Questions Loom Over Supervisors Decision to Seek Ambulance Bids

Jury Convicts Matthew Rickner of Murder and Other Felonies

A Del Norte jury of 12 has convicted Matthew Earl Rickner of Murder in the shooting death of his mother in late December. Rickner entered a Not Guilt plea at his January arraignment. Rickner was convicted on seven felony including PC187 (a) 189(b) and felony counts including Drug Possession and two misdemeanors involving Resisting Arrest. Rickner was also convicted of Aggravating Factors, allowing for sentence enhancement. The victim, Phyllis Rickner was found deceased on her living room floor, late Friday

evening, December 29, after calling 9-1-1 and reporting a gun was missing from her bedroom and the belief her son had taken it. Upon arrival of Sheriff deputies and observing the body of Rickner ‘s mother, Phyllis’ husband reported that Matthew Rickner shot his wife and fled the Berstch Ave family home. Patrolling CHP officers apprehended and arrested the suspect, who was in possession of the weapon along with methamphetamine and smoking pipe. Sentencing is scheduled for Monday, July 15, 2024 at 2pm, in Superior Court Judge Darren McElfresh Dept. 1 Chambers.

NCEMS will conduct a search for a qualified contractor to conduct the search, under NCEMS supervision, The Request for Proposal will invite potential bidders, including current provider Del Norte Ambulance. The process has been clouded with many unanswered questions. Has Del Norte Ambulance, the exclusive provider of 9-1-1 Ambulance service for almost four decades been an unsatisfactory provider? No, not according to a recent recognition by the Board of Supervisors. Five weeks back, the Board recognized Emergency Services Medical Week and Del Norte Ambulance. Accepting the recognition was the team from Del Norte Ambulance (DNAMB) founder and principal owner Ron Sandler addressed supervisors with an update on Del Norte Ambulance services.

The North Coast Emergency Medical Services (NCEMS) held its quarterly meeting to correct the motion by the Board of Supervisors as to what agency is responsible for conducting a Request for Proposals and who is responsible for paying for the search seeking new bidders for 9-1-1 emergency medical for service in Del Norte. 1st District Supervisor Darrin Short attended the North Coast EMS meeting in Eureka and reported to his colleagues at the May 28 Board meeting a clarification was to correct the inaccuracy. If the Board of Supervisors votes to proceed with the Competitive Bidding search, Del Norte County will be responsible to pay for the expenses that may run as high as $150,000, according to NCEMS Director Larry Karstadt.

Sandler acquired Del Norte Ambulance in 1985 and his company has served the community uninterrupted since the 70s. Sandler utilized the opportunity to speak about DNAMB commitment to the community and shared a recap of 2023 accomplishments including a fleet of six fully equipped ambulances outfitted with stateof-the-art technology. Four of those fully-equipped vehicles are in service with on-duty crews, while two ambulances are kept in reserve during surge conditions. The Special Olympics is in Crescent City and the passing of the Torch by Del Norte Law Enforcement will take place, Tuesday, June 18. Here’s the route schedule: • At 7:30am, Pelican Bay Officers will begin the Run from Ocean World on Highway 101 South, heading north to 3rd St, then west to G, continuing to 5th St to the Del Norte Sheriff’s Office, where the Torch will be passed.

• The DNSD and California Highway Patrol teams will head Northeast on 5th St 150 ft, turn Left on G, Right turn at 9th, Left on J St to Cooper Ave. The Team will turn Left on US 101 South on to Northcrest Drive, turn Right on East Washington, between 8:30-8:45am, then Left on Summer Lane to the California Highway Patrol Office. Law Officers invite you to come on out, line the route, cheer on and encourage the law enforcement runners.
