CalFire Patriotic spirit lives in two suspends 4th of July weekend events burning The increasing fire danger posed by dead grass and hotter, drier conditions in the region prompted CAL FIRE to suspend all burn permits for outdoor residential burning within the State Responsibility Areas of Del Norte, Humboldt, and Western Trinity Counties effective June 29. As of that date all residential outdoor burning of landscape debris such as branches and leaves is banned. “The last few years saw devastating reminder’s that the public cannot let their guard down. Together, we must continue to adapt and evolve to be able to withstand the intensity of these fires, keeping in mind, that the only way to mitigate the damage they cause is through prevention and preparation,” said Chief Thom Porter, CAL FIRE director. “The potential is great for the dry, hot weather that fueled the massive fires over the last few years will return again this year, so it is up to the public to be ready.” Since Jan. 1, CAL FIRE and firefighters across the state have already responded to more than 2,400 wildfires burning 13,600 acres. While outdoor burning of landscape debris by homeowners is no longer allowed, CAL FIRE is asking residents to take that extra time to ensure that they are prepared for wildfires by maintaining a minimum of 100 feet of defensible space around every home and buildings on their property and being prepared to evacuate if the time comes. Here are some tips to help prepare homes and property: • Clear all dead and or dying vegetation 100 feet from around all structures. • Landscape with fire resistant plants and non-flammable ground cover. • Find alternative ways to dispose of landscape debris like chipping or hauling it to a biomass energy or green waste facility. The department may issue restricted temporary burning permits if there is an essential reason due to public health and safety. $1.2 million in cuts for school budget The Triplicate School officials were able to trim $1.2 million from its 202021 budget without implementing staff cuts — subject to approval by the Del Norte Unifed School District Board of Trustees Thursday. Assistant Superintendent of Business Jeff Napier presented the budget June 18 to the Del Norte Unified School District Board of Trustees. The cuts are in response to a projected $1.1 million deficit the school district faces caused by the pandemic’s effect on shutting down the state’s economy. The school board was expected to adopt the budget at its regularly scheduled meeting Thursday, after the deadline for this edition. New virus case First to be hospitalized The Triplicate Del Norte County has its first hospitalization due to the COVID-19 coronavirus. According to Kymmie Scott, county emergency services manager, the only information available as of Tuesday, June 23, was that the patient is a middle-aged male who was hospitalized specifically due to the coronavirus, not due to an underlying condition. Scott did not know when or how the patient contracted the coronavirus. Prior to this latest case, the county’s most recent case was reported on June 16. According to the Del Norte County’s COVID-19 Information Hub (www.covid19.dnco.org), as of 3:31 p.m. on Wednesday, the new case was the only active cass in the county. The case reported June 16 was reported to have recovered. A total of 2,425 tests have been administered, 49 cases were confirmed and 48 are inactive, or recovered.

Fireworks safety tips

With the traditional, annual Independence Day events canceled due to the pandemic, organizers managed to pull together two excellent alternatives to keep people busy and full of hometown pride over the coming holiday weekend. Cindy Vosburg, director of the Crescent City-Del Norte County Chamber of Commerce, said the Independence Day Community Pride Committee has finalized the details of a Fourth of July Weekend Patriotic Decorating Contest and a Hometown Hero Scavenger Hunt. “These two events are just for the fun of doing it with family over the July 4 weekend,” she said. The organizing committee received “22 excellent nominations for hometown heroes last week,” Vosburg said. “Any one of them could be a true hero.” Nominations were whittled down to the top 12. The heroes and a brief reason for their nominations are: • Joe Gregorio— for all his volunteer work. • Douglas Plack — for service to his community and helping to honor veterans at the Point of Honor Memorial. • George Pettit — for rescue work going back to the 1964 tsunami. • Denise Harnden — for service to teachers. • Angela Glore — for service to kids. • Hilary Fahning — for her work towards greater literacy in the community. • YengLo — for serving the Hmong community members. • Margaret Mathews — for preserving Native American history. • Ashley Buckskin — for serving the Native American members. • Shelly Pena — for serving the community’s furry members. • Emily Ricks — for serving community and country and representing our youth. • Kelly Schellong – for tons of work she has done for everyone in the community.

Vosburg said posters featuring each hero will be hung at historical sites throughout the county. All areas of the county will be included, from Smith River up U.S. Highway 199, Gasquet and Klamath — and quite a few posters will be displayed in Crescent City. Scavengers are then encouraged to submit through social media a piece of information from each site. Individuals who provide correct information about the location of all 12 heroes will be placed in a drawing for prizes. Vosburg said winners will receive a gift basket delivered personally by a hometown hero. The committee is finalizing a map to place on social media that leads to find the locations of each Hometown Hero poster. Vosburg said to check with the chamber’s Facebook page to download a map showing

locations. The hometown heroes also will be featured on a 2021 calendar that Del Norte High School media instructor Ron Gastineau will produce. Vosburg said the calendar will be sold for $10 throughout town and at the Visitor’s Center, located at 1001 Front St., Crescent City. Decorating contest The decorating contest wrapped up registration today (Friday). Vosburg said a map will be made available July 1 for community members to view each entrant’s home or business. The displays are encouraged to remain up July 2-5. The contest will be organized by community — Klamath, Smith River, Fort Dick, Crescent City and Gasquet/Hiouchi. Please see Events, Page A6

Five fireworks stands have popped up since last week in Crescent City to help locals celebrate Independence Day — and are expected to be open during California’s sales period for “safe and sane” fireworks, June 28 to July 6. However, the diminished rainfall level this year has caused the area’s drought levels to rise up, according to Crescent City Fire & Rescue Chief Bill Gillespie, making it more important than ever to be careful with fire. “With the winds we had last week and temperatures, the area is definitely drying out,” Gillespie said. “A lot of the grasses are still semi green, but they’re curing rapidly. With it with any wind, we were already considered in drought condition, so there is a very real fire danger this year.” With that in mind, Gillespie had several safety tips for residents going into next weekend’s 4th of July celebrations. “I like to remind folks in California that only ‘safe and sane’ fireworks are approved for sale and use, purchased through fireworks booths, such as by non-profits and other groups,” Gillespie said. “Anything that flies up in air and goes ‘boom’ isn’t.” He added that parachute flares and signal flares, such as those found on boats, are not fireworks. They can easily go off course and land on top of a building somewhere, Gillespie said. For safety measures, Gillespie recommended to always have adult supervision when lighting off fireworks and to make sure to have good clearance from buildings and tall grass. “Don’t hold fireworks in the hand that have big showers or flame. They can burn anywhere between 1,200 to 2,000 degrees and cause third-degree burns if it gets too close,” he said. Please see Tips, Page A6

Large gatherings of people are still not allowed until the state reaches Stage 4 on its road to reopening due to the pandemic. However, organizers of the Gasquet Raft Race didn’t want to give up after their biggest draw ever last year on its 50th anniversary. “We wanted it to go on and on and on forever. We had to do something,” said coordinator Gina Bowen. Last year the event – a flotilla that meanders 2-1/2 miles down Smith River – drew 339 costumed, amateur sailors in decorated inflatable rafts. The second half of the festivities is usually a community

barbeque at the Gasquet American. To keep the spirit of the event alive this July 11, Bowen has scaled plans back. Rather than a barbecue, participants can purchase a T-shirt for $25, or $30 for larger sizes, and receive a free hotdog supplied by Taylor’s Sausage. Then they’re free to float down the river on their own. “They’ll be safe in the water, as long as they keep their distance,” Bowen said. “It should be no problem. I encourage everyone to take any safety measures they’re comfortable with.” Bowen said she’s ordered 200 T-shirts, 75 masks and 25 hats with this year’s slogan, “2020: Year of the Mask.”

CRIMINAL CONVICTIONS April 4-16, 2020 The following report of criminal convictions between June 12 and June 18 was provided by the Superior Court of Del Norte County: Ryan Brand Barcelona, 26, of Brookings, Oregon, was convicted of driving under the influence of an intoxicant, sentenced to jail for two days, probation for three years and a fine of $1,864. Ronald Arlen Bates, Jr., 37, of Klamath, was convicted of obstruction/ resisting an executive officer and resists/delays or obstructs, sentenced to jail for 56 days, probation for three years and a fine of $1,040. Daniel Lorenz Chilcutt, 43, of Crescent City, was convicted on two counts of diving on a suspended

license with a prior, sentenced to jail for 60 days, probation for three years and a combined fine of $4,548. Chilcutt was also convicted on two counts of violating probation, sentenced to jail for 15 days and a fine of $150. Elise Marie Garamendi, 36, of Smith River, was convicted of violating probation, sentenced to jail for one day and a fine of $150. Raymond Johnson Gregg, 33 of Crescent City, was convicted of driving on a suspended license and violating probation, sentenced to jail for 80 days and a fine of $2,274. John Wathen Holman, 57, of Eureka, was convicted of driving under the influence of an intoxicant, sentenced to jail for two days, probation for three

In order to complete improvement projects, traffic controls are planned in Crescent City soon. As early as July 1, and ending July 17, Pebble Beach Drive will be traffic controlled between Taylor Street and Preston Island. Typical operations with be between 7 a.m. and 5 p.m., Monday through Friday. A drill rig will be blocking the westerly lane. Residents are asked to avoid this area if possible and expect delays along Pebble Beach. These activities are part of the Pebble Beach Drive Bank Stabilization Geotechnical investigations. The city also will begin work on a $4 million-dollar Community Development Block Grant to

alleviate flooding on C Street and Front Street. As part of this project, Front Street from B Street to G Street will be closed for several months due to the construction of a new storm drain. Front Street closures will begin Monday July 6th, 2020. All work is scheduled to be complete in November 2020. There will be detour signs directing traffic to businesses along Front Street during the street closure. Typical work hours will be 7:30 a.m. to 5:30 p.m. Streets will be closed outside of these working hours also. DMV resumes drive tests

The California Department of Motor Vehicles will resume administering behindthe-wheel drive tests beginning Friday, June 26. In-vehicle testing – a requirement for first-time driver license holders and commercial license applicants – has been suspended since mid-March because of the COVID-19 pandemic. The DMV will automatically reschedule all canceled drive test appointments. “I’m asking for everyone’s patience as we safely clear the backlog of behindthe-wheel drive test appointments,” DMV Director Steve Gordon said. “For all of those Californians who have been waiting, we know how important this is to you.” The DMV anticipates it will take several weeks to complete testing for previously canceled tests. Appointments for new behindthe-wheel tests will not be available until previously canceled tests are completed. For the health and safety of customers and examiners, the DMV has instituted numerous new testing protocols. All behindthe-wheel drive test applicants will be required to wear a face covering and answer screening questions before starting the exam. Initially, applicants in Los Angeles, Orange, Riverside, San Bernardino and San Diego counties also will have their temperatures checked. Temperature checks will be added to protocols statewide in the coming weeks. If the customer’s permit

has expired, the customer will need to fill out a new online application prior to their office visit, and check in 30 minutes before their appointment time. DMV examiners will wear protective equipment – face coverings and gloves – and place plastic covers on the test vehicle’s passenger seat and floorboard. At least two windows need to be lowered during the test for increased ventilation. Examiners will conduct more of the test outside of the vehicle, for instance when they are providing applicants with pre-test instructions. The DMV is also making changes to expedite the testing process and increase the number of exams it can administer each day, including shortening the testing route in many locations. The test routes will be long enough to adequately determine driving knowledge and safety skills. The DMV is also expanding the hours when tests are conducted, including Saturday service for drive tests in some high-volume locations, and adding more examiners. Employees at 169 field offices are assisting customers with current appointments at the specific office and limited transactions that require an in-person visit. The DMV continues to recommend that customers use its online services, expanded virtual services and other service channels to complete transactions, including eligible driver license and vehicle registration renewals.

Testing options for include: • CVS Health offers a drive-up coronavirus testing option for California residents only at the CVS Pharmacy, located at 657 Highway 101 North, in Crescent City. According to the CVS website, limited appointments are available to patients who qualify. Patients must legally reside in the state and be 18 years of age or older. Patients being tested are required to stay in their vehicles. Spanish translators are available for registration (by calling) and at the site. • In Curry County, Curry Health Network offers Covid-19 testing at three locations: Curry Medical Center in Brookings, Curry General Hospital in Gold Beach, and Curry Family Medical in Port Orford. Physicians orders are required in order to receive a test, and patients are invited to call 541-412-2000 to schedule a telephone consultation or tele-health visit to receive an order. Once a patient has an order, an appointment is made for any one of the three locations, and the patient has their specimen collected by laboratory or nursing staff, conveniently, in their vehicle and without the need to enter a facility. COVID-19 testing is free to the patient (insurance companies will be billed with no payment due from the patient, uninsured will not receive a bill). At this time no pharmacies in Brookings or Gold Beach have set up a COVID-19 testing site.

To say I am guarding my heart for fear of getting hurt would be an understatement. I have met someone that I can see having a future with, but some things concern me. He has been hospitalized for mental health reasons in the past. He’s constantly saying, “I’m sorry I’m so screwed up” or remarking about being “crazy.” He mentions his depression almost daily, and he hates being, as he puts it, “messed up in the head.” He just can’t seem to move past his issues. I feel like he doesn’t want to move forward and start living his life again. I have lived with depression for most of my life, but it doesn’t define who I am. If I don’t respond to his calls or messages right away, he gets hurt and assumes I’m mad at him. My question is, am I being overly cautious based on not wanting to get hurt again, or should I take a step back? I would like to see a future with him, but I’m not sure he is ready to see any kind of a future with anyone. -- GUARDED HEART DEAR GUARDED HEART: You are not being overly cautious. You are asking yourself intelligent,

insightful questions about someone who appears not as far along on the path to mental wellness as you are. Is this man still being treated for his issues? If not, he should be encouraged to talk with a licensed mental health professional not only about his depression, but also his glaring lack of self-esteem. From your description, I would have to say he needs a friend now more than a romance, so take plenty of time if you proceed in this relationship. If he makes progress, see where things lead.
