Police arrest suspect in child abduction By DANIEL J. SCHMIDT Editor
Nevada police have arrested Santos Flores, a suspect in an alleged child abduction of his 14-year-old stepdaughter who voluntarily left home to visit him last July. The child is a member of the Yurok Tribe. Local law enforcement
agencies had been working “on a daily basis” with the FBI, the Bureau of Indian Affairs, and other local agencies in Redding, Sonoma and Santa Rosa areas, according to Crescent City Police Chief Richard Griffin. The child was last seen in by her parents in July 2021. Police believe that the child voluntarily left her home in Crescent City to
stay with her stepfather in Santa Rosa. Flores is currently married to the child’s mother, Sheila Reed. The child abduction charge arises from the suspect’s failure or unwillingness to return the child to her mother or father, Brandon Whisenant. A child abduction under Penal Code section 278 occurs when
a “person, not having a right to custody... maliciously takes, entices away, keeps, withholds, or conceals any child with the intent to detain or conceal that child from a lawful custodian.” The offense can be charged as a misdemeanor or a felony. “There is no indication of danger,” Chief Griffin said. An arrest warrant was ob-
tained when Flores failed to meet with law enforcement at a scheduled interview. A Nevada officer observed the Flores vehicle engaged in a traffic violation, the officer initiated a stop, and, during the subsequent detention, was informed of the California warrant. The child will be reunited with her parents.

Nurses at Sutter Coast Hospital in Crescent City went on strike Monday morning after contract negotiations stalled on the issues of safe staffing levels, protective equipment in the post-pandemic environment and employee benefits. “There’s not enough full-time nurses,” according to Andrea Weaver, an emergency room
nurse. In her unit, approximately 50 percent of the nurses are fulltime. “Sometimes there’s only one full-time nurse per shift,” she said. The gap is filled by the use of “travelers” – nurses who work under three-month contracts before moving on to other assignments at different hospitals. Travelers, Weaver said, are required to have only one year of experience as a registered nurse, and are permitted to “self-report”
their level of experience without independent verification. Many “have no E.R. experience.” The shortage of full-time experienced nurses has resulted in reassignments that placed less experienced travelers in assignments that require more experience. “Charge nurses are taking on patient assignments,” said Amber Foust, an intensive care unit nurse. “Some travelers then take on the charge nurse assignment.”
Workplace violence issues are also emerging. Del Norte County does not have an in-patient mental health facility. “We are holding mental health patients in the E.R. for days to weeks sometimes,” Weaver said. • Barking: Barking to alert someone is at the home may be a trait people look for in a dog. But when a dog’s barking becomes excessive, it could be indicative of a behavioral issue. Feinstein: Northern California to receive $81 million to reduce wildfires Senator Dianne Feinstein (D-Calif.) recently released the following statement after the Biden administration announced California would receive nearly $81 million in initial investment through the bipartisan infrastructure law for two wildfire reduction projects: “It’s great news that the Forest Service is planning to conduct nearly 50,000 acres of wildfire prevention work across Northern California in the next three years. “The funds will be used to remove dead or dying trees from nearly 17,000 acres in the Tahoe National Forest and more than 32,000 acres in the Stanislaus National Forest. These areas are prone to devastating wildfires as we’ve seen over the last few
years, including the Rim Fire in 2013, the Creek Fire in 2017 and the North Complex Fire in 2020. “These two projects will receive nearly $81 million in initial investment from the bipartisan infrastructure law. The projects are part of the Biden administration’s 10-year strategy to address wildfire in the West by tripling the number of acres treated for hazardous fuels build-up. “Climate change will continue to increase the frequency and severity of wildfires in California. The eight largest wildfires in California history have occurred since 2017. Over that time, nearly 200 lives have been lost, more than 32,000 homes destroyed and 10 million acres have been scorched in California alone.

Candidates to be given Eye on Del Norte A solution to homelessness that works a golden opportunity to make their case As a public service to Del Norte County voters and residents, the Triplicate will be publishing a Special Election Edition on May 20. This Special Election Edition will focus primarily on the three Del Norte County Board of Supervisor seats that are up for grabs in the June and November 2022 election season: Districts 3, 4 and 5. These local races are far too important to ignore, or to otherwise cast an uninformed vote. It will be the job of the Board of Supervisors to determine the outcome of what will certainly be challenging, difficult and controversial matters. As voters, it will soon be our job to decide who we are putting in charge to make those decisions. The Special Election Edition will give community members, voters and candidates an opportunity to confront the issues in a robust and informative manner. The Triplicate encourages the spirited participation of each candidate and campaign. Letters and opinions will be welcome. This Special Election Edition will have an extended distribution in those three supervisorial districts. We will make every effort to ensure every voter has a chance to see and read what the candidates have to say. The Special Election Edition will, of course, be delivered to subscribers and available for purchase at the many shops and newsstands throughout the county. Readers can expect to find a question and answer forum, with the questions coming from our readers and staff, and the answers coming directly from the candidates. Each candidate will be given the same opportunity to answer the same questions as every other candidate. Letters to the Editor Is the Triplicate Part of the Problem or the Solution on Homelessness? Like the editor, I too, listened to Sen. McGuire’s Town Hall on Homelessness. I, too, am deeply troubled to see the many homeless persons in our community. I, too, as a taxpayer want government funds be used efficiently and wisely. I, too, want tourists to enjoy coming here. The difference, Mr. Schmidt, is that I and like-minded individuals are working in compassionate and creative ways to address the complex problem of homelessness here. Weekly, a team of volunteers comprised of homeless persons, join with our courageous Director of Del Norte Mission Possible and collect anywhere from 4,000 to 9,000 pounds of garbage! Our Solid Waste Management is impressed and supports us. Also, our director’s office is on-site at our transitional home for women. We have helped a number of homeless women over the past couple years as they transition off of drugs, get mental health treatment, and assist them to get jobs. They are active in their recovery, participate in meetings daily, and have roles of responsibility for chores, food preparation, and tending
the garden. Mission Possible works with the Senior Center’s Mobile Shower Unit that goes weekly to two different locations in the County to provide showers, clean clothing, fresh coffee and water, and the basic essentials to live outdoors. Most importantly, we offer hospitality, dignity, and respect. Recently, our local hospital contacts our Director when an unhoused person is being discharged. Instead of being returned to the streets or living in their cars, she works to secure temporary housing to protect them from the elements, heal, and find permanent housing. Our director specializes in “Relationship-Based Case Management” which along with other services will be outlined in future articles. Delivering criticism to those who serve us in an elected capacity without offering solutions to the problems facing our community is disingenuous. Mea Culpa. From this very column, I will render opinion and suggestion to address elephantine challenges facing rural Northern California and Del Norte County. Does this community suffer from a homelessness crisis? No! Del Norte County and Crescent City suffer from: (1) an explosion of drug-addiction; (2) alcoholics; (3) mentally ill individuals; (4) a growing segment of the population that has chosen a selfish vagabond lifestyle that ignores any consideration for our fellow man; and (5) a tiny number of folks who have fallen through the economic cracks of life. The result: systemic homelessness. The crisis the starts with the massive expansion on items 1 through 4. This disparate population of perhaps 161,000 in the Golden State has a benefactor, an apologist, a cheerleader in the form of local, county, state and federal governments. At the risk of appearing uncompassionate to those who are suffering, I was instilled and raised with family values which believed in a hand up, not hand out. My Jewish heritage taught me to never ignore those in need. And I don’t. I asked myself, “why does California attract so many of those who come to the Golden State with nothing in their pockets but problems?” Florida and Texas (with the exception of Austin) have almost no homelessness. Blue states California, Oregon, Washington, New Mexico, Illinois and New York can’t seem to look within themselves and figure out how to fix the deteriorating conditions of lawlessness and homelessness. These states keep throwing more money into the
caldron of dysfunction. Conditions only worsen. Red states don’t appear to have the huge explosion of social ills we seem to take for granted as normal, everyday life, in Crescent City. Lots of folks are moving to these Red states for a better life. One can’t blame them. State lawmakers and the courts have aggravated the so-called homeless problem by subverting existing law. The federal 9th Circuit Court in Martin vs. Boise exploited the opportunity that those living the aberrant lifestyle may continue to do so, effectively compelling cities to provide homeless shelters before enforcing homeless ordinances. Through “Realignment,” the California Department of Corrections and Rehabilitation in 2015 started releasing inmates from its prisons to save money. Many of those released are on the street homeless, right now. Here are some of our solutions to address the social problems that are deteriorating our quality of life: Enforce laws. California and a significant number of district attorneys have ignored felony prosecution. Simultaneously, law enforcement continues to be handcuffed, marginalized and scorned by the majority of state lawmakers, Governor Newsom, and the ubiquitous leftist media. To those who suffer from conditions mentioned above, here are my suggestion: Work. Break a sweat. Pick up after yourself. Clean up trash you encounter, whether you created the mess or not. Take pride in your accomplishments, however modest they may be. Practice independence. God helps those who help themselves. Break away from destructive dependency. Free money isn’t free, because someone must pay for your needs. Help yourself, but don’t allow others to keep you dependent and control your life. It saddens me to report the largest department in a bloated California (and by extension,
Del Norte County) government is Health and Human Services. Much of the Board Roger of SuperviGitlin sors’ Consent Agenda – which you never hear about – is more funding for the Department of Health and Human Services. The footprint of onerous, bloated government, nationally, state, and county, festers in these bureaucracies. This gravy train of free stuff must stop. The explosion of free or low income housing espoused by State Senator Mike McGuire has not and will not help. It only enables more dependency. McGuire’s office crows about $223 million already spent on projects like No Place Like Home and Operation Homekey. Look around and honestly tell me conditions are improving (crickets). The estimated $14 billion California will spend to create homeless housing neighborhoods should be directed instead to enhancing existing programs and facilities where willing volunteers can enter an Alcoholics Anonymous format of education, develop skills to be successfully reintroduced into society, and participate in skill development workshops to become employable. The Board of Supervisors holds the future of this impending doom. A board majority of three votes is needed to put a stop to this dysfunction. We currently have three board seats up for election in June and November. Now is the time to vote. Failure to return to normalcy translates to the destruction of our society, more chaos and the road to perdition. Government must find affordable housing solutions Poor people are so stupid. Don’t they realize that their life would be so much better if they just worked harder and earned more money? This seems to be the attitude of a few wealthy elites, who own a house or two and are living comfortably with a good income. They don’t understand why some people can’t afford to rent a place to live. The reality is that the rent in our county is out of reach for many working people. A person who works 40 hours per week at minimum wage, earns only $2,400 per month. How can this person pay $1,000 rent each month? We need to find more affordable housing solutions. In government speak these people are called “low income.” In human terms these are our family, friends, and neighbors. During the pandemic we learned to call them essential workers. They are people that work hard every day and still don’t quite have enough money to pay all their bills. Del Norte County has recently updated our local Housing Element. This plan identifies our housing needs and locations where new housing can be developed.
Forty percent of this planned housing is targeted for low income people because 40 percent of our population is considered low income. Some people freak out because low income housing might be built in their neighborhood. We are not talking about criminals. We are talking about providing housing for residents of our community who deserve the dignity of a safe and affordable home. We live in a wealthy state and can afford to help people who are less fortunate. If grants are made available to help our community build more affordable housing, it would be irresponsible not to apply for it. If we don’t take it someone else will. Local government has a critical role in finding solutions to our housing shortage. Low income housing is not a horrible blight on our neighborhoods. It is simply providing housing to people who need it and can’t afford it. In addition to building more housing, we also need to look at the causes of our housing affordability crisis. We should more thoroughly analyze the impact of
vacation rentals on local housing availKevin ability. Hendrick According to the Del Norte County Tax Collector there are currently 155 single family houses that are registered as vacation rentals. Is this too many? Should there be a cap on the number of vacation rentals? Some communities have done this. One thing for sure, if there are 155 houses that have been converted to vacation rentals, this is 155 houses not available to rent by local families. Moreover, when the supply of rental housing is reduced, demand is increased along with the rental prices. In some communities the increase in vacation rentals has priced local working people out the rental market. They can no longer afford to live in the same community that they work in. Instead of paying $74 per year per property, multi property owners get a reduced rate per property equaling $1,000 flat fee. In one instance that means a discount of over $8,130! * The Fire Protection District boasts of going out on more calls, but the majority of those calls are not even fire related! * We have learned from the Citizen’s Oversight Committee that the $25 million dollar School Bond does not protect the taxpayer’s money. The Del Norte Unified School District is currently under investigation by an outside organization. Findings substantiate that the Oversight Committee has not operated in an INDEPENDENT and LEGAL capacity since its inception 12 years ago. Contestants vie for title of Dairy Princess Four young women will compete for the prestigious title of Dairy Princess during the District 1 Dairy Princess contest on May 13. This year’s contestants are Morgan Mae Stubbs of McKinleyville, Kierlyn Guynup of McKinleyville, Sahalie Rodriguez of Crescent City and Tiara Russ of Fortuna. Morgan is the daughter of Tony and Carrie Stubbs. She is a Junior at McKinleyville High School and plans to pursue a degree in agricultural education at Oklahoma State University. Morgan is the president of her FFA chapter, where she has participated in many community service activities as well as speech competitions. She will be showing a dairy heifer this year. Morgan is a member of the McKinleyville High basketball, softball and
volleyball teams, as well as president of the Humboldt Del Norte Student Athletic Advisory Committee. She is also a principal’s honor roll student. Kierlyn is the daughter of Joel and Heidi Guynup. She is a Junior at McKinleyville High School and plans to pursue a degree in agricultural business and agricultural communications at North Dakota State University. College of the Redwoods holds 32nd annual Plant Sale this weekend The College of the Red- at 476-4341. woods Agriculture program The college asks that all will be holding its 32nd customers follow COVID annual Plant Sale on Friday, April 22, from 10 a.m. until 5:30 p.m. and Saturday, April 23, from 10 a.m. until 5 p.m. at the CR greenhouse on the main Eureka campus. Annuals, perennials, vegetables, succulents, culinary herbs, houseplants, apple trees, and landscape plants will be available. All plants have been propagated and grown by students as part of their instruction in the various agriculture classes. Funds raised through the sale go towards the support of the greenhouse operation and the agriculture program. No dogs are allowed at the plant sale. The new Elk Valley Casino opens today in a magnificent setting between the grazing meadows of Roosevelt elk and the majestic mountains and forest, all overlooking the panoramic view of the beautiful Pacific Ocean and South Beach. The 36,000 square-foot casino is bigger by half than the older casino it replaced on Howland Hill Road, two miles away. The new casino features 300 slot machines, table games including blackjack and Spanish 21. A separate poker room will offer Texas Hold’em and poker tournaments.
