Oregon man talks about life in Ukraine during war ‘If I have to, I’ll die here’ By DAVID RUPKALVIS The Triplicate
The first time he was in a war zone, Kurt Kimble volunteered to serve as a member of the U.S. Army. He never imagined when he returned from Iraq, he would be facing war again. But the longtime North Bend, Oregon, resident is facing that exact scenario as he works to protect himself and his family in Ukraine. Kimble grew up in North Bend and graduated from North Bend High School, only leaving when he joined the Army. He returned to North Bend after he left the service and raised his family in the area. Three years ago, he was facing tragedy in his life after his wife died, and with the blessing of his son and daughter, he decided to take a job in Ukraine. “Three years ago, I decided to come to Ukraine to help teach the Ukrainian military and police IED awareness and first aid,” he said this week. “Shortly after I arrived, I made some friends and a company asked me to come work for them.” Kimble later fell in love with a Ukrainian woman and remarried, taking in her daughter as his own. Kimble said life in Lviv, Ukraine has been mostly good, but he started feeling apprehension grow about a month ago. “When Russia and Belarus were holding what they called exercises,” Kimble said. “I’m a
former military man, and when they were bringing thousands and thousands of troops to the Ukrainian border, I thought they were going to advance further into Ukraine.” In Lviv, which is in western Ukraine about four hours from the Polish border, the ongoing war was just starting to be felt as of Monday. “We’ve had a couple missile strikes and lots of air raid sirens,” Kimble said. “Today, we got word that Belarus is bringing up troops to the north. A lot of Russian troops came across the Belarusian border.” As word of a war began unfurling in Ukraine, Kimble planned to escape, but reality stopped those plans. “We had planned on leaving,” he said. “We were able to obtain a visa for my wife. The day the embassy decided to close in Kyiv, they had to cancel my daughter’s visa appointment. They basically said go to Poland, but the problem was you had to have a visa to get in.” Poland is now accepting Ukrainians without visas, but Kimble said for now he and his family are waiting it out. Over the weekend, he pounded out stainless steel to make what he called basic body armor. Del Norte Association for Cultural Awareness continues its Performance Series with award-winning duo Sundae + Mr. Goessl, on Friday, March 11, at 7 p.m., at the Tolowa Event Center, in Smith River. While some label their style as “Vintage Pop” and others deem it “Cowboy Jazz,” there’s one adjective that everyone can agree on: delightful. Sundae + Mr. Goessl features award-winning vocalist Kate Voss (Earshot Magazine’s Vocalist of the Year, two-
time Seattle-Kobe Vocal Jazz Princess) and virtuoso guitarist, Jason Goessl. This charming wife/husband duo have a style all their own and incorporate humor, vintage style, nostalgia, and serious musicianship in their act. “We love bringing back the sounds from a by-gone era, and spreading the joy of music like Johnny Appleseed,” says Voss. The duo have been in the business of delighting audiences across the United States for the past six years, while they have released six albums and performed over 1,000 shows together. In addition to her many awards
as a vocalist, Voss studied under Greta Matassa, and she’s had many opportunities to sing across the United States. Sundae often surprises her audiences with a melodica solo and with ten years as a piano instructor under her belt, it is quite a treat. Historic season for the Warriors on the wrestling mats By Ray Hamill For The Triplicate
It was an historic season on the wrestling mats for the Del Norte Warriors, who clinched a boys and girls H-DNL championship double for the first time ever. The league title was the third straight for the boys team, and it likely would have been four straight had the H-DNL awarded a 2021 championship during the pandemic, while the girls ended Eureka’s recent dominance with their first-ever H-DNL pennant as a team. Both teams followed that with
strong showings at the North Coast Section championships one week later, with Savannah Williams placing third in her bracket and advancing to the CIF State Championships. Williams, a third-year senior who is graduating early this year, won four of her five matches at the section tournament, with her only loss coming against Nhu Tran in the semifinal round. All four of her wins were by pin. “She had a really good tournament,” head coach Clinton Schaad said. Please see WRESTLING, Page A3

an accomplished jazz guitarist by age 17. At age 18, Mr. Goessl started his trek west. “I made it as far as Eau Claire, Wisconsin,” Goessl says. While he studied music at the University there, he also played with such jazz greats as saxophonist Michel Brecker and guitarist Charlie Byrd. With his insatiable desire for creativity and elevation, Mr. Goessl eventually made his way to Seattle, Washington, where he makes a living as one of the area’s top guitarists. Sundae + Mr. Goessl are currently touring the United States and Canada in their 30-foot Winnebago with their rescue chihuahua Jackie Osassness, and they are looking forward to bringing their unique act to our area. While they are here, they are also planning a musical outreach activity with local students. Over 250 people attended the 3rd BoatSmith Whitewater Festival between Feb. 18-20, 2022. Created in 2019, BoatSmith is an annual whitewater event featuring down-river kayak and raft races and a river cleanup. Hosted by Gasquet residents and the Smith River National Recreation Area, the event also served as a fundraiser for the Gasquet Mountain School. BoatSmith volunteers along with American Whitewater, Smith River Alliance, and Smith River NRA staff collected 980 pounds of illegally dumped trash from around the Smith River NRA. This stewardship work is an important part of BoatSmith festivities. And special thanks to the Del Norte Solid Waste Management Authority for covering Transfer Station fees.

He said his family uses the Ukrainian word for duck every time they hear the sirens, and they run to their kitchen and hide. In addition, they never leave their home without helmets, just in case. “I’d be idiotic if I wasn’t scared,” he said. “I’m more scared for my family.” As Kimble talked to The World, he stopped several times as news flashes reporting new attacks were sent to his phone. “Apparently the talks in Belarus didn’t accomplish anything,” he said. “That’s what we’re hearing. We were hoping for some kind of resolution today with the talks. I don’t think the president of the Russian federation will accept anything other than his goal.” Kimble, who after serving in the Army served as a police officer in Myrtle Point and as a Coos County Sheriff’s deputy, said he is willing to fight to defend his family, but he hopes he doesn’t have to. “If I have to, I’ll die here,” he said. “I want to see my son and daughter. I want to see grandkids, I want to see my kids get married.” One thing Kimble has seen, he said, is heroic steps being taken by the Ukrainian people, who stand ready to defend their country. “Citizens have responded in ways I’ve never imagined,” he said. “People are lining up to be able to do something. I’m in awe with what I’m witnessing. You have people who have to use canes serving at checkpoints, stoking fires, serving tea. A lot of

It’s heartbreaking.” So, what does Kimble think the United States and others should do? “I’m a soldier not a politician,” he said. “I don’t want to see American troops in Ukraine fighting. We’ve had 20 years of war with very little accomplished. I’ve had family serve in Afghanistan, I served in Iraq.” Kimble said he hopes to one day make it back to North Bend with his wife and daughter. For now, he had a message for those back home. “Take a moment and look on what’s going on here and be grateful you live in a country and a community where you don’t have to worry about anything like that at all,” Kimble said. While many expect Russia to overtake Ukraine, the Ukrainian people have refused to give up. Kimble said that’s not a surprise to him. “The resolve of the Ukrainian military is phenomenal,” he said. “I knew that when I first started training them. They were so eager to learn new information, new methods of training.” As he got ready for another night that was likely to be mostly sleepless, Kimble signed off by saying, “I want my family to know I love them.”

She would go on to win a match at the state championships, finishing 1-2 against the best wrestlers in her weight division in all of California. And she wasn’t the only Del Norte grappler to impress during the postseason. Freshman Curtis Bartley placed fifth in the boys 132-pound bracket at the NCS championships, while sophomore Channey Schaad was eighth in the girls 106 division. Of the nine Del Norte boys wrestlers who did compete in sections, seven made it to the second day and all but two of them are underclassmen, which paints a bright future for the team. “The good news is the vast majority of the team

is coming back next year,” the head coach said. Bartley’s performance was particularly noteworthy because of his young age. “A freshman taking fifth is a major accomplishment,” the head coach said. “Freshman section placers are few and far between, and next year he’ll be a year older, wiser and stronger.” Channey Schaad, meanwhile, did a good job dictating her matches and keeping her composure against veteran opponents, and the performance was also noteworthy for a sophomore making her first appearance at the section championships. The previous week’s league championships, which were held in Crescent City, were dominated by the host school. The Del Norte girls won six individual titles, while the boys took home five,
with the latter scoring 211.5 points and comfortably taking the team championship ahead of Fortuna (134.5) and Hoopa (126). Alexander Osbourne won for the boys at 106, as did Eric Stansbury at 113, Andre “Bobby” Aflague at 120, Bartley at 132 and Jase Mintonye at 220. For the girls, the individual winners included Channey Schaad at 108, Noelani Foust at 113, Williams at 133, Judit Alvares at 139, Adenne Schaad at 152 and Aliana Sciple-Cron at 189. Taylor Zwierlein (128) and Autumn Thompson (160) each also placed second in their brackets, while Abbigail Stevens (118) and Alissa Roach (123) each placed third, giving the Warriors 10 top-three finishers. For the boys, Isaac Lopez placed second at 126, Colton Schaad was second at 152 and RJ Loftin was second at 170, while Soren Lewis (145), Reynaldo Martinez (182), Aiden Thomas (195) each also placed third in their divisions.

Letters to the Editor Stay strong and sober
April 10, 2022, marks 30 years after a drunken driver hit me when I was 16 years old. I had a four-month long coma, broken bones, paralysis, and brain injuries. My gait is not perfect, I read lips and my speech is not ideal. I deal with these problems daily. Years of therapy and personal strength paid off. Inspiring people is my goal. In April 2006, I started speaking at Every 15 Minutes retreats with the CHP and other first responders teaching teenagers to not drink and drive. I also spoke to schools and groups in six cities for 14 years. From 2007 to 2020, I sent letters to California newspapers during special occasions reminding readers to drive sober.
I received three CHP Certificates of Commendation then granted the highest honor in 2014 for my work: CHP Commissioner’s Medal of Distinction. The 21st century made history like no other. California had its share of disasters: blackouts, companies declared bankruptcy, drought, inflation, pandemics, smash and grab robberies, supply chain shortages, unemployment, wildfires (e.g., McCash Fire), etc. People are tired of masks and the “new normal.” It is tough to adapt to the changes and I know it is. Why Is the SWIFT System Guest column So Important to Russia? Stand up for public access By Aron Solomon InsideSources.com
A SWIFT (Society for Worldwide Interbank Financial Telecommunication) code is almost always required when you are party to an international money transfer. SWIFT is what allows a specific bank account to be identified in an international banking transaction. Without the use of a SWIFT, generally, it is impractical or impossible to make an international transfer. That is why SWIFT has gone viral on social media and in the news this week. As part of a package of sanctions against Russia for the invasion of democratic Ukraine, SWIFT was at its core. Banning Russia and wealthy Russians from SWIFT is arguably the most powerful economic weapon the world has to stop Russian aggression. Assuming that the hypothesis that Russian President Vladimir Putin is taking a huge gamble in invading Ukraine and risking an ongoing conflict that could lead to deep internal fissures in his power base in Russia, what financial weapon could be more powerful against him than SWIFT? Adriana Gonzalez, a Florida lawyer, explains that SWIFT has massive practical importance for Russia: “Given the fact that SWIFT has over 11,000 financial institutions around
the world, any nation that sells a massive amount of a resource – as Russia does with gas and oil – will find themselves hard-pressed to find a viable legal option to receive funds if they are no longer allowed on the SWIFT system.” On Thursday, rather than blocking Russian access to SWIFT, President Joe Biden explained the United States, joined by the European Union and the United Kingdom, would not block Russia from SWIFT. Instead, Biden is leaving the threat of a SWIFT ban on the table and is, for now, blocking the five largest Russian banks from the U.S. banking system. But that decision came down around 10 hours before the Russian invasion of Ukraine hit the capital city, Kyiv. The move could and should be a game-changer for the allies, as this should be viewed as something that the United States actually minds enough to immediately ramp up sanctions as a message to Russia that this heightened aggression will not stand. On Saturday evening, the U.S. and the European Commission along with Canada, France, Italy, Germany, and the U.K. announced they were expelling select Russian financial institutions from SWIFT. If Russia is entirely removed from the SWIFT system, it has two practical options. For trans-

actions limited to within Russia, they have their own version of SWIFT – the System for Transfer of Financial Messages. After Russia invaded Crimea in 2014 and feared that its SWIFT access would be revoked, it built this internal system. The other option is, of course, cryptocurrency. Yet only the most ardent enthusiasts of crypto believe that such an incendiary currency is a wise base upon which to sustain an economy, even in the short term. The internal pressure the most powerful Russian businesses could put on the Putin regime if faced with wildly fluctuating payment options for their goods and services could be extreme. Sanction options can change as quickly as the situation on the ground and in their skies over Kyiv, so this is a rapidly-evolving story that will be closely watched by all of the allies and by Russia itself as it considers its next moves. MOTHER DOESN’T WANT GRANDMA INVOLVED IN SON’S RECOVERY
DEAR ABBY: My son just withdrew from college with a medical leave due to anxiety and depression. My husband and I support him fully and are helping him receive the help he needs. Of course, we are very concerned. The problem is my mother. When I was young and had similar problems, she told me: “It’s a sin for someone who has as much going for her as you do to be depressed.” (This was especially strange since she’s not religious.) She has been similarly dismissive of my feelings during other bouts of depression. She is generous with money, gifts, cooking, etc., but she cannot understand that being close with someone has more to do with emotional trust than simply time spent together. I don’t know how to handle this current situation with my son. She wants to be involved, but I have a strong aversion to her being around because I don’t know what she’ll say. I need to protect my son and myself, but I know she’ll feel hurt if I leave her out. What should I do? -MENTAL HEALTH ADVOCATE DEAR ADVOCATE: Your mother’s feelings should not be a priority right now. I’m recommending you “Grandma-proof” your son to the extent you can, by explaining to him that “Nana” has some old-fashioned, outdated ideas about depression, an illness that can run in families and appears to run in yours. There are far more effective interventions for him now than were available for you back then. Medications and sometimes talk therapy can put him in a more positive frame of mind, and I’m glad you can help him get the professional help he needs. By Mark Squillace Eighty-year-old Roger Hill used to go fishing on the Arkansas River in Colorado. But he sometimes had to duck baseball-size rocks thrown at him by landowners who insisted he was trespassing. When he got back to his car, he sometimes found notes threatening him with arrest if he returned. Worse, a fellow fisherman was shot at by a landowner, who got 30 days in jail for the attack. Rather than risking either injury or arrest, Hill sued the landowners, claiming that the bed of the Arkansas River is navigable. If that assumption is true, then Hill can legally stand on the riverbed and fish. But Roger Hill’s fight is not just about his right to fish. It is about pushing back against the creeping tide of wealth-driven privatization that seeks to deny public access to our waterways and other public resources. Here’s Hill’s case in a nutshell: When Colorado became a state in 1876, it entered the Union on an “equal footing” with other states. Among other things, the equal footing doctrine gives states title to the beds of all navigable streams within their borders. As the U.S. Supreme Court explained in a case called Illinois Central Railroad v. Illinois, “it is a title different in character from that which the state holds in lands intended for sale…. It is a title held in trust for the people of the state, that they may enjoy the navigation of the waters, carry on commerce over them, and have liberty of fishing therein, freed from the obstruction or interference of private parties.” History buffs might be interested to know that these public rights in navigable waterways date back at least to the time of the Roman Empire. You might assume that Colorado would join this case on Hill’s side. Instead, the opposite happened. Attorney General Phil Weiser, a Democrat, joined the case on the side of the private landowners and has moved aggressively against Hill, seeking not just to deny his right to fish from the bed of the river, but also to claim that Hill doesn’t have the right to even be in court. At various times, Attorney General Weiser has somewhat astoundingly argued that there are no navigable rivers in Colorado, and that even if there were, the state may deny public access to navigable riverbeds. So much for the Supreme Court’s holding that the State holds title to the bed of navigable streams “in trust for the people, that they may … have the liberty of fishing therein.” In Colorado, opportunities to get outside and explore are celebrated. For that reason, it is alarming that the state’s Attorney General seeks to deny public access to Colorado’s navigable waterways. If he were to prevail, Colorado would be alone among the 50 states — including
Mark Squillace all of its Western neighbors — in denying these rights. Recently, the Colorado Court of Appeals offered Roger Hill a glimmer of hope that Attorney General Weiser can be stopped. The court held that Hill has standing to pursue his claim in state court and made the important finding that If “the relevant segment of the river was navigable at statehood, then the … defendants do not own the riverbed and would have no right to exclude [Hill] from it by threats of physical violence or prosecution for trespass.” Although it seems unlikely, Attorney General Weiser now has an opportunity to switch sides and support public rights in navigable waterways, including Roger Hill’s right to fish while wading the bed of the Arkansas River. Coloradans should expect and demand that he do so. The Colorado Constitution proclaims that “water of every natural stream … within the state of Colorado, is … the property of the public…” When the framers dedicated Colorado’s natural streams to “the use of the people” they surely did not expect that the state’s attorney general would aggressively try to block public use. Roger Hill’s fight is everyone’s fight. Let’s hope that he prevails. Obituaries Gordon Milton Karnes 12/30/1932 - 02/20/2022
Gordon Milton Karnes passed away Sunday morning, February 20, 2022, in his home in Klamath, California. Gordon was born in Haynesville, Maine December 30, 1932. After completing the sixth grade Gordon began working as a logger in the woods and lumber mills of Maine full time. When Gordon turned 19, he was drafted into the army and served in the Korean War Conflict. After the Korean war, Gordon returned home to Maine to reconnect with his family and then he migrated to California to connect with his mother (Isabelle Karnes) and sister (Esther Karnes Gipson) who lived in Exeter, CA. While in Exeter he met his beloved wife Alma Faye Karnes and soon thereafter they were married on December 24, 1956. Alma encouraged him to use the GI Bill to further his education which he did graduating from Humboldt State University with a BS in Forestry in 1967.
After graduating from Humboldt State University, Gordon and his family moved to Hoopa, CA where he helped the Hupa Tribe formulate, manage, and maintain a timber program which promoted the financial stability of the Hupa Tribe. Gordon worked with the Hupa Tribe for 20 plus years and then retired in Klamath, CA in 1989. Retirement wasn’t something that came natural for Gordon. It wasn’t too long after living in Klamath that he went to work for the Yurok Tribe helping to create a timber program for them. Gordon worked for the Yurok tribe several years before his second retirement. Gordon was a devoted Christian and dedicated his life to serving God. He was actively involved with his church and a Christian men’s ministry with the California Department of Corrections and Rehabilitation at Alder Conservation Camp where he would hold biweekly fellowship meetings. Up until approximately 6 months ago Gordon volunteered his time to

maintain and manage one of the main water systems in the town he resided (Klamath, California) which could be at times very labor intensive and quit an undertaking. Gordon loved the outdoors and thrived in the woods. Gordon was many things to many people and will be missed by all. He was preceded in death by his wife Alma Faye Karnes, a sister, Evelyn St. Pierre, and brother, Peter Lee Karnes. He is survived by a sister, Esther Gipson of Visalia, CA; 2 sons: Barry Karnes (Dawna) of San Jose, CA & David Karnes (Julie) of McKinleyville, CA; and 1 daughter Leigh Ann Karnes/Eswonia (Scott Lorfing); 3 grandsonsEugene Eswonia (Jennifer) of Portland, OR; Joshua Karnes, of Los Angeles, CA; and Caleb Karnes (Joyce) of Campbell, CA and many nieces and nephews. Memorial Services will be held on Saturday, March 5, 2022, at 11 am at Redwoods Family Worship Center 2900 English Lane, Crescent City, CA.

The College of the Redwoods Men’s Basketball team has won the Golden Valley Conference title for the second straight year, claiming back-to-back championships for the first time in program history. The CR Women’s Basketball team claimed second place in the GVC. Both teams will compete in the state tournament this week. CR Men finished 14th seed in the Northern California Conference and hosted Diablo Valley College on March 1 in the first round of playoffs. CR Women also finished 14th seed in The Northern Conference, and will head to City College of San Francisco to face the number 3 seed on Thursday, March 3 at 5:30pm. “In such a difficult season for all basketball programs at every level, winning a championship in 2022 deserves a little extra celebration,” said Men’s Coach Ryan Bisio. “Whether it was COVID, mental health, the upheaval of traditional schedules, major weather disruptions, etc. Our group inspired so many people with their unique ability to keep their hopes and dreams alive. HLF raises $50,000 for library home delivery program
The Humboldt Library Foundation (HLF) announced it has reached its goal to raise over $50,000 to kick-start a new home delivery program “Library at Your Door.” The program will serve library cardholders who, due to transportation barriers, have difficulty accessing the library. The funds will be used to purchase a customized cargo van to deliver books and materials to the doorstep of some of Humboldt County’s most vulnerable residents. HLF Board member, Peter LaVallee, who led the campaign effort, said, “I’m thrilled that HLF donors had such an enthusiastic response for this project. With their support, the library will be able to bring books and materials to the doorstep of home-bound seniors, young families who don’t live near a branch or the many residents in our community with limited transportation options.” Donors to this project include the McLean Foundation, Terri Clarke and Marty Lay, Pierson

Services will launch in Eureka, Fortuna, and
Arcata and expand to other communities in the future. Library patrons will be able to use existing reservation systems to request home delivery. HLF was formed in 1996 to build financial support for the Humboldt County Library system, which includes the Main Library in Eureka, ten branches and
a bookmobile that serves fourteen rural communities. HLF raises funds in the community and makes direct annual grants to the library to help purchase new materials, add programming and provide technology upgrades. Since its inception, HLF has provided over $1.5 million in grants to the library.

Shigella cases being investigated in Eureka Public and Environmental Health officials are working to contain local cases of the gastrointestinal illness Shigella bacteria, after three lab-confirmed cases and two more suspected cases infected Eureka residents during the past month. The cases span multiple households, infecting school-age children and adults, including a person experiencing homelessness. Officials believe the infection may have been spread through one or more Eureka laundromats, after an infected person washed contaminated clothing at the facility.
Environmental Health officials are working closely with the operators of the two laundromats, the Self-Serve Laundromat on Summer Street and Eureka Laundromat on Little Fairfield Street, to make sure their facilities are cleaned and disinfected properly. Shigella germs are found in stool, and infection is spread by eating food or drinking liquids contaminated by an infected person, or when a person touches a contaminated surface or object and then touches their mouth or puts the object into their mouth. People infected with shigellosis
typically experience a fever, abdominal cramps and diarrhea which may be bloody. Onset of shigellosis symptoms usually occurs one to two days after exposure—but may take longer—and lasts around a week. Infected people can remain contagious up to six weeks after symptoms resolve. Most people with shigellosis recover completely without severe complications. In rare cases Shigella may cause bloodstream infections, seizures, kidney failure or arthritis. The best way to prevent the spread
of shigellosis is to wash hands: • Before, during and after preparing food • Before eating • Before and after caring for someone who is sick • After using the toilet • After blowing your nose, coughing or sneezing • After touching garbage • After changing diapers or cleaning up a child who has used the toilet • After touching an animal, animal feed or animal waste • After handling pet food or
pet treats. People with shigellosis should: • Stay home from school or from health care, food service or childcare jobs while sick • Abstain from sharing food • Abstain from swimming and hot tubs • Abstain from having sex for at least two weeks after symptoms resolve. Bill to improve drought preparedness for North Coast watershed Assemblymember Jim Wood (D-Santa Rosa) has introduced AB 2451, legislation creating a dedicated Drought Section within the Division of Water Rights responsible for improving drought planning, drought response and climate resiliency statewide, and directing the agency to conduct drought planning for North Coast watersheds. Existing law establishes the State Water Resources Control Board (the Board) and the regional
water quality control boards within the Natural Resources Agency. This Board has two divisions, one for Water Rights and one for Water Quality. “Drought is not an episodic event and has not been for decades,” said Wood. “They are longer, more frequent, more severe and seriously threaten the health of rivers and streams, the wildlife that inhabit them and the ability to provide our North Coast communities with safe and
affordable drinking water.” This new Drought Section will be comprised of dedicated and appropriately resourced staff responsible for developing drought plans in advance of drought conditions. The bill would require the Board, in consultation with the Department of Fish and Wildlife, to adopt principles and guidelines for diversion and use of water in coastal watersheds during times of water shortage no later than March 31, 2023.
“Having consistent and predictable drought response helps both fish and people,” said Redgie Collins, Legal and Policy director for California Trout. “Our salmon and steelhead are in decline and common sense actions, such as AB 2451, will ensure that they have a future here in California,” Matt Clifford, staff Attorney for the California Water Project, Trout Unlimited stated “The North and Central coast have
suffered widespread impacts during the recent spate of severe dry years, with rural communities literally running out of water and salmon streams going dry. Yet in contrast to other parts of the state, there is currently no region-wide process in place to address these impacts – even though we know solutions exist. What we need are workable plans to preserve streamflows for drinking water and fish habitat under drought conditions, based on solid science and
input from water users and local communities.” “If California wants to achieve a future where drought isn’t an emergency, we must take action now and pass Assembly Bill 2451,” said Jay Ziegler, director of Policy and External Affairs at The Nature Conservancy. “This bill is critical to proactively addressing the drought realities facing our state. AB 2451 can improve the overall climate resilience of water management in California.”
