Waltz case advances to preliminary hearing By DANIEL J. SCHMIDT Editor
Former Sheriff Randy Waltz was arraigned in Del Norte County Superior Court Tuesday on felony allegations he made false statements on voter regis-
tration and election materials. He entered a plea of not guilty. His case will advance to a preliminary hearing currently set for Thursday, May 12, at 10 a.m. in Courtroom 2. The hearing will be held before the Honorable Susan
Greenberg, an assigned judge from San Mateo County who was appointed when both local judges declared a conflict in the case. A readiness hearing will take place on Monday, May 9 at 8:30 a.m. As in Tuesday’s arraignment,
Judge Greenberg intends to conduct the preliminary hearing and readiness hearing via Zoom. The prosecution has alleged that Waltz committed voter fraud by using an address that was not his domicile for voter registration and electoral purposes. He
had listed his voter address as an apartment he rented, located at 16855 Highway 101, just a half mile south of the California-Oregon state line. He still resides at that location. Waltz is represented by local attorney Gordon Mavris.

A carload of canines was out for a day of perfect weather in Crescent City last week. They are the working staff members of Critters4Service.com, a
Klamath-based organization that provides task-trained dogs to children with autism, veterans, and others with special needs. Critters4Service.com is a 501c3 not-for-profit corporation managed by Frank Mallatt, the “Critter guy,” who describes
himself as “an adult with autism.” His service is provided for little or no cost, thanks to donations and volunteer help, he said. The inspiration for Critters4Service came to Mallatt while he was caring for his mother

Crescent City Fire and Rescue conducted a controlled “live fire” training exercise April 30, drawing a small crowd of neighbors and onlookers to witness the
event. Fire crews from Klamath, Fort Dick, Gasquet, California Department of Corrections, and Cal Fire took part alongside Crescent City Fire in the training burn at 864 Pacific Ave. Two abandoned structures - a two-story apart-
ment building and single-story duplex, were razed during the exercise. The buildings were slated for demolition, but instead were donated to Crescent City Fire for use as an opportunity to conduct active fire drills. An asbestos

A Klamath Falls, Oregon, man has been arrested after losing control of his tanker truck and trailer combination and spilling 3,000 gallons of hot asphalt binder oil onto Highway 199 between Hiouchi and Gasquet on April 28. Raoul Payette, 58, is suspected of being under the influence of alcohol at the time of the collision, according Raoul Payette to CHP Sgt. Thomas Cantrell. Payette was en route from Klamath Falls to the Tidewater asphalt plant in Gold Beach when the main crash occurred near mile marker 10.65. The spill occurred at approximately 10:44 a.m. at the second of two collisions involving Payette. “The first call was of lines and a pole down in the road,” said Sgt. Cantrell. “Then shortly after, we received a call of an overturned trailer.” After striking the first telephone pole, Payette continued southbound another three quarters of a mile before losing control again. This time, with a shear drop to the Smith River to the left, Payette drifted onto the right shoulder, where the trailer sheared off another telephone pole. It also struck a rocky outcropping, causing the trailer twist and unhitch from the lead tanker truck. The impact was so violent that it split the trailer in two as it rolled over, sending a wave of 350-degree Fahrenheit oil 30 feet up the embankment and across both lanes of traffic. “It’s fortunate no one was coming the other way.” Sgt. Cantrell said. With the trailer unhitched and overturned behind him, Payette continued to drive the mostly unscathed Freightliner three-axle tanker truck to Hiouchi. Payette was intercepted and stopped by CHP Officer J.M. Hoey, who determined Payette was under the influence of alcohol. Payette was placed under arrest, and a search of the truck cab by CHP officers led to the discovery of two large vodka bottles. The truck, owned by BearCat Transportation, L.L.C., of Klamath Falls, was impounded. Payette was booked into Del Norte County jail on misdemeanor DUI and hit-and-run charges. Sgt. Cantrell estimates that as much as 500 gallons of the hot, sticky oil made it into the Smith River, although environmental damage may have been mitigated Please see SPILL, Page A2

Representatives from Six Rivers National Forest, the CHP, the Gasquet Volunteer Fire Dept., California Dept. of Fish and Wildlife, California Office of Emergency Services, and the Del Norte County Office of Emergency Services collaborated on how best to contain and clean up the spill, while minimizing impact on the Smith River’s pristine ecosystem. The cleanup is expected to take 30 days. In a statement issued later in the day by the U.S. Forest Service, an official expressed that, although still concerned about possible harm done to natural resources, knowing more about the substance spilled “reassures us” the spread of liquid material in the river was minimal. Del Norte Office of Emergency Services said there was no impact to water quality.

in a controlled environment that demonstrates realistic fire conditions with a specific and manageable fuel load. Fire departments regard this kind of training as significant as it allows crews to practice their honed skills, such as hose lays, hose and water deployment, extinguishment, search and rescue and fire behavior. It also allows for practice in pumping, water supply management and incident command. Onlookers gathered on Pacific Avenue shortly before 9 a.m., some bringing folding chairs to get more comfortable. Curious children marveled at the abundance of fire trucks and equipment. A few more adventurous people were ordered by officials to move back to a safer distance. Many in the crowd were the wives and children of firefighters who participated in the training exercise. Crews affixed fire blankets to neighboring fences to prevent unintended damage from the heat and embers. Chief Bill Gillespie mustered the firefighters at approximately 10 a.m. to give a safety and plan-ofattack briefing prior to the start of the exercise. Old wood pallets and bails of hay were placed inside the gutted structures and ignited to conduct interior tactics training in heavy smoke conditions. Once the interior training had concluded, both build-
ings were set alight. Heavy smoke turned to visible flames in a matter of minutes as both structures were immolated. Even though situated far back on their Pacific Avenue lot, the engulfed buildings gave off tremendous heat that could be felt from across the street. Crews attacked the blazes from multiple ground positions, following the guidance of senior firefighters and commanders. Despite a valiant effort to extinguish the inferno, the two-story apartment suddenly collapsed in dramatic fashion in less than 30 minutes. The one-story duplex proved more resilient and burned slower. As afternoon arrived, crews were busy dosing hot spots and mopping up the charred remains of the buildings. A front loader was brought in to assist with the cleanup when training concluded. Firefighters were debriefed and provided refreshments. By the end of the day, the safe and successful exercise gave crews invaluable firefighting practice, and a chance to share tactics with members of other departments. Residents got to see our local first responders, which included many volunteers, hard at work. And speaking of volunteer firefighters, Crescent City Fire and Rescue is seeking volunteers who would like to undergo the rigorous training essential to becoming a volunteer firefighter. Corrections and clarifications In an article that appeared on Friday, April 29, about a 116-year life sentence handed down to Neil Thomas Hiller, the Triplicate erroneously stated that a surveillance video that captured the victim Joseph Deford and another man being followed by two men on bicycles about two minutes before 911 was called. A family member asked that a correction be published to reflect that the

Obituaries Lucille Lind (Howard) Chaffee December 10, 1929 - April 26, 2022
Lucille Lind (Howard) Chaffee, 92, passed away April 26, 2022, at her home in Crescent City, California. She was born December 10, 1929, in Blueberry Mountain, Canada, to James and Lavonne Howard. Lucille was raised on the farm in Blueberry Mountain; her family grew wheat and barley; raised cows and churned their own butter. She attended school in a one room schoolhouse until 8th grade, sometimes walking a mile in the snow to attend. Her family moved from Blueberry to Amisk, to a larger farm, and grew larger crops. When crops began to fail and times grew hard, her family kept the farm but moved into town and opened a bakery, where customers enjoyed the freshest and best bread in town! Lucille’s younger brother became ill, and his doctor said he needed fresh air to heal his lungs; so, the family moved back to the Amisk farm and stayed until they moved to the United States in 1950. They traveled in an old truck with a huge wooden camper bolted to the bed of it! They camped alongside the road and made humble meals. The family eventually arrived in Tustin, California, at Lucille’s grandmother’s house where she was promptly introduced to Neil Raymond Chaffee, and three months later the couple married on September 14, 1950. As luck would have it, Neil was drafted into the Army in December of 1950. Lucille kept busy. She worked as a nanny for a family that had one child and did housekeeping. She also volunteered to be a spotter: to identify enemy planes as it was during war times. She would use binoculars to spot, record and identify types of planes numbers or symbols and use radios to report suspicious aircraft. She earned her wings; a lapel pin shaped like wings! In 1953 Neil was honorably discharged from the Army and Lucille gave birth to their first-born son Jimmy. Ross was born in 1954, Robert born in 1956, John born in 1957, and Louise in 1960. She was kept busy raising her little family. By that time, they lived in Pomona, California. Her husband worked in Chino at the California Division of Forestry, and they decided to move again in 1967 to Crescent City, California; where Neil could work at
the Klamath-Alder Camp Division and Lucille could be closer to her sisters, and brothers and mother. Lucille and Neil purchased a house with almost 2 acres of land, where she raised her family, grew a garden and flowers, apple, pear, and plumb trees. She raised goats, pigs, chickens, ducks, geese, dogs, cats, and horses (through the years at various times.) Lucille enjoyed playing dice, Farkel/10,000 and she loved dark chocolate and sharp cheddar cheese. She was a Christian and believed in the Father, the Son, and the Holy Spirit. She attended church and read her bible. She loved her church family and became close to many! She felt they were an extension of her family. When her sons married and later her daughter, grandchildren came into her life, and she enjoyed them all. She loved her grandchildren and would take them to church or have special sleepovers or camping trips or picnics or a beach hot dog on a stick roast. Sometimes an ice cream at McDonald’s or a favorite place at the time. She helped raise her grandchildren spending much of her time instilling wholesome Christian values in them, honesty, integrity, and love. As the years went by great grandchildren came along and then a great great grandchild. Though they are many, she loves them all dearly. She is preceded in death by her husband Neil, sons Jimmy and Ross, her mother and father, brothers Buddy, Larry, sisters Jeanie, Mary Lou, and Bonnie. Survivors include brother Glen Howard (Deanna), sons Robert Chaffee (Sharon), John Chaffee (Evelyn), daughter Louise Kockritz, Daughter in law Deborah Chaffee, 15 grandchildren, 21 great grandchildren, one great great grandchild, and many nieces and nephew. Lucille was loved by all and will be greatly missed! Graveside services were held. Arrangements are under the direction of Wier’s Mortuary Chapel. Nothing fishy about the sale of the Steelhead Lodge Some people misinterpreted my comments last week regarding the non-controversy about County Supervisor Susan Masten’s sale of the Steelhead Lodge in Klamath Glen to the Yurok Tribe. Or, maybe I should say, I did not adequately put to rest that non-story in a way that was sufficiently clear to some people. Let me make it clear now. There’s nothing fishy about Masten’s sale of the Steelhead Lodge to the Yurok Tribe. It’s a nothing-burger. By way of explanation, on page one of last week’s Triplicate, the teaser “skeleton” photo, headline and article were intended to be read together, then only to stimulate further reader interest in my commentary on page four. Apparently some readers never got that far. I am reminded that each element of a news story carries its own independent significance. The headline, photos, captions and the text of the story itself each must stand alone. Some readers may not get past the headline; others may look only at the pictures. And, many may never read all the way to the end of my long-winded articles. Supervisor Masten is seeking election in her own right to the District 5 seat on the board of supervisors. She had been appointed by Governor Newsom to fill the remaining term
of the late Bob Berkowitz. Any candidate for supervisor who attempts to use the Steelhead Lodge story to advance his or her own political prospects must not have much to offer the voters. ••• Remembering and recognizing one’s mother or mother-inlaw need not be a complicated ordeal. Buried in a story this week about an SUV full of poodles are a few paragraphs about how an autistic adult son caring for his dementia-afflicted mother was inspired to create a service that brings specially trained dogs to autistic children and others with special needs. It is a short, but moving story that touches on the love between a mother and her son. Remember, Mothers Day is Sunday, May 8. She’d love a phone call or a visit. ••• The Triplicate is pleased to welcome Jessica Robin as our newest columnist. TV Commercial Promotes Tourism In Del Norte County Many of us have recently viewed the new TV commercial airing across all the major Spectrum networks that features some of the best attractions that Del Norte County has to offer: Towering redwood groves, pristine rivers and our rugged and sweeping coastlines. You may have wondered like myself - how this project was spearheaded and who made it possible. I first saw the ad while watching a Giants baseball game on NBC Sports Bay Area and was instantly attracted by its professionalism and beautiful production. Outstanding! Enter Cindy Vosburg, the executive director of the Del Norte County/ Crescent City Chamber of Commerce who, along with a $15,000 ‘Pay it forward’ grant from Spectrum, got the TV commercial up and running. Thanks to their endeavors, the public service announcement ran 4,566 times in April and will continue into May and June and will be seen in the Grants Pass, Medford, and the North Coast Spectrum stations. The video for the commercial was produced by Lynnette Braillard, owner of Lulish Design, the agency of record for the Del Norte Visitor’s Bureau. It is both astonishing and magnificent in content. Vosburg indicated the importance of reminding viewers of all that Del Norte County has to offer as paramount to attracting new tourists to our area who spend thousand of
dollars a year, supporting local hotels, eateries and our state and national parks. “Families and adventurers don’t need to travel the world to find the tallest redwood trees, the freshest air, and pristine beaches,”, she boasted. “Del Norte County equals most anywhere in the world for our variety of wildlife and perfect summer weather.” The Crescent City Chamber of Commerce could not have completed the process without the assistance of Spectrum’s Reach programming, headed by William Krumpeck, their assigned account executive. “William has been so beneficial to our local area and without his help, we would not have been granted the ‘Pay it Forward” grant to make this possible,” Vosburg concluded. Newcomers to the Del Norte Visitor’s Center can see the video, along with other locally produced videos that showcase Del Norte County, on a loop that plays throughout the day. So please join me in applauding the efforts of Spectrum and our Chamber of Commerce staff to attract visitors to Del Norte County and show the resplendency of our ecosystems that are found nowhere else on Earth to future visitors. What all candidates have in common What do all political candidates have in common? Each wants to be elected, and some will say or do anything to convince you to give them your precious vote. Don’t be fooled by some candidate declarations, ofttimes empty and insincere, unrealistic promises and false statements of political positions. Incumbent 3rd District Supervisor Chris Howard is an example of such voter pandering. Voters in Gasquet, Hiouchi, North Bank and Smith River must be particularly vigilant on doling out their vote based on candidate party affiliation and perceived political positions. Howard identifies himself as a Republican. He’s been endorsed by the RINO (Republican in Name Only) Party in Del Norte, an endorsement he failed to garner when he ran in 2018. He votes exactly like a Democrat, consistently. Since elected in 2014, he has supported every
onerous state spending matter moving Del Norte County further to the Left and more dependent on Sacramento and emphatically more Democrat, including his support and defense of the 13 percent increase in the County Sales Tax (Measure R). Howard is an enthusiastic supporter and shameless sycophant of Sen. Mike McGuire’s 150 Homekey homelessness projects to be built over the next two years along the North Coast, including Del Norte County. At a recent candidate forum, he misled the public when he announced Del Norte County would be subject to fines and penalties if the County did not embrace the McGuire utopian housing vision. He actually said it twice. Quite the opposite was stated by the Democrat majority leader McGuire who promised more incentives and more public money to cities and counties who complied and
embraced the massive $14 billion homelessness expansion. Howard’s suRoger crose-sweet Gitlin passion for the welfare of Del Norte children, though commendable, is pathetically patronizing. What politician doesn’t use children’s welfare as a wedge issue? Howard’s statement, “I just want to get kids out of living in cars,” is an example of over-the-top rhetoric in his justification for supporting further massive expansion of the County’s largest department: Health and Human Services. Accessory Dwelling Units – an ADU for You Last month, the County Board of Supervisors received the draft Del Norte County Housing Element which is a mandated plan for addressing the housing needs of the residents of the unincorporated areas of Del Norte County through June 2030. Crescent City has a separate housing planning process. I have reviewed the Housing Element and will summarize, paraphrase, and highlight a few details of this plan to provide context for discussion. Source: https:// housingdelnorte.com/documents One goal of the Housing Element is to assist in the development of affordable housing for extremely low, very low and low-income households. These terms are defined for a family of four as follows: extremely low income: $21,200 per year, very low income: $35,500 per year and low income: $56,550 per year. More than 40 percent of our population falls into one of these three categories. Housing is the greatest single expense for most California families. Households that spend more than 30 percent of their income on housing, including utilities, are overpaying, or cost burdened. Severe overpaying occurs when households pay 50 percent or more of their income for housing. The majority of renters and owners experiencing housing cost burdens are lower income households. The impact of high housing costs falls disproportionately on extremely low, very low, and low-income households, especial-
ly renters. In unincorporated Del Norte County low-income households make up 92 percent of those with a cost burden of at least 30 percent. This is caused by a lack of affordable housing. Low-income households that are overpaying for housing don’t have enough money for other critical essentials, including food and medicine. This is a significant hardship for too many workers, families, and seniors. But it also impacts our local economy as money is spent on housing that might otherwise be spent supporting local businesses and generating sales tax revenues. These statistics provide evidence of the need to develop more affordable housing options for our community. One policy goal in the Housing Element is to promote the development of Accessory Dwelling Units (ADUs) to ease our rental housing deficit. These are sometimes referred to as “granny flats”. This is good planning and smart growth, since ADUs build new housing units on properties that are already developed. ADUs fill in the available space on existing properties without requiring new infrastructure like water and sewer. Although, I think extra attention must be paid in areas that rely on septic systems and wells to ensure these systems are not overburdened. There is progress being made on this locally. Property owners are applying for permits to build ADUs. These property owners will gain income from renting out these ADUs. The community will add
more affordable housing options for less affluent residents. New state laws have added Kevin requireHendrick ments for local governments related to ADUs, including a reduction in permit fees, and streamlining the time to approve ADU applications. This is fine but I recommend that we be strategic about fast tracking building permits for ADUs. If we are providing incentives and simplified permitting, it would be prudent to require that ADUs be used to provide housing for local residents. We should restrict converting these ADUs to vacation rentals. California law allows local agencies to require that ADUs be used for rental terms of longer that 30 days. It would be prudent to adopt this requirement as an enforceable local planning requirement. I suggest that if we do not take this reasonable step, then permitting more ADUs will not necessarily increase the availability of affordable local housing options but could result in more vacation rentals that drive up the price of housing and further limit the housing supply for people who live here. A community determines its own built environment By Jessica Robin Throughout history communities have determined their own built environments. Our built environment is all around us. We may not think much about it in our daily lives. Yet, it is keeping us safe from ill weather, provides us places to live, work and play. How we create spaces to live, socialize, and conduct business and recreation impacts the economic value and quality of our lives. That’s why it matters how we design our community. These structures make it easier for us to organize our lives and values in a way that reflects and supports our lifestyle. It carries stories of the past, and holds hopes and dreams for our future. Homes and other buildings with historical value are, in different ways, connected to past events. Thinking of our local history, it’s easy to see how local buildings are connected to the tsunami of 1964. Some buildings survived and others were ruined or demolished afterwards. For example, the St. Joseph’s Catholic Church built in 1961

Perky pianist plays for laughs May 14 in Crescent City By Stephanie La Torre Guest Article
Del Norte Association for Cultural Awareness concludes its current Performance Series with award-winning concert pianist and humorist Sarah Hagen, on Saturday, May 14, at 7 p.m., at Crescent Elk Auditorium in Crescent City. Hagen will perform her one-woman critically-acclaimed musical comedy show “Perk Up, Pianist!” The show tells the tale of a touring classical musician remaining optimistic in the midst of challenging and ridiculous situations, which are humorously relayed by Hagen to the audience as she performs on piano. “My story is one of navigating a three-decadelong midlife crisis, which
began the moment I started playing the piano,” Hagen quips, noting she started playing at seven-years-old. Her mixture of virtuosic playing and wacky humor create a perfect combination for audiences who may not normally go to a classical music concert. “I was tired of people being so hoity-toity,” Hagen says. “I wanted people to feel welcome in classical music. This music is about life and love.” Along with the tonguein-cheek look at her craft, Hagen also delivers classical performances, something she says will always be there for her. “Half of my life is doing this show and half of my life is playing classical,” she says. “It is important to me that classical music is still a part of it.”
Hagen’s extensive touring has taken her across her home country of Canada, to Sweden, France, Germany, and Italy, and twice to New York City’s Carnegie Hall. She has garnered awards and accolades for her live playing as well as for her recordings. “Let’s see... Freedom of speech Hooray for Elon Musk for buying Twitter and attempting to bring back our Freedom of Speech, which is what this country was founded on. And I applaud the Triplicate for printing columns and letters that differ, but are important to the national conversation. Also, Pope Frances said, “Peace is everyone’s responsibility. It’s impossible for peace to exist without dialogue.” Apparently, Amanda Dockter, disagrees. In her letter in the last Triplicate, she stated, “It was a poor
choice for the Triplicate to provide a platform to amplify the ramblings of Roger Gitlin.” On the other hand, I agree with Roger’s analogy of the “gravy train of free stuff,” which he says does not cure homelessness. I think the analogy of a train is a good one. because as a country we are obviously experiencing a train wreck. Dockter says, “Poverty, addiction, and mental illness all serve as barriers to maintaining employment.” But I often hear that local employers can’t find anyone who WANTS TO WORK. There are other candidates who shall not be identified at this time during the current election cycle who evade simple Yes/No questions with circuitous, meandering responses that obstruct transparency. When a candidate is unclear, the candidate will continue the behavior, if elected. The public cannot continue to be misled. Statements like “I’m a Republican” or “I’m a Conservative” are meaningless and irrelevant when the candidate suddenly does an about-face, when and if elected. Supervisor Darrin Short is another RINO who votes like a Democrat. Candidates for office must be clear and honest even at the risk of possibly losing some support. Elect-
ed officials serving now are far more concerned with their personal image rather than representing your interests. Don’t waste your vote on any candidate who seeks your support, yet espouses this faux-ness. This is your time to speak. It may be an old cliché, but Your Vote Matters.

Condors fly again over Northern California’s iconic redwoods At 8 a.m. on Tuesday, May 3, the Yurok Tribe and Redwood National and State Parks facilitated the release of the first two California condors to take flight in the center of the bird’s former range since 1892. Prior to their release, the condors must voluntarily enter a designated staging area with access to the outside world. If the birds do not enter the transition zone by 4pm, a second attempt to release the birds will occur at 8:00 a.m. on Wednesday, May 4. The carefully designed release procedure is one component of a comprehensive management plan for the reintroduction. “For countless generations, the Yurok people have upheld a sacred responsibility to maintain balance in the natural world. Condor reintroduction is a real-life manifestation of our cultural commitment to restore and protect the planet for future generations,” said Joseph L. James, the Chairman of the Yurok Tribe. “On behalf of the Yurok Tribe, I would like to thank all of the individuals, agencies and organizations that helped us prepare to welcome prey-go-neesh (condor) back to our homeland.” Steve Mietz, Redwood National and State Park superintendent, said the return of the condors to the skies over the redwoods represents a “significant milestone in the restoration of this magnificent forest to its former glory.” “This project is a model for listening to and following the lead of the park’s original stewards, healing both our relationship with the land and its original people,” Mietz added. “The reintroduction of condors into Northern California is truly a monumental moment,” said Paul Souza, Regional Director for U.S. Fish and Wildlife Service Pacific Southwest Region. “This effort builds upon the program’s collective knowledge and history of releasing condors and showcases the benefit of partnering with Tribes and others to implement recovery of listed species. We are proud to support this collaborative and innovative partnership with the Yurok Tribe and Redwood National Park. Together we can recover listed species for future generations.” Comprised of biologists
and technicians from the Yurok Tribe and Redwood National Park, the Northern California Condor Restoration Program (NCCRP) will collaboratively manage the flock from a newly constructed condor release and management facility in Northern California, near the Klamath River. The NCCRP team will work collaboratively with the other condor field teams as part of the larger California Condor Recovery Program guided by the U.S. Fish and Wildlife Service (Service). Two more condors will be released at a later date. Staggering condor releases is a management strategy that allows close observation and management of individual birds. Following releases, biologists must monitor condors to see that they display appropriate behavior. The four condors, including one female and three males, are between two and four years old, which is within the ideal age range for the successfully releasing condors to thrive in the wild. Two of the males were hatched at the Peregrine Fund’s World Center for Birds of Prey in Idaho. The other two condors were hatched at the Oregon Zoo and raised at the Idaho center. In September, the four birds were transferred to the Ventana Wildlife Society’s flight pen in San Simeon while finishing touches were put on the NCCRP facility. They were transported to the NCCRP site in late March. Over the last 30 years, the Service’s California Condor Recovery Program has developed an exceptionally effective blueprint to guide the reintroduction process, which begins long before the birds are released. For example, reintroduced condors are reared in large flight pens with exposure to the natural environment and when possible, other condors of various ages for mentorship. The extremely social avian scavengers acquire life skills from their elders and their own experiences. Elder or mentor birds assist the juvenile condors in obtaining the worldly knowledge they need to survive outside of captivity. The World Center for Birds of Prey provided the NCCRP a seven-yearold condor to fulfill this
important function for the four birds as they transition into the wild. Condor 746 will remain in the flight pen and is expected to mentor future release birds at this location. Similar to the reintroduced condors in Arizona, the Northern California flock will be considered a nonessential, experimental population under the Endangered Species Act. This pragmatic approach was selected because it has proven to be an effective method of recovering federally listed species. Additionally, the stakeholder-driven strategy better facilitates proactive conservation and reduces the regulatory impact of reintroducing a federally listed species. At regular intervals, the NCCRP will be releasing new condor cohorts into Redwood National Park. Over time, the birds are expected to disperse across Northern California and Southern Oregon. Through careful management, the NCCRP’s primary goal is to develop a self-sustaining condor population in the rural region, which will fill a currently vacant ecological niche in the redwood forest ecosystem as well as aid in the overall recovery of the species. “Every year, the Yurok Tribe completes multiple, large-scale river and forest habitat improvement projects in our ancestral territory. We also manage a 15,000-acre Old Growth Redwood-Forest and Salmon Sanctuary. Condor reintroduction is a major part of our long-term plan to restore the diverse ecosystems within our homeland,” said Frankie Myers, the Yurok Tribe’s Vice Chairman. “As a people, we will not recover from the traumas of the last century until we fix our environment because our culture, our ceremonies, our wellbeing and our identity are inextricably linked to the landscape.” Yurok Connection to the Condor For the Yurok Tribe, the recovery of this sacred species signifies significant progress toward the restoration of an intricately interconnected ecosystem and the people who are responsible for taking care of it. In a very real way, restoring condor habitat and returning condor to Yurok skies is a clear restoration of the Yurok people, homeland, ecological systems, culture, and lifeway,” added Yurok Wildlife Department Director Tiana Williams-Claussen, a Yurok citizen and traditional culture bearer, who has dedicated her entire professional career to condor reintroduction. “I have a 3-year-olddaughter. She is going to grow up with condors in her sky for her entire life. She is not going to know what it is to miss condors. She will always live in relationship with condors, which is really what this project is all about — bringing condor home, back into our communities, back into our conversations, back into our households, and into the minds and hearts of our children on behalf of the hearts of our elders.” The Yurok Tribe started working in earnest on condor reintroduction in 2008.The Yurok received a tribal wildlife grant from the Service to conduct a study to determine if Yurok ancestral territory could still support North America’s largest terrestrial bird. With support from Redwood National Park, the Service and Bureau of Indian Affairs as well as the
Administration for Native Americans, Pacific Gas and Electric and many other contributors, such as the Global Conservation Fund and the Redwood National Park Foundation, the Yurok Wildlife Department completed the tremendous amount of work required to reintroduce a critically endangered species. The following tasks represent a small fraction of what they had to accomplish in order to make condor reintroduction a reality: • extensive environmental assessments, • contaminant analyses, constant fundraising, planning, designing and constructing facilities, and • performing intensive community outreach and coordinating with numerous stakeholders and collaborators. “The National Park Foundation is excited to be part of this collective effort to welcome the iconic California condors back to their historic range,” said Will Shafroth, president and CEO of the National Park Foundation (NPF). “This celebratory moment affirms the importance of long-term collaborations between the NPF, the National Park Service, Tribes, and other essential partners and should serve as a model for future partnerships.” The Plight of the Condor The decline of the condor started shortly after arrival of European settlers in the American West. During the Gold Rush era, numerous condors were shot for sport and collected for museum displays, while others succumbed to poisons used to eradicate large predators, such as grizzly bears and wolves. One of the first species placed on the federal
endangered species list, condor numbers continuously plummeted from 1800 to the 1980s, when a fortuitous decision was made to collect the last 22 birds from the wild and establish the first captive breeding program to save the species. In 1983, the Service teamed up with the LA Zoo and San Diego Wild Animal Park to launch the first-ever captive breeding facilities. Today, thanks to the California Condor Recovery Program’s continued success, approximately 300 wild condors are flying free in California, the Southwest and Baja California. There are now four captive breeding centers, which supply birds for the release sites in the U.S. and Mexico, including the Northern California Condor Restoration Program facility. On-the-ground efforts have been led by Senior Biologist and Yurok Condor Restoration Program Manager Chris West, who has nearly 25 years of condor research and management experience. Working in collaboration with the Ventana Wildlife Society, the Tribe designed and built the NCCRP release and management facility on National Parks land. The cutting-edge facility boasts a blend of the best elements from all of the rearing and release sites in the US. The flight pen has a simulated, shock-wired power pole (to teach the birds to avoid this threat after release), two fourfoot diameter pools, and a perch overlooking the redwood forest. Two high-definition cameras stream a live feed from the site.

The state has approximately $30 million available for the upcoming 2022 NOFA. Public Notices CITY OF CRESCENT CITY PLANNING COMMISSION NOTICE OF PUBLIC HEARING NOTICE is hereby given that a public hearing on the below items will be held during a special meeting of the Crescent City Planning Commission meeting on May 19th, 2022, at 5:30 p.m. to consider the following projects: A) Recommend Approving Conditional Use Permit (UP 2201) for Marlo’s Restaurant Description: The Planning Commission will review the applicant’s request for a Conditional Use Permit (UP) to allow the sale of alcoholic beverages at an existing restaurant that is moving to a new location. The name of the business is “Marlo’s Restaurant”, and it is proposed to be relocated from 632 M Street (APN 118- 160027) to 383 M Street (APN 118-410-002). The applicant’s existing Type 41 license (beer and wine) from the California Department of Alcoholic Beverage Control will be transferred to the new location. The business is a legal non-conforming use that does not currently have a CUP for the sale of alcoholic beverages. Due to the relocation of the restaurant, the applicant is required to comply with the current requirements of the City’s Municipal Code. Crescent City Municipal Code Section 17.90 (Sale of Alcoholic Beverages) requires a CUP for businesses that sell alcohol. Environmental Determination: The proposed use is determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15332 (In-Fill Development Projects) of the CEQA Guidelines. At the meeting, the discussion of the proposed Conditional Use Permit will be subject to the following procedure: 1) the Planning Department will provide a staff report; 2) the Planning Commission will receive public comment; and 3) the Planning Commission will discuss the Conditional Use Permit application and may approve, and issue, a Conditional Use Permit for the proposed sale of alcoholic beverages at Marlo’s Restaurant.
