Young Warriors set for the NCS playoffs By Ray Hamill For the Triplicate
A young Del Norte High softball team appears to be peaking at an opportune time, as the Warriors get set for the North Coast Section playoffs, which begin this week. Head coach Jackie Heuberger believes her team played some of its best ball down the stretch of the regular season, as the Warriors closed out the Big 5 with a record of 7-5 (14-8 overall). “This is a very young team,” Heuberger said. “And they’re a very hard-working team, and they get better every day. They continued to play their best ball toward the end of the season.” The Warriors have 17 freshmen and sophomores combined on their roster of 23, with just one senior on hand — shortstop/ utility player Josephine Heuberger. That lone senior, however, has played a pivotal role for the team this year and is one of the most experienced high school players in the North Coast, having played several years of travel ball in Utah and California. The Del Norte County District Attorney’s office is investigating a fatal officer-involved shooting that took place at a home on the 2700 block of Peveler Avenue in the Bertsch-Oceanview community on May 9. Del Norte County Sheriff Deputies responded to a “welfare check” call at approximately 9:10 a.m. for a male subject “who was making 5150 statements after not passing his driving test,” according to the Del Norte County Sheriff’s call log. The situation escalated shortly after deputies arrived. The officer-involved shooting occurred, although it’s unknown as of press time who was shot, and in what manner. What is known is that a person sustained fatal injuries. The Del Norte County Sheriff’s Department has not issued a press release as of noon, Wednesday. District Attorney Katherine Micks stated her office has initiated an investigation, as is standard procedure when a peace officer-involved shooting occurs.
Parade grand marshals named Pacific Power proposes 25% rate increase for wildfire mitigation The Triplicate

Pacific Power filed a general rate case with the California Public Utilities Commission proposing a 25.7 percent rate adjustment, or $28 million, to support investments in wildfire mitigation strategies and enhanced vegetation management practices while also responding to inflationary impacts. “We have been working diligently for years to hold energy prices down for our nearly 48,000 customers, and while our core operations are efficient, we are accelerating essential investments in the power grid to maintain safety and reliability in the face of extreme weather events that are becoming the norm instead of the exception,” said Matt McVee, vice president of regulatory policy and operations. “We are in a period of significant change with environmental, economic and regulatory factors affecting how we deliver power to the communities we serve.” Pacific Power’s resilience improvement plans in northern California are designed to
minimize outages and increase public safety and have been thoroughly reviewed by state regulators. Elements include: • Installing 274 line-miles of covered overhead wire to protect against trees and limbs producing a potential ignition. • Installing 98 system protective devices that will make localized public safety power shutoffs, which are sometimes necessary to avert potential wildfire ignition, as brief and geographically limited as possible. • Investing in 80 weather stations, hiring full-time meteorologists and expanding emergency management staff to increase situational awareness of local weather conditions and to better collaborate with local emergency officials. • Enhanced vegetation management that includes annual inspections, radial pole clearing and increased trimming clearances in High Fire Threat Districts. Yurok Tribe takes action Nick and Lisa Rail to lead July 4th Parade to end MMIP crisis After years of serving the community by donating musical instruments to children, Nick and Lisa Rail were recently named the grand marshals of the July 4th Parade.

The Crescent City/Del Norte County Chamber of Commerce is pleased to announce this year’s 4th of July theme of “Small Towns, Big Hearts” fits right in with the sentiments of this year’s Grand Marshals, Nick and Lisa Rail. Nick and Lisa Rail have made a huge impact on our Del Norte County towns with their more than generous donations of musical instruments to children through the school system. To date, they have donated 350 musical instruments to the Del Norte Unified School District to help young community members learn and expand their love of
music. It is actions such as these that make a positive difference in the lives of children and can set them on a new path. Along with the musical instruments, the Rails have also donated approximately $180,000 for refurbishing Crescent Elk Middle School Auditorium. The chamber invites everyone to enjoy this year’s 4th of July parade to celebrate Grand Marshals Nick and Lisa Rail. The Triplicate In December 2021, the Yurok Tribal Council issued an emergency declaration in response to multiple missing persons cases and attempted abductions on the reservation and in the Arcata/ Eureka area. “The Yurok Tribe is currently developing a comprehensive response to MMIP cases as well as taking direct action to prevent future victims,” said Joseph L. James, the Chairman of the Yurok Tribe. “Most commonly MMIP cases involve a large geographic area with many jurisdictional boundaries. We are asking local, state and federal
legislators to work with us on establishing a solution to stop the crisis.” Accompanying the declaration is a resolution that identifies the root causes of the MMIW crisis. Coach Elija Brunson is obviously pleased with his team of second- to fourthgrade boys who competed for the first time in an organized tournament this past weekend at the Southern Oregon Open in Medford, Oregon. The composition of his team was described by Coach Brunson as “two second-graders, one third-grader, and six fourth-graders” who playing up against fifth graders.
“Although we didn’t leave Rogue Valley with the outcome we expected, the team and myself have gained valuable experience, as we were the only boys team representing Del Norte County.” The team was well dressed for this tournament, thanks to jerseys donated by Fog Bank Clothing Company here in Crescent City. Coach Brunson was also grateful to the Pelican Bay Athletic Association for its sponsorship of tournament fees. More help is needed.

Fred Endert Pool temporarily closed due to safety concern The Fred Endert Pool is temporarily closed due to a ceiling issue above the pool area that is creating a safety concern. The issue is nonstructural, however it does create a potential safety hazard for anyone using the pool. For the public’s safety, the city
will keep the facility closed until the issue can be resolved. Staff is working diligently to address the situation and find a solution that will allow the pool to reopen as soon as possible. The city will keep the public notified via its website,

Robert “Robby” Neil Van Dusen, a lifelong resident of Del Norte County, passed away on Thursday, May 5th, 2022. He was sixty years old. Robby was a graduate of Del Norte High School, class of 1982. He had a career with the Del Norte County Road Department. Robby enjoyed spending time in nature more than anything else. His innate compassion and kindness touched the lives of everyone he encountered. He changed
the lives of many with his Christ-like ways. Survivors include his father and stepmother John and Jeanette Van Dusen of Requa, California, his sisters Julie Van Dusen-Bergren of Crescent City, California, and Marie Van DusenReed of Austin, Texas, and his daughter, son-inlaw, and granddaughter, Terah Van Dusen, Stephen Knox and Autumn Knox of Walton, Oregon. He was preceded in death by his sister Dorothy Van DusenGregory-Sheilds of Citrus Heights, California and his mother Beverly Van Dusen-Adamson of Crescent City, California. He leaves behind many nieces and nephews who all loved him very much. In lieu of flowers, take a walk in the woods. It’s what he would have wanted. Robby was a strong believer, and we trust that he is at last in the loving arms of his Creator.

A better way to solve the housing crisis It should be quite obvious that there is a housing crisis throughout California, and here in Del Norte County. Everyone is talking about it. Our leaders from the Governor all the way down to the Crescent City Planning Commission have made affordable housing a top priority. Billions of tax dollars – your tax dollars – have been piling up ready to be ignited into a fiscal bonfire of unimagined government generosity. Soon, government agencies will compete against each other to be the “most progressive.” All the attention will be focussed on expanding the number of “homeless” people so that more government money will be made available. As in the movie, Field of Dreams, “If you build it, they will come.” And soon another homeless shelter will be needed and built. Then another. There is a better way. It began decades ago in the Coachella Valley and elsewhere in California. I was very fortunate to have served on the board of directors of the Coachella Valley Housing Coalition under its guiding founder John Mealy. By the time I came aboard, the organization had built many thousands of homes for farmworkers and other low-income families from Palm Springs to the Salton Sea and beyond. Not all project concepts are the right fit for every need. CVHC developed many project models that were tailored to specific needs in specific communities. There was one concept that, in my view, stood out as perfect then and there, and will be perfect for Del Norte County here and now. The Single-Family Homeownership Program It’s a relatively simple program. As a responsible non-profit 501(c)(3) corporation, CVHC could extend benefits and incentives to other individuals and corporations to acquire buildable land at affordable prices. This land was subdivided and turned into developable single-family lots. Later, CVHC would then acquire the needed building materials and components for the total project at a discounted bulk rate. Meanwhile, as the lots became available, local low-income families were recruited in small groups of perhaps 20 to build their 20 single-family units. To qualify, a family had to be eligible for the program. First, the applicant had to have good credit. Second, the family income could not exceed the low-income threshold for the community. Third, the family income stream must meet a stability requirement. And fourth, the applicant, co-applicant and a pre-approved helper must be willing and capable of contributing at least 40 total hours of labor each week toward construction. If a particular applicant didn’t quality, CVHC would
work with the applicant family to teach credit management and other skills so they could join the next group. As the 20 finished lots became available, and 20 applicant families had been identified and formed into a group, the group was trained by construction professionals how to build their own houses. They families learned to work together because they would be building each others houses. Each family’s contribution of labor was spent on every other family’s future residence. The work was permitted, supervised and inspected. Usually after about a total of 1,500 hours has been contributed by each applicant family, the homes were completed. Every family had helped build its own and each future neighbor’s home. What an incredible accomplishment! Now, the good part. Because each family had contributed significant sweat equity, no down payment was needed. Financing at low market rates had been arranged by CVHC, with extremely affordable monthly payments. Title to the residences were transferred to each of the families. They became homeowners. In less than a year, many who lived in an unstable environment now owned the home they lived in. Decades later, most still live in their self-built homes. Trees grew from bare broomsticks to broad shade trees. Babies grew into young adults. Every family became a part of every other family because they had gone through so much together. These neighborhoods became – and remain – their neighborhoods. Clean, safe, happy. They all started out dirt poor. And dirt poor they would be today if they were not given the opportunity and guidance to make something better for themselves and their families. Had they simply been shoved into a homeless apartment, they might very well be living in the same apartment today. This same accomplishment could happen right here in Del Norte County. Small clusters of individually owned single-family residences could be built at suitable locations near schools, shopping, transportation, recreation and places of worship and contemplation. When women succeed, America succeeds There is a poster in the Democratic Party office that says, “When Women Succeed, America Succeeds.” If we had more women leaders, we would have a more fair and just society. Women are half the population, yet are grossly underrepresented in the courts, legislatures, and local boards. As we have seen recently, male dominated courts and legislatures do not always make decisions that respect the rights of women. For over two hundred years America has been ruled by men and the outcomes have not always been good. Its time we try something different and lift up more woman leaders. Locally we are making some progress. We now have two strong, intelligent, and creative women on the Board of Supervisors, Valerie Starkey and Susan Masten. Supervisor Starkey has set a high bar for effort and productivity. I have been impressed with how hard she works. She seems to be everywhere providing constituent services and helping to advance county progress. Despite the obvious skill set that Supervisor Starkey brings to this job, I have also observed that her opinions have occasionally been dismissed by some of her male counterparts. For example, when she urged caution in proceeding with the appointment of our last sheriff, no one heeded her advice. She knew that it would have been prudent to do a more thorough vetting before making the appointment. The oth-
ers should have listened to her. Susan Masten is a new Supervisor but brings with her a lifetime of experience and commitment to community service. At her first meeting she suggested that the County form a special task force to help the struggling Sheriff Department. Supervisor Masten instinctively knew that there was a need to bring people together to address issues that require immediate attention. This is where she hit the bureaucratic wall. “We already have committees that take care of this,” she was told. If this is true, why are there still problems? One would hope that experienced leadership would listen to new ideas and assign tasks so that every Supervisor can contribute using their unique sets of skills. Was Supervisor Masten’s idea discounted because she is new, because she is a woman or worse, because she is a Yurok? Its hard to tell sometimes why one person disrespects another, but I have no doubt that some people prejudge others because of their gender or race. I am disappointed, but not surprised, by some of the things that have been said about Supervisor Masten that reflect an implicit bias. Some comments about Supervisor Masten’s heritage have been unfair and ill informed. “She is a Yurok, so she will only represent the Yuroks,” is a statement I have heard that has no foundation in fact. When I ran for Supervisor two
years ago, never did I hear anyone express a concern that I would only represent Irish people. Kevin Why then Hendrick would anyone assume that Supervisor Masten would only represent Yuroks? We all have our own tribes but that is not the entirety of who we are. Supervisor Masten has stated clearly that she will represent all the people in the 5th District and Del Norte County. She has already held two town hall meetings in Crescent City and one in Klamath to hear people’s concerns and ideas for a better future. Supervisor Masten swore an oath to “bear true faith and allegiance to the Constitution of the United States and the Constitution of California.” There is no reason to question her loyalties. She is an American, a Californian, a Del Norter, a Yurok and a woman. It is possible to be all these things and not be conflicted. Nevertheless, Susan Masten can be proud of her Yurok heritage, which has a history of strong woman leaders. Eye on Del Norte Your money goes to the Golden Nanny State I’ve been following as many Supervisorial Candidate forums as I’m able to attend this election season. In a very real sense, I’m quite pleased I’m not a candidate but an observer and opinion broker. I’m learning quite a bit about each of the 12 candidates running in the three Districts’ Supervisor races. It’s accurate to report most of the candidates have absolutely no clue about the county budget and what monies go where. Allow me to clarify the what and where of your collected taxes. Del Norte County actually has two budgets, and each are negotiated during fiscal year July 1 to June 30. The budget being developed at this moment will cover revenues and expenses for fiscal year July 1, 2022 through June 30, 2023. In many ways, compiling a budget is a lot like watching paint dry. It’s slow and tediously painful and rewarding when the job is done. One definitely doesn’t want to attract paint on one’s nice clothes. The entire Del Norte County Budget this past fiscal year 2021/22 was about $172.7 million.
This includes all revenue including local taxes, fees and State and Federal pass-through funds. The General Fund is that portion of the entire budget for which the board of supervisors exercises is discretion as to how and where this money is spent. In 2021/22, discretionary local spending is just under $36 million. As I write this column, there are 467 Del Norte County employees. To which Departments are funds dispersed? This information should not surprise anyone but may absolutely shock some. The number one department is the Department of Health and Human Services, with a staggering State and Federal contribution of $79 million or approximately 46 percent of every county dollar spent in Del Norte. There are 195 Del Norte DHHS employees, or about 42 percent, of the workforce. Of the last 51 county hires, 49 have been hired for DHHS. The mind-boggling impact of this department more than defines what Del Norte County has become: A Welfare State.
Many candidates have been asked about how they would prioritize spending Roger on county Gitlin departments; the spending is very challenging as just about half of our dollars are allocated, and half of our county employees work for ONE department. Allow me to discuss the $35.9 million discretionary portion of the general fund. I’ve heard many candidates this election cycle state the Sheriff’s Office consumes 70 percent of our general fund budget. Not true. The actual figure is 58 percent. The Sheriff has a very modest $10.2 million budget, which includes Patrol and Jail Operations, about 28 percent of total discretionary funds. How to Vote the S.A.F.E. Way All registered voters in Del Norte County have received their ballot in the mail. Many voters are rightfully worried about the integrity of the election. The first step in securing the vote… is to vote! Here’s how to do so quickly and legally, and how you can track your ballot to make sure it’s counted. Just follow the S.A.F.E. Method: SEND: Mail in or drop off your ballot on Day 1 of the election. Don’t forget to sign the envelope in the designated area. Drop off in person at the Registrar’s office at 981 H St, Suite 160, or at a secured drop box at the Del Norte Senior Center, 1765 Northcrest Dr. Do NOT wait until Election Day, the sooner you get it in the better. AUDIT: Track and verify your vote was 1) received and 2) counted online at WheresMyBallot.sos.ca.gov. Check often until your vote is counted and verified.
FIX: No later than Friday the 13th, your ballot must be in the mail to you. If your ballot doesn’t arrive within a reasonable period of time (– no more than five days after mailing – DO NOT WAIT. Visit the registrar’s office and report your ballot missing. Request your ballot to be canceled and a new one will be issued. EXAMINE: Volunteer to monitor the count of ballots or work at a polling location. If you decide to wait until Election Day to vote, there are a few ways. The easiest way is to drop off your completed ballot at any polling location. Letters to the Editor Gitlin’s callous comments are “over the top” In Roger Gitlin’s May 6th editorial column, he stated that the acknowledgement of kids living in cars constitutes “over-thetop rhetoric.” Yikes. I disdain emotionally manipulative political narratives as much as the next gal, so let’s set the rhetoric aside for a moment to review the facts: • Homeless youth are defined as those who lack a fixed, regular, and adequate nighttime residence. • DNUSD counted 170 students who met this criteria in the 2020-2021 school year. • This figure represents approximately four percent

departments: Coroner; Juvenile Hall; District Attorney; Public Defender; and Probation. Additional smaller contributions on behalf of the Youth Authority, the Grand Jury and Animal Control fall under the “law enforcement” umbrella. There’s overlap in non-law enforcement functions, but according to the last recently adopted budget, the percentage the General Fund does not approach anywhere near 70 percent of discretionary spending. The Department of Community Development, which includes county roads, Engineering, Planning, Code Enforcement, Environmental Health, and Building and Safety, enjoys

I implore Mr. Gitlin to actually do some credible research before making such callous and provably false public statements. oversaw development and opening of the Chah-pekw O’ Ket’-toh (Stone Lagoon) Visitor Center, the first tribally operated visitor center in the California State Park system. Clayburn helped establish the first-of-itskind, mutually beneficial partnership between the Yurok tribal government and California State Parks, which paved the way for the Tribe to operate the Chah-pekw O’ Ket’-toh (Stone Lagoon) Visitor Center. Parks California is a statewide nonprofit working to ensure that state, regional, and local parks thrive.

REST BEYOND THE RIVER To all those here in Del Norte County who were willing to let Me Love you in this Life, I have passed on in this early morning rain. I entered this world alone, but I am so honored and blessed to be leaving with the hearts and the Love of all of you. It did take a Village...this Village. I also came in the rain...a violent electrical hail storm on March 3, 2009 when I found Him. He then took me to all my loving Dog Mothers: Debbie and Gina, the Law Office staff, Sydney, Dottie, Barbara, the Scott Family, Clair, Meagan and the Four Paws staff. Also distant Mothers: Corinne in Sausalito, Dr. Ruby in Eureka and Dolly in Eugene. I have never felt like a Motherless being. You were all so sweet, warm and good to me, as many others were, especially the wonderful school kids that always called me “Puppy”. I am gone, but remember: Today you are the youngest day of the rest of your life. Enjoy as best you can while you can. I will keep praying for you, and I leave you with this kiss. For Him, you know that I am still in the trees, the sky, the rivers, the lakes the ocean, the air the Earth and all Life...especially in the rain that gives and contains Life. So, I am always still with you. We found that life was very beautiful. Thank you for allowing me to find you and to exist, to Live and to Love with you. There is a lot that we have said and sung to each other. Thank you for protecting me and saving me from that dog and that swooping owl. Remember to Breathe and to continue to show me that warm spreading smile that you enjoy every morning when you first see me and know that at least one day is in store for us. This year’s awards support the creative projects of 30 artists from Humboldt, Del Norte, and Trinity counties, including work in visual arts, arts education and curriculum creation, mural painting, ceramics production, animation and short film production, dance and community theater production, self-publishing, musical performance, and livestreaming. “The Ink People is thrilled to support the flourishing of the arts throughout the region,” Leslie Castellano, Ink People Executive Director said. “This funding will help launch high impact projects, support the well-being of artists, and will contribute to the arts and culture economy of Humboldt, Del Norte, and Trinity Counties. My first responsibility as Queen is to travel to Bishop, California, to participate in the State Finals. The sophomore standout is 11-5 on the season with an ERA of 1.81 and has 147 strikeouts in 104.1 innings. She’s also a player who embraces her role, whatever that might be. “She’s a hard worker,” the head coach said. “McKenna just puts out 150 percent all the time. She’s always having conversations about what she can do better. She loves to play and will play any position when she’s not pitching.” Curtis also has been a positive influence on her teammates. “She’s a really good leader on the field too,” Jackie Heuberger said. “She does a great job of staying positive.” Fellow sophomore Reece White also has been instrumental in the Warriors’ success and is batting a team-best .482 with a coteam-best six doubles, as well as providing a reliable glove in the outfield.
“She’s developed into such a great outfielder, and her bat is coming around,” the head coach said. “She has been a huge asset for us in the outfield with the amount of ground she can cover.” Catcher Alexis Heuberger is the younger sister of Josephine and another sophomore who has played a key role for the team on both sides of the plate. “She’s a very smart player,” Jackie Heuberger said. “And she has a wonderful relationship with her pitchers. And one of the things I like about her is she always makes friends with the umpires.” The younger Heuberger has been an RBI machine for the team this spring and has driven in a teamhigh 16 runs, almost twice as many as any of her teammates, while batting an impressive .450 with six doubles. All in all, it’s been an enjoyable spring for the Del Norte girls and it should get even better. “This team has worked super hard and has good chemistry,” the head coach said. “And they appreciate each other’s hard work. They just continue to get better.”
