City relaxes COVID-19 order Dog park opens, some events resume By David Hayes The Triplicate

As the state’s COIVD-19 stay at home order continues to relax, Crescent City has followed suit and will allow limited reopening of the Cultural Center and Dogtown. The City Council revisited its lockdown emergency order Monday and voted unanimously for the changes. The vote allows Castle Rock Charter School a safe venue for its graduation ceremony and the Downtown Di-

vas to resume the Crescent City Farmers and Artisans Market, which kicked off Wednesday. Lastly, pending approval by County Public Health Officer Dr. Warren Rehwaldt, Dogtown at Beachfront Park will be allowed to admit up to 10 people. “I’ve never seen more than 10 people there at one time anyways,” Mayor Pro Tem Heidi Kime said. The council’s vote authorized City Manager Eric Wier to grant permits on a case by case basis, using California Department of Public Health guidelines and approval from Rehwaldt. Staff also recommended that Wier may cancel events if COVID-19 guide-

lines become more restrictive. The City Council declared a state of emergency March 16, suspending all special events and closing city offices, parks and the Fred Endert Municipal Pool to the public. Since then, the city has heard from a lot of pet owners. “There was a huge community outcry to allow pets to be outside,” said Holly Wendt, Director of Recreation and Events. “The weather has been wonderful.” Wendt said in addition to reopening Dogtown, Castle Rock Charter School can use the Cultural Center’s atrium for a graduation ceremony for 15 of its eighth-graders and about 40 high

schoolers. Wendt explained that parents will drive up to the first entrance, their student will walk inside, receive a diploma, have a picture taken and leave from the facility’s second entrance. Councilor Jason Greenough wanted to know if CDPH has issued guidelines regarding playgrounds and public parks. Wendt recently attended a virtual League of California Cities recreation directors meeting where they discussed dog parks, playgrounds and other concerns. “As of right now, it’s not open for playgrounds just because of sanitation and group gatherings,” Wendt said. Wier added playgrounds are in

Stage 3 of California’s Roadmap to Recovery. Rehwaldt told the City Council that most of California is still in Stage 2 of a four-phase reopening plan, but Del Norte County and several others have received variances to move through the phases more quickly. “We applied to enter Stage 2 a little bit ahead of much of the rest of the state along with other counties that are similarly situated — small, rural, remote, not a lot of disease activity,” Rehwaldt said. “But we had enough in place to cope with a disease outbreak if it happened.” Please see Closures, Page A5

After the cancellation of the July 4th festivities due to the COVID-19 shutdown, many community members set out to find another way to celebrate their patriotism. With the help of local law enforcement and the Crescent City-Del Norte County Chamber of Commerce, the Independence Day Community Pride Committee helped coalesce those ideas into two events — a home and business decoration contest and a Hometown Hero Scavenger Hunt. “We know we can’t have a traditional celebration, but we’re still a strong, patriotic community,” Chamber Executive Director Cindy Vosburg told The Triplicate. “With the celebration in mind, we wanted to offer an adventure they could still do, like a scavenger hunt. Plus, we wanted to help local retailers sell retail products, help boost some of stores starting to reopen.” The community is encouraged to safely participate in the contests, either as an entrant or an observer, Vosburg added. Decorating contest The free decorating contest will be open to residences and businesses and will be organized by area with prizes for Klamath, Smith River, Fort Dick, Crescent City and Gasquet-Hiouchi. Homeowners off the beaten path and not easily accessible to traffic can enter digitally with a photo or a video. The committee will judge on best nighttime decor, business and residence, and for best daytime decor, business and residence. Entry forms are due by June 25. A map will be provided to the public, identifying the location of entries. This map will be posted on social media. Winners in each category will be announced July 6 and each will receive a $50 gift certificate from Home Depot. There will be one “best of show” winner. This winner will be featured in The Triplicate and awarded a custom championship belt, donated by members of Independence Day Community Pride Committee. Please see Holiday, Page A8

Russell Biellier had heard Tuesday that barbershops were being allowed to reopen since the state closed down businesses to prevent the spread of the COVID-19 coronavirus. “I just drove by hoping it was open,” Biellier said of The Barbershop Crescent City on 4th Street. “I was here at 9:02 and was number five. My last haircut was probably February. I was cutting it myself with clippers.” Biellier was happy to get back in the chair an experienced barber like Angela Snyder, who’s been cutting hair for 33 years, the last four with shop owner Rudy Talbert.

There was no warning,” Snyder said. “One day you suddenly have no job and no income. It took me eight weeks to start getting unemployment.” Talbert, who has 35 years of experience himself as a barber,

said The Barbershop’s clientele includes a lot of retired gentlemen and many correctional officers. “We get a cross section of customers. We serve two-year-olds all the way up to 102-year-olds,” Talbert said. “You never know

who’s coming to your chair. After his shop closed, Talbert said he was one of the lucky ones to get a Paycheck Protection Program (PPE) loan through his credit card processor Square. “Rather than having to go through a big bank like Chase Bank or Bank of America, it was rather easy. I’m a big fan of Square,” Talbert said. “It took about 10 days before money showed up in my account. Took care of personal rent, paid personal and shop bills. It kept me afloat for seven days or so.” But when those funds ran out, Talbert was starting to tap into his personal savings and even had to apply for unemployment himself a couple weeks ago. Mobile coronavirus testing site debuts in Crescent City By David Hayes The Triplicate

A mobile COVID-19 testing sight debuted Friday, with more than 140 county residents who signed up to be tested for the coronavirus from the safety of their own car. One of the first 50 to get tested in the Del Norte High School parking lot was the site’s first “celebrity,” KPOD broadcaster Mike O’Brien. After scraping the inside of his upper nasal passage with a lengthy, uncomfortable cotton swab, O’Brien joked, “I feel like I scraped by brain.” Then remembering he was being filmed for a Facebook live video, he added, “It felt great. It was a piece of cake.” The testing site was crewed with Crescent City employees, Sutter Coast Hospital nurses working with Verily Life Sciences and volunteers with Team Rubicon Disaster Response. After debuting Friday and Saturday, the site will switch to a

Yurok Tribe, state parks sign historic pact The Yurok Tribe began operating the Stone Lagoon Visitor Center on June 1, following completion of the first-ever Joint Powers Authority agreement between the California Department of Parks and Recreation and a tribal government. “On behalf of the Yurok people, I would like to thank the California State Parks North Coast Redwoods District Superintendent, Victor Bjelajac, for partnering with us on this historic project,” said Joseph L. James, the Chairman of the Yurok Tribe. “Our partnership with the park paves the path for tribal governments throughout California to form similar cooperative agreements with the state agency. We are extremely happy about this agreement and all of the positive opportunities it presents.” “This is one of the most meaningful projects I have had the privilege to oversee during my many years with California State Parks,” said Bjelajac, California State Parks North Coast Redwoods District Superintendent. “The Yurok Tribe is a great partner. We are very excited about the future of this project.” “We are extremely proud to be the first tribe in the state to form this type of agreement with the California Department of Parks and Recreation,” said Sherri Provolt, the Orick District Representative on the Yurok Tribal Council. “True partnerships are not just made, they are built with intention and purpose.

State Assembly. The Joint Powers Authority agreement extends for a period of five years and affords the tribe much latitude in terms of what it can do at the Humboldt Lagoons State Park facility, which is located in close proximity to a Yurok village site. The agreement creates an opportunity for the tribe to hire interpreters to inform park visitors about the rich heritage of the Yurok people. The tribe has plans to enhance the way locals and visitors experience this culturally and ecologically unique place. As an example, the tribe plans cultural sharing activities, such as canoe-making tutorials, basket-making classes and storytelling events at the visitor center. The agreement also establishes a process for the tribe and the park to grant new concession contracts to tribal and non-tribal entrepreneurs. Access to the lagoon will remain the same. Stone Lagoon, called Chah-pekw O’ Ket’oh in the Yurok language, plays a critical role in the tribe’s traditional culture. In 2012, a group of Yurok cere-

He added they’re only servicing haircuts at this time – no beard trims, shampoos or any work on faces. “That’s really simplified things for us,” Talbert said. “Quite a few beard wearers won’t be happy with us. I’ve let my beard grow out. I’m sure customers have let theirs grow, waiting to come in and we’ll be saying, sorry those services aren’t available. Talbert said it was nice to be finally back to work after 75 days, adding it was like being on a long vacation you can’t afford nor want. “But it seems like it’s taken 75 days to figure out what it should have been in two weeks. It shouldn’t have taken this long to figure out to wear a mask. In our industry cosmetology, barbers, they don’t necessarily teach you how to cut hair, the techniques. The main emphasis is protecting the customer, not harming the customer, through injury or transmission of disease or infection. It’s something that we’ve already had, sanitization practices,” Talbert explained. A few blocks away on 9th Street, Jena Doering is the lone stylist and owner of Embrace Salon & Spa, which has also reopened. While happy to be back open, Doering said the restrictions severely limit what her salon can offer customers. She said of the six on staff, only two can work at a time and they’re limited to haircuts, which eliminates about 75% of their business — no waxes, massages, permanent makeup, manicures or pedicures or facials. “So reopening was hard just because we’re renters. So, booth renters can’t work a third of the work allowed to do,” Doering said. Haircuts are by appointments only, with one customer at a time. Others have to wait in their cars while cleanup and disinfecting is completed between clients. Doering said after Embrace was open for three years, she was pretty financially stable. But she lost money every month closed. Financially, she started going in the negative. And when others said to just apply for a loan, Doering reminded them you do have to eventually pay those back. “I did apply for a PPE, although I didn’t get approved for anything. Recently I was approved

for an SBA (Small Business Administration) loan through the city. Literally the day I was preparing to open, was the day they told me to come down and sign. It took me that much time to get approved,” Doering said. She added she was actually shocked when the state announced barbershops and salons could reopen with limited services. “The thing with the media, though, they say, hey you can open tomorrow. But the reality is here’s a list of everything you have to do for OSHA and public health and here’s a list from state Board of Barbering and Cosmetology,” she said. “You have two different lists you’re supposed to follow and they don’t match, with some similarities. It’s not that easy to open. You have to write out a plan. Get it approved by the city. So, there’s all these steps you have to go through to open.” For reopening day, Doering called her regular customers who had scheduled appointments before the shutdown first. That amounts to about a three-week backlog, she said. She can’t take new customers yet. “As a business owner, I’m going to make about a third of what we were making before we closed. Most of us just started to get unemployment, but now we’re going back to work with about a third of our income,” Doering said. “It’s a little frustrating.” Her second customer of the day, Crescent City resident Sharon (who didn’t want to share her last name), was getting her first haircut and coloring since March. “I was not necessarily surprised, but ecstatic when she called me,” she said. “I was hysterically happy to be back in. She’s on top of everything with the safety precautions. Makes me feel very safe.” Even with all the safety precautions she’s taken, Doering said she can’t help but feel some trepidation upon reopening still in the midst of a pandemic. “I’m more nervous than happy. Because you don’t want to be the person to spread something and it spreads somewhere from that,” Doering said. “That’s a lot of pressure from the city and county.”

Perry “Paul” Stroud Sr. (Dad) would like to let you know that his work here is done. He received a call, a sort of an offer you can’t refuse, for an appointment from which he will not be returning. This new assignment comes with a huge sign-on bonus, a reunion with his precious wife, family and friends he has not seen in a long time. Job security is exactly 110 percent. His new mission takes him to a wonderful place where he will be socializing, dancing, and knowing the Bible to his heart’s content with new eyes that see clearer than ever before. Music, laughter and love are guaranteed. Food is delicious and you never gain an ounce. We want to let him know that he did a great job and wish him a safe journey. We will remember his smile, his warmth, his energy, his love for life, family and friends, but also Bible students, colleagues and clients, many of whom over time also became friends. He worked very hard all of his life, up until the very end when he did struggle with physical disabilities, and the inability to read his beloved Bible causing him to be a bit cantankerous. He made a difference in the lives of many. Dad’s childhood would have been a struggle for most people as he was often homeless without a roof over his head. I remember a story he shared once with great emotion and tears as he told the story of how when he was about 7 years of age, he and his brother Leonard approached a farmhouse in the backwoods of Oklahoma seeking work and to request shelter in the barn. After knocking on the door, a gracious woman appeared and invited them into her warm home. She not only fed them, but she provided a warm bed for the night. This was the time of the “Dust Bowl” in 1930’s and during the “Great

Depression”. The impact this woman of GOD made was deep and everlasting upon him. That same year Dad, Uncle Leonard and Grandpa (Dee Stroud) walked and hitchhiked to California and found work in the farm fields of the San Joaquin Valley living under an old oak tree in Visalia that is still there today. Sensing the imminent war with Germany, Dad joined the Navy at 17 years of age. He thought it would be better to sleep in a bed with the Navy rather than sleeping in the mud the army offered. His timing was exciting as it placed him on the USS Ralph Talbot a destroyer stationed in Pearl Harbor. Dad was not only in the first battle at Pearl Harbor but every major battle in the Pacific as well as the last battle at Okinawa. After the war, Dad married the love of his life, Bertha May Brickey whom he had met at a restaurant she was working in. He told her on the spot that he would return to marry her and true to his word, he did. Although Dad was “Born Again” at the age of 8, he, like most of us, had drifted away for many years. Mom was a dominate influence on him and finally, at the age of 60 he returned to the LORD. After retiring from his career as Vice President of Atlantic Oil Company at 62, he took up his mantle and served the LORD for the rest of his productive years. Dad leaves behind two beautiful daughters Linda and Susan of whom he adored. He also left his son “Paul Jr.” grandchildren, great-grandchildren too numerous to count and a brother Jack. Private services have been held and interment took place at the Del Norte County Veteran’s Cemetery. Arrangements are under the direction of Wier’s Mortuary Chapel. Leonard Leroy Willard, 68, passed away on May 19, 2020, at his daughter-in-law’s home in Roseburg, Oregon. Leonard was born on February 20, 1953 in Bakersfield, CA to Faye Bowman Willard and Roy Willard. Leonard was the youngest of five children. He has two brothers, Bob and Gene Willard and twin sisters, Barbara (deceased) and Belva Willard. His father was an accomplished carpenter and built the home in which Leonard was raised. Leonard grew up in Oildale, a suburb of Bakersfield, and graduated from North High School in 1971. He met and married Adrianne Mackey, retired RN, in 1995, becoming part of a large extended family. Leonard is survived by his wife Adrianne, his daughter-in-law Jennifer Peters and daughter-in-law Shirley Valdivia and hus-

band Joseph Valdivia. He had six beloved grandchildren: Aaron Valdivia 26, Evan Valdivia 25, Bryce Valdivia 21, Mariah Pletcher 22, Fallon Peters 21, and Carson Peters 19. Leonard loved spending time with his wife and grandkids and took many memorable camping trips with them. For anyone who knew Leonard they were aware of his love for photography. He took many beautiful pictures throughout his life. Leonard was encouraged by his wife Adrianne to further his education and he earned his BS in computer science. Leonard followed his degree with a teaching credential and began his long career as a substitute teacher. In 2008, Leonard and Adrianne relocated to Crescent City, CA. He began subbing for the Del Norte School District and spent many happy years being a favored teacher among his students. Leonard was also known for his love of animals and left behind two dogs, Tilly and Lucky, and his cat, Gabby. Leonard will be missed greatly by all who knew him and will always be remembered with love. A private Celebration of Life will be held with just the family.

Ed E. Moon March 29, 1952 - May 10, 2020

Ed E. Moon, a.k.a., the Vacuum, of Crescent City, CA passed away suddenly at his home on May 10, 2020. He was preceded in death by his Father Russel Moon, his Mother Loree Kemmerer and a younger brother Michael Moon. He is survived by his loving wife Marsha Coburn-Moon, his son Jason Moon (Tina), two younger brothers, Jeff Moon and Chris Moon, Step-daughters Laura Coburn and Michelle Scott, nine grandchildren,

and one great-grandson. Ed was born on March 29, 1952, and a 1970 graduate of Del Norte High School where he excelled in sports, but his true passion was fishing. He was a guide on the Smith and Klamath Rivers in California, the Chetco and Rogue Rivers in Oregon, and the Kenai and Kasilof Rivers in Alaska for many years. Ed made Del Norte County his home for nearly all of his life. He loved his fishing, his family, and the little coastal town of Crescent City. He will be missed. Graveside services will be held on June 8, 2020, at 1 PM at St. Joseph’s Cemetery in Crescent City. Arrangements are under the direction of Wier’s Mortuary Chapel.

David Leroy Gensaw Jr. passed away on May 23, 2020 in Crescent City, California. David, known to his friends and family as Little Dave, was born on July 11, 1976 in Crescent City, California to David Gensaw Sr. and Brenda G. Green. David was an enrolled member of the Yurok Tribe but carried Tolowa, Karuk and Chetco in his veins as well. He was a lifelong resident of Del Norte County. He spent his adolescent years on the Klamath and Smith River. There he would immerse himself in his Yurok culture, hunting, fishing and gathering alongside his father David Sr. and brother Brendan, as well as countless other relatives. In 1998 Dave became a father to his only son, Tanner Grizzly Gensaw. David passed down these customs and traditions to Tanner as well. Dave was a kind and gentle soul who never had bad word to say about anyone. All who knew him would tell you that Dave would give you the shirt off his back. He never turned away a stray whether it be an animal or a human. He always had room for one more and his door was always open. David led a quiet life alongside his mother Brenda and grandma Betty on the Elk Valley Rancheria. Sometimes the quietest voice makes the loudest impact and Dave’s impact was LOUD. I have recovered somewhat and would like to resume having intimate relations, but she’s not that far along. I no longer feel there’s any reason to continue on this earth. There is no point to my being here. I think about suicide daily. I have been told that if I were going to do this and hurt my family as my son did, I would’ve already done it. My wife and I have been cast into a hell that’s impossible to bear. There is no way to describe the pain, anger and sorrow we feel. I want to die because I feel the world would be a better place without my sorrowful self taking up resources. I have sought help ever since we lost my son, and have been taking all kinds of medication that I no longer want to take. In fact, she often acts like a child herself when she should be acting like an adult. This issue causes my 6-year-old to sometimes be disrespectful. Rehwaldt added that Stage 2 allows retailers to reopen statewide and for counties with variances to reopen limited services from barbershops, salons and churches. Rehwaldt then recapped the key points in Gov. Gavin Newsom’s press conference last week on the state’s progression through its four-phase Roadmap to Recovery, which can be read online at https://covid19.ca.gov/ roadmap/#top. The state is leaving it up to local public health officers to approve what is reopened and how quickly, he said. He expects the CDPH and the governor’s office to release guidelines on other categories of reopening. “Some of these things that seem so innocent from our perspective, they’re kind of a high-risk environment — face-toface contact or a big group of people in a relatively small space,” Rehwaldt explained to the City Council. “If they’re not using precautions it’s a recipe for someone to get sick and to transfer it to people all at once. We’ve had enough changes in this county. We need time to measure the effect and see what happens.” Rehwaldt has spoken with several pastors who have indicated they’re not resuming in-person services until about mid-June. Shauna Finley, a member of the Team Rubicon incident management team, said samples are sent to Quest labs and residents should get their test results back between two to five days. “If it’s negative, they’ll send the results via email. They’ll do phone calls for positive results,” Finley said. As of 5 p.m. Friday, according to Public Health’s website, a total of 1,344 tests have been administered to county residents, with 45 confirmed cases of the coronavirus, 1,084 negative results and 215 pending results. There have been 19 recoveries, which represents positive patients who have completed the required self-isolation period and are no longer showing signs or symptoms of the virus. According to county Public Health officials, as testing capacity increases, tracing each one administered will be more difficult.

Rehwaldt explained to the council what recovered means. “From our perspective, they have progressed long enough in their healing from their case of COVID-19 that we don’t consider them infectious anymore,” Rehwaldt said. “If you need to go back to work, you’re able to do that at that point as long as you’re not having any complications from anything related to COVID-19.” “We expect more activity,” he added. “It’s slowed down for at least a couple days. We’re watchfully waiting and see where this goes and how fast it rises and that’s really what a lot of other counties around the state are doing.”

Finley explained that Team Rubicon is an international disaster response organization with 110,000 volunteers that provides relief to communities following emergencies, including wildfires and hurricanes. She added, however, a pandemic is new for them. Finley said Team Rubicon and Verily Life Sciences began staffing a community-based testing site in Lake County before moving to the San Francisco area. Del Norte County is the third testing unit she’s helped set up. “We have age restrictions. We’ve limited our responders to anybody under 65,” said Finley, a resident of Napa Valley area. “For this specific (event) we keep people as close to home as possible.”

June Events Showcase

In the true Del Norte spirit, our community members, the Chamber of Commerce, City and County Officials, and Local Law Enforcement agencies have worked together to develop some fun patriotic activities for the Fourth of July weekend and are pleased to announce not one, but two new events to celebrate the 4th of July The TWO events are: A home and business Decoration Contest and a Hometown Hero Scavenger Hunt. The community is encouraged to safely participate in the contests, either as an entrant or an observer.

DECORATION CONTEST: Contest will be open to personal residences and businesses. Entries will be broken down between communities (Klamath, Smith River, Fort Dick, Crescent City and Gasquet/ Hiouchi). Homes not conducive to traffic can enter digitally with a photo or a video. Categories will include

School district hosts remote learning survey The Del Norte Unified School District is partnering with BrightBytes to learn more about how the community is responding to teaching and learning remotely. School officials want to hear how parents and their children are adjusting during this unprecedented time and learn how the district can better support them. The administration will be collecting survey responses from June 3-10. The
