Consent Agenda

Agreements/Contracts/Bid Awards

1. Interagency Agreement with the State of Washington Office of Financial Management for Cowlitz County to obtain the required land rights for activities directly related to maintaining flood protection levels authorized under the Federal Supplemental Appropriations Act of 1985.

2. Agreement with Advanced Electrical Technologies (AET) for as-needed electrical services at the Headquarters Landfill. The agreement shall not exceed $150,000 for asneeded services.

3. Regional Agreement of the Cascade Pacific Action Alliance Region Participating Local Governments for the purpose of establishing an Opioid Abatement Council (OAC).

4. Interlocal Agreement for the Opioid Abatement Council Independent Subcommittee, Grays Harbor County, Pacific County, Wahkiakum County, the City of Longview, and the City of Kelso, to receive opioid abatement funding resulting from the settlement of opioid litigation.

a. Retirement letter dated 7/18/23 to Brad Bauman congratulating him for his 26+ years of service to Cowlitz County.

b. Letter dated 7/18/23 to Erica Rodman appointing her to the Building & Planning Advisory Committee. This is a 4-year term that will expire July 31, 2027.

c. Letter dated 7/18/23 to Charles Woodrow Dudley appointing him to the Veterans Advisory Board. This is a 4-year term that will expire October 31, 2027.

d. Letter dated 7/18/23 to Elizabeth Dailey appointing her to the Park & Recreation Advisory Board. This is a 6-year term that will expire December 31, 2029.

e. Letter dated 7/11/23 from the Cowlitz County Boundary Review Board regarding File No. 215 – Single Property Annexation parcel #012960. Walker/Walker LLC.

7. Contract 23-022 with the WA State Dept of Social & Health Services (DSHS) to provide the General Terms and conditions for each Program Agreement with the Prosecutors Office, Juvenile Detention, and Health & Human Services. The time period runs July 1, 2023, through June 30, 2029, and has no financial amount.

8. Bid Award to Mericka Group, LLC for the Abernathy Creek Bridge 2 Painting Project. The total amount is $147,444.00.

RCW 42.30.040 - Conditions to attendance not to be required. A member of the public shall not be required, as a condition to attendance at a meeting of a governing body, to register his or her name and other information, to complete a questionnaire, or otherwise to fulfill any condition precedent to his or her attendance. People may remain anonymous when logging on to Zoom by creating any name and email of their choosing. In a meeting, public comment will be received, either or both, orally (raise hand in Zoom or use *9 on phone) and by writing. Note: Written comments may be sent to the Board at any time. For oral presentations, the Board may set a time for comments and speakers.

All matters listed with the Consent Agenda were previously distributed to each Board Member for reading and study, were available for public viewing, are considered items of regular County business, and will be approved, without separate discussion, by one motion of the Board of County Commissioners. An item may be removed from the Consent Agenda and placed on the Regular Agenda for separate discussion and voting at the request of any Board Member.

The Board of Commissioners may add and take action on other items not listed on this Agenda.
