and Mark Hodge voted to extend the superintendent’s contract. An estimated crowd of some one hundred citizens packed the Humboldt Dr. Versie Hamlett Jr./Sr. High School Library and witnessed what accrued during the discussion and after the vote was cast. Even though the majority of the body voted against the contract extension, Hodge challenged “parliamentary procedure” during the process and McLemore became visibly angered - so much so that he pointed a finger near Wedley’s face while admonishing her for her vote, before storming out of the proceedings. “My current rating of our superintendent must be based on our performance ranking in the state,”said Wedley. “I say this because if something good happens in HCS, the superintendent takes the credit. Considering that fact I rank our superintendent 139th of 140 which is equivalent to .7% or 0.007. This is one of the reasons I chose not to renew the superintendent contract,” said Wedley when asked about her decision. “We have consistently dropped in ranking under the current superintendent.” McNeal says he supported Dr. Hamlett through two terms as superintendent but struggled with giving her his support for a new extension. “We are failing. We’ve been failing for the last five years. When I looked at all of the facts that are involved, that’s what made my mind up that I could not support this contract for another three years,” said McNeal. “As board members we understand that we are not teachers,” added Wedley. “We also understand that we do not choose curriculums, nor do we know what the best curriculum may be. The outcome of our scores lets me know that we have issues implementing the curriculum, capturing the attention and enhancing skills necessary to meet the State of Tennessee requirements.” Teacher and substitute teacher pay and the administrative salary budget are other areas Wedley and McNeal say need to be addressed. “We have over $2 million of a $12 million budget that is tied up in administrative salaries, said McNeal. “The school system has too many employees in administration for a system with 1,100 students.” CONT’D ON PAGE 11

Wedley added, “I have not compared the teacher’s salary and the administration salaries, but when using the highest twenty administration salaries I calculate approximately $2,000,000 in salaries and benefits between them. Mr. McNeal brought this up when addressing the board. After hearing it I investigated it myself.” McNeal and Wedlay say those are just a handful of the problems the system is up against. Hodge sees things differently. “There is so much good that is going on. There is also so much that we are trying to fix and we need to sit at this table and start fixing that,” said Hodge at the meeting. Hodge also spoke about all kids in the system and dealing with those students who are continually a behavioral issue. “If we could get just as many parents involved as we do professionals in here today, it would instantly turn around,” Hodge added. “Until we get parental involvement helping with these kids, the kids have to take their part and the parents have to take responsibility.” With Dr. Hamlett’s current contract set to expire in July, members of the board soon will have to set their sights on finding her replacement. Some in the community seem to think that was the agenda of board members McNeal, Johnson and Wedley all along. “People seem to think that we collaborated on our vote,” said Wedley. “This is the biggest untruth out there. The truth is I had no idea how Mr. McNeal was going to vote until he voiced his vote. I had an idea how Mr. Johnson, Mr. McLemore or Mr. Hodge were going to vote.” Wedley did, however admit that she has an agenda. “I must agree that I and the two other African American board members have an agenda and I would hope that it is shared amongst all board members,” said Wedley. “Our agenda is to have every child improve and excel. We have an agenda to seek and find help for our children. We cannot walk through a brick wall, but we can construct a door.” When asked if he thinks the board will be able to work together going forward, McNeal said, “We can agree to disagree, but at the end of the day, I think that every member on that board got the best interest of our kids at heart.” McNeal says, “white or black, male or female, I don’t believe that there is anyone sitting on that board that does not have the best interest of the children at heart. I believe we all care about the children.

CROCKETT COUNTY SHERIFF’S DEPUTY ARRESTED BY FBI TERI JELKS CROCKETT CO., Tenn. —ÊA federal investigation lands a local sheriff’s deputy behind bars. For the past few months the FBI, TBI, and the Crockett County Sheriff’s Department joined forces to investigate Crockett County Sheriff’s Deputy Matthew Berry. “He was taken into custody (Wednesday) and is still in federal custody at this time,” said Crockett County Sheriff Troy Klyce. According to a complaint filed in U.S. District Court for the Western District of Tennessee, Berry is accused of possession of child pornography. Court documents say Berry, of Bells, was arrested after agents with the FBI searched his home Wednesday.Also in the complaint filed in U.S. District Court, Berry allegedly told agents serving a warrant at his home that he “had been viewing child pornography” when he was home alone, and would later delete those images. “It’s a difficult time for us,” said Klyce. “We’ve been involved in arresting our own before, but it’s unfortunate.” Sheriff Klyce says Berry has been a patrol deputy with the sheriff’s department for the past two years. “I don’t know how well you think you know people… just sometimes you don’t,” said Sheriff Klyce. Sheriff Klyce says he can’t recall any formal complaints on deputy Berry, but says during this investigation Berry is suspended without pay. BY
