ARMY EMERGENCY RELIEF (AER)….
A SOLDIER’S EXPERIENCE By Viviane Arnold
It has been 74 years since the Army Emergency Program assistance first was rendered. MSG Fernell Walker, who has served the Army on Active Duty for seven years, the National Guard for five years and Active/Guard Reserve (AGR) for twelve years, for a total of 24 years of service, was interviewed recently about his experience with AER.

My latest experience happened last year in California, I referred a Soldier to AER, and he was in the process of PCSing (permanent change of station) with a large Family and with only one inoperable vehicle. AER actually gave him a grant to repair his vehicle so he could travel from California to Texas.”
• Tell us about your first and latest experience with AER. “My first experience was when I was an active duty Soldier stationed at Fort Story, Virginia in 1995, and I had a Soldier who had some serious financial challenges with home and Family and he needed support. I referred him to AER and they were able to help him just to relieve
Many sign up for an advanced pay prior to a PCS move. Having an advanced pay repayment being deducted from one’s income for a whole year, as one tries to settle at a new duty station, with a single income (spouse has most likely lost his/her job), and with extra expenses associated with relocating, can be tough.
AER: “Helping the Army Take Care of Its Own Since 1942.” • As a young Soldier did you know about AER? “Now, I am an Active Guard Reserve (AGR) Soldier, but when I was active duty, we always had different training events about AER that would stress the fact that there was assistance for a death in the Family, emergency travel, or if there was a junior enlisted Soldier who needed emergency relief. We knew about it and we consistently received classes on AER, but we used to think it only applied for certain ranks and certain situations. We did not know that AER was there for various needs, even if there was not a death in the Family, or even if you were not a junior enlisted Soldier. I knew about AER and knew they could help, but there was just a little misperception about it.” Did you know that AER gives millions in scholarships to Military spouses and dependents? Applications for 2016-2017 will be accepted until 3 p.m. EDT on May 1, 2016. For more information, go to www.aerhq.org. • Why should a Soldier go to AER instead of a loan company off post? “That is a really good question. When I was a young Soldier in 1999 at Fort Hood TX, I went to a loan company off post and signed for a $1,200 loan. I ended up paying back over $1,800! If a Soldier has a financial situation, I recommend they go to AER first, so they don’t make the mistake I made. Signing up for that loan seemed like the best solution for me at the time, and I ended up paying over $600 in interest and fees. That is definitely not the way to go, because it can get them in an even worse financial situation.” Effective September 9, 2015, all Soldiers, regardless of rank, are authorized direct access to apply for Army Emergency Relief assistance except for those Soldiers who are in Initial Entry Training (BCT/OSUT) and have less than one year time in service. Direct access without the Commander/First Sergeant review will be limited to two assistance requests (loan or grant), within a 12 month period, regardless of rank. • Many people say that there is a negative stigma associated with AER. Do you think that is true? “I think it’s more in the lines of, you have to swallow yourpride, as a senior enlisted Soldier or Officer. There is nothing negative associated with it; financial or not, we all need help at some point. The Army doesn’t just take care of junior enlisted Soldiers, the Army takes care of all Soldiers. If you just understand that there are people to help alleviatesome of your stress; there should be no negative stigma at all.”

• Is there anything else you would like to say about this program? “Yes, there is one thing that I would like to say. Recently, I came to ACS because I was advised to do so by my chain of command. They told me that because of my time of need, I should check on what AER could do for me. My situation was kind of interesting because my mom, who resided in California was in critical condition, I am the primary beneficiary of my mom and her estate, and I had to go to California about 4 weeks prior to make the decision if I would keep her on life support or not. I felt that I should not be the one to decide that her time was up, so I came back to Kentucky. A week and a half later, I get a call from the hospital in California telling me that there was nothing else they could do. My mother would be passing away within 24 hours. I had spent all my money on emergency leave. I went to AER following my chain of command’s advice, I filled out the application and explainedthe situation. I was given a grant which allowed me to purchase a last minute airline ticket, return to California and make funeral arrangements. The funny thing is that I have always referred Soldiers to AER, but in my time of need, I did not think about it; because there was so much on my mind.” AER’s sole mission is to help Soldiers, Retirees and their eligible Family members who are experiencing financial emergencies. The Fort Knox Annual AER Campaign officially kicks off March 1, and will run through May 15. The campaign’s goal is to raise money and increase awareness about AER assistance and the scholarship program. Deciding what to eat can be a daunting task, especially when you feel like you eat the same food at the same place over and over again. A few improvements made include no longer weighing the salad or hot line and making the hot line self-serve versus being served by an employee like it was previously. The pizza and burger line has also been considerably upgraded and is now the home of All Star American Grill. When talking with Baxter, it is obvious he has a passion for food and for Patriot Commons. “I really like working face to face with my customers” Baxter explains. He adds “I also love working on and improving recipes all the time.” Since Patriot Commons opened on October 1, 2015 the chicken and meatloaf recipes have been changed three times with direction from customer comments. For those of you looking for a quality lunch at a low price, try one of the $5 Meal Deal options available. At Habanero, you can buy 2 chicken tacos with chips or value chicken nachos for only $5. At All Star American Grill you can get a value cheeseburger with fries or onion rings or a ball park hot dog with fries or onion rings for $5. Become a Family Child Care Provider By Regina Adkins Are you doing unauthorized childcare in your home here at Fort Knox? Get your certification to become a Certified Family Childcare (FCC) Provider on Fort Knox. Individuals who are currently providing childcare on a regular basis in privatized housing without this certification could be in violation of the regulations and standards governing childcare providers on Military installations. According to Army Regulation 608-10, The Garrison Commander is held accountable for the health, safety and well-being of all children in care, and the Department of Army requires persons who provide 10 or more childcare hours per week on a regular basis to be certified through Child & Youth Services Family Childcare (CYSS/FCC).
also include an inspection of housing; a background check on the applicant and all family members 12 years and older who live in the house; and training by the FCC staff. CYSS does not view uncertified caregivers as providing bad care. However, care provided on the installation that is not approved by the Garrison Commander puts the command at great liability risk. The objective of the FCC program is to provide quality care and reduce the potential for accidents and incidents of child abuse. The certification process is easy. The first step is to contact the Family Childcare Office at (502) 624-1818 to schedule an orientation and receive an application packet. Orientations are held on Tuesday’s at 1:00 p.m. at the FCC office in Bldg. 1053, the Hansen Community Center. FCC’s next training classes to become a certified provider will start March 7 – 18, 2016. Please set up your orientation date as soon as possible, so we can get your background checks started; they can take several months to process.
Watching children on a regular basis as a business without being certified with the FCC program can result in the loss of housing privileges. You can receive valuable training at no cost and become a certified Family Childcare Provider. Requirements

After our unpredictable crazy winter weather, Spring Break gives us the urge to take some time to recharge and enjoy warmer days on the beach, colors blooming in the mountains, or get thrills and chills on a roller coaster at a theme park. But where to go and what to do can take some time to figure out. Beach vacations are always the most popular of Spring Break vacations. Whether you drive down to the Gulf Coast or splurge a bit more and make the Caribbean or Mexico your destination, there are plenty of places offering the sun, fun and relaxation you crave. Classic beach destinations such as Panama City Beach or Daytona Beach continue to draw the masses. If you seek a different beach to explore, South Padre Island, Texas is a very popular destination where you can visit the world renowned Sea Turtle Inc.,a non-profit Sea Turtle rescue, rehabilitation and education facility dedicated to the care and protection of Sea Turtles in South Padre. Afterwards you can take a parasailing trip, learn to surf, play mini golf, and much more. And who can forget the fresh seafood? Seaside dining on the catch of the day is a seafood lover’s dream. But what if you want to hold on to winter a bit longer? Ski seasons in the Rockies and Northeast can run well into early spring. Out of the shades of browns and greys of winter come beautiful budding trees and flowers of all colors making everything bright and cheerful again. The weather is perfect for hiking, not too warm, not too cold. Gatlinburg, Pigeon Forge and Sevierville, Tennessee all boast great vacation spots, whether you stay a weekend or all week. Dollywood opens to visitors after winter break to give the thrill seekers an adrenaline rush on their theme park rides. But don’t forget about the shows! Dollywood offers great Family friendly entertainment with their spectacles and a Military discount is available at the park. Other venues offer discounts as well, like the Ripley’s attractions. Check out the Aquarium of the Smokies, the Believe it or Not Museum, or get scary at the Haunted Adventure. Mini golf and go-carts are in abundance along with the pancake eateries. If you have thrills and adventure on your list for vacation, head on down to central Florida. The best theme parks in the country offer the Military some amazing deals.
