Crescent City residents may call Dan Schultz “Dr. Dan,” but as a holistic chiropractic practitioner, he’s seen enough during the COVID-19 shutdown to join the growing chorus the cure may be worse than the disease. Nearly 100 residents answered Schultz’s call through social media to join in a grassroots rally Tuesday in front of the Del Norte Fairgrounds to protest Governor Gavin Newsom’s shelter place order during the pandemic. Schultz said he was happy to get the support of Del Norte County Supervisor Roger Gitlin, who joined the ranks of protesters. Schultz said he was thrilled by the turnout, saying anything over five would have been great, let alone anything nearing 100. “I’m surprised by the amount of support, talking to people at the feed store, people at the grocery store,” Schultz said. “They’re the silent majority this is happening to, walking around in masks, fear in their eyes, yet know this is ridiculous and harmful, and just want to resume

To ease the financial burden of its three restaurants during the pandemic economic shutdown, the Crescent City Harbor Commission voted Tuesday to forgive their rent through the end of June. Harbormaster Charlie Helms estimated the forgiveness of monthly lease payments would cause the Harbor District to lose $8,637 per month and would total $25,911 for the three-month period of April through June. The Chart Room, the largest of the three tenants has a monthly rent of $4,487. Helms said the owners are trying to do all they can to stay open during the Del Norte County carry-out only order, including a walk-up window for placing orders and another window for picking up carry-out. “On a good day, they are lucky to make 19 percent of what they make serving indoors,” Helms said. “It’s really weather dependent. If it’s sunny, it’s under 20 percent. Grey days, they don’t do much at all.” Their second-largest restaurant, Crescent Seafood, has a rent of $1,400 a month. Helms said the restaurant had to close for two weeks after the ban on dining in. Helms said after renovations, deep cleaning and painting during the downtime, the restaurant reopened to carry out only. Both restaurant owners are seeking interim funding through the Paycheck Protection Program (PPP) SBA loan program. Neither has been successful so far. The third and newest restaurant, Schmidt’s House of Jambalaya, was preparing to open as the replacement for the North Coast Grill. The owners now can’t set an open date due to the shutdown, yet still owe $2,750 a month in rent. Helms provided the commissioners four choices: • Do nothing • Offer lease payment deferral • Reduce monthly lease payments by 50 % • Forgive monthly lease payments through the end of June. When pandemic social distancing guidelines began shutting down large swaths of the community last month, the demand suddenly shot up for other services. Such was the case for the Del Norte Child Care Council. Executive Director Melodee Fugate said her 40-year-old organization was expecting a surge in California, but locally, it happened literally overnight. “With COVID-19, when school shut down on Sunday (March 15), we immediately started getting calls. So, we went to work on a Sunday. Because we knew if they closed, we would get hit for parents looking for childcare for all their displaced children,” Fugate said. “So, we started surveying all our childcare providers to find out how many open slots they had — infant, toddler, schoolage — then we started fielding phone calls and we stayed open that week,” she said.

At a special meeting Tuesday, the Del Norte County Supervisors repealed an earlier vote to close Walker Road, the entry to Jedediah Smith Redwoods State Park. The supervisors also directed staff to work with the Del Norte Office of Emergency (OES) to draft and send a letter to California State Parks seeking a resumption of vehicle access to local parks for Del Norte residents. District 3 Supervisor Chris Howard, whose district includes Jedediah Smith Redwoods State Park, spearheaded the vote, arguing that closing parking lots near Damnation Creek, Hiouchi and other trailheads has increased, rather than decreased congestion in spite of protective measures to prevent the spread of COVID-19. “We’ve all gotten phone calls from concerned citizens that

The Del Norte Child Care Council assembled about $10,000 in supplies, through grants and donations, to dole out to their providers on April 15. The nonprofit Del Norte Child Care Council recruits and trains family childcare providers and helps pay the childcare costs of parents who go to school. Their services are available throughout Del Norte County, from Klamath to Gasquet, Fugate said.

The council has 39 licensed providers and 32 licensed exempt providers. Licensed providers can operate either a small-capacity daycare, eight, or a large, 14. Licensed exempt provides can watch only one family’s children, Fugate explained.

Who it will affect, I don’t know,” Schultz added. “My objective is to stand up and tell the truth – we can stop being scared, start thinking for ourselves and realize the disaster this is.” For Gitlin, the protest had a simple message he hopes reaches the governor’s ears in Sacramento. “Here’s the bottom line — our county and city are bleeding, hemorrhaging money, and we cannot sustain this state,” Gitlin said. He points to the city and county’s lost share of the Transient Occupancy Tax usually collected at area hotels. With them now closed to prevent the spread of the coronavirus, Gitlin said Crescent City has lost $1.25 million and the county more than $600,000 which he sees as unsustainable. “We’re asking Gov. Newsom to relax some restrictions on our county to return to some form of normalcy,” Gitlin said. “Twenty-two states are moving in the direction of opening counties now and next week. Southern California is not one of them doing do.”

Crescent City retiree Jim Tofahl, sporting a Trump 2020 campaign hat and carrying an American flag, said he participated in the rally to support his Supervisor, Roger Gitlin. “I’m retired. But I feel bad for the people who have businesses and can’t run them. You’ve just got to follow the rules,” Tofahl said. “I want small businesses to go back to work because we don’t have a problem up here,

we’re isolated. They should be able to open up parts of our state.” Schultz hopes the protest brings to light other downsides to the economic shutdown. His first issue is why past pandemics did not require shutdowns and quarantines. “With the Hong Kong Flu in 1968, 8 million people died. Ask anyone who’s 70 years old, they’ll tell you that was far worse than this,” Schultz said. He also points to another event that caused hundreds of thousands of deaths, that is not making headlines. “During the 2008 financial crisis, there was a 25 percent increase in suicides. This financial catastrophe is magnitudes greater than 2008. Add in deaths from drug abuse, deaths from domestic violence — they’re already seeing a 30 percent increase in France — plus unemployment, lack of insurance. Food shortages are already happening. It’s getting worse,” Schultz

said. Schultz added he fears the government is going to make its citizens a prisoner to the annual flu, equating it to medical martial law. “If we become obedient, good little citizens, following blindly without questioning, we’re all in trouble,” he said. Schultz added the protest remains one of his unassailable constitutional rights to assemble. “I’ve already talked to law enforcement and been told what we’re doing is legal. I have their thumbs up. This is our right, inalienable right, as a free, sovereign citizen. They can’t with a whisk of their hand, erase our liberties, erase our rights. That’s why we’re doing this,” he said. The fear of the loss of constitutional rights was prevalent in the crowd. Del Norte County resident Gino Desolenni, who brought his two daughters, a niece and nephew to the protest, was eager to assert his constitutional

rights to attend and fears the right to assemble is not the only one being trampled. “I’ve never seen the authority to issue a blanket order telling 40 million Californians to stay in place under these circumstances. I’ve seen authority for the state to quarantine one individual at a time if they’re sick, but not healthy individuals. If somebody can show me the models and data these decisions this is based upon, I might change my mind,” Desolenni said. “It’s been a big disruption in the lives of the kids, too, being out of school. It seems like there’s ways we could make sure the virus is taken safely, keep ourselves safe, and still proceed with our daily lives.” Gitlin’s hope was fulfilled that protesters kept the message focused, with lots of American flags and no talk of impeaching Newsom, just support of reopening Del Norte County. “I hope Newsom responds by giving us the opportunity to exist, that the shutdown is not a one-size-fits-all solution,” Gitlin said. Liz Freeman, dressed in

red, white and blue, said she did not attend the rally as a representative of the Daughters of the American Revolution, where she is chapter president. “I came for myself, my children, my grandchildren, my great-grandchildren, my whole lineage so that we remain free in this country. We’re in the fight of our life, for the life of our country. This is a big hoax. They have violated the Constitution, and have made us subject to their whims, Gov. Newsom and his crowd,” Freeman said. Freeman added she was sorry that the county supervisors couldn’t find a way around the governor’s executive order to shelter in place. “I was hoping they would have a spine and stand up and say Del Norte County is not going to do this, we’re going to go ahead and live life. But that didn’t happen. So, here we are,” Freeman said. “A lot of blood in my family has been spilled for this flag. We fought in the Revolutionary War all the way to the present time. We’ve fought in the military and served at home and abroad. So, long may she wave. God bless America.”

While many businesses throughout Del Norte County had to suspend operations during the coronavirus pandemic, many services continued, deemed essential. That includes trash collection. Recology Del Norte General Manager Jeremy Herber said the company is continuing business as usual with a few precautions to safeguard their employees to help prevent the spread of the virus. He said in some areas collection was up with more people staying home but that was offset by many businesses no longer needing service while they were closed. “We’ve seen some pickup increase from residential neighborhoods, with the shelter-in-place order and not as many people are self-hauling trash to the transfer station,” Herber said. “We have seen a decrease in commercial trash and recycle with them closed or doing minimal business. We’re not seeing a lot of construction boxes being used now, either, due to minimal construction as well.” Ted Ward, Del Norte Waste

Management Authority director, said the county transfer station has not seen a huge change in the amount of self-hauling. He added March transfer station tonnage had not been processed yet. But the authority has taken steps to protect employees and its most vulnerable customers to the virus, the elderly. Ward said the transfer stations in Crescent City, Gasquet and Klamath have special hours for senior citizens who self-haul from 8-9 a.m. Tuesdays and Thursdays. Herber said so far he’s only had a couple of residential customers who could not afford to pay their bill. He’s actually had more new customers join than cancel. Herber said the company is considering delaying spring cleanup events, which in the past have been

big events, that would now violate any social-distancing rules still in place. Herber said Recology has taken steps to reduce the threat of spreading the virus. The main office is closed to the public and customer service staff are working from home. And its trash collectors, who serve all of Del Norte County, are required to wear personal protective gear, of masks and gloves, by the company. “We choose to use the protective gear. We have no contact with customers and maintain social distancing. Our drivers will wave but we encourage residents call us over the phone with questions rather than ask the driver,” Herber said. Herber added these days, it is important customers have their cans out by 6 a.m. on their service day. “We’ve been moving routes. So, people can get kind of used to the usual driver pick up at a certain time. Albert Avert Halls died April 8, 2020 at Sutter Coast Hospital in Crescent City after a brief illness. He was born January 4, 1928 in Danville, Illinois. He was the son of the late Albert Aschel Halls and Ruby Avery Halls. He was the oldest of 6 children. He graduated from Hammond high School in Indiana. This started a pattern of lifelong learning. He started work as an orderly and went to Cook County Nursing school. He graduated with his RN degree. He worked as a nurse and went to more schooling eventually received his

He was also a lay preacher and occasional played the organ. He was involved in the Del Norte Reads and taught nursing students and various other classes. He loved to teach piano lessons and also was currently teaching calculus and German. He was past president and current secretary of the Concert association. He was a lifelong lover of Bach and a voracious reader. He could

read 20 books in a month. He was an avid walker and it was a common site to see him walking all over town rain or shine. A year ago, he walked 2000 miles. He played the piano and organ every day until the day before he died. He is survived by his children, Albert John Halls (Mary of Onancock, Virginia, Peter Avery Halls (Jill) of Crescent City, Matthew R. Halls (Carrie), and Michelle M. Catlin (Dustin).He has 13 grandchildren and 10 grandchildren. Other than his parents he was preceded in death by his daughter Christina Ann. He was a

man who loved Jesus and was convinced of his place in heaven. In considerate of the

gathering restrictions relating to Covid-19, we will have the memorial service after the crisis is over.

He even helped out in the pharmacy when the local pharmacist died. He practiced for over 20 years and decide to retire and move to Crescent City to be near his son, Peter. In 2002 he packed his belongings in his car and moving van and headed west. Unfortunately, the moving van with all his furniture hit some cows crossing the highway and he lost almost

I have been seeing a 45-year-old man who is also separated, but not divorced from his wife. We have been a couple for about a year. I donít understand why he doesnít get a divorce. When his wife (who has also been seeing someone for more than a year) found out we were seeing each other, it got ugly. She came to our place of employment (her ex and I work in the same place, different departments) and tried to get me fired. Fortunately, she was unsuccessful, and she tried to get physical. She told me she is his wife ó she told him as well ó and said she tells him what to do, and she ìowns him.î At that point I had to stop seeing him. After a month apart, I became really depressed, and we hooked back up. We go out and enjoy each otherís company, and the sex is AMAZING. He told me he has never felt like this with any other woman nor has he ever introduced anyone to his daughter (who loves me dearly). Walmart evacuated, employee terminated after bringing firearm in store An employee at the Crescent City Walmart caused an evacuation of the store and was eventually terminated after bringing a legally-owned firearm into the store, according to a post on the Del Norte Sheriffís Office Facebook page Wednesday. At about 5 p.m., the DNSO was dispatched to Walmart, 900 E. Washington Blvd., for a report of a man with a gun. The store was evacuated as deputies made entry. Witnesses were questioned. A suspect was located and detained by deputies. Upon questioning he admitted to having a concealed firearm, which at one point was on his person and inside the store. He consented to a search of his

vehicle and the firearm was located. There were no reports of him brandishing the weapon or threatening anyone. The firearm was discovered when it was placed on the bathroom floor, inside a stall, but still visible from outside the stall. Someone else using the restroom observed it and reported it. The gun owner later placed the weapon inside of his vehicle, located in the parking lot. DNSO recovered the firearm and seized it. The owner of the handgun was an employee of the store and he was terminated on scene. A complaint will be forwarded to the Del Norte District Attorney’s Office for review.

Farewell, be well BY LINDA PINKHAM My brief but “spectacular” career as a small-town newspaper writer came to an abrupt end last week due to the present uncontrollable circumstances. I am writing today to thank everyone for reading my stories, sending me tips and telling me your stories for the pages of this paper. This has been one of the most enjoyable jobs I’ve held in my lifetime. I described it to friends as being like the paper for which the protagonist Norman Maclean writes in the book and film “A River Runs Through It.” Put my last name in the search bar at currypilot.com and you will see why I loved this work because my work has been about our community and you. I found my stride with painting people portraits with words when I wrote the story about Trinity Sylvester, the port sampler. I became fascinated by the cranberry farming industry in “Cranberry Fields Forever” because they are a staple in my cooking. I was ecstatic to cover fishing stories, like “Seining the Rivers” because fishing is the reason I moved here. I especially love covering stories where the community comes together to solve big problems, like

the “Handy Heroes” in last week’s edition. I started at the paper last summer, within the first month after this already fragile news enterprise was rescued from a lengthy bankruptcy by the current owners. Everything that could go wrong did — the real estate didn’t come with the business, so we had to move the Pilot and Triplicate offices, and then more recently the actual printing of the newspaper. The phone company wouldn’t allow us to keep the old phone numbers because the previous owners hadn’t paid the bill, which was then discharged in bankruptcy. The web domain couldn’t be sorted out from the other company’s holdings, so the email addresses from before didn’t work and the web archive disappeared. It’s a wonder anyone was able to find us. Then new laws in California made it impossible to continue distributing the paper through carriers, and the post office, with its struggles, has had a difficult time fulfilling that role. It’s been hard. It’s a miracle the paper has survived to this point at all! Community newspapers are very special to small towns because they cover the news that you

Letters to the editor Open letter to Supervisor Gitlin Editor: It has come to my attention that you have decided to back a very stupid idea. Before you act on your political impulses, I suggest you do what you were elected for, and that is to make sound, intelligent decisions for the sake of Del Norte County. For that to occur you need to do your homework. As of April 21, 2020, there were 33,636 confirmed cases of COVID-19 in our state. With summer just around the corner, you should use your brain. Del Norte County has been preserved as a recreational paradise for the state of California. It is a hotspot on every tourist’s list. For those who live in the large metropolitan regions of the state, it is indeed a sight to behold. They come here every year by the thousands to see our redwood national forest, our crystal clear Smith River, our pristine beaches, our salmon season, steelhead season and take in all the natural wonders that we are lucky enough to call home. Now you, a relatively new boy on the block, want to back a decision that endangers all of us who have lived here most of our lives. I have lived here my entire adult life. I found this paradise when I had just turned 22 years old. I have worked for the city, the county and then went into business here for 25 years. I got married here, helped raise four children and now am enjoying the fruits of grandparenting. I’m fortunate enough to have made it through a lot of health complications and at 70 I feel as good as I ever have (not counting the aches and pains of old age). Now you want to give an open invitation to the COVID-19 virus. Not only are you endangering the lives of myself, my chil-

Just like the restaurants that are having to survive off selling take-out only, this business is being starved under the current circumstances because businesses don’t advertise when their customers have been asked to stay at home. Events have been canceled everywhere, so there’s no ad revenue with those either. Classified advertising has already been on the decline in the face of stiff competition from online ad sites. Every newspaper business is very succinctly controlled by advertising percentages and revenue versus the size of the news hole. And that is why my position as a staff writer needed to be eliminated. This paper is trying its best to keep bringing this community the joy of having a paper that’s all about here instead of far-off places. Please support them where and when you can — subscribe, renew, buy an ad. I’ll still be writing somewhere because that’s what I do, and who knows, maybe I’ll be back here someday. Seniors don’t need a smoking ban Editor: I read in The Triplicate that our City Council approved staff putting together a smoking ban in apartments. It’s not enough that the owners make you sign a new lease to that effect. I think it is sad that the elderly who are still smoking and able to smoke have to deal with harsh winter weather and need to go outside of the comfort of their living quarters to do something of pleasure. I was forced to quit and I enjoyed smoking but it was my own decision and health that made up my mind to quit. The government subsidizes some apartments for those of us surviving on Social Security but where is the compassion from the management? When we get up our 60s to 80s what else is there to do especially when you’re without family and are unable to get out of the house because of a health condition? Smoking is a form of therapy and should be decided by the individual and their doctor. I think the City Council should work to help with an alternative to smoking. Rita Moore Crescent City

As part of this grant, Front Street from B Street to G Street will be closed for several months due to the construction of a new storm drain. Other street closures for this project include C Street Between 2nd and 4th Streets, 4th Street between C and D Street and D street between 4th and 5th Streets. The first closures will affect C and D Streets on April 20.

Front Street closures are not likely until June but could begin earlier. All work is scheduled to be complete in November. There will be detour signs directing traffic to businesses along Front Street during the street closure. The supervisors previously agreed on April 1 to close Walker Road at the request of California State Parks. The county highway also provides access to trails and parking areas for Jedediah Smith Redwoods State Park. In the new resolution, the supervisors unanimously found “the road closure is no longer necessary.” Supervising Ranger Brett Silver explained that California State Parks issued “soft closures” on all 280 units following Gov. Gavin Newsom’s March 19 shelter-in-place order, which discouraged non-essential travel. Silver said the purpose of the Walker Road closure was to prevent people from congregating at trailheads and other places. Silver said Howard asked how the process would work to exempt state parks in Del Norte County from the soft closures. Silver thought the best route would be through the Del Norte Emergency Operations Center. “Probably Kymmie Scott, and make a request to the state operations center, which is the California Office of Emergency Services,” Silver said. However, Liz Cable, Del Norte County Counsel, worried about the procedure in making such a request, noting that while the opening of Walker Road was on the agenda, follow-up action or direction to write a letter should also be on the agenda. “We can direct staff to do something. “What happened was, all these parents were still working, all the businesses weren’t closed yet, our slots literally filled up that first week,” Fugate said. “Then we saw a decrease because now businesses were starting to close. And then there were a bunch of open slots. Then there were families that were essential workers and we were able to slide them into an open slot. So, it’s been a jigsaw puzzle.” The other challenge they immediately came across, in the local community as well as across all of California, was a shortage of supplies. “So, we’ve been working for the last week and a half to order supplies, from around the back door (channel) and through donations. What you see here is a collection of things purchased with our funds and donated from Home Depot and First 5 Del Norte,” Fugate said, pointing to another nonprofit organization that helps families with children ages 5 and under. Fugate set up a drive-up operation to disperse, one at a time, supply bags with gloves, tissues, sanitizer and reading materials. “We surveyed them asked what do you need? This is to tide them over,” she said. “We’re supposed to be getting a big order. First 5 California is working with our state sister agency — Research and Referral Network — to order mass for the whole state of California.” Fugate figures about $6,000 in supplies have been donated on top of their own $4,000 in expenditures paid for through their Health and Safety grant and Childcare Expansion grant. “We wanted to disperse these supplies last week,

However, County Administrative Officer Jay Sarina, and director of the local OES office, pointed out that making a request through the OES isn’t exactly the same thing as writing a letter. “I’m still a little bit confused as to why we’re going through OES on an order that came down from the governor to state parks,” said Sarina. “We can certainly review that and see if that’s the best step.” Sarina promised to do some research to determine the best way to approach California State Parks with the soft-opening request. Board Chair Gerry Hemmingsen also addressed complaints he and other supervisors received about vehicles being barred from access points in local state parks. Not wanting to diminish State Parks’ efforts to limit COVID-19 exposure, Hemmingsen pointed out that Walker Road was not well known outside of the county. “I think the idea was of not wanting to become a destination for other people to flee their area and come to ours because we’re virtually COVID free,” Hemmingsen said. “Walker Road is known mostly by locals.” In other board action, it unanimously approved granting temporary paid disaster leave to non-essential employees and paid personal holidays to essential employees. Sarina explained that the resolution was in case the county had to go to more limited staffing at the recommendation of the public health officer. “It allows me to institute it when the need is there,” Sarina said. Supervisors also unanimously approved a professional-services agreement with COWI North America Inc., for the Pebble Beach Drive storm damage project. but all the supplies hadn’t come in yet. We finally got the right type of hand sanitizer. That’s why we said that’s why we’re doing it now,” she said. Fugate added that the Child Care Council set up home deliveries for the providers who couldn’t come and pick up their supply bags. Also, the Child Care Council received a batch of children’s masks that Fugate will donate to the school district Monday for when they open their two childcare centers for essential working parents. Fugate said like many other agencies, they’ve had to tweak their services to accommodate social distancing guidelines. The first step was to blast out messages to the community that even though their doors were closed, their services were continuing. “We’ve had to get creative to continue to offer other services. For example, we offer supervised visitations, which have to be court-ordered. It’s a stellar program, very tight, all supervised visits are monitored and we report directly to the court. They can’t come here physically now. So we offer virtual visits. And for our parent education, we can’t bring them to the class, but we offer the class virtually,” Fugate said. Another successful tweak was to their Wonderbus – a mobile reading lab on wheels. Rather than shut it down, drivers and staff now host storybook reading time and post it to their Facebook page. “So, we’re still offering our services, it just looks differently,” Fugate said. IN THE NAME OF THE STATE OF OREGON, you are hereby required to appear and defend the Complaint filed in the above entitled court on or before the expiration of 30 days from the date of the first publication of this summons; if you fail to so appear and answer, Plaintiff will apply to the above entitled court for the relief prayed for in the Complaint, to wit: 1. Requiring CHARLES A. DALEY deceased, or anyone claiming under him and/or anyone representing his estate, any third part known or unknown heir of his estate, any named defendant herein and all persons claiming under CHARLES A. DALEY, deceased, to set forth the specific nature of their calms, if any, to the real property of Plaintiff described in Exhibit A. 2. Determining all adverse claims, if any, of Defendant CHARLES A. DALEY, Defendant’s heirs known or unknown of the Defendant or his estate or any other third parties known or unknown and any all entities, including any and all Defendantss herein, representing or claiming any interest in the real property of Plaintiff through Defendant DALEY, deceased. 3. Declaring Plaintiff to be the sole owner of all legal and equitable title to the real property described in Exhibit A free from any claim, estate, title, lien or interest of Defendant DALEY on behalf of himself, other third parties, or any entities he represents and all persons claiming under or through Defendant DALEY and further, quieting title in the real property described in Exhibit A to Plaintiff and against Defendant DALEY and any other third parties or entities claiming under Defendant Daley. 4. Enjoining Defendant DALEY, and Defendant named herein, and any third parties or entities claiming under Defendant DALEY from asserting any title, interest, possession or rights or liens in any manner on the real property described in Exhibit A or any part thereof. 5. Awarding Plaintiff judgment against Defendant DALEY’S estate or any Defendants named herein or who become named herein for Plaintiff ’s costs and disbursements pursuant to Oregon Statutes if this matter is contested by Defendant DALEY or any Defendant herein or any third party, known or unknown claiming through Defendant DALEY in any manner. 6. Granting other equitable relief. This summons is published by order of the Honorable Cynthia L.
