The first confirmed active case of the coronavirus in two weeks was registered on Del Norte County’s COVID-19 online information hub Tuesday. This came just one day after the Del Norte County Public Health Officer reported to the City Council

that he didn’t know the status of the virus in the community. “The cluster of cases that we had in mid-May has pretty much settled down as far as we can tell,” Dr. Warren Rehwaldt told councilors. “So, it does raise the question of how active is the COVID-19 virus in our community now? My answer is I don’t know. I don’t really know

for sure. I always worry about the fact that we’re so small and spread out as a community that it’s possible with all these precautions in place the virus could periodically shut down and have to be reintroduced. I don’t know if that’s the case here. I think we just need to wait and watch a little longer.” Rehwaldt’s report includ-

ed news from a June 12 press release from the California Department of Public Health allowing massage, tattoo, facial and manicure services to resume this Friday. The new openings follow on the heels of Rehwaldt’s June 11 order allowing RV parks, campgrounds and vacation rentals, aquariums and outdoor recreation businesses to

allow tourists and guided tours. In addition, hotels were allowed to open at 50 percent capacity to non-essential travelers. Becky Jasperse is terrified of heights. However, she accepted her friends’ challenge to walk the new Redwood Canopy Trail at the Trees of Mystery with her husband P.J. “I thought, you know what? I love the trees, the atmosphere. I wanted to see the experience, see what it was like,” Becky said Jasperse said. So, they traveled from Redding last week to return to the park for the first time in 15 years. The Canopy Trail features a 526-foot path over eight suspension bridges and 10 platforms that range from 50-100 feet above the ground. “The experience puts you into the canopy of the redwood trees,” park office manager Brenda Lopez explained. “There isn’t another canopy trail in old

Del Norte High Class of 2020 celebrates graduation Despite the challenges the COVID-19 pandemic created, 180 members of the Del Norte High School Class of 2020 joined with their families, teachers and other community members to celebrate graduation Friday evening, June 12. School administrators and the district’s Board of Trustees made a tremendous effort to allow students to have a traditional graduation, even taking the matter to state public health officials, but concern about large gatherings made it necessary for the school to stick with its “Plan B,” a drive-through graduation.

Principal Randy Fugate presided over the ceremony, his last at the high school. Among speakers were Valedictorian Rachel Appel and co-Salutatorians Bryce Howard, Ximena Velazquez and Brooke Winingham. Because of the public health restrictions, for the first time in 25 years, DNHS seniors were not allowed to graduate in the school’s football stadium. As a tribute to the students, two sets of 20 chairs, representing the class of 2020, were set up on the 50-yard line of the football field as a silent reminder of opportunities lost in the

pandemic. Still, a joyful mood prevailed, as students and their families drove around the field and cheered as graduates received their diplomas. With balloons, posters — and a few face masks — students and their families appeared to be enjoying one of their first chances to get together — albeit with social distancing — since school was shut down in mid-March because of the coronavirus. OBITUARY Dec. 13, 1955 – May 10, 2020

Peggy Mayle passed away in her home she loved and cherished on May 10, 2020. She was born in Crescent City on December 13, 1955 to John and Eleanor McMillan. Peggy grew up on the McMillan ranch in Klamath, California enjoying a lifetime of memories along with her sister Kathy Cole and her brother Brian McMillan. She spent her entire life in Del Norte County except for two years in Eureka while attending College of the Redwoods. Peggy was married to Dick Mayle in 1980 and in 1984 moved into her home on Tan Oak Drive. Peggy fondest memories

were raising our children, Dan and Will. She looked so forward to the summer months when the kids would start in in the morning about taking them to our local swimming hole. We always had a yard full of neighbor kids, also enticed by her skills of baking treats that were always available. Peggy also cherished spending times with her nieces and nephews considering them one of her own. Those who new Peggy admired her gardening skills. They not only enjoyed visiting her yard full of flowers, but also being a recipient of the wonderful bouquets she delivered to her friends and family. One of the favorite sayings about Peggy is “she never met a stranger”. She always had a warm smile and plenty of stories to tell. She loved entertaining which always included a wonderful meal. It is sad to say due to the current health crisis there can be no gathering for a celebration of life. The family appreciates the outpouring of love through cards and social media.

Census needs more response More than half of Del County households have responded to mailed requests from the United States Census Bureau to provide information for the 2020 Census. The latest data through June 11, showed that Del Norte County’s self-response rate was 55.2% compared to 62.4% for California as a whole and 61.4% for the entire United States. The Census Bureau

hoped to reduce the number of in-person contacts to conduct the 2020 Census by sending mail to homes, advising occupants to self-report census data online. The Census Bureau strongly encourages the public to respond online at 2020census.gov. Households can respond online in English or 12 other languages or by phone. Households can also respond by mail using the paper questionnaire.

At 9:18 a.m., a report of graffiti in the 99900 block of 9th Street. At 9:52 a.m., a report of smoke spotted off U.S. Highway 101 in the McMillan area of Klamath. At 10:18 a.m., a resident in the 900 block of Sunset Circle reported his bike’s lock was cut and the bike stolen. At 10:47 a.m., a resident in the 100 block of Kenwood Avenue reported someone has been stealing her mail. At 12:57 p.m., a report of a purse stolen in the 200 block of Olive Street. At 2:29 p.m., three subjects were detained for shoplifting in the 900 block of Washington Boulevard. At 4 p.m., a subject reported someone broke into his late father’s residence in the 200 block of Macken Avenue and stole some items. At 11:59 a.m., Red Cross reported an attempted break in of a storage unit in the 1300 block of El Dorado Street. At 1:29 p.m., a report of a break in of a vacant residence in the 1600 block of Riverside Street. At 6:42 p.m., a fire alarm triggered in the 13800 block of U.S. Highway 101. The following report of criminal convictions between June 5 and June 11 was provided by the Superior Court of Del Norte County: Heather Baker, 39, of Crescent City, was convicted of being an accessary to a crime, sentenced to jail for 30 days, probation for three years and a fine of $630. Jennifer Edwards, 45, of Crescent City, was convicted of child abuse, sentenced to prison for six years and a fine of $370. David Todd Nickel, 58, of Crescent City, was convicted of driving under the influence of an intoxicant, sentenced to jail for two days, probation for three years and a fine of $1,864. Israel Luna Orozco, 29, of Crescent City, was convicted of driving under the influence of an intoxicant causing injury, sentenced to jail for 10 days, probation for three years and a fine of $1,864. Bandon David Yost, 29, of Crescent City, was convicted of failure to appear in court, sentenced to jail for 30 days and a fine of $630. Yost was also convicted of driving on a suspended license, sentenced to jail for 30 days and a fine of $1,454. Vietnam vet pens memoir of overcoming PTSD The Triplicate

Tim Fortner only spent four years in the military; 14 months of that time in Southeast Asia. Little did he know, after he left the Marine Corps in 1972, he would spend the next four decades struggling with post-traumatic stress disorder. Last month, Fortner’s book “Waging the War Within: A Marine’s Memoir of Vietnam and PTSD,” was released by McFarland Books. It details his days “in-country” and his years after — including his success and failures in the private sector. The 72-year-old veteran moved from Santa Cruz to Brookings, Oregon, in 2010 before settling for good in Smith River in 2013. Fortner said he didn’t set out to write a book about his exploits. In 2007, he sought help from the Veterans Administration for a sore back and diminishing hearing. “I’d been around jet and turbine engines that took its toll,” he said of his days as a door gunner in a CH46 helicopter in Quan Tri,

Claire Heasler is the Artist of the Month at the 2nd Street Gallery. Coloring book available

The coloring book “Colorful Critters of Del Norte County” is a great way to engage students with a home art and learning project! This book is hand-drawn by local artist Rosemary Garcia, highlighting the “wild side” of Del Norte County with colorful critters. The coloring book includes captions in English, Tolowa, and Yurok, and at the end of the book are interesting facts about each

Vietnam. “But for my knee and ankle and back pain, I had no documentation.” He did have lots of photos taken with his Instamatic 110 camera with time stamps on the negatives. His mother kept the photos in a scrapbook. The photos generated memories, and Fortner started writing them down. His list of events and dates ended up at about 75,000 words, and his veteran services officer suggested he see a psychologist about PTSD. Fortner didn’t like the idea. “I’m a guy. I don’t get PTSD. I also don’t ask for directions or put the toilet seat down,” Fortner said. “When he broached that I got pretty hot.” He relented, though, and eventually a psychologist diagnosed Fortner with PTSD. The Smith River man never considered any of his experiences in Vietnam to be traumatic. But seeing the psychologist helped him understand the cumulative impact. “Hindsight being 2020, yeah, you start looking back, it was real sobering. It made sense. I was never married. Alcohol abuse. Insomnia. By themselves, didn’t mean anything.

But you start adding them up, and you start thinking there’s too much here to ignore,” Fortner said. After his military service, Fortner ended up installing tennis courts around the world, then began working his way up through the ranks in the field of motorsports. “I started polishing wheels for somebody and graduated on up,” he said. COVID-19: Let’s spread information, not illness By Mitch Hanna Guest Columnist

During the public health crisis of COVID-19, it’s understandable to feel concerned. We look around and see the increasing number of cases, the canceled events, the closed schools, and we can’t help but worry for the health of ourselves and our families. First and foremost, Sutter Coast Hospital and everyone at Sutter Health want to assure you that your health and safety remain our top concern. The most important guidance I can share with you today is that staying informed and focusing on preparedness are key to helping our community remain healthy and calm. Here are a few simple things you can do to stay healthy and prevent the spread of germs: • Adhere to local public health directives: Follow Del Norte County’s direction and practice social distancing. If you are not feeling well and do not require immediate urgent care, stay home to prevent infecting others. If you are concerned about COVID-like symptoms, call Sutter Health’s COVID-19 Advice line at 866-961-2889 to speak directly with a clinician who can direct you to the appropriate level of care. Call this line between

8 a.m. and 6 p.m., seven days a week, to talk with a clinician. This line is available to Sutter and non-Sutter patients alike. • Do not delay urgent or preventive care: We understand people may be concerned about coming into clinical care centers during a pandemic. However, we strongly urge you not to delay care. We have implemented stringent safety standards and taken specific steps recommended by federal and state agencies to deliver care safely while protecting patients and staff from illness. If you need to see a Sutter physician, you can do so in person or through a video visit. If you need emergency care, Sutter Coast Hospital is open and welcoming patients. • Count to 20: Wash your hands regularly with soap and water for at least 20 seconds to keep germs from spreading. You can also use hand sanitizers if you aren’t near soap and water. • Protect your face: Avoid touching your face, and sneeze into tissues or your elbow, making sure to wash your hands afterward. • Keep an eye on updates from Del Norte County for the latest on what’s happening locally. That includes regular updates on test results, which the county reports recently stood at 48 positive cas-

es out of more than 2,000 tests. In the meantime, here’s what we are doing at our hospital and across Sutter Health: • We’re prepared: Sutter Health has a long history of caring for patients with complex illnesses, including infectious diseases. Our teams are trained and equipped to provide high-quality care while protecting the safety of care providers, hospital staff and other teammates. Sutter Health’s emergency response team activated early and remains on 24/7 watch to ensure our network is doing all we can to continue delivering care while remaining prepared for any potential surges. • We adapted: We had an incredible and rapid response across our network to adapt our “normal” operations to respond to this pandemic. Some of the ways in which have adapted our operations include: • Expanding video visits and other telehealth services to provide our patients and community members even more virtual care options. • Activating the coronavirus advice line for Sutter and non-Sutter patients to call to get their questions answered quickly about any symptoms they might

be having. • Actively preparing for a potential surge, including plans to convert space to create additional critical care units • Increasing our supply of PPE and other essential equipment like ventilators across our network. • We’re staying informed: We continue to work closely with county, state and federal agencies, including local county health departments and the CDC to address COVID-19 related issues. We are also keeping our staff and affiliated physicians throughout our integrated network prepared and informed. • We’re maintaining a safe environment: As part of our commitment to ensuring a safe environment for our patients, families and staff, we restricted visitors to our hospital, implemented universal masking and instituted mandatory workforce and visitor screenings at the hospital, including daily temperature checks for all staff. • We’re protecting you: Sutter Coast Hospital is screening respiratory illnesses away from the general population and continuing to ramp up our capability to test for the virus. • We’re protecting and supporting your caregivers: We are

continuing to closely manage our supply of PPE and we will continue to work round the clock to secure additional PPE, so we can meet critical community need while maintaining patient and frontline staff safety. Right now, our supplies are adequate to meet our demand, but the global shortages of PPE remain a concern acutely felt by healthcare organizations across the nation, including us. Because we are part of Sutter Health’s integrated system, we are able to shift supplies around our network to where they are needed most. • We are part of an integrated network: While this crisis has challenged us in new ways, Sutter hospitals don’t stand alone. We have an entire network backing us up and working to help ensure we have what we need to care for patients now, while continuing to prepare for future surges. Letters to the editor Where is shelter? Here on earth we can send human beings into outer space to the moon in relative comfort but we can’t send displaced human beings to shelter here on earth in relative comfort. Here in Crescent City we can send men to shelter in relative comfort, but we can’t send women to shelter in relative comfort except to Harrington House if they fled from an abusive husband or male partner. However, here in Crescent City, where is there shelter in relative comfort if a woman fled from an abusive manager, landlord, apartment employee’s behavior and verbal assaults and neighbors? There is none. Trying to find another apartment, if a potential resident fills out an application there is little chance of acceptance due to their list for rejections, which side with the former apartment manager’s statements, which are not true. The renter’s statements are true.

I am a 75-year-old female with disabilities which prevent me from defending myself in a court hearing. I tried and cried. So, I gave notice to move before I could get an eviction notice so I could avoid future rejection for an apartment. But the application has an “automatic” rejection list the former manager will claim, that is not true! I have nowhere to go! I previously was advised by Harrington House to talk to a Deputy Sheriff. The Deputy advised me to take out a restraining order on the apartment manager for threatening to evict me if I complained again about a noisy neighbor and the behavior of a maintenance employee. Council approves loan for project By David Hayes The Triplicate

Funding to allow the Crescent City’s Pebble Beach Stabilization project to move forward was approved Monday by the city council. A December 2016 storm damaged the Pebble Beach bank. It was subsequently declared a federal disaster, qualifying the city to receive funds for repairs through Federal Highways Administration, California Office of Emergency Services and the Del Norte Local Transportation Commission. The council initially approved $458,000 to fund the first phase of preliminary engineering, which includes environmental review, project design, permitting and plans, specifications and construction estimate. The city has not received any funds yet for the second phase of construction. However, the bid from COWI North America Inc., came in at $1.1 million. The council authorized staff at its June 1 meeting to make an interfund loan from the water fund of $651,738 to make up the shortfall for project funding. City Manager Eric Wier explained the loan breaks down to a 20-year repayment, with interest only payments the first three years, then equal payments the next 17 years. It features no prepayment penalty and an interest amount at the most recent quarterly LAIF (Local Agency Investment Fund) rate of 2.03 percent. He told the council that staff plans to use the Advanced Construction process to facilitate the loan. “If the city spends more than what is currently allocated, as Congress puts in more funding to the project — if they put in more funding for the project — the city would then be reimbursed for that advanced construction,” Wier said. “But that can take some time.” He said there are two scenarios with the loan.

Scenario one Congress reimburses the city. The general fund would take the immediate liability and would incur any annual interest payments over the years until Congress reimbursed that money. That equates to about $13,000 annual interest starting out, Wier said. Scenario two is if reimbursement is not completed by Congress. General fund would take on full liability of $651,000 plus the interest, Wier added. He added that one of the stipulations for being able to borrow from the water fund is its ability to fund needed capital improvements to the water system despite the loan. “Would making this loan with the repayment schedule of 20 years, would that inhibit any of those types of opportunities?” Wier proposed. “The answer was no to that.” Crescent City Mayor Blake Inscore also ensured the public watching the meeting online via Zoom that the water fund will be made whole regardless of what happens. “The fact of the matter is, we’re entering a loan agreement with ourselves, the water enterprise fund will be paid back 100 percent with interest,” Inscore said. “Yes, there is a risk that we will not receive the money back from Congress, but the water fund is not at risk of not being made whole.” Public Works Director Jon Olson said the longest Caltrans has seen Congress take to reimburse agencies through the Advanced Construction process is 10 months. “We are in unusual times and they’re not sure what the appetite will be or what’s going to happen,” he added. Olson expects the preliminary engineering phase of the project to be completed in February 2022. He said a drill rig is expected to come into the area in the next few weeks to conduct geotechnical studies while a drone was recently used to conduct the LIDAR survey of the area.

House of Jambalaya finds a home on in turbulent times

Michael and Jennifer Schmidt anticipated a transition from a vending food business to a brick and mortar dine-in restaurant over the last decade. They had just moved into their ideal location in the former Northcoast Ocean Sport and Grill when “the world shut down” on March 19. “When this came available, we started crafting our dine-in menu,” Jennifer Schmidt said. “What is Schmidt’s House of Jambalaya going to be as a dine in rather than a food vending? We got that nailed down, and then, the world shut down, two days after we made this transition.” Luckily, they did not plan to be open during the initial days of the shutdown related to the COVID-19 pandemic. Because their new restaurant hadn’t actually opened yet, the shutdown affected them in a very different way. “We weren’t shutting down. We were going in the other way, just smaller steps,” Michael Schmidt said. The couple had offered Cajun cuisine throughout their 15-year marriage, starting with music festivals and street fairs in the Pennsylvania. They leaped at an opportunity to move to Crescent City in 2010 for Michael’s job, as Jennifer was originally from the West Coast. After taking a break for a couple of years, they started cooking and selling food again on a small scale, beginning with the Rockin’ At Rowdy Del Norte Child Care Council fundraiser, followed by Live from Downtown: It’s Friday Night. They focused their menu on jambalaya and grilled shrimp skewers. “I’ve always enjoyed cooking that type of food,” Michael Schmidt said, adding he learned his recipes from a friend back east who trained under renowned New

Orleans chef Paul Prudhomme. “He’d sit and explain using peppers… It was a pretty cool, hand-me-down situation. It stuck. Not a lot of people were doing it, and we were doing it well.” Jennifer Schmidt said they took a big leap to craft a new, dine-in menu then had to had to make another big switch, and ask themselves, “What’s life going to look like as take-out?” “We pared down to what we knew we could deliver 100 percent every day,” she said. “After all, our roots were in take-out.” “The beautiful thing is we’ve been able to grow incrementally as the world opens out,” she added. “(We started) out with much limited menu and limited staff. The next step will be in-house dining, but with only four or five tables. As the next year unfolds, it’ll be nice being able to grow into it. So, it’s a blessing really.” Jennifer Schmidt said some welcome relief came during the shutdown when the Crescent City Harbor District forgave rent on properties it owns for a couple of months. “We felt so supported by the Harbor District, the community, and the other

restaurants have been great,” she said. The Schmidts are looking forward to adding to their menu, including a wine list curated to be paired with their food and gumbo and pasta recipes. “Some things just didn’t translate well to take-out, like Michael’s Cajun cream sauce and grilled crawdads, or grilled polenta,” Jennifer Schmidt said. “It’s tough to garnish up paper bowls,” her husband added. They’re also planning to introduce brunch, with an area to drink coffee and enjoy beignets and crepes. They figure the location of Schmidt’s House of Jambalaya on Crescent City’s South Beach area is perfect for dining, indoors or out. “It’s an amazing spot to have a restaurant. Is there a better spot to have a restaurant? I can’t imagine it,” Michael Schmidt said. “We love Del Norte County. We love Crescent City. Any location would be a great location. But this location is just exquisite and amazing, truly unbelievable at times. Cooking in kitchen and you can look out at the waves and the osprey,” Jennifer Schmidt added.

It gives us a snapshot of cases in the community, but not of specific individuals,â€? Behwaldt explained. â€œAs a tool, we really donâ€™t know how useful it is because itâ€™s relatively new technology.â€? He said a May 6 test showed no genetic evidence of the coronavirus in the cityâ€™s wastewater. A second test May 12 showed evidence consistent with about 120 cases in the community. That

number was adjusted up to 180 cases May 19. â€œI think the next data set will be really important to help tell us whatâ€™s going on in the community,â€? he added. Going forward, Rehwaldt said the health office has two main goals. First, to slowly filter the virus through the community and build up heard immunity in the population in a safe way. Second, to use aggressive contract tracing tactics to identify cases and keep clusters of new cases in check as much as possible. â€œIt may reach a point where thatâ€™s not going to work, or it might not

work enough to keep the virus increasing. And thatâ€™s when we have to be especially watchful and careful. Contact tracing seemed to be very effective with the last outbreak we had,â€? he said. The health official then addressed concerns that Curry County to the north has been opening up more services, more quickly. â€œWe also need to recognize that most of Southern Curry County is still part of our medical system. And if the disease starts taking hold in Southern Curry County, itâ€™s going to impact our health care system, especially at the hospital,â€? Rehwaldt said.
