Voters in Crescent City will again decide on Measure S BY DAVID RUPKALVIS The Triplicate

Almost two years to the day after voters in Crescent City approved Measure S, providing sales tax fnding for police, ﬁre, road improvements and the pool, voters will have another chance to decide whether to keep the tax. After opponents of Measure S turned in petitions demanding an election, the Crescent City City Council begrduglingly voted to have the election placed on the Nov. 8 ballot. The exact wording that will appear on the ballot will be voted on August 1. While the city council had no option but to call the election, most members of the council said remiving Measure S would be a devastating blow to the city as it rebonds from COVID restrictions and faces an economic recession.

The council also said Measure S is working and the city is keeping its promise to spend the money wisely. “e’re increasing the number of officers on the street, we’re increasing thw number of fire captians,” Mayor Jason Greenough said. “It’s being funded largely through Measure S funds. As well as a lot of the capital improvement projects happening around the city, we would not be able to have these projects without Measure S funds.” Councilman Blake Inscore said Measure S is making a big difference. “Probably every one of us, when we ran for office, had to address what are you going to do about Front Street,’ Inscore said. “We never had the funding options to do that. In this budget, it includes building out two more blocks of Front Street. That’s

only possible due to the revenue that has come out through Measure S. That’s something this community has told me they want done. People have really gotten tired of hearing, we’re working on it. People want to hear you’re doing it.” Best of all, Inscore said, the tax is being paid largely by people who don’t live in Crescent City. “Measure S is not just an extra burden on all of our rsidents here,” he said. “A good portion of that is paid by people who come here. Everybody is paying into this through Measure S, not just people who live in the city limits. You can guarantee every penny that’s paid into it stays right here. What other tax can you say that for? We’re doing what we’ve been asked to do.” Greenough said after the mandated 49 signatures were

approved, the council had no choice but to let voters decide again. “I for one am dismayed that this is even on our agenda, but the voters have brought this to our attention and they would like a vote on it,” Greenough said. City Manager Eric Weir said the council had to call the election, but he suggested the council ask staff to prepare a report outlining what the loss of Measure S would mean. The council did just that, giving city staff 30 days to produce a report outlining what would be lost if the sales tax was repealed. Weir said some of the things being paid for through Measure S funds include body cameras for all police, cameras mounted in all police cars, new police ofﬁcers, two full-time paid ﬁre

Harrington House recently received a grant from Paciﬁc Power that has enabled them to upgrade the pet area it offers to domestic violence abuse victims who seek shelter. Harrington House is one of the only shelters that accepts pets in Northern California, helping to provide accessibility to more people, especially those who don’t want to leave their pets behind. Competing in a 10-team ﬁeld that included state champions from throughout the Western United States, the Del Norte All-Stars bowed out of the double-elimination tournament with their second loss on Sunday. In a battle of the Great Northwest state winners, Del Norte fell 21-0 to the Washington champions, closing out tournament play 1-2. They opened up with a tough 31-1 loss to the Southern California champions on Friday, before claiming a forfeit victory over the Wyoming champions on Saturday. And all in all, despite the loss-

Unfortunately, while the pitchers didn’t give up a lot of hits over the weekend, defensive miscues cost the team, especially in Sunday’s loss. “We had a lot of errors,” Nelson admitted. Saxon Taylor impressed both

at the plate and on the mound, hitting a double on Friday and adding one of his team’s three hits on Sunday. “Saxon’s a great player for us,” Nelson said. “He plays a lot of travel ball and he’s a really good athlete.” The coach also praised Franklin for making some key defensive plays at third base, while adding that Taylor and Sylas Sampels were their “go-to pitchers.” Sampels also had a base hit in Sunday’s loss, along with Jake Shrewsberry. Winning a Western Regional Tournament championship was always going to be a difﬁcult task for the Del Norte Little League Senior All-Stars, but it was a challenge the team embraced this past weekend. The Del Norte players qualiﬁed for the big tournament after winning the Oregon state championship earlier this summer and they made the trip to Oakland eager to represent their area well and advance to the Little League Senior World Series in South Carolina.

leaving one’s dog or cat behind. Fortunately, Del Norte County residents have a better option. Harrington House, the only domestic violence shelter in this county of 28,000 people, is the rare shelter that allows survivors to bring their cats, dogs, lizards and birds with them when they need support and a safe place to stay. It’s one of only eight shelters in California to do so, says shelter manager Sherry Hertz. The backyard where pets run and play recently got upgraded with new equipment, thanks to a recent safety and wellness grant from Paciﬁc Power Foundation. The backyard is now equipped with four dog houses, six pet beds and a large outdoor sunshade to protect animals from Crescent City’s wet, windy weather. Harrington House receives state and federal funding and also relies on donations from businesses and individuals. By accepting pets, and thereby removing one of the reasons why someone may remain in an abusive situation, Harrington House hopes to

drive down the historically high rates of domestic violence in Del Norte County. Rates increased during the COVID pandemic, from 49 instances of domestic violence per 1,000 residents in 2019 to 80-some instances per 1,000 residents in 2020, Hertz says. Even with the pandemic fading, calls to the domestic violence hotline rose from 42 in March of this year to 62 in April. Harrington House and its crisis hotline (707-465-3013) are open and staffed 24 hours a day, seven days a week, 365 days a year. The 9,000 squarefoot shelter and resource center can house up to 30 people and their pets. Smaller animals can even stay with guests in their rooms. Most of the guests are women, many with children, although men are also welcome. The shelter offers a wealth of resources, including food and emergency clothing, counseling for adults and children, legal services, and support groups. Many advocates who work at the shelter are survivors themselves who provide support and hope for people so that they can move past their trauma and on to better, healthier lives.

I don’t know how,” Weir said. Councilman Beau Smith said his time in ofﬁce has changed how he views Measure S after he initially opposed it. “I know that it’s being used properly and it’s being used promptly,” Smith said. “My whole point of view of Measure S has

changed dramatically over the past year and a half.” Trish Long, the chair of the Measure S Oversight Committee said the collection and use of the funds has been audited by an outside agency, She also said she is conﬁdent voters will again support the tax. “49 people approved that petition and a lot more approved Measure S,” long said. “The city residents believed in you, and I say they will continue to beliieve in you because you are doing the projects you said you would. Measure S has not only given us the ability to improve

our community, but it’s given your employees hope. It’s going to give our children hope.” Councilman Ray Altman said he too is optimistic. “I totally support the impact report, but I think we should all remain optimistic and have a little bit of faith in our people,” Altman said. “We’ve had so many delays already. We should keep pressing on and see what we can get one. I’m optimistic. There’s a lot of work to get done.” The council voted 5-0 to call for the election, which will be held in conjunction with state and federal elections in November.

NEW FIBER OPTIC LINE. Fiber optic lines were installed in parts of Downtown Crescent City last week by Javelin Utility Service, a contractor for Charter Spectrum. The 1,750 ft. line was pulled off a 20,000 ft. reel by Michael Dahill high in the sky in the bucket truck, while his father Charles Dahill drove the truck. Charles Herman provided traffic control. What was most amazing about this project was the speed at which this new fiber optic line was installed – walking speed, without hardly any interference with pedestrian or vehicular traffic. Customers can expect vastly superior data communication that will be transmitted as a result.

Animal Control After reading your article about the possibility of the Animal Control mobbing from the Agriculture Department to the Sheriff’s Department, I would like to express my opinion that it is a good move. This would give more protection and authority to the Animal Control Officers (ACO’s). The public is not happy about paying for licenses for their dogs. They don’t realize when their dog is wearing a tag, the ACO’s can bring the dog home, if the dog isn’t too far away from home. Also, if the dog bites someone, the tag tell you the dog is up to date with rabies shots and allows the possibility of quarantine at home and the ability to avoid shelter cost. This will also free the Agricultural Department for their other duties. For most of my career as an ACO, I worked under the Agriculture Department. For the last few years I was under the Humboldt County Sheriff’s Department. Although I had good supervisors in both departments, I had overall more support as part of the Sheriff’s Department. Veterans and the Homeless I’m appalled by Mr. Gitlin’s continued blatant disrespect for American veterans. He continues to characterize the homeless as ‘vagabonds’ and ‘transients’, however, even the most cursory investigation of the nature of the homeless would reveal that a large number are veterans. Although flawless counts are difficult to come by the U.S. Department of Housing and Urban Development (HUD) estimates that 40,056 veterans are homeless on any given night. Over the course of a year, approximately twice that many experience homelessness. Only 7% of the general population can claim veteran status, but 13-17% of the homeless adult population are veterans. Ten percent of the homeless veterans are reported to be women. The next time I read here of Mr. Gitlin’s irrefutable disrespect for our veterans will be my last time as I will cancel my subscriptions to both the Triplicate and the Pilot. In the meantime, I intend to address local veteran’s groups explaining Mr. Gitlin’s opinion of those that served our nation and now find themselves homeless. Michael A. Why Congress Should Leave Abortion to the States By MARK BURTON InsideSources.com

Abortion regulation is an intractable problem mainly because no one knows the true nature of reality. Differing opinions about the existence and nature of God, the human soul, objective morality and other “first principles” lead to irreconcilable opinions about abortion. If Congress, state legislators and judges want to address abortion now that Roe v. Wade has been overturned, they will need to address various difficult questions. The primary question is how the government should balance the rights of a pregnant woman with the rights of the preborn developing in her womb when those rights conflict. Specifically, given that (1) each human being originates at conception and (2) development in the womb is the first stage of each human being’s life, when does each person first acquire rights under the law, including the right to life? At conception? At birth? At some point in-between? Or at some point after birth? Three possible scenarios might be true, although some people stubbornly refuse to acknowledge all three: —If a human being does not acquire rights under the law until birth or some point after birth, then the abortion debate is over. That is, unrestricted abortion should always be legal as long as it is not forced or does not otherwise violate the rights of a pregnant woman. —If a human being acquires rights under the law after conception but at some point before birth, then abortion should always be legal before that point. However, how such a point could be determined objectively seems highly problematic. Past proposals, such as so-called viability or the first detection of a heartbeat, have been subjective. Even if such a point could be determined objectively, the government would still need to determine under what cir-

cumstances, if any, a pregnant woman’s rights outweigh the right to life of the preborn. For example, abortion might be legal even after the point at which a preborn acquires rights if the pregnancy threatens the pregnant woman’s life. —If a human being acquires rights under the law at conception, including the right to life, the government will need to determine if there are any circumstances in which a pregnant woman’s rights would outweigh the right to life of the preborn, such as a threat to the pregnant woman’s life. Is there any way to objectively establish (1) when a human being first acquires legal rights, including the right to life, and (2) under what circumstances, if any, a pregnant woman’s rights would outweigh the right to life of a preborn? These are the fundamental questions lawmakers and judges must answer to determine whether and under what circumstances abortion should be legal or illegal. The answers depend on which “first principles” are correct. No one knows, however, which “first principles” are correct. That’s partly why abortion is such a heated and contentious issue because it’s ultimately a debate about which religious beliefs are correct. Abortion, therefore, will remain unresolvable until those “first principles” can be established objectively. Lawmakers and judges are confronted with an impossible but unavoidable task. Some pregnant women are going to seek abortions. How should the government respond? With ultimate truth so elusive, perhaps it would be best for Congress to leave abortion regulation to the states. At least that would allow Americans with differing opinions to choose among different options rather than force the entire country to abide by a single law that would be as inherently divisive as it would be inherently subjective.

Government of the people I have previously written about the necessity for us to compete for state and federal funding that can help address our needs for public infrastructure, affordable housing, and access to mental health services. Some of these challenges must be addressed by government on a larger scale. However, some problems can be solved at a neighborhood level if neighbors will get involved. We should not expect “government” to solve all our problems. We are not separate from government. We are a part of it. We are a government of the people. I recently attended an extraordinary neighborhood event in a local park organized by Supervisor Susan Masten. This was a follow-up to the townhall meetings that she held several months ago, to review the feedback and discuss next steps. This was a stellar example of bringing government to a community level. One of the primary concerns expressed by the people at these town hall meetings is public safety. In response to this, Supervisor Masten invited our new Sheriff Garrett Scott, who was very generous with his time. As you may be aware the Sheriff department is seriously understaffed. Even though there is progress in filling vacant positions, there are limits to what can be done at this time. On that day, after the meeting Sheriff Scott was filling in on patrol duty. I do appreciate his dedication. Eventually the conversation turned to a discussion of neighborhood watch groups. One attendee described how she and her neighbors watch out for each other. Neighborhood watch groups can provide additional eyes and ears to help the Sheriff Department to be more effective. This is a good example of government of the people, when the people stand up to confront a problem, rather than just expecting centralized government to fix it

for them. I have heard Supervisor Masten say more than once that many problems can and should be solved by people at the community level. The National Neighborhood Watch (nnw.org) provides information on how to work with local law enforcement agencies to start a new neighborhood watch. These are not intended to cover sprawling geographic areas. A neighborhood watch group could be a small as a single cul-de-sac. Residents also shared their concerns with Sheriff Scott about the homeless camps in their neighborhood. The fifth district has some of the largest homeless encampments in the county. As if on cue, Daphne Cortese-Lambert, the Director of Homeless Services for Del Norte Mission Possible, happened to be driving by and decided to drop into the meeting. She explained that she knows most of these homeless people through her non-profit agency’s work with the Point in Time count, volunteer clean ups and homeless services program. As I was observing her interactions with community members and the Sheriff, it occurred to me that there is a natural synergy that could lead to a more effective response to the homeless “problem.” Rather than treating the homeless as an amorphous mass of unwanted humanity, there may be an opportunity to treat them as individuals with individual needs. Sheriff Scott also responded to questions about how Crisis Intervention Teams (CIT) could supplement the available Sherriff Department staff. A CIT would involve trained behavioral health professionals that can counsel people who are facing distress due to a lack of housing, or a mental health or substance use crisis. There are times when an emergency call does not require an armed response. In fact, Sheriff Scott acknowledged that

Kevin Hendrick sometimes a uniformed officer can escalate the situation. With due respect to the sheriff deputies, they are not trained to manage complicated behavioral health issues. If a Crisis Intervention Team can respond in appropriate situations, then deputies can be deployed only where they are most needed. This may relieve some strain on the limited personnel. Sherriff Scott is working with Del Norte County Behavioral Health to come up with a plan to initiate Crisis Intervention Teams in our county. There may be state or federal grants that will fund this which will help the Sheriff’s budget stretch a little bit farther. We should always be looking for viable partnerships between the government, non-profit groups, and the citizenry to address our local needs. Don’t just sit back and wait for someone else to take care of it. Get involved. Volunteer for a non-profit group, start a neighborhood watch or help with a community clean up. If members of the public get more involved in our community, then we will more likely have a government of the people, by the people and for the people. CCPD Chief Richard Griffin update Crescent City Police Chief Richard Griffin has been on the job over three years. When I asked the question about his service in Crescent City and he told me how long he’s been on the job, I was taken back. Wow! Tempus fugit. What’s going on at the CCPD these last few years? Lots. What’s your vision for the Dept., Chief Griffin? “ I’d like to make Crescent City a better place for my kids. What can I do today to make Crescent City better? ” That’s a good question for all of us ask ourselves. The department consists of nine patrol officers, three in training, one school resource officer plus another soon- to-be on board and one Chief. Chief Griffin hopes to promote a Sergeant to Lieutenant rank, shortly. Two officer positions remain open and a records clerk position needs to be filled. The chief is rightfully very proud of his leadership role in taking care of his officers. Chief Griffin’s priority is securing the tools necessary for his officers to do the job. Easily said, not so easily done. As a City resident, I tell you the work product and morale emanating from the Department is exemplary. Kudos to the Chief for personally going over to Crescent Elk to calm students, staff and parents reacting to unfounded rumors of student safety at risk, during the Uvalde shooting tragedy several weeks back. Does that mean the Chief and I don’t occasionally see eye

to eye? Absolutely! I share my views with Chief Griffin and even in disagreement, I leave the conversation with the distinct impression I’ve been listened to and absolutely treated with dignity and respect. What is the most challenging issue the department faces? The Mental Health issue prevails. Those afflicted with mental illness cause lots of problems. The Chief observes matters worsening until the State amends laws which change the role the Dept. plays. One of those changes includes a crisis intervention team on-site when there are mental health issues facing patrol officers. The Chief is a strong advocate for retaining City sales tax Measure S which may face repeal in November. Measure S funding has already purchased new video equipment so officers have an accurate record of each and every call they answer. The chief reflects on the “revolving door” practice meting out justice and preserving community safety, when officers make an arrest. The suspect is detained, booked and immediately released back into the community. The Chief admits this practice is frustrating but he must adhere to his Oath and follow the law. Other legislative overreaches include voter-passed Proposition 47 and 57 which have amended many felony laws down to misdemeanor level. Griffin and the Department is the face of law enforcement,

not a messenger for myopic misinterpretation of laws espoused by many frustrated citizens. One problem continually vexing me is the wanton shoplifting of shopping carts. I reflect on scores of these $300+ “ vehicles” abandoned and splayed about town. No so anymore. I’m pleased to report CCPD officers are clamping down on these shopping cart scofflaws, and the message is a clear one: shopping carts may not be removed from the parking lot. One can certainly see the difference on the street. The first Tuesday in August is National Night Out, August 2. This event brings awareness to our law officers across the United States. Reminder for all to turn on porch lights in support of law enforcement. Here’s to all the kids in Crescent City…We’re going to make this community a better place for you and your children. Oregon’s U.S. Senators Jeff Merkley and Ron Wyden recently announced the Smith River National Recreation Area Expansion Act (Smith River NRA), legislation to expand the Smith River NRA, cleared a key hurdle by passing out of a Senate committee on a bipartisan vote. Expanding the Smith River NRA by 58,000 acres into Oregon would protect the diverse ecosystems of the rivers, streams, and adjacent lands of the North Fork Smith River watershed, and help boost the local ﬁshing and recreation industries that many Oregonians rely on. “When we come together to protect our state’s natural wonders, we can create jobs, protect resources, grow our economy, and make sure future generations of Oregonians can enjoy our incredible public lands,” Merkley said. “Expanding the Smith River National Recreation Area is a commonsense win-win-win for our economy, adventurers across the Northwest, and those dedicated to preserving the ecosystems that make Oregon so special. The Smith River NRA expansion would permanently withdraw the land from new mining claims, helping to protect this sensitive area from proposed nickel strip mines, and protect 75 miles of scenic rivers, including Baldface Creek, Chrome Creek, and nearby streams. Additionally, the legislation would task the Forest Service with the preparation of an updated recreation plan identifying speciﬁc plans for the entire National Recreation Area, and produce a special study of streams, fens, wetlands, and potentially unstable and vulnerable aquatic habitat areas. The bill complements the Southwestern Oregon Watershed and Salmon Protection Act, which was introduced by the Senators earlier this year to protect the North Fork Smith River watershed and other Southwestern Oregon rivers and

We have a wonderful volunteer that calls our cats by name and gives them treats, so it won’t be long before they are friendlier. Hopefully soon they will be able to be picked up!

Sam is the friendliest little fella. He loves other dogs, has high energy, and is always on the go. As such, he enjoys going on walks, and playing with toys. He will roll on his back next to his person and quietly chew his toys. He was recently neutered and has since not had any accidents. He’s smaller is size, but currently a little heavy.

Sheriff’s ofﬁce helps rescue people on capsized boat On July 21 at approximately 1030 a.m., a capsized vessel with four victims aboard was reported in the ocean waters just outside of the mouth of the Klamath River. A team of rescuers responded in a DNSO ocean rescue vessel that included California Highway Patrol, California Fish and Wildlife and the DNSO. The vessel and victims were located and a joint rescue with a helicopter from the Coast Guatd took place. Two victims were transported by helicopter to the Crescent City airport and the other two transported by the DNSO rescue vessel to the harbor in Crescent City. All victims were met and evaluated by emergency responders upon their arrival to land. All injuries sustained were mild and

JC suffered a massive stroke due to an undiagnosed brain condition. JC Bell was born on September 10, 1981, to Terri Snodgrass-Custer and Tom Bell, the oldest of 2 children. He was raised in Crescent City, CA and attended Del Norte High School. He spent the majority of his life in Del Norte and Humboldt counties. JC was able to make friends wherever he went, and always left a huge impression on everyone he met. He was quite resistant to authority and following rules in general, and lived life on his own terms. If doing something crazy or dangerous might result in a good story to tell later on, he was all for it. He will be remembered for his larger-than-life personality, sense of humor, sarcasm and wit as well as his kindness and willingness to help others. He will most definitely be remembered for being the only kid in 6th grade who had a full beard. JC had a special way of connecting with people. He had inside jokes with every person he knew. No matter who you ask, everyone has their own “JC” story. Even as a child, he tried his hardest to make sure everyone around him was laughing. Making fun of people incessantly was his way of showing love. JC had a beautifully complicated and creative mind, and expressed himself by pouring his heart and soul into two of his greatest passions: music and art. His Mom recognized his talent early on and bought him his first drum kit. Thankfully for those of us who lived with him and had to listen to him practice, he quickly mastered the art and became an amazing drummer. He spent some of the best years of his life playing music with many different bands and could play any style of music. Some of the best years of our lives were spent watching him do what he loved: playing shows or playing music with his friends in the garage at the Keller house. Not only was JC a talented musician and artist; he was someone who could fix anything. He especially loved working on motorcycles and cars; and was the person everyone called when they needed help. He also enjoyed spending time outdoors, and spending time with Jessica, his family and his children who he absolutely adored. JC is survived by his children Simon, Waylon, Charli, Cora and stepson Preston Fitzhugh; loving partner Jessica Huston, mother Terri Snodgrass-Custer, grandmother Beverly Snodgrass, sister Kelsey Bell as well as many aunts, uncles, cousins and countless lifelong friends. JC joined his father Tom Bell and grandfather Charley Snodgrass on the other side. Though the world will never be the same without JC, he left each of us with our own special memories of him during the very short time he spent here on earth. Those memories will carry us through this life until we can be reunited with him in the next.

A celebration of JC’s life will be held September 10th from 3-8 pm at Florence Keller Park.

College of the Redwoods hosts benefit for Athletics Program College of the Redwoods will host a Dinner and Auction to benefit CR’s Intercollegiate Athletics Program on August 11, from 5:00 to 9:00pm in the CR Gymnasium. Tickets are on sale at $85 for an individual, $640 for a table of eight, and $750 for a table of ten. This year CR will be honoring their 2006 Softball Team – the first CR team sport to make it to the Final 8 State Championships since the merger of the small school/large school format. The event will also be honoring the 50th anniversary of Title IX.

“We are extremely excited for the in-person return of the CR Dinner & Auction which benefits our intercollegiate athletic programs,” said Bob Brown, Director of Athletics, Kinesiology, Health and Physical Education. “Over the years. This event has been a critical revenue boost to the operations of all the athletic teams and has directly benefitted our student-athletes’ academic and athletic experience. We are truly grateful for all the continued community support and firmly believe this support has played an integral role in our recent

successes, including three Golden Valley Conference Championships in Women’s Cross Country, Men’s Basketball and Women’s Track & Field this year.
