One of the dangers of the Great Outdoors of West Tennessee is the effects of flooding. First , flood waters trickle down from Northern rivers and travel through West Tennessee in route to the Mississippi River as well as rain in our areaÊcausing problems along the path. Many people are displaced while loosing everythingÊ that they own including the lives of some people ,pets and livestock. Some people live in areas where the water is to shallowÊfor boat rescue and to deep to drive for cars leaving them stranded.Ê Not only does it affect lifestyles but it harms the game animals natural habitat which decreases the ability for small game to breed and survive such flooding. Many game animals such as quails, turkeys and others lay eggs on the ground only to be washed away by flooding. Rabbits and racoons have their young on the ground and face the same fate during flooding. Flooding is a natural process that man has absolutely no control over but isÊa part of the order of nature. With West Tennessee being flat land we have grown to understand that floods are going to occur and we have to ride them out with hopes of coming out safe on the other side. The good news is that after the flood resides the Great Outdoors of West Tennessee is still the best place to be.

INMATE DIES IN TENNESSEE JAIL, INVESTIGATION UNDERWAY March 25, 2019ÊÊBrianna Clark OBION COUNTY, TN —ÊA death investigation is underway at a local jail. In a Facebook post, the Obion County, Tennessee Sheriff’s Office says 37-year-old Sterling Lapree Higgins of Union City was taken into custody around 1:44 a.m. Monday and died about an hour later. The Facebook post says while in the Obion County Law Enforcement Complex, Higgins was subdued after assaulting jail staff. An ambulance took Higgins to a local hospital where he was pronounced dead. The post goes on to say that neither Higgins nor the officers involved had any visible injuries. Higgins’ uncle, Marcus Bonds, tells Local 6 that the sheriff’s office told him Higgins was in handcuffs but was acting combative so an officer laid on top of him. Bonds says he was told Higgins stopped breathing while the officer was still on top of him. WPSD has made calls to the Obion County Sheriff’s Office for more details on how the officer “subdued” Higgins. We are still waiting for the investigator to call us back. Bonds says Higgins was a well-liked person in the community and it wasn’t like him to resist or fight with law enforcement. An autopsy has been scheduled. The sheriff’s office says its currently interviewing witnesses. The District Attorney’s Office and Tennessee Bureau of Investigation are helping with the death investigation.
FIVE ARRESTED ON NUMEROUS CHARGES IN HARDEMAN COUNTY HOMICIDE MIDDLETON – In a joint investigation with the Hardeman County Sheriff’s Department, Special Agents from the Tennessee Bureau of Investigation have arrested five individuals on multiple charges in relation to a homicide in Middleton. At the request of 25th District Attorney General Mark Davidson, on March 22nd, TBI Agents joined Hardeman County deputies in investigating the death of Deon Edward Turner (DOB: 02/18/1988) and the serious injury of a female at a home in the 700 block of Britts Chapel Lane in Middleton.Ê During the course of the investigation, Agents developed information that identified Kaci Bercham, Terry Martindale, Michael Mayfield, Betty Sparks and Steven Sparks as the individuals responsible for the crime.Ê On Monday, law enforcement officers charged Bercham (DOB: 08/25/1999), Martindale (DOB: 12/29/1998), Mayfield (DOB: 10/12/1999), B. Sparks (DOB: 10/ 05/1973), and S. Sparks (DOB: 12/04/1995) with one count each of First Degree Murder, Possession of a Firearm during the Commission of a Felony, Aggravated Assault, Especially Aggravated Burglary, Especially Aggravated Robbery, Attempted Criminal Homicide, Criminal Homicide, and Attempted First Degree Murder.Ê All five are currently in the Hardeman County Jail.Ê No bonds have been set.
2 FACE FELONY METH CHARGES AFTER SEARCH OF JACKSON APARTMENT March 22, 2019ÊÊWBBJ 7 Eyewitness News Staff JACKSON, Tenn. — Two men face multiple charges after investigators reportedly found a felony amount of methamphetamine during a search of a Jackson apartment. Jerry Mallard and Jonathan Robertson were both inside the apartment in the 200 block of Campbell Street during the search, which took place around 10:30 p.m. last Thursday, according to a news release from Jackson-Madison County Metro Narcotics. Officers reported finding a felony amount of methamphetamine, a shotgun, and drug paraphernalia including syringes, pipes and spoons containing narcotic residue. Mallard and Robertson have both previously been convicted of felonies and are prohibited from possessing guns, the release says. Both men are charged with felony possession of methamphetamine, possession of a firearm in the commission of a dangerous felony, convicted felon in possession of a firearm, and possession of drug paraphernalia, according to the release.

Mar 26, 2019 TULSA, Okla.Ê- The manager of a Tulsa, Oklahoma, Arby’s has beenÊarrested in connection to a deadly shooting. Deionna Young, 25, wasÊarrested on a charge of first-degree murderÊfor the death of 25-year-old Desean Tallent. KRMG.com reportedÊthat detectives said they learned Tallent had been involved in an altercation at the Arby’s restaurant about an hour prior to the crash. Police say Tallent allegedly threatened Young and spit on her. Police say Tallent returned to the Arby’s about an hour later and Young got in her car and followed him,Êaccording to KOKI. Detectives say Young fired her gun at Tallent’s SUV one time and returned to work. Tallent was hit by the bullet and crashed into an entrance of a Walmart Neighborhood Market. Tulsa policeÊresponded to the car crashÊaround 8 p.m. Saturday where they found Tallent had been shot. He was taken to the hospital and died shortly after.

Young Artist has Work on Display Yvonne DuPree is one of 13 featured artist in the Chromatic’s 2nd Floor Gallery. The opening reception was March 21 in Nashville,TN. Yvonne had 2 prints of “Sunflower” purchased on opening night. One of the prints will be on display at the Garden Brunch Cafe; a popular dining establishment that features various artist. The Gallery exhibit will run through July 11, 2019. Yvonne is the eight year old daughter of Shauna DuPree of Jackson and a third grader at Arlington Elementary.

Ain’t No “Sunshine” If He’s Gone ÊÊ Last week, Morris Merriweather received a phone call from Michael Steele, informing the Madison County School Board Member that he had been summoned to appear before the Madison County Ethics Committee. ÊÊ Merriweather says he thought the call to be a joke until last Friday. ÊÊ Apparently news jocks on 101.5 FM radio station, along with Union University news director Steve Beverly, broke the news that the Madison County Ethics Complaint Board is expected to meet this week to investigate seven formal complaints against Merriweather.Ê And, according to the report, two of the complaints are from Madison County Commissioners. ÊÊ Like Merriweather, my first reaction was “they must be joking.” ÊÊ Ethics complaints brought against a school board member by the Madison County Commission. ÊNow that’s a classic case of the pot calling the kettle black. ÊÊ No one brought ethics charges against anyone on the Madison County Commission when they flat out lied about being ordered by the state to elevate overcrowding at the Madison County Criminal Justice Complex by constructing a $30 million to $60 million extension to the jail. ÊÊ The problem is Morris Merriweather, upon his election to the School Board, discovered the power of committee.Ê For the life of me, I cannot see how -given his educational track record of battling for the the least of them- Morris Merriweather was appointed chairman of the Long Range Planning Committee. ÊÊ Remember back in the day when we had afros and if your mother had to comb it for you, she’d usually pick the smallest comb in the drawer, grab you by the forehead and proceed to rake through that afro starting at the nape of your neck. ÊÊ Yes!Ê It hurt like hell and she may have broken a few combs in the process.Ê But when she finished, that afro was tight and out of sight! ÊÊ Did they not know or suspect that Merriweather would employ that technique on every piece of paperwork that crossed his desk? ÊÊ Ethics? ÊÊ Ethics went out the window when a 5 -4 committee vote (the majority being 5) was viewed as a evil ploy by rogue school board members who neither understood the gravity of their decision or the financial burden that decision would bring upon those in the shadows with something to lose. ÊÊ “Let the superintendent do his job” cried Madison County Commissioners. Ê Ê“Merriweather is just trying to forward his own agenda,” bemoaned several board members. ÊÊ Media bosses refer to him as “A lone wolf.” He’s been called an “idot” by industry leaders. “Where are the people of his district? They must not approve of what he’s doing, because they don’t show up at the meeting,” they say. ÊÊ Last August, 1,247 voters from District 6 cast their ballots in favor of Morris Merriweather and he was subsequently elected to represent them on the JacksonMadison County School Board. ÊÊ They showed up then and I suspect that when the time comes for Merriweather to seek re-election (if he’s so inclined to do so) they will show up again. ÊÊ Over decades, Blacks have been conditioned to not show up at the meetings.Ê From the City Council to the County Commission to the School Board, when Blacks have shown up to voice their concerns they have been denied access to the floor - let alone to the microphone. ÊÊ No, the majority will not show up to voice their support for Merriweather at the meeting, but they’ll stop him in line at the grocery store at tell him to “keep pushing.” ÊÊ The majority will not call in to a radio show to articulate their views and opinions, but they will stop Merriweather in his yard and talk for hours about the treatment of students at a particular school within the system. ÊÊ A line from a popular R&B song in the seventy’s says “Ain’t no sunshine when she’s gone.”Ê Well if the county fathers have their way, it won’t be no “Sunshine” when Merriweather is gone.Ê Peace! Roundabout Town by Elvis RogersÊ Jackson has now joined the growing list of cities that have incorporated a roundabout into their traffic system. I admit that I was among those that disparaged and ridiculed this change when I first saw it. Is it to slow traffic? Won’t a speed bump do the same thing? We could have fixed a thousand potholes with that amount of money. Who thought up this bright idea? You know the rest. You probably have some words of your own, but.......and there is always a “but” isn’t there?Ê A little more information has softened my stance quite a bit. I now see it in a different light. Maybe you will too. Why do people resist roundabouts? Well a lot of it has to do with our experience with traffic circles. Traffic circles were introduced to America in the early 1900’s.Ê They are often confused with roundabouts but are not entirely the same. In a traffic circle the vehicles entering the circle have the right of way. A modern roundabout usually does not require the vehicle to yield and helps to maintain a constant, yet steady flow in and out. Of course the reduced speed (typically 25 MPH or less) greatly reduces the incidents of serious accidents. The Americans more aggressive and confrontational culture may explain why it has not been more widely adapted there”. Another thing to consider is that the average American passes through 1118 traffic lights before coming face-to-face with a roundabout. There were about 3200 roundabouts in the U.S. in 2013 but by a year later there were 10,341. Roundabouts are on the rise because they are cheaper and easier to maintain in the long run, do not require electricity and save fuel ( no cars running idle at red lights). Plus they reduce fatal accidents. So, look for more coming your way. It’s probably the wave of the future. Once we get used to the one we have I don’t think we’ll feel the same way when more comeÊ in the future, plus they are nicer to look at than another red light. Did I really just say that? ETHICS COMMITTEE INVESTIGATING COMPLAINTS AGAINST JMC SCHOOL BOARD MEMBER March 26, 2019ÊÊBrittany Kyles - wbbjtv.com JACKSON, Tenn.-A meeting is called by the Madison County Ethics Committee to discuss complaints filed against a Jackson-Madison County School Board Member. School Board member Morris Merriweather received backlash in February over emails between himself and a former school teacher. Committee members say following these emails, up to seven complaints were sent in about Merriweather’s alleged comments in the email. Some said Merriweather is in violation of the Jackson-Madison County School Board of Education Code of Ethics. The meeting will be held April 16 at 3 p.m. where a report will be given to determine if the Madison County Code of Ethics was violated by Merriweather.

MAYORAL CANDIDATES DISCUSS EDUCATION, INFRASTRUCTURES AND MORE DURING FORUM Candidates reveal common ground as they make case as to why they should be new mayor By Tyrone Tony Reed Jr. - CSE News Four of the five candidates vying for the position of Jackson (Tenn.) city mayor took the stage at Carl Perkins Civic Center Tuesday night to discuss multiple topics including education and workforce development, economic development, healthcare and Jackson’s infrastructure. The forum was presented by the Jackson Chamber Governmental Affairs and Leadership Jackson Alumni Association. The candidates present for the March 26 forum were: Scott Conger, president and CEO of United Way of West Tennessee and former Jackson City councilman and vice mayor; Dr. Jerry Woods, former educator and former president of 100 Black Men, who served as interim executive vice president of Lane College and interim director of Special Education for the Jackson-Madison County SchoolÊSystem; Jimmy Eldridge, a former Republican member of the Tennessee House of Representatives representing District 73 from 2002 to 2018; and Mark Johnstone, president of Johnstone Group, who previously served as chairman of the Madison County Commission and the Madison County Republican Party.Ê Vice Mayor and District 1 City of Jackson Councilwoman Dr. Vicky Foote, a former educator, was not able to attend the forum, citing in a pre-recorded video that she had made a promise to her late husband, Espey “Sonny” Hix Foote, Jr., that she would fulfill his promise to go to the Magic Kingdom at the Walt Disney World Resort with their grandchildren. “Because when Vicky Foote makes a promise, she keeps it,” Foote said in the video. Eldridge was the first candidate to speak at the forum. He cited his experience as a state representative, making sure laws and bills passed in Nashville benefitted Jackson, and his love for Jackson as a few of the reasons he should be elected mayor. “I’m running because I have the desire and the leadership and experience to lead Jackson to the next stage of life,” Eldridge said at the beginning of the forum. “If I have the honor and privilege to be your mayor, I’ll give it my all, my best and I’ll work as hard as I can to make Jackson a very proud (place) to live, raise your family, raise your grandchildren here and retire here.” In her video, Foote cited her experience in education and city government as one of the reasons she should be mayor. “I know our schools are in trouble,” Foote said. “I know by law, it is the responsibility of the county to provide for education. But, these are all our children. When they are not achieving their potential, all of us must own the problem. The city must take a larger role in public schools, for it is the city that has the most to lose if schools fail.” Conger said the mayoral race is about the future, citing his family’s six generations in the city of Jackson, including his grandfather Robert, who served as mayor fromÊJuly 1967 to December 1988. Conger said Jacksonians need a city government that is proactive, transparent and open and one which champions innovation, encourages creators and entrepreneurs and includes everyone in the decision-making process and that a city government under his leadership would do that. “We all have to be involved in the decision-making process,” Conger said. “We all have to understand that tough decisions are coming down the road, but if we communicate and we work together we can build a better Jackson than we have today.” Woods cited his service in the community and his heart for others as reasons he should be the next mayor of Jackson. “I’m running for mayor to make a good city even better,” Woods said. “I bring to you the servant leadership, the vision and strategies, the moral compass, to make Jackson what it truly can become…We want better support for our schools, better economy and better neighborhoods.”Ê Johnstone cited his 23 years as a business man and his life skills as the reason he is qualified to be mayor of Jackson. He said it is wrong that the city has not prospered and grown like it should and he wants to and is ready to change that. “We have a $72 million budget and our city deserves a businessman as a CEO to show the vision and help guide it for the future,” Johnstone said.Ê Conger, Woods, Eldridge and Johnstone all said they want to see Jackson move forward economically, educationally and financially. They also want infrastructure to be improved, safer communities, to find ways to encourage college graduates to stay in Jackson and plant roots here, increase tourism, have healthy and fit citizens, a balanced budget as well as balanced lives and working with citizens to improve the city and the lives of citizens in every area of life. According to the Madison County Election Commission’s website, “There is a run-off provision in the City of Jackson charter for the following situations: 1.) If no mayoral candidate receives a majority of ballots cast (50% + 1) in which case the two candidates receiving the greatest number of votes will participate in a run-off election on the sixth Tuesday following the election. 2.) If two or more city council candidates receive the same number of votes, more than any other candidate, a run-off between the two (2) or more candidates shall be held on the sixth Tuesday following the election.” The website said key dates for a run-off election would be Election Day on June 18, 2019, with early voting dates May 29 through June 13, 2019.
