OSU, Yurok Tribe envisioning river after dam removal BY STEVE LUNDEBERG Guest Article

Oregon State University researchers will embark in July on a 3½-year partnership with the Yurok Tribe to study what the connections between river quality, water use and the aquatic food web will look like after four Klamath River dams are dismantled. “We want to ﬁll in gaps in the Western science as well as gaps in how we make equitable decisions based on both ecological science and Indigenous knowledge,” said OSU’s Desiree Tullos, professor of water resource engineering and the project’s leader. “Our partnership with the Yurok Tribe aims to bring together multiple and complementary ways of understanding and making decisions about the Klamath system.” The joint project with the

Yurok Tribe is the first attempt to represent tribal knowledge in decision processes in the Klamath Basin, she said. The Federal Energy Regulatory Commission along with the utility PacifiCorp and the states of California and Oregon are poised to sign off on the removal of the lower four dams on the Klamath River: the J.C. Boyle Dam in Oregon and the Copco 1, Copco 2 and Iron Gate dams in California. The decommissioning effort, among whose goals are improving water quality and fish habitat, includes restoration of 8,000 acres currently inundated by the hydroelectric dams, which were built between 1918 and 1962 and provide power through PacifiCorp. Celebrating freedom throughout Del Norte County

There’s more to a July 4 celebration than explosions and fireworks. Musical entertainment was provided along the Third Street “First Friday” event in Crescent City, with various bands along the two-block event. As president and chairman of the Del Norte Center for the Performing Arts, Mr. Rail is helping to turn a dream into reality. His vision: to build a 1,200-seat auditorium for music, dance, theater arts and career education for local students, regional artists and visiting performers. The facility can also be used for civic programs and public gatherings.

Local brothers turn hot idea into coffee empire BY DANIEL GOUDELOCK The Triplicate

It has been 30 years since dairy farmers Dane and Travis Boersma started slinging coffee from their pop-up stand along the highway in Grants Pass, Oregon. Since the early 1990s, Dutch Bros Coffee has grown to more than 500 outlets in 14 states. Dutch Bros continues to make a splash in small and big communities while growing its next generation of workers and leaders. In 2004, Grants Pass native Tony Jantzer started working at a Dutch Bros in Woodland California. “Growing up and seeing what Travis and Dane did in the drive-thru coffee business was amazing, especially since a lot of people were skeptical of it because it was such a new concept,” Jantzer said. Jantzer knew once he started working there that becoming a franchise owner for Dutch Bros

is what he wanted to do. After a few years of working to get the feeling right, Jantzer began working towards breaking ground on a site to open his own Dutch Bros in California. “I used to ride my bike up to the original drive through. Dane and Travis Boersma “would be jamming out coffees as well as the tunes.” Jantzer remembers that the brothers had a 100-disc changer system, a big deal in that time “That was a lot of CDs.” It wasn’t long before Jantzer received a call from the corporate ofﬁce to check out the Brookings Oregon, franchise. Jantzer and his girlfriend Natasha worked to get the feel for the shops and the area. “It seemed like it happened pretty quick,” Jantzer said. would keep growing in massive ways. “The coffee isn’t even the main business: we are in the business of people,” he said. “Anyone can open a coffee shop, but it’s the people that Dutch Bros have that create that unique experience” The “stigma” behind being a barista is that it is a transitional job, a position that you have until you find a ‘grown up’ job. “This is a grown-up job,” Jantzer said. Dutch empowers the youth, growing leaders at just 19, 20 and 21 years old. “You don’t see many other places doing this.” According to Jantzer, Dutch Bros’ success is defined by the culture that is learned through training and working, which is then spread amongst the community and all new employees.

Tullos and her collaborators – Bryan Tilt, Julie Alexander, James Peterson and Guillermo Giannico of OSU and Laurel Genzoli of the University of Montana – will work with other stakeholders including whitewater recreation outfitters, the commercial and charter fishing industries, conservation organizations, farmers and ranchers. “In the end we’ll have new ecological models, new cultural models and new decision models for understanding the Klamath system,” Tullos said. “We can put all three together and conduct simulations – how would recreation change or how would opportunities for the tribes in the area change if we managed for water quality a certain way?” An $870,000 award from Oregon Sea Grant is funding the work, which builds on a one-year project that Sea Grant sponsored in 2021.

One outcome of the earlier study was the creation of a comprehensive, visually-based website titled “Resilience and Connectivity in the Klamath River Basin Prior to, During, and After Dam Removal.” “We see this new project as a pathway for how science and tribal culture intersect and bridge the gap to a more robust river management to support future generations,” said DJ Bandrowski of the Yurok Fisheries Department. From its source, Upper Klamath Lake, the Klamath River flows 263 miles southwest to the Pacific Ocean, cutting through the Cascade and Klamath mountain ranges on its way to reaching the sea at Requa, California, on the

Yurok Reservation. Farmers and ranchers in the upper part of the Klamath Basin who depend on the Klamath Irrigation Project have had to deal with regular water shortages because of drought and over-allocation. Tribal nations and fishing communities both upstream and downstream of the dams have seen fish stocks shrink, with 250 miles of spawning habitat rendered inaccessible by dams and water fouled by harmful algal blooms. Water quality in the basin is a complex, critical and poorly understood feature of the Klamath ecosystem and will play a significant role in how the river recovers following dam removal, Tullos said.

Water quality concerns include impairments associated with temperature, dissolved oxygen, acidity, nutrients and microcystin, a toxin produced by cyanobacteria. “By working with the tribe and stakeholders in the basin, we’ll capture a really comprehensive set of perspectives,” Tullos said. “And the more perspectives we have, the better decisions we’ll make.” Dam removal by itself will likely bring many benefits, Tullos said, but probably not enough to facilitate a full rebound in populations of salmonids and other culturally important fish such as native lamprey and eulachon. “Their recovery will be driven in large part by management of water quantity and quality,” she said. “A big piece of our research project focuses on Western science around water quality. The other big piece involves examining new ways of making decisions where all voices can be represented and where the stakes are high.”

Our much loved father passed peacefully at age 95, in Brookings, with family by his side. Dad was born in Weed to Rufus and Lola Wilson. He and his younger sister, Joanne, grew up in the Weed, Red Bluff and Yreka area before moving to Crescent City in their teens. Dad was an outstanding studentathlete at Del Norte High. For his senior year, he returned to Weed to play football, coached by his favorite uncle, Morton Kaer. Dad served in the US Navy and upon his return attended Humboldt State. He briefly taught high school chemistry at Fortuna High before pursuing a degree in pharmacy at UC San Francisco. He began his career as a pharmacist at Endert’s Drug Store in Crescent City. Not long after, Dad and his business partner, Dave Clark, opened Pacific Drug Store, which was a thriving business for over 30 years. Both as a businessman and a member of numerous organizations, Dad was always active in his community. He was a long time Commissioner for the Crescent City Harbor District as well as a Board Member of the Del Norte County Health Care District. He was an active member of the Rotary Club and Elks Lodge. Our Dad enjoyed many life-long interests and hobbies including hunting,

fishing and gardening. He took great pride in his abundant tomato crop, to the point where his family couldn’t keep up with the quantity! His curiosity for learning new things led him to other hobbies, such as beekeeping, cattle ranching, woodworking and portrait painting. He really enjoyed refurbishing an old fishing boat with his friends and christening it the CRJ after their wives. Byron was a good friend to many and, if you were his friend, you were a friend for life. Over the years he and his hunting and fishing buddies had many great stories to tell. Dad was preceded in death by his wife of 53 years, Janis Tryon Wilson, our mother. He is survived by his 5 children: Susan Taylor and husband, Rich; George Wilson and wife, Marilee; Elizabeth Deschuytter and husband, Bernie; Mary Schroeder and husband, Scott; and Nancy Wilson. He is also survived by his 10 grandchildren: Lauren, Katherine, Kristen, Byron, Annie, Emma, Ben, Lucy, Erin and David; and his 16 great-grandchildren: Weconah, Jessie, WahKell, Alyse, Izaac, Taylor, Colt, Lily, Nolan, Ella, Koree, Brandon, Preston, Adelynn, Norah and Owen. He is also survived by his wife of 21 years, Roberta Hadley Wilson and her son, Shane Theurkauf. We have many treasured memories of our time with

Warren John Moell, 90, of Grants Pass, OR, passed away June 2, 2022. Born 10/30/1931 in Eugene, OR. He spent 4 years in the Air Force, then worked for the Federal Aviation Administration for 34 years as the facilities manager. Warren had a successful career managing radar sites in Salt Lake City, UT; Red Bluff, CA, and the last 13 years above the Klamath River site. In 1992 he was awarded Sector of the Year for no facility outages at the radar site. Warren was on the Del Norte County Airport commission and helped facilitate the new Airport Terminal. He was also instrumental in the building of the divider that goes up Crescent City Hill on HWY 101 which helped in preventing headon collisions. He was married to Norma Fay Moell (Quinby) and together had 5 children. He is survived by his 5 children, 4 grandchildren, and 3 great-grandchildren. Children include Theresa Marie Moell, Chico,

There are ice cream tales aplenty; he’d say “just a scoop” but we knew not to put the container away. And vacations with family and friends always had to include a water destination for either camping, houseboating or, of course, a little fishing. Our Dad, Byron, a quiet and humble man, will be remembered with love.

Gov. Newsom, whose View from the left Declaration of Interdependence life is worth saving? Whose life, according to California Governor Gavin Newsom, is precious enough to save: A. A healthy human fetus being carried by its mother who is thinking about undergoing an abortion, or B. A remorseless serial killer who, after a fair trial, was convicted and sentenced to death, and has exhausted all rights of appeal. Governor Newsom’s answer: Kill the baby and save the serial killer. Governor Newsom’s “Right to Choose” between saving the life of an unborn baby or that of a murderer condemned to die by execution has been repeatedly expressed in numerous executive actions. On March 13, 2019, the governor ordered a moratorium on all further executions during his term as California’s governor. On January 31, 2022, he ordered the dismantling of Death Row in San Quentin and the transfer of more than 700 Death Row inmates to other prisons throughout the state. Crescent City’s population surge from the arrival of these murderers at Pelican Bay State Prison will likely be offset by the loss of what would otherwise have been the birth newborn babies, now that Governor Newsom will make it easier to get an abortion. On June 24, 2022, Newsom signed SB245 eliminating co-pay for abortion related services, effectively eliminating the cost of obtaining an abortion. Also on June 24, 2022, the governor proposed a $125 million “Reproductive Health Package” to “prepare for the inﬂux of women seeking abortions from other states” who will come to California to get their abortions for free. Under Governor Newsom’s plan to make California become “a haven for people seeking abortions,” taxpayers will pay the transportation, accommodation and medical expenses for those seeking an abortion from out-of-state. It is not hard to imagine border communities like Crescent City will experience an increase in the number of abortion providers, while access to other healthcare services continues to decline. “Reproductive choice” is the misnomer often applied to so-called right to avoid the consequences of pregnancy. It’s the timing of this choice that is so disturbing. Such a choice should be made before the pregnancy is initiated, rather than one or two trimesters later on a visit to an abortion clinic. A woman’s “bodily autonomy” is another term used to soften the conscious decision to end the life of a healthy fetus – with little regard for the bodily autonomy of the baby. A woman’s bodily autonomy should not be surrendered so easily to someone a woman does not love, to someone who does not love her, or to someone who has no interest in her beyond a momentary vessel of pleasure. If a woman still is unsure, at least take steps to avoid the pregnancy before it happens. If a pregnancy does occur, the mother has many options other than an abortion. There may be a family member or a friend or coworker who would gladly accept an infant child into their household. There are other couples who have not been able to conceive a child, but would feel blessed beyond imagination for an opportunity to love and care for a child of their own. And don’t forget about older couples, including those who are willing to move hundreds or thousands of miles away to be “closer to their grandchildren” who have plenty of love and life experience to share with a child. It is often grandmothers who take care of their grandchildren that were born to addicted or incarcerated mothers. We need to recognize that there are sensible ways to avoid an abortion and to save the life of an unborn child. We need to seek out trusted persons who have more to offer than the “one easy solution” to an unplanned pregnancy. And as caring adults, parents neighbors, friends, classmates and coworkers, we all need to care a little bit more about each other, to spot a troubled person, to lend a hand, to provide comfort and support, and to save the life of an unborn baby. And to you, Governor Newsom, from this editor of this tiny speck of a weekly newspaper in the small, remote and often forgotten County of Del Norte, I challenge you to establish another program comparable in size and scope to your $125 million plan to “Make California a haven for abortion seekers.” Your new program should be “Make California a haven for saving the lives of unborn children.” Maybe Del Norte County’s share of that $125 million can instead support the young mothers who have decided against aborting their babies. On July 4th we celebrated our country’s Declaration of Independence from Great Britain. On this day I was just returning to Crescent City from a two-week, 5,000-mile trip across our country. While I was driving, I contemplated the many ways in which we are interconnected as a country. This has inspired me to suggest that we should also have a Declaration of Interdependence. The last line of the Declaration of Independence states that, “…we mutually pledge to each other our lives, our fortunes and our sacred honor.” The founders knew that for this effort to form an independent country to succeed all the people needed to band together. The Revolutionary War had just begun, and the United States would not claim victory until September 3, 1783. There is no doubt that when we work together, there is much that we can accomplish. To do this, we must overcome political or philosophical differences and ﬁnd common purpose. The reason for organized government is to facilitate progress as a country that we could not accomplish individually. Through our taxes we pool our resources to build what we could never do by ourselves. The national highway and road system is a good example of this. If you kept the sixty-nine cents per gallon that you pay for state and federal gas taxes, you would not have enough funding to build even a small section of road. However, combining a small amount of tax from everyone, provides sufﬁcient

revenue to build the extensive highway system that we all utilize. Closer to home we use our combined taxes to fund police, fire protection and free public education. We all contribute to these for the benefit of our entire community. As I was driving from state to state, I did not see the color of the sky or the land change colors from blue to red when I crossed the borders from Washington through Idaho, Montana, North Dakota, Minnesota, and Wisconsin. What I did see were vast ranches and farms that grow the beef, corn, wheat, soybeans, and potatoes that we all rely on. We depend on the food that is grown in these other states, just as they depend on the fresh fruit, wine, dairy, and nuts that are produced in California. On a day-to-day basis we count on the many people who we learned to call essential workers during the pandemic. We expect that when we go to the store or gas station that there will be someone there to allow us to purchase the products that we need. We trust that when we need medical assistance that doctors, nurses and other medical professionals will be available to help us. If we once thought that we are separate from what happens in other parts of the world, we have learned that this is not true. When the corona virus first emerged, it was not deterred by national or state boundaries. We are now seeing that a war halfway around the world can have a profound effect on us here in our remote county.

Del Norte Mission Possible is on the move! We, like some of you, are not just helping unhoused persons to stay alive. We are about empowering people to thrive, and then in turn, to give back to others. How? First, our Director has formed teams of unhoused volunteers who collect anywhere from two to four tons of garbage weekly. Our volunteers started by cleaning up trash in their camp areas. It wasn’t long before these volunteers were helping to clean up nearby areas of community dumping by housed persons! Our exemplary “Ambassador” (leader within the homeless community) said we are not

Scott is already making a difference Sheriff Garrett Scott has been on the job about eight weeks, and I’m happy to report morale and work conditions are slowly and steadily improving. I met with Del Norte’s top cop recently and we spoke about priorities, challenges and what the public can expect in the coming months. Having said that and rendering my unequivocal support for Sheriff Scott’s goal to return the DNSD to its former high status, I share my opinion that former Sheriff, Board of Supervisors-appointee, Randy Waltz was a good and very capable Sheriff. I contend the perceived demise of patrol and jail operations existed within both the Department, and by extension, the community, and involved a quiet cadre of non-law enforcement malcontents who wanted the County’s sheriff out because he was not a local product. The squabbling spilled over to an overzealous District Attorney, on a ﬂimsy residency matter discrepancy. This intervention supplanted the election process with voter input as the ultimate voter decision maker. I’m relieved to know former Sheriff Waltz’ felony charges were dismissed and a face-saving single misdemeanor plea was proffered and agreed upon. Out in the political suburbs away from this drama was ap-

pointed and now-elected Sheriff Garrett Scott who’s in process of completing Waltz’s predecessor, Erik Apperson’s, original term before Scott begins his own four year term in 2023. Our conversation follows: Recruitment of jail staff and patrol deputies remains Sheriff Scott’s top priority. A cross-lateral Deputy has been hired and is working at this time. An additional Lake County transfer deputy is in the process of hire. An experienced dispatcher is now hired bringing to three, with an additional three dispatchers needed. A correctional deputy has now been hired. An additional eight deputies are needed to bring patrol up to a full sixteen member complement. Five jail staff are being actively sought to fill custodial staff vacancies. Until these vital positions can be filled, services will be compromised and may not live up to the high standards we expect, at least not yet. Money is not the primary obstacle in hiring quality staff. The level of dedication of those who apply to serve in this Department is quite extraordinary and exceptional. We have some very good law men and women in this County. But now systemic long-term inflation, including record high fuel prices and unaffordable housing is complicating the already challeng-

The global economy is more intertwined than ever and what happens in other countries affects us here as production of basic goods are curtailed and supply chains are disrupted. When I studied ecology at the University of Wisconsin, I learned that all living things are interdependent. Degradation of our natural environment will eventually affect all of us. What we do individually affects what happens to our society as a whole. We are all interconnected and interdependent. Our country’s motto, ﬁrst proposed for the Great Seal of the United States by John Adams, Benjamin Franklin and Thomas Jefferson is “E pluribus unum,” which means “one from many.” We are the United States of America, and it would be best if we could all recognize that we are in this together.

Sheriff Scott is actively looking at bonus enhancements to mitigate this public safety hiring problem. The prospect of a new $50 million jail is also on Sheriff Scott’s target list. The Sheriff has plans to address students at Del Norte High, and other schools, including Smith River, Redwood, Crescent Elk and Margaret Keating in Klamath to talk about career paths in law enforcement. This highly proactive recruitment tool increases personal investment in Del Norte where future deputies and jail staff can remain in the community close to friends and family. Last week, Governor Newsom signed legislation that creates the Ofﬁce of Health Care Affordability, Assemblymember Jim Wood’s (D-Santa Rosa) top priority health care legislation. Bud was a generous and loving man helping family members, friends, or complete strangers in need whenever he could. He was an amazing father and a superb provider for his family. The only hobby Bud had; The San Francisco Giants. Bud was a lifelong Giants fan, doing his best to never miss a game by tuning in either by radio or TV. After the passing of his ex-wife Phyllis in 2014, Bud transitioned to living with his daughter, Terri in Cave Junction OR.

G. C. ‘Bud’ Eller was born 8-25-29 in Summit North Carolina. He passed on 6-25-22 in his home in Cave Junction OR with his daughter by his side. In the early 30’s, Bud, his sister Clara and mother Lessie traveled by train to Eureka CA. Weeks later they moved to Fieldbrook. Bud spent his youth in that small valley in Northern CA, hunting and ﬁshing with his father, younger brothers and friends. He attended Arcata High School where he enjoyed playing baseball and football. Bud married Phyllis Tweedy, also from Fieldbrook, on November 25, 1955 and welcomed his only child, a baby girl, on June 7th 1957. Bud and Phyllis divorced in 1988, but continued to be best of friends and support each other

The creation of OHCA has been a true partnership with Governor Newsom and his administration, my colleagues in the Assembly and Senate as well as a collaboration of many stakeholders including the health care entities that will be required to provide data as well as the people who are paying for and receiving care.”

“Who are you? What you told me was just your name.” This is the question that comes up for every child that interviews for Gateway Education’s summer day camp. After a 20 minute interview that includes time for camper questions, the child is expected to call the director within 24 hours and make the decision of if they would like to come to camp or not without the influence of parents, siblings or friends. Ages range from 9 to 18 years. Additionally, the kids are informed they will have the skills to survive for three days with no equipment after the camp is over and that they will experience a sense of their true self. This is a high bar to meet that most of us can’t say we experience until much later in our lives. The interview goes on to anticipate the issue of bullying - what the director addresses as our “inability to be that extraordinary, powerful, unique and beautiful person we know we are but can’t be due to the fear of being bullied or put down.” “What if I told you there was a place you could be your Self?” he asks. “Would you believe me?” The obvious response is, “If I can’t be myself at school or home, how am I supposed to feel safe enough to be me at camp?” A good question. A fair question. What occurs next is an explanation of Gateway’s Camp CORE.

C is for Choice. You always have a choice at camp to participate or not. You also have to make the choice to go to camp as noted earlier. O is for the One Rule, which is a zero tolerance for creating an unsafe physical or emotional environment. As this is one of the centers around which the camp environment is created, it bears some exploration. There are no warnings at camp. The consequence for breaking the rule is that the camper is sent home for the rest of the week. The kids are informed they will hear this three times; once in the interviews, once the week before camp when their parents receive the Launch Sheet outlining the things they will need at camp and to go over the One Rule with their child, and on the first day of camp. After this, they will never hear it again. They are informed they are too smart to need more than the three times they receive this information. The flip side of this harsh sounding rule is the child can return to the following week’s camp, next months program or next years camp free of charge and judgment so that they can learn the lesson of acceptance. The child is informed that it is not themselves that the program has an issue with, it’s only the act of harm that they made. R is for what Gateway considers to be one of the most important elements of life. How good or how crappy your life is is based on how you hold your Relationships. An example of this is, “If

you want to learn how to survive you must have a healthy relationship to yourself and to Nature, as they work together.” The last letter of the CORE is E, which stands for the philosophy “Everything happens for a reason.” If you’re not at camp, you’re not supposed to be. Be present wherever you are and maybe come next year. Otherwise, we expect to see you at the County Library parking lot at 7:50 a m. - assuming you choose to go. The camp goes to different locations each day where campers learn the order of survival and the skills to generate friction fires and build shelters using local materials. They are expected to bring their own non-disposable plate, fork, bowl, cup and water bottle. Meals are mostly organic and locally sourced when available and cooked fresh in the camp locations each day. Campers also learn and practice the skills of moving silently through the woods, experience the physical and emotional benefits of being immersed in Nature and learn to listen to the quiet inner voice through the stories they hear and the games that depend on listening to that intuitive voice. The activities grow in scope and difficulty each day so it isn’t a surprise to see that many of the evaluations completed by campers at the end of camp report a greater sense of confidence in themselves. Gateway has been facilitating

this camp for 20 years, started by transplant Ron Cole after his time in AmeriCorps. He credits the program’s success to many, acknowledging the gifts of Kirsten Randrup, Matt Lawrence, Jaia Hudson, John Nolan and others who have contributed to the programs unique design and approach. Even Covid-19 could not stop the growth of Gateway. In 2020 Gateway received a generous grant from Building Healthy Communities and the California Endowment to continue and expand its programs. Gateway utilized these grants to create an outdoor experience program for foster youth with Redwood Rides, generating short term adventures through a Choose Your Own Adventure Program, the expansion of the Coyote Disc Golf Program and the launch of their first youth entrepreneurship program. Gateway started the Pastels in the Park event in 2002 when it was discovered that there were youth who wanted to attend camp but could not afford it. Through this program patrons such as businesses, professionals, individuals and groups who are interested in sending youth to camp are identified. Patrons are then matched with accomplished artists within the community who create a work of art as a means to express Gateway’s appreciation for these scholarships which provide opportunities for kids to attend camp. In addition, works of art are on display for the public at Beachfront Park each July 4th

and have become a tradition the greater community looks forward to each year. The memories of Summer Camp are always an exciting point in our lives. The offerings of these summer camps are unique in the experiences provided as well as the opportunities for all children who have the desire to attend camp being able to do so due to scholarships offered from the community. I wish I was a kid again so I could go to these camps. When asked about Gateway’s future the director replied that many have asked if he could expand the program, even to other states. His response is that exploring the emotional landscape and the Self are not unique or endemic to the area. He encourages sharing the concepts and approaches utilized and which seem to work for Del Norte County, but that other leaders must identify what unique approaches are needed for their areas. Kelly is a funny girl who enjoys staying mostly on the counter, claiming it as her space. She does not like the other cats at the shelter, which we suspect is why she has eagerly claimed her counter. She is full of spunk and would make you laugh out loud to watch her. She is an indoor only kind of cat.

revisiting those now obsolete MOUs. Sheriff Scott is also exploring inter-State cross-lateral agreements once utilized in Del Norte. The MOU’s would be sim-

ilar in intent and purpose to the cross-lateral deputy MOU with the Yurok Tribal Police. Del Norte County enjoys a productive mutual aid inter-county relationship with Humboldt as well as productive partnership agreements with the CHP, Crescent City Police Department,

State Department of Fish and Wildlife, and Redwood State and National Parks. The six-member Citizens Advisory Board will soon be re-activated after a long hiatus due to the Covid 19 virus. Sheriff Scott is also receptive to quarterly calendar meetings with citizens who

wish to meet with the Sheriff and staff in an effort to have open communications. Indeed, there’s a new Sheriff in town and I’m encouraged by what I observe. Progress is ongoing and the arrow is clearly pointing in the right direction.

The Board of Supervisors needs to provide financial support in funding bonus enhancements. Garrett Scott needs commuity support and patience as this tedious journey of improving quality law enforcement in Del Norte county continues. The helmet ’s off to you,
