Hemmingsen to retire from Board of Supervisors By Daniel Schmidt Editor
“It’s time for somebody else to step up.” That’s the conclusion reached by Gerry Hemmingsen, chairman of the Del Norte County Board of Supervisors, when declining to
seek another term of office serving District 4. His current term expires at the end of the year, completing 16 years on the board. Four candidates have filed papers to fill the seat that Hemmingsen will vacate. They include Harbor commissioner Brian Stone, Patty Adams, Joey
Borges and Margaret Sargent. “I want to spend more time with my wife and grandkids. I want to scale back a bit. I’m getting old,” he said. When asked to describe what stands out from his service on the board, Hemmingsen replied, “I don’t like to look back. I like to
look forward, I want to keep improving things until my last day.” Hemmingsen said that “people in the district elected me to do my job. And that’s what I’ll do until my last day.” “I enjoyed the job,” he added. “There will be some things I will miss, and some things I won’t.”

Happy days are here again! At least this seemed to be the sentiment among the many dozens of business owners, employees, family members and community leaders who gathered Saturday night for an evening of celebration and recognition at the Tolowa Dee Ni banquet room at the Lucky 777 Casino. Hosted by the Crescent City and Del Norte County Chamber of Commerce, the event honored the businesses and individuals who persevered during the past two years of frustration with the COVID crisis, and the on-again, off-again closure policies that took a heavy toll on local businesses.
Saturday night was a time to celebrate those who survived. Winners were named from among nominations made in various categories. Business Leader of the Year: Baird Rumiano, Rumiano Cheese Company. Other nominees: Marissa Borges, from Alexa Rose; and Lisa McKeown of State Farm. Business of the Year: Alexandre Dairy Family Farm. Other nominees: Fog Bank; Del Norte Office Supply; Fisherman’s Restaurant; Potter Real Estate; and Grocery Outlet. Community Volunteer: Kassi Marques and Doug Plack. Other nominees: Pete Craig; Connie Reidel; Paula Margarino; Dan Love; and Andrew Napier.

Smith fights to reduce gasoline prices

Gasoline prices in California and around the nation have been soaring with some gas stations in Crescent City charging more than $6 a gallon.

Every penny counts, especially when it comes to soaring gasoline prices. “It’s out of control, we’ve got to do something,” Crescent City Councilman Beau Smith, implored his council colleagues at Monday night’s meeting. Smith said what everyone knows: that the recent run up in gasoline prices has created a
serious hardship for everyone. Smith wasn’t satisfied that the proposed action of sending letters from the city in support of pending legislation in Sacramento and Washington D.C. was enough. Instead, Smith pushed for an immediate suspension of the city’s one percent sales tax on gasoline. It’s not that easy, other council members responded. The voters had recently approved the
tax increase based on the promises as to how those revenues would be spent. Commitments for those expenditures have already been made. Any changes would have to be submitted to the voters, according to City Attorney Martha D. Rice. If successful, this process would not have any effect until next year. And even if the city did take steps to reduce or eliminate the
city’s gasoline tax, such action would have no effect outside the city limits. Gasoline sales elsewhere in Del Norte County and throughout the state would not be affected. Smith’s frustration was evident, as was his concern for his neighbors who depend on automobile travel to get to work. What will the people think? “What if we don’t do anything about it?” he said.
The composition of the Del Norte County Board of Supervisors will undergo substantial change this year with three of the five board seats up for grabs. The four-year terms for District 3, held by Supervisor Christopher Howard, and District 4, now held by Board Chairman Gerry Hemmingsen, will expire at the end of the year. Howard is seeking reelection. Hemmingsen is not. The District 5 seat is now vacant following the recent death of Supervisor Bob Berkowitz. The winning candidate for the District 5 seat will complete the remainder of the current term, which ends December 2024. The California Primary Election will be held June 7. If a district candidate receives more than 50 percent of the total votes cast in that district, he or she will avoid a runoff in the November General Election. If no candidate receives more than 50 percent of the vote, the top two candidates will compete for the seat in November. Candidates for supervisor were given the option to have their statements of candidacy printed in the official voter pamphlet distributed before the election. It has been a privilege to serve our community for the last seven years as a County Supervisor. We have brought to the attention of policy makers key priorities, including placing Last Chance Grade as a top priority with Caltrans and the Federal Highways Administration. Addressing public safety concerns is a number one priority, including providing the staff and resources to make our community safer. With voters passing Measure R, law enforcement received a competitive living wage that was long overdue, allowing dollars to be spent on other community priorities like roads, blight and emergency services. Our communities of Gasquet and Hiouchi have benefited from massive fuel reduction measures to make them more fire resilient. And I am focused on bringing skyrocketing insurance premiums back to reality. However, it is not time to rest, for there are many crucial educational, economic and community development opportunities that will need all our help in the coming years. Youth literacy, continuing to foster tourism, and continuing the support of our agricultural producers are but a few of these. Paul Richard Pearcey (aka Dick Pearcey) was born January 17, 1937, in Colton, Oregon, to the late George and Hattie Pearcey. He was one of 11 kids (#10). He was the last of his siblings to go Home to meet Jesus and be reunited with his family. Paul has lived in Crescent City most of his life and is known and loved by many. He co-owned and operated Del Norte Taxi for over 20 years, driving countless hours and people all over Crescent City and beyond. He used it as a vessel to witness the Word of God and led many through the sinner’s prayer. Many knew him as, “the man who passes out CD’s” or “the CD man”, as he passed out thousands of CD’s he made, many that had his own gospel music he had written and recorded. As a musically inclined family, several of his children and grandchildren are also featured on a few. He enjoyed sharing his love of music with his family and all who’d listen. He turned his days of playing music in the bars (playing with people like Tex Ritter, Lefty Frizzell, Little Jimmy Dickens, Johnny Bond, The Collins Kids, Joe, and Rose Lee Maphis, and even
working a concert with Johnny Cash) into a way to witness to people about the love of Jesus Christ; that and his many children and grandchildren were his passion. Paul loved his family wholeheartedly and his main desire was to see all his children and grandchildren in Heaven one day. His family will miss him and the stories he shared about his lifetime, but they take joy in knowing they will see him again one day. Paul is survived by his children Ron, Tonya, Richard, Sheldon, Joe, Tammy, Jason, Jeff, Amanda, Justin, Paul, Hannah, and his many grandchildren and great grandchildren. He is preceded in death by his parents; his 10 siblings, Robert, Florence, Pearl, Myrtle, George, Ralph, Betty, Raymond, David, and James; and daughter Leilona. Letter to the Editor Support school choice
When my grandson first went to public school, his school sent him home every day because teachers said they couldn’t control him. After this happened three days in a row, they recommended homeschooling. I’ve been homeschooling my grandchildren for years now because the public schools can’t care for my family in the way they need. Public school is a one size fits all box for kids—and not all kids are the same. That’s why I believe in school choice. Tax dollars should follow the student, so everyone can get an education that is best for them, even if that’s at home or a private school. Families of every ethnicity, educational and economic background are exploring home schooling. Most can’t afford to escape a system that is systemically failing their children. The California School Choice Initiative (Educational Freedom Act) would change this. With the act, every student will receive $14,000 to spend on an accredited
private or religious school of their choice. While this is the average, many options are less than this, and families would save the extra money for the students to use at college or vocational schools until the student turns 30. Teachers will benefit from this, too. There will be an increased demand for teachers who migrate to private schools, which will result in better compensation. I encourage my fellow Californians to please sign the School Choice Initiative petition to bring it to the ballot. to become landowners By Benjamin James Waddell Just outside Durango, Colorado, there’s a trailer park called Westside that I’ve been driving by all my life. Yet residents there have long lived with the fear that at any time their homes could be taken from them, and now, the worst has happened. A few days before Christmas, Westside residents received notice that the 5.6 acres of land, with 60 lots, under their homes was for sale for $5.5 million. The message was in English, and Alejandra Chavez and her neighbors, who mostly speak Spanish and work in service jobs, were devastated. Alejandra was 13 when she left her native Mexico in 2005 to join her family in Durango. Her parents, Juanita and Alejandro, chose Westside because it was close to town, and they could get to and from work without a vehicle. They bought their current home in 2010 for $10,000, and since then have invested another $15,000 in remodels. Their home is their biggest asset. “Honestly, my parents would lose everything,” Alejandra told me. “If we wanted to move their trailer, it would break apart.” Trailer parks like Westside are always vulnerable to speculators. As land prices skyrocket in the West, trailer parks have attracted the interest of large corporations and private equity funds. The trend is so strong that two real estate tycoons launched a website called Mobile Home University to teach investors how to get in “on the ground floor.” But now, thanks to a new Colorado law, residents like Alejandra Chavez and her parents can fight back because owners of trailer parks must provide residents with 90-day notice of their intent to sell. Before the law, trailer parks could change owners without residents even knowing that the park was up for sale. Now, park inhabitants have a chance to form a cooperative, secure financing and even make an offer

of their own. The residents of Westside jumped at the opportunity. Organizations — and public officials — offered advice, but Elevation Community Land Trust, a nonprofit dedicated to making homeownership more affordable for Colorado residents, stepped up to offer financial support. Elevation CEO Stefka Fanchi said the trust’s goal is to help places like Westside leverage the community trust model so housing remains stable for the foreseeable future. La Plata County officials helped Westside put together a competitive purchase offer. Then things started moving fast over the last weekend, the owner rejected their first purchase offer, requesting a cash offer, and a quicker timeline. Westside has established a GoFundMe page and now has until March 27 to raise $500,000. The big question is whether the owner, Neal Kurzner, will accept their offer. Kurzner is a New York investor who owns apartment buildings and trailer parks across the nation. “To me it’s going to come down to economics,” Kurzner told me over the phone. “And timing. That’s really how we’ll be making our decision.” Kurzner has already been negotiating to sell Westside to Harmony Communities, a company based in California that operates 33 trailer parks in the Southwest. Harmony has a history of purchasing parks in Colorado, then immediately hiking rents by as much as 50 percent. Residents think their offer will be attractive to Kurzner: “We don’t want anyone to gift us anything,” Alejandra’s mother, Juanita, told me during a recent visit to Westside. “We just want an opportunity to get ahead. MAN BECAME ABUSIVE AMID WIFE’S FIGHT WITH CANCER DEAR ABBY: I have wanted to write you for years, but my ex-husband thought it was “ridiculous.” We were married 29 years and rarely argued, which led me to believe we had a great marriage. Then, 10 years ago, I was diagnosed with breast cancer. I had a mastectomy and was on chemotherapy for a year. Shortly after the mastectomy we went on vacation, and my husband began verbally abusing me. He even slapped me. When the chemo caused me to lose my appetite, he told me if I wasn’t going to eat I shouldn’t bother coming to dinner because he didn’t like me being the one who got all the attention. Believe me, I was not seeking attention. Nine years ago he announced he was filing for divorce because my health was a deal-breaker. (“In sickness and in health” was off the table.) The one time I needed his support, I found myself ALONE. I looked up statistics and saw that 80% of men walk out when their wife is ill. It made me sick. The entire time I was going through hell, he was on dating sites looking for a healthy partner, ignoring the pain and suffering I was experiencing with not a care in the world other than preventing his various girlfriends from knowing about each other. My advice to other women is: Be sure you put aside a nest egg as insurance to get you through life without your “partner.” I was married for 29 years to a complete stranger -- a selfish jerk of a man -- and I am determined to keep going, if only to spite him. -- SURVIVOR IN CALIFORNIA DEAR SURVIVOR: Your suggestion to put money aside in case of emergencies is a good
one for all women, not just those who might be diagnosed with a life-threatening illness. However, I’m pretty sure the statistic you quoted about the number of men who leave their wives when the going gets tough may be off the mark. Although desertion has been known to happen, nowhere near 80% of men are selfish, abusive cads like the one you married. While I don’t blame you for being angry, for your own sake, please don’t let “spite” be your only reason for living. What a waste of time that would be. DEAR ABBY: I feel fortunate to be the mother of two healthy children. At times, I encounter other moms whose children have severe food allergies or special needs. I’m afraid I say the wrong thing when addressing them. Parenthood is a challenge, and for some, it’s more challenging than for others. I sympathize with their additional challenges. However, when I said it, they were offended. I lost a close friend because of it. Kyle Roerink’s recent “Writers on the Range” opinion (“A dangerous game of chicken on the Colorado River”) reminds one of Sen. Daniel Patrick Moynihan’s 1983 caution in a Washington Post oped: “Everyone is entitled to his own opinion, but not his own facts.” Roerink, who heads the Great Basin Water Network, claims that the Upper Colorado River Basin states are shirking their responsibilities while the Lower Basin states valiantly work to grapple with the ongoing basin-wide drought. “With (reservoir) water savings gone,” he says, “the Lower Basin has been trying to cope, though the Upper Basin carries on business as usual.” “Business as usual” in the Upper Basin has always been dealing with the realities of an erratic river, the annual flows of which can go from 5.8 million acre-feet in 1977 to 24.8 million acre-feet in 1984. The Upper Basin lives with that reality, dry years and wet. But the Bureau of Reclamation has regularly and faithfully released to the Lower Basin, from Powell Reservoir, the Colorado River Compact and Mexican Treaty allotments –- 8.23 million acre-feet only dropping a little below those allotments half a dozen times since Powell began to fill in the 1960s. Dry year or wet, the Lower Basin always gets its full allotment. Usually, more than that designated quantity is sent to the Lower Basin (as much as 12 million acre-feet above in 1984). The Compact and Mexican Treaty require that the
Upper Basin send downriver 82.5 million acre-feet over a 10-year period; as of 2020, the 10-year running total was 92.5 million acrefeet. So the Lower Basin never bears the brunt of low flows, as Roerink claims; it has always received its Compact and Treaty allocations since Powell Reservoir filled, usually with some extra, regardless of what was happening in the “real river” the Upper Basin states live with. It is true that the Lower Basin states are currently “‘trying to cope” with river shortages by making some difficult cutbacks in their uses. But what they are trying to cope with is their own excessive use of the water stored in Mead Reservoir. For decades the three downstream states –- primarily California –- have been using considerably more than their Compact allotment of 7.5 million acre-feet; they have also not been subtracting from their allotment the significant losses to evaporation in desert storage and transit (automatically figured into Upper Basin use through the Powell releases). This has resulted in what is euphemistically called a “structural deficit,” but is just the Lower Basin using more water than its entitlement. That was more or less OK before the Upper Basin use was fully developed, and before the Central Arizona Project came online; the Bureau’s extra releases, above Compact requirements, covered the overuse. No more. So now the Lower Basin states, which have been drawing an annual average of 1.2 million acre-feet more out of Mead Reservoir than has flowed into it, are trying to bring

their usage down to the actual Compact allotment. Drought might exacerbate that challenge, but it doesn’t cause it, nor does Upper Basin lollygagging. The Upper Basin has not even used its full Compact allocation because it became obvious that the river could not supply that on a dependable basis. The Upper Colorado River Compact divides the Upper Basin states’ permissible consumptive uses by percentages rather than a set amount like the Lower Basin gets, but exactly what that allows each state is obviously ambiguous, depending on what “average flow” is used. Are the Upper Basin states doing their part to ensure prudent uses of the river? They are developing “demand management” programs to pay farmers and ranchers to fallow some of their land to increase flows to Powell Reservoir. Last summer, Blue Mesa Reservoir’s recreation season was cut short to send most of the Reservoir’s water down to bolster Powell. Denver Water is also working hard to re-plumb its city for reuse, as well as running an ongoing conservation program that has reduced their deliveries to a 1970 level with half a million more people. Could the Upper Basin states be doing more? Probably, and they probably will be. But they are less to blame for the Lower Basin state’s dilemmas than are the Lower Basin states themselves. Tolowa Dee-ni’ Nation will start offering educational services to Native American Students in Del Norte and Curry County The Tolowa Dee-ni’ Nation is excited to announce new educational services ranging from kindergarten to 12th grade. The services will soon be offered to native students in the area through the Demonstration A.C.E. Grant, which stands for Accessing Choices in Education. The Nation’s California/Oregon Indian Student Services Program intends to serve approximately 1,000 native students in Del Norte and Curry counties. The five-year grant awarded to the Nation in 2020 aims to give Native American families more educational choices. Student voice and choice have been shown to increase family leadership and American Indian student successes. Demonstration Grants are a
competitive discretionary grant program that supports plans to develop, test, and establish services and programs to improve the educational opportunities of Native American children. The Nation is one of 40 to receive this grant across the United States. COISSP will partner with Del Norte County Schools, Curry County Schools, Title VI, the Yurok Tribe, Resighini Rancheria, Elk Valley Rancheria, North Coast Indian Development Council, College of the Redwoods, and the Southwest Oregon Community College to bring services. In partnership with these organizations, the Nation aims to develop more options that meet the needs of Native American students. Direct services to fed-
erally recognized Tribal Citizen students may include tutoring, training programs, native history, cultural knowledge, or student transportation. The Nation’s COISSP Program will focus on the following Del Norte County Schools: Smith River School, Redwood School, Mary Peacock School, Pine Grove School, Del Norte High School, Crescent Elk, Sunset High School, and the Castle Rock Charter School. Curry County consists of three districts; this program will serve all seven school sites in those districts. The services will include a mixture of working in the schools, at an office site, in the home, or virtually on a meeting platform. Jalea Walker, the Nation’s COISSP Program Manager, stated that the grant is
designed to expand the choices available to all Native American students and their families. Not only are we able to help Tolowa members, but all Native students and families in the service area. Families will be given the opportunity to choose what services they need and what they believe will produce a better outcome of their child’s academic success. The services provided will help all involved students and their families succeed in their educational and lifelong goals. Ms. Walker further shared, “We are excited to be able to serve all Native youth in the area, and bring lifelong knowledge to all students involved. To be able to bring better opportunities and help all Native students succeed in school and their daily lives
is the goal we are all working towards in our program. I am excited about our program and the work we get to do for all of the youth involved. I will strive for the success of the program and all of the students involved.” The outcome of the grant and services is to improve school attendance, American Indian school success, family leadership, grades, and graduation rates. Native American Students and families of Native American children are invited to sign up for direct services. 2022 Summer Youth mini-grants for Curry, Del Norte and Humboldt counties available Groups and organizations planning summer youth programs, camps and activities in Curry, Del Norte and Humboldt counties are encouraged to apply for mini grants offered by Humboldt Area Foundation and

scheduled between June 1 and Sept. 1. The average grant award will be $500. The summer youth program grants are normally made for expenses such as sports and recreational equipment, arts and craft supplies, field

Artists’ mini grants available from Artists’ Resilience Ink People Center for the Arts and Del Norte Association for Cultural Awareness announce a series of mini-grants for artists from Funds for Artists’ Resilience. The grants are made possible through the generosity of the Humboldt Area Foundation and Wild Rivers Foundation. In Del Norte county, previous FAR recipients created public art such as a mural showcasing indigenous foods and symbols and an art exhibit featuring the works with the theme “resilience” for Domestic Violence Awareness month. Grants can be awarded to individual artists for projects
including, but not limited to: • Public performance/ concert • Offering a lecture/ workshop, either in person or via Zoom • Attending a lecture or training • Funding an artists’ collective retreat/training • Art materials A total of $8,500 in funds is available, divided into 20 grants of $300 each, and five grants of $500 each. Ellen Pauline (Craft) Brown passed away Thursday October 21, 2021 at Asante Three Rivers Hospital, Grants Pass, Oregon. Ellen was born November 14, 1947 in Hot Springs, South Dakota to Clifford and Claire Craft. She spent her early childhood years in Chamberlin, South Dakota until her family moved to Ashland, Oregon. Ellen graduated from Ashland High School in 1966 and attended Southern Oregon University where she met the love of her life Kirk Brown. They were married on St. Patrick’s Day in 1968 and spent over 53 years together not only as husband and wife, but also as best friends.
They have been blessed with two children: Angela and Matthew. Ellen worked for the County of Del Norte in various capacities including Clerk of the Board of Supervisors and Administrative Assistant/ Clerk of the Del Norte Solid Waste Authority. Ellen retired in 2009 after more than 33 years of service. Ellen served her community as the Crisis Hotline coordinator for several years. She was past president of the Del Norte County Easter Seals Society and produced the Silver Ball auction booklet for over 25 years. She also coordinated the registration and tabulation of the ballets for the Sea Cruise Classic Car Show. She was an honorary member the Del Norte Sunrise Rotary Club and assisted Kirk when he was Rotary District Governor. She also volunteered at the Crescent Elks Lodge where she was affectionally known as “Ritual Mom”. Ellen enjoyed playing cards, especially bridge with the “Bridge Ladies”; Monday night bingo and pai gow poker. She loved travelling to Europe; Australia, New Zealand;
and Mexico. She really enjoyed spending the summers in their RV on the Rogue River in Grants Pass. Ellen’s hobby was crocheting baby blankets and giving them away to friends and anyone who was having a baby or knew of someone who was having one. She also crocheted and donated lap blankets for disabled veterans and afghans to local homeless veterans. After Kirk retired, they moved to Grants Pass, Oregon where they enjoyed their new home and friends Ellen was preceded in death by her mother Claire and father Clifford. She is survived by her husband, Kirk; daughter Angela; son Matthew (Valerie); grandson Clay; brothers Steven Craft (Vicci) and Ronald Craft (Linda); and numerous nieces and nephews. A celebration of her life will be held 1 pm March 26 at the Crescent City Elks Lodge, 359 H Street, Crescent City, CA. Please join our family in celebration of our beloved Ellen.

One of Gene’s favorite things was a hand squeeze (if you met him you would know) and you better have a good squeeze, or he’d let you know how to improve it. At the end of the day Gene really was a silent disciple doing God’s work for everyone no matter what. Those were his beliefs. He always would put a good word for anyone because he only saw the best in all people, he only could see the good in a person’s heart and their potential. He was a definite rare breed and an all-around class act; one of the most beautiful souls a person could ever wish to meet. I was born and raised I Del Norte County, enjoying clamming on Kellogg Beach in Dad’s dune buggy and camping in the area. My parents, Peter and Jeanette Nesbitt, were involved in the community as well. Dad was a logger, construction worker, beekeeper, etc. My mother, a Native American (Yurok and Karuk) worked in the lily fields and passed on the importance of 4-H to my sisters and me. After graduating from Del Norte High School, I earned a bachelor’s degree in communications from Cal State University, Chico, then moved to the Bay Area. That is where I spent my career. I was deeply involved in business development for several Fortune 500 companies. In 2016, Harry Adams and I married. It was then that I moved back home to Del Norte County, became a realtor for Finigan Real Estate and became involved in our community. My extensive background in sales and my familiarity with the area has allowed me to be successful in business. I will work hard to make Del Norte First! First priority for job growth, a strong local economy, reduction in blight, and improved road conditions. I know I will succeed in making Del Norte my First priority.

My name is Frank Magarino, I’m running for the Del Norte County Board of Supervisors for District 3, and I want to earn your vote and trust. My wife Paula was born and raised in Del Norte County. We married in 1996, and moved to Crescent City in 2006. Together we have built a very successful business which we have been operating for 23 years, among other business ventures. We have been involved in this community for many years, and volunteered in lots of capacities. I was elected in 2016 to the Del Norte Unified School District board, reelected in 2020, and served as president for two years. Prior to that I served as County Planning Commissioner for two years and as a Grand Juror for a year, along with a myriad of other volunteer services. As you can see, we have a deep love for our community and its wellbeing. I would like to bring my years of experience as a business owner and entrepreneur, along with the knowledge and hands-on understanding of the complexity of governmental procedures and how it operates. My name is Brian Stone, a college graduate with over twenty-three years of government experience working for the state and local government. For the last five-and one-half years I have served you as a County Harbor Commissioner. When I took office, the harbor district was on the brink of bankruptcy and was running a $498,000 deficit per year. By updating the harbor’s lease agreements and using good business practices, the district now has a positive cashflow of $698,000 per year. I helped spearhead the creation and passage of Measure C in 2017 The harbor district now receives $236,815 annually for the repayment of the USDA loan to rebuild the harbor following the tsunami. Measure C does not tax the citizens of our county. I have also worked on the Harbor Redevelopment Plan. When completed, it will add over $2.5 million in new revenue to the harbor. While I was president of the Board of Harbor Commissioners, I helped secure favorable lease agreements with three new fish processing companies. I hope to make changes in Del Norte County that will impact the quality of their lives, and yours too. I am currently an accountant for Frank’s Heating and Refrigeration. Not only do I carry with me my experience as a past local motel owner, restaurant manager, and eight years as the economic development deputy director of the Yurok Tribe, but I have also held various volunteer positions within Del Norte County. These include: • Fundraising chairman for building of the Del Norte Senior Center and Board of Directors, four years; • Chamber of Commerce Board of Directors, 10 years; • Marketing and Tourism Committee Chairman, eight years; • Del Norte High School Drill Team Coach, 30 years; • Jaycees Basketball Committee, 39 years. My experience, both professionally and through my many years of volunteer work, provide the qualifications necessary to manage current projects, and to envision a future for Del Norte County.

Help save California’s native wildlife and plant species when filing your taxes Would you like to help the California Department of Fish and Wildlife (CDFW) recover and rehabilitate animals after they’ve been injured or orphaned by wildfires? What about supporting CDFW’s research into why the California sea otter population is unable to flourish in its native coastal waters? Or how drought and climate change affect California’s native plants and wildlife? You can have a positive impact on these key issues affecting California’s native species when you donate to CDFW’s tax check-off funds on your California State Income Tax Form 540. By donating even a few dollars to the Rare and Endangered Species Preservation Voluntary Tax Contribution Program (line 403 on Tax Form 540), the California Sea Otter Voluntary Tax Contribution Fund (line 410) and the Native California Wildlife Rehabilitation Voluntary Tax Contribution Fund (line 439) you will help conserve and protect our state’s most at-risk species. Donations to the Rare and Endangered Species Preservation Voluntary Tax Contribution Program (line 403) have helped fund work benefiting California’s imperiled plants, wildlife and fish since 1983. Recent recovery actions supported by the program include projects to save the Kenwood Marsh checkerbloom plant species and the Santa Cruz long-toed salamander. Funds also helped the Southern Sierra Nevada fisher, a small, carnivorous mammal in the mustelid family (commonly called weasel), from extinction. These are just three of the more than 1,000 native animal and 5,000 native plant species threatened by habitat loss and climate change in California. Of these, at least one-third of plants and two-thirds of animals are endemic species that occur nowhere else in the world. More than 300 are designated by the state as rare, threatened or endangered. Contributions to the California Sea Otter Voluntary Tax Contribution Fund (line 410) are split between CDFW and the State Coastal Conservancy to benefit Southern sea otters. Southern sea otters are the smallest of all marine mammals and once lived in nearshore waters along California’s entire coast. They play an important role in supporting the nearshore marine ecosystem through helping to maintain healthy kelp forests and sea grasses. Since 1995, the California sea otter population has fluctuated between 2,000 and 3,000, as their numbers have been slow to rebound due to a variety of factors including pollution, boat
strikes and parasites from terrestrial animals. CDFW uses its portion of tax donations to fund research on causes of sea otter mortality. The Coastal Conservancy uses its portion for grants to support research and facilitate sea otter population recovery. Donations to the Native California Wildlife Rehabilitation Voluntary Tax Contribution Fund (line 439) help support the care provided by permitted wildlife rehabilitation facilities to California’s injured, sick and orphaned native wildlife. CDFW uses donations to provide funds directly to wildlife rehabilitators statewide through a competitive grant program. Grant awards are used to support activities that include, but are not limited to, innovation in animal care during
rehabilitation, veterinarian treatment, dietary and behavioral enrichment, facility operations, post-release monitoring, and conservation education for the public and local communities. Permitted wildlife rehabilitators are important non-profit partners that strive to provide highly specialized, quality care to wildlife for the purpose of their return to the wild. They often struggle to operate during difficult economic times. Donations to this fund will help California’s native wildlife in need now more than ever! The California state tax deadline for filing your 2021 taxes with the Franchise Tax Board is April 18, 2022. If someone else prepares your state tax return, let them know you want to donate to the Rare and Endangered Species Preservation
Voluntary Tax Contribution Program (line 403 on tax form 540), the California Sea Otter Voluntary Tax Contribution Fund (line 410) and/or the Native California Wildlife Rehabilitation Voluntary Tax Contribution Fund (Line 439). If you use tax preparation software, go to the contributions section on Form 540 near the end of your tax return and make a voluntary contribution.
