SCHOOL RESOURCE OFFICER NEEDS ADDITIONAL TRAINING FOLLOWING INCIDENT By Malorie Paine - CSE News A Madison County Sheriff’s office report found that a School Resource Officer at Noah Parkway Middle School requires additional training in the proper use of an Electronic Control Device, ECD. Bernice Askew, mother of NPMS eighth grade student Jashoun Askew, filed a complaint against Deputy Jones for what she believed to be excessive force used against her son during an incident on April 12. The Sheriff’s office issued a decision this month that Jones did not use excessive force, but would require remedial training in appropriate ECD use. Bernice Askew said she’s not pleased with the findings and believes the situation occurred because of Jones’ actions in dealing with her son. Jashoun Askew has had an Individualized Education Plan, IEP, in place with the school system since he was in first grade. His IEP allows him to have a personal assistant who travels with him throughout his school day to ensure that he remains calm and that situations do not become out of hand, his mother said. She said her son suffers from Oppositional Defiant Disorder, Bipolar Disorder and Attention Deficit Disorder, which can at times cause him to misbehave. She says her son had not done anything wrong, but the school was taking preventative measures. “The principal told me that his fourth period teacher does not have good classroom management,” Bernice Askew said. Bernice Askew “The fourth period that day was very overwhelming, so they wanted to remove him for the class period to prevent a situation from occurring.” Bernice Askew said school officials had asked her son to leave the class and go to the office, but he refused to do so. “His head was down when they entered the classroom, they asked him to go to the office, but he told them that he hadn’t done anything wrong that day and he wasn’t going to the office,” she said. She was unsure at what point the SRO was brought into the situation, but says his actions were inappropriate. “He pulled the chair out from under Jashoun causing him to fall in the floor,” Bernice Askew said.Ê “That’s when Jashoun became escalated. He got up yelling at the officer.” At this point, Jashoun was taken into the office, sprayed with mace and then handcuffed. According to a letter sent to Bernice Askew by Madison County Sheriff Chief Deputy Steve Overton, Jones still felt threatened by the handcuffed teen and held the ECD to his head, but did not activate it. “This alone does not constitute Excessive Force,” the letter states. “However, this method of deployment is not consistent with our departmental training in the use of the ECD.” Bernice Askew said she did not believe all the steps in her son’s IEP were followed, but Tiffany Taylor, NPMS principal, said the IEP was followed. Taylor declined to make further comment regarding the incident. MCSO stated in the letter that no further action would be taken other than providing Jones with remedial ECD training.

MAN CHARGED WITH MURDER IN MARTIN SHOOTING May 17, 2019ÊÊWBBJ 7 Eyewitness News Staff MARTIN, Tenn. — A man has been arrested and charged with murder in a recent shooting in Martin. Raschad Windham, 20, (right) of Martin is charged with first-degree murder in a May 11 shooting that took the life of Luke Greene, also of Martin, according to a news release from the Martin Police Department. Windham is also charged with especially aggravated robbery. Police say the incident is still under investigation and other charges and arrests may be forthcoming. Windham is being held at the Weakley County Detention Center awaiting arraignment.

Victim’s clue led to accused Cordova killer’s capture MAY 21, 2019, BYÊWREG.com STAFF,Ê MEMPHIS, Tenn. — Murder suspect Bryant Ward is now in custody at Shelby County Jail, six days after police say he shot and killed a man in Cordova. Bryan Hervey was killed almost a week ago, butÊhis last Murder suspect Bryant Ward actÊwas a heroic one — police found a slip of paper in his hand with a license plate number on it, an essential piece of evidence that helped them find his alleged killer. The story is sadly clear now: Police say Ward shot into Hervey’s car multiple times and then chased him down outside a neighbors front door, killing him with more gunfire. “You don’t expect that in a neighborhood where you live,” neighbor Bobbie Jackson said. “So what was going through my mind that morning was pure frantic fear.” People in this area in Cordova, while heartbroken, are determined to come together. They consider themselves a tight-knit group. “I think there’s some great things here and some unique things about a small town,” Jackson said. “The neighbors, people in general, just have to learn how to have that sense of community and caring.” Ward’s criminal record shows he had three prior arrests, including one for aggravated assault and another for unlawful possession of a weapon. He’s now facing a long stretch behind bars. “You don’t stand in judgement but you certainly want to get criminals off the street,” Jackson said. Ward was originally arrested in Olive Branch but is now at Shelby County Jail facing one charge of firstdegree murder. It is still unclear whether his sister, the driver of the car that night, will face any charges.

Dannie was a talented, hardworking carpenter having owned and operated his own painting and home repair business for 30 years. Dannie was also employed with the Embassy Suites Hotel in downtown Indianapolis, IN for several years. During his tenure there, he forged many friendships and acknowledgments for his outstanding work and dedication. National Sorority of Phi Delta Kappa, Inc. Gamma Psi Chapter observed its’ annual Founders’ Day at Sandhill Baptist Church, Rev. Ivey Chism, Pastor.Ê The sorority was founded by 8 young educators in May 1923. Jones provides Answers to Out-Sourcing Questions MERRIWEATHER: When we voted to approve the budget, this vote included Out-Sourcing one of our schools. I would like to discuss this matter, since we are in essence turning this building over to an outside source as we did with Custodians and Grounds Keeping. The Board Members have not been informed of any of the details regarding the Out-Sourcing for instance; the future employment status of district employees currently assigned to the Parkview Learning Center, Best Academy or Day Treatment.Ê JONES: Ombudsman Educational Services will only provide services for the Parkview Learning CenterÊ(Alternative Program).The Best Academy and Day Treatment Program will remain under JMCSS. Ombudsman Educational Services provide alternative education programs with high quality academic components, behavioral support and post-secondary/college and career planning. Additionally, Ombudsman Educational Services will employ a designated job coach to monitor and document additional hours of work or volunteer hours. The job coach will work both independently and in conjunction with the district to identify employment, volunteer and internship opportunities for the students that are enrolled. Ombudsman also offers a partnership with ChanceLight Behavioral Health, Therapy & Education.ÊChanceLight is the nation’s leading provider of behavioral health, therapy and education solutions for children and young adults. Ombudsman currently partners with more than 100 school districts providing educational services for at-risk students.Ê MERRIWEATHER: Will only the PLC (Alternative School) and its staff be effected?Ê JONES: Teachers and staff at PLC (Alternative School) will be assigned throughout Ombudsman Educational Services Reviews the district. JONES: Due to the specialized services needed by students in an alternative learning environment, the decision to utilize an outside resource only applies to the alternative school. Tennessee House Speaker Glen Casada to resign in upcoming weeks MAY 21, 2019, BYÊERYN TAYLORANDÊAP,Êwreg.com NASHVILLE, Ten. — House Speaker Glen Casada (right) has announced he will be stepping down from his position in the Tennessee legislature.

“When I return to town on June 3, I will meet with Caucus leadership to determine the best date for me to resign as Speaker so that I can help facilitate a smooth transition,” Casada said in a released statement to media outlets on Tuesday. The news comes less than 24 hours after his fellow lawmakers entered a vote of “no confidence” in his ability to lead over a series of scandals. Even after the 45-24 secret ballot vote on Monday, the embattled Republican still said he wouldn’t resign from his position. “I’m disappointed in the results… .,” Casada said in a statement after the caucus vote, unprecedented in the modern era of Tennessee politics. “However, I will work the next few months to regain the confidence of my colleagues so we can continue to build on the historic conservative accomplishments of this legislative session.” That stance appears to have chance after Tennessee Governor Bill Lee warned several hours later on Twitter that he would take action and call a special session if the lawmakers refused to step aside. On Tuesday, Gov. Lee released a statement on Twitter saying Casada “made the right decision. “I look forward to working with the legislature to get back to conducting the people’s business and focusing on the issues that matter most to our state,” he added. Casada has been dogged by calls to resign since it was revealed he exchanged text messages containing sexually explicit language about women with his former Chief of Staff Cade Cothren several years ago. The scandal also includes reports of possible evidence tampering with a young black activist’s criminal case, Cothren admitting to using cocaine in his legislative office years before becoming Casada’s top aide and accusations of Casada spying on legislative members, among other matters. Cothren ultimately resigned soon after the release of years-old racist texts and the sexually explicit messages. Casada took office in January. He received 47 secret ballot votes out of 73 Republicans in the 99-member chamber to become speaker-elect in November. Then the majority leader, he defeated Reps. Curtis Johnson of Clarksville and David Hawk of Greeneville.

Thomas continued his education and recently retired with the Tennessee Department of Safety and Homeland Security as a State Trooper.Ê He then joined the Madison County Sheriff’s Office and is interested in serving as a school resource officer. “Thomas has always had a positive outlook on life, enjoys helping others and is the most dependable person I know. Meeting with PTO sparks introduction of new policy By Malorie Paine - CSE News

Doris Black and Kevin Alexander, two Jackson-Madison County School Board members, are the latest to come under attack by Representative Chris Todd, R-Jackson. Todd allegedly met with Parent Teacher Organization members of Pope Elementary School to discuss ousting Black and Alexander from the school board. Black said this meeting was unfortunate and unfair. Neither Black nor Alexander were present for the meeting, but both said they had been made aware of the meeting and some topics discussed.Ê Black said the meeting was directly related to Todd’s bill earlier this year to recall school board members through a petition process. Black said she doesn’t often say much on the board, but when she does it’s because “it needs to be said.” Alexander said he wants to see the board work together more cohesively and that the introduced legislation is divisive.Ê “The unattended consequences of this bill could cause some major damage to the school board moving forward in a positive manner,” Alexander said. “There has been a wedge driven between the board, and if we don’t fix it, we’re headed for destruction. I don’t want the public to lose faith in this board.” Morris Merriweather, the school board member initially targeted with Todd’s bill, said Black is under fire because the legislators did the math and realized that he would be a hard person to have voters turn against. Merriweather said he represents a district comprised of predominantly minority voters while Black’s district is predominantly white.Ê The minority voters support his plan and have no issues with him, Merriweather said. “I’m assuming they thought the best chance would be to go after Dorris Black,” Merriweather said.Ê Black votes with conviction and has the best interest of the entire district in mind when voting.Ê This has lead to issues for Black, she said. “If you do not agree with certain sectors of the community, you are vilified,” Black said. Merriweather said he will introduce a policy that will prevent politicians from attending meetingsÊand discussing ousting board members.Ê “If you want a school board member our, vote them out at the proper time,” Merriweather said.Ê “It will apply to me as much as it will apply to any representatives. I could walk in to a board meeting and tell the PTO to oust another board member currently, and that’s not right.” The next board meeting regarding policies will be held May 28 at 3 p.m.

PRUITT COMMANDS 2019 VISITING WRITERS SERIES By Bill Marable - CSE News Ekphrastic Poems, Anaphora and Artreprenureship were the topics of discussion at the 2019 Visiting Writer’s Series hosted by The Griot Collective of West Tennessee last Saturday in downtown Jackson. The workshop was led by Nashville poet, Stephanie Pruitt at the ComeUnity Cafe located at 218 E. Main St.Ê More than a dozen members attended the writer’s workshop from 10 a.m. until noon. An ekphrastic poem is a vivid description of a scene or more commonly, a work of art. Pruitt passed around two photographs for members to view and then construct a sentence or two describing the scene from one of several perspectives. “With this particular type of poem, you can write from a number of voices,” said Pruitt. “You can speak as the subject, the artist, the viewer, or even in the voice of the material used to make the artwork or as the place or enviorment where the art is displayed.” Pruitt also give a reading of her poetry from her book “Unblanking The Page”. Both events were free and open to the public. The Visiting Writers’ Series is made possible with support from the Jackson Madison County Friends of the Library. Ê Pruitt is the recipient of an Academy of American Poets Prize and Essence Magazine named her one of their “40 Favorite Poets.” Stephanie serves as a Commissioner for Metro Arts and on the board of directors for the Arts & Business Council. The Griot Collective of West Tennessee is a poetry workshop that meets monthly from September through May, sponsors a poetry contest for school children, open mics and a Visiting Writers Series. Madison Co. commissioners deny sheriff’s request, AGAIN!! May 20, 2019ÊÊJulia Ewoldt JACKSON, Tenn. — It was one of the last items on the agenda at Monday’s County Commission meeting — a request for $29,600 for Madison County Sheriff’s Office retirees. “An employee has accumulated vacation time, holiday time and comp time that they’ve accumulated over the years,” Commissioner Harold Petty said. That’s when things became contentious. “They need to set it up and have that fund set aside for the retirees who are going to retire, because we have no idea when they’re going to retire,” Sheriff John Mehr said. “They’ve been coming back every month asking for that, and from a budgeting process, it’s difficult,” Commissioner Doug Stephenson said. “In my opinion, these people who are on the budget committee who are against these issues need to be at the finance committee meeting and voice those opinions there,” Petty said. After that request was denied, Stephenson pulled up specific account expenditures and asked what they were for. “We’ve been having such difficulty with the overtime and things like that, just trying to make sure we’ve got things clarified,” Stephenson said. Plus, the sheriff just asked for $25 million in next year’s budget. “I feel like we can do $22 million without a tax increase. We don’t have any aspirations to have a tax increase, to do that without some type of justification,” Stephenson said. “That’s something they have to do. That’s not my decision. I’m not a commissioner,” Sheriff Mehr said. “IÊknow what I’ll have to do if I don’t get my budget, and I’ll do whatever it takes.” “What will you have to do?” WBBJ 7 Eyewitness News reporter Julia Ewoldt asked the sheriff. “I’m not going there,” the sheriff said. The ethics committee also pushed a censure for school board member Morris Merriweather to the resolution committee. They also hired Karen Bell as the new finance director.
