Change and uncertainty will define 2026

ew years will test British farming’s business acumen like 2026. The sector is entering the first full season without direct payments. Input costs are rising again and government support – even for environmental delivery – is uncertain. Margins are being squeezed from both directions: volatile markets and stubborn cost inflation on one side; dwindling subsidy income and inconsistent policy signals on the other. Farmers who fail to budget precisely or diversify effectively may find the next 12 months unforgiving. Last year, after the Treasury announce its intention to impose inheritance tax on farm assets worth more than £1 million, we said growers and livestock producers were unlikely to trust this government again. Since then, we have seen capital grants to farmers suspended, the Sustainable Farming Incentive closed to new applications, and the end of mid-tier Countryside Stewardship – albeit with a 12-month stay of execution. Stark figures In arable, the arithmetic is stark. The Agriculture and Horticulture Development Board projects winter wheat production costs at roughly £1,659 per hectare – up 3% on 2025 – driven by fertiliser prices 14% higher than a year ago. Meanwhile, feed wheat futures for November 2026 have softened, leaving little prospect of margin recovery. Add rising labour, energy and machinery costs, and the traditional cost-plus production model looks increasingly obsolete. The Nix Farm Management Pocketbook predicts that a typical combinable crop

business will make a loss once rent, finance and unpaid labour are fully accounted for. It rightly urges producers to “build resilience into the farm business” and to treat environmental schemes as supplementary, not substitutive, income. Livestock enterprises remain stronger, but not immune. Beef prices are firm and feed relatively cheap, yet dairy margins have narrowed following recent price cuts. The Nix warning is familiar but timely: “Knowing costs and expected output is critical in any difficult business environment which farming clearly fits into.”

Resilience is not optional – it’s the new normal Diversification, already a mainstay of many farms, will become increasingly important. Whether that means converting buildings for tourism, generating energy, contracting, or exploring niche crops, offfarm income will underpin profitability. Adding to the uncertainty is weather. The National Drought Group warns that large parts of England remain short of soil moisture. Without near-average rainfall this winter, spring drilling could start dry and forage growth may stall by midsummer. The message is blunt but realistic: 2026 is no year for complacency. Farmers who know their numbers, control their costs and adapt their business mix will stay standing. Those who assume this season will be like the last may find themselves learning that resilience is not optional – it’s the new normal.

2026: A pivotal year for Change and uncertainty are shaping farming’s new reality

rowers and livestock producers face a raft of challenges heading into 2026: a heady mix of evolving government policy, tighter margins – and climate change. A squeeze is developing from two directions. On the one hand, input cost inflation and commodity volatility; on the other, the gradual re-shaping of farm support toward nature-based payments and away from traditional direct subsidies. For many businesses, this will be a year to sharpen their risk-management strategy, tighten cost controls and plan for income streams and additional revenue generation from beyond the farm gate. For England in particular, the policy environment is shifting. Defra’s recent spending review confirmed that from 2026/27 to 2028/29 more than £2.7?billion a year will be invested in sustainable farming and nature-recovery work. Defra secretary Emma Reynolds has repeatedly stated that this is the biggest ever budget for the sector. But it needs to be seen in context because some £2.3?billion a year will flow through the Farming and Countryside Programme. Crucially, direct payments to farmers – formerly the Basic Payment Scheme – are now reduced to virtually zero, the Sustainable Farming Incentive remains closed to new applications and other grants to farmers remain limited. means many conventional arable farms must operate with much reduced subsidyincome. Returns from the marketplace remain under pressure to say the least. Cost savings are the order of the day. The government’s “25-year Farming Roadmap” remains in development and a hazy mirage of a vision for the future. Will it really align farming with the delivery of foodsecurity and environmental goals? Or will it flatter to deceive? For livestock producers, policy signals are similarly mixed. While support for naturefriendly practices rises, feed and forage pressures and tighter margins may limit flexibility.

Commodity outlook

In short, 2026 will test how well farm businesses adapt to the new mix of market and policy headwinds. On the arable side, input costs are expected to climb. For livestock producers, feeding costs and forage supply are looming concerns. In terms of cereals, the AHDB forecasts that the full economic cost of production in 2026 will rise by circa 3 % to about £1,659/ ha for winter wheat, at £1,509/ha for winter oilseed rape, £1,495/ha for winter barley and £1,268/ha for spring barley.

Flagship SFI could come of age in 2026

The increase is driven primarily by nitrate-based fertiliser costs, which rose by about 14% year-on-year in May–June 2025, according to AHDB. This upward pressure on input costs occurs just as farmgate grain prices face uncertainty. For example, the Nov-26 UK feed wheat futures were trading at £194.45?/t in June 2025 – some £11.45?/t above the Nov-25 futures at the same time, but still lower than earlier in the year. Since then, those future prices have eased Yields remain highly weather-dependent. The favourable autumn 2025 drilling season has buoyed spirits but subsequent spring growth will be key – and global markets will be influential too, as always. When it comes to livestock, the Agricultural Industries Confederation (AIC) recently warned that feed and forage supplies in the UK are set to tighten into 2026, with increased reliance on imports. Despite the age-old adage of ‘up horn, down corn’, these combined trends suggest that margins across both sectors will be under pressure due to input inflation, support reductions and commodity price volatility.

Launched as the centrepiece of postBrexit agricultural reform, the SFI was designed to reward farmers for managing land in ways that improve soil health, water quality and biodiversity while maintaining food production. But it has struggled to balance environmental ambition with on-farm practicality – and Defra paused new entries in 2025 to address “operational pressures” after a surge of applications meant the budget was spent. The hiatus has understandably frustrated many farmers who had begun to weave SFI options into their rotations – and SFI income into their business planning following the phase-out of the Basic Payment Scheme.

Officials say the break will allow a full review of SFI design and delivery. When it reopens in 2026, the expectation is for a leaner, more targeted programme with stricter eligibility rules and a sharper focus on measurable results. That should provide greater funding stability, but it also raises the bar for accountability. Future SFI agreements are likely to be outcome-based, requiring proof of environmental gain rather than simple compliance. Payments could be more closely linked to tangible results such as soil-carbon levels or species recovery, monitored through new digital tools. That means SFI income will come with tighter reporting and higher expectations.

may need to tighten rotation choices, deploy yield-enhancing agronomy more rigorously, and hedge commodity risk where possible. For example, if a farm expects winter wheat cost at c.£1,650/ha and the price at harvest is flat or lower than budgeted, further margin erosion is likely. Indeed, some growers have already chosen not to plant winter wheat at all this season/ In the livestock sector, tighter winter forage supplies have heightened the importance of feed efficiency, stocking decisions and possibly reduced throughput. Beef remains buoyant but dairy margins are suffering following recent milk price cuts. Additionally, the policy shift toward payments for environmental outcomes means that farms must increasingly integrate nature-related work (habitat, soil health, water) into their business models. This often comes at a cost, rather than a benefit.

Mitigation strategies

Input inflation remains the major unwelcome guest at the farm gate. As noted above, fertiliser prices are elevated and unlikely to fall sharply given global energy and natural-gas inflation. Labour and machinery overheads appear more stable, but cost increases may still come via rental values and labour. Recent rises in employers’ national insurance contributions are still working their way through the system. In response, producers should sharpen budgeting, consider delaying non-critical capital expenditure, audit all input usage (seed, fertiliser, crop protection), and explore whether precision application and yieldmonitoring can improve resilience. Hedging grain price risk, forward contracting and exploring alternative crops – including niche varieties – may be worth a closer look and more compelling than in the recent past, including for broadacre operations.

The Climate Change Committee’s 2025 report notes that extreme weather including drought, flooding and heat will make agricultural planning more difficult. More specifically, the Environment Agency and the National Drought Group warn that drought risk in England is likely to continue well into the coming year unless rainfall returns to around average between now and March 2026. Given these signals, farmers should plan for a significant ongoing soil moisture deficit this season. A catch-up wet winter might allow deeper soil moisture recharge, but there is a long way to go before catchments return to normal. A mixed outlook, including variable weather, is perhaps more likely – but this increased uncertainty re-emphasises the need to for a more sophisticated approach to farm management across all farm businesses. In summary, 2026 looks set to be a defining year for British farming. The familiar “cost-plus-production” model is under continuing and mounting pressure – as it has been for much of the past decade. The farms best placed to for this uncertain future will be those that innovate. Producers who anticipate the squeeze, allocate risk and adapt may thrive. Those who rely on a business-as-usual approach are likely to struggle.

Falling profits leaves farms dependant on diversification Even the best farms will need to keep on top of the numbers during 2026

ow prices and rising costs mean profitability in the combinable crop sector is projected to fall below its long-term trend during 2026. Based on high prices and low feed costs, livestock sectors will perform relatively well over the coming year – but with much less profit from subsidy. But more farmers across the board will have to rely more heavily on diversified income. Budgets for combinable crop farmers are looking poor for 2026, with lower incomes than their long-term average and higher costs, suggests the latest edition of the Nix Farm Management Pocketbook. A typical combinable crop farm will make a loss if all costs such as imputed rent, finance and unpaid labour are fully accounted for. Despite recent milk price cuts, livestock sectors will benefit from high livestock prices relative to feed costs. Grain and oilseed prices are lower than a year ago, but the overall costs of production have continued rising. Arable variable costs

are up slightly. Overheads, which seldom decrease, have risen too – led by sharp increases in labour. “Rises in minimum wage and National Insurance have both driven up farm labour costs,” says pocketbook editor Graham Redman. Further costings are available in the table on this page. “The current lack of interest in farmwork by local people and the increasingly generous employees’ rights and sick pay terms all contribute to higher costs of employing and retaining good workers.” Livestock sectors are budgeted to perform considerably better into 2026. Meat prices are at historically high levels, suggests the pocketbook. At the same time, feed costs are relatively low due to low grain prices. Complacency But livestock producers shouldn’t be complacent, says Mr Redman. While recent years have been buoyant, market sentiment could change quickly, as seen with the latest round of milk price cuts in autumn 2025. “We farm without much profit from support any longer, [so] this is the time to build resilience into the farm business. farming as well as the environment, but profit is not the income, as it was with the Basic Payment. “While the value of commodities can change very quickly, knowing costs and expected output is critical in any difficult business environment which farming clearly fits into.” Many farmers, especially arable farmers, will depend on diversified activities this season. The modern farmer is increasingly aware that food security is not their responsibility, but making a profit from the farm is. If that means reallocating resources to non-farming activities, then so be it. Diversification income is a growing area of farm profitability, having been on the rise

for over a decade. “Current policy and market changes, coupled with increasingly challenging climatic extremes, is helping farmers look at their resources differently. Veteran commentator writes foreword to 56th pocketbook

umns, it has been a constant companion for most of my farming life,” he wrote. “I knew John Nix as a friend and colleague for many years. We shared a few platforms and he always spoke with passion mixed with humour as he explained the gross margin concept and the difference between fixed and variable costs. “Remember, they were the early days of such terms that have now become commonplace. I also interviewed him several times for both radio and TV. He was the most likeable economist I ever came across.” Noting many changes over the past 56 years, Mr Richardson said improving yields and controlling costs were once the main measures of farm efficiency. Today, environmental considerations were important alongside food production.

The foreword for the 56th edition of the Nix Farm Management Pocketbook was written by Norfolk farmer and industry commentator David Richardson. They were among the last words penned by Mr Richardson, who died aged 87 in August 2025. Drought highlights food system failings Farmers need fairer treatment to keep UK food supplies secure, writes Manoj Dura

he UK’s food system is built on keeping prices low – but last year’s drought showed up its failings. Once again, it put farmers in the spotlight, with yields in some crops falling by as much as 50%. But behind the headlines of empty reservoirs and wilting fields lies a bigger problem: the way the UK’s food system is organised, managed and governed. For generations, UK food policy has prioritised stable, low prices above all else. This dates right back to Britain’s repeal of the Corn Laws in 1846 and the birth of free trade in grain. While the policy was meant to keep bread affordable, its influence has endured. The idea that food must remain cheap and price-stable, often at the expense of resilience in the face of climate shocks, is embedded. These days, it means supermarket shelves stay full and prices rise more slowly than in many other European countries. But the model comes at a hidden cost: it strips resilience out of the supply chain. When extreme weather hits, the whole system wobbles – and consumers end up paying anyway. The UK produces about 62% of the food it consumes, but only 53% of the fresh vegetables. The rest comes from imports – often from climate-vulnerable regions such 12 Farmer! 2026 Directory

as Spain, Italy and North Africa. That dependence once diversified risk. Now, when multiple regions are hit by droughts or floods, there are far fewer alternatives. In the UK, supermarkets run “just-intime” logistics systems meaning produce is delivered to distribution centres and stores exactly when it is needed, with little or no stock held in reserve. This model is designed to cut costs and reduce waste, and for highly perishable items like fresh fruit and vegetables it can seem essential. But it also makes the system brittle – when harvests fail or imports are delayed, shelves empty quickly. Strategic storage – whether in the form of grain reserves, frozen produce or regional “cold-chain” hubs – could provide resilience without undermining freshness for short-life products. One-sided contracts At the moment though, farmers deliver crops straight from the field to distribution centres, leaving no buffer in case of a bad harvest. And contracts are often one-sided. If a crop doesn’t meet strict cosmetic standards, or if a retailer changes its order, farmers carry the loss. All of this means that as soon as weather reduces supply, shortages ripple through the chain and the consumer sees higher prices. In June 2025, food inflation climbed to 4.5% year-on-year – the fastest rise since early 2024. But the UK still throws away 9.5 million tonnes of food every year, worth around £19 billion. About 60% of that is wasted by households, but supermarkets are far from blameless. Retailers discard more than 200,000

tonnes of fresh produce annually, often because it doesn’t meet strict appearance standards. Farmers report ploughing perfectly edible crops back into the soil when contracts are cancelled due to faulty demand forecasts. This isn’t just bad for the environment, it undermines food security. In a year when farmers are struggling to produce crops, the idea that a third of food is lost or wasted worldwide highlights how poorly managed the system really is.

Changing expectations

The uncomfortable truth is that resilience may mean less predictability. The current model shields consumers from seasonal variations by spreading risk along the chain – usually on to farmers or overseas producers. But this comes at the expense of long-term stability. If instead consumers accepted that prices might fluctuate more in the short term – reflecting the true cost of climate shocks – supply chains could be redesigned for resilience. Farmers could be paid fairly to invest in adaptation, and retailers could prioritise secure contracts over the cheapest imports. In the long run, that would protect households from the more damaging spikes caused when the system fails. But lower-income households already spend a

Investing in regional hubs for processing and storage would mean that food from Scotland, Wales, Northern Ireland and England could be better connected and there would be less reliance on imports. Government should fund infrastructure and planning support, retailers should commit to long-term contracts that make local hubs viable and producers can collaborate to share facilities. 2. Fairer contracts There’s a need for greater risk-sharing between farmers, processors and supermarkets so that a bad harvest doesn’t bankrupt producers. At present, retailers hold most of the power, often setting strict standards and cancelling orders at short notice. But if farmers keep shouldering all the risk, many could exit the sector – leaving retailers with less choice and more volatility. 3. Policy that values resilience The government should support producers to adapt for the long term with things like drought-resistant crops and water stewardship. This is a better strategy than one-off subsidies after each crisis – as happens at the moment.

FOOD SECURITY >> Fragility Food security is national security. Yet in the UK, it is still treated as a matter of weekly prices. Every drought, flood or heatwave exposes the same fragility – a system designed to deliver cheap food today, but incapable of absorbing tomorrow’s shocks. If consumers want affordable food in the long run, it’s time to stop asking how to keep prices low and start asking how to keep food supplies secure. That means fairer treatment of farmers, smarter use of resources and consumers willing to accept some short-term price volatility. Otherwise, the next bad year will not be the exception, it will be the rule.are overcoming these problems by working with neighbours and sharing farm equip-ment. One farmer said: “You don’t go into farming to get rich … It’s a way of life”.

One spoke of the family deciding it would not be in anyone’s interests for the son to become the farm manager. That son had a well-paid and successful career in engineering instead and retired aged 55, while his father continues to manage the farm in his eighth decade. My research conjures the image of the lone farmer, struggling to ad-dress the urgent needs of their business while the mounting impacts of climate change spell deeper trouble ahead. As one farmer put it: “There [were] five people here – but now there’s only me.” The herit-age and future of British farming hangs in the balance. Forecast for UK weather in 2026 UK farmers are set to start 2026 with an unresolved drought hanging over large parts of England, say meteorologists. Unless the country receives around 100 % of average rainfall between now and end of March 2026, recovery remains unlikely, says the National Drought Group. Reservoir levels are worryingly low, with many catchments less than 76 % full. For arable and livestock producers this means higher risk of soil-moisture deficits into spring drilling. If, as expected, winter remains dry, spring crops risk going into drier soils, with constrained grass and forage growth going into summer. Climate change means the long-range forecast is for temperatures above average with more erratic precipitation – longer dry spells interspersed with heavier bursts of rain rather than steady replenishment. ‘Farmers only’ as Clarkson hosts 2026 Cereals event

ttendance at the 2026 Cereals event will be strictly limited to farmers and those working in the agricultural sector, say organisers. The two-day event is due to take place on 10-11 June at Jeremy Clarkson’s Diddly Squat Farm in Oxfordshire – and organisers are keen to ensure farmers aren’t outnumbered by fans of the TV show Clarkson’s Farm. Explaining his decision to host the arable industry showcase, Mr Clarkson said: “Hosting Cereals was our chance to do something positive for the industry and showcase some practical advice and ideas for food producers.

Farming spotlight

He added: “We hope to shine a spotlight on farming in the UK and educate people about the challenges farmers face. Cereals is an opportunity for us to come together and find the solutions we all need.” The Agronomy Zone crop plots, showcasing the latest varieties and chemistry, are at the heart of Cereals. Like last year, the plots are being managed by Cereals’ Jonathan Backhouse and Niab’s Shaun Coleman. ‘Radical rethink’ needed to ensure food security – MPs Government should protect farmland and boost agricultural productivity, says report

armland should receive special protection to help ensure UK food security throughout 2026 and beyond, says a cross-party group of MPs. Without a radical rethink, UK food production could fall by almost a third by 2050, says a report by the All-Party Parliamentary Group on Science and Technology in Agriculture (APPGSTA). Targets for housebuilding, tree planting, renewable energy and infrastructure could remove up to a quarter of UK farmland within 25 years, it warns. That could translate into a 32% drop in total domestic food production.

Tipping point

APPGSTA chair George Freeman says UK agriculture is at a tipping point. “Despite favourable growing conditions, world-class agri-science, and a highly professional farming sector, UK agricultural productivity growth has stalled,” he warns. “Across successive governments, fragmented support policies, inconsistent regulation and a failure to translate scientific advances into practice have constrained progress. “Defra’s own research indicates that current farm policies will reduce or displace domestic food production. “Without radical policy reform, the UK risks further erosion of its food selfsufficiency and growing reliance on imports at a time when geopolitical instability and climate extremes threaten global food supply chains. 24 Farmer! 2026 Directory

Agri-Science Summit

The report is called Feeding Britain Sustainably to 2050 – the 30:50:50 Mission (see panel). Findings were unveiled at a special Agri-Science Summit in Westminster, attended by more than 100 scientists, politicians and industry leaders. Food production is being hampered by a growing push for industrialised solar farms on agricultural land and associated infrastructure, says Mr Freeman. “We simply cannot afford to lose prime farmland to meet renewable energy targets.” The APPGSTA 30:50:50 report aims to addresses these pressures, providing a framework to boost productivity and ensure UK farming remains globally competitive while producing more food, more sustainably.

Unified framework

At the heart of the report is the APPGSTA’s proposed 30:50:50 mission – a long-term national framework to boost agricultural output by 30% by 2050 while cutting the sector’s environmental footprint by half. The cross-party group of MPs and peers wants the government to adopt this goal across all food, farming and land-use policies – and to set a UK statutory target of 75% selfsufficiency by mid-century. Food security should be treated as strategically important as energy or defence. It calls for greater coherence between departments, warning that ambitions for renewable energy and biodiversity must not come at the expense of productive land.

Lessons from abroad

The report sets the UK’s policy drift in international context. The USA’s Agricultural Innovation Agenda aims to lift farm output

What is the 30:50:50 Mission? The 30:50:50 mission calls for a 30% increase in UK agricultural output by 2050 while reducing the sector’s environmental footprint by half. It seeks to make food security a statutory priority, set a self-sufficiency target of 75%, and embed productivity goals across all government departments affecting farming and land use. The framework is built around four pillars:

� Farm policy – refocusing support and land-use schemes on measurable productivity and sustainability outcomes.

� Regulation – creating proportionate, enabling rules for innovation.

� Research and innovation – bridging the gap between science and on-farm practice.

� Data – building a trusted, interoperable national farm data infrastructure.

The 30:50:50 initiative is led by the All-Party Parliamentary Group on Science and Technology in Agriculture – a cross-party parliamentary body of MPs and peers. It was launched in November 2025.

by 40% by 2050 while halving emissions. The EU has also signalled a shift towards innovation-led productivity growth. Meanwhile, the FAO-OECD Outlook 2025-34 forecasts a 14% rise in global food production alongside a 7% cut in emissions over the next decade, driven by new technology and improved management. The UK, by contrast, lacks a coherent longterm direction, says the APPGSTA report. Ambiguity over the government mantra that “food security is national security” – whether it means producing more food domestically or relying on diversified imports – risks deterring investment by both farmers and agri-tech firms, warns the study.

Policy overhaul

The report calls for a root and branch review of crop science research in the UK to support improved transfer of discovery science into farm-level applications – learning from the Netherlands and New Zealand. It also recommends a new national farm data initiative to benchmark performance and coordinate data collection; and a new national knowledge exchange capability,

building on the ADAS Yield Enhancement Network to close yield gaps in key crops. To stimulate uptake of technology, the report urges more effective tax and grant incentives, faster regulatory routes to market for low-emission inputs and the prioritisation of genetic innovation in crops and livestock to drive productivity gains in agriculture.

Call for coherence

The study was led by former NFU chief economist Derrick Wilkinson. Without urgent reforms to farming and land-use policies to enhance yields, domestic food production could decline by 32% by 2050, or 39% per capita., he said. The APPGSTA says the government should publish a 30:50:50 roadmap with regular reporting intervals, backed by clear metrics. This would track productivity gains, environmental benefits and self-sufficiency levels transparently over time. The group also recommends a public communications campaign to raise awareness of the link between sustainable intensification, food security, environmental improvement and wider societal benefit. Make sure you’re prepared for digital tax shift Making Tax Digital aims to end the annual tax return and transform the tax system.

armers operating as sole traders are being urged to seek professional advice ahead of major changes to the UK tax system in April 2026. The government’s Making Tax Digital (MTD) for Income Tax programme will apply to individuals with annual income above £50,000 from self-employment or property from 6 April 2026 – including many farmers and agricultural contractors. The reform will require those affected to keep digital records and send quarterly income and expense updates to HM Revenue and Customs (HMRC) using approved software. The aim is to move towards near real-time reporting and reduce the need for an annual selfassessment return. The government says maintaining digital records throughout the year should “save hours previously spent gathering information at tax return time” and “help individuals stay on top of their finances”. New rules coming into force this year will affect many farmers and contractors

Even workload

It argues that quarterly reporting will spread the administrative workload more evenly and make it easier for businesses to plan ahead, while improving accuracy and compliance. The move represents the biggest change to self-assessment since 1997. HMRC says digital record-keeping will allow businesses to manage tax liabilities more efficiently, reduce errors in calculation and give owners a clearer view of their financial position. The new system will be extended in stages. From April 2027, MTD will apply to those with annual qualifying income above £30,000, with a further reduction to £20,000 from April 2028. Qualifying income includes total gross earnings from self-employment and property before any expenses or tax allowances are deducted.

Smooth transition

The government points to the experience of Making Tax Digital for VAT, introduced in phases between 2019 and 2022, as evidence that the transition can be achieved smoothly. Some two million businesses already use MTD-compatible software for VAT returns. An independent evaluation in 2021 found that 69% of those firms reported at least one clear benefit, with 67% saying it reduced the risk of record-keeping errors. Industry advisers say farmers should assess their current accounting systems, check software compatibility and consider professional training to avoid disruption. For many, the 2026 deadline will arrive quickly – and early preparation could be the key to meeting the new quarterly reporting requirements with confidence.
